University of the Philippines Institute of Biology professor Jonathan Anticamara cited their marine resource assessment with the Bureau of Fisheries and Aquatic Resources (BFAR) and National Fisheries Research and Development Institute (NFRDI) conducted in March.

This manifested in fewer than 10 coral and fish species per 100 square meters transect, he said.
Moreover, most of the specimens surveyed were noted to be small.

Anticamara also mentioned three cays having sand and rubble piles “atypical of naturally formed coral or sandy barrier islands, indicating that these are possibly product of islandbuilding activities.”
He said the piles appeared manmade, with steeper slopes and coral rubble suggesting they were artificially transported there.
They were also white, indicating their formation less than a year ago.
He said any petition for a fare increase must go through the proper process of the LTFRB Board.

DEPARTMENT of Interior and Local Government Secretary (DILG) Benjamin Abalos Jr. on Saturday underscored the critical role of the family in the country’s war against illegal drugs.
“Let’s help our brothers, our children,” he said in his message during the Buhay Ingatan, Droga’s Ayawan (BIDA) program’s first year anniversary celebration in Lingayen, Pangasinan.
“Let’s show the beauty of life, the right education, the right friends and let them have the confidence to say no to drugs,” Abalos added.
Abalos urged families to proactively support the government in fighting the longstanding influence of illegal drugs among Filipino youth.
“Comrades, remember this: all parents hope for their child is a good future. But what does it (illegal drugs)
do? The future of our children will be destroyed. We will not allow that,” he said. “We will fight drugs. And we will win here.”
Abalos said that the national government, through its law enforcement units—the Philippine National Police, the Philippine Drug Enforcement Agency, and the National Bureau of Investigation—remains undeterred in its pursuit of stamping out the scourge of illegal drugs in the country.
However, the DILG chief also qualified that every family’s full cooperation is paramount in ensuring their success.
Abalos advised attendees to focus on guiding the youth in building healthy habits, while authorities would focus on drug supply reduction efforts.
“They (authorities) hunt. But while they cut the branch of the tree, we (parents) will take care of the children,” he said.
FERDINAND Guerrero, one of the co-accused in the serious illegal detention case filed by TV host and actor Vhong Navarro, cannot leave the country because he has a “derogatory record” under the Bureau of Immigration (BI).

Guerrero has an active alert list order, stemming from a warrant of arrest issued by the Regional Trial Court in Pasig last April 2014. AFTER more than two decades, 145 former Intercontinental Broadcasting Corporation (IBC) employees have received their retirement pay. In a statement released by the Presidential Communications Office, the retirement pay was disbursed, marking the end of a lengthy wait for these retirees.
According to the PCO, at least 25 retirees passed away before enjoying the fruits of their labor. It took 22 years and 28 management teams before the payment was made during the Marcos administration.
IBC-13, a part of the media division of the PCO under the leadership of Secretary Cheloy Garafil, is aligned with state-owned media organizations like Peoples Television Network and the Presidential Broadcast Service-Bureau of Broadcast Services.

BUREAU of Immigration (BI) officers barred three Americans from entering the country for being convicted sex offenders.
Immigration Commissioner Norman Tansingco said two of the pedophiles were intercepted at the Ninoy Aquino International Airport (NAIA) while the other one arrived at the Mactan-Cebu International Airport (MCIA).
He said all three were excluded and boarded on the next available flight to their port of origin.
Under the Philippine Immigration Act, aliens convicted of crimes involving moral turpitude are subject to immediate exclusion upon arrival in any of the country’s ports of entry.
Intercepted at the NAIA terminal 1 was 81-year-old David Earl Uland who arrived aboard a Eva Air flight from Taipei.
Uland was reportedly convicted by a US court in 1999 for molesting a minor.
Another American, identified as Peter John Cruz, 64, was denied entry at the NAIA terminal 3 after he arrived via a United Airlines flight from Guam.
Cruz was twice convicted in November 1992 by a court in Guam on charges of criminal sexual misconduct in the first and second degrees wherein his victim is a 14-year-old girl.

THE Bureau of Customs (BOC) has seized Liberian-flagged M/V Ohshu Maru, reportedly drifting and loitering in the Bohol Sea, en route to Kinuura, Japan.
A composite team from the Customs Intelligence and Investigation Service-Cagayan de Oro (CIIS-CDO), Philippine Navy (PN), Philippine Coast Guard (PCG), and Philippine Drug Enforcement Agency (PDEA) inspected the vessel on May 1 but found no illegal shipment to indicate its involvement in a supposed smuggling activity.

House Speaker Martin Romualdez had a quick but productive visit to Legazpi City, Albay on Friday to attend various engagements.
Romualdez went to Bicol primarily to unify regional leaders and to collaborate on projects aimed at propelling Bicol toward sustained development and prosperity.

BRHMC Medical Director Dr. Eric Raborar said that Phase 1 of construction is already 75 percent completed and Phase 2 is about to start. The P2.1-billion project will produce a 10-storey hospital building with a 500-bed capacity.
Raborar said the facility would enable Bicolanos and residents of nearby regions to seek medical attention in a much closer area than going to Manila.
Romualdez also led the groundbreaking ceremony of ongoing
projects worth P400 million that are currently being implemented by the Department of Public Works and Highways (DPWH) in Bicol. These facilities will serve as venues for different activities of the local government unit in Daraga. Ako Bicol party-list Rep. Elizaldy Co, who chairs the House Committee on Appropriations, anticipates positive changes for his fellow Bicolanos with the attention that Romualdez is giving to the region.
THE Philippine Chamber of Commerce and Industry (PCCI) urged policymakers to implement decarbonization regulations, policies, and programs that consider the needs of industries while striving for net-zero emissions by 2050, as outlined in the Paris Agreement.
The private sector earlier raised its concerns on the impact of House Bill 7705 or the Low Carbon Economy Bill to industries and the economy if the bill is enacted into law.
“This legislation represents a bold step toward sustainability and responsibility. But it should not come at a cost to businesses and to the economy as a whole,” said PCCI chairman and director for energy and power George Barcelon in a meeting with stakeholders.
The cost is most pronounced in the agriculture and food industry, particularly, on farm inputs and processes and that go with food production. Even the supply chain will be required to have decarbonization targets.
The PCCI urged the country’s legislators and policymakers to anchor de-carbonizaton targets on actual data gathered from various industries and to come up with policy or program recommendations after undertaking a thorough cost-benefit analysis, benchmarking on what other countries in ASEAN are doing with respect to reducing their carbon emissions and identifying best practices.

THE Department of Social Welfare and Development (DSWD) has started preparing for the onset of the La Niña phenomenon, which is expected to happen this June, by ensuring that its disaster preparedness and response strategies are in place to mitigate the possible effects of the wet season.
DSWD Assistant Secretary for Disaster Response Management Group (DRMG) Irene Dumlao also disclosed “the framework agreement for Buong Bansa Handa Project has been approved.”
“The procurement process is also ongoing because what we want to happen
is for the assistance to be immediately delivered when the rainy season arrives,” she said.
According to Dumlao, who is also the DSWD spokesperson, the Buong Bansa Handa project will establish two parallel supply chain mechanisms for disaster preparedness and response which will enhance the capacity of the Department in meeting the needs of families in various disaster-stricken areas. The first mechanism features a national and local government-driven supply chain that will improve the production capacities and processes of the DSWD’s National Resource Operations Center (NROC) in Pasay City, the Visayas
Disaster Resource Center (VDRC) in Cebu, and warehouse and storage facilities across the 16 DSWD Field Offices.
For the second mechanism, Dumlao explained the DSWD will forge partnerships with established large and small groceries, supermarkets, manufacturers, and distributors to leverage on their technical expertise and resources to create a private sector-driven supply chain.

Dumlao said the agency is monitoring the relief supplies and ensuring that there are enough family food packs (FFPs) and non-food items (NFIs) prepositioned in the different warehouses in the country.
““We have an inventory, of course, of all our warehouses—our last-mile facilities, our spokes, so we can ensure that all those facilities have sufficient FFPs and NFIs. Likewise, in our hubs, we are monitoring the procurement to ensure the availability of supplies so as not to hamper the production of our FFPs and NFIs.),” said the DSWD spokesperson.
As of April 29, a total of 387,124 FFPs have been prepositioned in the 10 DSWD hubs while 602,113 boxes of food packs were sent to the 66 spokes and 545,526 FFPs in the 849 last mile facilities across the country.
REP. Eddie Villanueva of the CIBAC party list backed the Commission on Election (Comelec) move to ban candidacy substitution due to voluntary withdrawal after the filing of a certificate of candidacy (COC). Earlier, Comelec chairman George Garcia, at a news conference in Iloilo, said he would propose the ban to the Comelec en banc for its approval.
“The route of candidate substitution via voluntary withdrawal has been abused. This makes a mockery of the sanctity of our election process. This needs to be rectified in order to strengthen our electoral process and restore the faith of the voters in our electoral system,” Villanueva said.
He said his group filed a bill, which seeks to amend our Omnibus Election Code by removing the option of substitution by candidate withdrawal.

TAGUIG City signed an agreement with the Department of Trade and Industry (DTI) to integrate the city’s Business Permitting and Licensing System with the agency’s Business Name Registration System (BNRS) Next Gen. The BNRS Next Gen is a webbased portal that allows end-to-end registration of business name (BN) for sole proprietors. It contains publicly available information about DTI-registered BNs that will help both the public and other government agencies check the validity of a particular BN.

ACCEPTING a ceasefire deal with Israel should be a “no-brainer” for Hamas, but the motivations of the militants’ elusive Gaza-based leadership remain unclear, US Secretary of State Antony Blinken said.
Hamas, which controls the Gaza Strip, has announced that its delegation will return Saturday to Cairo to resume long-running talks brokered by Egypt and Qatar that would temporarily halt Israel’s offensive in return for freeing hostages.
“We wait to see whether, in effect, they can take yes for an answer on the ceasefire and release of hostages,” Blinken said late Friday.
“The reality in this moment is the only thing
standing between the people of Gaza and a ceasefire is Hamas.”
Noting that the militants “purport to represent” the Palestinian people, Blinken said: “If it is true, then taking the ceasefire should be a no-brainer.”
“But maybe something else is going on, and we’ll have a better picture of that in the coming days,” he said.
Blinken pointed to difficulties negotiating with Hamas, which the United States considers a terrorist group and does not engage with directly and which Israel has vowed to eliminate.

“If the hot weather continues to rise in the future, it’ll be over,” she said. “Farmers wouldn’t be able to produce durian anymore.”
Durian season usually lasts from March until June, but the soaring temperatures – which in her province have hovered around 40 degrees Celsius (104 degrees Fahrenheit) for weeks – and subsequent drought have shortened the harvest.
Busaba said the heat causes the durian, which is graduated by weight and size, to ripen faster so it does not grow to its fullest—and most valuable—size.

JAPAN hit back Saturday at US President Joe Biden’s comments about the Asian ally being “xenophobic” like China and Russia, calling the characterisation “unfortunate” and misguided.
Biden lumped together allies Japan and India with rivals China and Russia at a recent campaign event, arguing the four economic powers were struggling because of their unwillingness to accept immigrants.
“Why is China stalling so badly economically? Why is
Japan in trouble? Why is Russia in trouble? And India? Because they’re xenophobic. They don’t want immigrants,” the president said on Wednesday.
“One of the reasons why our economy is growing is because of you and many others. Why? Because we welcome immigrants,” the president added.
In response, Tokyo on Saturday said it was “unfortunate that comments not based on an accurate understanding of Japan’s policy were made,” according to a government statement.
The Japanese government had already delivered this message to the White House and explained once again about its policies and stances, the statement said. Biden’s remarks came less than a month after he hosted a lavish state dinner for his Japanese counterpart Fumio Kishida in a rare gesture of highlevel diplomacy.

Now, those in the nation's capital can try it out for themselves following the April 27 grand opening of Nonie's latest location at Molito Lifestyle Center in Alabang, Muntinlupa City.
Island picks introduced to Alabang patrons include the signature dish of Cavite-style chicken and pork adobo served with 72-hour crispy pork belly and flame-grilled chicken, as well as the more vegetarian-friendly tempeh kare-kare fashioned from their very own house-fermented soybeans in a luscious cashew sauce.
Rounding out the menu are options such as jackfruit dip, chicken binakol soup, bbq pork bowl, pineapple pandan cakes, vegan sisig, and bistek tagalog, among others.
Meanwhile, new creations developed specifically for the Metro Manila community will be unveiled as the restaurant grows attune to local tastes.
