TOWN Mastics-Moriches-Shirley Community Library Opens New Satellite Branch in Mastic Beach

Former Village Hall on Neighborhood Road is Transformed into Modern, 7,000-Square-Foot Branch Library

The Mastics-Moriches-Shirley Community Library opened a new, 7,000-square-foot Satellite Branch Library at 369 Neighborhood Road in Mastic Beach at a ribbon-cutting ceremony on Saturday, January 14, 2023.

Attended by local officials and members of the community, the opening of the new satellite branch represents a milestone in an overall, multi-project expansion of library services for patrons of the MasticsMoriches-Shirley Community Library district by helping to offer a streamlined and convenient library experience for residents districtwide.

The new satellite branch library – situated within a short walk

or bicycle ride for residents in the densely populated southern part of the library district – is expected to play a catalytic role in the revitalization of the Mastic Beach business district and to bring increased levels of foot traffic to businesses along Neighborhood Road.

“For decades, library patrons in the Mastic Beach area had expressed concern that our main library building in Shirley was located beyond reasonable geographic reach for significant portions of our community,” said Library Director Kerri Rosalia. “This new Neighborhood Road branch will significantly help residents obtain the library services they want and need.”

“The entire library staff deserves enormous credit for bringing this beautiful, new facility into existence,” said Library Board President Joseph Maiorana. “Our team is particularly excited about having the opportunity to help boost the economic vibrancy of the Mastic Beach area.” Last year, Maiorana was appointed to the Suffolk

Brookhaven Highway Department Receives $910,000 State Grant to Raise Part of Bellhaven Road in Bellport

Brookhaven Highway Superintendent Daniel P. Losquadro has announced the Town’s receipt of a $910,000 grant from New York State’s Climate Smart Communities Grant program. The funding will be used to raise a portion of Bellhaven Road in Bellport and install a permeable road surface to improve drainage.

The project, expected to cost $1.8 million, will raise the south end of Bellhaven Road by eight to ten inches and install a road surface composed of interlocking concrete blocks that will form a grid through which stormwater can drain. Flooding is currently an issue in the Bellhaven Road neighborhood due, in part, to ground saturation which causes storm drains to work in reverse, pushing water into streets instead of away from them.

Once this project is complete, storm water will be diverted to bioretention areas consisting of native grasses that will act as a natural filtration system, removing nitrogen and other contaminants from the water.

“The issues on Bellhaven Road are not unique,” said Superintendent Losquadro. “We’re experiencing sea level rise across the South Shore. While this certainly is not the only lowlying area across Brookhaven Town in need of mitigation, I am grateful the State has chosen this

neighborhood for the grant so that we will be able to complete this project to improve resiliency

A library district-wide expansion and modernization program had been set in motion by local voters on December 10, 2019 through passage of a $22.7-million bond referendum. At the time of the referendum’s approval, the district’s sole library – situated at 407 William Floyd Parkway in Shirley – was 28-percent smaller than the recommended library size for a community with the district’s population.

Underscoring the absence of adequate space, attendance at popular programs had to be limited due to lack of capacity. Moreover, the library had been forced to conduct hundreds of classes and meetings at off-site locations every year, which had proven to be costly, staff-intensive, and logistically cumbersome.

In addition to the creation of the newly opened satellite branch, the referendum’s passage set the stage for two additional enhancements in library services that, for the first time, would bring quality library services within close geographical reach for all residents of the community.

First, in addition to the new Mastic Beach facility, the district is erecting a new, 7,000-squarefoot Moriches Satellite Branch on Montauk Highway, a construction project nearing completion. And second, the outdated main library in Shirley is closed for a period of technological modernization and renovations that would bring it into code compliance. Once the newly upgraded Main Library opens, the two new branches in Mastic Beach and Moriches will remain in permanent operation.

Currently, main library services have been temporarily relocated to the Town of Brookhaven's Mastic Recreation Center at 15 Herkimer Street in Mastic. “The Town of Brookhaven is proud to be providing the district with a place to offer temporary library services to the public at the Mastic Recreation Center,” said Brookhaven Town Supervisor Ed Romaine. “In addition, we are delighted about the role that the Mastic Beach

Satellite Branch is certain to play in the revitalization of the local community.”

“Communities benefit in countless ways when they have access to top-quality library services,” said Suffolk County Legislator James Mazzarella. “I applaud the trustees and staff of the Mastics-Moriches-Shirley Community Library for an achievement that will benefit Mastic Beach for a great many years to come.”

Designed by H2M architects + engineers of Melville, the modern, new library in Mastic Beach represents the expansion and adaptive reuse of the community’s former village hall, a 4,000-squarefoot structure. The new facility’s colonial-style exterior is compatible with the architectural style of the surrounding community.

With an abundance of natural light streaming throughout the building, the library’s flexible space includes dedicated areas for children, teens, and adults. It also features an outdoor area for children- and family-oriented programming. To complement the branch’s ample inventory of books and audio-visual material, items requested from the inter-library loan network are available for pickup.

The library design team emphasized cost-efficiency in its selection of building materials and structural elements. The ventilation system, for example, is energyefficient. The overall site also promotes sustainability by adhering to LEED standards set forth by the U.S. Green Building Council.

In addition, directly across the street from the new Neighborhood Road facility, the library has secured a 30-year lease for a parcel of County land at the nominal cost of $10 a year. The lot will be upgraded for outdoor community programs and such activities as seasonal outdoor performances, concerts, children’s offerings, and other programming.

Construction work at the Mastic Beach site was undertaken through a competitive bidding process. The selected contractors were all based on Long Island. Sandpebble Builders of Southampton served as construction manager.

ATV operators contemplating using their recreational vehicles illegally, are likely going to rethink where they utilize them, this, after the Suffolk County Legislature enacted a new law that digs deeper into the wallets to fine perpetrators.

With seized ATVs as the backdrop for a press conference, Suffolk County Executive Steve Bellone signed into law legislation that stiffens penalties for the illegal use of ATVs, (all terrain vehicles).

During the press conference last week at Suffolk Police headquarters in Yaphank, a bipartisan contingent

of Legislators and county law enforcement officers stood shoulder to shoulder to brief reporters on the legislation and its intent.

Third District Legislator Jim Mazzarella, the chief architect of the legislation, said the increasingly illegal use of ATVs on residential roadways and public highways has been negatively impacting the quality of life of the community at large. "This law doubles fines for the illegal use of ATVs and finest when vehicles are seized from (police) impounds," Mazzarella explained. The law states that an ATV is subject to forfeiture and seizure on the third violation of operators who

break the law.

Bellone said moving forward, the intent of the law, (by cracking down on offenders and repeat offenders with heightened penalties), is to deter violators from improperly operating the vehicles. The county executive applauded Mazzarella, law enforcement and the bipartisan support that made signing the legislation into law possible.

Citing statistics, Suffolk County Police Commissioner Rodney Harrison announced that a total of 124 ATVs were seized in 2022. Forty-four of those seized were with the efforts of a specially formed task force working cooperatively with state and park police, and the New York State Department of Environmental Conservation. In 2021, police responded to approximately 3,300 calls pertaining to illegal ATV use.

Officials reported that the new law reflects fines as follows: first offense carries a maximum fine of $1,000; second offense carries a maximum fine of $3,000; third offense carries a fine up to $7,500.

Commissioner Harrison explained that individuals who own ATVs are required to possess

a specifically issued license in order to legally operate the vehicles. They can only drive ATVs on designated compounds and the vehicles must be transported by trailer or other mode of carrier transport, not driven, to the designated areas.

Residents, motorists, pedestrians and farmers alike have all been affected by ATV operators illegally riding their vehicles, where many ride in packs. Suffolk 7th District Legislator Dominick Thorne noted ATV drivers recklessly terrorize law abiding motorists by weaving between traffic, causing road rage. Mazzarella additionally pointed out that farmers suffer losses when

ATV operators illegally trespass on their land, destroying crops.

Suffolk 11th District Legislator Steve Flotteron, who chairs the county legislature's Public Safety Committee, acknowledged that the stiffer fines finally "gives teeth" to the new law.

Bellone and Harrison urge anyone who witnesses illegal ATV operations to call Suffolk Police at 1-800-220-TIPS. Rewards of up to $200 may be issued.

Devin Kulka, of Dix Hills, is Chief Executive Officer of The Kulka Group, a prominent construction company engaged in construction management, general contracting, property management and development. He has been a

prolific fundraiser for Northwell Health and founded The Nexus Pro Group, which raises money for local charities. Mr. Kulka serves on the Board of the Leukemia Lymphoma Society and the Long Island Builders Institute. He co-chairs the Next Generation Committee for the Long Island Real Estate Group. Mr. Kulka is also a member of the Young Presidents Organization. He earned a bachelor’s degree in Business Management from the New York Institute of Technology.

Kelly Murphy, of Huntington, is Deputy Executive Director of the Suffolk County IDA, where she has helped close transactions generating more than $1.3 billion in private investment and creating or retaining more than 16,440 jobs. Ms. Murphy previously served as Assistant to Suffolk County’s Deputy County Executive and Commissioner of Economic Development and Planning. Before that, she was Executive Director of the Community Development Agency and the Industrial

Development Agency in the City of Glen Cove. Ms. Murphy serves on the Suffolk County Workforce Development Board and the Long Island Regional Economic Development Council’s Workforce and Education Committee. She is a 2016 graduate of Molloy University’s Energeia Partnership.

Michael Sabatini, of Holtsville, is Managing Partner of the Long Island office of Citrin Cooperman, one of America’s largest professional services firms. A Certified Public Accountant in New York State, he primarily serves middle-market companies in a range of industries with varied ownership structures. Mr. Sabatini previously spent 17 years at a global accounting firm, most recently as a partner in both its New York City and Melville offices. He is a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants. Mr. Sabatini holds both a Magna Cum Laude bachelor’s degree in Political Science and an MBA in Accounting from St. John’s University.

Also, Carol A. Allen, of Northport, former First Vice Chairperson of the HIA-LI Board who is President and CEO of People’s Alliance Federal Credit Union, was elected to the position of Chairperson of the organization for a two-year term. She replaces Rich Humann, President and CEO of H2M architects + engineers.

Governor’s Plans Raise Glaring Red Flags for New York

While Gov. Hochul’s State of the State address had some promising comments about health care and mass transit, it sent up glaring red flags in a number of areas, not the least of which is her reluctance to take on the crime wave and roll back the crippling inflation and energy prices caused by government policies on both the state and federal levels.

Hidden in the weeds of her agenda are plans that would further weaken our once-vibrant Empire State and hasten the record outmigration of people leaving New York for areas whose economies are on the rise with significantly less taxes and government regulation.

Bowing to a radical green agenda, Hochul wants to eliminate all fossil fuel-powered heating equipment in seven years and mandate that all new

These extreme rules would bring New York’s economy to its knees and make it nearly impossible to stimulate growth and create jobs.

Radical restrictions on our energy future are not in our best interests. Gas prices have gone through the roof, and many are struggling to heat their homes. This dramatic inflation was caused by the policies coming out of Washington and Albany and Hochul not only ignored them, but plans to make them worse.

New York sits on a Saudi Arabia of clean, inexpensive natural gas, yet we are not allowed to touch it. This alone would transform our state into an economic powerhouse and dramatically increase our standard of living.

But instead, we get even more restrictions and a president who goes begging to our enemies to increase oil production in their countries.

Gov. Hochul also wants to

usurp local zoning and put the power to fast-track multi-family housing in the hands of the state. This would dramatically change our suburban communities and make our quality of life even worse. Dense urban development in our towns would increase crime above the current unacceptable levels caused by the new bail laws and defund the police, two issues the governor failed to adequately address in her speech.

New York is not heading in the

right direction on almost every issue and the governor has given no indication that she will change course. Policies that benefit the people have taken a back seat under the Progressive Democrats whose priorities are special interests and power politics.

We need to dramatically reduce expenses so we don’t continue to suffer the heartache of our young people and seniors bailing out because it costs way too much for them to stick around.

George Santos Must Resign!

Washington whose resume is packed with fabrications, poses a real and present danger to our national security and finances. How can we trust this character with sensitive, classified information? Furthermore, how can we trust him to hold the purse strings to our money? The answer, plain and simple, is "Santos cannot be trusted. He has to go!" And to add insult to injury, how House Speaker Kevin McCarthy can assign this person to Committees raises more red flags. How can Santos be trusted with any responsibilities in the people's

When George Santos ran for Congress, he sold an alleged, fabricated and fraudulent bill of goods to the GOP and to the voters about his identity. Consequently, Santos won the election. Yes, consequently. So who is George Santos? Earlier this month, the New York Times unearthed that Santos lied about his educational background (to which Santos subsequently admitted), and from that point, the floodgates opened with a deluge of allegations that Santos fabricated numerous aspects of his resume. We learned that Santos' resume is riddled with alleged falsehoods and one lie after another. True lies seems to be the theme of Santos's MO. He lied about

his college education, (never attended Baruch College). Then there's the Goldman Sachs saga he claims he worked for but never did. He lied about his family background (he said his grandparents survived the holocaust)? Renown Geneologist Megan Smolenyak claims there is no sign of Jewish or Ukrainian heritage and no indication of any familial name changes. And, it seems he has a bit of a "record" back in his home country of Brazil. Court records reportedly show Santos was charged with stealing the checkbook of a man his mother was caring for, and wrote $700 in fraudulent checks.

SUFFOLK CLOSEUP Suffolk GOP Chairman Garcia on Santos: "It Is Time For Him to Resign"

On CNN last week, in a discussion about serial liar and now U.S. Representative George Santos, Heather Caygle, managing editor of the Punchbowl News, said: “More revelations are coming out.”

Francesca Chambers, Washington correspondent for USA Today, followed up by saying: “It’s not going away.”

Indeed, the Santos scandal is not going away.

Never, since I started as a journalist based on Long Island in 1962, has there been so much strongly critical national coverage of a member of the U.S. Congress from this area. Not even close.

And deservedly.

On the local level, as Suffolk County Republican Chairman Jesse Garcia said in a statement he issued last week: “George Santos’ lies and deceit have caught up to him, and the public has had enough of Mr. Santos. He is not welcome in our Republican Party and it is time for him to resign from the House of Representatives.”

Suffolk County would have been, and long was, part of the 3rd Congressional District which Santos was elected to represent. But six months before Election Day, a court order led to the district being reconfigured for a second time.

Huntington Town and a chunk of Smithtown were cut out and its portions in Nassau County and

Queens expanded.

A day before the Suffolk GOP chairman’s statement, a large grouping of Nassau Republican leaders and officials held a press conference at Nassau GOP headquarters calling for Santos to resign.

Said Nassau Republican Chairman Joseph Cairo: “He deceived the voters of the 3rd Congressional District, he deceived the members of the Nassau County Republican Committee, elected officials, his colleagues, candidates, his opponents, and even some of the media. His lies were not mere fibs….His fabrications went too far. Many groups were hurt. He has no place in the Nassau County Republican Committee, nor should he serve in public service as an elected official. He’s not welcome here at Republican headquarters for meetings or at any of our events. He’s disgraced the House of Representatives, and we do not consider him one of our congresspeople.”

Hempstead Town Supervisor Don Clavin called Santos a “joke.” Said Clavin: “On behalf of all the board members, and, frankly, the 750,000 residents living in the Town of Hempstead, it’s time to go. You see a unified voice here. He’s unified the country in their opposition to him. He’s a national joke. He’s an international joke. But this joke’s got to go.”

On The Late Show with Stephen Colbert on CBS-TV last week, Colbert commented: “Santos has a long history of stretching the truth by never telling it. That’s so disappointing. I would expect more from the man who invented the automobile.”

Colbert said the “walls appear to be closing in” on Santos after the Republican press conference earlier in the day. He said: “In response to this stunning rebuke from his own party, Santos told reporters on Capitol Hill that he ‘will not’ resign.” But considering that what Santos says is repeatedly untrue, this, said Colbert, “means that he is going to resign.”

At this writing, it doesn’t seem likely.

It’s not just his thoroughly makebelieve resume now at issue. As the nonpartisan Campaign Legal Center said in a complaint it filed with the Federal Election Committee last week: “Particularly in light of Santos’ mountain of lies about his life and qualifications for office, the commission should thoroughly investigate what appears to be equally brazen lies about how his campaign raised and spent money.”

The complaint raised the issue of “unknown individuals” having “illegally funneled money” into Santos’ campaign. It accused Santos of using campaign funds for personal expenses including rent on an apartment in Huntington.

Investigations into Santos now include those by the U.S. Attorney’s Office in New York, the New York State attorney general, and the district attorneys of Nassau County and Queens, and authorities. Also, authorities in Brazil are seeking to revive a fraud case against Santos.

The House of Representatives has the power to expel a member, but a major factor here is its new speaker, Kevin McCarthy of California, whom Santos voted for. McCarthy declared about Santos last week: “The voters elected him to serve.” Key to this, said chief CNN political correspondent Dana Bash, on the panel on the “Inside Politics” CNN segment with Caygle and Chambers, is what a Santos departure would mean to McCarthy. If Santos is expelled and a special election held in the Democratic-leaning 3rd C.D. and a Democrat wins, without Santos McCarthy would be down a vote in the four-vote margin, she noted, that got him elected speaker. And, with a new House rule just approved, a single member can call for a new election for speaker—thus that vote could be repeated. The vote on the 15th ballot was 218 for McCarthy, 214 for Democratic minority leader Hakeem Jeffries of Brooklyn.

Jefferies last week called Santos “a complete and total fraud” who “lied to the voters” of the 3rd C.D. and “deceived and connived his way to Congress.”

VETERANS WAY Why You Need Your Form DD214

The DD Form 214, is the certificate of release or discharge from military service. This form was first issued in 1950, replacing the older “WD AGO” (War Department Adjutant General’s Office) forms and the ‘NAVPERS” (Naval Personnel) discharge documents. These documents existed since 1941.

DD Form 214 is the completed history of military service, including time served, MOS, Air Force Specialty Code (AFSC), Navy Enlisted Classification (NEC) highest rank, length of service, type of discharge and list of medals awarded. This is a very important form for veterans and their families, as it is needed to obtain the veterans benefits.

If you have this form I strongly suggest that your make copies of it and attach a copy to your will and your wife’s will. Attach a copy to your employment application, as that may add your service time to your retirement

pension. It is also needed to join veteran’s organization and obtain medical, educational home loans from the VA.

EDUCATIONAL: The veteran can earn assistance paying for traditional degrees, on-the-job training, certification licensing, apprenticeship and other educational opportunities.

HEALTHCARE: Open to most veterans especially if you enlisted after September 7, 1980 or started active duty after October 16, 1981 and served at least 24 consecutive months. The VA health includes complete health care. It also helps cover burial or cremation for you and your spouse. It can also help cover the cost of the headstone and flag even if you do not go to a National Veteran’s cemetery.

HOUSING: The VA has many programs in place to help secure home loans along with other housing benefits. If you

are a disabled veteran, you may qualify for benefits that make your home easier for you to live in, such as wheelchair ramps.

As a veteran you should consider joining a veteran organization such as the American Legion, Veterans of Foreign Wars, or AMVETs. These organizations not only offer fellowship and social gatherings with other veterans,

but help if you have veteran questions or problems. They can also keep you updated on new information regarding veteran care and benefits. In addition they also can inform you of different businesses that offer veteran discounts in your area saving you lots of money. They are also the ones that fight for us in getting the help we need from the government. For

example, it was the American Legion that got us the GI bill. They also require a copy of the DD Form 214 in order to become a member.

If you do not have your copy of the DD Form 214 you can obtain a free copy from the National Personnel Records Center (the government agency tasked with replacing lost and destroyed DD Form 214s upon request from a veteran). Requested copies are mailed from the Military Personnel Records Center. The easiest way to obtain a copy is to go online and request a copy of the Department of defense Standard Form 180 (“SF180”). Fill it out and follow the directions as to where to return the form to. There are many places offering to get the DD Form 214 for you for a fee, but you can get it for free and not be scammed by some of those other offers.

The NFL just had an exciting Wild Card round and the teams who have won are walking away with hopes that they will be the ones raising the Lombardi trophy this season. Any one of those teams can certainly make the run to a championship, but if you are a betting man it's the two teams that didn't take the field this week that should be on your radar.

The Philadelphia Eagles and Kansas City Chiefs both earned the right to be the #1 overall seed. With the new NFL

format that also means that both teams get the one and only bye week to rest up and get ready for their own pursuit of the Super Bowl. History is on their side.

In 1975 the NFL switched up how they handled seeding for the playoffs, they have readjusted seeding and added playoff teams since then. None of it has changed the fact that getting the #1 overall seed is a huge advantage. Since 1976 the top, the AFC or NFC, has won the Super Bowl an astonishing 25 times in the past 48

championship games, 16 coming from the NFC. In fact, the #2 seed (who used to get a bye week) has added 10 Super Bowl wins to its ledger.

The NFL likes to bill itself as having competitive balance. They like to use the term parity to show how "on any given Sunday" any team can upset the favorite, which bears out in the betting markets year after year. But, when it comes to the leagues ultimate champion the cream seems to rise to the top, in this case the #1 overall seeds.

If your home is in a Trust when the trustee sells it, all the proceeds are deposited into the trust account. A trust account is a bank account you open in the name of your trust. If the only asset in your trust was the house, then you or your trustee will need to open the trust account upon the sale. If you have other assets in the trust, such as a brokerage account, then you can deposit the sale proceeds into that account or open a new account. When attorneys talk about whether an asset is "in" the trust, we mean it is titled in the name of the trust.

Can I use the sale’s proceeds to buy another piece of real estate?

The trustee is bound by the terms of the trust document. If this is a revocable trust and you are your own trustee, you can use the money in the trust for almost any reason at all. A revocable living trust is set

up to avoid probate. If this was an irrevocable trust, you are likely not your own trustee. A Medicaid Asset Protection Trust is a type of irrevocable trust that would allow your trustee to purchase another home for you to live in. The new property must be titled in the name of the trust.

Can I pay closing costs and associated real property maintenance expenses out of the trust account?

Closing costs are wrapped up in the sale of the property, so only the net proceeds from the sale go into the trust account. As for maintenance of the property, that depends on the terms of the trust. A revocable trust is essentially you, so of course the trust can pay maintenance and upkeep. An irrevocable trust likely cannot pay maintenance fees on the property for you.

St. Dominic was a Castilian Catholic priest and a mystic who founded the Dominican Order of Preachers. He is the patron saint of natural sciences and astronomers and is also recognized under the titles Dominic of Osma, Dominic of Caleruega, and Dominic Felix de Guzman. He was born in Caleruega halfway between Osma and Aranda de Duero in Old Castile, Spain. He was named after St. Dominic de Silos. The Benedictine abbey of Santo Domingo de Silos lies a few miles north of Caleruega.

Legend has it that while his barren mother was on a pilgrimage to the Abbey at Silos, she dreamt that a dog leapt from her womb carrying a flaming torch in its mouth that seemed to set the Earth on fire. In Latin the words Dominicanus translate into “Dog of the Lord.”

At fourteen years of age, Dominic was sent to the monastery of Santa Maria de la Vid and subsequently transferred to further studies in the schools of Palencia. There he

devoted six years to the arts and four years to theology.

In 1191 when Spain was devastated by famine young Dominic gave away his money and sold his clothes, furniture, and precious manuscripts to feed the hungry. Dominic reportedly told his fellow students, “Would you have me study off these dead skins while people are starving to death?”

At age 24 he was ordained a priest and joined the canonry of the Cathedral of Osma. In 1198, Diego de Acebo, the Bishop of Osma made Dominic the superior of the chapter. In 1203 Dominic accompanied Bishop Diego on a diplomatic journey to visit the King of Castile Alfonso VIII to find a bride in Denmark for Crown Prince Ferdinand.

In 1215 Dominic established himself with six followers in a house donated by Peter Seila, a rich resident of Toulouse. He saw the need for a new type of organization to address the spiritual needs of the growing cities of the area. He

This again depends on the type of trust. An irrevocable trust places the assets outside of your control and you cannot use the principal to pay your expenses. If this is a Medicaid Asset Protection trust, then you invalidate the trust by using principal. If you used the sale proceeds in such a case, it is important to speak with an

experienced attorney to ensure your estate plan is still protected. What if I inherited a home, but it is in the name of my deceased family member’s trust?

If you inherited real estate property titled in the name of a trust, you will likely change the deed to your own name. If you inherited the property subject to certain conditions or in a trust of your own, then you should have

an attorney explain the terms to you. Is there an independent trustee in charge of the trust other than you? Do you have the right to sell the real estate or only the right to use the property?

There are different types of trusts that are created for different purposes. Even if you think you know what you can or cannot do upon the sale of real estate in a trust, it is best to consult the trust document. The trust language itself controls. If the trust language is confusing, consult a trust and estates attorney to explain the terms. The wrong step can unravel a carefully considered estate plan.

Search & Rescue (SAR) is the most recognizable and time-honored task of any mariner, especially the United States Coast Guard. “You have to go out, but you don’t have to come back” is a wizened catchphrase long gone from the guidance offered by senior officers to eagerto-prove-themselves-worthy boat crews. Now, it is risk management, technology, and technique. Having saved well over 1,000,000 lives since its founding in 1790, the US Coast Guard can safely claim that they know how to do it. But just what happens in the Command Centers and on the search vessels when a May-Day cry comes in? This column is about that.

Risk Management

USCG Forces know many things about risk management, especially these factors:

1. Every event has some degree of risk;

2. All risks will never be known until presented;

3. Every event requires balancing risk by applying adequate controls and resources, which may be in short supply for the task at hand and;

4. Time is not an ally…

So, the Command Center must get as much as or all of this basic information from the boater in distress and over to the SAR Mission Coordinator (SMC) asap:

5. Just what is the nature of the distress (out of fuel is one thing; sinking or afire is another);

6. What is their last known position;

7. Description of the vessel in distress or, possibly far worse, the person lost overboard;

8. Number of people on board/ involved (no one gets left behind by accident);

9. What are the weather/sea conditions at the scene.

This will determine what the SMC specifically tasks the coxswain and crew of the rescue vessel with.

The rescue crew will use the time from leaving the dock to arriving at the scene of the event/search area to prep for the task – especially working with the Rescue-21 radio/ direction-finding system.

has a direction-finding capability. So, even if the distressed vessel doesn’t have an EPIRB* or the crew isn’t wearing PLB*s, Rescue-21 can point directly at the source of the radio signal. Although there is a 4o error factor (2o on either side of the direct or rhumb line), multiple radio towers can reduce the search area even further. (see Diagram #1)

The green lines indicate the direct or rhumb line from the radio towers to the signal source. With the 2o of error on either side, the red area is eliminated from the search area, thus increasing the odds on the distressed vessel being found.

On Scene

From here, it is very fact dependent. What “vectors” (wind, current, tides) have been at play since the event? How good is all this information? Very good sources narrow the search area. Poor sources expand the search area…

One of the first things that the

rescue crew is likely to do is to “drop datum” as they arrive. A radio buoy or other self-locating device (hopefully!) is dropped at the scene so that it can be used to calibrate what actually are the vectors at work here. The next and most important decision made is what kind of search pattern to run.

When the search area is large and the last known location is approximate but debris, for example, was found, the search pattern is likely to be a “creeping line” – back and forth across the search area and moving away from the last known position in the direction of the “vectors” – wind, currents, and tide. In contrast, when the search area is small (a bay, for example) and the last known position is well known, the search pattern most likely called for is a “vector search” or “Victor Sierra” in SAR-speak. With pie-like patterns, back across the “datum’s” location (see “drop datum” above), the CXN will cut back and forth across that point, looking for the victim or

vessel (see diagram 2.) Somewhat between these two conditions, where the search area is small but the last known position is not so well known, the SAR pattern most likely to be used is the “Expanding Square” pattern where the CXN drives in an ever increasing box or square around the last presumed position (see diagram 3.)

In any event, the last thing that the SMC wants to hear is this from the crew. “No joy…”

This means that they have done everything that they could and have reached the end of their mission – no joy in finding the missing person or vessel. The SMC can send additional crews out – and likely will until hope becomes the only thing left.

Request for Written Comments on Proposed Shellfish Aquaculture Lease Renewals

Notice is hereby given that the Suffolk County Department of Economic Development and Planning has received three Lease Renewal Applications from existing leaseholders that wish to renew their lease for an additional ten (10) year term. Each of these Leaseholders initially obtained their lease during Phase I (2010-2020) of the County’s Shellfish Aquaculture Lease Program under Cycle #3; and have been conducting shellfish aquaculture activities on their respective lease site for the past ten (10) years. Pursuant to Chapter §475-16 Article II of the Suffolk County Code, a lease may be issued for a term of the 10 years, with an option to renew for an additional ten (10) years. All lease sites proposed for renewal are located within the adopted Revised Shellfish Cultivation Zone.

Pertinent data and information from each of the Lease Renewal Applications, which includes the Lease Sites Map ID #, the name of the leaseholder, respective Application Reference #, operation type, name of bay and Town where the lease site is located; and the center point coordinates are provided in the table contained within this Public Notice. This Public Notice and program maps that show the locations of the sites proposed for renewal are available on the Suffolk County website: https://www.suffolkcountyny.gov/

Comments regarding Lease Sites proposed for lease renewals must be prepared in writing and mailed to the contact person listed below. All comments must be post marked by March 20, 2023. Comments and/or objections should include the applicable SCALP reference # or Lease Sites Map ID # and supporting documentation to the maximum extent possible. Those parties raising an objection to a lease renewal based on natural productivity of an area and/or a viable commercial fishery, must send a copy a valid commercial harvester’s license, landings reports or documentation of harvest from the subject harvest area and/or sales receipts, as applicable.
