Leonardo “Leo” DiCatprio, the Eurasian Lynx that was loose and eventually captured on Long Island earlier this summer, has settled into his permanent home at the Holtsville Ecology Site and Animal Preserve. Joining the more than 100 wild and farm animals that reside at the Animal Preserve, Leo was revealed to the public in his new enclosure earlier today.
“We are grateful that the DEC and SPCA felt the Ecology Site was the right environment for Leo and we are thrilled to have
him among our residents,” said Brookhaven Highway Department Superintendent Daniel Losquadro. “However, we hope when people come to enjoy this facility and view the animals, they understand the dangers in keeping wild animals as pets. While we have no idea why Leo was being kept as a pet, we are very happy that he is safe and healthy at our facility.”
Since arriving at the Ecology Site in August, Leo has gained 15 pounds and enjoys various enrichment activities to stimulate his natural behaviors. He can often be seen running, stretching his

Suffolk County is nuclear-free— none of the 7 to 11 nuclear power plants proposed for Suffolk became a reality—after decades of intense grassroots and governmental opposition. A key element was Suffolk County and New York State determining, after an extensive study, that a successful evacuation would be impossible in the event of a major nuclear power plant accident at the first nuclear plant built here, at Shoreham.
Thus, Suffolk and state governments refused to draw up and agree to implement a federally required evacuation plan. The Shoreham plant was scuttled.
But now the U.S. Nuclear Regulatory Commission is in the midst of radically altering its regulations for the new line of nuclear power plants the nuclear industry is seeking to develop— what it calls “advanced” nuclear power plants.
Two weeks ago, Dr. Edwin Lyman, Director of Nuclear Power Safety with the Union of Concerned Scientists, gave a presentation he titled: “Guinea Pig Nation: How the NRC's new licensing rules could turn communities into test beds for risky, experimental nuclear plants.”
The information he presented has
received no major media coverage, which is par for the nuclear course. This is why I named my first book on nuclear power “Cover Up: What You Are Not Supposed to Know About Nuclear Power.”
Lyman, who has a doctorate in physics, knows nuclear technology intimately. He joined the Union of Concerned Scientists in 2003. Previously he was president of the Nuclear Control Institute. He was a postdoctoral research associate at Princeton’s Center for Energy and Environmental Studies. He co-authored the book “Fukushima: The Story of a Nuclear Disaster.”
He explains that the nuclear industry wants nuclear safety standards significantly weakened because the “advanced” nuclear plants are “much more expensive” than existing plants. And they would be more costly to operate than using energy alternatives, “certainly wind and solar.” So, the NRC is “accepting on faith” the industry claim that the “advanced” nuclear power plants are “going to be safer and wants to adjust its regulations accordingly, to make them less stringent.”
It’s a demonstration of one of the alternatives that’s been applied as the acronym for the NRC—Nuclear
categories of “Cutting corners on safety and security to cut costs” and “what the nuclear industry wants,” included, in addition to the already altered siting criteria:
• Allowing nuclear power plants to have a “small containment—or no physical containment at all.”
“No offsite emergency planning requirements.”
• “Fewer or even zero operators.”
• Letting the plants have “fewer inspections and weaker enforcement.”
• “Fewer back-up safety systems.”
Rubberstamp Commission.
Already, in a decision in July, the NRC moved to allow nuclear power plants to be built in thickly populated areas. For a halfcentury, the NRC sought to have the plants sited in areas of “low population density”—because of the catastrophic accident threat.
The lone NRC vote against the change came from Commissioner Jeffery Baran who declared: “Multiple, independent layers of protection against potential radiological exposure are necessary because we do not have perfect knowledge of new reactor
technologies and their unique potential accident scenarios.”
Under the new policy, noted Baran, a “reactor could be sited within a town of 25,000 people and right next to a large city. For reactor designs that have not been deployed before and do not have operating experience, that approach may be insufficiently protective of public health and safety.”
That is just one of the many reductions proposed in safety standards. The list of them in Lyman’s presentation before the Chicago-based Nuclear Energy Information Service, under the
• “Zero” armed security personnel to try to protect an advanced nuclear power plant from terrorists.
Lyman commented: “I could go on and on.”
Lyman’s PowerPoint included a slide saying the “NRC is not currently” accepting comments on its plan for changes in its regulations for “advanced” reactors. But, it said, “the public is always free to weigh in” on NRC actions and recommended people attend any public meetings held on the issue.
Does this mean that in the future there might be a resurfaced push for nuclear power in Suffolk County?
Zach Wilson is benched and likely finished in New York. To the casual Jets fan that is good news after watching his horrendous play over the past year plus, but the reality is that leaves more questions than answers. Sure, we can hope that Mike White is the answer but let's be real, this is a giant step back for a franchise that finally had some good feelings.
Wilson's comments of "no" when asked if he let the defense down might have been his undoing, but in a way it's better to move on now rather than later. This team is stacked with outstanding young talent for the better part of the best decade and they might just be a QB away from being taken seriously. That signal caller was not Zach Wilson.
So now, even during a season where Jets fans are hoping for
a playoff appearance, all eyes shift towards 2023. New York won't be bad enough to have the hard choice of selecting a new QB in the draft, and a mid level first rounder could bring the same issues as Wilson. No, this franchise needs an upgrade. The names Tom Brady, who reportedly wants out of Tampa and Aaron Rodgers, who is clearly disgruntled in Green Bay will be on everyone's wish list. Both are extreme long shots, but that doesn't mean the Jets can't get a QB who can upgrade the position quickly.
Geno Smith will be a free agent as will cross town QB Daniel Jones. As well as Geno is playing, neither of these seem like the solution. Jimmy G might be though. He is likely out of San Francisco and has already taken a team to the Super Bowl. Jimmy would be a big upgrade, despite his limitations, in a run first
offense.
So, whether it's trading for a veteran, grabbing one in free
agency or jumping back into the rookie QB pool, the Jets have a huge dilemma on their hands. Who will lead this franchise for
the next decade. One answer we have is that it will not be Zach Wilson.
Determining which estate plan is best for you will require an analysis of your assets, your personal circumstances, and your goals.
A last will and testament is a legal document memorializing your wishes for the distribution of your assets after you die. Assets held in your sole name without a named beneficiary must be distributed pursuant to the terms of your will. This is known as the probate process, which is governed by the Surrogate’s Court in the county in which you reside.
potentially taxable estate.
While a will is an excellent estate planning tool, there are some downsides to having a will as your sole distribution document. First, the named Executor under your will must first be appointed by the court before he or she can distribute out your assets. In recent years, the courts have been extremely delayed in processing files, thus causing delays statewide. Second, notice of probate must be given to your next of kin, whether or not they are named beneficiaries under your will. This could create
by Medicaid; reduce your taxable estate during your lifetime; and prevent court oversight on further trusts created for your beneficiaries.
When determining which estate plan best fits your needs, it is important to look beyond your financial status, and to consider your short-term and long-term goals, both during your lifetime and after your death. You should therefore seek an Estate Planning and Elder Law attorney, one who will ask you the right questions and help determine the best estate plan that works for you.

Originally I was not going to write on this topic, as it did not target veterans, however, as I turned to select another article my telephone rung. Since it was a local 631 number I answered it. Then, with a very authoritative voice, the caller said he was from my electric company and that my electricity would be turned off in about an hour, as I did not pay my bill. I thanked him for the call and hung up. I thanked him because he showed me I had to cover this area. With 80,000 veterans living in Suffolk county, I am sure I am not the only one he called.
Let’s look at that call before looking at other examples.
1. The electric company would have sent me a bill in the mail and not a telephone call like that.
2. The caller used the term electric company whereas the company would have used their business name and not just electric company.
3. When a business calls
someone they will ask to speak to a specific person before they say why they are calling. He had no way of knowing who he was telling the electric would be turned off.
4. The time of turning off the electric within an hour indicated that he would want to be paid
with that time. So he was probably going to send me to a chain store to buy a money gift card for the amount of money he needed and give him the number on the back of the card.
5. Never give your credit card info to someone who calls you.
The above example would also be used by scammers using different problems like money for IRS, Insurance, and other companies where one has regular bills. Other scams include loans, Government grants, for secret shopping, computer tech support and numerous others
areas. Please note that no real true business will send you to the store to buy a money gift card for payment, or deposit. If they try to sell you an object be careful, especially if they want your personal information and a down payment or deposit. Under those conditions you may never see the product. If you think it’s too good to be true, you probably are right.
The telemarketing scammers have advanced their method of connecting with you by no longer using the 800, or 900 telephone numbers. They now have an instrument that allows them to forge or copy a local telephone for the area they are scamming in. Chances are if you call the number they used to call you the person answering the phone would know nothing about the call or caller. If you get a call from a scammer and answered it, your phone number may be used by them to call others.
As you’ve seen, we’ve written a fair number of times about how life jackets save lives, such as yours. This article is about that.
We’ve all heard the mantra that “Speed Kills” – and so does cold water. As you know, New York was the first state to require everyone aboard all small boats to wear life jackets during the coldest half of the year. Massachusetts, Pennsylvania, and Connecticut soon followed. As of November 1, kayakers, canoeists, and those aboard all other boats under 21 feet must wear Coast Guard-approved personal flotation devices (PFDs) while on New York’s coastal waters, lakes, rivers, and other waterways. PFDs on such vessels become optional again in the Spring – May 1. Here is the info on CT, MA, and PA.
CONNECTICUT: Anyone under 12 must wear a PFD. Skiers and PWC riders need them also. Between Oct. 1 and May 30th, all people in canoes. Fines are $75.
MASSACHUSETTS: State law requires anyone being towed, PWC users, canoeists/kayakers from midSeptember to mid-May to all wear PFDs. Children 12 and under must wear them also. Fines are $50.
PENNSYLVANIA: Boaters must all wear life jackets on vessels under
16 feet from November 1 to April 30. Boaters 12 and under must wear life jackets on any vessel under 20 feet including kayaks and canoes. Anyone on a PWC or being towed must wear one as well. Fines are $50.
While not as “aggressive” as this author would like, i.e., boats could certainly be larger than 20’ and fines could be higher, as an example, let’s not be churlish. Although CT, MA, and PA have seasonal PFD requirements as noted above, New York’s law is broader and affects all pleasure craft including small sailboats and motorboats (rowing shells used by crew teams are exempt).
What are the laws in the State of New York? Here they are: http://www.nysparks.state.ny.us/ recreation/boating/documents/ NYSBoatersGuide.pdf
Every pleasure vessel operated upon the waters of New York must carry at least one USCG approved Type I,II or III Personal Flotation Device (PFD), or life jacket as they are more commonly known, for each person on board. All life jackets on your vessel must be:
Serviceable - free of rot, tears, punctures, waterlogging and all straps functional.
Readily accessible - quickly
reachable in an emergency situation, never kept in plastic bags or under lock and key.
Appropriate size for the intended wearer - check the USCG approval label for information on the intended user for a particular PFD.
Children under the age of twelve must wear a Type I, II or III PFD on board a vessel unless they are in a fully enclosed cabin. The PFD must be the appropriate size for the child.
Anyone operating or riding on a personal watercraft (Jet Ski, Wave Runner, or similar craft).
Anyone being towed behind another vessel such as water skiers, tubers, parasailing, etc. You are exempt if you are on a disabled vessel and being towed.
Off-Shore Life Jacket (Type I PFD) - Effective for all waters, this type of lifejacket provides the most buoyancy. They are designed to turn most unconscious wearers in the water to a face-up position. There are two sizes: adult, with 22 lbs of buoyancy; and the children's size with 11 lbs of buoyancy.
Near-Shore Buoyant Vest (Type II PFD) - The near-shore buoyant vest is intended for calm, inland water, where there is a good chance of a quick rescue. This type of lifejacket will turn some wearers over, but not reliably. The adult vest provides 15.5 lbs of buoyancy, and the child's vest 7 lbs.
Flotation Aid (Type III PFD)Good for calm, inland water, where there is a good chance for immediate rescue. These are designed for special recreational activities such as water skiing. Type III provides the same buoyancy as the Type II, but without any turning ability. They
come in many colors and styles, and in general, are the most comfortable type of life jackets available.
Throwable Devices (Type IV PFD) - These PFDs are designed to be thrown to a person in the water, grasped and held until rescued. These devices are not intended to be worn. At least 1 Type IV PFD must be carried on all vessels 16' or greater in length.
Inflatable PFDs - The United States Coast Guard is now approving both automatic and manually inflatable PFDs for use on recreational vessels. Please keep in mind that while they are comfortable and lightweight, they are not suitable for non-swimmers, water skiers, youths under the age of 12 and riders of personal watercraft. Always consult the approval label on any PFD to determine if it is approved for the activity in which you plan to use it.

TOWN OF BROOKHAVENL14502–11/30/2022
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Brookhaven, Suffolk County, New York, held a public hearing at 5:30 p.m. on November 17, 2022, at Town Board Auditorium at Independence Hill, Second Floor, Farmingville, New York, and streamed live over the internet at Brookhavenny.gov/ meeting, with respect to property to be acquired by the Town of Brookhaven situated at 25 Hammond Lane, Centereach, Town of Brookhaven, County of Suffolk, New York, for drainage purposes. As a result of said public hearing, the Town Board of the Town of Brookhaven has made and adopted the following findings and determination:
1. The purpose of the acquisition is to design and construct a recharge basin for the retention of stormwater from Town roadways.
2. The location for the proposed acquisition is part of 25 Hammond Lane, Centereach, New York, further identified as SCTM No. 0200-514.00-05.00001.001. As the area has become more developed, the drainage problems have increased accordingly. A review of the existing records and topographic maps, combined with runoff calculations and field investigations by the Town’s Highway Department, indicate there is a need for a recharge basin in the area. A recharge basin at this location will provide approximately 70 acres of drainage area and approximately 12,500 linear feet, or 2.5 miles, of existing Town roads. This site is the last remaining undeveloped parcel that can be utilized for a recharge basin.
3. No negative environmental effect would be engendered by the project.
4. The Town Attorney of the Town of Brookhaven is hereby directed to proceed to acquire title to the
aforementioned property through the exercise of Eminent Domain.
Copies of the determination and findings will be forwarded upon written request without cost.
