FIREFIGHTERS in protective suits tackle the clean-up of an acid spill at the corner of Governor and Springvale roads, Keysborough, last Tuesday. A 1000-litre container fell off a truck, tipping a mix of sulphuric and hydrochloric acids on the road. No one was hurt but a nearby Nando’s restaurant and a service station were evacuated. Ms Donaldson, an administrator at a city accounting firm, has lived in Brady Road for five years. The road has a 60km/h speed limit, which she described as appropriate. “[But] people certainly don’t do 60km/h along this road,” she said. “Even motorbikes and cars fly, probably because it’s so straight.

We were only saying the other night that maybe there should be speed bumps put in.’’

A Dandenong North woman could have died when a car ploughed into her bedroom if the walls had not been double-brick, says her housemate.

Leanne Donaldson, 40, was asleep in her Brady Road home at 12.30am on Monday last week, when a car left the road and crashed into her master bedroom.

“The next thing I know, I had a pair of headlights staring at me,” she told the Journal.

The impact demolished a wall in the house but its thickness stopped the vehicle from hitting Ms Donaldson.

“That double brick has saved her life because if it was just singles, it would have gone straight through over the top of her,” housemate Warren Barker said.

Mr Barker, 48, heard several loud bangs, which are believed to be the car hitting the property’s brick fence and Mr Barker’s car.

It then hit the house with a “boom”, covering everything in dust. “When he hit the house, it was like it exploded,” Mr Barker said.

He said he found Ms Donaldson screaming, her bed surrounded by bricks. As she called triple-0, Mr Barker scrambled to the car and,

MONASH NEEDLE-EXCHANGE STAFF FEAR JOB LOSSES HEALTH

Staff at Monash Health are fighting changes to the Dandenong and Springvale needle-exchange program which they fear could eliminate their jobs.

The Foster Street needle exchange dispenses 42,400 needles a month, the delivery service sends out 12,500 needles a month and the Springvale foot patrol distributes up to five needles a day.

Reports surfaced last week that the program faced closure – but Monash Health’s director of community access and partnerships, George Osman, told the Journal this was not true.

“The Foster Street needle exchange is not closing; it is moving to a new building ... near the station,” he said.

Mr Osman, who runs the drug and alcohol program, said all 54 Monash Health sites would soon include needle exchanges.

The Foster Street needle exchange and clinic were moving to a bigger centre where more services could be rolled out, including wound, liver and vein clinics and breakfasts for the homeless.

Mr Osman said the delivery service would be extended. Springvale foot patrols would be axed, but the program would instead run from Springvale Community Centre over extended hours and with more qualified staff.

“This is not a cost-saving initiative,” Mr Osman said. “We want experienced clinicians to engage clients.”

Health Services Union secretary Craig McGregor said he believed that social workers who handed out and picked up discarded needles would be replaced by nurses.

There was concern that a medical model of care would discourage people who need clean equipment and referrals to other agencies, such as housing.

“The foot patrol will not be cleaning up used syringes, which will cause an increase in hepatitis, HIV and blood-borne diseases. This is a significant social problem,” he said.

Union representatives were aware of two

needle-exchange staff who had been made redundant and at least five others who were fighting to keep their jobs.

A Monash Health spokeswoman said some workers had chosen to leave.

“Some people didn’t like the way it was going to go so they left themselves,” the spokeswoman said. “Everyone affected by the change is going to be redeployed elsewhere.’’ \ ALECIA PINNER apinner@mmpgroup.com.au Have your say

letters to the editor PEOPLE POWER WILL END THE RACISM SCOURGE ■ Recent troubling reports exposing racism in Victoria show that it’s time to focus on a solution. Every racist incident is serious, no matter how insignificant it seems.

Our research shows the more racism someone experiences, the more likely they are to suffer from psychological distress, which can lead to other, preventable health problems.

VicHealth and the University of Melbourne have released important research that may hold the key to ending these ugly racist incidents.

We need to unlock the potential of people power. Of the 600 Victorians in regional, rural and metropolitan Victoria we surveyed, the majority (83 per cent) wanted more to be done about racism.

One in three pledged to take action if they saw racism, be it abuse on a train, a hurtful sledge on the footy field or a joke at a barbecue.

But one in four people upset by racism wouldn’t act because they

didn’t feel confident enough to step in and say or do something.

It is important that we all act if someone is being racist. Even small actions matter. You can support the victim, film the incident, report it to police, challenge attitudes, or simply reassure the target that most Victorians do not stand for this behaviour.

Racism hurts more than feelings and it’s up to every one of us to play our part and make this ugliness a thing of the past.

It’s not a new fire levy, it’s a fairer fire levy.

On 1 July 2013, as recommended by the Victorian Bushfires Royal Commission, the Victorian Government is replacing the old fire services levy with a fairer system.

Rather than being added to insurance premiums, the levy will now be collected with council rates. This means all property owners contribute a fair share to the Country Fire Authority or the Metropolitan Fire Brigade.

The levy is a fixed charge of $100 for residential properties and $200 for non-residential properties, plus a variable charge based on the property’s capital improved value.

All funds will go towards supporting Victoria’s fire services.

GST and stamp duty charged on the old levy have been removed and, for the first time, eligible pensioners and veterans will receive a $50 concession.

These reforms will save households and business around $100 million a year.

Greater Dandenong council expects to return to “acceptable” debt levels in five years, after revealing it borrowed $33 million in 2012-13 to fund its new municipal building.

The council revealed that as of last month, it owes $65.887 million. It will borrow a further $6.748 million this financial year to fund the municipal building. It will also borrow $1.848 million to subsidise a shortfall for a scheme that entitled public-sector employees to a pre-determined pension on retirement.

The loan will see the council’s interest repayments increase from $2.836 million to $3.492 million by 2017-18.

Greater Dandenong’s chief executive, John Bennie, said the council had known it needed to borrow extensively to build the new municipal building.

“Part of the delivery of that project would require the level of acceptable indebtedness to rise to a maximum level,” he said. “The council ... does all of this in the context of a long-term financial strategy. \ DANIEL TRAN

Springvale refugee Vu Ho faces a $200,000-plus legal bill after losing his Court of Appeal battle against Greater Dandenong council to keep his pet sheep, Baa, at home.

After the verdict last Thursday, Mr Ho did not rule out appealing to the High Court – and he was confident of a win.

“I risked my life to get here [to Australia] so it’s nothing to lose money,” he said.

Court of Appeal judges Chris Maxwell, Pamela Tate and Gregory Garde unanimously dismissed Mr Ho’s appeal, awarding costs against him as well as about $168,000 costs from the original Supreme Court trial.

Mr Ho was asking the court to overturn last year’s unsuccessful Supreme Court action against the council, which fined him $225 and ordered him to remove the sheep. Mr Ho had argued he should not pay the council’s costs on the grounds of defending democracy.

Court president Justice Maxwell said the case didn’t fit the category of public-interest litigation to absolve Mr Ho from the council’s costs.

Mr Ho unsuccessfully argued the council didn’t have power to make laws about domestic animals, such as his 16-year-old pet sheep. He had also claimed there was a

conflict between the state’s domestic animal and wildlife laws and the council’s planning scheme.

At the hearing two days before the court’s decision, Justice Maxwell praised Mr Ho’s 116-page submission for its clarity and detail.

Mr Ho said he would “fight to the end” to prevent the council taking away his sheep which, according to the council’s local laws, is not permitted to be kept on land less than half a hectare.

Greater Dandenong mayor Angela Long said ratepayers should not bear the cost of responding to an “entirely unnecessary and unwarranted” court matter.

“For this reason [the] council sought to have Mr Ho pay the court costs,” she said.

“It is Mr Ho who has chosen to take Greater Dandenong city council to court when he has always been made aware there were other reasonable and far cheaper options available to him.”

Halfway House has played Lnotyndhurst important roles in the local community, the least being the catalyst for the

formation of Dandenong and District Historical Society, which celebrates its 50th anniversary this year.

The Halfway House prompted a plea in a letter by Susan Perham to The Dandenong Journal on April 3, 1963, that led to the society’s formation.

Susan wrote that she took an interest in the Halfway House as it was a Cobb & Co house for coaches on their way from South Gippsland to Melbourne.

Lyndhurst Halfway House was also of particular interest to me.

Being at the corner of Abbotts and Lyndhurst roads and the South Gippsland Highway, it abutted the 141-hectare property Ryecroft that was owned and occupied by my parents.

When I was a child, the Cobb & Co coach house was where the Melbourne Hunt Club met to conduct fox hunts on our property and several adjoining properties.

I can vividly picture the hunts and the excitement they created.

Young Sudanese and Afghani refugees have spent 10 fun-filled weeks learning to play basketball in Dandenong North.

The New Kids on the Basketball Court program was organised by CatholicCare and the Australian Sports Commission to help alleviate some of the barriers families face while settling into life in Australia.

The final game and presentation was held at Dandenong Stadium on Friday, June 21.

Parents of the 22 would-be sporting stars, learning about the game from the sidelines, included Marzeyah Alikhani, of Doveton, who was watching her son, Ehsan, 11.

“It’s very good, he’s made friends and learned important skills,” Mrs Alikhani said.

briefs HOON’S CAR IMPOUNDED Police have impounded the car of a hoon, 23, who was allegedly caught driving almost 60km/h above the speed limit about 3am on Monday, June 24. Police apprehended the driver of the car allegedly travelling at 157km/h on the Monash Freeway near Belgrave-Hallam Road. The driver allegedly had a blood-alcohol reading of 0.06. The man will be charged on summons. \ DRUGS FOUND AFTER CRASH A man whose car crashed into a tree in Endeavour Hills was allegedly found to be in possession of a large quantity of amphetamines and cannabis. Police said they were called to a single-vehicle crash at 6am on Saturday, June 22. The driver had minor injuries. No charges have yet been made. \ DOUBLE TROUBLE FOR DRIVER A Keysborough man was allegedly caught twice in one night driving while his licence was suspended. Starting on Monday 1 July, Winter Vibes offers young people great activities, until Friday 12 July.

Planned outings include galactic circus, ice skating and wave pool. The ever-popular toboggan snow trip to Lake Mountain is also on offer.Local activities include art attack mural painting, video games challenge, Asian cooking, mental health and you photographic competition and the all new twenty game ‘survivor challenge’.For those wanting to participate in music and the performing arts don’t miss the Jam Nite event featuring Code 1 and singing competition at The Castle on 11 July.

The finale of Winter Vibes is a major dance tournament called Fired Up! featuring hip hop and breakdancing at Springvale hall on Friday 12 July – crew entries close 21 June.

FUN Cooking with the kids Coco pop slice

Tim Tam cake pops

Ingredients:

Ingredients:

• 1 pkt shredded wheat biscuits, crushed • 2 cups coco pops • 1/2 cup flaked coconut • 1/2 cup walnuts, chopped • 200g butter • 250g dark chocolate, roughly chopped • 2 tbsp golden syrup • 2 tbsp rainbow chocolate chips

• 1 x pkt (200g) Tim Tam biscuits • 80g cream cheese lollipop sticks • 200g dark chocolate melts fondant decorations Method: Step 1.

Grab a packet of Tim Tams and the cream cheese.

Step 2.

Place them in a food processor and blend until well combined.

Step 3.

Roll tablespoon-sized balls of the mixture and lay on a tray covered with baking paper. Place in the freezer for 30 minutes. Remove from the freezer and push lollipop sticks into the balls.

Step 4.

In a heatproof bowl, melt the chocolate and dip the balls into the melted chocolate. Tap on the side of the bowl to remove excess chocolate. Lie onto baking paper and decorate.

Method: Line a slice tin with baking paper and set aside.

In a bowl place, the biscuits, coco pops, coconut and walnuts and stir to combine.

In a glass bowl, place the butter and golden syrup and heat in the microwave until melted for about 1-2 mins.

Stir in dark chocolate and keep stirring until chocolate is entirely melted.

Pour the chocolate mixture into the dry mixture and stir until totally combined.

Press into the slice tin and press down with the back of a metal spoon.

Sprinkle rainbow chocolate chips over the top and press in with the spoon.

Refrigerate for one hour and cut into bars.

What’s new about DisabilityCare Australia?

DisabilityCare Australia is a new way of funding personalised support for people with disability. As well as looking at a person’s immediate needs, it will take a lifelong approach and enable people with disability to have choice and control over their supports. It will focus on early intervention, recognising that timely support can minimise the impact of a disability on individuals, families and carers. Assistance will be provided at the right time, rather than only once people reach crisis.

Who is eligible?

DisabilityCare Australia will help people who have a significant and permanent disability and who need assistance with everyday activities. This includes people whose disabilities are attributed to intellectual, cognitive, neurological, sensory, or physical impairment, or a psychiatric condition.

Will I lose my current support?

No. Your current arrangements will stay in place until you have met DisabilityCare Australia to discuss your needs.

Will it affect my Disability Support Pension?

No. Your Disability Support Pension will not be affected.

When does it all begin?

DisabilityCare Australia is being rolled out in stages because it is a big change to the current system.

Casey council will lose $434,000 in federal government grants this financial year – the second-highest loss to a council inVictoria – and Greater Dandenong council will lose $272,538.

The state Minister for Local Government, Jeanette Powell, said the funding cuts would cost Victorian councils $13.4 million.

“These funding cuts will have a significant impact,” she said.

A spokeswoman for Mrs Powell said the amount was being taken from what was promised to the commission in May last year.

But a spokeswoman for federal Local Government Minister Anthony Albanese said the claims were “nonsense”.

She said the Commonwealth had increased funding for the financial assistance grants program from $502.2 million in 2012-13 to $534.6 million in 2013-14.

“We give a pot to the state government which determines how much specific councils receive through the State Grants Commission,” the spokeswoman said.

“We have nothing to do with deciding how much of the money each council gets.

Motoring \ rod easdown HAS TIME FOR A T the ignition to start the four ignition coils humming, retard the timing lever on the steering wheel and pull out the choke knob.

Now get out and rotate the crank handle anti-clockwise three times to draw fuel into the cylinders. Finally, crank clockwise to start the motor. Get back in and advance the timing until it runs smoothly.

The first vehicle with what is now the standard pedal layout – clutch, brake and accelerator – came in 1916, a Cadillac Type 53. Had the T become the template, your accelerator would be a lever on the steering wheel. And, you’d check the fuel by dipping a calibrated stick into the tank under your seat.

The T was in production until 1927. Henry saw no reason to change much, although an electric starter was added in 1913, probably at the behest of his wife, Clara, who considered petrol-powered cars noisy, dirty and difficult.

She drove a Detroit Electric into the 1930s.

enry Ford was a great believer in abstinence. Maybe that’s why he made driving a Model T such a test of sobriety.

Ts may be simple, but they’re not easy.

The Model T resulted from Henry and three trusted employees locking themselves away in 1906 to brainstorm building cars better, faster and cheaper. But ease of operation was obviously not high on their agenda.

For all of the T’s oddity, you can’t argue with 15 million sales and 19 years of unbroken production. It’s a myth that all Ts were black – early examples were painted green. Henry went to black when he was shown Black Japan enamel, which could be sprayed on and dried in half the time.

Late in the car’s life, other shades became available that were as quick to apply and dry.

But the vast bulk of Ts were black, and there were so many that, at one point, half of all the cars in the world wore a Ford badge, an achievement that has never been equalled.

So it’s surprising that the T’s control layout did not survive beyond the car. Sure, it had three pedals on the floor, but none of them made it go faster. The pedal on the right was the brake. You pressed the middle pedal to engage reverse gear. The left was for changing forward gears and was used in conjunction with the handbrake, which doubled as a shift lever.

MONEY \ Mark Bouris’ Five steps to understanding super

I

n superannuation, jargon and technical terminology tend to push people away. So if you’re feeling a bit confused by it all, here are the ideas you need to get your head around it. \

4 \ The compound effect

1 \ Super is a tax arrangement

It is not an investment. You are putting money aside for your retirement (9 per cent of wages) and the government encourages you to do this with tax benefits on contributions and investment earnings.

2 \ Super is income replacement

When you no longer work for income, you’ll need to replace this income using your assets. The income-replacement rate is the percentage of your working-life salary that you’ll need to earn in retirement. The sweet spot for singles is about 70 per cent of your average salary so that you can live comfortably. For couples, it’s more like 55 per cent of combined salaries.

3 \ Establishing a goal

Often referred to as earning interest on interest.

It works like this: if you put $1000 into a fund that returns 10 per cent then, after one year, you’ll earn $100 in interest. If you reinvest the principal amount plus that interest ($1100), by the next year you will have $1210.

By reinvesting like this, you will double your money in seven years. Add a regular contribution over 40 years, and with occasional lump sums in a tax-concessional fund, and the compound effect is turbocharged.

You’ll need assets to generate your replacement income.

So, you need a goal. Assume that your investments return 5 per cent per annum. This means you must have enough assets so that when they earn 5 per cent a year, they produce your replacement income. For example, if you earn $60,000 a year, you’ll need a lump sum of $840,000 to replace your working-life income.

5 \ Planning

Most super funds cater to people wanting low volatility and low returns, through to high volatility and high returns. Generally, people who are close to retirement choose the former and people in their 20s choose the latter – they have time to weather downturns and make gains. Complexity aside, most Australians can create a retirement plan using just a pad, a pen and an internet connection (remember to rely only on information from organisations with an Australian Financial Services Licence).

The “world game” has harnessed migrants and refugees in Dandenong into a potent strike-force on the pitch.

With a core group of 10 men, Team Maihan — an Afghani word meaning “my country, united as one” — trains at Pop Up Park on Tuesdays. Many of them joyfully blast point-blank shots at their agile goalie, Abdullah Sharifi.

In the past month, under the watch of their Brazilian coach known as Junior, Team Maihan has taken out an indoor soccer tournament in Cranbourne and bagged silver medals in a Refugee Week indoor soccer tournament at Dandenong Stadium.

The team is part of the Centre for Multicultural Youth’s boyspace project which uses sport to help newly arrived males aged 12 to 25 feel at home.

Some of the 100 or so players involved so far have gone on to join established soccer clubs and six have earned a Football Federation Victoria level-4 referee badge.

The only obvious split in the multinational team is the debate on who is the world’s best player: Lionel Messi or Christiano Ronaldo.

Akif Nooh, 18, who plays left wing for the side, is a committed Ronaldo fan.

He learned the game in the Afghani village of Aaghil Baio. He hopes to play for a local soccer club and kick on professionally — with Melbourne Heart, if he has a choice. “There’s a long way to go,” he concedes.

settling in Dandenong last year. He says he needs recognised skills and training.

Nooh, persecuted as a Hazara in Afghanistan, arrived in Australia by boat and spent five months in detention centres as an unaccompanied minor. He says he’s happy with life, mixing with the growing numbers of Hazara settling in and around Dandenong.

A Centre for Multicultural Youth spokeswoman said there had been a significant increase in boys and young men arriving in Melbourne as orphans and unaccompanied minors in the past year, particularly from Afghanistan.

“Young men and minors who arrive without the support of family face additional pressures which can work against positive settlement,” she said. “Soccer is quite a popular sport among migrant and refugee young people. Success at the majors might be eluding Marinko Matosevic, but at Dandenong Tennis Club he’ll always be a big deal.

Matosevic was bundled out of Wimbledon in the first round last week, making it 10 first-round defeats from as many major appearances.

But his first coach at Dandenong is convinced he has plenty in him to go further.

“He’s had some good success in the second-tier tournaments, and he beat Tommy Robredo last year, so he’s got the talent,” said Ray French, who coached Matosevic for four years as a junior.

“Sometimes he can be a bit impatient and go for the wrong shot but he’s still doing very well.”

Matosevic, the world No. 72, lost 6-1, 4-6, 6-4, 6-3 to Frenchman Guillaume Rufin on the opening day of Wimbledon.

French said that when he began coaching Matosevic as a 10-year-old at Dandenong, he never expected to see him on the world stage.

“He came down in grade 6 and he was always very keen, a very competitive boy,” French recalls.

“He obviously had some talent, but I wouldn’t have thought he’d get to where he’s got.

“He left for greener pastures when he was 14

or 15, and next thing you know he’s popping up on the professional circuit.”

Despite his status as Australia’s third-highest ranked male, Matosevic occasionally visits his old Dandenong club for a hit and to meet coaches and juniors.

“He was down there not long ago with a bag of balls practising, and he always speaks to everybody,” French said.

“There’s a big sign of him down at the club, and newspaper articles pinned up, and kids often point it out and ask ‘who’s that?’ so it’s really good for the juniors to see that sort of stuff.” \ EWEN McRAE emcrae@mmpgroup.com.au
