It’s not a new fire levy, it’s a fairer fire levy.

On 1 July 2013, as recommended by the Victorian Bushfires Royal Commission, the Victorian Government is replacing the old fire services levy with a fairer system.

Rather than being added to insurance premiums, the levy will now be collected with council rates. This means all property owners contribute a fair share to the Country Fire Authority or the Metropolitan Fire Brigade.

The levy is a fixed charge of $100 for residential properties and $200 for non-residential properties, plus a variable charge based on the property’s capital improved value.

All funds will go towards supporting Victoria’s fire services.

GST and stamp duty charged on the old levy have been removed and, for the first time, eligible pensioners and veterans will receive a $50 concession.

church’s $5m expansion Whitehorse Council has unanimously approved plans for a $5 million expansion of one of Melbourne’s largest churches.

Crossway Baptist Church is seeking to develop its Burwood East site to cater for future growth.

There are 4000 church attendances every week, but Crossway expects the number to grow to 10,000 in the next few years.

The Springvale Road site houses a 1200-seat auditorium, a children’s centre, a 250-seat chapel, a counselling centre, staff offices and three car parks.

The planned expansion would see an additional five auditoriums, two car parks, a new community centre, a bookshop and café.

Morack Ward councillor Bill Bennett said the Crossway expansion would be “a showcase development” for Whitehorse.

Councillor Raylene Carr said the only unresolved issue with the development plans was “traffic management”.

“This is the largest development in Morack Ward since I’ve been on council,” she said.

A council panel report into the proposed Crossway expansion stated the installation of pedestrian operated signals or a stop sign on Springvale Road would

need to be factored in to the proposal.

VicRoads metro south east acting regional director Michael Barker said the council had been advised that all access options need to be fully considered and evaluated before traffic signals at the location would be considered.

“A traffic analysis will need to be prepared and assessed to ascertain the impact to traffic on Springvale Road as a result of the development,” he said.

The church currently conducts nine services each Sunday in two separate venues on the site.

The expansion of the Burwood East site will be entirely funded by Crossway and will include a church-run community centre LifeCare.

Crossway’s LifeCare service offers counselling, financial assistance and a mentoring program for young people and families.

Senior pastor Dale Stephenson said the church needed to expand to accommodate its steadily growing congregation.

Pastor Stephenson said decisions on traffic management on roads surrounding the site will be left to VicRoads.

Mother and son cycling team Helen and Cameron Sist are training three times a week in preparation for the Great Victorian Bike Ride later this year. Mrs Sist said she was surprised that her 15-year-old son was so keen to take part with his mother. “It was my idea and he jumped at it,” she said. The Doncaster East duo usually complete two mid-week rides and aim for a longer 40- to 50-kilometre trek each weekend. Mrs Sist said she can’t wait to take part in the 610-kilometre ride along the Great Ocean Road with her son. “It will be fantastic to share the experience with him,” she said. The Great Victorian Bike Ride runs from November 23 to December 1. \ BF

surprise rate reprieve Whitehorse residents have received a surprise rate reprieve, with the council reducing its initial forecast for 2013-14.

Rates will rise 3.9 per cent, meaning the average household in Whitehorse will pay $1317, an increase of about $49 from the 2012-13 financial year.

The council had flagged a 4.1 per cent increase in May, but on Monday adopted its annual budget with the reduced charge.

The council forecast the rate rise to be 5.8 per cent next year, and said the lower charge for this financial year was due to a one-off change to MFB funding.

Councillor Raylene Carr said: “The 2013-14 budget is the culmination of an extensive community process, is well thought out and has been created with our community and our residents foremost in our minds.”

Councillors Bill Bennett and Andrew Davenport voted against the $153 million budget, and argued the council needed to work harder to lower rates and look for cost savings in its services.

Highlights of the Whitehorse budget include $18.07 million for upgrades to buildings, $15.39 million for home and community care and $13.02 million for

sustainability, waste and recycling.

Meanwhile, the Manningham Council will spend $35 million on capital works in 2013-14 and impose a rate rise of 4.8 per cent – taking the average rate bill in the city to $1821.

Highlights of the Manningham budget include $13.2 million to improve roads, streets and drainage and a $6.2 million upgrade of the Aquarena Leisure Centre.

Members of the Australian Children’s Choir have put in countless hours to ensure their pitch and rhythm are perfect. But later this year, they’ll face a different challenge – mastering Mandarin. The choir, based in Mitcham, plans to take a group of 52 to tour China alongside the Royal Melbourne Philharmonic Orchestra in December and January. Choir artistic director Andrew Wailes said the group will tour cities including Shanghai, Shenzen, Xi’an and Guangzhou. “We’re going to be doing full-sized New Year’s concerts. In China, many people try to see a classical concert at that time of the year. We’ll be performing Chinese folk songs as a tribute,” Mr Wailes said. “It’ll be a challenge learning Mandarin, we’ve got a lot to do in the next six months.” Mr Wailes said the choir was hoping to raise $10,000 to fund the trip. \ ks

BoX hill Police and fire crews were called to Box Hill Hospital on June 25, after a patient at a psychiatric facility escaped and allegedly set fire to a building. The male patient was staying at Eastern Health’s Upton House when he went missing, and the MFB was also called to the scene following reports of a fire. Uniformed officers and members of the Critical Incident Response Team were called to locate the man, who was found with self-inflicted injuries. “It’s believed he may have been responsible [for the fire],” police spokesman Ben Radisich said. An Eastern Health spokesman said 21 patients were evacuated from Upton House and moved to another hospital building during the emergency. \

templestowe Manningham detectives arrested a man, accused of kidnapping and assault offences in Templestowe last year, who had been on the run for more than three weeks. Thomas Kotzmann, 45, skipped bail on May 29 – weeks after a magistrate had granted his release into the community following more than 15 unsuccessful bail applications.

Manningham police and members of Victoria Police’s Critical Incident Response Team arrested Kotzmann at 1pm on June 21 in South Yarra, on Toorak Road. Detective Senior Constable Anthony Downes said Kotzmann allegedly had “implements used in connection with burglaries”, including a jimmy bar and screwdrivers. Kotzmann is expected to be charged with offences since skipping bail, and has been remanded in custody to face the Melbourne Magistrates’ Court on July 16. His committal mention is expected to be held later this year. \

warranDyte Police have condemned the actions of a driver who was involved in a collision with a cyclist and did not stop to help. Senior Sergeant Wayne Elston said the cyclist was riding east on Heidelberg-Warrandyte Road in Warrandyte on June 20 at 4pm, when the crash occurred at the corner of Taroona Avenue.

The cyclist sustained a bruised hand and arm, and Senior Sergeant Elston said the driver would have definitely felt the impact of the crash. \ Doncaster A 19-year-old woman was attacked while she walked to her car in the Doncaster Shoppingtown car park at 11.30pm on June 21.

She sustained bruises to her upper arms when the offender tried to grab her. Manningham Detective Senior Constable Anthony Downes said the attack was “brazen”.

“The place is frequented by a lot of people, particularly those leaving the cinemas, so you’d think people leaving work would be safe to walk to their vehicles,’’ he said. The man is described as about 180 centimetres tall and of Asian appearance, with short hair, and was wearing a dark, zipped jumper. \

waits for specialist care Patients in Melbourne’s inner east are waiting too long for specialist medical care.

A National Health Performance Authority (NHPA) report released on June 20 shows 21 per cent of adults in the Inner Eastern Melbourne Medicare Local catchment said they waited a “longer than acceptable” period to get a specialist appointment between 2011 and 2012.

In the same period, 38 per cent of inner-east patients saw a medical specialist.

Medicare Locals were set up by the federal government in 2011 to co-ordinate and deliver health services such as after-hours GPs, immunisation and mental health support.

The latest NPHA report, Australians’ experiences with access to health care in 2011-12, is a snapshot of the way people use healthcare services.

The Inner Eastern Melbourne Medicare Local includes the municipalities of Boroondara, Manningham, Monash and Whitehorse.

Doncaster GP James Bishop said access to medical specialists and specialty hospital care was limited because communication processes are “antiquated” and many hospitals received referrals by fax.

“Government health services are stuck in the dark ages,” he said.

Dr Bishop said private healthcare in Australia was “bloody brilliant” and the government health sector needed a “kick up the backside”.

Dr Bishop said people who don’t have private health insurance get second-rate service.

He said the problem was “purely at an administrative and organisational level”.

A state government spokeswoman said “operational matters are managed by the boards of the 86 health services and hospitals across Victoria”.

“The Coalition government has committed $47.6 million of additional funding for hospitals and outpatient services since coming to government,” she said.

The spokeswoman said it was the decision of the GP to determine which method a referral is made.

“The Department of Health does not stipulate on modes of communication for making referrals,” she said. \ BRIDGET FITZGERALD

Surrey Hills-based Epilepsy Foundation of Victoria has taken out a top disability sector award for a healthcare management plan that is set to go national. The initiative, One Person, One Plan, won the Excellence in Improving Health Award at the Victorian Disability Sector Awards on June 19. The plan was designed to create a personalised, cohesive reference document for people with epilepsy. One Person, One Plan was used as the basis for a submission to DisabilityCare Australia, and the Epilepsy Foundation has received federal government funding to create a national plan. Epilepsy Foundation of Victoria client services general manager Wayne Pfeiffer said people with epilepsy needed a tailored health plan because there were more than 40 different types of epilepsy. “If they are put in an ambulance then the patient can go with their own plan to the hospital and the doctors will know the details,” he said. \ BF

Manningham Council has called on the state and federal governments to extend a potential Doncaster train line to its highrise Doncaster Hill precinct.

The council, which was responding to the first stage of the Doncaster Rail Study report, argued that Doncaster Hill must be included to prevent local roads from becoming clogged.

In its submission, the council also called on the state government to investigate a proposal to create a tunnel through Doncaster Hill for buses.

“Without a station on Doncaster Hill, or with an increase in bus services through the Hill, both Doncaster Road and the Doncaster Park and Ride would be under significant pressure,” mayor Jennifer Yang said.

In March, the study found the best way to connect Doncaster to the city by rail was by building a train line down the middle of the Eastern Freeway.

The proposed line would start at Collingwood and include three stations – Chandler Road, Bulleen Road and the Doncaster Park and Ride.

The state government announced earlier this year that the Melbourne metro rail tunnel would need to be built before the Doncaster train line could proceed. \ Ks

Perusing the price of the past heathmont

When it comes to the Heathmont community, Rita James is the person in the know.

The 93-year-old veteran has lived in Heathmont for 57 years and is part of a group writing a book on the history of the Heathmont shopping centre.

The group meets twice weekly at the shopping strip to compile photos, memories and conduct research.

Her contributions to the book includes an article on shopping practices in Heathmont 50 years ago.

The town Ms James remembers was once covered in apple orchards and had a population of about 600 people.

Ms James said the shopping centre is unrecognisable from the one she first saw when she moved to Heathmont with her husband in 1956.

“There were a few basic shops in this area such as a grocery, a milk bar, a hardware shop and a post office, but nothing compared to today,” she said.

“Over 90 years the shops have been taken over by cafés, coffee shops and restaurants. The hardware shop is now an Indian restaurant,” Ms James said.

“We have photographs with only one car on the whole on Canterbury Road and today you see a car go by every few seconds. “People never used to go out for dinner and now they can.”

She’s got style, she’s got soul and she’s got a “bangin’ rack”. JANE ROCCA meets the inimitable Clairy Browne

t’s the fringe that gets you; that 1940s victory roll curled like a cannoli pastry on the album’s cover art. Then there’s her theatrical verve and big voice, primed on a vintage backbeat and cued to a 1960s Detroit soundtrack. Clairy Browne – the front woman of the Melbourne soul- and jazz-inspired nine-piece collective, Clairy Browne & The Bangin’ Rackettes – seems like she belongs to another time.

Browne is adored for her honey-coated grunt that flirts with ’60s doo-wop as much as it shuffles to a restless garage rock drone. But it was her cleavage that caught the attention of a Sydney shop owner in 2009 and inspired the name of her band.

“Yes it’s a true story,” says Browne, 32. “The lady in the shop told me I had a ‘bangin’ rack’. I kept reminding my partner at the time what she said [laughs]. I got plenty of giggles out of it until it made sense to call the girls in the band just that. They all have an awesome rack by the way.”

Born in bayside Melbourne, Browne grew up in Elwood with her parents, Lynn and Benny – South African immigrants who had arrived in Australia with two young sons in the late ’70s. Browne also has a younger sister, Natalie [an original Rackette for two years] and says they were raised on a steady diet of old R&B, country and pop music. She recalls being four years old in the bath with her sister teaching her how to sing like Whitney Houston.

Her musical inspiration comes from her father, who had his own band in South Africa, influenced by the

likes of the Beatles, Crosby Stills & Nash and the Velvet Underground. Mum didn’t sing, but she did smash the odd plate or two in the background of some family recordings for added colour.

Where most families with four young children might be pulling out their hair trying to to get them tucked into bed at reasonable-o-clock, Browne says it wasn’t unusual for her parents to keep them up late.

“Music has been around me as long as I can remember,” she says. “Dad would have us singing around the kitchen table. It wasn’t uncommon for us to be sitting around at 4am and singing – all happy to be doing it.”

As a teenager, Browne started buying records long before she owned a turntable, intrigued by their covers and yearning to connect to stories from the past. “The common thread for me with music is that it had to have a heart connection,” says Browne. “The songs have to tell a story. It had to have that common factor of hope, triumph and pain. Those songs got me every time, and by the time I did get a turntable I was hooked.”

She’d while away the hours listening to sad songs by Karen Carpenter and Etta James, and cruising the outer suburbs by train without her parents’ knowledge, to find record shops that held the key to more sad storytelling.

four years ago, making their debut at a Melbourne dancehall event called Sweet Jelly Roll, where vintage movies screened and bands grooved to the beat of another time. According to Browne, there was no plan beyond a few shows.

“We didn’t come together with any intention other than starting out for fun,” says Browne. “We made a record without any idea of where it would end up. We’re just a bunch of people who would party together, play records, have jazz parties and drink all night. There was this excitement for old R&B and soul music, and re-imagining it with a rock’n’roll edge and here we are.”

In May they released their first album Baby Caught the Bus, an impressive debut that introduces listeners to their sassy sound. They’ve also toured the US twice and, last year supported the Cat Empire on a European tour.

Browne’s childhood dreams of bringing back a vintage era for modern ears suddenly became a promising money spinner for this ambitious collective.

She says she’s inspired by strong divas such as Tina Turner, Esther Phillips and Etta James, for their raw and unapologetic attitude. Drawing elements from vintage movie stills and the fashions of 1940s, 1950s and 1960s, and adding her own modern tweaks and a dose of feminist vision, she has materialised as the quintessential front woman that modern music needs.

Before her music career took off, Browne dabbled in journalism, studied creative arts at the VCA and enrolled in gender studies. “I am an avid feminist,” she says. “I have always been interested in minorities that are subjected to discrimination. I am a battle-ist for the underdog, the friends I have are also part of that world.

You can see that in my music, I’m fighting for a lot of causes. In the case of the album, it’s about losing love or gaining it, first dates, retribution and revenge, sexual desire and things that relate to human relationships.”

The Bangin’ Rackettes consists of Jules Pascoe (bass), Darcy McNulty (baritone sax), Gabriel Strangio (piano) Ruby Jones, Camilla and Loretta Miller (vocals), Peter Bee (guitar) and Ricky Martyn (drums). They work an intricate tapestry of talent that feeds off each other, creating harmonies, covers and lots of old school R&B tunes.

“The girls are like sisters to me,” says Browne of the Rackettes. “The way we work together is sisterly. We even run Rackette-ercise classes and are known to do some Cher aerobics.”

This girl power spirit is captured in songs such as Love Letter, which fuses primal instinct with ’60s girl vocal harmonies, and in the album’s title track, Baby Caught the Bus, which brings back girl-gang surfer memories – it’s Gidget meets Wipeout.

The group is visual, sentimental and always immaculately dressed. But let it be known it was an Emilio Pucci 1960s original bathing suit that stopped Browne in her tracks while in Palm Springs, California this year.

“Vintage clothing is amazing in the States,” she says, beaming as she relives her retail high.

was recently reminded that, in my final weeks of uni, I was asked to write an essay on where I thought I would be in five years time.

I can’t remember what I wrote, but it was probably something ridiculous, such as flying a plane filled with rock stars and deliberately crash-landing the thing in the Bahamas. Whatever it was, it would have involved travel, high fashion and mountains of fun.

Because back then, five years was forever. Friends and fortunes were made and lost in a mere week in your 20s, so who could have possibly predicted five years into the future? My main focus was getting through each day with a hangover.

If your 20s, like mine, were defined by the idea that anything can happen, and your 30s were all about making things happen, then your 40s might well be where you start actually knowing what’s going to happen and planning for it.

I know where I’ll be in five years. It will be here, on the chair where I now sit, most likely. I’m pretty sure that I still won’t be mortgage free, nor will I have lost the five kilos I need to drop, but judging by the current rate of middle-age expansion, it will be 10 kilos by then.

I know I’ll be even more of a taxi service than I am now, with one child in high school and another about to start. (I am hoping though, that I won’t need to put tomato sauce on every meal my youngest kid eats by then, and the older one will have ceased drum lessons and will no longer beat up on the kitchen table each

morning in one long irritating drum solo that makes my blood change temperature and the other adult in this house yell, but these are things I cannot predict for sure).

I do know I won’t be having crushes on anyone, or hanging in nightclub queues in a short skirt and no tights in the middle of winter. But I will need to be working on a retirement plan and having my blood checked.

I also know I’ll have the same hairstyle. I read recently that a survey unearthed the earth-shattering fact that men try five different hairstyles before they settle on a favourite at the age of 32 – and then they keep it for as long as hair remains on their head.

The study rings true for me, because I’ve had five hairstyles in my life, all of them predictable enough for their time – an unflattering boy cut in my early teens followed by an unsuccessful ringlet perm, which was then chopped up into a delightful bogan mullet that eventually grew out into the standard ’90s fringe with long hair at the back. Now, it’s all one length and just past the shoulders and I reckon that’s how it will stay.

Unless someone comes up with an app that cooks and does the washing, I’m pretty sure those things will still be part of my routine and I really don’t mind that much.

Because a friend said the other day that now she’s in her 50s she no longer wants to take on the world, she just wants to survive in it for as long as possible.

ack when I was living in London, my boss at the newspaper where I worked gave me for Christmas one year a bottle of rosé from California labelled white zinfandel. I’m not convinced that a £4 bottle of sweet, pink wine is a good reward for hard-working staff, but it did spark an interest in zinfandel.

It was soon followed up by a trip to see an old housemate in California, whose dad was keen to sell the zin message. At one stage he opened a bottle labelled “Earthquake Zin” and uttered the words “Now this is big …”

And it was. It certainly overshadowed the 10-year-old bottle of Penfold’s Magill Estate shiraz I’d nursed on flights from home to drink at our reunion. I cursed the zin for masking the Magill’s elegance, especially as it was the last bottle of the vintage I owned.

A fair while passed before I tried another bottle of zinfandel – or so I thought. I’d had a few bottles of primitivo from Puglia in southern Italy along the way and it was only a few years ago I found out they were the same thing. Or almost.

Zinfandel, which was brought to America in the early 1800s, is a clone of the primitivo grape that’s indigenous to Puglia. The wines share the same characteristics, but their styles differ greatly.

Zinfandel can be a bruiser of a wine and producers from California and Australia tend to make the most out of the grape’s naturally high sugar levels to produce wines with high alcohol content and rich flavours of blackberry and spice. It’s no bad thing, but I often find it hard to match these wines with food, and even harder to drink more than a couple of glasses.

Pugliese primitivo, on the other hand, has pure black cherry, cola, fennel and anise and matches well with red-meat dishes, plus drinks well without anything to nibble on.

More and more of this wine from Italy’s south is making it to our shores and it’s invariably good value, so get onto them before everyone else does.

Melbourne-based wine importer Anthony D’Anna is something of an expert when it comes to primitivo – last year he tasted more than 650 examples over three days as a judge at a wine show in Southern Italy called Radici del Sud. Translating to “roots of the south”, it celebrates the grapes indigenous to the south – grapes that are undergoing a resurgence.

“They’re finally realising that wines from Puglia have to be indigenous [to make a mark on the wine world]. Gone are the days when primitivo is blended with cabernet sauvignon or merlot and we’re now looking at pretty, pure expressions of primitivo,” he says.

D’Anna says primitivo is a grape that Australians can easily identify with.

“It’s not a variety that’s so out there that people think, ‘This is so different to anything I’ve drunk before’.

“Like shiraz, which has a fruit sweetness to it, primitivo’s not a savoury grape and

when it’s made well it has a fragrant lift and perfume. It’s good by itself or with food – it’s very versatile.”

D’Anna says that Australian zinfandel and primitivo examples, when compared to Italian ones, are “like chalk and cheese”.

“I don’t think we’ve quite got there yet.

he last time I went to a Calabrian restaurant the kitchen sent out slow-roasted donkey, which tastes a bit like wild boar but the meat is more funky and pungent and, basically, I think, inedible. Likewise the lamb’s brain (actually an entire sheep’s head with eyeballs, teeth, everything) and the cow’s intestines.

It takes a substantial leap of faith to re-enter the murky world of Mafia cuisine, but the lure of Riccardo Momesso’s cooking gets me over the hump. He’s the talented Italian who put Sarti on the map of city must-eats. Now he’s opened Valentino, the new Calabrian sensation in, of all places, Hawksburn.

Given the refined tastes of locals, there’s only limited offal on offer here – namely a stew called U Morzeddhu, which I couldn’t bring myself to try because that sheep’s head still haunts me. But there’s plenty else on the menu to reward adventurous diners.

The goat, for example, is great – served either as a rustic, rib-sticking braise wallowing in wine-, garlicand oregano-scented juices, the meat so soft it seems to dissolve on the tongue, or as a stewed ragu tossed through hand-cut tagliatelle. (“I thought the rabbit was beautifully cooked,” my friend says. Yes it was, dear, but it was goat.)

Then there’s the neonati, “newborn” whitebait so tiny and foetal they don’t even have eyes yet. They’re sort of packed into a shapeless blob that’s stained and spiced with chilli. The flavour is subtly pleasant – not really fishy at all, just generically savoury with an interesting flaky texture and a backhander of chilli.

Hot red peppers feature prominently at Valentino, on the menu and in the décor – red, chilli-shaped lightbulbs dangle from the ceiling to remind diners they’re not in northern Italy any more.

The staff, several of them imported from the mother country, are mostly charming. When we say we’d like to try a southern wine but don’t know which to pick, a waitress promptly pours three generous tasting glasses so we can assess their relative merits. I’m halfway tipsy before we even order a carafe of the Sicilian grecanico.

Each of the dozen reds and whites is available by the glass, carafe or reasonably priced bottle to encourage experimentation. Filtered water is $3 for an unlimited supply of still or sparkling.

But back to the food. One taste of the nduja, a spicy spreadable sausage filling of pork and roasted chilli, hints at why this spot has taken off. It’s a small serve for $10 (surely the stuff can’t be that expensive) but it gives plenty of oral bang for the buck.

Likewise a simple baccalà (salt cod) ravioli in a Napoli-style sauce of tomatoes and basil, muddled with more neonati (“the leetle baby fish”, as our waiter calls them). The basil is wildly aromatic but the tomatoes

are the heroes. They’re Sicilian pachinos imported by the tin but somehow still glossy and bursting with sunny, sweet, almost briny flavours. After tasting these tomatoes, you’ll be spoilt for any other.

Not so Valentino’s pizzas. The one we try arrives cool and quickly turns cold so conditions are not ideal to appreciate its chunks of porky sausage and wilted rape (kale) congealed in mozzarella. It’s tasty enough, just not that enjoyable.

Conversely, the suppli (arancini) are enjoyable enough – with their moist, cooked-rice texture and deep-fried crust – but not all that tasty. They’re supposed to be filled with calamari, peas and broad bean tips but there’s scant evidence of any of the above. And while we’re on dud dishes, the barramundi carpaccio with mandarin and pistachio only comes alive when you sluice it with some of the chilli oil supplied on every table. Without it, the fish is insipid.

The grog gives the succulent meat a caramelised, herbal character. Its richness is nicely offset with fennel but the dish is almost ruined for us by chewy ropes of wild chicory.

There’s only one dessert you need bother with.

The panna cotta is the colour of green tea with the texture of condensed custard. While it’s meant to be pistachio, the dominant taste is marzipan, which may or may not appeal. Concentrate instead on the two large, coral-shaped branches of caramel-salted popcorn. They’re sensational – each crunchy bite floods the mouth with sugary, slightly salty, toffeeness. Wok Worx in the Village Square does noodle boxes and is famous for its homemade dim sims.

The Loft at Breathtaker Hotel makes good wood-fired pizzas in relaxed lounge surroundings. It also has a children’s zone, which comes in handy.

We had an excellent dinner at Kaptan’s at Hotel Pension Grimus and were lucky enough to be joined at the table by the owner, Hans Grimus, who has lived at Mount Buller for 54 years, so he knows what he’s talking about. \

Now get out and rotate the crank handle anticlockwise three times to draw fuel into the cylinders. Finally, crank clockwise to start the motor. Get back in and advance the timing until it runs smoothly.

The first vehicle with what is now the standard pedal layout – clutch, brake and accelerator – came in 1916, a Cadillac Type 53. Had the T become the template, your accelerator would be a lever on the steering wheel. And, you’d check the fuel by dipping a calibrated stick into the tank under your seat.

The T remained in production until 1927.

Henry saw no reason to change much, although an electric starter was added in 1913, probably at the behest of his wife, Clara, who considered petrol-powered cars noisy, dirty and difficult.

She drove a Detroit Electric into the 1930s.

enry Ford was a great believer in abstinence. Maybe that’s why he made driving a Model T such a test of sobriety.

Ts may be simple, but they’re not easy.

The Model T resulted from Henry and three trusted employees locking themselves away in 1906 to brainstorm building cars better, faster and cheaper. But simplicity of operation was obviously not high on their agenda.

For all of the T’s oddity, you can’t argue with 15 million sales and 19 years of unbroken production. It’s a myth that all Ts were black; early examples were painted green. Henry went to black when he was shown Black Japan enamel, which could be sprayed on and dried in half the time.

Late in the car’s life, other shades became available that were as fast to apply and dry. But the vast bulk of Ts were black, and there were so many that, at one point, half of all the cars in the world wore a Ford badge, an achievement that has never been equalled.

So it’s surprising that the T’s control layout did not survive beyond the car. Sure, it had three pedals on the floor, but none of them made it go faster. The pedal on the right was the brake. You pressed the middle pedal to engage reverse gear. The left was for changing forward gears and was used in conjunction with the handbrake, which doubled as a shift lever.

ad the caretaker of a Victorian mansion been whisked from the 1880s to 2013 as he walked to his humble abode at the bottom of his employer’s orchard, he would not have recognised his home.

In place of his basic weatherboard house with apple trees down the left, he’d find an immaculately manicured yard in front of a stylish block-fronted Victorian residence with intricate lacework to denote its elegance.

Stepping onto the wide verandah of merbau, he’d find that in place of the flywire door he swung open at the end of each work day stood a solid timber one.

Beyond that door, it would seem as if a fairy godmother had waved her wand to create a sparkling, sunlit paradise fit for someone of his employer’s means.

His employers, according to a local historian, would most likely have been Alice and George Knee, whose vast orchard sat between Leslie Street and Woodhouse Road between Springvale and Blackburn roads. They supplied fresh fruit to the Queen Victoria Market, which opened in 1878 and is now a 25-minute drive away. The land is believed to have been subdivided in the 1970s and the mansion knocked down.

Vendor Tina Di Marzio bought the former caretaker’s house in 2004 from a plasterer who had lived there since 1997 and converted the two-bedroom cottage into a three-bedroom home using original Victorian features such as ceiling roses for every room.

Di Marzio added her touch of timeless beauty, grace and glamour.

Chandeliers hang above the Calcutta marble island bench in the kitchen and in the main bathroom. There’s $7000 worth of marble in the kitchen.

Four hand-carved timber corbels add grandeur to the island bench, and two more stand like sentinels above the alcove that holds the Ilve oven that is made to look traditional.

The fine burgundy carpets are from Brintons in the UK, and the travertine tiles are from Italy in the two bathrooms that were renovated three years ago.

The time-travelling caretaker would be comforted to find his sturdy clawfoot bath still there, but its feet have been painted white to match the floating CaesarStone vanity, separate shower and toilet, and that polished travertine floor.

The Baltic pine floor the caretaker trod each day in the hallway is still there, albeit with a sheen. Fixed into it is a $7000 deep burgundy Brintons runner edged with fleurs-de-lis.

The caretaker’s kitchen is now the third bedroom off the hallway, and there’s more storage space than he enjoyed in his Victorian lifetime. Two bedrooms have built-in wardrobes with 2pac finish, and the main has a walk-in wardrobe and en suite. The open fireplaces in all three bedrooms have been plastered over.

Where the caretaker’s lean-to used to be, Di Marzio has created a large open plan kitchen-dining-living area next to a sun-drenched north-facing formal lounge room and a study that could easily be turned into a fourth bedroom.

The polished pine-floored living zone took a year to renovate in 2006. Warmed by a wood fireplace, and central heating if preferred, it opens to a merbau-decked outdoor entertainment area that’s just as large.

Taking centre-stage in the tranquil outdoors, past the cherry blossom, is a gentle fountain that flows into a fish pond. The majestic backdrop to this, on an ornamental stone wall, is a mural painted by Melbourne artist John Lawry.

All this grandeur would be quite enough to make the caretaker sit under his almond tree that still stands proud in the rich soil, shut his eyes and wait to wake up. \ HARBANT GILL property@theweeklyreview.com.au
