adequately and were angry that the draft structure plan included substantial changes to residential areas adjoining the centre which would allow commercial and residential buildings to be up to three storeys.

Cr Aitken said the council would not make way for development through compulsory acquisition.

The report found that a further 15,600 square metres of activity centre floor space and 14,900 square metres of car parking was required to maintain the role of the activity centre to 2026. Given there was insufficient land to accommodate three hectares of additional construction space at ground level, development needed to include multi-storey construction.

The consultant team held three one-hour consultation meetings with key stakeholders.

Issues identified in the economic session included that Centro, owners of the Karingal Hub shopping centre, preferred retail activity to office development; the lack of external areas was perceived as a problem, as was graffiti and vandalism by youth attracted to areas with poor surveillance, and a Centrelink ser-

The matter was raised at a public meeting hosted by Cr Aitken and council officers to discuss the draft Karingal major activity centre structure plan for the future development of Karingal Hub and its surrounds.

High-density housing, better public transport services and multi-storey retail space are just three areas identified in the report.

Compiled by consultants Hansen Partnerships Pty Ltd, the report was released in February following consultation with key stakeholders representing economic, community and recreation and general interests.

However, about 160 of 700 residents immediately affected by recommendations in the report say the first they heard of the plans was at the August 2 public meeting. Some of these residents who contacted the Weekly complained their questions were not answered

vice, employment placement agencies, banks, and Medicare office were needed, as was a bus link to Carrum Downs.

General comments included that Big W is the key to bringing people to the centre (its Karingal store is one of the top three performers in Victoria); there is a need to encourage family activity within the centre such as an ice skating rink, which other centres don’t offer; and social/entertainment-based activities are needed, but not bars or pubs.

There is a strong concentration of social housing in the area (between 3-5 per cent of neighbourhood population).

The draft Frankston housing study (2011) designates all land within the activity centre boundary as a ‘substantial change’ area. There are 740 allotments in the activity centre which are currently single dwellings.

The study stated that a diversity of housing types was critical to cater for the ageing population. There were 27 properties in the residential 1 zone which were considered strategic development sites.

Public submissions on the strategy will be accepted until September 2.

Re: TAFE protesters vent anger Mr Shaw is simply parroting what Peter Hall has already said. They both tell only half the story.

They conveniently ‘forget’ to mention the bulk of that $1.2 billion will go to unregulated private providers, with the ‘dregs’ going to quality audited public TAFEs. The cuts affect all courses and not just the ‘oversupply’ courses mentioned by Mr Shaw. Ask any apprentice — they’ll tell the truth about what’s really happening to TAFE in Victoria.

Holiday home lost in blaze disaster

BY ALECIA PINNER A HOME in Gould Street, Frankston, has been demolished following a blaze last week.

At 7.45pm on Wednesday, Frankston and Patterson River fire brigades were called to a fire at a two-storey weatherboard holiday home on the beach side of Gould Street.

Frankston fire brigade senior station officer Allan Quarrier said the house was engulfed in flames when firefighters arrived. ‘‘The house was well alight. There was serious risk of exposure to the two double-storey homes next door and they managed to limit the damage,’’ he said. ‘‘I don’t think there was any damage to the houses next door, which was a great save.’’

Frankston SES controller Brian McMannis said its members attended the scene for a couple of hours last Thursday evening to provide lighting to fire investigators while the home was being demolished.

Mr Quarrier said investigators requested the lighting to make sure no one had been trapped

inside and to assist with the demolition.

Detective Senior Constable Craig Goudy of the Frankston crime investigation unit said council officers attended the scene following the fire and deemed it unsafe.

They ordered an immediate demolition.

This prevented fire investigators from going inside and a bulldozer was called in, Detective Senior Constable Goudy said. ‘‘When they went in, they found it was riddled with asbestos. ‘‘So an asbestos crew was called and it cleared the scene for the demolition. ‘‘The CFA fire investigator went in and couldn’t determine the cause. ‘‘It could be a possible electrical fault in the second storey or it may have been squatters with a candle or cigarette butt. ‘‘The bulldozer made it difficult to determine the cause or whether it was suspicious.’’

There had been reports that squatters were in the house in the days prior to the fire, but police quickly determined no one had died in the inferno.

Cause unknown: The Gould Street home, burnt beyond recognition, before it was demolished.

MANY people carry a black dog on their backs, but few understand its meaning.

The phrase has come to symbolise the burden of depression, an illness that affects one in seven Australians during their lifetime and is this country’s third largest health problem after heart disease and stroke.

Frankston businessman Ian McKenzie knows all about the black dog, having being diagnosed with depression a few years ago. ‘‘I realised I had probably suffered with it most of my life, but it was only by talking about it that I got the help and support I needed,’’ he said.

To raise awareness of depression and suicide prevention, last Saturday Mr McKenzie and four of his mates took off on a motorcycle ride to Alice Springs where they will meet up with more than 300 riders from around Australia.

Overlay plan fight

MEMBERS of a hard-working lobby group are celebrating pedestrian signals being officially switched on in Baxter.

Hastings MP Neale Burgess said the signals were installed at Baxter-Tooradin Road opposite shops after taking foot traffic into account and a Baxter-Tooradin Road Progressive Action Committee (BRATPAC) community survey, which showed overwhelming support for the signals to be installed across from shops.

“The residents and traders in Baxter have worked hard to make sure that they receive these important enhancements for our community,” Mr Burgess said. ‘‘As part of the Peninsula Link project, we have been able to deliver the new pedestrian traffic signals to improve safety for people in the Baxter area.’’

Former BRATPAC chairman Peter Baulch said then transport minister Tim Pallas had offered the pedestrian signals as a ‘‘sweetener’’ after geographical issues made it impossible for elements of Peninsula Link to be built underground, as first envisaged. ‘‘We’re absolutely thrilled as there’s been no designated pedestrian crossing in Baxter,’’ Mr

FRANKSTON South residents living near Sweetwater Creek are fighting council plans for a strict planning overlay aimed at protecting the waterway environment and the neighbourhood character from overdevelopment.

Depending on a property’s vicinity to the creek, the guidelines would affect house heights, appearances, boundary setbacks and the amount of ground a structure can cover.

If passed at a council meeting next month, the planning changes would impose restrictions on residents of about 200 homes closest to the creek.

Property owners would be restricted from building within extended metreage of their boundary or more than seven metres high, and site coverage could not exceed 40 per cent of the block size.

Residents would also require permits to build within five metres of a tree with a 50-centimetre circumference, exterior surfaces would need to reflect the tones of the natural environment and any boundary abutting the creek would have to have a lightweight, open and transparent fence.

the planning changes and presented it to the council before a July meeting when councillors voted to defer making a decision until there was further public consultation.

Ms Garrett said her biggest concern was that given her home was close to the road and the creek and on a steep block, the extended boundary setbacks would leave no room to rebuild in the event of a natural disaster. ‘‘If a bushfire came through or there was damage to the property we would have nothing to rebuild on,’’ she said. ‘‘You work all of your life to buy a property, but if something was to happen we’d be left with nothing but a useless block.’’

Ms Garrett said about 150 people attended a public consultation meeting last Wednesday. ‘‘Councillors were talking about making exemptions but there are so many houses along the creek in the same position.’’

The proposed planning changes were on display from February 6 to March 9 and the council received 49 submissions against the changes.

Complaints included that a lack of flexibility would lead to poor design, that some properties within the overlay had no relationship to the creek and that the changes would be detrimental to property values.

Rates hike to hit businesses hard

BY ALECIA PINNER COMMERCIAL and industrial businesses outside the Frankston central activities district will see a hefty rise in their next rates bill.

Frankston Council passed its budget at a special meeting on August 6. It received 25 submissions, including 17 about the rates rise for businesses.

The average rise for commercial businesses outside the CAD is 19.2 per cent and 23.7 per cent for industrial businesses outside the district.

Frankston MP Geoff Shaw had made a submission to the council, asking it to reconsider kerbside trading costs listed in the proposed budget.

Last month, these fees were slashed 50 per cent to $50 a table and $25 a chair.

The budget was amended to reflect this change.

Otherwise, the budget was

unchanged from the draft released last month.

The carbon tax, spiralling rubbish disposal costs and property revaluations will result in Frankston ratepayers being hit with an average rate increase of 4.6 per cent.

Due to the impact of the council’s revaluations this year and proposed changes to differential rates, the average residential rate rise will be 1.49 per cent.

Although the budget was adopted unanimously, Cr Christine Richards moved a motion that the business rate rise be reconsidered during the 2013-14 budget discussions to investigate other ways of raising funds.

The motion was defeated.

Cr Kris Bolam did not attend the meeting but told the Weekly he would not have supported the budget due to the commercial and industrial rate rise for businesses.

THE state’s first mental health treatment centre designed specifically for young people has opened its doors in Frankston.

Mental Health Minister Mary Wooldridge was at the Youth Prevention and Recovery Care Service in Yuille Street for the official opening.

PARC provides early intervention in a home-like setting for youths aged 16-25 from Frankston and the Mornington Peninsula.

It is for those who are becoming unwell or in the early stages of recovery from an acute psychiatric episode and don’t require hospitalisation.

Young people are expected to stay at the 10-bed inpatient facility for a minimum of two weeks or up to 28 days, depending on their needs. The centre is always staffed by a team of trained clinicians and mental health recovery workers.

The facility, for which the state government paid $4.5 million to establish and will contribute $1.8 million annually towards its running costs, is run by Peninsula Health, Mind Australia and Penin-

A juggling act around the clock Is it really possible to have it all — house, job and happy family? SAMANTHA ROBIN talks to high achievers managing this delicate balancing act. t Eliza mother Kate McKenzie has juggling work and home life down to a tee. When the Weekly drops by, she is helping with two sets of homework while breastfeeding her six-month-old.

Meanwhile, husband Kevin McKenzie, 44, is handling two separate conference calls before rushing off to take one of the children to basketball practice.

Chilli con carne is bubbling away on the stove for dinner and banana bread is baking in the oven.

Mrs McKenzie, 40, says there is no such thing as a typical day for the blended family, whose five youngest members are aged from six months to 12 years. Just completing the morning school run involves driving to three schools.

Mrs McKenzie, a lawyer and Seaford business owner, is on maternity leave and her husband works as a project manager. They travel to Melbourne for work.

She says the secret to their success is keeping organised.

There is a ‘‘getting ready for school’’ checklist stuck to the wall, outlining what the children have to do in the mornings, and both parents have an electronic family diary on their smart phones.

To say ‘‘mornings are chaotic’’ is an understatement. ‘‘It’s not easy. I don’t think anyone gets it right all of the time,’’ Mrs McKenzie says.

Social researcher Mark McCrindle, of McCrindle Research, says this sort of juggling act is a reality of modern times — ‘‘in many ways it is very ‘in vogue’ to have it all’’. ‘‘These days there seems to be less structure in our lives and the work day tends to bleed into home life,’’ he explains. ‘‘With the increased prevalence of technology we can’t seem to switch ourselves off.’’

Mr McCrindle says there has been a shift in the nation’s approach to work. The land of the ‘long weekend’ is now home to employees with some of the longest working hours in the OECD (Organisation for Economic Co-operation and Development).

Bittern mother Sarah Bath, who has twin 31⁄2-year-old boys, says finding the balance between work and home life is a constant struggle. ‘‘You think you have got it mastered and then you get a curve ball,’’ she says. ‘‘It seems like when things are going well at home, things are unbalanced at work and vice versa.’’

Mrs Bath, 32, and husband Cory Bath, 35, share looking after the household and their sons.

As a teacher, Mrs Bath takes her role as educator seriously and expects the same from the

She admits there have been times when the boys have had to be literally pulled off her at daycare as she scrambles to get to work on time.

But while there is some guilt, Mrs Bath says, using daycare works for their family. ‘‘I know I’m a better mother when I am working. I need that mental stimulation and it brings out the best in me when I come home.’’

She has long since given up comparing herself to other parents. ‘‘Everyone marvels at what you get done, but at the time time, if you don’t do it, you get some questioning glances in the playground.’’

Lifeline spokesman John Mendel say many people found themselves struggling to live up to societal ideals — ‘‘there is a lot of pressure in society to be someone that you are not’’.

Lifeline’s 2012 stress poll, taken as part of an independent survey, revealed 91 per cent of respondents were suffering ‘some’ stress, while 43 per cent were suffering from ‘a lot’ or unhealthy levels of stress. ‘‘I think everyone suffers some degree of stress.

When it gets to an unhealthy level that is when you have to start re-evaluating things,’’ Mr Mendel says. ‘‘If we do see stress leading to burnout, it is important to address those issues causing the stress.’’

The poll found unhealthy stress levels peaked among the 35-39 age bracket.

‘It’s not easy. I don’t think anyone gets it right all of the time.’

— Kate McKenzie ‘‘The 30-40 age bracket is the critical time where people are moving into the family state, with housing shifts, mortgages and additional financial stresses. Across all those fronts they are facing extra responsibilities,’’ Mr McCrindle says. ‘‘By the time people are into their 40s, they have become more skilled at balancing the pressures in their lives. They have had time to catch their breath, their children are often a little bit older and more independent and they are moving into a stage where they are thinking about significance from a life perspective rather than just a career perspective.’’

Women (50 per cent) reported more unhealthy levels of stress than men (36 per cent).

Mr McCrindle says this probably reflects women’s ability to fulfil multiple roles. ‘‘We have found the carer role is, for the most, still borne by women. Whether it be for children or ageing parents, they seem to be the ones slipping into those roles.’’

Perhaps surprisingly, households earning under $50,000 recorded lower stress levels than households reaping $90,000.

Mr McCrindle says moving into the higher wage bracket brings additional stresses. ‘‘With the higher salary comes more options.

Considerations then become whether to send kids to a private school, go on overseas holidays or take on more debt to acquire material objects. ‘‘The challenge comes with the competitiveness it creates. If you don’t have those options, ironically, you have a simpler lifestyle.’’

Students earning minimum wage and studying full-time are also doing a juggling act.

Monash University peninsula campus student James Fowler, 19, says it is inherently difficult balancing study and work commitments.

At exam time it’s high stress all round as students cram to achieve the best results for their final marks. ‘‘If you have a hectic week at university, you can’t work as much and then finding rent becomes a problem,’’ he says. ‘‘People underestimate the financial side of things and how hard it can be to live to a reasonable standard. University isn’t all fun and games.

Sometimes it’s a week of Aldi lasagne.’’

He says the key to survival is working out what is important. ‘‘It can be hard keeping everyone happy, whether it is your boss or your university tutor.’’

While he admits he isn’t paying off a mortgage or looking after children, there are still pressures. ‘‘On a lesser level there is stress but the key is making sure you don’t get overwhelmed by it. ‘‘If it is something you really want to do, you will find the time for it.’’

It’s busy times at Penbank School with much to do and learn. Inspired by the Olympic Games, the students have had the opportunity to explore the notion of the true champion. The school’s Performance Arts Program has incorporated this focus in a complete program of activities whereby students have chosen an area of the Arts as an interest. Drama and improvisation, music, puppetry making with the Polyglot Theatre Company has all provided choices for students that will be highlighted with an evening’s showcase of their work. It is a pleasure to see such active engagement and interest in learning. I congratulate all Penbank students for their enthusiasm to learn!

I have often shared my belief with students that it is important for each of us to identify our heroes, as a way of helping to discover who we want to be ourselves. Often our heroes are chosen for their bravery, brilliance, selflessness or for their accomplishments. As well as helping to define ourselves, our heroes are often people in whose footsteps we hope to follow.

Over the years, many Peninsula students have gone on to compete at State and National levels in many different sports. It was with great pride that our community recently cheered on three of our past students in the London Olympics. We very much salute Sam Griffiths (Class of ’90), Dale Stevenson (2005) and Matson Lawson (2010) who represented Australia in Equestrian, Shot Put and Swimming respectively. These alumni have certainly provided inspiration for our current students who followed their progress carefully over the course of the Games.

A brilliant achievement by our newest sporting heroes who will no doubt now be people who many others wish to emulate in the years to come.

The Blues bowed out of the play-offs with a 73-89 loss to Bendigo Braves at Bendigo Stadium on Saturday night.

The match began terribly for Bill Runchey’s outfit and never really improved, with two players in early foul trouble.

Runchey said the loss was a bitter pill to swallow after the Blues scraped into the finals with a barnstorming finish to the season. ‘‘We were pretty disappointed with the way we played,’’ he said. ‘‘Bendigo are a pretty talented group and we had foul trouble in the first half with Grant Dennis and Calvin Henry.’’

New boss: Skye Cricket Club has appointed Jason Hartigan as its senior coach for next season.

SKYE Cricket Club has appointed an experienced mentor to take the reins at the MPCA Sub District club.

Jason Hartigan, 32, is expected to slot into the Eagles’ top order and provide valuable leadership to their host of young talent.

The former Victorian Turf Cricket Association player said he saw the position advertised and applied after moving into the area.

He said Skye was in a good position because the development of home-grown talent, rather than recruiting, was a priority.

Skye has lost Anthony Craddock to Merinda Park and Chris Milne has moved to Adelaide. ‘‘To be honest, we haven’t done a lot of recruiting over the winter,’’ Hartigan said. ‘‘I’ve come on board and taken on the role and I basically want to work with what I’ve got this year and build on that. ‘‘It’s a young side and that’s where I’ll be looking for the improvement to come from.’’

Skye, which narrowly missed the finals last season, will be hoping young bowlers Pat Beckham and Ben Milano continue their development. Hartigan is also hopeful Steven Smart and Davyd Stockdale can take the next step.

Hartigan believes his experience captaincoaching Moorabbin Park and Parkdale United has given him the tools to guide the outfit.

The club is hoping to upgrade its pitch, with help from Frankston Council, at Skye Reserve before the season starts. ‘‘We’re trying hard with the help of the council to get a pitch installed,’’ Skye president Robert Gruar said. ‘‘It’s still covered because the ground is being used for soccer but hopefully we get it done just before the season.’’

MORNINGTON Cup day will be Victoria’s first regional race day to offer $1 million or more in prizemoney, the Melbourne Racing Club has announced.

As part of a Mornington Millions announcement, the club also announced a $50,000 increase on the total prize pool in the Centrebet Mornington Cup, reinforcing its position as the state’s most lucrative country cup.

From next year, cup contestants will be racing for a share of $350,000 as well as ballot exemption from the BMW Caulfield Cup later that year, making the race the most important on the Australian calendar to be held outside a metropolitan area.

The rise in prizemoney further indicates the benefit of the amalgamation of the Melbourne and Mornington clubs and comes in the wake of the Australian Pattern Committee’s recommendation that the $250,000 Inglis Premier — won this year by Snitzerland en route to placing in the Golden Slipper — be granted restricted listed status.

Melbourne Racing Club chairman Mike Symons extolled the developments as further emphasising the many positives to come out of the 2010 merger.

“We believe that ours was already the strongest racing club in Australia, and this fantastic news only reinforces that claim.

“The Melbourne Racing Club is underpinned by a desire to provide our members and stakeholders, as well as participants and punters, with unparalleled standards in our racing product and associated services. ‘‘The increase in prizemoney to the Centrebet Mornington Cup, and across the entire day, serves to satisfy that desire. We are very proud today.”

Mornington Racing Club advisory group chairman Tony Hancy concurred.

“The improvements to the quality of racing and facilities at Mornington Racecourse have been immeasurable in the past couple of years. The course is now considered by many to be the Mornington Peninsula’s premier entertainment venue,” he said.

“There has been no better time to be a part of the Mornington Racing Club, whether in terms of membership, sponsorship, or otherwise. We are simply thrilled at today’s news.”

Mornington Cup day is one of seven metropolitanstandard race meetings to be held at Mornington in the 2012-13 season, among a total of 24.

Redlegs survive Pines’ inspired upset bid

BY MORGAN COLE PINES narrowly fell short of staging a major upset with a nine-point loss to Mt Eliza in their Peninsula League clash at Eric Bell Reserve on Saturday.

Pines were boosted by a rare appearance from Frankston Dolphins co-captain Luke Potts. The Pines product was prolific with an explosive first half.

Mt Eliza got out to a 19-point first quarter lead but the Pines made all the play in the second term, stunning the Redlegs with a seven goals to one quarter.

The Redlegs were able to work their way back into the match in the third, Mt Eliza coach Jason

Watts praising the efforts of the under-18s players that have taken up senior roles. ‘‘We stepped away from what makes us a good side,’’ Watts said. ‘‘It was our young kids from the 18s that really impressed us.’’

Mt Eliza captain James Clayton led the Redlegs back into the game in the second half, applying a hard tag to Potts allowing them to wrangle back control of the match.

Redlegs’ Dan Gormley and Ben Landry toiled hard in the midfield, Landry adding three majors in a best on ground performance, while Sam Gill was again a rock in defence.

Pines defender Guy Hendry’s move up forward continued to pay dividends for the Pythons, the big man booting three majors, taking his tally to

36 for the year. Veteran Pines coach Steve Ryan played his seventh match for the season, chipping in with two majors to show he still has the ability to play at a high level.

Prolific Pines midfielder Chris Guganovic gave his team plenty of drive from the centre despite fighting overwhelming odds against the talented Redlegs’ midfield.

The Pines pushed hard in the final term to take the big scalp but the Redlegs kept producing the answers.

The Redlegs have recently been boosted by the return of Sandringham forward Michael Lourey, who has booted 18 majors over the past five weeks at his home club. ‘‘He complements our forward line really well,’’ Watts said.

Mt Eliza sits second on the table, one game behind Frankston YCW, who they host in the final round of the year on Saturday. The Pines take on premiership contender Karingal.

In other Peninsula League matches, Mornington held on to defeat a fast-finishing Langwarrin, winning by 10 points.

Karingal forward Chris Hay booted 10 majors, backing up from his 12-goal haul last week, as the Bulls crushed Chelsea by 125 points.

Hay’s haul takes him to the top of the goalkicking charts with 77 for the season.

Frankston YCW accounted for Seaford with a 55-point victory.

Bonbeach secured its place in September with a 17-point victory over Edithvale-Aspendale.

Young Panthers pip Sorrento PEARCEDALE has given Sorrento a major jolt before the Nepean League finals, upsetting the flag fancy by eight points at Pearcedale Recreation Reserve on Saturday.

Panthers senior coach Ben Cadd was full of praise for his young outfit and said the victory over the Sharks juggernaut gave his team some momentum heading into next season. ‘‘We have played some pretty good footy over the past four to five weeks,’’ Cadd said. ‘‘We just burrowed in to get the win.’’

Pearcedale had the Sharks on the back foot for most of the day, with Daniel Murray vital up forward for the Panthers with four majors.

Damien Janssen did a superb job shadowing Sharks gun Leigh Treeby, but Grant Johnson was able to cover for Treeby, collecting more than 40 disposals for the Sharks.

The Sharks managed to edge themselves in front in the final term, getting out to a 10-point lead with only a few minutes remaining, before the Panthers surged.

A three-goal flurry, one coming after the siren, had the Panthers steal victory from the Sharks. Sorrento senior coach Nick Claringbold gave full credit to the Panthers. ‘‘They are a much better side than the ladder indicates,’’ he said.

Claringbold was disappointed with the loss but was not overly concerned with his side’s form going into the finals. ‘‘You would rather go into the finals off a win,’’ Claringbold said. ‘‘Our form throughout the year has been good enough to hold onto the top spot and we’ve still got some talent to come in.’’

Cadd said the win was a reward for perseverance. ‘‘It gives the club and the community plenty of incentive to stick

around. It’s a great platform for us to launch from next year.’’

In other Nepean League matches , Crib Point snuffed out Frankston Bombers’ finals aspirations with a 23-point win, however the win was still not enough to ensure a finals berth for the Pies, Rye holding onto fifth place with its healthy percentage.

Rosebud has put its best foot forward going into finals defeating Rye by 39 points.

Red Hill has closed out its season with a disappointing loss to Devon Meadows, going down by 38 points.

Tyabb has snapped its eight-game losing streak to close its year with a 27-point win over Somerville, Cranbourne recruit Ryan Jones leading the way for the Yabbies with another beston-ground performance.

Hastings outgunned Dromana by 16 points in a low-scoring affair.
