PRESIDENT Rodrigo Duterte on Tuesday signed into law Republic Act No. 10964, or the P3.767-trillion General Appropriations Act for 2018, the second under his administration. The Philippines’ largest budget to date, which is 12.4 percent higher than the 2017 national budget and 25.5 percent higher than the 2016 budget—amounts to 21.6 percent of GDP.
