Baker’s initial child sex offences spanned almost 20 years, beginning in 1960 and involving victims aged between 10 and 12 at the time. Baker was a curate and then parish priest at suburban parishes such as Gladstone Park, Eltham and Brighton East.

Now Baker and former Rupertswood College principal Frank Gerard Klep, 69, face new allegations involving young boys from 1966-1974 and in 1974. The charges result from Victoria Police’s Taskforce Sano investigation into historical and new allegations resulting from the 2012 Victorian parliamentary inquiry into child sex abuse.

Ms Sultana said many Gladstone Park worshippers are still coming to grips with finding their church at the centre of investigations into former local priest Wilfred “Billy” Baker. She said many older families in the area had also sent their children to Rupertswood College in Sunbury, where a number of former priests have been found to be involved in sex crimes.

Baker, now 76, was jailed for four years in 1999 after pleading guilty to 16 counts of child sex abuse. He now faces further charges in the Melbourne Magistrates Court. A committal hearing is scheduled for May.

Baker faces 14 charges, including two counts of buggery against a person aged less than 14, one in Apollo Bay in 1969 and one in Glen Waverley between November 1969 and November 1970.

Baker is also charged with five counts of indecent assault of a male, between 1966 and 1971 plus a further seven counts of committing an act of gross indecency in the presence of a male alleged to have occurred between 1969 and 1971.

Klep, 69, of Burwood, faces six counts of indecently assaulting a male.

All alleged offences occurred in 1974, five in Sunbury and one in Chadstone.

DISCONTENT is spreading among parishioners of the Church of the Good Shepherd at Gladstone Park after the “sudden” resignation of much-loved priest Father Victor Buhagiar at the start of this year.

A petition signed by more than 300 of the congregation has been sent to Melbourne Archbishop Dennis Hart on the eve of the Catholic Church’s very public expose´ before the Royal Commission into institutional responses to child sex abuse.

The petition follows several letters to Archbishop Hart from parishioners, who claim Fr Buhagiar has been forced out because of his tough stance on child abuse and his belief that there is an ongoing cover-up of illegal behaviour involving the Melbourne priesthood.

This has been denied by the archbishop.

“Father Buhagiar has claimed that he was forced to resign against his will, that he resigned in protest ‘over the way the truth is being handled’, and also that he ‘resigned quietly’ as a circuit breaker,” Archbishop Hart told The Weekly.

“I reject these claims.”

The archbishop said Father Buhagiar had left his post at Gladstone Park without telling his congregation about his resignation. The priest had asked to be reinstated, but only last week, the archbishop said.

Joshua clears all hurdles BORN at just 24 weeks and weighing a mere 690 grams, Broadmeadows’ Joshua Jamou, 5, has spent a lot of time at the Royal Children’s Hospital.

Issues with his trachea led to breathing difficulties and frequent infections, and last month Joshua spent another fortnight in hospital to have a stent inserted in his trachea to expand his airwaves.

Suppressing the urge to talk has not been easy for the bright-eyed youngster, but for his mother, Rowaida, it is worth the wait until next Friday when the stent comes out and another milestone passes. ‘‘When Joshua was born it was very hard for me,’’ she recalls. ‘‘I was very stressed, very shocked. It was scary, but now I thank God he’s alive and has no [ongoing] health problems.’’

And she is full of praise for the doctors, nurses and care staff at the Children’s, who have supported her while in hospital with her youngest son and taught her how to manage with him at home — no simple matter given Joshua often needed a nasal-gastro tube inserted down the back of his throat to help his airwaves stay open.

A TRIAL to prevent rubbish dumping outside opportunity stores won’t include Campbellfield and Sunbury Salvation Army stores despite both being plagued with such problems.

The trial, announced by the state government last Wednesday, will include 38 Salvation Army and St Vincent de Paul Society op shops.

Under the trial, new surveillance equipment, signage and fencing will be used to stop people dumping unwanted goods and rubbish outside stores.

Salvation Army sustainability manager Donald Munro said the decision on which stores would be part of the trial wasn’t based on which areas needed it most. ‘‘There’s a certain number of street stores, fenced-off stores and different locations. I’m more than happy some of our stores have been selected, but my frustration [is] that more of them, including some problem areas, aren’t part of the trial.’’

He said the Campbellfield and Sunbury stores continued to have problems.

In Sunbury, the Salvos were removing unusable goods filling about two steel bins of three cubic metres each at a cost of $2000 a month, while about five tonnes of waste was removed from Campbellfield each month at a cost of $1000-$1200.

Mr Munro hoped the trial would show what methods worked in reducing the dumping. He also hoped the government would extend the program to include stores like Campbellfield. ‘‘We’d love to have cameras at every store, but it’s not cheap and we can’t afford it.’’

There would be changes to the front of the Campbellfield store, including new signage warning of penalties, to deter people from dumping. ‘‘Last week we had someone dump five car tyres, a tractor tyre and motor oil.’’

Environment and Climate Change Minister Ryan Smith said the trial would help the government develop long-term solutions to tackle rubbish dumping.

Doing it hard in Broady

BY HELEN GRIMAUX BROADMEADOWS is one of Melbourne’s oldest suburbs and now, officially, one of its most neglected.

Central to the fast-growing north, Broadmeadows has been deemed by last year’s census to be Melbourne’s most disadvantaged socio-economic community.

Close on its heels are the neighbouring suburbs of Campbellfield, Coolaroo and Meadow Heights.

Glen Iris, about the same distance from the Melbourne CBD as Broadmeadows, ticks all the advantage boxes in terms of people’s access to material and social resources and their ability to take part in society.

Its eastern neighbours at Canterbury, Camberwell and Brighton also fit into the privileged bracket.

But while these more affluent suburbs have relatively stable populations, people are flocking to Broadmeadows and the north at the rate of about 100 new households a month, many of them newly arrived immig-

rants and families for whom English is a second or third language.

The census data, released late last month, reveals that Victoria added more people over the year to the end of September 30 than any other state, with 94,800 extra residents, as Australia’s population soared by 382,500 to 22.79 million.

This increase was fuelled by rapidly rising immigration, with net overseas migration reaching 228,000 people over the 12-month period — a 32 per cent jump on the previous year, according to the Australian Bureau of Statistics.

The criteria used to assess advantage, and its opposite, include income levels, education and housing tenure, the numbers of children in jobless families and numbers of young people who don’t have jobs and are not pursuing education or training opportunities.

Lentara UnitingCare chief executive Joy Nunn says about 300 clients access emergency relief and financial counselling services from the

Broadmeadows-based social support agency every month. ‘‘Many people who access these services can’t get by on their Centrelink allowance alone,’’ Ms Nunn said. ‘‘With low employment and increasing living costs, we anticipate an increase in demand for these services in the coming months.’’

She said a major challenge faced by migrant communities in Hume was access to services. ‘‘Issues such as a lack of public transport and service gaps in growth areas of the Hume LGA (local government area) mean that some community members continue to live in isolation. ‘‘Issues of access are further exacerbated by chronic financial hardship that impacts greatly on the ability of some residents to access appropriate health services, education and housing.’’

Police in the driving line

Just before midday last Monday, a 25-year-old Craigieburn man was caught by the patrol unit travelling at 143km/h in an 80 zone in his Nissan Pulsar on the Hume Highway. The vehicle was impounded for 30 days.

The driver was due to be charged on summons with exceeding speed limits and other traffic-related offences.

About 9 o’clock that night, a 20-year-old male probationary driver was detected travelling at 135km/h in an 80 zone. There were also four passengers aboard. The vehicle was impounded and the driver was due to be charged on summons on offences including excessive speed.

■ During Easter’s Operation Crossroads, police conducted 620 breathtests in the Hume police service area.

Five drink-drivers were caught. During the blitz, five disqualified and five unlicensed drivers were detected.

IMAGINE standing in front of a car driven by someone fuelled on adrenaline and in fear of being caught by the cops . . .

This is a daily challenge for those on the beat of Melbourne’s busiest highway patrol unit, a face-to-face confrontation between man and machine.

The boss of the Broadmeadows-based Fawkner highway patrol describes it as something ‘‘to be expected’’. ‘‘And that’s not a great thing to say,’’ Senior Sergeant Yvonne Upton confessed.

After 23 years on traffic operations, the last seven in her present role, Senior Sergeant Upton admitted it could be ‘‘scary’’ to hold your nerve in such a stand-off.

Her colleague, Senior Constable Matthew Moohan, had his nerves tested big time just before Easter when manning a breath-testing site on Somerton Road, Campbellfield.

The driver of a Holden Captiva station wagon tried to drive around

the test site and was directed to stop.

The man accelerated towards Senior Constable Moohan, forcing him to jump out of the way to avoid being hit.

Registration checks revealed the car was stolen. A few hours later, while conducting routine vehicle checks in Gladstone Park, police spotted the same vehicle on Carrick Drive.

When the officers attempted to speak to the driver, he again drove at them. A short pursuit through Westmeadows and Gladstone Park was called off due to the high speeds reached by the offending driver, who was clocked at up to 100km/h in a 60km/h zone.

A while later, the vehicle was seen again on Melrose Drive, Tullamarine.

Another pursuit began but this, too, was terminated due to high speeds.

The stolen vehicle was later found burnt out in Kenny Street, Westmeadows.

Senior Sergeant Upton said excessive speeding and illegally organised drag racing were everyday occurrences around Hume.

NORTHERN Victoria MP Donna Petrovich is the Liberal Party’s new candidate for the federal seat of McEwen after Ben Collier withdrew for family reasons.

Mr Collier, a Sunbury resident, decided on Thursday to withdraw his nomination.

The Liberal Party then voted for Ms Petrovich to stand as its candidate at the September election.

McEwen includes Craigieburn, Sunbury and Bulla.

Mr Collier said he was disappointed to have to withdraw because of ‘‘unforeseen circumstances’’. ‘‘It’s in the best interests of my family and the party that I withdraw my candidacy to be close to my young family during this difficult time. ‘‘I’m disappointed, but the decision is the right one for my family.’’

He said he would help Ms Petrovich in her campaign. ‘‘She will be a great member for Tony Abbott. She has great local community

Minibikes recall A Thomastown importer will issue a recall notice for 67 illegal minibikes it sold last year. Consumer Affairs Minister Heidi Victoria said Mayman Pty Ltd and its sole director Suling Ye acknowledged selling or possessing miniature motorbikes in breach of a permanent ban on such vehicles. Both road and dirt bikes were seized when Consumer Affairs inspectors raided the premises last year.

REFUGEE rights supporters and members of Melbourne’s Tamil community are stepping up protest action in support of Sri Lankan asylum seekers held at the Melbourne Immigration Transit Accommodation Centre at Broadmeadows.

A protest on Sunday, organised by the Tamil Refugee Council in response to recent self-harm incidents and threats of suicide, follows a candlelit vigil outside the centre on Good Friday, which was attended by about 50 people.

A major rally is being organised for Sunday, April 28. Action group organiser Feiyi Zhang said people were protesting against the length of time taken to assess the cases of numerous Sri Lankan asylum seekers, some of whom have been detained for up to four years.

In particular, the group is highlighting the case of 37-year-old Sivaloganathan Kulachelvan, known as Selva, who stitched his lips together and went on a hunger strike over Easter to draw attention to his situation. ‘‘Sometimes I believe that it’s better for the Australian government to kill me in a merciful way rather than slowly killing me by first making me ‘‘a worthless human being’’, Selva wrote in an

open letter. ‘‘As a first step, I would like to have my freedom to be given a bridging visa or community detention.’’

Selva has been in detention for three years.

Ms Zhang said another asylum seeker had climbed on to the roof of the MITA detention centre before Easter and attempted to jump off.

He also was taken to hospital. ‘‘The situation within MITA is reaching a crisis

point,’’ Ms Zhang asserted. ‘‘Many refugees and asylum seekers have been detained now for three to four years. ‘‘The government’s policy of indefinite detention is turning refugees into unrecognisably anxious and mentally broken people. ‘‘This is what happens when you compound the trauma refugees experience by keeping them in detention for no justifiable reason.’’

HUME City Broncos survived a buzzer-beater attempt from the Melbourne Tigers to win 68-67 in Big V Men’s Championship on Saturday night.

The Broncos almost blew a nine-point fourthquarter lead after seemingly breaking open the match at the start of the final term.

An ankle injury to hot-shooter Jack Purchase robbed the Tigers of their best chance to pinch the game late.

Jamal Brown, a leader for Hume all game, came up with an all-important block with seconds to go as the Tigers tried to snatch the lead.

Hume made its move at the start of the final quarter with a string of baskets to open a ninepoint lead, capped when Shaun Prendergast laid up to make the score 66-57.

But Purchase hit back-to-back three-pointers at the 90-second and one-minute remaining mark to get Melbourne within a point, 67-68 down. The Tigers had one final possession with 21 seconds left, but Jarrod Fryer’s attempted layup was blocked by Brown.

Jonny Kloester put up the last shot on the buzzer but it was tipped and fell well short.

Alex Bogart-King led Broncos scoring with 18 points, while Brown scored 15 and Prendergast 14. Purchase led all scorers with 24 for the night.

Broncos coach Ken Epperson said a lack of offensive execution in the dying stages left the door open for Melbourne’s comeback. ‘‘We had some good shots and didn’t make them, we didn’t finish off. ‘‘We got two stops late in the game and I couldn’t ask any more. ‘‘We wanted to deny [Purchase] the basketball, and for a while there we did a great job of that in the fourth quarter. But for some reason or another we had a lapse on defence.’’
