he Lend Lease development at 590 Orrong Road in Armadale should be capped at five to six storeys, consistent with Stonnington council policy, the local neighbourhood context and the council’s unanimous decision on the proposal.

This is what the local community is prepared to accept. It is also the sort of development that meets broader policy for appropriate increases in the density of residential housing on larger strategic sites in the city.

Planning decisions require consideration of ‘‘net community benefit’’ and the values, needs and aspirations of the community.

In the 2008 Romsey poker machine case, the Supreme Court found that ‘‘the attitude of the community is a factor of considerable importance’’, and community opinion was decisive in that case.

Yet, in the Orrong Road case, VCAT criticised community opinion as not being relevant or representative, despite 600 objections and several years of volunteer effort in opposition to the development.

VCAT gave council policy little weight because its Urban Design Framework (UDF) for the site was only in draft form. However, councils simply don’t have the resources to prepare planning controls in advance over all significant potential development sites in their municipality.

But Planning Minister Matthew Guy must take some blame for the Orrong decision. Stonnington council had requested interim approval for interim height and

density controls over the site, pending formal approval of its draft UDF, developed as required with substantial community input prior to the lodging of the current Lend Lease development application.

Instead of recognising the need for such controls next to a minor neighbourhood activity centre and a low-rise heritage area, the minister refused the council’s request because it would have prohibited the Lend Lease proposal.

believe that private developers have the right to shape the future of our city, not communities or councils.

It is high time that the state government convened a large-scale, deliberative community consultation process (including independent experts) to identify a democratic planning blueprint for the future of Melbourne.

This process requires public input to be incorporated into the final plan, and it’s been done successfully in other cities overseas, such as Vancouver.

Lauded and awarded AN 88-year-old milkbar operator who fought to save the Prahran RSL has been named Stonnington’s community service citizen of the year.

Sylvia Fahey, who runs High Street business Sylvia’s Milk Bar, was among the five winners crowned last Thursday night at a gala awards ceremony at Malvern Town Hall.

Ms Fahey was recognised for her 70 years of service to the Prahran community.

She has helped fellow traders in straitened times, rallied against the extension of clearway hours and lobbied council to allow the Prahran RSL sub-branch to remain a place of remembrance at its High Street base.

The other citizens of the year are Graeme Minniece (sport), Ann Reid (mayor’s outstanding service award), Georgina Davie (young citizen) and Save-A-Dog Scheme (community group).

STONNINGTON council has approved Chadstone shopping centre’s $500 million expansion following an independent panel review at last Monday’s council meeting.

Joint owners the Gandel Group and Colonial First State Retail Trust want to build a nine-storey, 200-room hotel, 10-storey office building, 27,000 squares metres of additional retail and food space and 9500 more car spaces.

Traffic flow and bicycle access, car parking ratios and Chadstone Road’s existing curfew were the three points of debate during the packed council meeting last week.

Cr Judy Hindle called for a deferral on the decision to allow for further community feedback, but was met with little support.

Cr Tim Smith said there had been little correspondence from the community since consultation meetings

were held this year. “After much negotiation with the developers, we have acted in the best interests of the community.”

Greens candidate for Stonnington East ward, Erin Davie, who lives near the shopping giant, has voiced the party’s concerns over the development’s ‘‘lack of renewable resources and failure to provide additional public transport access’’.

“One of the major objections to the development was public transport access. There has been no increase in services proposed,’’ she said. “The bike corridors between Gardiners Creek bike trail and Chadstone are not safe and the proposed traffic changes will not compensate for the additional retail space and car spaces set out.

“During the Christmas sales, the traffic congestion is dangerous to surrounding residents.”

The development is awaiting final approval from Planning Minister Matthew Guy.

VICTORIAN Premier Ted Baillieu will apologise to women who were forced to adopt out their babies from the 1950s to the 1980s.

The apology on October 25 is part of a national effort to reconcile the issue and follows last year’s Senate inquiry into the Commonwealth’s involvement in forced adoption.

Mr Baillieu said the government acknowledged the deep grief that many mothers experienced after relinquishing a child, and the lack of support offered to them.

“What was done was wrong, and it is our sincere hope that this apology will be an important part of the healing process for the relinquishing mothers and their children who may continue to experience feelings of grief, pain, anger and loss,” he said.

The apology represents the beginning of the end of a long and painful

journey for thousands of Australians who are yet to seek support for their grief, according to Connections UnitingCare, a community organisation that runs an adoption program.

Connections general manager of community services, Trish Chapman, said: “The announcement is overwhelmingly welcomed and, hopefully, will encourage the many thousands of people who have not yet come forward to talk about their pain and grief, to do so.”

Connections’ Windsor office has increased services to help an expected inf lux of people looking to unravel their past and tell their story.

“We participated in the [Senate] inquiry and remember vividly the traumatic stories that unfolded,” Ms Chapman said.

“There were not nearly as many options for single mothers then and women who had babies born out of wedlock were frowned upon. Poverty, child abuse, children drifting between families due to mental issues and severe grief resulted.’’

Gateway to learning PRESENTATION College’s 19thcentury front gates will undergo a $20,000 restoration after a truck destroyed part of the heritage entrance last year.

The truck was trying to exit the narrow driveway on to Dandenong Road in Windsor, catching the gate and then dragging more than a metre of masonry fence off its base.

Stonnington council overturned a planning officer’s recommendation to refuse a planning application at last week’s council meeting, despite the suggestion that it was inconsistent with the council’s heritage guidelines.

Principal Leonie Keaney said a replacement gate would be designed in accordance with the ‘‘beauty of the original’’, and would be wider to accommodate both foot and vehicle traffic into the school.

Ms Keaney said. She said the original pillars, currently sitting underneath an enormous, 140-year old Moreton Bay fig tree in the school’s gardens, would be reused as feature pieces in the grounds.

City digging in on Orrong Road STONNINGTON council wants an independent panel to umpire a controversial development in Orrong Road.

Councillors resolved last week to ask the Planning Minister to appoint a panel to consider Amendment C153 and submissions for the 2.5 hectare site at 590 Orrong Road and 4 Osment Street in Armadale.

Victorian Civil and Administrative Tribunal recently granted developer Lend Lease a permit to build a residential estate of 466 dwellings in 19 buildings between two and 12 storeys, as well as a convenience store, licensed cafe, maternal health centre, a large central green and other smaller spaces with public access, and a pool and gym for residents.

The council is seeking leave to appeal against the tribunal’s decision in the Supreme Court based on

error of law. Mayor John Chandler said the council was committed to having appropriate planning controls for the site. “We worked swiftly to consult with the community after receiving the Planning Minister’s approval to advertise the amendment in May,’’ he said.

The amendment seeks a maximum height of eight storeys for any building on the site.

“The amendment represents a balance between the needs and opportunities provided by the site and all stakeholders involved,” Cr Chandler said. ‘‘Once the controls are in place they will guide the development outcome for any future permit application for development.’’

The land is on the east side of Orrong Road between High Street and Malvern Road.

MARKET Hotel developer Tadcaster, has been given the green light for a $12 million development at the Commercial Road nightspot.

The council chambers were full at last week’s Stonnington council meeting as councillors debated the application.

Tadcaster bought the hotel 18 months ago. It was previously a 24-hour gay nightclub.

Stonnington councillors found the developer’s intentions would be an improvement on the previous venue.

“We have the rare opportunity to improve what was once a very disruptive venue and eradicate ridiculous and dated 24-hour licences in our community,” Cr Melina Sehr said.

The venue’s current 24-hour licence will be scrapped and replaced by a 10am to 3am licence Sunday to Wednesday, 10am to 4am

Thursday, and 10am to 5am Friday and Saturday. A partially enclosed third-level roof deck, catering for up to 200 people, will operate between 10am and 11pm Sunday to Wednesday, and 10am to 1am Thursday to Saturday.

Tadcaster director Mark Hinkley said the venue, which he hopes to open early next year, would attract an entirely new demographic to the struggling strip.

Stonnington mayor John Chandler said the Market Hotel had been a difficult issue, but the council was confident it had struck the right balance.

PERMITS PERMITTING Stonnington council will rename Kooyong Park, Sir Zelman Cowen Park, after no objections were lodged. Sir Zelman, who died last December, was Australia’s 19th Governor-General. He was educated at nearby Scotch College.

HISTORICAL: The Glenunga Flats could be of state importance

BLOCKS of flats are an essential part of Stonnington’s rich architectural heritage and local history, alongside its more celebrated Victorian mansions and workers’ cottages.

A flats study has been completed for the council to determine which blocks warrant individual heritage listing.

Twenty-seven interwar flats were assessed. Of them, 24 were considered to be of local significance and two – Fawkner Mansions and Glenunga Flats – of potential state importance.

Fawkner Mansions, at the corner of Punt and Commercial roads, South Yarra, was one of the first purpose-built block of f lats in Melbourne. Built in 1910 for George Fairbairn, the flats, nicknamed Fai-

rbairn’s Folly, later became a nurses’ home for the nearby Alfred hospital.

Glenunga Flats, at 2 Horsburgh Grove, Armadale, designed by Swiss-trained architect Frederick Romberg in 1941, introduced modernism to Melbourne.

The boom in f lats began in Melbourne after World War I. Stonnington was popular among developers because the owners of mansions could not retain domestic staff after the war and sold their estates. But many ‘luxury’ flats built in Toorak and South Yarra included a maid’s room.

Local suburbs were also well served by public transport, particularly along St Kilda, Dandenong and Toorak roads. By the outbreak of the WWII, there were as many flats in Toorak ward as houses. From 1933 to postwar, flats were limited to two storeys and set within large gardens.

MALVERN A tattoo parlour at 123 Station Street, Malvern, was badly damaged by a deliberately lit fire about 3.30am on August 6. Police allege a man smashed the front window of the parlour with a hammer and a co-offender threw a Molotov cocktail through the broken window. CCTV footage (pictured) shows the first offender wearing a dark hoodie with a Puma motif across the front. The other wore a light-coloured hoodie with “80” printed on the back. Police are appealing for information on the identities of the two suspects.

REPORT CRIME call Crime Stoppers 1800 333 000 PRAHRAN A man, 72, was punched in the face when he answered the door of his residence in King Street, Prahran, about 6.30pm on July 20. The victim followed the offender towards a staircase and the offender then hit him across the head with a weapon.

Police are appealing for witnesses and information.

EAST MALVERN An elderly woman was asleep in her home, on her own, when a burglar broke in early on August 12. The offender forced open the rear door o of the Bowen Street, East Malvern, house and rummaged through several rooms and stole personal items. Police are asking family members to review the home security of elderly parents and relatives to ensure their safety and prevent burglary. Information kits are available at Prahran or Malvern police stations or online at police.vic.gov.au.

Stonnington police are investigating criminal damage to postoffice boxes and mail theft in three suburbs over 24 hours on August 14. Australia Post sites in Glenferrie Road, Malvern, High Street, Armadale and Chapel Street, Prahran, were targeted. Police say a man used a screwdriver to prise open 37 mail boxes. The offender was captured on CCTV at Malvern at 12.30am and again at 7am. He is described as being in his late 20s, of Indian appearance, slim build and 1.8 metres tall with short, dark hair. He was wearing navy-blue tracksuit pants with a white stripe, runners and a zip-up khaki hoodie.

Before my mother visits us from country NSW in September, we must buy a myki card (she doesn’t have a computer), put some money on it and send it up to her. As she visits Melbourne only once or twice year, and it will go ‘‘dormant’’ between visits, she will need to send it back to us, we will have to top it up and then send it back to her. ■ WAR A WASTE As a young Australian learning about our role in the Afghan war, I feel nothing but the highest respect for our troops deployed overseas, bravely risking life and limb fighting beneath our flag. But I have to ask, what price are we willing to pay for these foreign conflicts? Moreover, how exactly did it come to this?

Today’s unrest in the Middle East, and the growth of the militant Islamist political movement, wasn’t unpreventable. Look into the consequences of foreign involvement over the past century, such as the arming of Afghanistan’s Mujahideen, from which the Taliban later emerged, against a Soviet invasion.

The West supported Iran’s brutal Shah dictatorship, later deposed through popular uprising. Will we learn from history, or will we repeat it?

Our support of the US’s poorly defined War on Terror isn’t benefiting the Australian people.

■ NOT PERMITTED As a person living on a permit-only street that is constantly abused by non-permit users, I am in total agreement with the council about fining owners of vehicles who do not display the relevant permit stickers (‘‘Huge bounty in parking fines’’, RL, August 8).

Even so, we have a number of people who abuse the system as they share the same permit number as those of us who live on the street, but they don’t live within one kilometre of where they are parked.

The numbers game Women make up more than half the population, so why are there so few sitting on local councils? ALANA SCHETZER reports

I

N 1920, Mary Rogers was the ďŹ rst woman elected to a Victorian local government, the then City of Richmond. By the time Rogers – a campaigner for community welfare – left her post ďŹ ve years later, a handful of women had been elected to other councils in Melbourne.

But despite the suffrage movement and feminism, women are still grossly under-represented in local government. According to the 2011 census, women make up 51 per cent of the state’s population yet account for only 29 per cent of councillors in Victoria.

On October 27, voters in 78 of the state’s 79 local council areas will elect new representatives.

For the women behind the Think Women for Local Government 2012 campaign, it’s a once-in-fouryears opportunity to rectify the gender imbalance.

Powell, who started her political career as a councillor in Shepparton in the early 1990s, says women seldom consider running for local ofďŹ ce.‘‘Someone asked me – it’s not something I would have ever thought of doing.’’

Government, Jeanette Powell, believes it’s important to have a range of views around the decision-making table.‘‘Women have different life experiences and different life expectations to men.They can makes differences in their community, talk about kindergartens, child and maternal health; they can talk about libraries and planning and ďŹ nances.’’ The Think Women for Local Government campaign has been working with councils across the state since early this year, co-hosting information sessions for prospective female candidates to answer questions about campaign costs, the work councilllors do and skills required for the job.There’s also a Facebook page and website explaining the ins and outs of being a candidate and how to run a successful campaign.

Lack of conďŹ dence is another impediment, she says.“My ďŹ rst council meeting, I thought,‘I’ll never remember this or understand all of this’. But that’s not true.You become more conďŹ dent.â€?

Although the 29 per cent ďŹ gure is the state average, there are no women on some councils. Just one council, Port Phillip, has a majority of women (four of the seven councillors are women), but two of those, mayor Rachel Powning and Janet Bolitho, have announced they will not stand again in October.

The Think Women for Local Government project is not new.

A campaign focusing on female candidates ran for 15 years before lapsing during the 2008 elections.

The results were telling – female representation dropped from 31 per cent to 29 per cent and no women stood in a quarter of all wards.

Linda Bennett, the Victorian Local Governance Association women’s policy ofďŹ cer, helped launch this new campaign in response to the poor showing of women in 2008. “Even a drop of one per cent is signiďŹ cant,â€? Bennett says.“At its simplest level, this is about diversity.You get better decisions when those governments reect community diversity.â€?

A consequence of the fall in female representation at local government level is that fewer women end up elected to state parliament. Local government is seen as a training ground for would-be MPs. In the past two

years, two councillors – Yarra’s Jane Garrett and Melbourne’s Jennifer Kanis – have successfully made the move into parliament.

But being in the public eye can be a double-edged sword.

Melbourne writer and feminist Clementine Ford says many women stay away from high-proďŹ le roles because they see how other women are treated. ‘‘Women face an extra layer of scrutiny – you know, Julia Gillard’s bum and the Tasmanian premier [Lara Giddings] being interviewed on her being single.They are simultaneously diminished and scrutinised,â€? Ford says.

Liz Johnstone, who represented St Kilda and Port Phillip on and off between 1991 and 2004, says her own experience was largely positive.‘‘[Port Phillip] was led by women and had a majority of female councillors and I thought

that was normal, but it wasn’t. I was involved in the peak body [the Municipal Association of Victoria] and that’s when I realised that men dominated local government and there was quite a conservative element in the sector.’’

However, Johnstone, whose eldest children were just 4 and 2 when she was first elected, says the workload was – and remains – difficult for women with young families.‘ ‘It’s a time-hungry commitment and it doesn’t happen in familyfriendly hours.”

Still, none of the women interviewed for this story supported gender quotas for councils. Powell says women should be voted onto council because they’re the right person for the job.

“A woman should get in knowing that she’s in because the people wanted her,’’ Powell says.

Without quotas, Bennett predicts it will take 50 to 60 years before Victoria has gender equality. But once it happens, she says, it will stay that way.

SURVIVING A DECADE OF DEBATE After more than 10 years in local government, Stonnington councillor Judy Hindle remains as passionate about her community as she was the day she first stepped into the Malvern council chambers in 2002.

“I remember seeing an advertisement in the local paper calling for nominations. As a member of the Hedgeley Dene Residents Action Group, I had a few issues I wanted to raise with the council. All my children had left home and I was working part-time. Becoming a councillor looked to be the next step up from being on the committee for Hedgeley Dene.”

Ten years in office has not been without its challenges. Looking back, she realises she was a little naive about local government, not realising when she started out that it was a training ground for budding politicians. “I have never been fond of council politics because it can get quite personal and bitter,” she says. “But you learn to hold your own at the table and fight for what you believe is morally correct and right for the community.”

“Whether it is a kindergarten committee, or an action group, women in Stonnington should be commended for their advocacy work … They are the heavy lifters of the community with their fund-raising and community work.”

Confidence, commitment, optimism and listening are four key traits Cr Hindle says a budding councillor should have. She says it is easy for women to feel powerless and inexperienced in local government because of its “boys’ club” mindset.

“Sadly, women are too often perceived for their shortcomings and end up doubting their leadership capabilities. I was never a good debater but a democracy depends on the diversity of ideas and opinions.”

Cr Hindle says good female role models are plentiful in Stonnington and she won’t consider retiring without at least one other woman replacing her. She hopes to see women making up 50 per cent of council positions in future.

Loyal Women is set after this agreement and tells the story of the Ford family.

Bruce Cochrane, director of Malvern Theatre Company’s adaptation, says the play can be viewed on several levels.

Cochrane says the audience can expect to see women with

“Although more and more there’s strong parts for women, inevitably they finish up having some pretty trivial conversation. There’s none of that here,” he says.

Cochrane, who directed Six Degrees of Separation for Malvern Theatre Company last year, says audiences can expect fireworks.

“This is not a nice night’s entertainment,” he says.“It shows women who are the product of their environment, which means they have to be pretty tough — not only to one another but to be able to stand up to the men. People who are just coming for entertainment’s sake might get a bit of a shock.”

Cochrane wasn’t familiar with the play, or its prize-winning playwright, Northern Ireland’s Gary Mitchell, before working on this production. He says it has been challenging for all involved.“I always enjoy the process of watching the actors find what they can and hopefully encouraging and coaching them to be their best.”

The distinctive Northern Irish accent has been honed with dialect coaching; one of the actors grew up in Northern Ireland.

“The set designer is multi-faceted and has also been good in coaching people,” Cochrane says. Such is the beauty of community theatre.

hen the Loreto Sisters took over Toorak’s Mandeville Hall in 1924, the nuns initially slept in the stables while the boarders slept in dormitories in the mansion.The oak parlour was the chapel and the rest of the building was used as classrooms.

The 16-room mansion was built in the late 1860s and named St George’s. A new owner, Joseph Clarke, enlarged it in 1877 and renamed it Mandeville Hall after a property he owned in Tasmania.

The London firm of Gillow & Co designed and furnished the interiors. Today the mansion is the music school for Catholic girls’ school Loreto Mandeville Hall and hosts music, drama and social events.

OVER THE FENCE Neighbours PAT RAYSON, 89, and LYN STEWART, 56, have been friends for more than 12 years and share a passion for planning and development issues PAT RAYSON I’m not sure if we met through the council or through walking the dogs, I can’t remember, but our interest in local council issues has cemented our relationship.

My involvement with local council started in October, 1972, when we discovered the Prahran council had a plan for two 20-storey high-rise buildings for the top of this street.We had a meeting and formed the South Yarra Anti-High Rise group that night. I was the founding secretary, a position I held for the next 30 years. Finally the council got 2000 objections so they scrapped the whole thing.

I was a Prahran councillor from 1976 to 1979. Lyn is thoroughly involved with local issues and has done a wonderful job with the Orrong Road disaster.When we get together we talk about the behaviour of councillors and state government and Andrea Coote

(local MLC) and what she should and shouldn’t be doing.We discuss what Premier Ted Baillieu should be doing and what we think of Minister for Planning Matthew Guy. Lyn is a very dedicated person, she is very strong-willed. She won’t take no for an answer when she thinks there has been an injustice.And she does it all with panache.

LYN STEWART We might have met through Pat’s dog, Zinzi. He would wait for me and join us for a walk in Como Park and take himself home when he got bored. I would phone Pat and tell her that he was on his way home.

I have always been interested in what has been going on in the area.

I always phoned the council about things and the councillors got to know me. I was always impressed with Stonnington because you could call them on the weekend.

I care about the area. If there is an

overdevelopment, I will complain.

If I feel strongly about something, I will get Pat’s advice and she will say ring so-and-so and I will write to them and bring it to their attention.

Pat has taught me all about planning issues and she has told me not to stand for council because it’s too much pressure. I go to the council meetings each Monday and take notes for Pat and then throw the agenda over her fence.

Pat and I usually talk at least a couple of times a week and see each other most days. She is one of my best friends and she always tells me what she thinks.

MELBOURNE Unicorns rugby club is on target for a stellar season.

With the finals about to begin, the club is chasing premierships in all but one of its senior grades, having already won an over-35s flag. ‘‘I’d say we’re probably the most successful rugby club in Victoria,’’ club captain Anthony Kastelan says.

It’s difficult to argue with that.

The club’s unbeaten Dewar Shield team is chasing its fourth flag in succession, the seconds are aiming for two f lags in three years and the Unicorns’ thirds and fourths are both on target for a hatrick of premierships. ‘‘I think our success over the last couple of years has perpetuated more success, ‘‘ Kastelan says. ‘‘We go from strength to strength in terms of ability to not only retain our existing players but also to recruit new ones.’’

But in a city dominated by Aussie Rules, it’s surprising to learn that rugby union has never been more popular, with last year’s World Cup and the birth of Super Rugby club

the Melbourne Rebels a big part of that. ‘‘We don’t get into this AFL versus rugby mentality,’’ Kastelan says. ‘‘We just go about our business and we’ve proved to be successful without worrying about it. ‘‘But we’ve certainly found people who have sparked an interest in rugby following on from the World Cup and just decided to give it a go.’’

Melbourne has also used on-field success to benefit its local community. Scots close in on finals place OLD Scotch all but assured itself of VAFA finals action with a nail-biting four-point win over Old Carey on Saturday.

At a rain-soaked Dunshea Oval, Old Scotch kicked four goals to one in the final quarter to run over the top of the home side 6.6 (42) to 5.8 (38) and move two games clear in the top four with just two rounds left.

With the wind behind them, Scotch kicked the only two goals of the first quarter as players struggled in the muddy conditions.

A rev-up from Carey coach Trevor Rowe sparked the home side into action in the second quarter and they burst away with four goals in 15 minutes to break the game open.

Scotch failed to score in the quarter and the Panthers took a 15-point lead into the long break.

Neither team scored a major in the third term, setting the scene for a thrilling final quarter. And although

Scotch’s Hamish Dick was best on ground across half-back and he also kicked a superb late goal.

Old Scotch co-coach Dean Anderson said his team had to keep winning.

“Today was super important cause we were both fighting for fourth spot,” Anderson said. “To come from behind and win was solid.”

In order to play finals, Carey must now win their last two games and hope Scotch lose both theirs.

For Scotch, a win in either of the remaining two home-and-away matches will clinch a finals place.
