The Welcome Record Wednesday 22nd March - Page 2
Published by community volunteers
In attendance at the Launch was local Member for Ripon, Martha Haylett, Central Goldfields Shire (CGSC) Councillor Liesbeth Long, CGSC CEO Lucy Roffey, Ross Egleton Chair of Community Bank Maldon & District and Jesse Sherwood Regional Manager, Sport & Recreation Victoria. The scoreboard is located on the Elgin St. side of the main oval so it is able to be viewed by all spectators in attendance at the ground.
Ms Long added, “It’s amazing to know that the LDCC raised over $106,000 to make this project possible. That’s a huge amount of money for a small community club. What excites me the most, is just how many people will benefit from this new scoreboard. Then there is scope as an outdoor cinema for the local community, markets, family reunions and Car Club
‘Show & Shine’ days just to mention a few. The possibilities are endless and there are certainly exciting times ahead.”
cont’d from page 1
Ralph Williams, President of LDCC confided that “anything that could hold up the project – did! From CoVid, to wet springs, delays in building supplies – all of it took us longer to get here!” He stressed that the project wanted to engage local companies to do the construction and thanked Carmel Pethick from CGSC for her advice and support and the many sponsors who helped the LDCC raise the money.
However, it was clear that the unwavering commitment and sheer tenacity of the Club members to raise the funds was critically responsible for the successful completion of the much-needed project.
Ms Haylett congratulated the LDCC for the massive effort and said “The brand-new electronic scoreboard is an asset to the entire Dunolly community. It will make game days even better and will also keep locals safe and informed in the event of emergencies. There’s also an opportunity for local community groups and businesses to take advantage of the scoreboard to broadcast local initiatives, upcoming events, and promotions. In the event of emergencies, the new scoreboard can also be used to communicate critical information – helping to keep the Dunolly community safe and informed.” The funding breakdown for the project included: Maldon & District Community Bank ($12,000), the Victorian Government’s Local Sports Infrastructure Fund, Sport & Recreation Victoria ($25,000), Scoreboard Benefactors ($7,250) and 3 Local Contractors Shay Excavations, Eureka Concrete and Troy Walker Electricals (‘In Kind’ labour $4,400). The $106,000 balance was then raised by the Cricket Club.
Congratulations to the LDCC!
The list of Scoreboard Benefactors will be permanently commemorated on the screen each time the scoreboard is switched on for years to come.
The list is as follows: - Louise Staley, Peter & Helen Daly; Gibbs Family, Bernie & Kaye Polinelli, Aaron & Leanne Britten, Ned’s Resto’s Dunolly, Fiona Lindsay, Watts Family, Mortimer Petroleum, Liesbeth Long, Priority 1 Property, John & Karyn Bromley, Trent & Megan Bromley ,Dunolly Welcome Record, Paul & Nola Tidyman, Eddy & Ryan Family, Katie Lovel, Dunolly Bakery, Smith & Smith Contracting, Brady Williams, Bruce Dellavedova & Sons Steven & Nathan, Charles Maffescioni, Ralph & Judy Williams.

Dear Editor,
Right now, we know a lot of Victorians are doing it tough. Every day, I hear from pensioners, families, single parents, and renters that every cent counts when it comes to managing the household budget.
That’s why the State Labor Government is opening a new round of the $250 Power Saving Bonus. Every single household with an electricity bill will be eligible to receive another $250 from 24 March 2023. Locals in Dunolly who haven’t already received their bonus from the current round have until midnight 23 March to apply.
And if you’ve received the Power Saving Bonus previously, you can apply again from this Friday. That’s potentially an extra $500 in your bank account. All you need to do is visit the bill-busting Victorian Energy Compare website (www.compare.energy.vic.gov.au), where customers can quickly and easily find the best energy offers for their home. Not only will you benefit from the $250 bonus those who find a better deal save an average of $330.That’s money back in the pockets of your readers.
The Bonus, plus everything else the Labor Government is doing to help families out – like making kinder free for three- and four-year old’s and capping the cost of V/Line fares, will help locals focus on the things that really matter – like spending time with loved ones. My office is available to help with applications and questions – you can call us on 5461 1255 or email Martha.Haylett@parliament.vic.gov.au. All you will need is your latest electricity bill to apply - the process only takes five to ten minutes.
Martha Haylett, Member for Ripon

Birds and reptiles as well as a range of native mammals, such as possums, gliders and bats, rely on hollows in both standing and fallen trees for habitat. The illegal collection of firewood, if made up of mature trees and limbs, also has potential to harm Aboriginal scarred trees. Once gone, an important piece of Aboriginal cultural heritage is lost forever.
Domestic firewood collection from public land is only available in designated areas during the autumn and spring firewood collection seasons.
During these times people can collect a maximum of two cubic metres of firewood per person per day and a maximum of 16 cubic metres of firewood per household per financial year.
Only fallen timber without hollows can be collected. Authorised Officers are educating the public about the rules and penalising thieves.
Last year the Conservation Regulator laid 625 charges and issued 85 infringement notices and 16 official warnings for firewood offences, including cutting or taking fallen or felled trees, and disturbing, damaging or destroying wildlife habitat.
If you think you have found a scarred tree or other Aboriginal cultural heritage, contact your relevant Registered Aboriginal Party (if one has been appointed) or First Peoples - State Relations on 1800 762 003.
For details of where firewood can be collected, visit: www.ffm.vic.gov.au/firewood/firewood-collection-in -your-region.
The community can report the illegal cutting or removal of firewood anonymously by calling 136 186.
More information about firewood collection rules can be found at: https://www.vic.gov.au/collectingfirewood.
Financial assistance is available for people on low incomes who buy firewood for heating.

Whispering Weeders’ Monday March 27th
The Weeders are visiting the heritage Bealiba Railway Station and garden, still owned by Heather and Robert Cooper, followed by ‘Wot’s Ya Caper’ shortly after. Narie and Mark have recently taken over from Cooper’s Capers in Bealiba, and have a processing site in Goldsborough. Heather Cooper is always thrilled to take visitors around their garden at the Railway Station, and Narie from ‘Wot’s Ya Caper’ is also happy to meet with any of our Weeders and show them around their facilities. They’re at the Dunolly Country Market this Sunday, and are keen to educate the public about these little flavour-packed delights. Weeders meet at the Centre from 10am, then carpool to Bealiba from there.
Introduction to Computers at the Centre: Thursday April 6th
This course will be so helpful to community members wishing to improve their confidence when dealing with the online world. You’ll learn how to surf the internet safely, how to use search engines such as Google and Bing, how to successfully send an email, and other useful skills. Being the first course of its kind that we have attempted, we’ll see if more days need to be added- this will depend on how much can be covered in a day session, and what skills the participants already have. If you feel that you have minimal skills, that’s fine- this course is for you! The cost is a very low gold coin donation, and we will have devices here that you can use- you can also bring your own device to the Centre to practise on. Call me to book your place; at this stage the start time is 10.30, but this will be confirmed next week.
Dunolly Neighbourhood Pantry- Monday to Thursday, 1.30 to 3pm at the Centre. This is a ‘dry pantry’, so we stock items that have a long shelf-life. Bring your own bag; this service is open to any community member needing that little bit extra. Donations of long-shelf items such as tinned goods, pasta and rice, toothpaste, shampoo etc are most welcome.
Dunolly Neighbourhood Pantry ‘After Hours’
This is available all the time, in the chest of drawers on the veranda. We invite any community member needing a little bit of help to make use of this service.

Dunolly Community Garden News
By Liz Spiteri
REFRESH AND REVIVE
It was a lovely mild afternoon on Thursday which was a lovely reprieve from the day before. Michael and I arrived a little late to the community garden as I had been held up in the kitchen preserving some of our bounty. I had been making Westmoreland Chutney and Faux Pineapple, the chutney uses a good amount of plums and zucchini, both of which I have in abundance.
The faux pineapple's main ingredient is zucchini! I'm excited to try this and share it with my gardening friends... speaking of which, they were all working away feverishly when we arrived.
Lisa undertook the massive job of digging up one of our compost bays and shovelling the lovely compost into wheelbarrows, which Rick and I took turns in delivering to various beds that Kerry had started to clear whilst Anna helped dig the compost in.
Once Lisa had cleared most of the compost bay out, Kerry took over the digging to give her a break.
Lisa and I emptied out our
Vegepod of all the old hard dirt, which we liken to concrete but actually seems to grow strong plants, and mixed the old soil with the last of the compost. While we were all busy revitalizing the various gardens beds, Michael took care of all the fallen and damaged fruit. He also harvested several containers of plums and nashis and may have eaten half his body weight in fresh fruit! We hope you'll visit us on a Thursday in the near future. No gardening experience needed!
Thursdays 3.30pm, 94 Maude Street Dunolly.
Westmoreland Chutney
Ingredients:
1.5 kg plums
500g zucchini
500g onions
1.5 cups sultanas
4 cups brown sugar
1 litre malt vinegar
2 tsp ground ginger
1 tsp dry mustard
Method:
Wash, stone and chop the plums coarsely; finely chop zucchini, peel and finely chop the onions. Put all ingredients except vinegar into a large saucepan or boiler. Add half the vinegar. Cook gently, stirring frequently for 30 mins. Add remaining vinegar and simmer gently for another 2 hours or until thick. Pour into warm, sterilised jars and seal. When cool, label and date.

Dawn from Avoca as Alice with lots and lots of tea!
The Goldfields Renewal Group was created last year as a direct result of the Central Goldfields Climate Action Plan.
Three years ago after a Climate Rally, the Maryborough Action Group wanted a Shire-wide Action Group on Climate. This led to some key initiatives including planned wide consultation with the Shire and local communities identifying priority projects, conducting a series of Climate Conversations in communities which led to awareness raising, education and community engagement.
The Central Goldfields Shire Council then developed the CGSC Climate Action Plan and appointed a dedicated Sustainability Officer Julia Walsh.
The Action Plan identified six Priority Areas for mitigation and adaptation to actively reduce contributions to global greenhouse emissions as well as preparing for and adapting to a changing climate. They are: Education, Collaboration and Mobilisation; Health and Wellbeing; Renewable Energy & Energy Efficiency; Built Environment and Transport; Waste & the Circular Economy and Land & water.
From the establishment of the Goldfields Renewal Group, a new Climate Action Stewardship Group was formed and meets every month to set and review priorities and actions.
The Stewardship Group has 10 members made out of 2 council staff incl. Julia Walsh, 2 CGSC Councillors –Liesbeth Long and Wayne Sproul and 6 Community members: Colleen Stratford (Dunolly), Barry Parsons (Goldfields Sustainability Group), Bronwyn Haywood (Maryborough Climate Action Group), Adrian Masterton-Smith (Maryborough Mill House), Bernard Aberdee and Tony Macer.
An identified key action priority for Dunolly is to install solar panels to reduce emissions and lower utility bills for The Dunolly and District Neighbourhood Centre (DDNC).
Any savings will be able to be directed to increasing services and programs for the community.
The Neighbourhood Centre has approached a Bendigo Sustainability Group for advice on what size system would provide the most benefit and have received an informative report, estimating the best size system required to suit their needs.
Interestingly, the advice has been that it will be a better investment focusing on just panels and an inverter and not adding a battery storage system, as the Neighbourhood Centre is connected to mains already.
There is still a bit of work for this to become a reality and The Neighbourhood Centre are looking at quite a few funding options, including interest free loans, grants and the usual fundraising options of raffles and sausage sizzles. They would welcome any support or input from the community to help us achieve reduced greenhouse gas emissions.
The Goldfields Renewal Group have just received $2,600 donation from the Central Victorian Greenhouse Alliance to kickstart the solar project for the Neighbourhood Centre. This will go a long way towards achieving their goal but it is now up to the Community to assist them with raising the required balance of funds. Rosie’s Ramble ...
Topic of the week is magpies.
One morning last week there was an eruption of noise in the back yard -one of those periodical brawls that Maggies have. It was all squawks and feathers - about a dozen birds belting one.
I often wonder why there are no fatalities as Maggie's have very hard sharp beaks.
On Sunday as I came out the gate at the church I noticed a magpie standing near a tap.
Then I noticed that the tap was dripping and the magpie was having a drink by catching each drip - he didn't miss one while I was watching.
The following notice is quoted as in the Maryborough Addie from a Cancer Council notice.
It is a very serious subject, but I feel it could have been worded better. " A Cervical Screening Test is the best way to prevent cervical cancer and needs to be done every five years by all women and people with a cervix aged 25 to 74 , even if they had the HPV vaccine ."
I have lazy down to a fine art. My cat is a grazer, not a gobbler when it comes to food, and often leaves bits of food in her dish.
I put the dish out on the grass and the local ants clean every bit of food from it.
I reckon I'm feeding all the ants in the area. P.S. I do wash the dishes properly.

Borzois are Russian wolf hounds and are a much bigger version of a greyhound. The males can measure up to 70cm at their shoulder.
Many were slaughtered after the Russian revolution because of their strong connections to the Russian aristocracy and had become quite rare by the 1940’s. But numbers have been building since then. Faye's friend Margaret had a pet Borzoi called Igor. They make a good low maintenance pet who is a couch potato but do have a mind of their own. This big white boy enjoyed the run of the house. One year when Margaret's boys were quite small, perhaps 4 and 6, she decided to roast a turkey.
The turkey cooked beautifully and smelt delicious.
Living in an old house in the bush the heat quickly built in the kitchen so Margaret opened all the outside windows and doors to allow it to escape. The boys were happily engaged with their new toys in the lounge and Igor was wandering back and forth between the lounge and kitchen, very interested in both activities.
Margaret put the roasting dish on the bench while she turned to the cupboard to get a board for the turkey to rest on. She put it on the sink and turned back with anticipation, to get the perfectly cooked bird. She couldn't believe it but that golden skinned, aromatic, juicy turkey was nowhere to be seen.
There was Igor, running very fast up the hill, the perfect turkey claspedvery firmly in his mouth. Later Margaret wailed to her guests, as they ate their Christmas vegies with turkey gravy, ' I didn't even hear the click of his paws on the bench.' Everyone nodded in sympathy and agreed the roast vegies and gravy were delicious. The pudding was excellent too.
With the vegetables browning and time getting close to the guests arrival, the turkey needed to be taken out and let rest for a while as the gravy was made.
She checked the oven, no bird, she checked the other benches, no bird. It was like the turkey had never been. Just then, sudden movement outside the window caught her eye.
Much later, when Igor finally came for his tea, there was none. But by then a few glasses of wine had mellowed Margaret's mood and he was allowed to sleep in his usual bed, presumably blissfully dreaming about turkey.

Record Committee stalwarts gathered for one of Jan Brock’s famous lunches, in order to express their appreciation to Cynthia Lindsay for her long years of service to the paper. After 17 years of valuable input in many areas, including proofreading and writing her very entertaining stories, she will be missed by Committee members and her many fans. On a personal level, I vividly recall Cynthia instructing me in the art of proofreading when I first started at The Welcome Record 14 years ago.
We will still no doubt see Cynthia often, as she rides her trusty “Sybil” down Broadway, giving people a cheery (and sometimes cheeky) greeting as she passes by. We love you Cynthia! Jenny Scott

It was great to see the new scoreboard at Deledio Oval last week.
We look forward to the rest of the election promises, plus awaiting planned works as they are rolled out. The Dunolly Country Market is up and running again this weekend, so please do your bit for the community and attend and support this market. Fantastic to see so many visitors in Flynn Ward. We hope the roadside slashing and road maintenance is kept up. Safer roads can only benefit the complete shire.
Last week we mentioned the concern around Council charging interest on overdue rates and charges. We emailed Council on 9th March 2023 asking if it was against the Local Govt. Act for Council to do so. Several days later we received an answer from the Shire accounting department, stating “Based on Section 172 of the 1989 Act, Councils can charge interest on overdue rates, but Section 120 of the 2020 Act is referring to other fees and charges such as overdue childcare fees, permits, or the like”. We researched these statements and came up with these findings:
Re LG 1989 act sect 172. council can charge interest, plus (3) A Council may exempt any person from paying.
LG 2020 act Sect 120 (1) A Council may require a person to pay interest on any amount of money (other than rates and charges)
The Council representative then stated that rates and services in the LG 1989 act are different to rates and charges mentioned in the LG 2020 act.
We then asked for the definitions for rates and charges in both acts.
Also asked was if one act states you can charge interest, and another act states you can't charge interest, is it the Council who decide who actually pays or not?
This issue is still ongoing, now into its third week. This could have been resolved with a meeting and transparency.
Our Council and Councillors are asking us to communicate with them. Why is getting such a straight reply just so difficult? A lot of funds spent on an issue which could be spent elsewhere.
Our next CGR&RAI meeting will be at Dunolly on 4th April 2023 at 7pm at St Johns Church Hall, entry off Barkly St, Dunolly. Thank you and enjoy the cooler weather.
Wayne McKail, President.

LDCC Under 16 Grand Final
Last weekend we played Carisbrook at Jubilee Oval to decide the MDCA U’16 Premiers
After winning the toss and batting we were all out for 118 at the end of Saturday mornings play.
Our captain Joe Lovel led the way top scoring with a well compiled 50.
We returned on Sunday morning to hopefully bowl Carisbrook out for less than 118.
The boys tried hard all morning but with 5 overs remaining Carisbrook passed our score.
Although not winning the Premiership the side had a fantastic season.
To go from not winning a game the previous season to within 5 overs of the Premiership was outstanding.
Batting: J Lovel 50, T Nguyen 7, L Condie 20, C Polinelli 0, I Scott 5, C Willoughby 8, A Wickham 2, N Crumpton 1, D Liddicoat 0, Billy Crumpton 1 and E Hallworth 0 not out.
Bowling
L Condie 0/34, J Lovell 1/15, T Nguyen 1/28, I Scott 0/21, C Polinelli 0/10, C Willoughby 0/9.
Bealiba Bowls
Well to quote a song, “Oh What a Night”. Kitty was being left hanging on the edge, bowlers were having trouble keeping their bowls on the mat, even the oven didn’t want to heat up our supper. One team gave the opposition team the perfect score of 8 on one end. After all that it was still a great night.
Congratulations to the team of Ian Lovel & Heather Cooper with the maximum score of three wins, close on their heels were Malcolm Campbell & Lyle Streeter with two wins & one loss. Supper was eventually enjoyed by all & the raffle was won by Gary McClelland. Happy Bowling
