NVIRONMENT Secretary Roy Cimatu wants the rehabilitation of Puerto Galera to follow the footsteps of Antique’s Boracay Island and Manila Bay to protect and preserve the country’s prime tourist destinations.

He recently visited Oriental Mindoro’s Puerto Galera and ordered the Department of Environment and Natural Resources MIMAROPA executive director Henry Adornado to put up a DENR office in the area to ensure that the famous tourist destination is properly managed. He also instructed Adornado to fa-

cilitate the transfer of the regional office from Roxas Boulevard in Manila to Calapan City in Oriental Mindoro pursuant to the provisions of Republic Act 10879 that makes the city the regional center for Marinduque, Occidental Mindoro, Oriental Mindoro, Palawan and Romblon. “It will never be easy. In a letter of complaint to Duterte, Veronica Bautista of VNB Construction claimed the two uses to call provincial mayors and demand commission for every project. “They are calling mayors for the 15 percent commission on each project claiming that they are the ones releasing the budget approval in DBM,” Bautista said in her letter. Bautista also alleged that there were threats if the local chief executives failed to cooperate, the fund or the budget for the municipality would not be released. “Mr. President, corruption is happening and we, small time contractors, are affected. We are being struck down because of the percentage they are asking,” she said. Bautista is optimistic that Duterte, known to be an advocate against corruption, will act on their complaint and will immediately order an investigation on the matter.

PRESIDENT Rodrigo Duterte directed the police and the military, as well as the other law enforcement agencies and government instrumentalities, to ensure the successful conduct of the Dec. 7 plebiscite for the ratification of Davao de Oro province. Under Memorandum Order 42 inked on Nov. 28 but released on Tuesday, Duterte concurred with the Commission on Elections in the deputation of the Philippine National Police and the Armed Forces of the Philippines for a referendum on the renaming of Compostela Valley to Davao de Oro. “Pursuant to Section 2(4), Article IX-C of the Constitution, the Comelec is empowered to deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the AFP, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible elections,” President Duterte said in the memorandum. “By virtue of the powers vested in me by the Constitution and existing laws, [I] hereby concur with Comelec Resolution No. 10616, deputizing the AFP, the PNP, and other law enforcement agencies and instrumentalities of the Government, in connection with the 07 December 2019 Plebiscite in the Province of Compostela Valley,” he added. On April 7, 2019, Duterte signed Republic Act 11297 renaming Compostela Valley to Davao de Oro. Presently, Compostela Valley is the only province in Davao Region that does not bear the name “Davao.” The Davao Region is composed of Compostela Valley, Davao del Norte, Davao Oriental, Davao del Sur, and Davao Occidental. Legislator files bill to encourage careers in agriculture, fisheries By Maricel V. Cruz A LEGISLATOR on Tuesday asked her colleagues in the House of Representatives to speed up the passage of a bill that encourages students to take up courses in agriculture and fisheries. Rep. Sharon Garin of AMBIS-OWWA said the enactment of House Bill 3596 or the Young Farmers Program Act would encourage the youth to go into farming or fishing by providing incentives for students in those courses in both government and private institutes of higher learning. Garin said: “The Philippines is witnessing the extinction of its farmers first-hand in a time where ensuring food security is proving to be a herculean challenge. “With the next generation running after globally-competitive careers, and with only a few willing to absorb the practice and knowledge of agriculture, this ‘extinction’ poses a great threat to the country’s food security.” In filing the bill, Garin, a deputy speaker, said: “We want the youth to immerse themselves once again in the noble practice of agriculture. There is a need to reinforce the idea that it is a viable career option. “We must also dispel the notion that farming is tedious, unsustainable, and unglamorous. Indeed, the timeless Christian proverb, ‘The harvest is plentiful, but the laborers are few, has become relevant more than ever’.” Government statistics indicate that as of October 2018, agricultural workers comprise just 25 percent of the country’s labor force, from a high of 35.7 percent in 2016, and 39.5 percent in 1998. “This growing decline is alarming,” Garin said.

Pichay assails ‘neglect of education’ A LEGISLATOR from Mindanao on Tuesday said he would push for a bigger share of the national government’s budget for education and public works as he lamented the drastic cut in his province share of that budgetary item. “Before we used to get around 20 to 30 new classrooms a year. Now we only got five. In 2017, we hired 200 new teachers, this year, teacher hiring went down to only 20,” Rep. Prospero Pichay Jr. of Surigao del Sur said. Pichay said the sharp decrease in the number of new classrooms and the accompanying reduction in the hiring of new teachers was done despite the province’s fastest-growing population. Pichay blamed that the new “cash basis” budgeting scheme of the national government for the difficulties in getting funds for classroom construction the hiring of new teachers. This, he said, despite the fact that the province was among the fastest-growing locali-

ties in the country. For 2020, Pichay said only a few teachers would be hired in Surigao del Sur. He is at a loss to explain the seeming inequity. “I cannot understand it. While the population is increasing fast, the hiring of new teachers and the construction of classroom has almost come to a standstill.” He said provincial officials must seek an audience with officials of the Department of Education and the Department of Budget and Management on the matter. “We need to enlighten the people at the DBM. The Education secretary should make DBM realize that we have an increasing population and we need more teachers and school buildings so as not to sacrifice the future of our children,” Pichay said. He said he will file a resolution, in aid of legislation, next year to make DepEd and DBM officials explain the sorry state of education situation in the province. Maricel V.
