The Woodpecker Community Trust Update The Woodpecker is published monthly by The Woodpecker Community Trust, a charitable trust. It is distributed free of charge to all residents of Woodend, Pegasus and Waikuku. Apart from the cost of printing, all other aspects of the production including editorial, administration and delivery are provided at no cost on a volunteer basis.

LETTERS TO THE EDITOR

Over the last couple of years the circulation of the Woodpecker has been extended to another 700 households in Pegasus. This has significantly increased the printing costs without an equivalent increase in advertising revenue. Initially a sizeable donation from the Lions Club of Woodend helped with the increase of costs, and to establish the connection between Pegasus and Woodend residents via the Woodpecker. We see the Woodpecker as fulfilling a vital role in the areas it serves. It enables local businesses to reach potential customers, it is a means of communicating local news, and it offers local residents the opportunity to express their views on local issues. For the Woodpecker to remain viable, we have found it necessary to increase advertising rates from 1 October 2017, to the following; quarter page $30 half page $55 full page $110 These rates are GST exclusive. Although the Woodpecker has a strong social element, we appreciate that for advertisers, we have to offer value for money. We have compared our new rates with comparable publications and are satisfied we are more than competitive. We also wish to advise that from 1 October 2017 the Woodpecker Community Trust will be registered for GST. Invoices from Page 4 THE WOODPECKER AUGUST 2017

Our bus service was reduced more than 3 months ago now. Fair enough keep the lower sign for a little while for irregular users to inform of the permanent closure and the contact details for more information so the replacement stop can be located. But I ask - why are the Bus Stop signs still displayed it just confuses everyone, especially visitors? Surely you have saved enough money by now to afford someone to go around and take the signs down. This just shows you really have forgotten about our town already and moved on. M. Leech.

I know we potentially have quite a lot that winter can throw at us, but the District dodged the worst of what July’s major storm threw at areas to the south of us, from Christchurch to Dunedin. Several districts declared States of Emergency: Christchurch, Selwyn, Timaru, Waitaki and Dunedin. Those that didn’t were the three northern districts, plus Ashburton, Mackenzie and Waimate.

Mayors are given the statutory power to make such declarations, although they can delegate it to others in their absence. I have a “pecking order” with, obviously, Deputy Mayor Kevin Felstead next,

followed by Councillors John Meyer and Peter Allen in that order. Whether to declare or not has become a more difficult decision after Christchurch and Selwyn were criticised for being too slow to do so during the recent Port Hills fires. The usual consideration has been whether you can deal with the emergency without resorting to special powers. In the normal course of events, the main emergency services in these events, such as Police, Fire and Civil Defence, have sufficient powers anyway and also the resources. The sort of extra powers that you might want could include the power to order evacuations and stop people entering an area, or to requisition resources, both material and personnel. If you don’t need to any of that special power, why declare a State of Emergency? We seem, however, have come to a point where declarations have to be made to assure people that a situation is being taken seriously. That, I would suggest, is a political need, not a legal one. The Port Hills experience has started to make mayors and councils nervous because, as we all know, wisdom after events has become a strong current in our society, especially in the likes of social media and talk-back radio. The Government is currently undertaking a civil defence review which is concentrating on this the initial response phase to disasters. I can only hope that out of it comes better guidance for mayors than we currently have.

WOODEND COMMUNITY ASSOCIATION COMMITTEE - TREASURER Woodend Community Association Committee (“WCAC”) are looking for a community resident to take on the role of Treasurer. This role involves attending the monthly Committee meeting, depositing cash and cheques, paying bills and tracking income and expenditure throughout the year. changed along with some of the Kaiapoi and Rangiora services. The Woodend bus now only goes straight along the Main North Road. Up until then it came through the west side of Woodend, via Woodend Road, Rangiora Woodend Road, Chinnery’s Road, Welsford Street and Hewitts Road. Prior to that it went up to and from Rangiora via Woodend Road and Rangiora Woodend Road then onto Kaiapoi via the Main North Road. WCA are interested to know if any residents have been adversely affected by this reduced service. We are aware that it may be some distance for people to walk to catch a bus now so welcome any feedback you may have. Please email us. The objectives of WCA are: • To promote and support any initiative to advance safety, wellbeing and community spirit in the Woodend Community; • To provide members of the Woodend Community opportunities to express ideas and concerns; • To raise awareness of developments which affect the Woodend area and provide information to the community; • To liaise with the Waimakariri District Council and its Committees and Boards, and with other local, district or national organisations on matters that affect the common or general interests of the Woodend Community; • To encourage the development of additional amenities and services for the Woodend area and to seek support from appropriate quarters for the realisation of such projects.

We welcome all to attend our AGM to find out more about us and the local projects underway. It’s a small annual subscription of $5.00 per household to join the WCA. PEGASUS COMMUNITY WATCH

Accessway: Following a request from PRGI, WDC have informed us that they will open the fence at the end of Tiritiri Moana Dr to enable pedestrians and cyclists access to and from Kaiapoi Pa Rd.

The volunteer community watch team members had a get together at the community centre on 17 July. The evening was attended by Helen Todd, Canterbury Community Patrol Coordinator, and was a good opportunity for information sharing and a chat. For those who don’t know, the Pegasus Community Watch team of volunteers have been operating for six years and during that time they have seen off many trouble-makers and potential trouble-makers. As stated at the meeting, they are the ‘eyes and ears of the community’. Unfortunately, they can’t be everywhere at once and aren’t out all the time, so we do still get some mischief in our town!

Submission: PRGI compiled a submission for the WDC Draft District Development Strategy, with a heavy emphasis on the need for WDC to purchase land at Ravenswood for community facilities such as a library, swimming pool and council service centre. We are also advocating for an emergency base to be created at Ravenswood, as the population grows, that would house all emergency services in purpose-built premises. Maintenance Issues: We have asked Todd Property to tidy the area bordering Winsloe and Pakohe Streets, which they have instructed their contractors to do.

We have also asked WDC for the weed and grass growth on the Lake beaches to be attended to and have been assured this will be taken care of by their contractors. Rumble Strips: WDC have been made aware of concerns regarding the rumble strips at some of the roundabouts in Pegasus. WDC have told us work will be done to smooth the strips at the Solander/ Murfitt/Pegasus Blvd roundabout in the near future. Pegasus Beach Toilet Block: Be aware that there are no facilities at the beach carpark while the new block is being constructed. Woodend-Sefton Community Board July WSCB Meeting Taranaki Reserve Advisory Group The Board approved the establishment of a formal Taranaki Reserve Advisory Group with the main purpose of the group being to guide development of the reserve n partnership with Council Greenspace staff. For those that don’t know, the Taranaki Reserve is located at Waikuku Beach and covers an area of approximately 11 hectares with the Taranaki Stream running through it. The advisory group will be made up of 6 – 14 people, with representation from those bordering the reserve, WDC, ECan and WSCB Member Andrew Thompson. At its June meeting, the WSCB approved the allocation of $2,000 from its general landscaping budget towards the planting of riparian plants in the Taranaki Reserve. Woodend Pegasus Area Strategy Update The Board received an update on the Woodend Pegasus Area Strategy, which was adopted by the Council in October 2013. The updates are too numerous to mention here, but do go online and have a look at the WSCB July agenda, which includes the full update report.

Neighbourhood Support indoor picnic at Pegasus Bay School on Sunday 9 July and the ‘Let’s talk Rubbish’ drop-in session on Saturday 22 July. It was a privilege to be invited to the Kaiapoi Art Expo opening night with some stunning works on display and another very successful event resulting. We will also be at the Pegasus Community Centre Open Day on Sunday 13 August from 11am, so come along and have a chat to us. In the past month the Board have made submissions on: • Draft District Development Strategy – this is a major document looking at the next 30 years in Waimakariri. •

Submission to the Canterbury Regional Land Transport Plan to allow a third lane south of the Waimakariri Bridge as part of the Christchurch Northern Motorway extension. The Board supported the third lane.

Waste Management review. We encourage all residents to have their say on this matter by 11 August when submissions close (see below for more info).

Woodend Lions War Memorial Project

Let’s Talk Rubbish!

At its June meeting the Board approved the location of the proposed war memorial on the reserve by the Woodend Community Centre and earmarked $5,000 towards the project.

The Council is looking at ways our district could manage rubbish in the future. They want to get serious about reducing the amount of waste being sent to landfill and would like to know if you think we should provide more choices like rubbish bins and organics/greenwaste bins.

Woodend Combined Club Instead of a bus trip this month many of us sat down to our mid-winter dinner. Seventy-one of us enjoyed a very tasty, two course meal at the Showgrounds Function Centre. We were asked to wear something flowery and the member who won was wearing a very cute hat with a large flower on top. Christchurch was where our mini-speaker was born and grew up. Finishing school at Riccarton High School he applied and got a five year apprenticeship as a coach builder for N.Z.R. Road Services, which later became Inter City Bus Company. When he completed this he and a friend found work at Benmore. This was in 1966, where they drove trucks and were accommodated at Otematata in huts built for the dam workers. These were very small, steep roofed and situated row upon row, for the single men, with only space for a bed and a table. There was a large hall where they all took their meals. After leaving Benmore he took a job at a plywood factory and while working there he met his future wife on a blind date. They were married in 1970 and had three children. He returned to Road Services and stayed there for another twenty years, the last as workshop foreman, until he was made redundant in 1990. Once the children were married he and his wife left their Avondale home of thirty-three years and moved to Tuahiwi where their large section and house needed much work. The next job was at Pacific Horizons until 2010. Unfortunately his wife died in 2013 after a long illness. He later built a house on one son’s six acre property and lives there now. Page 24

The story of Ravenswood was the topic of our main speaker last month. Jenny Lake gave us a power presentation and interesting talk on how Ravenswood would look in the future. The sales office is on Rangiora Woodend Rd., where Stage 1 will be. Off the round-about leading into Pegasus will be the commercial area which was started in April, 2017, and hoped to have title ready by February, 2018. Macdonalds and New World will be the first to be built and should be ready by the end of next year. Thirty-four of the thirty-six commercial sections have been sold. There is 15 hectares of commercial land and 150 of residential. A retirement village is planned between the commercial and residential areas. Swailes are to be constructed north of this area. It is hoped that all of this will create 600 to 800 jobs and allow people to work closer to home. Stage 1 residential should be starting in October and the first houses being built in July, 2018. The sections are from $119,000 and 408 sq. metres up. The plan is to attract those wanting their first house and others who are down sizing. The Taranaki Stream that flows through here will be enhanced and a playground is to be in stage 1. 80 to 83 contracts have so far been taken up. Woodend Indoor Bowling Club The Woodend Indoor Bowling Club meets every Monday evening at the Community Hall. Play starts at 7.30pm. July has been a busy month for the club. We have held our Club Fours competition with R Macauley, P Vaughan, M Taylor and J Harrison the winners. One of our competition teams were runners up in the North Canterbury Championship Fours Plate competition and our two Junior members, Rebecca and Dan Jelfs recently represented Canterbury Indoor Bowls in Junior Championship competitions. Rebecca and Dan are both very successful Indoor and Outdoor bowlers. On Saturday 12 August the Club is running a fund raising sausage sizzle outside Mitre 10 in Rangiora. Migrants and Newcomers Group

The Waimakariri - Migrants and Newcomers Group launched the “I’ve Got Your Back” campaign at the Rangiora Winter Festival. The campaign is being rolled out across the district along with the philosophy of supporting new people to help them to feel welcome and settled in the Waimakariri. The purpose is to create an understanding in our community that our population is changing and becoming more diverse and this will continue as our district grows. We want migrants, refugees and Kiwis new to the district to know that there are people and support agencies here to help them feel welcome.

THIS MONTH WITH HARRY Continuing a little about the Woodend Rugby Club. The club once again went into recess for the duration of the Second World War. At a public meeting held in the hall on the 14th March, 1946, it was decided to reform the club. This was chaired by Tom Soloman (Huria) with secretary Charlie Robb. Both had held these positions prior to the war. Subscriptions were set at 7/6 (75c) for over 18 years old and 5/- (50c) for under. The 1947 A.G.M. saw 40 members turn up. Fred McQuillan was elected president and a sub-committee formed to run dances and socials. Johnny Wesley offered half a cord of dry willow for these events. Hot water was supplied by a copper in a side room of the hall and this had to be filled and tended. This was usually done by Tommy Pascoe, a local character who also filled the roll of village ‘sherriff’. Tommy was an ex - Burnham Industrial School boy who had been fostered out to Woodend. He stayed on in Woodend odd jobbing and harvest work etc. Tommy was supplied with a little cooling liquid as stoking the copper was hot thirsty work. Legend has it on one occasion he imbibed a little too much and fell asleep at his post. He was still there when the committee returned a couple of days later to clean up. As with the present fund rising was always an ongoing issue. There was only a modest profit from dances and socials, which were called ‘smoke concerts’, for reasons that can only be imagined. 1949 saw the introduction of ‘vice presidents’. These were local people who were usually a little better off i.e. business owners and farmers. The club would send them a letter congratulating them on being appointed a vice president of the club. The done thing was to include a donation when writing back to thank the club for bestowing the honour. It would seem that it was a fairly Page 30

good source of income --- the 1949 A.G.M. saw 7 pounds 2 shillings and sixpence ($14 . 25c) added to the coffers from 21 vice presidents nominated. In 1954, 51 v.p.s were appointed which resulted in the handsome sum of $32.60 being raised. However expenditure knocked the income about a bit. Power for the 1949 season cost $2.99c, the domain board wanted $4 for rent and the fee to hire the hall for the end of season ball was 35cents. The 1954 season saw nothing short of a financial boom. A rep. match held in Woodend netted $50.15c but the costs of hosting this event amounted to $30 for the sub-union, $3.20c for sandwiches, the butcher wanted $5.65c for the savs whilst Reg James the publican required $5.55 for ale supplied. To be concluded. Just prior to the holidays we had a couple of activity sessions with the Boys’ Club. As well as the usual trap and rifle shooting, and go-karts and motorbikes, we steamed the traction engine and most of the guys had a go at steering her round a set course. For all it was the first time they had ‘driven’ a traction engine. Mine is a top of the range Fowler, a breed favoured by the Kings and Queens and landed gentry of England. There are several other brands such as Robeys which tend to be a bit incontinent. As reported once before, the Queen of Bulgaria had a Robey but the wheel fell off and she lost interest. During the holidays we had two trips to Waiau. Our travel time has given rise to a new game when coming across the many road works. It is called ‘spot the worker’. There always seems to be a lot standing round watching or waiting for something to happen. We were able to run the usual program except for swimming and boating. Dear Cur or Madam, On a recent visit to see my husband Claude, he passed comment that it was high time a street in Woodend was named after his family. Claude works for the Government making mail bags at a large factory to the west of Christchurch. So important is his work, he is not allowed to leave his bench for the next 18 months. My husbands grandfather, Humphrey, arrived in Woodend in the 1870s and started a small farm on Gladstone road. Here he attempted to grow pineapples. When this proved unsuccessful he turned

to breeding hedgehogs but this failed due to limited demand. My father-inlaw, Cyril, took over the family farm and started a beef cattle stud. This became quite successful and he used to send bulls all over N.Z. by boat. He soon gained a reputation for being the biggest bullshipper in Woodend. In light of the stupid suggestions for street names in the new Ravenswood sub division, I intend contacting my very good friend the charming, handsome and intelligent John Harris regarding a Crud avenue or Crud crescent etc. I am also fully aware he is fighting off other dopey ideas from Woodend residents such as one Peter Howse who seems to forget each street has lots of them and a couple of old sheilas namely Maggie Parkes, there is several of them too, and Cheryll Judson who not content with a Judsons road now wants a Cheryll street.
