Report provides recommendations for developing Peekskill’s waterfront area

A report prepared by the Urban Land Institute New York (ULI) for the City of Peekskill makes a number of recommendations for developing the city's southern waterfront area. The report was prepared by a ULI Technical Assistance Panel. Panel members toured city-owned properties, reviewed briefing materials, and met with neighborhood residents, business owners, nonprofit leaders, city staff and elected officials to gain an understanding of both current conditions and community priorities.

Key recommendations by the panel include: relocating Department of Public Works operations to allow for development of mixed-use, mixed-income housing on three city-owned parcels at the Louisa Street and Lower South Street intersection; reimagining the Peekskill Baseball Stadium as a more flexible, multiuse civic and recreational space; and improving pedestrian circulation and connected open spaces throughout the district.

“Adding sidewalks on Lower South Street and internal sidewalks

at all site access points will support the walkability of the development and improve connectivity with the surrounding neighborhoods,” the report said.

The report also calls for making certain improvements to infrastructure such as rail lines and aging streets. It suggests expanding housing diversity and affordability by making regulations more flexible and making public investments.

The report looked at privately owned properties in the area and suggested rezoning to allow additional height and density.

“The sites in the study area should be rezoned to allow for a mix of uses to begin to activate the intersection and bridge the surrounding residential neighborhoods and light industrial uses,” the report said.

The report suggested that both short-term furnished rentals and extended-stay hotels could support local businesses that have visiting employees who need intermediate housing.

Samnol told Westfair’s Westchester County Business Journal. “We see significant opportunity for both public and private investment to build on the excitement and energy already present in the city and create a cohesive, vibrant district. We will take the panel’s recommendations into the city’s comprehensive planning process, and we are already actively seeking grant support to advance the panel’s recommendations.”

The report said that it’s important to establish a clear identity for the district to be developed along with a planning framework.

“Branding and placemaking in the district can elevate the positive features of the area and shape a narrative that supports or inspires further private investment,” the report said.

Peekskill’s Mayor Vivian C. McKenzie, commented, “The ULI New York Technical Assistance Panel report provides Peekskill with a clear, market-informed framework, shaped by many of the region’s leading experts, that will help us continue our community-oriented, long-term growth strategy. We look forward to working with our public and private partners to advance the report’s recommendations.”

Rockland IDA votes to terminate and recapture Regeneron incentives

By a vote of 4 to 0, Rockland County’s Industrial Development Agency (IDA) has voted to terminate the financial incentives it gave to Regeneron Pharmaceuticals, Inc., and its entity Rock County Holdings LLC when Regeneron was planning to open up a biotech research and development lab in the county.

Tarrytown-based Regeneron had purchased the former Avon Products site at 1 Avon Place in Suffern with plans to create a biotech research and developmental laboratory facility with administrative offices. It estimated the total cost of the property acquisition and redevelopment as $138 million. Early last month it announced it will not be moving ahead with the project and put the property on the market.

Regeneron had sought and received financial incentives for the project from the Rockland IDA largely based on the financial benefits it would bring to the county including new tax revenues and employment opportunities.

The IDA provided financial

assistance in the form of an exemption from sales tax in connection with the project in the amount of up to $4,187,500 for qualified expenditures of up to $50,000,000. In addition, the IDA, Regeneron, Rock County Holdings LLC, the Town of Ramapo, the Village of Suffern, the Suffern Central School District and the County of Rockland entered into a PILOT (payment in lieu of taxes) agreement dated as of Feb. 29, 2024, for an exemption from real property taxes for the Avon Place property for a 15-year period.

The IDA said that the failure to proceed with the project constitutes a failure to comply with the terms of the agreements that had been closed upon with Regeneron on Dec. 1, 2023. The termination resolution that the IDA adopted authorizes the agency’s general counsel, executive director or other authorized representative to take whatever action is necessary including litigation to recapture any IDA benefits Regeneron has already received.

Westchester to share in $463M in state funding for various projects

More than $463 million in state funding has been allocated to pay for some 400 projects across New York state and projects in Westchester are due to receive about $8.8 million of the total.

“I remain grateful for everyone involved in advancing the work of the Regional Economic Development Councils,” Gov. Kathy Hochul said when announcing the new funding.

“The focused investments laid out in the locally designed plans will create investment opportunities that will help to build an enduring and successful future for all New Yorkers.”

The following projects in Westchester are being funded: Extell Hudson Waterfront LLC project in Yonkers. The funding is to support a key phase of its transformative Hudson Piers project, creating new retail space and a 34,000-square-foot public park that opens a once inaccessible section of the Yonkers waterfront. This phase anchors a larger development that will ultimately delivering over 1,000 new housing units, including over 100 affordable units for low-income families. $1,500,000 Westchester Fisher Hill Owner LLC for The Sheffield Resi-

dences in White Plains.

Fisher Hill Owner LLC will construct commercial space within the Sheffield Residences project located in downtown White Plains.

This commercial space is part of a larger development that includes over 100 transit-oriented, affordable housing units. $650,000 City of White Plains World Cup Fan Fest Event Tourism Working Capital. White Plains Soccer Central is planned to be an experience that will plunge participants into the spirit of the World Cup, offering massive screens, live entertainment, and interactive challenges. $150,000 Village of Dobbs Ferry Lower Memorial Park Improvements.

The Village of Dobbs Ferry plans to develop Lower Memorial Park as an active recreation facility with pickleball courts, accessible restrooms, and covered bicycle parking. The plan involves connecting the lower and middle areas of the park through internal paths, improved site features and interrelated park amenities. $675,000 Village of Hastings-on-Hudson Ravensdale Pedestrian and Bike Improvements. The village of Hastings-on-Hudson will install a 5-feet-wide sidewalk and two 4-feet-

wide bicycle lanes along Ravensdale Road and a 5-feet-wide sidewalk along Saw Mill River Road. The new infrastructure creates a continuous system connecting schools, the train station, bus stops, downtown and recreation facilities. $1,156,894 Village of Briarcliff Manor Law Park Drainage Basin Phase 3. The Village of Briarcliff Manor will improve stormwater piping as part of the third and final phase of the Law Park Drainage project. This project will alleviate flooding caused by undersized drainage infrastructure. $1,972,903 City of Peekskill Paramount Theatre Cooling Center. The city of Peekskill will upgrade the HVAC system at the historic Paramount Theatre, centrally located in downtown Peekskill, and designate it as a cooling center to offer the community a reliable refuge from the health and safety risks associated with increasingly severe heat waves. $1,775,436 Village of Irvington Train Station Connectivity Project.

The village of Irvington will install 5-feet-wide sidewalks on South Buckhout Street, connecting the residential neighborhoods of Half Moon and Spiro Park with the Metro-North train station. This project is viewed as important due to the residential development of three large parcels on

South Buckhout Street and a planned transit-oriented design zoning district in the area. The project will address a large gap in pedestrian infrastructure that exists along a busy vehicular route that deters walking. $550,000 Village of Mamaroneck Municipal Fleet Inventory and Efficiency Planning Project. The Village of Mamaroneck will conduct a comprehensive fleet inventory and develop a municipal fleet efficiency policy to supporting its transition to a low-emission municipal fleet. Once the fleet inventory is completed, the village will conduct a rightsizing analysis to evaluate vehicle utilization with operational needs. $52,000 City of New Rochelle Citywide Tree Plantings. The City of New Rochelle will implement a citywide tree planting initiative to enhance climate resilience by planting approximately 400 climate-adapted street and park trees in disadvantaged community neighborhoods with a focus on public rights-of-way, sidewalks, and parks. $112,500 Historic Hudson Valley Seasonal Special Events Tourism Working Capital. Historic Hudson Valley will use grant funds to significantly expand event production and marketing for a pair of seasonal events in Sleepy Hollow. $237,196

Safe Snow Shoveling: Protecting Your Heart and Joints This Winter Each winter, hospital emergency departments see a surge in injuries directly related to snow removal.

From back strains to heart attacks, shoveling is far more physically demanding, and dangerous, than many people realize. As Manuel (Manny) R. Peralta, PTA, a Doctor of Physical Therapy (D.P.T.) student at New York Medical College (NYMC), notes, “Snow shoveling combines awkward postures, heavy loads, and cold temperatures, the perfect formula for musculoskeletal injuries if you are not prepared and, particularly, if you are unfit.” Understanding the risks and taking preventive measures can keep you safe from injury when it snows.

The Orthopedic Risks: Back, Shoulder, and Knee Injuries The most common musculoskeletal injuries associated with snow shoveling are pulled muscles, lower-back strains, rotator cuff injuries, and knee sprains. These typically arise from biomechanical factors such as a person using a poor technique or attempting to lift loads that are simply too heavy for their body to handle.

Bending postures that involve a heavy load held far away from the body, such as scooped snow on the shovel blade, combined with trunk twisting are particularly dangerous to the musculoskeletal system. As Peralta explains, “Most back injuries during snow shoveling occur when people bend at the waist and twist to throw the snow. This combination places excessive stress on the lumbar spine and intervertebral discs, significantly increasing the risk of injury. Using the legs to lift and pivoting the feet instead of twisting can greatly reduce this risk.”

Other tips to prevent orthopedic injuries include: • Warm up for five–10 minutes with gentle stretching or walking. Cold, tight muscles are more prone to injury.

• Use an ergonomically designed shovel. A curved handle or lightweight material can reduce strain.

• Push rather than lift whenever possible; it’s significantly easier on both the spine and shoulders.

• Take frequent breaks to avoid fatigue. Muscles fatigue more quickly in the cold, and fatigue is a major contributor to accidents.

As Peralta puts it, “When a load feels heavy, it is heavy. Don’t overdo it, take the snow in smaller scoops, and rest when winded or when the muscles are fatigued. The goal is to remove the snow from the driveway or sidewalk, and you don’t win a medal for how quickly you complete the job – pace yourself and listen to your body.”

The Cardiac Risks: Why Snow Shoveling Can Trigger Heart Attacks Snow shoveling is especially hazardous for older adults and individuals with underlying cardiac conditions. People with a family history of cardiac disease should be cautious particularly if they have known underlying cardiac conditions.

Heart-related emergencies are more silent, yet just as dangerous. The combination of strenuous exertion, cold air, and sudden bursts of activity can prompt a significant rise in heart rate and blood pressure. This is especially hazardous for older adults and individuals with underlying cardiac conditions.

Parmveer Kaushal, D.P.T., M.P.T., PT, CCS, Dr.P.H. candidate and assistant professor of physical therapy at NYMC, who has a specialty training in cardiac rehabilitation warns, “Shoveling can be a high-intensity exercise performed in low-temperature or even freezing conditions. For people who are unfit/ sedentary or have heart disease, it can be equivalent to running a series of wind-sprints or performing repetitions of heavy weights such as in weightlifting.”

Physiologically, cold air causes blood vessels to constrict, shrinking in diameter, which makes the heart work even harder. Given that shoveling often involves short, forceful bouts of intensive lifting, it is precisely the type of activity that increases cardiovascular strain.

To reduce cardiac risks: (Make sure to consult your doctor to determine if you are medically safe high-intensity activities like snow shoveling.)

• Know your risk factors. If you have a history of heart disease, chest pain, high blood pressure, or are over age 45, you may be at higher risk.

• Wear an extra layer to keep your body warm.

• Wear dry socks and comfortable, waterproof

winter shoes if you have peripheral vascular disease. Inspect your feet after shoveling snow.

Moisturize your skin.

• Start slowly and pace yourself. Treat shoveling like a workout with a warm-up, intervals, and a cool-down. Use a small-sized shovel to reduce the load on your body.

• Take frequent breaks if you feel you have over-exerted yourself.

• Avoid holding your breath while exerting yourself. This can dramatically spike blood pressure.

• Stay hydrated. Winter dehydration is common and increases cardiac workload.

• Avoid alcohol or a heavy meal before or after shoveling.

• If you feel heart attack symptoms, call 911 immediately.

Dr. Kaushal emphasizes, “The first sign of a heart problem during shoveling may be the only sign. If you’re sweating heavily, short of breath, or feeling

chest discomfort, stop immediately and seek help.

Call 911.”

Smart Tools and Strategies Prevention is not only about technique, your tools matter, too. Snow blowers, while helpful, can still pose risks if used improperly. Use them on stable surfaces, keep hands away from the blades, and know how to disengage controls quickly.

Alternatively, consider breaking up the snow removal task: shovel early and often during a storm rather than waiting until the snow accumulates.

Hiring help is also a perfectly valid safety choice, particularly for those with orthopedic or cardiac risk factors.

summarizes, “The best musculoskeletal or cardiac injury is the one that never happens. Respect the intensive physical demands of snow removal, listen intently to your body, and take precautions before you pick up that shovel. Remember there is no shame in resting, it just means you may need a little more time to finish the job safely and healthily.”

Hotel operator in discussions with Port Chester IDA on United Hospital redevelopment

The Stamford-based real estate developer and hotel operator RMS Companies has made a pre-application presentation to the Port Chester Industrial Development Agency (IDA) regarding its interest in developing a boutique hotel at the site of the former United Hospital.

The mixed-use development is to include 775 rental apartments, 90 independent living apartments and 110 assisted living and memory care units, about 19,000 square feet of retail space, and green space. The overall redevelopment plan by Boston Post Road Owner LLC for the former hospital site also includes a 120-room hotel.

Frank Ferrara, chairman of the IDA, said that RMS has the framework of an agreement with the United Hospital site developer to handle the hotel for the project but it has not been finalized.

Ferrara said that IDA staff and RMS held a number of meetings beginning in the summer to explore the hotel situation and possible IDA financial incentives.

Randy Salvatore, who is the president and CEO of RMS Companies, told the IDA members that he was appearing before them to background the IDA on the company and explain why they think the site is one at which they can properly execute a project.

“We’re a vertically integrated real estate development and ownership company,” Salvatore said. “We do our own construction management; we do

our own excavating and site work for all of our projects.

We have a hospitality division, which has five hotels … in Connecticut, and then we have a large multifamily portfolio that we own and operate and continue to develop throughout Connecticut and into Westchester.”

The RMS hotels are: Hotel Zero Degrees in Danbury; The Blake Hotel in New Haven; The Goodwin in Hartford; The Lloyd in Stamford; and The Watershed in Norwalk.

Salvatore said that the company started in 1996 when they put up a single-family modular home in Stamford and sold it.

Salvatore said that RMS has created a preliminary plan for a boutique hotel at the Untied Hospital redevelopment site that has five floors with 24 rooms on each floor. He said they needed to do that as part of their due diligence to help determine whether they could do everything they want.

“The answer was yes,” Salvatore said.”We haven’t done a complete design for it but we know we can do a successful thing. What excites us is the lack of a hotel in the area. We think it’s so needed around here, a quality hotel.

We want to be in markets where there is positive momentum and clearly we feel that and see that in Port Chester.

all of the activity they have. He said that the hotel can offer entertainment and dining options for residents of a development. He said that these days restaurants in hotels become destinations for a community.

“Having all the apartments around here and the plans that they’re talking about doing, the great amenity package, the green space and so on, this can be really a special place that people want to go and that’s really the driver for it,” Salvatore said. “This will become a destination. If this was a freestanding building just sitting on Post Road it’s not the same thing.”

(payment in lieu of taxes) and up to $1,935,086 in sales tax exemption and up to $354,008 in mortgage recording tax exemption.

Salvatore expressed a concern about property taxes on a new hotel and noted that an analysis indicated additional incentives from the IDA in the form of a 20-year PILOT instead of a 12-year PILOT or a lowered property assessment would be needed.

RMS was expected to submit an application for financial incentives from the IDA in January.

“We’re showing all the numbers, we’re telling you we have a track record, we can execute in this market and we’re presenting it the way we think it is,” Salvatore said.

With the Metropolitan Transportation Authority (MTA) phasing out the MetroCard payment system by ending new sales and reloading of MetroCards as of Jan. 1 for its commuter rail, subway and bus systems and switching to the OMNY contactless fare payment system, Westchester County’s Bee-Line bus system decided it would be implementing the MTA's OMNY system as of Jan. 4.

Earlier this year, the MTA announced that the final day for MetroCard sales and distribution was to be Dec. 31. The MTA’s Tap and Ride payment system allows riders to pay fares directly with digital wallets, contactless credit and debit cards, and OMNY cards.

The MTA still will be accepted for fare payments via MetroCard into 2026 with the date on which MetroCards no longer will be accepted for paying fares still to be announced.

Westchester County Executive Ken Jenkins announced that as of Jan. 4 the county’s Bee-Line bus system was to be accepting MTA OMNY cards for fare payments in addition to moving to Tap and Ride using credit cards, smartphones, and smartwatch technology. At the Liberty Lines depot in Yonkers on Dec. 29 Jenkins tested an OMNI card on one of the Bee-Line buses that had been outfitted with new electronic fare reading devices and it worked as intended.

“Westchester deserves a transportation system that reflects how people live and travel today,” Jenkins said.

“The launch of OMNY gives Bee-Line riders a faster, more reliable way to board and pay, while ensuring no one is left behind during the transition. I’m proud of this important step forward as we continue to invest in modern and accessible transportation for all residents of Westchester County.”

Jenkins characterized the move as a significant step in modernizing the county’s transportation system and enhancing the passenger experience.

Deputy County Executive Richard Wishnie added, “The launch of OMNY brings real-time benefits to riders like quicker boarding, contactless transactions and simpler transfers.

Just as important, we are providing options for those who still pay with coins, so the system works for everyone.”

Even with OMNY's official Jan. 4 launch, Bee-Line riders can continue using MetroCards on Bee-Line buses as long as the card is not expired.

However, Dec. 31 was the last day for reloading MetroCards with funds.

MetroCard holders can transfer any remaining balances on a MetroCard to an OMNY card.

Bee-Line fares are adjusted as of Jan. 4 to align with MTA’s new fare rates. The changes include a 25-cent increase to the base and on-board cash fare, a 15-cent increase for reduced fares for seniors and people with disabilities and a separate adjustment for the BxM4C express route.

‘Wall Street’s greatest mind’

A ‘chance’ encounter and a new book reveal the legacy of the Street's master innovator, John J. Raskob John J. “There is no coincidence, only the illusion of coincidence,” the character V says in Alan Moore’s graphic novel “V Is for Vendetta.”

Perhaps, then, it was not so coincidental that on a 10-hour flight from Rome to New York recently we should find ourselves seated next to a personable wealth adviser with an unusual story to tell.

Patrick W. McGrory, Ph.D., CFP, CRPC, is the founder and private wealth adviser of Liberty Point Advisors in Vineland, New Jersey, which manages $500 million in assets for clients around the world, including in New York and Connecticut. (The company, with seven employees, also advises on another $500 million.)

McGrory, who earned a Ph.D. in finance and retirement planning in October 2024 from The American College of Financial Services, attended St. Joseph’s University, a private Jesuit institution in Montgomery County, Pennsylvania, where he majored in psychology and minored in finance.

When it comes to managing people’s money, “it really is more about psychology than finance,” he said.

Besides high net worth individual clients, there are also ultra-high net worth families focused on legacy planning. With a motto of “Life, Liberty, Legacy,” the company is committed to seeing its clients’ wealth last beyond their lifetimes, serving their communities and descendants.

a great deal about personally. He is also the chair of the Raskob Foundation for Catholic Activities (RFCA), an organization of 90 family members and 10 professional staffers based in Wilmington, Delaware, that funds initiatives all over the world though mainly in the United States, everything from stemming the tide of homelessness, food insecurity and domestic abuse to projects at universities that do missionary work.

This support takes the form of grants of $20,000 to $30,000: “Our motto is ‘Ignite sparks of hope.’ A little goes a long way when you’re using it to benefit others.” Since its founding 80 years ago, the foundation has given away $225 million, with $210 million in endowment. And it all began with McGrory’s great-grandfather, financier John J. Raskob – the man behind the Empire State Building and several of today’s investing and workplace innovations.

THE SUMMER BEFORE THE DARK

Though his name may be unfamiliar to Americans now, Raskob (March 19, 1879-Oct. 15, 1950) was one of those larger-than-life, headline-grabbing Wall Streeters who shaped the American economy in the first decades of the 20th century. But more than that, he was a visionary who advocated for what we now know as mutual funds, consumer credit, the five-day work week and holiday Mondays. His story is told throughout Andrew Ross Sorkin’s new book “1929: Inside the Greatest Crash in Wall Street History – and How it Shattered a Nation” (Viking, $35, 567 pages), a juicy tale of wheeling and dealing, backstabbing and bribery that makes today’s shenanigans, while not acceptable, all too intelligible.

“Raskob really believed that everybody could get rich in the market through dollar cost averaging, dividends and systematic savings,” said McGrory, who has an original copy of the August 1929 issue of Ladies’ Home Journal that contained an article about Raskob titled “Everybody Ought to be Rich” by journalist Samuel Crowther.

(It’s also the title of a 2013 biography

by David Farber, “Everybody Ought to be Rich: The Life and Times of John J. Raskob, Capitalist.”)

It was a belief born of Raskob’s own story as the quintessential selfmade, American entrepreneur. Of German-Irish descent, he was born in Lockport in Niagara County, New York, to John Raskob, a successful cigar manufacturer, and the former Anna Frances Moran. The younger Raskob

attended parochial and public schools, delivering newspapers, working in local agriculture and participating in theater and the Roman Catholic community.

He would’ve gone on to a business degree but had to drop out of business school to support his family as a secretary when his father died in 1898.

That career path turned out to be a blessing in disguise as three years later he became the personal secretary of Pierre S. du Pont, president of DuPont, an American multinational chemical company that began with gunpowder manufacturing. Over the next 17 years, Raskob rose from assistant treasurer to treasurer to president of finance – a title he would simultaneously hold at General Motors as well. A believer in the future of the automobile, Raskob would engineer Pierre du Pont’s ownership of 43% of GM’s stock.

He would also spearhead the creation of the General Motors Acceptance Corp. (GMAC), rebranded in the Great Recession as Ally Financial Inc., “pioneering the idea of consumer credit to buy cars,” McGrory added.

And in a move that would foreshadow today’s retirement strategies, Raskob founded GM’s Managers Securities Co., in which 80 senior and junior executives contributed $5 million and borrowed $28 million, with the company distributing profits from the equities it invested in as executives retired or left, Sorkin writes in “1929.”

In a meeting with other movers and shakers at The Plaza on June 29, 1929, Raskob announced plans for the Equities Securities Co., which would do for the middle class, America’s new investors, what the Managers Securities Co. had done for GM’s executive class with a $15 monthly investment over 20 years. The Literary Digest hailed it as “the greatest vision of Wall Street’s greatest mind.” The problem, Sorkin writes, is that for most Americans that was too much money and too long a time, particularly as Wall Street speculators appeared to be getting rich quickly.

Smith the first Catholic president of the United States in 1928 and discredit as well as defeat Republican opponent Herbert Hoover.

But anti-Catholic feeling ran high, and Smith garnered only 41% of the popular vote, handing Raskob the first defeat of his life. Having been forced to resign from GM by Hoover-supporting company chair Alfred P. Sloan and sell his GM stock, Raskob now used the proceeds to help fund a new dream – the Empire State Building, a project that he laid out to potential investors in an Oct. 2 luncheon three weeks before the rival Chrysler Building was topped and four before the stock market crashed on Oct. 29.

As stocks bounced like a knuckleball throughout the close of 1929 and anxiety grew, critics pointed fingers at the man who believed in credit and debt, Raskob himself. While he had limited his exposure to stocks as the market softened, Raskob denied ever shorting stocks. Instead, he turned his attention to the 1,424-foot, 102-story, William Lamb-designed Empire State Building, which opened on May 1, 1931, with Al Smith as president of the Empire State Co. Though today it is an international cultural icon, -- one of the seven wonders of the modern world, featured in films ranging from “King Kong” to “Sleepless in Seattle” – its success was not a foregone conclusion. Lack of occupancy in the Great Depression led the Art Deco skyscraper – named for New York state’s nickname – to be nicknamed in turn the “Empty State Building.”

AN EMPIRE STATE OF MIND

By then, Raskob had amassed a fortune of about $500 million ($9.47 billion In today’s money). He had an apartment in Manhattan’s opulent Carlton House on West 46th Street and a walnut-paneled office at 230 Park Ave. He and his wife, the former Helena Springer Green, would have 13 children. But it wasn’t enough for a man whose personality and ego were as big as his talents and ambitions.

Those were summed up in the framed motto that hung in his office: “Go ahead and do things, the bigger the better,” Sorkin’s “1929” notes. Raskin’s devout Catholicism led the Republican to become not only a Democrat but chair of the Democratic National Committee (DNC) in a bid to make New York state Gov. Al

World War II as a B-25 bomber, lost in the fog, crashed into the building between the 79th and 80th floors on July 28, 1945, killing 14 people.

But storefronts and tourists’ visits to the observation decks on the 86th and 102nd floors kept the building going, as did Raskob’s relentless marketing campaign, which included keeping the lights on to suggest a bustling environment. By the ‘40s, the skyscraper was 98% occupied, breaking even the following decade. A year after Raskob’s death from a heart attack in 1950, the building sold for $51 million ($644 million in today’s money).

In the end, Raskob offers a textbook case of the notion that qualities are neither here nor there. It’s the context that drives our perception of them. The crisp individualism that made him a Wall Street darling doomed him in the more collaborative arena of politics.

A Hoover nemesis, he would become an opponent of his successor Franklin D. Roosevelt’s progressive New Deal, resigning as DNC chair in 1932. (In the politics-makes-strange-bedfellows department, President Hoover had turned on the lights of the Empire State Building with a ceremonial push of a button from Washington, D.C., when the skyscraper opened.)

Raskob would also run afoul of the Internal Revenue Service (IRS) and be forced to pay $1,450,000 in 1941 for a scheme that he argued was perfectly legal in which he and Pierre du Pont – whom he served as DuPont’s president of finance until 1946 – would sell each other big blocks of stock below the original prices, then buy them back the following year, taking a deductible “loss” on their taxes while essentially retaining their original stock positions.

Similarly, the determination that

made Raskob a Wall Street titan also spurred him to support Catholic causes from the earliest days of his success. He was made a Knight of St. Gregory by Pope Pius XI and served as a treasurer to the Knights of Malta, an international lay religious order.

VIEWS OF THE VATICAN

Today, the Raskob Foundation’s work sometimes finds chair McGrory in papal company, giving him insight into the contrasting styles of the late, grandfatherly Pope Francis and his more measured successor, Pope Leo XIV, who has appointed Ronald Hicks, Bishop of the Diocese of Joliet, Illinois, to succeed the retiring Cardinal Timothy Dolan as archbishop of New York. (McGrory was returning from an audience with Leo when we met on the flight.)

Francis, he said, “was a gem of a soul, very loving, very caring.” Leo has a different style but the same interests. “(Leo biographer) Christopher White points to the communal nature of the pope’s Augustinian background.

He values people and cares about peace.”

Just as Leo follows in the footsteps of a dazzling predecessor, McGrory, too, knows what it’s like to be part of a brilliant legacy. Descended from Raskob through his maternal line – his grandmother was Raskob’s 12th child – McGrory is also a self-made man in keeping with his great-grandfather’s precept that his descendants work for their daily bread. But he stressed that the Wall Street of today is different – more regulated in part due to the excesses that led to the 1929 crash.

And so is he.

“Or as he put it: I’m living out his legacy but in my own way.”

Planning an overseas trip? Then, whether for business or pleasure or a crafty combination of both, you’ll want to be up on all the new hotel news. Fresh from the prestigious International Luxury Travel Market (ILTM) conference, in Cannes, France, which Travel Talk reports on annually, here is our hot hotel takeaway – the hotels to keep on your radar for 2026 and beyond.

When it comes to luxury travel, Four Seasons Hotels and Resorts is always a good place to start – and this stellar group, celebrating 65 years as a leader in the field, has been busy.

In Florida, on a glorious white sand beach in Old Naples, the Naples Beach Club will reopen as the Gulf Coast’s first Four Seasons Resort, where it will pair beautiful accommodations with beachside dining and a new Tom Fazio-designed golf course.

Across the country, in Santa Barbara, the much-loved and historic Four Seasons Resort The Biltmore Santa Barbara is reopening its doors. You’ll find its guest accommodations fully renovated and its secluded courtyards, glorious fountains and red-brick pathways all intact but refreshed.

With colonial and Beaux-Arts landmarks right on the doorstep of Cartagena’s UNESCO-listed Old Town, the new Four Seasons Hotel & Residences Cartagena means you can now have a truly world-class hotel experience as well as a cultural one in this ravishing Colombian city.

Across the pond, Four Seasons Hotel George V in Paris has undergone a three-year renovation (to be honest, we hadn’t noticed it even needed one), while Venice’s famed Hotel Danieli has been given the top-to-toe treatment by Pierre-Yves Rochon, so that Danieli, A Four Seasons Hotel, Venice is now “a masterpiece restored,” as Four Seasons is calling it.

Watch-out too for Four Seasons Resort, Mykonos, scheduled for a spring 2026 opening. For certain, it will be upping the ante on an island already bursting with good hotels.

If you’re Asia-bound, meanwhile, Four Seasons Guangzhou, which sits high above the Pearl River, has refreshed its guest rooms and signature spaces, including the soaring atrium and dramatic 70th-floor sky lobby.

And if all this isn’t enough, March 2026 sees the debut of “Four Seasons 1,” the hotel company’s first yacht,

with a few staterooms still available for its maiden voyage in the Caribbean.

The yacht pairs pretty nicely with the Four Seasons Jet – a private jet that flies you around the world in considerable style – don’t you think?

There’s news too from Mandarin Oriental. This tony hotel company started life back in 1876 with its first hotel, The Oriental, Bangkok. That legendary hostelry, now Mandarin Oriental Bangkok, turns 150 years old in 2026 and is still considered one of the top hotels in the world today.

“Others follow trends, Mandarin Oriental creates them,” as MO expressed at the ILTM conference, sharing the news that with its current 45 hotels and another 34 in the pipeline, it will double its portfolio in the next eight to 10 years.

MO has recently acquired the glorious Art Nouveau Hotel Lutetia in Paris – now giving it a property on both the Right and Left Banks in the City of Lights – as well as the highly regarded Conservatorium Amsterdam, a former music school, both hotels previously part of the Set Collection.

Other openings include Mandarin Oriental Vienna, housed in the former High Court (seemingly appropriate for a group at the top of its game), and Mandarin Oriental Downtown Dubai, the Emirate’s newest hotel in its dazzling Wasl Tower. And if you happen to find yourself in Malaysia, perhaps on business, when the working week is done you’ll certainly want to head for some downtime to The Mandarin Oriental Siēya Desaru Coast, a rainforest retreat-cum-beach resort where jungle meets the sea, one hour by boat from Singapore.

But perhaps the new property we’re most excited about is Mandarin Oriental Punta Negra, on the Balearic island of Mallorca, slated for a July 2026 opening.

One of the many great things about Rocco Forte Hotels – their flagship hotel is Brown’s Hotel in London – is that, not mere “tourist” hotels, they have always been popular within their local marketplaces. So, expect to see beautifully well-turned-out Milanese at RFH’s new property, The Carlton in Milan (where celebrity barman Salvatore Calabrese will be running the bar program); noble Neapolitans at its “new” Palazzo Caravita (actual-

Unlike the hotel companies already mentioned, The Leading Hotels of The World is not a single hotel chain but an umbrella group comprising, well, the leading hotels of the world – though “leading” is of course open to interpretation. At the conference, LHW President and CEO Shannon

Knapp informed attendees that the association now numbers 425-plus members in 80 countries, but that only 5% of new applicants annually are accepted, keeping LHW somewhat exclusive.

Even so, the group added 40 new hotels in 2025 (which goes to show just how many hotels applied for membership). They include The Beach Club at Boca Raton, Florida; the renowned Hotel Imperial in Tokyo; The Silo Hotel in Cape Town, South Africa; Ngorogoro Lodge in Tanzania and Ayan Zalaat in Ulaan Baatar, Mongolia – the first “Leadings” for those last two countries.

Mongolia, by the way, is a country we are going to be hearing a lot about in the next few years, as it makes good on its commitment to developing its tourist infrastructure.

Other countries with developing tourism to visit before everybody else catches on? Well, tiny Montenegro, for one, in the Balkans, with its medieval towns and stunning Adriatic coastline; and Sao Tome & Principe for another, a remote paradise island in the Atlantic, 200 miles off the East African coast, with volcanic mountains, stunning beaches and rainforests.

But the country with by far the most rapidly advancing tourism – and if this surprises you, you haven’t been paying attention – is none other than the Kingdom of Saudi Arabia.

Yes, KSA, as it’s known, is experiencing a massive tourism boom, with breathtaking new luxury hotels and resorts and diverse cultural and natural attractions way beyond traditional religious tourism.

So, see you there – or somewhere equally wonderful – in 2026.

Bring a bit of spring indoors this winter

Pot them up, give them a chill and enjoy spring flowering bulbs indoors or outside on a patio, deck or porch. Forcing spring-flowering bulbs like tulips, daffodils, hyacinths, grape hyacinths and crocus is a great way to use those bulbs that didn’t get planted in the garden or were on sale late in the season.

All you need is a suitable container, some well-drained potting mix, the bulbs and a place to give the bulbs the chill necessary to force them to bloom. Gather all your supplies and clear a space to assemble your bulb planter.

Select a container with drainage holes that is deep enough to accommodate the largest bulbs. Shorter varieties are less likely to flop, but taller ones can be held upright with stakes, twigs and other decorative supports. Cover the bottom of the container with two inches of a welldrained potting mix. Place the bulbs close together about one half the bulb width apart with the neck of larger bulbs at or just below the soil surface. Set tulips with the flat side of the bulb facing the pot for a better display.

Create a spring garden in a larger container by using a deep container and planting the bulbs in layers.

Select a variety of bulbs that bloom at the same time for greater effect or use a combination of early-, mid- and late-blooming spring-flowering bulbs to extend the bloom time and your

enjoyment. The package usually lists the color, height and bloom time of the bulbs.

Place an inch or two of soil in the bottom and set the largest bulbs in place.

Cover these bulbs with soil and add the smaller bulbs, like grape hyacinths and crocus, on the next level. Plant these bulbs close together for greater impact. Cover this layer with at least an inch of soil.

Water thoroughly until the excess water drains out of he bottom of the pot.

Move your bulb-filled containers to a cool location where temperatures remain above freezing and between 35 degrees to 45 degrees Fahrenheit for 12 to 15 weeks. A spare refrigerator works well for this.

Just avoid storing the bulbs with fruit, like apples and pears, which emit ethylene gas that can adversely affect flowering. If refrigerator space is limited, you can store the unplanted bulbs in a paper bag so they take up less space in the fridge for the needed chill before planting.

Those gardening in colder climates can also store the pots in an unheated garage. Just water the containers whenever the soil is thawed and dry.

Or sink the container into a vacant garden space in your landscape.

Mulch the soil once the ground starts to freeze with evergreen boughs. The winter mulch makes retrieving the container easier in winter or early spring.

Begin moving the containers out of cold storage once the 12- to 15-week chilling period is complete. Extend your enjoyment and the bloom time by removing one or just a few pots every week. Place the pot in a cool, bright location to encourage more compact growth. Water thoroughly when the top few inches of soil begin to dry. Soon the leaves will begin to sprout, and flowers will appear in about three to four weeks.

Provide ongoing care if you plan on moving the bulbs into the garden.

Remove the faded flowers, place the leafy plants in a sunny window and water thoroughly whenever the top inch of soil is dry. Fertilize with a dilute solution of any flowering houseplant fertilizer. Move them into the garden once the danger of frost has passed. Be patient because it may be a year or two before they bloom again.

Plant plenty for you to enjoy and share with others. Everyone will appreciate the extra spring color the forced bulbs provide.

Ardsley developer proposes senior housing for Nanuet

Regan Development Corp., which is based in Ardsley, is pursuing its plan to build an affordable housing project intended for senior citizens ages 55 and up at 250 S. Middletown Road in Nanuet.

Regan is working with the Rockland Housing Action Coalition (RHAC) and the Rockland County’s Office of Community Development on the project and has been going through the approval process with the Town of Clarkstown.

RHAC said that the proposed housing would be for low income seniors earning up to 80% of the Rockland County Area Median Income. It said that the project was awarded a $5,000,000 American Rescue Plan Act loan from the Rockland County Office of Community Development.

The project would be known as Nannawitt Commons. The $24 million development is being planned for the site of the former Nanuet National Bank headquarters, which now is a

Chase Bank branch. The project is named for the Native American Munsee Tribe’s Chief Nannawitt.

The name Nanuet was derived from his name.

The site covers 2.5 acres.

There currently is a two-story office building on the northern portion of the site that originally was the Nanuet National Bank headquarters. The existing building has a footprint of 5,825 square feet. It would be demolished to make way for the new development. The new three-story building would have a footprint of 27,747 square feet. It would have a total of 65,241 square feet of interior space.

There currently is a parking area south of the building. A driveway around the building gives access to a drive-thru banking window on the north side. The southern access point to the site will be demolished.

The northern access point to the site would be maintained. Parking for 100 vehicles is planned to be created

behind the new building. The building would be situated along the western side of the site.

There would be a total of 52 rental apartments that would include 27 one-bedroom units and 25 two-bedroom units. All units are planned to be priced as affordable housing. One of

the two-bedroom units will serve as a superintendent’s or caretaker’s apartment. A recreation area is proposed on the north end of the site that would include benches and a bocce court. Additional amenities for residents are to be determined.

A traffic study by DTS Provident Design Engineering for the site concluded that it does not generate significant peak hour traffic and does not have a significant impact on traffic operating conditions in the area. DTS said that the proposed senior housing will generate significantly less traffic than the previous bank use.

Regan Development reported that in a period of more than 30 years it has developed over $750 million worth of residential, commercial, and affordable housing real estate developments.

In February 2025, Regan Development held a ribbon-cutting for its affordable housing development in Croton-on-Hudson, a two-building complex at 43-35 Maple St., offering 33 apartments. The $18 million project was designed to be affordable for people earning up to 80% of the Area Median Income.

Client won $1M but failed to pay backer

Legal Funding III accused Salvador Vera and the Pillinger Miller Tarallo law firm, of Elmsford, of keeping its stake in a successful personal injury case.

"Despite the fact that the contract specifically states that the amount due to Legal Funding is $40,000, the defendants have failed and refused to pay," according to a Dec. 9 complaint filed in Westchester Supreme Court.

Legal Funding was founded in 2006 by Benjamin Setareh, a personal injury lawyer, to advance money to litigants and, in effect, buy portions of potential legal victories. If the client wins a settlement or judgment, Legal Funding is paid a fee. If the client loses, Legal Funding gets nothing.

In 2008, Brooklyn resident Salvador Vera sued an elevator company for $5 million in Kings County Supreme Court, claiming that he was injured in an accident at a hotel near LaGuardia Airport.

Vera agreed that his attorney fees and then Legal Funding had to be paid, before he or anyone else could receive funds.

In 2015, Vera retained a new attorney, Emeka Nwokoro, the complaint states, and in 2022 Nwokoro joined the Pillinger law firm in Elmsford.

Pillinger settled the case this year for $1 million, according to the complaint.

Nwokoro allegedly notified Legal Funding that Pillinger, Vera and other parties had been paid from the settlement, but "Vera has refused to permit Pillinger to pay Legal Funding."

and fair dealing, and breach of contract. It accused Pillinger of failure to honor a lien.

It is asking the court to compel Vera and Pillinger to provide details of the settlement and to pay Legal Funding $40,000 and other costs.

Nwokoro was on leave and unable to respond to a message asking for his side of the story, and executive partner Marc H. Pillinger did not reply to an email.

Vera appears to be living in Allentown, Pennsylvania, according to a court record, but attempts to find contact information to ask for this side of the story were unsuccessful.

Bethel loses a gem of an eating experience

BETHEL – A part of the town’s eatery history has ended with the closure of Sycamore Drive-In Restaurant on Christmas Eve. The restaurant was one of the last drive-ins in the United States.

“All good things come to an end!” read a note on Facebook from the owners, the Austin family. “After 78+ years in continuous operation, the Sycamore closed on Wednesday, Dec. 24, 2025. After 28 years, our lease was not renewed.”

Chris, Patrick and Kathleen Austin have run the unique restaurant known for 1950s décor, homemade root beer, special burgers, shakes and car hop service.

“We are grateful to our loyal customers and the many friends we have made along the way,” the Austins stated. “Your continued support, especially during Covid, is deeply appreciated. It has been a pleasure meeting so many wonderful people, young and old alike.”

Over the years the Sycamore

offered entertainment, such as Elvis nights, Christmas sing-alongs, thanks to local musician Billy Michael.

The restaurant also hosted classic car days and dancing.

Customers of the diner reached out on Facebook to reminisce about the Sycamore shortly after management announced its closing.

“I am very sad to hear about the closing of The Sycamore,” said the owner of the Dawg House in Danbury in a Facebook post. “They are an institution in Danbury and Bethel. I grew up in Bethel, and my first ‘real’ job with a paycheck was at the Sycamore. Mrs. Austin taught me the value of pretending to be busy at work. I actually called her about two years ago and told her I was sorry for anything I had ever done. I now get to manage teenagers.”

She mentioned that she used to work the drive in nights on Saturdays until close.

more weekly; I took my son there,” she said. “My grandparents went on dates at the Sycamore. Some things are bigger than a cheeseburger.”

Lance Bergeron, also in a Facebook post, loved the 1950s motif of the Sycamore.

“The Sycamore Drive-in restaurant was like a scene from American Graffiti or 'Happy Days' for much of the 60's and 70's, then later, a great place for ‘hot rod’ cruise-ins,” he said.

The Austin family, led by Patrick Austin and his father Gene, bought the Sycamore Drive-In Restaurant in November 1997. Until its final day, it was run by Patrick, his mother Chris and his sister Kathleen.

Gene Austin, who died in 2020, had been a fixture in greater Danbury and Norwalk before buying the diner. For more than 45 years, he was involved in the paving industry with his father, first as the owner of Austin Paving and later as an estimator for Grosso Construction of Norwalk and American Pavement Specialists of Danbury.

Georgian Chef Williams wins national cooking competition abroad

NORWALK — Chef Andrea Williams, owner of MaaMa By Cheese & Bread in Norwalk, has won Chef League, a televised culinary competition, filmed in the Eastern European country of Georgia.

The competition, which aired on Rustavi 2 TV network, was Williams’ first-ever appearance — and victory — on a competitive cooking show.

Chef Williams’ journey to the screen began in early September after a friend in the music industry connected him with a producer affiliated with the show. Following his initial casting, Williams advanced through an intense 12-round competition and a final show, during which he traveled between Connecticut and Georgia five times during filming.

From the outset, the chef stood out as he presented a dish of homemade sausage with cheese mashed potatoes and wild garlic pickles.

His performance earned him a coveted yellow chef ’s coat, signaling his immediate promotion to team leader without the need for additional casting rounds.

“As soon as I received the yellow coat, I knew the pressure was on — but I was ready,” Williams said. “It meant leadership, responsibility, and trust from the judges.”

As a team leader, Williams guided his group to victory, after which teammates competed individually against one another. Throughout the competition, chefs were given specific creative challenges and required ingredients.

Williams prepared a range of standout

dishes, including dumplings, lamb with vegetables and quince purée, and his final winning dish: duck breast, which secured him the championship.

While the cooking was demanding, Williams says the most difficult aspect was the environment itself.

“The challenge wasn’t just the food,” he explained. “There were cameras everywhere, so many people around the workspace, and very critical judges.

It was intense. But I never felt like an outsider, not even once. I am in my element when I am in the kitchen – no matter the circumstances.”

Judges were known for their tough critiques, but Williams’ consistency and leadership kept him in strong standing throughout the competition.

Interviews were conducted throughout the show’s filming.

Following his win, Williams is seeing a surge of opportunities. While

his contract does not require further obligations with the show, he is excited to explore requests from companies looking to partner on social media campaigns, as well as invitations from other television networks to appear as a guest and featured chef.

“This win opened doors I never expected,” he said. “It’s exciting to represent my food, my restaurant, and my community on a bigger stage.”
