HE family of slain 17-year-old student Kian Loyd delos Santos filed murder and torture complaints against Police Officer 3 Arnel Oares and Police Officers 1 Jeremias Pereda and Jerwin Cruz before the Justice Department Friday.
With the help of the Public Attorney’s Office, the family also included the policemen’s supervisor, Caloocan City Precinct 7 commander Chief Insp. Amor Cerillo, and several unidentified individuals in their complaint. Kian, a Grade 11 student, was killed Aug. 16 in a city-wide anti-drug operation, with the policemen claiming the teenager had fired at them first, prompting them to shoot back and kill the boy. But CCTV footage that showed Kian being dragged by two policemen, and eyewitnesses contradicted their account, and a police crime laboratory report said Kian had no gunpowder residue on either hand, indicating he had not fired a gun before he died. Faeldon on Thursday denied Lacson’s accusations, and said instead that the senator’s son and namesake, Panfilo Lacson Jr., was guilty of smuggling in cement worth billions of pesos. Faeldon accused Lacson’s son of smuggling after the senator, in a privilege speech, said the former Customs
chief had received P100 million as a “welcome gift” when he became Customs commissioner. Lacson also claimed Faeldon and several high-ranking Customs officials received weekly payola or “tara” from big importers for the trouble-free release of their shipments. On Friday, Senator Richard Gordon, chairman of the Senate Blue Ribbon committee, called on Faeldon to submit documents to support his accusations against
Lacson’s son. Gordon also criticized Faeldon for exposing the alleged smuggling only now, after Lacson’s exposé before the Senate. He added that if Faledon had evidence against Lacson’s son, he should have filed charges against him. Faeldon said he did not immediately reveal what he knew about Lacson’s son so as not to divert attention away from the probe into the P64 billion worth of shabu that slipped through Customs in May. As military operations in Marawi City entered its fourth month, Armed Forces spokesperson Brig. Gen. Restituto Padilla said state forces who retook the Marawi grand mosque and police station within Marawi’s commercial district found no signs of hostages taken by jihadist rebels, who laid siege last May. In related developments: • President Rodrigo Duterte fired a rifle towards Islamic State-inspired militants during a visit to the battle zone in Marawi City, the military claimed Friday. Duterte, who visited the wartorn city Thursday night, “tried a sniper rifle and fired twice toward the direction of the terrorists” while clad in combat uniform inside the main battle area, the military said in a statement. Presidential Spokesperson Ernesto Abella, however, claimed the President only visited the area for a
