PRRD inks Student Fare Discount Law Studes to enjoy 20% discount; PUV drivers air dismay

n consonance with this newly signed decree, students are expected to enjoy 20 percent discount in their transportation fare on land, air, rail, and sea vehicles. Under the said measure, elementary to tertiary level students shall be granted of the said discount on Public Utility Vehicles (PUVs) of domestic regular fares, such as triwheeled vehicles, passenger buses, multicabs, jeepneys, and other public transportation vehicles which are common to students. The implementation of the said ruling in the municipality of Nabua is already of strict enforcement. It has been mandated to be of provision under the local ordinance of the Local Government Unit (LGU). Joje F. Dacillo, the Licensing Officer Designate of LGU Nabua, supported this as he asserted, “We strictly implement the 20 percent discount, because it is not only a national law, but we have also a local ordinance in the Local Government Unit of Nabua.” He added that the local administration has provided a fare matrix to all concerned operators of pedicabs, motorcabs, and other triwheeled PUVs to notify them and the riding public about the mandated implementation of the said discount. “We used the media, especially the DWEB (DWEB Nabua FM 99.9 Radyo Rinconada), to inform all the
operators and [the] riding public that we are implementing the mandatory 20 percent discount,” added Dacillo, as he emphasized that the Sangguniang Bayan of Nabua imposes the control over the enactment of the said ruling. The current fare matrix in Nabua rules that the minimum charge for pedicab must be P8, multiplied to its seating capacity which is usually two seats per cab. Under the new law, the said minimum fare will be cut by 20 percent, hence a lower fare price of P6.40 per student if the pedicab is full, and P13 if the student-passenger is alone. According to Lito Sumayo, a motorized padyak driver in Nabua for 10 years, PUV drivers have no jurisdiction over the ordinance, regardless if they are also to be hit of the gasoline’s upward price movement. “Malaki ang epekto sa’min na mga nagbi-biyahe, kasi malaki’ng nawawala rin sa’min eh, kasi ang mahal ng gasolina. r. Cadag clarified that while there are still a lot of requirements to be met, the administration is already working out the steps for CSPC to become a university. After being appointed as College president on July 10, Dr. Cadag started organizing his vision for the future of CSPC. Along with a 10-year road map outlining targeted future milestones and the four thematic areas to consider, Dr. Cadag presented his plans for the College’s compliance with the requirements set by the Commission on Higher Education (CHED) to be granted university status. Inclusive to those requirements are: level three accreditation for at least four undergraduate programs (one in liberal arts, one in sciences, and two of its graduate programs); ratio of qualified full-time faculty with requisite degrees to number of students; research and development output of practical and commercial application to the community; adequate library...
