Wage ‘gritty’ war on crime, Marcos orders nat’l police

‘Go street by street, block by block, leverage technology’

Marcos ordered the Philippine National Police to wage a war against crime “street by street, block by block” to ensure peace and order in the country.

"One crime is committed, and one crime too many has occurred. The war against crime cannot be won from war rooms with their glitzy monitors," the President said during the ceremonial oath-taking of star-rank PNP officers inside Malacañan Palace yesterday.

"It is won street by street, block by block, by guts, by grit, by police officers who pound the beat and patrol the neighborhood whose people hold them in high esteem," he added.

The President said despite the decrease in crime incidents, the disturbance these cause would still be immeasurable.

Citing PNP data, Mr. Marcos said crime decreased to 198,617 in 2023 from 207,143 in 2022.

The President also directed the PNP to beef up its cyber defense and anticybercrime efforts.

"Let us leverage technology that aids in protecting and serving our people. Especially in battling, for example, the latest threat that we have is cybercrime, where the emerging and evolving digital landscape faces threats that can undo its potential contribution to national growth," he said.

A MAKABAYAN bloc lawmaker believes the International Criminal Court is determined to run after former President Rodrigo Duterte after the ICC posted job vacancies for Cebuano and Tagalog translators.

“I won’t be surprised if there could be such hiring of not only translators but also legal staff for the ICC,” Gabriela party-list Rep. Arlene Brosas said.

“They are really interested. It seems they are very much interested since 2021 on the cases of the victims of the war on drugs of Duterte,” she added.

The vacancies were posted on the ICC website (https:// www.icc-cpi.int/jobs/vacancies) and both had a deadline of December 31, 2024.

The rehabilitation agreement, which was signed at the Palace on Monday, was described by President Marcos as bady needed

given the “poor state” of the country's main international airport.

"The reputation of this airport has been shredded, and let us be frank about it, not by bad press, but by its actual poor state," the President said.

Senate OKs Bulacan ecozone bill

SENATE Minority Leader Aquilino Pimentel III on Monday said the legislators should pay attention to the constitutional requirements meant to ensure that government-owned and controlled corporations (GOCCs) are created based on their economic viability.

Pimentel issued the observation after the chamber approved on third and final reading Senate Bill No. 2572 or the Act Establishing the Bulacan Airport City Special Economic Zone and Freeport.

Twenty-two senators voted for the approval of the measure seen as a growth catalyst for Central Luzon.

According to Pimentel, there is still time to comply with the constitutional

Blinken in Korea for summit before stopping in Manila

SEOUL—US Secretary of State Antony Blinken arrived Sunday in South Korea on the first stop of a brief Asia tour also including the Philippines, as Washington moves to reinforce ties with two key regional allies.

Blinken landed Sunday afternoon ahead of the third Summit for Democracy on Monday, an initiative of US President Joe Biden, which Seoul is hosting this week.

After Seoul, Blinken heads to Manila, a trip that will reaffirm "our unwavering commitment to the Philippine ally", according to State Department spokesperson Matthew Miller.

The American envoy was expected to arrive in Manila at 7 p.m. local time, a Department of Foreign Affairs spokesman said.

He will talk with local officials including President Marcos, with issues with China including over the South China Sea likely to top the agenda.

The US is redoubling efforts to improve longstanding ties with regional allies such as Manila, in an effort to counterbalance China.

Beijing recently accused Washington of using the Philippines as a "pawn" in the dispute over the South China Sea, after a series of clashes around bitterly-contested islets in the waters.

Before arriving in Seoul, Blinken made a brief stop in Bahrain, where he spoke to King Hamad bin Isa Al-Khalifa about efforts to achieve a ceasefire in Gaza. AFP

"In the face of the West, we are united," Pamfilova said.

In a victory speech late on Sunday, Putin vowed Moscow would resist outside pressure.

"No matter who or how much they want to intimidate, no matter who or how much they want to suppress, our will, our consciousness—no one has ever succeeded in anything like this in history," he said.

"It has not worked now and will not work in the future. Never."

Ballot spoilers to be 'dealt with'

In power since the last day of 1999, Putin has cultivated a strong man image, telling Russians he is fighting to preserve Moscow's national identity he claims is under threat. His offensive in Ukraine has been accompanied by a huge crackdown at home, with the number of political prisoners in Russia rising fast. Thousands responded to the opposition's call to protest the election by forming long queues at polling stations—both inside and outside Russia.

Ballots were also spoiled by green dye and there were several incidents of voting booths being set on fire. Putin vowed that Russians who spoiled their ballots "have to be dealt with" and dismissed opposition protests as having "no effect." He said the vote showed Russians had "trust" in him.

SMC president Ramon Ang said the new passenger terminal building can handle 35 million passengers annually with 50 concourse boarding bridges.

“It will add 30 percent more space in our existing terminals 1, 2 and 3,” he said in a press conference in Manila after the signing of the concession agreement for the rehabilitation project which has an estimated cost of around P170.6 billion.

At present, NAIA is operating beyond its designed capacity of 35 million passengers, clogging air traffic and causing frequent flight delays.

“We’re set to approve this (RBH 7) on the third and final reading on Wednesday and I hope that our counterparts in the Senate will find enough time in their hands to approve the same,” Suarez said.

Senator Sonny Angara meanwhile said they will not transmit RBH 6 to the Commission on Elections once approved.

"With due respect, I think the correct procedure in our bicameral system is to transmit any resolutions or bills passed by either House to the other House," said Angara, chairperson of the subcommittee on the Senate Committee on Constitutional Amendments and Revision of Code.

He said this is similar to what the House did with previous resolutions. including those dealing with charter change.

The House approved on second reading RBH7, which was transmitted directly to the Comelec.

Angara also said that as per Senate schedules, the hearing for RBH6 will be held after Holy Week.

Senator Grace Poe thanked Senate President Juan Miguel Zubiri, Senator Imee Marcos—the main author of the bill—and Senate Majority Leader Joel Villanueva, a Bulakeno “who totally fought for what is best for his province.”

“I am proud to say through our col-

niors, who are defrauded of their life savings,'' the President added.

In a command conference last month, Mr. Marcos expressed alarm at the 53.34 percent jump in cybercrime cases from 13,890 in 2022 to 21,300 in 2023, highlighting the need for improved prevention, detection, and investigation methods.

The President said political turbulence and inaction, among others, delayed NAIA's rehabilitation.

He said the project would mobilize approximately P88 billion in capital investments in its first six years of operation.

"This is more than eight times the disbursed capital investments for the Manila International Airport since 2010," Mr. Marcos said.

Transportation Secretary Jaime Bautista expressed confidence the project will open the floodgates of opportunities for the country—from investments, business, tourism and employment.

The founder and leader of the Kingdom of Jesus Christ (KOJC) failed toattend Hontiveros' committee hearings on complaints of humantrafficking, sex-related offenses and violence filed against him by his former staunch followers.

Hontiveros noted that Quiboloy's invocation of the right against selfincrimination does not by itself excuse him from his duty to give testimony.

She also said the hearings highlighted potential gaps in legislation, including the question of "consent" in rape and sexual abuse in the context of secretive charismatic religious organizations; the treatment of "religious volunteers" in labor and occupational safety laws; and liabilities for human trafficking.

Hontiveros reiterated she never claimed to judge the pastor, emphasizing that a Senate resolution has no effect and force of lawand can make no such legal determination of guilt, or deprive anyone, including Quiboloy, of life, liberty or property as a result of its material averments or findings.

''We have a functioning police force. We have a functioning judiciary, and it is their responsibility to take care of that. We have made a great deal of progress in that regard where many policemen have already been removed from service because they've been found to be liable, cases have been filed. Many are already in jail,'' he added.

She expressed optimism that the ecozone would spur investment, create more jobs and will actually “be a model, not just here in the Philippines, but all over Asia, that would hopefully increase our GDP.”

Filipinos. With a modernized NAIA, we are elevating the airport’s facilities and services to international standards,” Bautista said.

For her part, Senator Grace Poe, chairperson of the Senate committee on public services, said this was a step in the right direction.

“As our gateway to the rest of the world, nothing showcases the potential of our country better than a well maintained and operated international airport,” Poe said.

The proposed rehabilitation plan will cover the entirety of airport infrastructure, including runways, terminals, and ancillary facilities.

boloy is already in contempt, which can no longer be changed. "There was an objection, which we acceded to based on rules, but they failed to get majority signatories. So, it is clear as day: my ruling is in motion,” according to Hontiveros, referring to the failed initiative of Senator Robinhood Padilla to overturn the contempt ruling.

Hontiveros noted that the need to charge Quiboloy in contempt also became stronger because the KOJC leader really did not take the Committee seriously and, consequently, the Philippine Senate, by releasing, through his supporters, a list of 17 conditions before he appears.

Quiboloy himself confirmed that he authorized the release of these conditions in a Gikan sa Masa Para sa Masa event with vloggers.

"This level of mockery of a Constitutional exercise of duty by a Committee of the Philippine Senate is unprecedented and disturbing, and further confirms Quiboloy’s undue refusal to appear before the Committee, pursuant to Section 18 of the Senate Rules," Hontiveros said.

“Considering all these, once again, I request for the Senate President to issue an arrest order against Apollo C. Quiboloy. He must show up. He must respect the institution of the Senate," the senator underscored.

A recent OCTA Research Survey showed at least 59 percent of Filipinos support the Philippines rejoining the ICC, with 55 percent also infavor of investigating allegations of crimes against humanity during the previous administration.

In 2019, the Philippines, under thenPresident Duterte, withdrew from the Rome Statute, the treaty that established the ICC, after the tribunal began a probe into his bloody drug war, followed by a formal inquiry in September 2021.

But the Hague-based tribunal said it retains jurisdiction over alleged crimes committed while the Philippines was a member from November 2011. Duterte carried out his war on drugs from 2016 to 2022. Under this campaign, law enforcement authorities pursued suspected drug dealers and users, several of whom ended up dead by way of summary executions.

AI conspiracies flood TikTok with vampires, fiends

FROM vampires and King Kong to killer asteroids, TikTok users are pumping out outlandish end-of-the-world conspiracy theories, researchers say, in yet another misinformation trend on a platform whose fate in the United States hangs in the balance.

In the trend reported by the nonprofit Media Matters, TikTok users seek to monetize viral videos that make unfounded claims about the US government secretly capturing or preserving mythical monsters.

It is the latest illustration of misinformation swirling on the platform— a stubborn issue that has been largely absent in recent policy debates as US lawmakers mull banning the Chinese-owned app on grounds of national security. Often accompanied by spooky background music, the videos – many of which garner millions of views – feature imperious AI-generated voices, sometimes mimicking celebrities.

"We are all probably going to die in the next few years. Did you hear about this?" said a voice impersonating podcaster Joe Rogan in one viral video.

"There's this asteroid that is on a collision course with Earth," the voice claims, citing information leaked by a government official who stumbled upon a folder titled "keep secret from the public."

At least one account peddling that video appeared to be deactivated after AFP reached TikTok for comment.

Conspiracy theory videos, often posted by anonymous accounts, typically had the tell-tale signs of AI-generated images such as extra fingers and distortions, said TikTok misinformation researcher Abbie Richards.

Peddling such theories can be financially rewarding, Richards said, with TikTok's "Creativity Program" designed to pay creators for content generated on the platform.

It has spawned what she called a cottage industry of conspiracy theory videos powered by artificial intelligence tools including text-to-speech applications that are widely – and freely – available online.

A TikTok spokeswoman insisted that "conspiracy theories are not eligible to earn money or be recommended" in user feeds.

"Harmful misinformation is prohibited, with our safety teams removing 95 percent of it proactively before it's reported," she told AFP.

Still, tutorials on platforms such as YouTube show users how to create "viral conspiracy theory videos" and profit off TikTok's Creativity Program.

One such tutorial openly instructed users to start by making up "something outrageous" such as "scientists just got caught hiding a saber-toothed tiger."

"Financially incentivizing content that is both highly engaging and cheap to manufacture creates an environment for conspiracy theories to thrive," Richards wrote in the Media Matters report. AFP

Bet P90m on lotto, win over P600m?

Possible, says Tulfo

BET P90 million, win over P600 million. Smart move, right?

That’s exactly what a bettor did in a recent lotto draw after spreading his bets across three lotto outlets in the Binondo area, Senator Raffy Tulfo said in a hearing on Monday.

At the hearing of the Senate Committee on Games and Amusement on the recent big-money winnings in the lotto draws run by the Philippine Charity Sweepstakes Office, Tulfo said it was also unclear if this person actually owned or franchised the outlets in question.

“Maybe he's the owner, maybe he's not. It appears he invested P90 million, P30 million for each outlet which he owns... This is in the Binondo area,” the senator said, adding that the winner used the System 12 way of betting each time. Under a System 12, a bettor can get 924 possible selections on one ticket for a total bet cost of P18,480.

Tulfo’s problem with this, he said, is that the jackpot prize was increased by P500 million to push it over P600 million last December.

However, PCSO general manager Mel Robloes said the lotto jackpot is not won instantaneously.

“This is the reason why there is a snowball effect on some (draws)... There's a snowballing effect. If a jackpot is not won for the day, there will be an increase in the prize,” Robles said. Macon Ramos-Araneta

Malabon’s compassionate leader Getting to know more about Rep. Jaye Lacson-Noel

MALABON’S journey as a lone congressional district, established in 2010, has been one of focused development spearheaded by its tried and true leader, Rep. Jaye Lacson-Noel. Before this, Malabon was part of a joint district which led to divided resources and representation. With its district, Malabon public servants could advocate more directly for the city’s causes.

It resulted in initiatives tailored to Malabon’s specific challenges and opportunities, likely accelerating progress in infrastructure, social services, and local businesses. The city’s current state reflects the dedication of Rep. Jaye LacsonNoel in leveraging its Lone District status for the betterment of Malabon and its residents. The people also play a crucial role in Malabon’s march to progress. As empowered individuals, they raise the bar of the quality of life and set an example of what it’s like to access benefits and support across different sectors.

Lone District Representative Josephine

Veronique R. Lacson-Noel, fondly known as Jaye to her constituents, is one such public leader who values the empowerment of her community. She always leads with passion and logic, as she always does in office, since she also served her constituency during the 14th to 16th and 18th Congresses with inclusive years from 2007 to 2016 and 2019 to present. She strongly advocates poverty reduction and hunger mitigation, quality education, industrial innovations and development, good health and well-being, gender equality, and empowerment of women, mothers, wives, and girls.

Rep. Jaye Lacson-Noel attended the Ateneo de Manila School of Laws in 2005. While at the University of the Philippines, earning her degree in BA Communications-Journalism until her graduation in 1991, she worked as a researcher for the Davide Commission, a commission created to find out the truth and put closure to issues involving graft, corruption, and rebellion. Upon graduation, she became a member of the secretariat of the organizing committee of the Manila Southeast Asian Games in 1991.

The district representative is currently enrolled in the Harvard Kennedy School Executive Education, taking a program in Promoting Racial Equity in the Workplace after she completed her first program on Leading Successful Programs: Using Evidence to Assess Effectiveness last April 2023 in Harvard Kennedy School in Boston, Massachusetts, USA.

HER LEGACY OF NOTABLE CONTRIBUTIONS

TO THE PHILIPPINES

After office assumption, she prioritized to end Malabon’s perennial and complex flooding problem. She introduced intricate, creative, innovative and modern solutions to flooding through systematic and concrete plan of actions such as research, provision of complete flood equipment and construction of modern infrastructure. Her sincere dedication to public service became instrumental to the eradication of flooding in her beloved city and this, consequently, steered Malabon to sustainable social and economic progress.

She heartily worked on legislations that focused light on women’s causes, the protection of girls

and the social security guarantee of senior citizens, including the very controversial Reproductive Health Law bill in 2011. While proactively resolving the perennial flooding problem of her city through the establishment of modern flood control infrastructure projects, and decrease the rates of crime and violence, the district representative also advocated for accessible and equal technical skills training and employment opportunities and free and quality health care service through the establishment of rural health care units in the twenty-one barangays.

As solution to the rampant and increasing crime rate in the country, particularly in the National Capital Region, she provided police response and surveillance equipment and authored Republic Act No. 10883, otherwise known as the “New AntiCarnapping Law of 2016” to efficiently penalize and prevent the rampant unlawful taking of motor vehicles.

In 2019, as a girl defender, she persistently worked hard together with other veteran legislators to illegalize and impose penalties from fines to 12 years of imprisonment to offenders practicing child marriage in her country as she sees so much potential in this generation’s youth. The bill was finally signed into law by former President Duterte in 2021. Meanwhile, in the 19th Congress, she is the principal author of 100 bills, including HB00227 or An Act Instituting Policies for the Protection and Welfare of Caregivers in the Practice of Their Profession, HB02971 or An Act Criminalizing the Creation and Dissemination of “Fake News,” Amending for the Purpose Sections 3 and 4 of Republic Act No. 10175, Otherwise Known as the Cybercrime Prevention Act of 2012, and HB02973 or An Act Defining and Penalizing Verbal Abuse Against the Elderly, Women, Children, and Persons With Disability, and Republic Act No. 11916 Increasing the Social Pension of Indigent Senior Citizens from Php 500.00 to Php 1,000.00, among other legislations. She also co-authored 88 other bills. Besides championing growth and change through legislation, in October 2022, Rep. LacsonNoel also became the 9th Chairperson of the Philippine Legislators’ Committee on Population Development (PLPCPD), a non-stock, nonprofit, membership-type organization of legislators from the Senate and House of Representatives inclined with her advocacies developing peoplecentered public policies on population and human development. For the 19th Congress, she holds a Deputy Majority Leader role in the Committee on Rules.

CHAMPIONING CHANGE IN MALABON

During her recent incumbency, the district representative spearheaded various initiatives that uplifted her constituents’ lives and contributed to the Marcos administration’s bid for a “Bagong Pilipinas” (New Philippines),

where inclusivity and accessibility are vital. One solution to keeping up with the rapid inflation is prioritizing the welfare of Malabon’s workforce by addressing the severe employment shortage through the “Subok at Tapat” social and economic programs in Malabon. One part of this pertains to labor opportunities involving short-term employment, internship, and upskilling programs. With 11,186 beneficiaries from last year, through the promise of Bagong Pilipinas, Rep. Lacson-Noel aims to increase the number of beneficiaries this year. The “Subok at Tapat” social services was originally launched in 2019 to bridge the gaps in our country’s social service system and enable every resident of Malabon to be able to provide food adequate for all family members and easy access to education, skills training, employment, and health care with an expectation of recipient increase from the presently served 200,000 to 250,000 beneficiaries.

Under Rep. Lacson-Noel’s leadership, the Lone District of Malabon has also begun planning for its sustainability journey, wherein they raise awareness of climate change and response among the people of the district to foster environmental protection and continuity. First on the list is to take action regarding Malabon’s flooding problem, leading to the construction of the Dampalit Mega Dike in Barangay. Dampalit, Malabon City. The megastructure flood control will minimize flooding in Dampalit and eliminate those in the other 20 barangays. The district representative designed programs to help Malabon residents understand and embrace the spirit and science of sustainability, guiding them to adapt to lifestyle changes and ideas. Rep. Jaye Lacson-Noel has undoubtedly triumphed in the House of Representatives from then to now. Her leadership approach, which combines compassion, love, competence and courage with well-curated goals, empowers Malabonians to treat each other with respect, live better lives and become better individuals who can also champion change and cultivate a culture of trust and partnership leaping forward to sustainable development.

Innovation through tradition: Malabon’s cultural contributions to Bagong Pilipinas

ONCE called Tambobong, Malabon was founded in May 21, 1599 and was recognized as a town in 1614 when it served as a station for goods and became an avenue for produceto-market operations of various products such as dye and tobacco via its waterways that easily linked it to nearby towns. Because of its easy access to other towns, Malabon became a catch basin for all types of produce, including arts and skills. With easy access to resources and raw materials, this led Malabon to become a culinary capital of Metro Manila.

Under the leadership of Rep. Josephine Veronique “Jaye” R. LacsonNoel, Malabon’s lone congressional district embodies the community’s commitment to progress and

development, rooted deeply in its rich cultural contributions to Bagong Pilipinas.

In order to celebrate the diverse culinary heritage of Malabon, Luglugan is set each year to share, promote, and innovate the Pansit Malabon that breathes life into microbusiness owners, employment, and upskills local cooks in the city.

Tambobong Festival is also set each year to celebrate Malabon’s rich and diverse cultural history and founding anniversary. Every August 24, Malabon City celebrates the Feast Day of St. Bartholomew Parish or formerly known as Parokya ng San Bartolome de Tambobong. The patron saint of the church, St. Bartholomew the Apostle, is seen to be holding a sheet of his own skin in his left hand and a knife in his right hand to symbolize his martyrdom.

That is why, every year during the feast day, bladed instruments like Malabon Tabak are sold during town fiestas even up to this day. The construction of the first stone church began in 1622. The church became a witness to the hardships of Filipinos and hope for liberation during colonial occupations.

Now, San Bartolome Parish stands mighty, exuding grandeur, beauty, and rich history.

Malabon has also started planning for its own Sustainability Journey where it will bring the people of Malabon up to speed on the matters concerning Climate Change and how best to respond to the changing climate patterns and intensity in order to protect the communities and each other. First on the list is to take action regarding the perennial

flooding problem, leading to the construction of the Dampalit Mega Dike in Brgy. Dampalit, Malabon City. The mega structure flood control will minimize flooding in Dampalit and eliminate those in other 20 barangays.

In order to be at par with other neighboring NCR Cities, programs will be designed to help Malabonians understand the spirit and science of sustainability and guide them on how to adapt to lifestyle changes and mind-setting to help protect the environment and the people of our communities. Lakas-CMD ranks balloon to 97 after oath-taking

THE ranks of Lakas-Christian Muslim Democrats (Lakas-CMD) in the House of Representatives grew to 97 after three more lawmakers from the Visayas region took their oath Monday as new members of the biggest party in the chamber.

The new party members who took their oath before House Speaker and Lakas-CMD President Ferdinand Martin G. Romualdez include Leyte 5th District Rep. Carl Nicolas Cari, Samar 2nd District Rep. Reynolds Michael Tan, and Cebu 1st District Rep. Rhea Mae Gullas.

In his message during the simple oath-taking rites held at the Social Hall of the Speaker’s Office in the House of Representatives, Romualdez extended his warm welcome to three lawmakers who decided to join Lakas-CMD.

“With your wealth of experience, dedication to public service, and unwavering principles, I am confident that your presence will further strengthen our ranks and contribute significantly to our shared vision of progress and unity,” Romualdez said.

“Your decision to align with LakasCMD underscores the party’s steadfast commitment to championing the interests and aspirations of the Filipino people,” he added.

Cari came from the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), while Tan and Gullas

Lawmakers file resolution to probe ‘illegal’ Bohol resort

A GROUP of legislators on Monday filed a resolution urging the House of Representatives to conduct an inquiry, in aid of legislation, on the construction and operation of a resort located within the world heritage site Chocolate Hills in Sagbayan, Bohol. The lawmakers led by Deputy Speaker and ACT-CIS Rep. Erwin Tulfo filed House Resolution 1652, with ACTCIS party- list Reps. Edvic Yap and Jocelyn Tulfo and two other solons Benguet Rep. Eric Yap and Quezon City Rep. Ralph Wendel Tulfo.

“May mananagot dito, kailangang may managot dito (Somebody should be held responsible),” Tulfo said in a statement, referring to the Captain’s Peak Resort located within the worldfamous Chocolate Hills.

In the resolution, the lawmakers cited the Proclamation 1037 of July 1997, declaring “the Chocolate Hills as a natural monument and restrained inappropriate exploitation there at, regardless of private rights therein, in order to maintain its natural beauty.”

“Hayagang pangbabastos ito sa ating likas na yaman. Ang tanong dito ay paano pinayagan at sino ang pumayag na maipatayo ang isang resort sa lugar na dapat ay ating pino-protektahan. Kaya dapat itong tutukan at ma-imbestigahan ng Kongreso,” Tulfo added.

(“This is a blatant defilement of our natural resources. The question is how it was and who allowed the construction of that resort in a protected area. That is why this is investigated closely in Congress.”) Maricel V. Cruz

were from the Nacionalista Party.

Majority Leader Manuel Jose Dalipe and Pampanga 2nd District Rep. Gloria Macapagal-Arroyo witnessed the oathtaking of the three new members of the party.

Romualdez said he is heartened by the unity and solidarity within LakasCMD as they continue to navigate together the challenges and opportunities facing our nation.

“Together, we will work tirelessly with the administration of President Ferdinand R. Marcos, Jr. to address the pressing issues confronting our country and to fulfill our mandate of serving the Filipino people with integrity, compassion, and excellence,” Romualdez said.

The oath-taking of the three Visayan lawmakers was the latest development in the continuing trend of House Members leaving their original party and affiliating with Lakas-CMD.

On January 30 this year, two other Members of the House joined LakasCMD, namely La Union 2nd District Rep. Dante Garcia and Iloilo 1st District Rep. Janet Garin.

San Miguel shelves Pasig River Expressway project

SAN Miguel Corp. on Monday said it has shelved its proposed Pasig River Expressway (PAREX) project amid issues raised by some environmental and conservation advocates.

“I proposed a Pasig River expressway... But many people say they don’t want that because it’s against their will or it’s not good to look at or whatever,” Ramon S. Ang, president and chief executive said.

“We listen to the pulse of the people. We are very sensitive to the opinion of the public. If the public thinks that it is not good for the public welfare, we will not do that,” he added.

The P81.53 billion PAREX is a 19.37 kms. six-lane, all-elevated expressway which will traverse the Pa-

sig River from Radial Road 10 in the City of Manila to its termination at a connection with the proposed South East Metro Manila Expressway at Circumferential Road 6. The project will connect and utilize a 2.7-km. portion of Skyway Stage 3 from Nagtahan to Plaza Azul.

The company earlier said it invested P2 billion to clean up the Pasig River and integrate a bus rapid transit system, bicycle lanes and pedestrian walkways in the project.

San Miguel earlier signed a P72billion deal with Metro Pacific Tollways Corp. in August last year to construct two expressways south of Metro Manila.

Under the memorandum of agreement, MPTC and SMC will jointly undertake the construction, operation

and maintenance of the 87.96-kilometer Cavite-Batangas Expressway and Nasugbu-Bauan Expressway.

The MPTC Group has 240.6 kilometers of existing expressways and 43.1 kilometers under construction, with a total investment of $3.06 billion.

It operates 105 kilometers of North Luzon Expressway, 94 km. of Subic Clark-Tarlac Expressway and 14 km. of Manila-Cavite Expressway. It also operates 8.5-km. Cebu-Cordova Link Expressway in Cebu.

SMC’s expressways includes the Tarlac-Pangasinan-La Union Expressway (TPLEX), the Southern Tagalog Arterial Road (STAR), South Luzon Expressway (SLEX), the Skyway System and the NAIA Expressway (NAIAX).

Marcos vows justice for soldiers killed in Maguindanao ambush

PRESIDENT Ferdinand Marcos Jr. vowed to swiftly serve justice for the four slain soldiers in Maguindanao on March 17. In a post on his X account, President Marcos called the ambush on the troops as “cowardly and despicable.” He said the attack on the military would build the government’s resolve to eliminate terrorism in the country.

“We strongly condemn the cowardly ambush that targeted four of our courageous soldiers in Maguindanao del Sur on March 17,” the President said.

“This despicable act only strengthens our resolve to eradicate terrorism from the region and our entire nation,” he added. The President also vowed assistance and distribution of benefits to the families of the fallen soldiers.

DILG chief consults with Metro LGUs to address traffic

DEPARTMENT of the Interior and Local Government (DILG) Secretary Benhur Abalos Jr. has met officials from the local government units (LGUs) in Metro Manila and various government agencies to discuss a solution to the worsening traffic in the metropolis. The series of consultations between Abalos, LGUs and relevant national government agencies to discuss matters related to traffic and transportation was in line with President Ferdinand R. Marcos Jr.’s directive to address traffic issues in Metro Manila, a DILG press

release said Monday.

“Our dear President ordered us all to go down to the grassroots and talk [about the traffic and transportation problems]. We want to know the solution from various sectors,” Abalos said in a statement. In the latest consultation last March 12 in Barangay Holy Spirit, Quezon City, Abalos met representatives of LGUs, government offices, and some 200 village chiefs to discuss traffic management and road safety in the National Capital Region (NCR).

The DILG said among the issues dis-

cussed were the planned regulation of etrikes and e-bikes, barangay road clearing operations, and street pay parking ordinances of LGUs.

“Lahat yan ay pinag-aaralan ng technical working group at ito ay ibibigay sa mahal na Presidente. For the meantime, status quo muna ang ipinapatupad para walang gulo (All these are being studied by a technical working group, and it will be submitted to the President. For the meantime, a status quo is being implemented to prevent trouble),” Abalos said. Vince Lopez

“Under my administration, we remain resolute in our pledge to ensure that justice is swiftly served for our fallen heroes. I have instructed the immediate provision of benefits and assistance to support the families they left behind,” President Marcos said. “Let this tragic event unite us in our unwavering commitment to a safer, stronger, and insurgency-free Philippines. Together, we shall prevail against these acts of violence,” he added. Four soldiers were killed in an ambush by suspected Dawlah Islamiya terrorists in Datu Hoffer Ampatuan, Maguindanao del Sur. They were attacked while returning to base in Barangay Tuayan. Three soldiers were from the Army’s 40th Infantry Battalion while the other one was a member of the 3rd Army Cavalry under the 601st Brigade.

LRT-1 operations suspended during Holy Week break

LIGHT Rail Manila Corporation (LRMC) on Monday announced a suspension of LRT-1 operations during the upcoming Holy Week.

THE Metropolitan Manila Development Authority (MMDA) resumed its clean-up drive, this time in San Isidro Village, Paranaque City, as part of its “Bayanihan sa Barangay” project aimed to reduce waste and promote cleanliness in the area.

MMDA Chairman Romando Artes said: “We recently brought the Bayanihan Project to Parañaque, which was held at Silverio Elementary School. The purpose of the program is to encourage residents to keep their barangay clean and tidy.”

The MMDA staff, along with village officials and volunteers, conducted various

activities including drainage declogging, anti-dengue misting, sidewalk clearing, and adjustment of pavement markings, and placing traffic signages in the area.

Orientation sessions were also held for the students of Silverio Elementary School to teach them about solid waste management, anti-smoking, anti-littering, and disaster preparedness.

The event also featured the Mobile Materials Recovery Facility, where participants could exchange recyclable trash for groceries as part of the “Recyclables Mo, Palit Grocery Ko” project.

About 270 kilos of materials were collected, while the grocery items distributed in exchange for the recyclables amounted to P1,922.

LRMC said this temporary closure from March 27 (Holy Wednesday) to March 31, 2024 (Easter Sunday) is necessary to conduct the annual preventive maintenance activities, as well as facilitate the mandatory testing activities for the system integration of LRT-1 Cavite Extension. These tests are crucial to meet the target partial operations of the extension’s Phase 1 in the fourth quarter of 2024.

“The first day of the no-operations period will be dedicated to the train movement simulation from LRT1 Cavite Extension stations to the existing LRT-1 Gil Puyat Station,” LRMC Chief Operating Officer Rolando J. Paulino III said.

“For the remaining days, our Engineering Team will conduct the essential maintenance activities to allow us to improve capacity and performance across the line, enabling us to serve our LRT-1 passengers with better, more reliable transport system,” he added. Darwin G. Amojelar

Strange affiliation of Dutertes with Quiboloy

SANTA Banana, with both chambers of Congress, the Senate and the House of Representatives, citing the Kingdom of Jesus Christ sect and the selfappointed “Son of God” Pastor Apollo Quiboloy , charging him with contempt and issuing warrants of arrest for human trafficking, rape, and sexual abuses, can Quiboloy succeed in playing hide and seek with Congress?

To add to his problems with Congress, Quiboloy’s TV network, Sunshine Media Network Inc. had its 25-year franchise revoked by the legislative franchise committee of the House for various offenses.

To top it all, a judge in California has unsealed a warrant of arrest against Quiboloy for human trafficking, sexual abuses, money laundering.

Considering that the sect leader is not in the United States, an extradition case has to be filed against Quiboloy by the US court.

—“—

What I find interesting is the support the former President, Rodrigo Roa Duterte, and his daughter, Vice President Sara Duterte, are giving Quiboloy

Santa Banana, with all these cases and problems, the “self-appointed Son of God” continues to play hide and seek from the long arms of the law? His lawyers said that he is now hiding in the highlands of Davao seeking divine guidance.

Both chambers of Congress want Quiboloy to explain in an inquiry all the charges filed by members of his sect against him.

To me, as a journalist, what I find interesting is the support the former President, Rodrigo Roa Duterte, and his daughter, Vice President Sara Duterte, are giving Quiboloy.

Have the Dutertes been converted to be members of Quiboloy’s sect?

The former President, for instance, has offered Quiboloy to be the administrator of all the sect’s properties and assets. My gulay, with all the cases and

crimes attributed to the sect leader, just in case a forfeiture case is issued against Quiboloy, can Duterte avoid it?

I wonder. Duterte certainly has faith in his spiritual adviser.

Then, there is Vice President Sara urging a fair trial on Quiboloy. Both father and daughter certainly have great love and faith in Quiboloy.

Hide and seek? Santa Banana, where in Davao City can Quiboloy be hiding?

I don’t know if the city has jungles like the Cordilleras. In any case, with all the warrants of arrest thrown against Quiboloy, the big question now is: can “the self-appointed Son of God” continue to evade arrest?

According to reports, the Senate has given Quiboloy 48 hours to “ show cause” why he should not be arrested.

That’s enough reason to show the Senate wants to show they are not railroading the case against him.

With only five senators signing Quiboloy’s defense, it looks like the Senate majority wants to cite the sect leader’s arrest.

The lawyers of Quiboloy want him to face all the charges in a court of law.

I also believe that this will be forthcoming.

In the aftermath of all this circus on Quiboloy, a prayer rally of the Kingdom of Jesus Christ has come up with a Duterte-Duterte combination for 2028, with Sara running for president and the former President running for Vice President.

I believe, however, that Sara should not encourage this possibility since she is education secretary and she could easily be accused of using the DepEd as a higher step to become President.

I am sure Sara knows that once she makes official her aspiration for President, she can be accused of using her office and might even have to resign.

My gulay, 2028 is still four years away and the Duterte followers are already campaigning and their affiliation with Quiboloy with all the warrants of arrest thrown at him and with all the accusations he is facing.

To be identified with Quiboloy is damaging, plus Sara can be accused of using her position as DepEd chief to her advantage.

In any case this saga of “the selfappointed Son of God” is beginning to look like a teleserye, good enough to be made into a movie.

The question now is the forthcoming extradition of Quiboloy with an arrest warrant against him by a California court.

As they say in the vernacular, Abangan.

El Niño nearing its peak

WE HEARD it

from the Task Force El Niño spokesman, who raised a bulletin of uneasiness, with the Department of Agriculture saying the weather phenomenon has caused at least P1.31 billion worth of agricultural damage as of mid-March.

Now the Metropolitan Waterworks and Sewerage System is considering reducing the water pressure of concessionaires in Metro Manila due to the continuous decline of water levels in Angat Dam.

Task Force spokesman Joey Villarama said the country is still experiencing “strong and mature” El Niño, pointing out this year’s damage caused by the drought was less than previous figures.

“We are anticipating we have seen the worst, and the damage would not be any bigger,” Villarama said.

IN THE ongoing saga surrounding allegations of sexual abuse and other offenses against Pastor Apollo Quiboloy, his camp’s feeble attempt to dodge accountability has been met with rightful skepticism and condemnation.

Quiboloy’s lawyer, Melanio Elvis Balayan, has resorted to a labyrinth of legal acrobatics in a desperate bid to shield his client from facing the music.

However, a closer examination reveals the flimsiness of their arguments and the glaring deficiencies in their rationale.

municipalities have declared a state of emergency, and about 60-70 provinces would be affected by the El Niño up to April.

—“—

There is an indication the strong weather phenomenon is ‘comparable’ to the 1997 to 1998 episode, regarded as the worst El Niño event in the world

At least 65 provinces, or 77 percent of the total provinces of the country, are forecast to experience drought by the end of May 2024 due to a “strong” El Niño, Science and Technology Secretary Renato Solidum Jr. said earlier. Around six provinces or 7 percent of the total provinces nationwide may experience a dry spell. The dry spell would be felt in north Luzon and northern extreme Luzon,

while dry conditions would prevail in some parts of Mindanao.

“By the end of May, 77 percent of the provinces of the country [that] will have potential for drought. That would be around 65 provinces,” Solidum said.

Essentially, that means the rest of the country would be from dry condition to drought, mostly drought.

A dry spell is defined as three consecutive months of below normal rainfall condition, while a dry condition is defined as two consecutive months of below normal rainfall condition, both 21 to 60 percent reduction from average rainfall.

Drought is three consecutive months of way below normal rainfall condition (60 percent reduction from average rainfall).

The effects of El Niño are currently felt and have been experienced in some areas in the country, with the reduction of rainfall up to 80 percent which led to dry conditions or dry spells.

“Based on recent conditions, moderate to severe drought conditions are likely from February to May 2024,” Solidum said. Solidum warned there is an indication the strong weather phenomenon is “comparable” to the 1997 to 1998 episode, regarded as the worst El Niño event in the world.

Quiboloy’s evasive maneuvers collapse under scrutiny

judgments or impose criminal sanctions. Rather, its objective is to gather information to enlighten potential legislative action—a fact conveniently overlooked by Quiboloy and his legal team.

Quiboloy’s invocation of religious freedom as a shield against accountability is equally fallacious.

ingly clear-eyed and principled. By unequivocally rejecting Quiboloy’s specious arguments and affirming the Senate’s authority to compel his appearance, the legal luminary has demonstrated a steadfast commitment to upholding the rule of law and safeguarding the integrity of our institutions.

It is imperative for Quiboloy to cease his evasive tactics and engage with the Senate’s inquiry.

By participating fully and openly, he can address the allegations against him and provide clarity to the public.

FVR: The

MARCH 18, yesterday, is the birthday of former President Fidel V. Ramos (1928-2022). He would have turned 96 yesterday.

To celebrate his natal day and a continuing tribute to the man and his legacy, two important events are being staged.

One is the 2nd FVR Golf at Mararayat Golf Course in Lipa, Batangas organized by his first Special Action Commander, Gen. Reynaldo V. Velasco, Gen. Avelino Razon, Col. Katigbak, Mel Bergado, among others.

The second event will be held today, 9 am, for the launch of the UP NCPAGFVR LEAD4R Fellowship Program at the International Center for Public Administration, R.P. De Guzman St. at UP Diliman.

Coincidentally, today is the second anniversary of the Million Trees Nursery and Eco Learning in whose honor the 5-hectare area inside the La Mesa Watershed was dedicated.

A training center called Eddie’s Barn funded by San Miguel Corporation President and CEO Ramon S. Ang is also inside the premises of the eco learning center.

It’s a tribute to his legacy to environment and sustainable development having left behind to his country-

men 4Ms -- MakaDiyos, Makabayan, Makatao at Makakalikasan.

On a personal note, not all are privileged to work with a former Philippine president.

But for over 20 years, I’ve had the blessing of serving alongside former President Fidel V. Ramos whose love for our country and heart for good governance remained firm until his death on July 31, 2022.

FVR, as fondly called by his peers and constituents, was known not just for his thumbs-up sign, “Kaya Natin Ito” slogan, his ears or his tobacco but also for his push-ups and crunches and the programs of his administration especially with Philippines 2000.

Even in his nonagenarian years, he never failed to carry on what he had started, always a good soldier who liked to say he would rather die serving his country with his boots on than sit idly to enjoy his retirement.

Until his passing, FVR continued to inspire and stimulate, stir and enthuse, define and redefine, challenge and defy.

Even after he finished his term as President, FVR or Eddie, the private citizen, refused to be “tired even while retired.” He continued to be “a reformer despite being a former President,” and “ex” but not excess and not yet expired.

Balayan’s audacious assertion that the Senate’s investigation constitutes a usurpation of judicial functions reeks of legal contortionism.

The Senate, vested by the Constitution with the authority to conduct inquiries in aid of legislation, is well within its purview to summon individuals for questioning.

Quiboloy’s refusal to comply is not an exercise of his Constitutional rights but a blatant disregard of the rule of law and the responsibilities inherent in his position.

Furthermore, the claim that the Senate has prejudged Quiboloy’s guilt is a feeble attempt to deflect attention from the crux of the matter.

The Senate, acting in its legislative capacity, is not a court of law and does not possess the authority to render

It is imperative for Quiboloy to cease his evasive tactics and engage with the Senate’s inquiry

While religious freedom is indeed a cherished right, it is not a license to flout the law or evade scrutiny.

Quiboloy’s attempts to cloak himself in the mantle of religious autonomy are disingenuous at best and serve only to undermine the principles of justice and equality before the law.

Contrastingly, the stance taken by a legal luminary in this matter is refresh-

minding his successors and other leaders of the urgent things that need to be done for our country and people to achieve a better future.

Our relationship can be described as a wonderful journey that transcends beyond the books we have done together. Since 2000, FVR commissioned me to write on the biographies of his loved ones: “Enduring Legacy,” on his father Foreign Secretary Narciso Ramos; “ In A Class of Her Own,” on his mother Angela Valdez Ramos; “Mommy: The Pillar of Social Work” on his motherin-law Josefa Jara Martinez; “Simply Ming,” on First Lady Amelita “Ming” M. Ramos; “Uncle Sim” on Simeon Marcos Valdez; and, “Colors of Light” on his artist, poetess and ambassador’s spouse auntie Lucia Mangapit Valdez. Among the best book projects we worked on and produced together are: Silver Linings, a story on the 25 Years of the 1986 Revolution with Raffy Alunan III and Gen Reynaldo

This is not about legal judgments or punishment; rather, it is about upholding principles of transparency and accountability.

By cooperating with the Senate, Quiboloy can demonstrate his commitment to these principles and contribute to a fair and thorough investigation.

Quiboloy’s attempts to evade accountability through legal maneuvering are not only transparently selfserving but also fundamentally at odds with the principles of justice and the rule of law.

It is incumbent upon him to cease his obstructionist tactics and submit himself to the scrutiny of the Senate.

Anything less would constitute a gross dereliction of duty and a betrayal of the trust placed in him by his followers and the Filipino people at large.

Lawmakers hit Quiboloy ‘prayer rally’

CONGRESS leaders on Monday called for an immediate halt to political rallies, citing the adverse impact these exercises pose to the nation’s stability and progress.

The call comes in the wake of a controversial “prayer rally” staged last Mar. 12 by supporters of embattled religious leader Apollo Quiboloy in Liwasang Bonifacio in Manila, which devolved into an anti-government rally marked by invectives and threats against the Marcos administration.

Former President Rodrigo Duterte, his daughter Vice President Sara Duterte, some senators, and anti-government personalities were among those present at the event.

Deputy Speaker and Quezon Rep. David Suarez noted that it was his first time to see a prayer rally deviating from the usual format.

He noted that while prayer rallies generally consist of prayers and preachings, the Liwasang Bonifacio affair appeared to be different in form.

“My position is that, I don’t think it helps to progress our country.

What we want to show is stability within the country and having noise such as this is not helpful, especially that we’re on track towards recovery from a pandemic,” Suarez said.

Suarez called for unity in supporting the administration’s goals and for the continuation of legislative efforts aimed at improving the country.

“I hope there will be no more political rallies because as we see it doesn’t do anything good so far,” Suarez stressed.

CHR calls out Manila school over gender discrimination

THE Commission on Human Rights (CHR) on Monday flagged the Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST) in Manila for forcing a transgender woman to have a haircut prior to enrolment for the second semester of the current school year.

“In line with this, we urge the EARIST administration to conduct an impartial investigation into this ca officers accountable if deemed necessary,” the CHR said in a statement. University personnel had informed the second-year entrepreneurship student that she must get a haircut to shoulder length before she could be allowed to enrol.

The enrolment period ended on Mar. 15.

On Mar, 13, the LGBTQ+ group Bahaghari shared a video showing the transwoman’s hair being cut by a female employee inside a room of the campus.

“Furthermore, we urge the school administration to review and analyze its existing student code of conduct, regulations and policies, particularly in the context of exercising SOGIE, to ensure that all indicated provisions are inclusive and respect all students’ fundamental rights,” the CHR said.

SOGIE is an acronym for sexual orientation, gender identity, and gender expression.

“It is past time to institutionalize a policy that prohibits discrimination and hatred based on a person’s SOGIE,” it added.

The Commission raised alarm over mounting complaints against EARIST’s administrative protocols despite joint discussions and demand letters to address gender discrimination by different organizations, including Bahaghari-EARIST.

Army brings out big guns for arms training exercise

THE Philippine Army has showcased its national defense capabilities during the Combined Arms Training Exercise (CATEX) Katihan’s Battle Period 2 that commenced at Col. Ernesto Rabina Air Base (CERAB) in Capas, Tarlac on Mar. 15. Battle Period Phase 2’s highlights included the 502nd Combined Arms Brigade’s live fire exercise utilizing the Autonomous Truck Mounted Howitzer System (ATMOS) 155mm selfpropelled guns. The Armor Division also demonstrated the 120mm Mounted Mortar System (MMS) and Armored Personnel Carriers (APCs) during the said exercise.

CATEX “Katihan” effectively

tested the Army’s capability to move, maneuver, and sustain large-scale forces during combat operations.

As the Army bolsters its unit training in order to address the fast-changing security environment, it is paramount to conduct the CATEX, the unit said.

The design of the various unit training involving different war-fighting functions will be integrated in order to exercise combined arms operations as the highest form of unit training involving maneuver, maneuver support, maneuver service support and reserve units, it added.

The exercise, which is anchored on PA Implementing Plan “Maragtas,” wrapped up Monday with an after-activity review to be held at the Training and Doctrine Command’s headquarters in Camp O’Donnell, Capas.

Bill sets up Pampanga State University

THE House of Representatives has approved on third and final reading a bill establishing a regular and permanent campus of the Pampanga State University in San Fernando City, Pampanga’s capital.

Senior Deputy Speaker Aurelio Gonzales Jr., author of House Bill 9988, said the measure was passed with the support of Speaker Ferdinand Martin Romualdez.

“I and our kabalen will be eternally grateful to our good Speaker for supporting us in trying to expand the oldest school in our province so it can offer quality education,” said Gonzales, representative of Pampanga’s third district.

“Speaker Martin is one of us Pampangueños, his mother, Madam Juliette Gomez-Romualdez, being from Mabalacat City,” he said.

Gonzales cited the Speaker’s support

in renaming of Don Honorio Ventura State University (DHVSU) to Pampanga State University. At present, the province’s oldest technical-vocational school has campuses in the towns of Bacolor, Mexico, Porac, Sto. Tomas, Candaba, and Lubao. Gonzales said the absence of a state university “in the heart of the province compels students to seek admission in state universities and colleges and other schools outside their area of residence.”

“This situation, coupled with high fuel prices and worsening traffic, forces the students’ families to incur extra expenses, robs students of their productive time and may promote disinterest among the youth to pursue or complete their college, technical or professional education,” he said. Converge ICT’s profit rose 22% to P9b in 2023

net adds, it was the only major operator which registered positive growth at 13.4 percent year-on-year.

“In 2023, we have consistently upheld momentum for our newlylaunched products Surf2Sawa [S2S] and BIDA Fiber, supported by the consistent growth in our flagship brand FiberX, especially in the fourth quarter,” said Converge co-founder and chief executive Dennis Anthony Uy.

The company said that in the fourth quarter, both prepaid fiber internet S2S and the low-cost postpaid plan BIDA Fiber registered record net subscriber additions, resulting in a total subscriber base of nearly 175,000 as of end-2023.

This exceeded the company’s target of 120,000 subscribers for the two new products.

The flagship FiberX brand sustained its strong growth with total subscribers now reaching 1.8 million. Converge said its FiberX customers enjoyed a promotional speed boost to 300 Mbps for the base plan of P1,500.

Israeli firm to hold 3D seismic survey of East Palawan Basin

THE Department of Energy (DOE) said Monday Ratio Petroleum Ltd. of Israel, the operator of Petroleum Service Contract (SC) No. 76, will conduct a 3D seismic survey in the East Palawan Basin this month.

The DOE said Ratio contracted Shearwater GeoServices to deploy its seismic survey vessel SW Thuridur to acquire 3D seismic data over an area in the SC 76 block about 150 kilometers east of Puerto Princesa, Palawan.

The agency approved the seismic survey as part of Ratio’s work com-

BPI returning to global bond market to raise at least $300m

BANK of the Philippine Islands (BPI) said Monday it is planning to issue US-dollar denominated senior unsecured debt securities.

The bank said in a disclosure to the stock exchange it mandated its investment banking subsidiary BPI Capital Corp. as the sole global coordinator and lead arranger for the planned fund-raising activity.

BPI Capital along with joint lead arrangers J.P. Morgan Securities Plc, Mizuho Securities Asia Limited, Standard Chartered Bank and UBS AG Singapore Branch were set to arrange a series of fixed income investors meeting starting March 18, the bank said. It said the planned notes offering may follow after these meetings, subject to market conditions.

The notes, which are expected to be rated Baa2 by global debt watcher Moody’s, will come from BPI’s $2-billion medium term note program.

BPI chief finance officer Eric Roberto Luchangco said in February the bank might sell at least $300-million bonds in the first half of 2024 to refinance debt maturing in December.

BPI saw its 2023 net income soar to an all-time high of P51.7 billion, up 30.5 percent from P39.6 billion in 2022, driven by record revenues and lower provisions which offset the increase in operating expenses.

Minus the impact of the one-off gain from the 2022 property sale, net income would be higher by 44.1 percent.

Revenues rose 16.7 percent to P138.3 billion year-on-year, on the back of a 22.7-percent increase in net interest income to P104.4 billion, as average asset base expanded 7.7 percent and net interest margin widened 50 basis points to 4.09 percent.

BPI said its fourth-quarter net income also jumped 44.3 percent year-on-year to P13.1 billion, led by higher revenue growth and lower provisions recognized.

It said the comprehensive 3D seismic survey would employ state-of-theart technology and methodologies to acquire a high-resolution imaging of the subsurface geology.

“By capturing detailed and highquality seismic data within the block,

Ratio aims to enhance its understanding of the basin’s geological characteristics, gather high-quality geophysical data, identify optimal drilling locations with greater precision, and assess the potential for new oil and gas discoveries in offshore East Palawan,” the DOE said. The 3D seismic survey will take around 35 days to complete, covering about 1,500 square kilometers of modern 3D seismic data. Ratio’s 3D survey also gained the full support of the local government of Palawan and concerned government agencies. The Philippines has experienced

ALTERNERGY Holdings Corp. on Monday awarded to China Energy Engineering Group Guangdong Electric Power Design Institute Co. Ltd. (GEDI) and its local subsidiary GEDI Construction Development Corp. (GCDC) the engineering, procurement and construction contract for its 163-megawatt Alabat and Tanay wind projects.

Alternergy said it awarded the balance of plant (BOP) EPC contracts after a tender process.

The contract involves the design, engineering, supply of civil and electrical works, transport of equipment, construction and installation of the Alabat and Tanay wind projects.

“It is almost all systems go for the construction of our latest wind projects with the wind turbine supply and BOP EPC contracts already signed,” Alternergy president Gerry Magbanua said in a disclosure to the Philippine Stock Exchange.

Project construction is expected to start by the second quarter, while target completion is by the end of 2025.

The Tanay wind project is Alternergy’s third wind project in Rizal province, while the Alabat wind project is its first wind project in Quezon Province.

“A very extensive and meticulous tender process was conducted for the BOP EPC contracts for the Alabat and Tanay wind projects. A great deal of consideration was taken to ensure that there will be synergies with both our supplier and contractor given our commitment and timeline under the Green Energy Auction

a significant gap in seismic survey activity over the past eight years, according to the DOE.

It said Ratio’s work commitment to conduct the seismic survey aligns with the Marcos administration’s support to bolster the nation’s energy security, unlock the basin’s untapped resources, and stimulate the exploration and development of oil and gas in the country.

It said the survey also represents a significant milestone in the DOE’s petroleum exploration campaign, where the country’s oil and gas potential remains largely unexplored.

HOLCIM Philippines Inc. and Megawide Construction Corp. renewed an agreement for the exclusive supply of cement for all Megawide projects in Luzon.

The agreement, signed earlier in March 2024, will deliver the cement requirement of Megawide’s precast and construction solution (PCS) unit’s projects for the year, Holcim Philippines said in a statement.

“We are grateful to Megawide for its continuing trust in our ability to support them in building important development structures in the country. We look forward to providing Megawide’s cement supply needs in 2024 and continuing engagements on possible collaborations to advance innovative and sustainable building in the Philippines,” said Holcim Philippines president and chief executive Horia Adrian.

Holcim and Megawide have been industry partners since 2016.

Megawide is one of the infrastructure companies tapped to build the Malolos-Clark Railway and the Metro Manila Subway. It also has property development projects through unit PH1 World Developers Inc.

Holcim has been accelerating efforts to support innovative and sustainable construction in the country.

“With our renewed supply agreement with Holcim Philippines Inc., Megawide has reinforced its linkage with a like-minded partner who supports our vision of a First-World Philippines,” said Holcim Philippines executive vice president for precast and construction solutions Markus Hennig. Alcaraz repeats as Indian Wells champion

INDIAN WELLS—World number

two Carlos Alcaraz cruised home in a 7-6 (7/5), 6-1 victory over Daniil Medvedev on Sunday to win a second straight Indian Wells ATP title, both coming at the Russian’s expense.

Alcaraz captured his first title since Wimbledon last July and became the first repeat winner at Indian Wells since Novak Djokovic won three straight titles from 2014-16.

For the 20-year-old Spaniard, 12 days in the California desert proved just what he needed after a stuttering start to the season, which included a quarter-final exit at the Australian Open and an ankle injury that forced him out of his opening match at Rio de Janeiro in February.

“A lot of doubts for me,” he said of his mindset coming in amidst his longest title drought since he burst through for his first Grand Slam title at the 2022 US Open.

For Alcaraz, however, it wasn’t just about ending the drought, it was about rediscovering his joy in the game.

“It means a lot to me, lifting this trophy, winning this tournament, because I overcome a lot of problems in my head, a lot of problems physically,” he said.

“Not that I didn’t win a tournament since Wimbledon. For me, it doesn’t matter, It’s about the feelings ... It’s about enjoying playing tennis, once I step on the court, putting my game. It’s what only matters.

“That’s why I’m really, really happy to lift this trophy, because I found myself at this tournament.”

As he did last year, Alcaraz denied Medvedev’s bid to capture the only one of the ATP’s six hardcourt Masters 1000 titles he has yet to win.

More importantly, after a week in which he ended Australian Open champion Jannik Sinner’s 19-match winning streak, Alcaraz was looking forward with renewed confidence to next week’s hardcourt tournament in Miami and beyond.

“Obviously winning tournaments helps a lot coming to the next ones,” said Alcaraz, whose tournament included not only a semi-final victory over red-hot Sinner but also a brush with a swarm of bees in his quarter-final win over Alexander Zverev—the man who ousted him in Melbourne. AFP

PH women’s football gets $2.25m from FIFA for World Cup campaign

MEMBERS of the Philippine national women’s football team received a total of $2.25 million or around P125.163 million from FIFA, the world’s governing body for the sport, for making it to the tournament proper of the FIFA Women’s World Cup 2023 in Australia and New Zealand.

The team, collectively known as the Filipinas, settled for a share of 17th to 32nd place with 15 other teams in the tournament.

The other teams include Brazil, Canada, China, Costa Rica, Germany, Haiti, Portugal, Ireland, Vietnam and Zambia.

Each player, led by scoring ace Sarina Bolden, was entitled to around

Fighting

$30,000 for their participation in the World Cup.

The Philippine Football Federation, on the other hand, got around $1.56 million for the undertaking from the FIFA.

In its annual report, FIFA “increased its financial contributions to players, participating member associations and the clubs of players

taking part in the tournament.”

From $15 million in 2015 and $50 million in 2019, support for the athletes and their associations went to a new high of $152 million in 2023.

Financial activities related to the FIFA Women’s World Cup came out when the FIFA Council met in Zurich on Thursday last week and unanimously approved the Annual Report for 2023. According to the report, Spain got $10.5 million for winning the championship, while England’s side took $7.5 million for its runner-up finish.

The Filipinas, who were coached by Allen Stajcic back then, managed to win once and lost two matches during the Group Stage.

The Filipinas later took part in the second round of the 2024 AFC Women’s Olympic Qualifying Tournament in Perth, Australia, later that year.

Afterwards, they absorbed an 0-8 defeat to host Australia on the second matchday took place in front of a sold-out crowd of 59,155 at the Perth Stadium.

The loss kept the Philippines from advancing to the third round and qualify for the women’s football tournament of the 2024 Summer Olympics.

Officials said the FIFA Women’s World Cup 2023 in Australia and New Zealand “was an unprecedented success, with outstanding performances both on and off the pitch.”

With this success, officials added that there was “significantly increased investment in this historic tournament, as FIFA introduced new ground-breaking distribution models for the players and participating member associations to increase the rewards for their achievements at the tournament.”

Maroons overpower Golden Sox, 16-6

UNIVERSITY of the Philippines surged late to overpower the leagueleading University of Santo Tomas, 16-6, securing its third win in the UAAP 86 Baseball tournament on Sunday at the former’s home field in Diliman, Quezon City.

The Fighting Maroons avenged their 8-15 opening day loss against the Golden Sox to move into solo fifth place with a 3-4 win-loss record, just one win behind the logjammed UST, De La Salle University Green Batters, Ateneo de Manila University Blue Eagles, and National University Bulldogs, all of which are at 4-3. “Nakita mo naman ‘yun nangyari dun sa adjustment. Even with all the injuries, nag-step up sila ngayon dahil sinabi ko must-win na sa ‘min

itong last four games for us to make it to the Final Four,” said UP head coach Anthony Dizer.

Adjustments came indeed after a scarce offensive outing against De La Salle on Thursday, as UP came up with 14 hits and scored in six of the nine innings they batted, including that sixrun swing from the third to the fifth frames that set the tone for the win.

The Fighting Maroons snagged the lead in the fourth at 4-3 after cutting that cushion to one, thanks to a two runs-batted-in single from Tristan Yu.

The Golden Sox then retaliated to get back at 5-4 with a base hit of their own that scored two care of Harry Geronimo.

The home side, playing as visitors for the game, though, took control of the proceedings with a huge fifth-inning rush with rookie catcher Eman Javier starting it off with no less than

a triple to the right center. Two straight errors from UST scored Javier and put Razhley Santos and Aaron Nicha on the bases for UP. Kobe Torres and LM Basañes obliged with sacrifice hits to take back the advantage, 8-3, which turned out to be for good.

Javier concluded with another impressive outing, recording three hits on five at-bats and making a significant defensive play in the seventh inning by catching Raniel Carido attempting to steal second base. However, it was the astute pitching from fellow rookie Ram Matanguihan that limited the otherwise potent Golden Sox to just four hits in the seven innings he pitched.

Steven Dominguez ended with two of these five hits while reigning MVP Justine Rosales got out in the other two instances of his five at-bats that he was not given a free pass to first base.

Singson eyes rebound as LPGT Palos Verdes fires off

DAVAO—After a setback at the Apo Golf Classic, Mafy Singson is poised to bounce back stronger in the ICTSI Palos Verdes Championship, which begins today (Tuesday, March 19) at the Rancho Palos Verdes Golf and Country Club here.

In her recent pro debut, Singson’s title aspirations were dashed by a single hole, where a triple bogey on No. 6 of Apo course proved costly, ultimately allowing Sarah Ababa to snatch victory from her grasp.

However, rather than dwell on the disappointment, the former national team mainstay remains undeterred and is fully focused on the challenge that awaits her at Palos Verdes.

“Keep my cool and be more patient,” said Singson, reflecting on the lessons learned from her recent set-

back. “I’ll just have fun and hope to play my best.”

Ababa, fresh off her triumphant performance at Apo, leads the 19-player field, upbeat of her chances for another championship in the 54-hole tour sponsored by ICTSI and organized by Pilipinas Golf Tournaments, Inc.

But contenders like Mikha Fortuna, Harmie Constantino and Florence Bisera are also eager to excel on the broader yet equally demanding course at Rancho Palos Verdes, ensuring another spirited battle for top honors in the P750,000 event supported by PGTI official apparel Kampfortis Golf.

However, all eyes will be on Lois Kaye Go, who is determined to redeem herself following a disappoint-

ing pro debut that saw her finish in 10th place. Despite the challenges, Go remains unwavering in her commitment to improving her performance and leaving her mark at Palos Verdes. The tournament promises to deliver thrilling competition with Chihiro Ikeda, Pamela Mariano, Marvi Monsalve, Gretchen Villacencio, Rev Alcantara, Miya Legaspi, Apple Fudolin, Kristine Fleetwood, Eva Miñoza, Lucy Landicho, Laurea Duque, Annika Cedo and Velinda Castil rounding up the field. After the two-leg Davao swing, the LPGT, supported by Kampfortis Golf, the official apparel of PGTI, moves to Cavinti, Laguna for the ICTSI Caliraya Springs Championship on April 9-12.

Canino slays another giant in Battle of Women Masters

WUNDERKIND Ruelle Canino continued her giant-slaying ways after she upset Woman International Master Bernadette Galas in seizing a share of the lead after two rounds of the Philippine National Chess Championships dubbed “The Battle of Women’s Masters” at the City Hall of Malolos, Bulacan yesterday.

It was a fitting followup to the 15-year-old Cagayan de Oro Cityborn lass’ stunning opening-round triumph over defending champion WIM Marie Antoinette San Diego the day before that kept the former well perched at the helm.

There, Canino was joined by Woman Grandmaster-candidate Kylen Joy Mordido, who smashed April Joy Ramos to likewise stay unscathed in this 11-round, 12-player tournament hosted by Malolos City Mayor Atty. Christian Natividad, organized by the NCFP and backed by the PSC and POC. Canino was on course in claiming the one slot the Asian Indoor Martial Arts Games in Bangkok, Thailand this November, one of the three seats to the team bound for the FIDE World Chess Olympiad in Budapest, Hungary this September and the top purse worth P85,000.

The six-time Asian Age Group champion was gunning for a third win in a row against Woman FIDE Master Allaney Jia Doroy in the third round at press time.

Half a point off the pace were WFMs Cherry Ann Mejia, who drew with former national champion WIM Jan Jodilyn Fronda, and WIM Shania Mae Mendoza, who bested Jarel Renz Lacambra.

Sche ler wins back-to-back Players Championship titles

MIAMI—World number one Scottie Scheffler became the first man to win back-to-back Players Championships with a superb eight under-par 64 on Sunday, giving him a one-stroke victory at TPC Sawgrass.

Wyndham Clark, Brian Harman and Xander Schauffele all finished a shot behind Scheffler, with Clark going agonizingly close to forcing a playoff with Scheffler.

All three of the challengers in the allAmerican battle needed birdies on the 18th and Clark was distraught after his 17-foot birdie putt lipped out.

That left Scheffler, waiting on the range at 20-under, to celebrate his historic achievement of consecutive wins at the Ponte Vedra Beach course

as he followed up his victory at Bay Hill last week with another display of his consistency.

Scheffler entered the final round trailing overnight leader Schauffele by five shots but got his charge under way with an eagle on the par-4 fourth, where he holed out from 92 yards, before making three more birdies before the turn.

It was classic Scheffler on the back nine as he kept out of trouble and added three more birdies for his bogey-free 64.

Then it was over to the trio chasing

him to make up the gap and while Clark made birdies on 16 and 17, he fell just short on the last.

“We had a great finish yesterday and then got off to a slow start today but then the hole out on four kind of propelled us a little bit,” said Scheffler.

“I hit a lot of good shots, did a lot good things this week and it’s nice to come out on top.

“It’s tough enough to win one Players and so to have it back-to-back is extremely special.”

The chasing trio paid the price for crucial bogeys.

Schauffele made bogeys on 14 and 15 and reigning US Open winner Clark’s bid looked to have faded after bogeys on 10 and 14. ‘Gutted’

Clark, who won this season at Pebble

Beach, had his worst putting round of the week but found his touch with birdies on 16 and 17 before the 18th ended in frustration.

“I don’t know how that putt doesn’t go in,” he said. “It was kind of right center with like a foot to go, and I knew it was going to keep breaking, but it had speed and I thought it was going to good inside left, and even when it kind of lipped, I thought it would lip in. “I’m pretty gutted it didn’t go in.”

“You finish second, you get a bunch of points and money and all that stuff, but it just sucks. I’ve always wanted and dreamed about making a putt that really mattered to either force a playoff or win a tournament, and I have yet to do it in my professional career, so I was pretty bummed that I didn’t have one of those really awesome moments. Tour returnees boost Palos Verdes golf title chase

DAVAO—The ICTSI Palos Verdes Championship unfolds today (Tuesday, March 19) at the Rancho Palos Verdes Golf and Country Club here, featuring a formidable roster led by Apo Golf Classic winner Jhonnel Ababa and bolstered by the return of seasoned Angelo Que, along with Lloyd Go, Sean Ramos and Gab Manotoc. The multi-titled Que aims to break his long title spell on the Philippine Golf Tour after a series of overseas campaigns, including in the International Series Macau last week. Meanwhile, Go, Ramos and Manotoc are back from stints in an Asian Development Tour event in Vietnam, adding depth to the already star-studded field.

The 72-hole championship boasts a prize purse of P2 million and showcases the country’s top players, including several foreign contenders who earned their spots through the recent PGT Q-School.

With Rancho Palos Verdes offering a different challenge compared to the tight Apo layout, expect the competitors to adopt varied strategies to tackle the course and contend for the title.

Ababa, fresh from his dramatic playoff victory over Guido van der Valk, seeks to carry his momentum into this event. However, he faces tough competition from van der Valk, Tony Lascuña and Jay Bayron, who are all determined to bounce back from near-misses at Apo.

Young talents like Ryan Monsalve and Kristoffer Arevalo are also tipped to figure prominently in the title chase with the former showing promise with a strong fifth-place effort anchored on a closing 70, and the latter seeking redemption after a disappointing final round of 81.

“I need to set my pace right, set my motivations right. It it all connects, maybe I’ll get a win,” said Arevalo, who led in the third round but faltered and tumbled to joint 13th.

“This will be my home until the end of my career,” he affirmed when he renewed his contract with GMA Network last week.

GMA’s top executives were present at the signing, including Attorney Felipe L. Gozon, Gilberto Duavit, Jr., Felipe S. Yalong, and Lilybeth G. Rasonable

When asked about returning to a noontime show, Michael V. said it wasn’t the right time. He previously left Eat Bulaga! for a reason, and that reason remains why he doesn’t want to host a noontime program now.

“Every day is an opportunity to be a better version of ourselves,” Donny said. “It’s not about the likes or the follows, but being real with yourself and with others.”

Belle emphasized staying true to oneself even online: “Stay true, kahit online [Even though you’re online]. Even though we may be in the public eye, we are still normal people who value family and friends the most.”

Donny suggests finding moments of quiet amidst the constant notifications, while Belle finds solace in simple joys like reading and spending time with family.

DonBelle believes authenticity fosters meaningful connections. “The real challenge is to continuously evolve and share that journey with others,” Donny said.

it was only on Saturday that I was able to report,” Bitoy recounted. “I felt ashamed of that. I could only give them a little of my time. I didn’t want to work that way. Besides, it was the height of the popularity of AlDub so, I decided to leave. I think that was the perfect time to resign from the show and do something else,” he went on Bitoy disclosed that despite this, he still received an offer to go back as host of Eat Bulaga!

“From time to time, they still call me to host. It’s just that there’s a conflict in the schedule. But I assure everyone that my communication line with the show is always open,” he ended.

* * * ACTOR Joshua Garcia revealed in a recent interview that he prioritizes investments and selfcare with his earnings from showbiz.

Garcia, known for his role in the recently concluded Un-break My Heart, shared that his income has gone towards various investments over the years.

“I left Eat Bulaga! before. There’s a reason for that and I think, it’s the same reason I have now why I still don’t want to engage in hosting a noontime program,” he said.

For the record, the ace comedian became the host of Eat Bulaga! when it was still with GMA from 2004 until 2016. What was the reason why he came to such a decision?

“I bought a three-level townhouse for my family. That was my first project some years back and I’m happy I was able to do it. Now, my dream is to become a franchisee of a popular burger chain in my native Batangas. Hope it will happen soon,” he shared. Garcia’s financial responsibility stems from his role as the breadwinner in his family. This year, however, the actor is making self-care a priority. He incorporates workouts, exercises, and “self-pampering” into his routine, even mentioning the benefits of a healthy sleep schedule for his skin. Fans can also look forward to seeing Garcia back on screen soon. He’s confirmed for a new soap opera and a reunion project with actress Julia Barretto.

“There came a point in my life then when I had to do other equally important things. So, first, I reported on Wednesday, Friday, and Saturday. Until it became Friday and Saturday. Eventually,

‘A Soldier’s Heart’: First Arabic-dubbed Pinoy series to stream in Middle East

ABS-CBN’s hit action-drama series A Soldier’s Heart becomes the first Arabicdubbed Filipino drama to stream on rising video-on-demand platforms in the Middle East after the company forged an agreement with Rabee Alhajabed Art Production & Distribution FZE. The hit action-drama is available on streaming platforms Maraya, Shofha, and Weyyak, covering Egypt, Saudi Arabia, the United Arab Emirates, and other Arabicspeaking territories.

A Soldier’s Heart follows the powerful story of Alex (Gerald Anderson), an IT expert who joins the army and crosses paths with a Muslim family whose identity makes him reconsider where his future might lie. Proving to be a stirring drama, its story made a lasting impact on the hearts of viewers, while also emphasizing the challenges and

sacrifices military people face as they fulfill their oaths to their nation. Similarly, a staple of Philippine popular culture, the action-fantasy drama Darna, which starred Jane de Leon, will soon be available with its own Arabic-dubbed

version. This Arabic-dubbing initiative of ABS-CBN comes after the series of scripted format sales of A Mother’s Guilt, Mea Culpa, The Good Son, and Forevermore in the region, further solidifying ABS-CBN’s strength in creating deeply moving stories that cross borders. Selling over 50,000 hours of content to over 50 countries in Asia, Africa, Europe, and Latin America, ABS-CBN has transitioned from a Philippine broadcasting company to a global content producer that champions Filipino talent by showcasing world-class Filipino shows to diverse audiences across multiple platforms.

Belle offered a simple yet powerful message: “Be real, inspire. If we can somehow encourage our community to be better versions of themselves if we can bring joy to their lives, and if we can help them live for real to live more, happy na kami ni Donny [Donny and I are already happy].”

Smart Prepaid’s latest campaign, “Live for Real,” echoes the DonBelle phenomenon, emphasizing authentic connections through innovative offerings like PowerAll, Magic Data, and Smart Prepaid eSIM. Smart Prepaid eSIM allows users to enjoy multiple SIMs in one device without a physical SIM card, available for instant digital delivery via the Smart Online Store or accredited retailers.
