Fiona Newland – EDITOR/PUBLISHER It seems that the topic of bush fires is still ever present in the issues of The Valley Reporter, which isn’t surprising considering the time of year we’re now in. You tend to keep your eyes and ears open for any severe fire weather warnings when you know there are going to be hot conditions with strong and gusty winds. People should have decided by now what they would do in a bush fire situation. If you are not prepared to the highest level, leaving bush fire risk areas as early as possible is your safest option. Homes that are prepared to the highest level and are actively defended may provide safety. You must be physically and mentally prepared to defend in these conditions. For further bushfire advice and information on total fire bans go to www.fesa.wa.gov.au. As part of the National Youth Week celebrations, Youth Resources in Armadale will be hosting a Evolution @ Jull Street event. The event will have a range of activities on offer, and will be a great chance to showcase Armadale at its best, hopefully encouraging further investment in stimulating our own arts culture. It may even become a regular fixture on WA’s cultural calendar if it’s
successful. If you need to know more or wish to register your interest, then turn to page 5 for further details. With so many people going away on holidays at the moment, it’s important that we all have adequate home security. This may also be a good time to review your home security by starting at the basics with no-cost options, and examining your family security habits. Do you lock the doors when you are home? Do you lock your vehicles? Have you removed all the valuables from view in your car? John Bouwman Senior Sergeant, Officer in Charge at the Armadale Police Station has an interesting article on page 6, and covers these topics and more, so make sure you have a read. 2012 will see the start of something wonderful for new Karragullen resident Jessie Barbour. Jessie is already well known in the world of horses for founding the Second Chance Horse Rescue, but she is finally realising a dream by opening Halcyon Stables. It will be a centre of Equine Education and will be offering riding, horse care and management lessons to horse lovers of all ages and abilities. The school will be offering
lessons and conducting an Open Day, so turn to page 12 for all the details. With the start of the new year also comes the start of many interesting courses at our local Roleystone Neighbourhood Family Centre. Page 24 has two such courses on offer, so if you want to take the opportunity to be creative and try something different, enrol now for the drawing and painting classes, or the felting workshop. As we near the end of January, we also get closer to the annual City of Armadale Australia Day fireworks celebrations. It’s the City’s biggest community event, so why not stay close to home, as Armadale’s Minnawarra Park lights up with a spectacular pyrotechnics display on Thursday 26 January, 2012.

The Perth Hills Planning Bill 2010 At the request of Perth Hills residents, Giz Watson MLC developed a draft Perth Hills Planning Bill in 2007 to better protect and plan for the future of the Perth Hills. Public consultation on the draft Bill showed strong support, and resulted in a number of suggestions for improvements to the Bill. As Member for East Metro, Alison Xamon has taken on the Bill since entering the Legislative Council in 2009, which has included amending the Bill based on the feedback from the various public consultations.

It was hoped that we could run these tours during Term 4 however due to the builders still being on site we have a restricted access to some areas until the new year. oshc moves to the college The Mulberry Tree approached Mr Thatcher to discuss the possibility of them relocating to the College to run their OSHC (Out of School Hours Care) service. After a period of negotiation and sourcing a suitable building the move was confirmed in mid November. This is a very positive arrangement for both the Mulberry Tree, who will not have to manage the logistics of transporting children from the family centre to the College, and the College who can use the income to fund programs in the school which will benefit all of the students. The service will open at the College at the commencement of Term 1 2012. doing the gardening. Other burglaries occurred by smashing glass doors or windows, with others resulting by offenders forcing doors open. While other means of entry occurred these are the main types and explained so that you can consider how best to secure your home, obviously this is dependant on your financial position and your lifestyle. Some of the easiest options cost nothing, such as locking the doors. Motorcycles, especially off road type and scooters, are specifically targeted by offenders. Leaving them unsecured in a carport, back verandah or in the trailer is not advisable, however this has been the most common way the motorcycles have been stolen. There are a number of products available to securely lock your motorcycle or scooter in a carpark, or at home. Unfortunately some offenders arrive prepared with tools to deal with basic security measures. Over the past month we have visited the main shopping centre carparks and inspected the vehicles. Over various days, well over 100 vehicles had valuables on display inside, including laptops, GPS, coins, purses, and presents. Some were just left unlocked or the windows down. A letter was sent to every owner asking them to help themselves to remove these items from view to reduce their risk of becoming a victim of crime. Unfortunately by not using this most basic crime prevention action, we only aid and encourage offenders in the area. The festive season unfortunately is a difficult time for many families and sometimes leads to arguments and physical violence. Historically the reality is that domestic and family violence increases during this time of year. This year I would encourage the men especially, to call the Mens Domestic Violence Helpline on 1800 000 599 to seek assistance. Women can call 1800 007 339 and children can contact the Kids Helpline on 1800 551 800. You can receive advice and support and also remain anonymous if you wish. Christmas and the New Year is a busy time of the year and requires some extra considerations. For me the aim this festive season is to ensure everyone enjoys this special time of the year and we have no fatalities or serious injury road crashes. The message hasn’t changed in a number of years, if you consume alcohol don’t drive, use a skipper or a taxi. Speed and fatigue is also another significant cause of crashes, speed cameras will be operating during this time and an infringement will result in double demerits. If you are driving tired stop. Stretch your legs, have a coffee, or better still swap drivers. Hopefully we can all have a safe and enjoyable Christmas and New Year. Pam from Rainbow Yogis has her baby at home by Simon Gray At 6:38am, in our very own Roleystone home, my wife gave birth to our daughter, making us immediate members of a rogue subculture. I always imagined myself in some sort of rebel minority group, but I never imagined that my golden ticket to one of society’s niche groups would be my participation in something that people have been doing since the beginning of time. Home birthing and independent midwives are contentious topics among the medical community, but after our experience I find it hard to see why. Clare Davison, our registered independent midwife, is one of the most highly educated people I know, decorated multiple times as one of the top performing nurses and midwives in the state. All I can put it down to is that doctors don’t like making house calls any more. Scans and blood tests aside, Clare handled all of our antenatal care from the comfort of our own home. She even arranged for a backup midwife, Liza Kennedy of the Conscious Conception and Birth Centre, to be available, and sorted out all the normal outpatient checks you’d expect if we’d attended hospital. Pam’s first contractions came at around 5:30am in the morning. When Clare arrived at 6:15am, it was apparent that Pam was further along than we’d thought. Twenty minutes later we were holding our daughter, Sequoia Fae, a new sister for our other two children, who were lucky
enough to be present as she was born. Our fantastic friends and the Roleystone community have been with us all the way. We’ve had help and well-wishes from all over town and more warmth directed towards one thing than I’ve ever seen in my entire life. If you’re considering a home birth with an independent midwife, I honestly can’t recommend the experience enough. These women are practitioners of a higher art and as much as I love the idea of a rogue subculture, I look forward to the day that this can once again be considered part of the mainstream.

Thanks to a win in a Victoria Park Baseball Club raffle Jason Newland from Roleystone won the right to throw the first pitch at the Perth Heat v’s Melbourne game at Barbagallo Ballpark on Friday 16th December. The raffle was organised by Gary Arnell from Pilpel Print, it was a fund-raiser for Victoria Park Baseball Club Juniors and included a corporate box, six pizzas and six drinks as well as the first pitch. Jason’s mum Loma (or Nan) actually won the raffle and allowed Jason to throw the pitch which was by the way a strike. Victoria Park Baseball Club and the Newland family would like to thank Gary Arnell for organising the raffle tickets and the great prize. Perth Heat are currently at the top of the Australian Baseball League ladder winning 23 games and only losing 6.

The Roleystone Gymnastics Club celebrated the end of 2011 with their annual display night. The performance was a great success featuring clowns, rockstars and lot of jungle animals! The coaches also joined in the fun by performing individual routines on each apparatus, giving the crowd a real treat! The members of the club have come a long way since the club’s 10 week hiatus in 2011, and the display night was a great opportunity for them all to show off their new skills. The club would like to thank all of its members for their continued support, and would like to wish them all a very happy new year. Just over a month ago, I came to the point of having to prepare myself to let my dog go peacefully to Rainbow Bridge. I have always advised my clients in the same situation to tell their pets its OK to go, to give them that consent, but I found it very hard to say it myself to my very faithful girl who I have loved for over 14 years. I had been telling her that I couldn’t do it, and she would just have to live to be the oldest dog in history. I kept looking through the highs and lows of her condition each day for some hopeful signs, but in the end I knew I had to tell her in words, I had to make sure I gave her that permission. So, amongst heartfelt tears and choked words, I told her she could go if she needed to. Around this time, I had been giving her reiki and red light therapy on various acupoints, feeding her with her favourite treats, and I had even written a poem which I posted on Facebook as she lay near my chair in the early hours of the morning. This is my poem for Amy: Amy is my special dog - so faithful always by my side showing the love in her smiles and soft eyes the happiness when she sees me brings joy to my heart and calmness to my mind She has been the only dog I have ever called my own so blessed am I that with this gentle dog, a loving bond has grown. I had also arranged at short notice to have some photos taken by a professional photographer James Garbutt from JG Photographics. Armadale Gosnells Landcare Group receives annual funding The Armadale Gosnells Landcare Group has received significant funding support to continue its bushland management and renewal efforts in 2012. The AGLG has received over $290,000 for ongoing ground works to assist with current and future revegetation, native planting and the continual protection and preservation of the local bushland and reserves. In 2012 it is planned more than 160,000 native seedlings will be planted and more than $130,000 will be injected into invasive species control management. This will be the largest native bushland management project in AGLG history. Armadale Mayor Henry Zelones commends the achievements of AGLG and anticipates the future developments of the program, “In its thirteen years of operation, the AGLG has planted more than a million seedlings and revegetated over 30 sites across the

Armadale completes checks on bush verges
Armadale has accelerated its bushfire inspection process this year to assess fuel loads on all its hills road verges. Armadale CEO Ray Tame said the City was not happy with comments made to the Keelty Inquiry early this year and had pulled out all stops to complete a typical three year assessment in one year. The Council is working with FESA and Department of Environment and Conservation to systematically manage fuel loads in all bushfire prone areas within the City. The City undertakes fuel loading assessments between July and November, allowing recommended remedial work to reduce fuel loads to be completed before the start of bushfire season.
Armadale Mayor Henry Zelones said the City has conscientiously worked in the lead up to the bushfire season towards addressing the Keelty Report Recommendations and reducing fuel loads and the fire risk. “Fuel reduction involves reducing fuel loads to a point where any potential fire can be controlled by fire fighting crews on a normal summer’s day,” said Cr Zelones. “Once assessments are completed and works are prioritised, a number of treatments including, hazard reduction burns, tree/shrub removal or fire break install or upgrades, are considered. Funding for Goolamrup Reserve Goolamrup Reserve, Kelmscott has successfully received $11,390 through the Department of Sustainability, Environment, Water, Population and Communities. The Caring for Our Country Community Action Grant will be used to plant more than 3,000 native plants and undertake a weed control program to help in the recovery of the bushland following the RoleystoneKelmscott bushfire. This includes the regeneration of the bushland, increasing fauna habitat and reducing the threat of invasive weed species. Post-fire rehab for Lloyd Hughes Park Lloyd Hughes Park, Kelmscott has received $17,500 for post fire rehabilitation works through the State NRM (Natural Resource Management) Program Community Grants. The project aims to address native vegetation loss and weed invasion through a native species planting program and an intensive weed control program. EXTRA HELP FOR FAMILIES WITH TEENAGERS IN SCHOOL “This will be a big help to those families under financial pressure, who are finding it hard to support older teenagers to stay at school or in training.” Senator Sterle said that, although the exact amount of benefit would vary for every family, most families with a teenager in full-time secondary study who is currently receiving Youth Allowance, would be better off on Family Tax Benefit. “I will continue to make sure that families have the support they need to encourage their teenagers to stay at school, get an education and get ready for work,” Labor Senator for Western Australia Glenn Sterle said. Families already receiving Family Tax Benefit Part A for children aged 16 to 19 years in full-time secondary study will have their entitlements automatically adjusted from 1 January if they are entitled to the higher rate. “This is good news for families in Canning who will be better able to meet their cost of living, its good news for our teenagers who will have a better chance at getting a good job, and, as a result, it’s good news for Australia’s economy,” Senator Sterle said. Labor Senator for Western Australia Glenn Sterle recently said around 4,400 local families stretching from Roleystone and Armadale, right out to Waroona may benefit from an increase of up to $4,200 per year in family payments, if their teenager stays in school. From 1 January, Family Tax Benefit Part A will increase for families with teenagers aged 16 to 19 years who are still in full-time secondary school or equivalent vocational training – this means families may receive a total of up to $214 a fortnight for each teenager still in full-time secondary study. “All the evidence shows that young people who finish their education or get a trade are better off,” Senator Sterle said. “The Gillard Labor Government understands the importance of education in making sure young people get the best chance to get a good job. “We want to encourage teenagers in the electorate of Canning to return to school next year or get school-based apprenticeships, if that’s what they want to do. We know that a quality education or training will open doors and give our teenagers a big leg up in life. “This extra financial support for families will help them keep their kids in school – and get their kids better jobs and higher incomes in the long run.

carbon tax compounds housing stress Canning MHR Don Randall recently said housing stress felt by Mandurah and Armadale renters and homebuyers was only going to get worse when the carbon tax commenced in mid-2012. Mr Randall said new statistics from Australians for Affordable Housing showed residents in Mandurah and Armadale were suffering from some of the highest levels of housing costs across Perth; and that homebuyers could expect to see about $16,000 added to the cost of a new home with a carbon tax. “Originally it was thought that first homebuyers would pay more than $5,000 extra for a new home with the carbon tax set at $23 a tonne,” he said. “However, Ross North from Ross North Homes has done the figures on an average home he builds and found it will actually cost about $16,000 more per home with the added price of a carbon tax.” Mr Randall said carbon tax compensation didn’t cover all Australians. “There is no compensation for low and middle income earners looking at buying affordable housing,” he said. “The carbon tax will add $36 per month, or $432 per year, to the cost of servicing the average mortgage on a new owner-occupied dwelling of $340,600, based on the average standard variable mortgage rate of 7.8 per cent. “Rents will also rise as investors pass on the costs of servicing larger mortgages, compounding the shortage of affordable rental properties. “In addition to this, the residential building sector is dominated by independent subcontractors who will also receive no compensation under the Labor-Greens carbon tax arrangements.”

Officer-in-Charge of the Online Child Exploitations Squad, Detective Senior Sergeant Lindsay Garratt reminds parents that they need to take an active interest in what their children are doing online if they are to assist in protecting them from possible harm. “The internet can be a fun place for socialising and learning, but it can also be used by adults to exploit children in a sexual way,” said Detective Senior Sergeant Garratt. “We encourage parents and young people to negotiate a set of ground rules for engaging with others on social networking sites such as Facebook. What’s the smartest and most cost-effective way to reach home owners in “ Fire Risk Zones”? There are two main types of property valuation used by banks, buyers, and sellers, which are: • Market Value - The prices struck between willing buyers and willing sellers, neither of whom have been forced by third parties or each other to do other than what they are willing. • Summation Value - The total cost to buy the land and obtain approvals, including replacement costs for all existing improvements including fit-out. When market value exceeds summation value by, say 25%, developers could spend up to $1million to buy land, build and deliver a completed property to the market, in the anticipation that it will realise $1.25million. If the margin is less than 20%, most will not speculate. Adverse Affectation is a major factor in the property valuation process. When residential properties are positioned nearby properties such as shopping centres, they can enjoy a higher market value than those much further away, whereas properties that are in positions such as directly opposite the entrance to a shopping centre can suffer Adverse Affectation up to 25%.
All of the above brings me to the recent classification of “Fire Risk Zones.” In my opinion, this negative labeling of an area delivers an Adverse Affectation factor against those properties, which I suspect could be as high as 20%. When my family and I moved here 10 years ago, we became aware of a subliminal fear of fire in the collective mindset of buyers from Perth coastal suburbs considering the purchase of dwellings along the Darling Scarp. With the recent “Fire-Risk Zone” classification, that fear is no longer just subliminal. To extinguish that market perception, it is my opinion that all dwellings along the escarpment must install powerful firefighting equipment plumbed to an on-site independent supply of water (perhaps a swimming pool or stand-alone tanks) to fight any approaching fires or embers. A standard garden hose delivers 20 litres of Water Corp water per minute. With a 60 PSI pump driven by an independent motor plumbed to an independent reserve of water, there are water jets available that blow 200 litres per minute, each in 30 metre diameter circles. That system can also include a fire reel with a 40m long

The City of Armadale is preparing a new Planning Policy to vary the Residential Design Codes of Western Australia (RD Codes) and allow for reduced setbacks for patios, carports and walls without major openings for residential developments. If adopted, the policy will establish new Acceptable Development Criteria and dispense with the need for builders and residents to formally apply for Residential Design Code Variation (RDCV) applications for variations outlined in the policy. Acting Armadale CEO Ian MacRae said that, “The City received approximately 200 RDCV applications last year

GOSNELLS – AGGRAVATED BURGLARY AND ASSAULT PUBLIC OFFICER Armadale Detectives are calling for witnesses to an Aggravated Burglary where a serving police officer was assaulted at his home in Gosnells early in the morning, on Tuesday 3 January, 2012. About 4.20am, the 42 year old victim was awoken by a noise in the rear yard of his home. He went outside to investigate and disturbed a man walking out of his shed. He attempted to arrest the offender and after a brief struggle, another man – armed with a piece of timber, struck the victim to the back of his head. Both offenders then ran from the home. The officer was treated in hospital for bruising and swelling to his head and was later released. The first offender is described as dark skinned, in his early twenties, approximately 180cm, stocky build and has short black wavy hair. ROUND 2 FOR COMMUNITY GRANTS NOW OPEN Does your community group need funding for a special project? The City of Armadale makes available up to $1,000 for initiatives that benefit local residents. Applications for Round 2 of the 2011-12 Community Grants are now open. Not-for-profit organisations such as sporting clubs, educational (school P&Cs only), welfare, arts and cultural, children and families, youth, seniors, and disability groups based in the City of Armadale can apply for grants. Funding can be used for a variety of purposes including costs associated with staging events, workshops and community based activities. The City’s grants help community groups provide important services and activities for local people, said
Armadale Mayor Henry Zelones. “Many of these organisations are reliant on volunteers and require some external funding to get their projects off the ground,” Cr Zelones said. ”Your group is eligible to apply for a community grant if it services residents in the City of Armadale; is incorporated, or can be sponsored by an incorporated group, and can demonstrate a matching contribution, either cash or in-kind.” Applications for the current funding round must be received by 4pm on Friday 17 February. Two weeks before Christmas, the residents of Rivergardens Aged Care in Kelmscott enjoyed a Christmas piano recital arranged by Emma Milanese, a Roleystone teacher who instructs in the Simply Music piano method. Emma organises these mini concerts every year to give her students the chance to experience performing. “Not only do the students get a buzz out of performing and receiving applause, but the residents also get to experience some Christmas cheer”, she said. Jordan Saciuk, who at the time had only done 4 lessons, played a song with great confidence and thoroughly enjoyed the experience. Jacob, Isaac and Joshua Attwater also played some Christmas carols for the residents to sing along to. All in all, a jolly festive time was had by all.

Statistics show, however, that skateboarding may not be as dangerous as perceived. A 2002 US report found that skateboarding is a relatively safe sport when compared to other sports like baseball and basketball, in terms of number of injuries. These injuries can be limited by wearing protective equipment at all times when skating. The study also states that a third of injuries occur in new skaters who have been skating less than a week, highlighting the importance of full protective gear, including a helmet, knee/elbow pads and wrist guards. Whilst the incidence of injuries in skateboarding is no more than most other sports, the severity of injuries should be considered, as common injuries include abrasions, misalignment of joints and fractures. 80% of these injuries are a result of falls, which often occur due to loss of balance, failed trick attempts or irregularities in the skating surface. It is important that skaters know their limits and skate within them (i.e. increase difficulty of tricks gradually, don’t try to jump down stairs before you can jump a curb) and should check the skating surface for rocks/water/other surface abnormalities to limit occurrences of falls. Collisions, either with another person or object, also contribute to injuries, so educating skaters about skate park etiquette and the use of safety equipment can help reduce the incidence of serious injuries and lower probability of collisions.
