Austin blasts China’s WPS actions as ‘irresponsible’

Defense chiefs from the US, Australia, Japan and the Philippines vowed to deepen cooperation and increase the tempo of joint military exercises amid concerns over China's aggressive actions in the South China Sea.

The Hawaii meeting came a month after the four countries held their first joint naval exercises in the South China Sea.

US Defense Secretary Lloyd Austin III, in particular, hit China’s “irresponsible” actions in the West Philippine Sea.

“The kind of behavior we’ve seen where Filipino crews are put in danger, sailors have been injured and property damaged—that’s irresponsible behavior, and that disregards international law,” Austin said.

China Coast Guard on Tuesday used a water cannon in Panatag Shoal against a Philippine Coast Guard ship.

THE country's bishops on Friday released a special prayer asking for rain. The Catholic Bishops' Conference of the Philippines (CBCP) issued "Oratio Imperata Ad Petendan Pluviam" or the Obligatory Prayer to Request for Rain.

"We are respectfully sending the text of the Oratio Imperata Ad Petendam Pluviam prepared by the Episcopal Commission on Liturgy for your consideration and use according to your pastoral discretion," Msgr. Bernardo Pantin, CBCP secretary general, in a letter addressed to archbishops, bishops, and administrators.

The Oratio Imperata is released when a grave need or calamity occurs. The CBCP also issued one during the height of COVID-19 pandemic.

Cedric Lee gives up, Cornejo in prison

BUSINESSMAN Cedric Lee, who was sentenced to life with model Deniece Cornejo and two others in the case of actor Vhong Navarro, surrendered to the National Bureau of Investigation (NBI) late Thursday. Lee presented himself to the NBI headquarters in Mandaluyong City at 7:30 p.m. His lawyers are now preparing an appeal of his conviction for serious illegal detention.

Meanwhile, the Bureau of Corrections (BuCor) confirmed Friday that Deniece Cornejo and Simeon Raz are now in prison. Orangutan seen treating wound in world first

SCIENTISTS have observed an orangutan applying medicinal herbs to a face wound in an apparently successful attempt to heal an injury, the first time such behavior has been recorded.

Primates have previously been seen eating plants or rubbing them on themselves in behavior scientists theorized was intended to ward off disease or discomfort.

But the apparent treatment seen by researchers in Indonesia in 2022, and reported in the journal Nature Scientific Reports on Thursday, is the first time a wild animal has been seen applying medicinal plants to a wound.

Scientists were tracking a male orangutan nicknamed Rakus at the Gunung Leuser National Park in Indonesia's Aceh province when they noticed an open wound on his face.

Three days later, they spotted him chewing the leaves of a vine called Fibraurea tinctoria, which is known for its medicinal properties and has long been used in local traditional medicine.

The orangutan "began chewing the leaves without swallowing them and using his fingers to apply the plant juice from his mouth directly onto his facial wound," said the study by Indonesian and German scientists.

When flies began to land on the site, Rakus "smeared the entire wound with the plant pulp until the red flesh was fully covered with the green leaf material."

The next day, Rakus was seen eating the vine's leaves again, and a week

later his wound had closed up, subsequently healing without any sign of infection.

The study describes the behavior as the "first systematically documented case of active wound treatment with a plant species known to contain biologically active substances by a wild animal."

Researchers said it was impossible to be sure the behavior was intentional, but the fact that the juice and leaves were applied repeatedly and only to the wound suggests Rakus was trying to treat his injury.

They speculate the orangutan could have stumbled across the treatment, perhaps by first chewing the plant and then finding the juice offered pain relief when accidently touching it to a wound.

Orangutans are known to learn skills from each other through observation, but the scientists said they had no record of similar behavior in 21 years and 28,000 observation hours in the area.

Rakus, however, had moved to the region from elsewhere, raising the possibility he learned the medical technique from a different community.

The observation adds to a growing body of evidence about the way primates use plants to keep healthy, including swallowing whole leaves that have anti-parasitic properties.

Elsewhere in Indonesia, orangutans have been seen rubbing the chewed leaves of a different plant into their skin, possibly to harness its anti-inflammatory properties. AFP

Doraemon to the rescue! Thai town desperate for rain

AS MILLIONS across Southeast Asia sufer a blistering heatwave that is melting railway tracks, a Thai village resorted to an unusual method to seek rain: parading a Japanese cartoon cat. Thailand has sweltered in recent weeks as the temperature climbs across the region, with experts saying climate change is making heatwaves more frequent, longer and more intense. In the kingdom's central Nakhon Sawan province—which has been without rain for months—villagers in Phayuha Khiri District hoisted Japanese manga cat Doraemon to break the drought. Sparkly dressed paraders bore a tinsel-decked cage containing the stuffed toy through the village while onlookers sprinkled it with water. Theirs was a new take on an old dry season ritual known as "Hae Nang Meaw," literally, the parading of a female cat.

The well-known feline aversion to water means some link the animals to rainfall, with their furious meows after being drenched thought to summon precipitation.

Most villagers no longer use real cats, lifting Doraemon or HelloKitty dolls instead.

As Doraemon was paraded in Thailand's heartland on Tuesday, in the south, the searing heat buckled railway tracks in Nakhon Si Thammarat province.

Railway workers doused the rails with water to try to bend them back into shape after the mercury hit 41 degrees Celsius (105 Fahrenheit).

The State Railway of Thailand said the "extreme heat" was to blame for the tracks warping between Ron Phibun and Khao Chum Thong on April 30.

LTO warns public of new online phishing scam

THE Land Transortation Office on

Friday warned motorists of a new online scam that unlawfully imitates its traffic violation notification.

LTO chief Vigor Mendoza said he is now closely coordinating with the Philippine National Police to go after online scammers who are using the agency in its illegal money-making scheme.

The agency has also coordinated with its online payment partners.

“Your LTO is not sending a notice

of violation. This system has not been working for a long time so any message you receive is definitely from scammers,” he said.

“We advise our citizens not to ignore and report it immediately to the appropriate authorities for appropriate action. On the part of the LTO, we are coordinating with our partners and other concerned government agencies to run after these people and protect the public,” he added.

The LTO chief raised alarm over the proliferation of a phishing scam be-

ing perpetrated by online scammers claiming the target victims have traffic violations.

The same text message contains a link to a fake LTO website.

Once all the details have been input to the fake websites, the selection of payment option would redirect the user to a counterfeit login page which is designed to steal their information.

Mendoza advised the public to directly communicate with any LTO branch should they receive such text messages.

WITH more than 6.5 million same-day visitor arrivals in the fourth quarter of 2023, Tagaytay City became the top local government unit (LGU) for tourism in Cavite province, the Office of the Provincial Tourism Office reported last Monday, April 29.

Data released by the same office also said there were 268,065 tourists, who went to Tagaytay for an overnight trip from October to December of 2023. Known among the country’s most popular destinations due to its scenery and cool climate, Tagaytay boasts several go-to places such as the People’s Park in the Sky, Picnic Grove, Pink Sisters Convent and Skyranch, among others. THE Land Transportation Office has apprehended a total of 248 vehicles nationwide in its intensified anti-colorum campaign for April.

Region 4-A (Calabarzon) recorded the highest number of apprehensions with a total of 101.

LTO chief Assistant Secretary Vigor Mendoza II said collated data from all regions showed a total of 84 vans were apprehended for providing public transport service without the necessary permit from the Land Transportation Franchising and Regulatory Board (LTFRB). Suspect in media slay arrested in Cotabato

THE suspected gunman in the 2019 killing of broadcaster Eduardo Dizon in Kidapawan City, North Cotabato has been arrested.

Citing a report from the Special Investigation Team (SIT), PTFoMS Executive Director Undersecretary Paul Gutierrez said Junell Jane Andagkit Poten, alias “Junell Gerozaga,” 33, was arrested Thursday night in Barangay Saguing, Makilala, Cotabato.

An informant provided authorities with positive information on the whereabouts of Poten.

Dizon, a radio commentator for Brigada News FM in Kidapawan City, was gunned down by two armed suspects on July 10, 2019.

He sustained five bullet wounds and died on the spot.

Gutierrez said Poten’s arrest demonstrates the Marcos’ administration’s continuing effort to create a safe media environment for journalists, as well as its commitment to the rule of law and the delivery of justice to victims of violent crimes.

ASEAN confronts US-BBM proxy war

THE South China Morning Post headlined last April 25, 2024 “South China Sea: Malaysia opposes ‘external forces’ meddling in disputed waters, foreign minister says in swipe at US-Philippines military exercises,” the normally very reticent ASEAN member states are certainly beginning to be very audible in their opposition to the year-and-a-half US-BBM ramp-up of tensions in the disputed South China Sea areas of the Philippines with other littoral ASEAN countries, Taiwan and China.

China is the only focus of the Philippine’ contestations which is so very strangely convenient for the American’s containment targeting of China and the Project Myoushu’s “assertive transparency” campaign of the US Office Of Naval Research’s Gordian Knot Center of National Security Innovation (a.k.a. Maritime Counter-Insurgency operations).

Some of the objectives of these US Black Ops are “exacting reputational cost on China” and, ”...generating international support for Philippine claims.”

In the SCMP report, Malaysian Foreign Minister Mohamad Hasan stated his opposition to “external forces” meddling in disputed waters as no longer such a “veiled swipe” at US-BBM military exercises.

The reference is clearly to the US naval assets leading the US-BBM military drills in disputed SCS waters, an unequivocal chastisement of the interference which the US is conducting in the ASEAN and Asian region stirring up trouble and tension.

The Malaysian foreign minister’s criticism of the US interference in the ASEAN regions comes just a weekand-a-half after Singapore foreign minister Vivian Balakrishnan’s visit to Manila to advice the Philippines’ foreign minister Enrique Manalo that “... Although Singapore has no claims in the SCS, the moment you have escalation of tension or collisions or military action in the SCS, it will immediately impair and impede trade. It will increase insurance premiums...” Balakrishnan objected to the accusations from US and Philippine sources that ASEAN has failed to issue a unified stance on the SCS dispute saying, ““The most important thing for the whole of ASEAN is to maintain peace and stability in the South China Sea because it is not only our immediate backyard but it is also one of the world’s busiest waterways ...”

In fact, the US-BBM’s daily tensionbuilding naval drills news releases are already impacting ASEAN trade. All these followed Singapore Premier Lee Hsien Loong’s Nov. 2013 rhetorical advice to Filipinos, “Do Filipinos want to be the battleground between the US and China?”

Cha-cha’s fate will depend on the 2025 election results, particularly of the 12 senators we will elect, re-elect or return to the chamber of the once august.

That is how important the 2025 midterms are: the resurrection of cha-cha and the positioning for 2028, when once again our voters choose their president who, by defined and traditional powers, the determinant of the near future with lingering effects on the next generation. The president, during the oath-taking of a few members of the “thawed” Partido Federal, the party by default of candidate Marcos Jr. in 2022, said “we will make our alliances with…Lakas, NPC, NP, and NUP.” Clearly these alliances will have to do with the administration senatorial lineup, while equity of the incumbent will prevail in the HoR, which means the “allied” party members need not switch to either Lakas or PFP to be the “official” candidates.

A “steering committee” will iron out the local rivalries. A former DoTr Usec now presidential assistant has been tapped to manage the senatorial campaign in behalf of the “titular” campaign manager.

From the Nacionalista Party, there are incumbents Imee Marcos and Pia Cayetano, plus Cynthia Villar’s daughter, Las Pinas representative Camille Villar, and Medal of Valor awardee Col. Ariel Querubin.

I have no confirmation if NUP president L-Ray Villafuerte of Bicolandia will join the fray for the once-august chamber. Another Bicolano stalwart is whispered to be a candidate for an important Cabinet position after May 2025.

I had lunch with two “independent” former senators recently, and when the conversation turned to 2025, one cryptically remarked: “What’s the use of elections when precinct votes show identical results, as in several precincts of Manila?”

Unity begins when we recognize our interconnectedness – a thread that binds us together as fellow travelers on this journey of life.

Our differences—whether religious, cultural, linguistic, or ideological—add vibrancy to our existence.

Imagine a world where everyone looked the same, spoke the same language, and thought alike—it would be monotonous.

Instead, let’s celebrate our diversity. Each person brings a unique perspective, enriching our collective experience.

Xi heads to Europe to defend Russia ties

BEIJING – Xi Jinping heads to Europe on Sunday to defend China’s “no limits” alliance with Russia, first to key Ukraine backer France, then to Serbia and Hungary, which have close ties to the Kremlin. The world’s second-biggest economy is seeking to deepen political and economic ties in Europe to counterbalance difficult relations with rival Washington.

But analysts say that if France and other Ukraine allies in Europe believe that Xi can be coaxed into abandoning his friendship with Russian President Vladimir Putin, they will be disappointed.

Despite French President Emmanuel Macron’s red carpet welcome for Xi when he arrives on Sunday, their talks will be far from straightforward.

In Paris on Monday, Xi and Macron will hold talks with European Commission President Ursula von der Leyen, who has urged Beijing to play a greater role in ending the Ukraine war.

“If the European side expects China to impose sanctions on Russia, or to join the United States and Europe in imposing economic sanctions on Russia, I think it’s clearly unlikely to happen,” said Ding Chun, director of the Centre for European Studies at Shanghai’s Fudan University. AFP

Taiwan detects 26 Chinese aircraft

TAIPEI – Taiwan’s defense ministry said Friday it had detected 26 Chinese aircraft and five naval vessels around the self-ruled island in the previous 24 hours.

The sorties come weeks before the May 20 inauguration of new Taiwan president Lai Ching-te, who China regards as a dangerous separatist. A statement from the defense ministry said 17 of the aircraft “crossed the median line and entered Taiwan’s northern and central ADIZ (air defense identification zone).

The line bisects the Taiwan Strait, a narrow 180-kilometer waterway separating the island from mainland China. Beijing, which does not recognize the line, claims democratic Taiwan as part of its territory and has never renounced the use of force to bring the island under its control. Under the administration of Taiwanese President Tsai Ing-wen, tensions between Beijing and Taipei have ramped up, as she and her government reject China’s claim to the island.

Her deputy, Vice President Lai, won the island’s January presidential election despite warnings from Beijing that he would cause “war and decline” for Taiwan.

The latest sorties come a day after Manila summoned a senior Chinese envoy to protest against a water cannon incident that damaged two Philippine vessels during a patrol in the South China Sea. AFP

Wellington ‘seriously concerned’ by Beijing

WELLINGTON, New Zealand – New Zealand’s foreign minister on Friday hit out at China’s bid for an increased security presence in the Pacific Islands, warning against actions that could “destabilize” or undermine regional security.

“China has a long-standing presence in the Pacific, but we are seriously concerned by increased engagement in Pacific security sectors,” Winston Peters said in a speech on relations with China that offered rare criticism of New Zealand’s key trading partner.

China has enticed a string of Pacific Island states to switch diplomatic recognition from Taiwan to Beijing and has inked a secretive security pact with the Solomon Islands.

Chinese police, research and military ships have become an increasingly common sight in the region, sparking a battle for influence with the United States and concerns that the region -- racked by violence during World War II -- will again become the scene of a battle between great powers.

“We do not want to see developments that destabilize the institutions and arrangements that have long underpinned our region’s security” Peters told the New Zealand China Council in Auckland. AFP

Hamas considering latest truce offer

PALESTINIAN Territories –Hamas says it is considering in a “positive spirit” a Gaza truce deal, while the UN warned rebuilding the devastated Palestinian territory would require efforts not seen since World War II.

After months of stop-start negotiations, Hamas has sounded an optimistic tone about the latest hostages-

for-ceasefire proposal, raising hopes an agreement may soon be reached -- even as medics in the besieged strip reported fresh strikes on Gaza’s southernmost city of Rafah on Friday.

Hamas chief Ismail Haniyeh said the group will “soon” send a delegation to Egypt to complete ongoing ceasefire discussions with a deal that “realises the demands of our people”.

Haniyeh, the leader of the militant group’s political wing, told Egyptian and Qatari mediators in calls on Thursday that Hamas was studying the latest proposal from Israel with a “positive spirit”.

The stakes of the truce talks were thrown into sharp relief Thursday, when a UN report estimated it could take 80 years to reconstruct all the homes flattened over the course of the nearly seven-month war.

“The scale of the destruction is huge and unprecedented... this is a mission that the global community has not dealt with since World War II,” Abdallah al-Dardari, the UNDP’s Regional Director for Arab States told a briefing in Jordan.

The UNDP assessment forecast the socioeconomic toll inflicted will cost generations of Palestinians to come and called for an urgent ceasefire.

China to launch probe to return samples from Moon

WENCHANG, China – China is set Friday to launch a probe to collect samples from the far side of the Moon, a world first as Beijing pushes ahead with an ambitious programme that aims to send a crewed lunar mission by 2030.

A rocket carrying the Chang’e-6 lunar probe is scheduled to blast off from the Wenchang Space Launch Center in southern China’s Hainan province just before 5:30 pm, officials have said.

It is the latest leap for China’s ambitious space program, which Washington has warned is being used to mask military objectives and an effort to establish extraterrestrial dominance.

The Chang’e-6 aims to collect around two kilograms of lunar samples from the far side of the Moon and bring them back to Earth for analysis.

It is a technically complex 53-day mission that will also see it attempt an unprecedented launch from the side of the Moon that always faces away from Earth.

“Chang’e-6 will collect samples from the far side of the Moon for the first time,” Ge Ping, vice director of China’s Lunar Exploration and Space Engineering Center, told journalists.

The probe is set to land in the immense South Pole-Aitken Basin, one of the largest known impact craters in the solar system.

Once there, it will scoop up lunar soil and rocks, and carry out other experiments in the landing zone. AFP

Israel estimates that 129 captives seized by the militants during their October 7 attack remain in Gaza. The military says 35 of them are dead, including 49-year-old Dror Or. The government confirmed Or’s death early Friday. Two of his children were among the hostages released during the November truce. Biden says ‘order must prevail’ on US campuses

WASHINGTON, DC – US President Joe Biden insisted Thursday (Friday in Manila) that “order must prevail” on college campuses after weeks of turmoil, clashes with police and mass arrests involving student protests against Israel’s war with Hamas in Gaza.

Biden, who had remained tightlipped as the student unrest expanded, spoke just hours after hundreds of police moved in to forcibly clear a sprawling encampment at the University of California, Los Angeles, tearing down barriers and detaining more than 200 protestors.

For weeks, authorities on campuses from New York to California have tried to thread the needle between the right to protest and complaints of violence and hate speech, resulting in more than 2,000 arrests in two weeks as university terms end.

“We are not an authoritarian nation where we silence people or squash dissent,” Biden, who has faced criticism from all sides of the political spectrum over the demonstrations, said in a televised statement from the White House.

“But neither are we a lawless country. We’re a civil society, and order must prevail,” he added.

Seoul warns N. Korea plotting attacks on embassies

SEOUL – South Korea’s spy agency said Friday that Pyongyang was plotting “terrorist” attacks targeting Seoul’s officials and citizens overseas, with the foreign ministry raising the alert level for diplomatic missions in five countries.

The National Intelligence Service said it had recently “detected numerous signs that North Korea is preparing for terrorist attacks against our embassy staff or citizens in various countries, (such as) China, Southeast Asia, and the Middle East”.

“North Korea has dispatched agents to these countries to expand surveillance of the South Korean embassies

and is also engaging in specific activities such as searching for South Korean citizens as potential terrorist targets,” it said in a statement sent to AFP.

The spy agency said it appeared linked to a wave of defections by elite North Koreans who were trapped overseas during the pandemic and are now avoiding returning home after Pyongyang eased strict border controls, having become “sceptical” of the regime. Pyongyang treats defections as a serious crime and is believed to hand harsh punishments to transgressors, their families, and even people tangentially linked to the incident.

North Korean embassy officials may be submitting false reports blaming “external” factors for voluntary defections by their colleagues, in a bid to evade punishment, the NIS said. As a result, the North may be “plotting retaliation” against South Korean embassy staff on such pretences, NIS added.

South Korea’s foreign ministry said on Thursday it had raised its anti-terrorism alert status for five of its diplomatic missions -- embassies in Cambodia, Laos, Vietnam as well as its consulates in Russian port city Vladivostok and the Chinese city of Shenyang. AFP

The Junior Tigresses ended the sixgame winning streak of defending champion National University Nazareth School in the UAAP Girls’ 3x3 Basketball Tournament with a 19-16 stunner on Friday at the Ayala Malls Manila Bay’s Activity Center.

UST sits atop the standings with a pristine 2-0 slate, also beating Adamson on Friday, 21-14.

Russia, Belarus Olympic volunteers shown the door over ‘security’ fears

PARIS—When Diana, a Russian national living in France, received notification late last year that she had been selected as a volunteer for the Paris Olympics, she was ecstatic.

“It was the best Christmas gift ever,” said the 31-year-old woman, who requested her last name be withheld. Diana, who also served as a volunteer during the 2014 Sochi Winter Olympics, was eager to share her experience and contribute to the “grandiose event.”

She received a mission assignment, attended a volunteer convention in March, underwent some training and was looking forward to getting her uniform in May.

Manpower woes force UP to forfeit 3x3 games

UNIVERSITY of the Philippines has forfeited its remaining games in the UAAP Season 86 Men’s 3x3 Basketball Tournament.

Prior to Day 2 of the tournament, UP had already informed the league that it would no longer play its games, citing the lack of manpower to push through with the tournament.

During the opening day of the competitions, the Fighting Maroons only fielded the trio of Francis Lopez, Harold Alarcon, and Chicco Briones.

“We regret to inform our fans and supporters that the UP Men’s Basketball Team was not able to field a 3-man line-up for today’s UAAP Season 86 3x3 Basketball Tournament due to injury,” the team’s statement read.

“FIBA 3x3 rules state that ‘a team shall lose the game by forfeit if at the scheduled starting time of the game the team is not present on the playing court with 3 players ready to play,’” it continued.

“Due to this, the UP Men’s Basketball Team has forfeited its remaining games in the tournament.”

The Fighting Maroons were scheduled to face the FEU Tamaraws and the DLSU Green Archers today, the UST Growling Tigers and the NU Bulldogs on Saturday, and the UE Red Warriors on Sunday.

All those games will now be scored with a W-0 scoreline, with the opposing team being credited with a full 21 points.

Meanwhile, UP’s 21-15 win over the Ateneo Blue Eagles and 18-22 loss to the Adamson Soaring Falcons will still count in the standings.

Then came a letter from Olympic organisers indicating she had failed background checks. Citing the French internal security code, the organisers said they were not aware of the specific reason and were only informed of the decision by officials conducting the checks.

“The mission you accepted is unfortunately no longer assigned to you, and you will receive no further communication from us,” said the letter. Diana, who works for a major French company, was shaken. “I realised I present a major danger to this country. Only I don’t understand why.”

‘Treating us like terrorists’

Diana is not alone. Many Olympic volunteers with Russian and Belarusian passports—some living in France, others living in their home countries —have reported receiving identical letters, citing security risks.

Russian-language online groups are full of anger as volunteers wonder what to do next. Diana is considering whether to file a legal complaint against the French interior ministry that she holds

responsible for the ban. She said she had been contacted by around 20 people in the same situation.

The Paris Olympics will be held under the shadow of Russia’s war against Ukraine. Russian and Belarus athletes can compete only as neutrals. The French security services worry Moscow could be seeking to disrupt the Games.

A total of 45,000 people were selected to serve as volunteers at the July 26-August 11 Olympics and the Paralympics, on August 28-September 8.

In March, French Interior Minister Gerald Darmanin said that “we absolutely check everyone,” adding around 800 people who “did not have good intentions” had already been excluded.

The interior ministry declined to comment.

It is unclear how many Russian and Belarusian citizens are affected. But several volunteers told AFP they believed their cases were not isolated and applications from Russians and Belarusians were rejected at the last minute

due to their nationality.

Kremlin spokesman Dmitry Peskov said the organisers were depriving Russian-speaking guests of help from the volunteers “who could best assist them.”

“We can only express regret,” he said. Dzmitry Shaliapin, a 19-year-old from Belarus who is studying at the Sorbonne in Paris, has dreamt of becoming an Olympic volunteer for years. When he received a letter from the organisers this week, he did not immediately realise what it meant. “Do you understand that we are being kicked out from the Olympics?” a fellow volunteer told him. Shaliapin said he cried when the news sank in.

“They are treating us like terrorists,” he said.

SOUTHEAST Asian Games veteran and former national coach Julius Esposo expressed his gratitude to the Table Tennis Association for National Development (TATAND) for the support that helped him get back on track and land a coaching job with the Penang junior team. Esposo, a bronze medalist in the 2005 SEAG edition in Manila, continued to flourish with his skills and mentorship of young athletes through TATAND’s unprecedented grassroots development program.

EXTREME summer weather condi-

tions will most likely put the staging of the ICTSI Philippine Athletics Championships 2024 at a much earlier morning schedule.

With summer temperatures expected to go as high as 36*C by midday on May 8, morning events could be pushed back and held starting at 5:30 a.m. at the Philsports Oval in Pasig City.

Philippine Athletics Track and Field secretary general Jasper Tanhueco said they are considering this option, with around 1,255 athletes now registered to see action in the five-day meet.

“This is the reason why we moved it earlier because of the weather. We expected a lot of participants. ” explained Tanhueco, adding that this is the Philippine Open’s biggest turnout to date.

With pole vault star Ernest John Obiena absent, national athletes based here and abroad will make their presence felt in the five-day meet, which will have World Athletic points, Olympic qualification slots and ranking points at stake.

And this starts with the 26 gold medals at stake on opening day, with four on the line in the morning.

National team members Richard Salano starts off hostilities in the men’s 5,000-meter when he seeks out the gold medal against Fil-American bet Yacine Guermali.

Golds will also be disputed in the morning events of the women’s discus throw, the girls under-18 shotput and men’s long jump.

The national marks in the outdoor events of the men’s 1500-meters and 5000-meters are now under Guermali’s name since 2021 and he is expected to come up with a lower time as he competes against Salano.

Guermali, along with Fil-American standout Lauren Hoffman are among 12 athletes who will be coming from the United States to compete.

The 24-year-old Guermali, a FilMorrocan student athlete who just graduated from Gonzaga University in the United States, will be among the first batch of Fil-Heritage expected to arrive this weekend.

Hotshots turn back Dyip to nail quarterfinal berth

THE Magnolia Timplados Hotshots showed enough endgame poise to fend off Terrafirma Dyip, 108100, and move on to the quarterfinal round of the 48th Philippine Basketball Association Philippine Cup on Friday at the Philsports Arena in Pasig.

Ian Sangalang drilled in 23 points, eight rebounds, and four assists for the Hotshots, who jumped from a share of third to fifth positions to no. 3 in the team standings.

LT GROUP Inc., the listed holding company of tycoon Lucio Tan, is cautiously optimistic on continued macroeconomic headwinds caused by high interest and inflation environment.

LT Group president Lucio Tan III said in a message during the company’s annual stockholders meeting he expected the group’s core businesses to navigate through the economic challenges on the back of strong business model and balance sheet.

“While we are cautiously optimistic about the macroeconomic trends as interest rates are likely to stay higher for a longer while with the inflationary environment stay longer than expected, we believe that your portfolio companies’ solid business models, brand franchises and strong balance sheet will allow you company to withstand the macroeconomic headwinds during the year,” Tan III said.

LT Group has businesses in tobacco, real estate, banking and beverages.

LT Group posted net income of P25.42 billion in 2023, a slight improvement from 25.14 billion in 2022, led by its banking, beverage and property units.

Revenues rose 14.3 percent in 2023 to P115.3 billion from P100.87 billion in 2022.

The year 2023 was a transition for the group as Tan III, the grandson of Lucio Tan, took over the helm of the group from Michael Tan. Tan Sr., who remains as chairman of the LT Group, said during the stockholders meeting the transaction was “as smooth as possible” after the management and employees of all subsidiaries under the conglomerate threw their support.

Among the LT Group’s units, its tobacco business contributed 45 percent of overall net income, followed by Philippine National Bank (PNB) with 42 percent, Tanduay Distillers Inc. with 6 percent and Asia Brewery Inc. and Eton Properties Philippines Inc. with 2 percent each.

AGROUP of retailers asked the government to abolish the “de minimis” rule for imported goods valued at P10,000 and below.

The Philippine Retailers Association (PRA) said in a statement the rule exempting imports valued at P10,000 or below from duties and taxes had detrimental impact on local businesses, consumers and the government.

The Department of Trade and Industry (DTI) announced in 2016 that imported goods valued at P10,000 and below would no longer be subject to duties and taxes, pursuant to the de minimis provision of the Customs Modernization and Tariff Act

(CMTA) or Republic Act No. 10863.

Imported goods within the de minimis value are entitled to immediate release under RA 10863.

The Bureau of Customs was also mandated to process importations at de minimis value using a simplified and electronic system to allow advance clearance and ensure proper customs monitoring and control.

The PRA said, however, the policy, designed to streamline trade processes, had become outdated amid the rapid growth of e-commerce and

globalization.

It also said the de minimis value creates an uneven playing field, putting local retailers who diligently pay taxes at a disadvantage to foreign ecommerce merchants who may not adhere to the same regulations.

The group said this created unfair competition and negatively impacts various industries within the retail sector.

It also said the influx of tax-exempt goods, particularly through e-commerce, deprives the government of significant revenue and undermines fair tax principles.

The de minimis value facilitates the entry of counterfeit and substandard products, jeopardizing consumer safety and product quality standards, the PRA said.

The program aims to strengthen local expertise in impact evaluation across various regions and support the creation of evidence-based studies. NGO Network challenges ADB policies, projects

CIVIL society groups monitoring the Asian Development Bank’s 57th annual meeting in Georgia are challenging the bank’s policies and projects, alleging detrimental impacts on communities, environments and civic spaces.

The NGO Forum network and its allies underscored the need for the ADB to be more accountable and reform its practices. They point to the ongoing restrictions on civil society in Georgia as a worrying backdrop to their broader critique.

“The ADB’s role cannot be overlooked” amid tightening restrictions on NGOs in countries like Kyrgyzstan, Tajikistan and Uzbekistan, along with shrinking space for civil society in Mongolia, Vietnam, India and Bangladesh, the groups said in a statement. They criticized the ADB’s draft Environmental and Social Safeguarding (ESF) framework, released in October 2023. The groups said it fails to meet the highest standards and lacks transparency in its development process. Despite two years of engagement, CSOs have not seen how their inputs were incorporated into the draft policy, the groups said in a statement. The groups also criticized the ADB’s continued support for coal and fossil gas projects, arguing it contradicts the bank’s climate commitments. They called for a complete phase-out of fossil fuel support and closure of loopholes allowing coal financing.

RLC’s profit up 53% on double-digit sales growth

ROBINSONS Land Corp. (RLC), the property arm of the Gokongwei Group, said Friday its first-quarter net income ballooned by 53 percent to P4.07 billion on the back of a doubledigit growth in sales and one-time gain on reclassification of its GoTyme investment.

Minus the impact of the one-off item, RLC’s first-quarter income still expanded 21 percent to P3.34 billion, the company said in a stock exchange filing.

First-quarter consolidated revenues rose 19 percent to P11.03 billion from the same period last year boosted, by double-digit growth from its residential, mall and hotel businesses.

“Our remarkable first-quarter results following a record-breaking year is a testament to the successful execution of our strategic initiatives. Bolstered by our robust fundamentals and strong balance sheet, we remain steadfast in our pursuit toward sustained growth and innovative strategies,” said RLC chairman, president and chief executive Lance Gokongwei.

RLC’s mall business posted a 14-percent increase in revenues to P4.45 billion in the first three months of the year on higher occupancy from both existing and new malls and sustained consumer spending.

Total mall leasable space stands at 1.62 million square meters, with over 8,400 retailers and a 93 percent system-wide occupancy rate.

RLC’s hotels and resorts posted a 54-percent growth in revenues to P1.35 billion on sustained resurgence of the tourism sector.

The company’s hotel portfolio consists of 26 hotel facilities and four franchisees. Its property development portfolio generated P3.13 billion in realized revenues in the first quarter, up 25 percent year-on-year.

This was fueled by higher revenue recognition from RLC Residences and earnings from equity shares in joint venture projects.

RLC Residences net sales takeup reached P684 million in the first quarter, while joint ventures net sales take-up amounted to P3.81 billion.

HONG KONG—A record-breaking heatwave is broiling parts of Asia, helping drive surging demand for cooling options, including air-conditioning.

AC exhaust units are a common feature of urban landscapes in many parts of Asia, clinging like limpets to towering apartment blocks in Hong Kong or tucked in a cross formation between the windows of a building in Cambodia. They offer relief from temperatures that have toppled records in recent weeks, with many countries in the region hitting 40 degrees Celsius (104 Fahrenheit) or higher.

Scientists have long warned that human-induced climate change will produce more frequent, longer and more intense heatwaves.

Only 15 percent of homes in Southeast Asia have air-conditioning, ac-

cording to a 2019 report by the International Energy Agency (IEA).

But that figure obscures vast variations: ranging from around 80 percent installation in Singapore and Malaysia, to less than 10 percent in Indonesia and Vietnam, the IEA said. Forecasts suggest that higher temperatures and better wages could see the number of air-conditioning units in Southeast Asia jump from 40 million in 2017 to 300 million by 2040. That would stretch local electricity capacity, which is already struggling under current conditions. (URC) saw its net income attributable to equity holders of the parent company increase 21.3 percent to P4.14 billion in the first quarter of 2024 from P3.41 billion in the same period last year on the back of a steady growth in sales and higher foreign exchange gains.

URC said in a financial report filed with the Philippine Stock Exchange its consolidated sales of goods and services amounted to P42.58 billion in the quarter ended March 31, 2024, up 7 percent from the same period last year.

SK Hynix says AI memory chips sold out until 2025

SEOUL—South Korean semiconductor giant SK Hynix said Friday its entire 2024 production of high-end memory chips was sold out and most of next year’s line was gone too, reflecting the huge demand for cuttingedge AI hardware.

SK Hynix is the world’s secondlargest memory chip maker and dominates the market for high-bandwidth memory (HBM) chips. It is a top supplier to Nvidia, which controls about 80 percent of the global artificial intelligence chip market.

The firm told AFP on Friday that its HBM chips from 2024 had fully sold out.

CEO Kwak Noh-jung said at a news conference Thursday that increased usage of AI devices “will lead to an explosive increase in demand for high-speed, high-capacity and low-power memory chips specialized for AI”.

With growing demand, AI hardware components such as HBM chips are expected to account for 61 percent of the company’s chip production, said Justin Kim, SK Hynix’s head of AI infrastructure, up from just five percent in 2023.

SK Hynix also said this week it would be starting mass production of its top-of-the-line fifth-generation HBM chips in the third quarter.

The portal is seen to simplify navigating the complexities of multiple FTAs and identifies the most advantageous option. Exporters can login, input their product and then determine the best country to target and which FTA to utilize.

A key component of the portal is the origin management system, targeted for launch in late 2025.

The system will automate processes

for product evaluation reports (PERs) by the Bureau of Customs (BOC) and significantly reduce the processing time for electronic certificates of origin. PER processing currently takes 20 days.

The portal taps into Korea’s efficient system, where origin determination takes 20 minutes and certificate issuance takes just 5 minutes.

Exporters will be able to integrate their systems with the origin management system for seamless data exchange and further expedite the process.

PARTNERS for Affordable & Reliable Energy (PARE), a group that advocates for pro-consumer solutions to address energy needs, said it welcomes the decision by the Energy Regulatory Commission (ERC) to suspend trading in the Wholesale Electricity Spot Market (WESM) under certain conditions.

Under the ERC’s directive, WESM trading is suspended once the National Grid Corporation of the Philippines (NGCP) declares a red alert for Luzon and Visayas.

“This initiative by the ERC benefits consumers in certain ways as it prevents them from experiencing the immediate effects of unexpected price surges. This is a victory for consumers in light of the continued rising price of goods and services in the market today,” PARE chief advocate officer Nic Satur Jr. said. The group said, however, changes in WESM’s trading operations should not be seen as a strategy for the long term as there could be unintended consequences to the ERC’s policy.

“On the other hand, suspending trading in WESM under certain conditions could destabilize the energy market. This could lead to power generators and other market participants withholding supply due to the uncertainty created as a result of the ERC’s policy,” Satur said.

AIRBUS Helicopters said it signed a contract with the Ministry of Defense of Brunei for the acquisition of six H145M helicopters.

“We are greatly honored by the selection of the H145M to support the Royal Brunei Air Force’s expanded missions,” said Bruno Even, CEO of Airbus Helicopters.

DOF drafts agreement to prevent double-taxation on Filipinos in Cambodia

THE Department of Finance (DOF) said completed a draft double taxation agreement (DTA) with Cambodia to protect Filipinos’ taxing rights and increase trade and investment across economic borders.

“The conclusion of this DTA marks a significant milestone in strengthening the Philippines and Cambodia’s economic ties,” Finance Secretary

Ralph Recto said in a statement.

“Through this effort, we have not only complied with our commitment to completing the ASEAN DTA network, but the DOF and the BIR [Bureau of Internal Revenue] have also ensured that the taxing rights of Filipinos here and abroad are equitably preserved and protected,” he said.

Under the terms of the agreement, Cambodia and the Philippines agreed to ease the burden of double taxation

on individuals and businesses operating across borders, which may contribute to the elimination of barriers to trade and investment and encouragement of cross-border economic activities.

The DTA encompasses taxation of income earned by citizens and residents of the Philippines and Cambodia, and outlines how each country’s tax administration shall impose and credit taxes paid in accordance with the tax rules.

Negotiations on the DTA began in 2018 in Manila, and was followed through in 2019 in Siem Reap, Cambodia.

Following the conclusion of the draft, the Philippines expects the accord to be signed in October 2024.

LOCAL startup companies now have the opportunity to pitch their products and services for possible collaboration and even crack the Taiwanese and other innovative ecosystems in Southeast Asia soon.

This was made possible through the 2024 TW-PH Tech Summit held recently at Shangri-La, The Fort.

Organized by Startup Island Taiwan in partnership with TechShake Asia and IMMORTA Corp., the event featured several startup companies from Taiwan and local companies that had seen tremendous growth and success in the last few years.

“The Philippines is booming right now. After the pandemic, we can look at some numbers that show that compared to other countries in the region, the Philippines is recovering much faster. So we are focusing on the Philippines to seek more opportunities,” Amanda Liu, Founder and Managing Director, Startup Island Taiwan Brand Management Office, said.

JC Regino bares ballad for the heartbroken heart

Regino showcases his skills in writing a soulful song for those facing heartbreak and unrequited love with his latest single, “Wala Na.”

During the media conference for the single, JC shared that compared to the first two tracks that he released with GMA Music, which were “Idolo” and “Tama Na Sa’kin Ikaw,” “Wala

Na” takes a more somber tone.

“This one could be the theme song for the heartbroken. It’s about someone still chasing after a lost love, even though there’s no hope left because the person they love now loves someone else,” JC explained in the vernacular.

The singer-songwriter shared that he wrote the song last year when a close friend of his visited him and cried to him about the end of his relationship with someone. A day after his friend told him the story, JC took his guitar and began writing the entire song in a week, drawing from his own experience of heartbreak as well

“I’m sure everyone can relate to this, especially those who have been heartbroken and were still hoping even when there was no more hope left,” said JC.

JC, following in the footsteps of his late father April Boy Regino, has been using his teachings to propel his musical career and passion.

Songwriting, he shared, was a special way for him to bond with his father.

But with his loss, JC also lost a crucial collaborator and advisor in his songwriting process.

“When I create a song, he’s the first one I ask about [but] now that he’s gone, I have no one to ask anymore,” shared JC.

However, with the single serving as his first song without his uncles Jimmy and Ringo from the April Boys, he expressed how satisfying and fulfilling it was for him to be able to write his songs.

The singer further shared that he is looking forward to eventually getting his album and having a chance to collaborate with other notable singers like Julie Anne San Jose Released on April 30, JC’s latest single “Wala Na” is now available on all digital platforms.

“It’s one of the few places where you can enjoy food and drinks while having a nice conversation. The music is relaxing, you don’t have to shout, not like when you are in clubs,” remarked Chef JunJun de Ocampo

As for the jazz playlist which features the hits of Patti Austin, Mike Francis, Seawind, Sergio Mendes, Manhattan Transfer, and the like, he simply said “It’s the music of our generation, and we enjoy it.”

Chef JunJun has no qualms about admitting that he has been in the local food scene for more than three decades. As a college student, he worked at the kitchen of Tamarind Grill, Tomas Morato. He became a restaurant chef after he graduated from the Culinary Institute of America in New York. From there he joined several establishments like Mandarin Oriental, Chefs and Brewer, Richmonde Hotel, and the Bistro Group.

Vintage encapsulates everything the chef wants in a bar and dining establishment. “People like to go out to feel relaxed. Personally, if I want to relax, I go to a chill place with good music so I can enjoy my drink.”

Years of kitchen work and restaurant operations taught him the importance of authenticity.

“If it’s true and sincere to what the guests want and need, then it will work,” he said, citing several challenges in the past when he would push for certain restaurant concepts, mindless of the road ahead.

He runs Vintage together with good friends Nicky Camcam and Rolly Romero Chef JunJun and Nicky together with the late Bobby Eduardo were also behind the successful Blackwood Bistro in Mckinley Hill, which later on transferred to Mandaluyong. With Blackwood’s steady set of patrons who love draft beer with ‘80s dance music, the time was ripe to open a new establishment.
