WO international drug syndicates have turned the Philippines into their “client state” for large-scale drug trafficking activities in Southeast Asia and the Americas, President Rodrigo Duterte said Tuesday.
Solons move to ban hazing, criminalize it By Maricel V. Cruz and Macon RamosAraneta LAWMAKERS on Tuesday said there was a need to enact a law that will criminalize all forms of hazing following the death of University of Sto. Tomas (UST) freshman law student Horacio Castillo III in initiation rites. The recommendation came as the House subcommittee on prosecutorial reforms began deliberations on a revised anti-hazing law. House Bill 3467, authored by Bagong Henerasyon Party-List Rep. Bernadette Herrera-Dy, prohibits hazing and previously regulated initiation rites of fraternities, sororities, and other similar organizations.
The Anti-Hazing Law of 1995 regulates hazing, whereas the new bill would prohibit all forms of it, Herrera-Dy said during a hearing of the committee on justice headed by Oriental Mindoro Rep. Rey Umali. Umali emphasized the need for Congress to pass a law to strengthen the current AntiHazing Law. “We hope that this bill will address many ailments of the existing law towards making the law more strict and difficult to violate,” Umali said. Herrera-Dy’s bill also expands the definition of hazing to include not just physical but also psychological injuries inflicted on students seeking membership to a fraternity or sorority or similar organizations. The group said the informant system was first reported to them in July in Quezon City and has since spread to at least two cities and several towns. “The police chief of Quezon City said when he launched the system that he would put one drop box in each of the city’s 142 barangays or neighborhoods. SIXTEEN of 23 senators called on the government Tuesday to “stop the senseless killings” in its anti-drug war, particularly of children and minors. The 16, including 10 from the majority, signed the resolution that also called for an inquiry in aid of legislation to determine the institutional reasons, if any, that give rise to such killings. It is the state’s duty to ensure that children are protected and that their rights are respected, the resolution said. Based on data from the Children’s Legal Rights and Development Center, at least
54 minors have been killed in police operations or vigilantestyle killings since July 2016, the first month of the Duterte administration, the resolution said. It said in many cases, the targets were not the children but the adults they were with. The resolution also cited the recent deaths of Kian Lloyd delos Santos, 17, and Carl Angelo Arnaiz, 19, who died at the hands of the police, who said they resisted arrest and fired at them first. THE estranged wife of Commission on Elections Chairman Andres Bautista on Tuesday asked the Supreme Court to order the disbarment of University of Santo Tomas law dean Nilo Divina and 20 other lawyers of his law firm whom she accused of paying commissions to the poll chief.
In a complaint for disbarment, Patricia Paz Bautista sought disbarment of Divina, managing partner of Divina law firm, and the other lawyers for alleged violation of the Code of Professional Responsibility for lawyers. SBMA gets new chair, ends power struggle By John Paolo Bencito PRESIDENT Rodrigo Duterte has ended the power struggle in the SBMA after issuing Executive Order No. 42, defining the powers and functions of the Subic Bay Metropolitan Authority Administrator and Directors. As a result of the reorganization, Duterte virtually eased out Martin Diño and instead appointed current SBMA Administrator Wilma Eisma as the agency’s new chairperson and head of agency. The new executive order repealed EO No. 340 (s. 2004) issued by then President Gloria Macapagal Arroyo, which separated the position of the SBMA Chairman from the position of SBMA administrator.
