PREPA draws scrutiny after stripping LUMA of say-so on federal grants

The Puerto Rico Electric Power Authority (PREPA) is facing scrutiny from the hearing examiner charged with reviewing rates after it yanked from LUMA Energy the authority to approve the transmission and distribution reconstruction projects.

PREPA’s board repealed resolution 5020 by approving Resolution 5183. Resolution 5020 authorized and gave consent to LUMA to act as the sole entity allowed to manage grant applications related to the projects, which are funded through federal sources.

Resolution 5183 adds that “[t]he Executive Director [of PREPA] shall ensure compliance with all federal and local regulations governing the management of federal funds . . . and shall have the capacity to delegate this authority if necessary. However, LUMA, as the Operator, remains

responsible for executing transactions in compliance with federal requirements, as established under Section 5.9” of the operation and management agreement, the document says.

Hearing Examiner Scott Hempling, who is overseeing the rate case, has ordered PREPA to provide an explanation for the change and address concerns about potential impacts on electricity rates in Puerto Rico.

The hearing examiner emphasized that any shortfall in federal funds could lead to increased rates for consumers. PREPA has been given until July 3, to submit the requested information, along with its revenue requirement and accompanying testimony.

The development comes as Puerto Rico continues to navigate the complexities of its energy sector, including the ongoing bankruptcy proceedings and the transformation of its power generation infrastructure.

Arecibo initiates plan to comply with Disabilities Act provisions

Arecibo Mayor Carlos “Tito” Ramírez Irizarry announced on Monday that his administration is fully aware of a lawsuit filed by the father of two children with disabilities against the northern municipality, the Puerto Rico government, and 16 commercial establishments, documenting systematic violations of the Americans with Disabilities Act (ADA).

“The lawsuit requests symbolic nominal damages of $1.00, emphasizing that the objective is not personal enrichment but systemic change,” the mayor said. “We have examined the claim through our legal team, and certainly, for too many years, there have been architectural limitations that were not addressed in the past. We will work together to resolve this situation. This is the right thing to do and what is appropriate.”

The mayor said work will begin immediately in a room on the ground floor of City Hall to comply with all ADA and Occupational Safety and Health Administration (OSHA) access measures and regulations.

“People, directors, or service personnel seeking transportation to the office will be received there,” Ramírez Irizarry said. “An inspection of the sidewalks and ramps on the main streets (Diego and Francisco Marín) is also being conducted. Work will gradually begin on other offices or departments located outside the city center.”

Meanwhile, instructions have already been given to the Municipal Public Works Department to require all improve-

ment projects at courts or other municipal structures to take into account access regulations.

The legal case was filed by a father living in Arecibo whose two children suffer from spinal muscular atrophy, a condition that requires them to use specialized mobility devices.

The lawsuit alleges that numerous businesses also obtained use permits by falsely certifying compliance with the ADA, maintaining barriers that profoundly affect the daily lives of people with disabilities.

“As the important district capital city in northern Puerto Rico, Arecibo will approach this reality responsibly, based on the principles of accessibility and inclusion,” said the mayor, who pledged to report on the progress of efforts to promote greater physical accessibility for all Arecibo residents.

Bill filed to prohibit municipal police from helping feds with immigration raids

Popular Democratic Party Rep. Swanny Enit Vargas Laureano has filed legislation that amends the Municipal Code to explicitly prohibit municipal police from entering into collaborative agreements with the federal government to conduct raids against undocumented immigrants on the island.

Public Law 723 aims to amend Section (o) of Article 3.025 of the Municipal Code of Puerto Rico (Act No. 107-2020) in response to urgent concerns raised by immigrant communities, particularly the Dominican community, regarding the federal government’s aggressive immigration operations across the United States.

“Human rights are non-negotiable and do not depend on anyone’s immigration status,” Vargas Laureano said. “As legislators, our duty is to ensure that no local or federal policy permits violations of these rights. Puerto Rico will be a sanctuary for all individuals, free from fear

and persecution.”

The bill calls for a clear amendment to the Municipal Code’s language, establishing unequivocally that collaboration between municipal police and federal agencies will not encompass immigration enforcement purposes.

The legislation follows mass protests in Puerto Rico and in the mainland United States against federal immigration policies.

President Donald Trump has promised an expanded immigration crackdown in several large Democratic-led cities as apparent vengeance for the “No Kings” mobilization against his administration over the weekend that drew millions of people – despite questions over whether the agency in charge of the effort is set to run out of money.

Axios reported on Monday that the U.S. Immigration and Customs Enforcement was $1 billion over budget and on the verge of running out of funds.

Top cop: Funds for overtime owed to be available by end of month

Police Commissioner Joseph González said Monday that funds have already been identified to pay overtime owed to officers for the months of April and May, and that the money will be available on or before June 30.

“The money has already been identified and we are waiting for the process [to be completed],” González said in response to questions from the press. “This is nothing new; last year it was the same. In April the money ran out and part [of the overtime payments owed] was paid in June and another part in August.”

The official added that so far no barracks have closed and that other special units have been mobilized to support where there are fewer personnel available.

“The estimated average owed for the month of June is between $10 million and $13 million,” said González, who also ruled out that the closure of barracks is being evaluated as a cost-saving measure, indicating that an internal analysis

is underway on the use of personnel throughout the island.

The Department of Public Safety (DSP by its initials in Spanish) meanwhile reiterated that it continues to work to ensure payment to officers. In a written statement, DSP Secretary Arthur Garffer Croly said that since February he has maintained communication with the Financial Oversight and Management Board, the Office of Management and Budget and the Fiscal Agency and Financial Advisory Authority to ensure the availability of funds.

According to the DSP, a commitment was reached to disburse $32 million before June 30 to cover overtime corresponding to April, May and June. It was also indicated that $13 million had already been paid for hours worked until March and, on June 15, another payment of $3.1 million was issued to 1,793 agents assigned to federal initiatives.

The DSP secretary also met with union leaders on June 11 and announced that he will hold another meeting next Monday with other Police Bureau sectors.

CPA forum to examine current issues in construction sector

Professionals, leaders and experts from the construction sector will participate in the industry’s annual forum presented by the Certified Public Accountants Association (CCPA by its initials in Spanish) this Thursday from 1 p.m. to 5 p.m. at CCPA headquarters in Hato Rey. The event will analyze current issues in the sector, including the challenges and opportunities it faces.

“This Forum is a must-attend event for those who wish to stay ahead of the curve in this industry,” CCPA President Cynthia J. Rijo Sánchez said. “It is a valuable opportunity for

SIPs to investigate ex-mayor over political content on Moca’s Facebook page

The Special Independent Prosecutor (SIP) Panel has officially appointed prosecutors Ileana Agudo Calderón and Maricarmen Rodríguez Barea to undertake a comprehensive investigation into former Moca Mayor Ángel “Beto” Pérez Rodríguez.

The move comes in response to a formal referral from the Department of Justice concerning allegations of illegal activities purportedly carried out during his tenure in office.

The groundwork for the investigation was laid following a complaint lodged by Electoral Comptroller Walter Vélez Martínez on Oct. 29, 2024. The complaint raises

Nine-year-old on life support after being accidentally struck in head with golf club by twin brother

An unfortunate incident marred the conclusion of a summer camp organized by the island Family Department in Aguadilla when a 9-year-old boy accidentally struck his twin brother with a golf club while both children were in the agency’s custody.

The incident occurred last week at the Punta Borinquen Golf Club, situated on the grounds of the former Ramey Base in Aguadilla. As part of the summer camp activities, the campers, including the twin boys, were engaged in a sports clinic where they were learning and practicing golf skills. During one of the last activities, the injured boy was struck on the right side of his head when his brother swung the club to hit a golf ball. The force of the blow caused the boy to lose his balance and fall, resulting in a sharp impact with a nearby tree trunk, which left him unconscious. Fortunately, three medical doctors -who were present as volunteers among the parents supervising the camp -- immediately rushed to provide first aid to the injured child. Their quick response was crucial in administering preliminary care before transportation

to a medical facility. He was first taken to Buen Samaritano Hospital in Aguadilla, where further treatment was initiated. However, due to the severity of his condition, he was subsequently airlifted to the Pediatric Center in Río Piedras. As of press time, the boy remained in critical condition, and medical staff were closely monitoring his status.

Inspector Eduardo Rivera González, who leads the Criminal Investigation Unit (CIC) in the Aguadilla region, communicated that the boy’s mother, who lives at the Montaña Residential Complex in Aguadilla, was facing an incredibly difficult situation. On Monday she was coordinating with medical professionals to discuss the possibility of organ donation should the heartbreaking decision to disconnect her son from life support become necessary.

In light of the incident, Rivera González said, the case has been referred to the Sexual Crimes and Child Abuse Unit and the Homicide Unit of the CIC in Aguadilla for further investigation. The referral suggests that authorities are taking the matter seriously, particularly given the circumstances surrounding the children’s custody under the

serious allegations that the former mayor misused the official Facebook page belonging to the Municipality of Moca to disseminate partisan political content that was related to his re-election efforts. The implications of the alleged misuse of a public forum suggest a potentially serious breach of electoral laws and principles.

In a preliminary report issued by the Public Integrity and Comptroller Affairs Division of the Department of Justice, Pérez Rodríguez faces allegations including dereliction of duty, the misappropriation of public funds, and violations of both the Ethics in Government Act and the Campaign Finance Oversight Act. All-terrain vehicle accident in Ponce leaves 2 men dead

Two men died in an accident involving an all-terrain vehicle at about 8:25 p.m. on Sunday night on highway PR-139 (kilometer 9) in Ponce.

According to the police report, a call was received through the 9-1-1 Emergency System that a gray 2024 Can-Am brand vehicle on which five people were traveling hit a tree in the Los Fondo sector of Ponce’s Maragüez neighborhood. When the agents and paramedics arrived at the scene, they found the lifeless body of José Rivera Rivera, a passenger on the ATV, and four people injured.

The injured were transported by emergency medical paramedics to a nearby hospital, where later the doctor on duty certified the death of a second passenger, identified as Salvador Ortíz Báez.

Agent Manuel Flores of the Ponce Highway Patrol and prosecutor Natalia Zambrana were investigating.

‘I’m an American, bro!’: Latinos report raids in which US citizenship is questioned

They swept into the Southern California car lot last Thursday at 4:32 p.m. — masked and armed Border Patrol agents in an unmarked white SUV.

One agent soon twisted Jason Brian Gavidia’s arm and pressed him against a black metal fence outside the lot where he runs an auto body shop in Montebello, a working-class suburb east of the Los Angeles city limits. Another officer then asked him an unusual question to prove whether he was a U.S. citizen or an immigrant living in the country illegally.

“What hospital were you born at?” the Border Patrol agent asked.

Gavidia, 29, was born only a short drive from where they were standing, in East Los Angeles. He did not know the hospital’s name. “I was born here,” he shouted at the agent, adding, “I’m an American, bro!”

Gavidia was eventually released as he stood on the sidewalk. But another U.S. citizen, Javier Ramirez, 32 — Gavidia’s friend and co-worker — had been forced facedown to the ground by two agents in the car lot. Ramirez was put inside a van and driven to a federal detention center, where he remains in custody. Ramirez’s lawyer said that officials at the detention center had denied his request to speak to his client.

“I know enough to know this is not right at all,” Gavidia said in an interview. “Latinos in general are getting attacked. We’re all getting attacked.”

The episode Thursday was captured on video by Gavidia’s friend and the car lot’s security cameras, and described in interviews with Gavidia, Ramirez’s lawyer and another man who was at the shop during the raid.

It has stirred fears in Montebello and other majority-Hispanic areas in and around Los Angeles that the agents involved in the Trump administration’s immigration raids are questioning the legal status of Americans who happen to be Latino.

Viral videos on social media of the Montebello incident and other instances of agents questioning Latino residents in Los Angeles have heightened anxiety that the federal immigration crackdown has entered a new phase. The fear is that agents, including those who are themselves Hispanic, are now racially profiling Hispanic residents and questioning citizenship on the street. Ramirez recently started carrying his passport with him because he feared being stopped, Gavidia said.

“There’s constitutional violations being done left and right,” said Tomas De Jesus, the lawyer for Ramirez. “They did not show any warrant. They did not provide any reason to why they were there. It seemed to me that they were just like, Hey, you look brown, you look Mexican enough that maybe you’re undocumented.”

Salvador Melendez, the mayor of Montebello, said he was outraged after a resident had sent him a video posted on social media of Gavidia being briefly detained.

“They came in over here looking for a specific look, which is the look of our Latino community,” Melendez said of federal agents. “They’re just going to apprehend anybody that looks Latino. We just feel extremely frustrated and angry as a community.”

A spokesperson for Customs and Border Protection, the Border Patrol’s parent agency, said that the agents were conducting a lawful immigration enforcement operation.

The spokesperson said one person had attempted to flee the scene, had assaulted an agent in the process and was arrested for having assaulted and interfered with agents. Another person was detained on the street for investigation for interference but was released after being confirmed to be a U.S. citizen. And a third person, the official said, was determined to be “an illegal alien” and was taken into custody without incident.

license and his cellphone, Gavidia said. He pleaded with them for several minutes and the officer eventually returned his phone but never gave his license back, Gavidia said.

The spokesperson for Customs and Border Protection said the agents were confronted by a hostile group. The spokesperson issued a warning that the agency would not be intimidated and that interfering with law enforcement is a felony for citizens and noncitizens.

The experience left Gavidia, who said he had never before had a brush with law enforcement, shocked and angry.

“They’re Latinos, just like me,” he said of the agents. “I am a good United States citizen.”

Gavidia said he was shocked to suddenly see the Border Patrol at his workplace.

He has spent his entire life in and around East Los Angeles. He attended James A. Garfield High School, a storied local institution made famous by the 1988 movie “Stand and Deliver.” His mother is from Colombia and his father is from El Salvador, and both lived as immigrants lacking legal status in the U.S. for years before receiving citizenship through President Ronald Reagan’s amnesty program.

On the sidewalk in front of the shop, a small crowd had formed. Many of the witnesses shouted at the agents and started recording on their phones.

As agents questioned Gavidia on the sidewalk, they pressed him against the fence and he repeatedly and loudly told them he could show identification to prove his citizenship. They dropped his arms and he reached for his California driver’s license.

Minnesota suspect also went to homes of 2 other lawmakers

Aman accused of assassinating a Minnesota state lawmaker and shooting another also visited the houses of two other lawmakers the same morning, in what authorities called a planned campaign designed to “inflict fear” and kill lawmakers and their families, federal officials revealed Monday.

The suspect, Vance Boelter, 57, will face federal murder charges in the attack, which could allow for the death penalty.

“This was a political assassination, which is not a word we use very often in the United States,” said Joseph H. Thompson, the acting U.S. attorney for the district of Minnesota, during a news conference in Minneapolis. He added that all of the targeted officials were Democrats.

Boelter was being held at the Hennepin County Jail in downtown Minneapolis. In an initial federal court appearance Monday, he was alert, direct and had a stern expression, and made no eye contact with members of the public. The judge set a preliminary hearing date for June 27.

Boelter has already been charged by state prosecutors with two counts of second-degree murder, for the fatal shootings of Rep. Melissa Hortman and her husband, Mark, and two counts of attempted second-degree murder for shooting and wounding state Sen. John Hoffman and his wife, Yvette.

Here’s what else to know:

— The search: Boelter was captured late Sunday in the largest search in Minnesota’s history across a rural area southwest of Minneapolis, investigators said. He later confessed in a written note to the attacks, according to an FBI affidavit. Law enforcement officials found the suspect’s car and hat in Sibley County on Sunday. SWAT drones tracked him crawling through brush, and he surrendered near Green Isle, Minnesota, a town where he had a home with his wife and children.

— The victims: Melissa Hortman served as speaker of the Minnesota House for six years and helped pass key legislation on abortion rights, marijuana legalization and medical leave. John Hoffman, a fourth-term state senator, leads the Senate’s Human Services Committee. He and his wife were recovering, Gov. Tim Walz of Minnesota said Sunday.

— Other lawmakers: In between Boelter’s visits to Hortman and Hoffman’s homes, he visited two other lawmakers, authorities said. State Sen. Ann Rest, a Democrat from suburban Minneapolis, said in a statement that she was told Boelter was parked near her home Saturday. She thanked the New Hope Police Department for its “heroic work,” saying “their quick action saved my life.”

— State charges: The state is also expected to charge Boelter with first-degree murder, which would carry a mandatory sentence of life without the possibility of parole, the Hennepin County attorney said Monday.

— A list: The suspect had a notebook that mentioned about 70 potential targets, some in neighboring states, including politicians, civic leaders and Planned Parenthood centers, according to law enforcement officials.

Two top union leaders quit DNC posts in dispute with chairperson

The leaders of two of the nation’s largest and most influential labor unions have quit their posts in the Democratic National Committee in a major rebuke to party’s new chair, Ken Martin.

Randi Weingarten, the longtime leader of the American Federation of Teachers and a major voice in Democratic politics, and Lee Saunders, president of the American Federation of State, County and Municipal Employees, have told Martin they will decline offers to remain at-large members of the national party.

The departures of Weingarten and Saunders represent a significant erosion of trust in the DNC — the official arm of the national party — during a moment in which Democrats are still locked out of power and grappling for a message and messenger to lead the opposition to President Donald Trump. In their resignation messages, the two union chiefs suggested that under Martin’s leadership, the DNC was failing to expand its coalition.

Both labor leaders had supported Martin’s rival in the race for chairperson this year, Ben Wikler, chair of the Wisconsin Democratic Party. Martin subsequently removed Weingarten from the party’s Rules and Bylaws Committee, a powerful body that sets the calendar and process for the Democratic Party’s presidential nominating process.

In her resignation letter, dated June 5 and obtained Sunday evening, Weingarten wrote that she would decline Martin’s offer to reappoint her to the broader national committee, on which she has served since 2002. She had been on the Rules and Bylaws committee since 2009.

“While I am proud to be a Democrat, I appear to be out of step with the leadership you are forging, and I do not want to be the one who keeps questioning why we are not enlarging our tent and actively trying to engage more and more of our communities,” Weingarten wrote in her resignation letter to Martin.

Weingarten is an influential figure in the Democratic Party and the leader of a union that counts 1.8 million members.

Saunders, whose union represents 1.4 million workers, declined his nomination to remain on the DNC on May 27, his union said Sunday.

“The decision to decline the nomination to the Democratic National Committee was not made lightly,” Saunders said in a statement to The New York Times. “It comes after deep reflection and deliberate conversation about the path forward for our union and the working people we represent.”

His statement seemed to echo Weingarten’s critique, suggesting the DNC was becoming an inward-looking body that failed to innovate.

“These are new times. They demand new strategies, new thinking and a renewed way of fighting for the values we hold

dear. We must evolve to meet the urgency of this moment,” Saunders said. “This is not a time to close ranks or turn inward. The values we stand for, and the issues we fight for, benefit all working people. It is our responsibility to open the gates, welcome others in and build the future we all deserve together.”

Martin has recently faced scrutiny and criticism from within the party. His leadership was openly challenged by David Hogg, a party vice chair who announced he would fund primary challenges to sitting Democrats — an action long considered out of bounds for top party officials.

Hogg announced last week that he would not seek to retain his post after the party voted to redo the vice chair election, after it had been challenged on an unrelated technicality. Notably, Weingarten had endorsed Hogg’s primary efforts, saying it was necessary to “ruffle some feathers.”

On Friday, during an appearance at the Center for American Progress in Washington, Gov. Tim Walz of Minnesota, a longtime Martin ally, said he still had confidence in him but regretted the public squabbling.

“I certainly wished we wouldn’t have dirty laundry in public, but you know the personalities, things happen,” said Walz, who endorsed both Martin and Hogg in the party elections this year. “I don’t think Ken’s focus has shifted one bit on this of expanding the party.”

Martin did not immediately respond to messages about the resignations. A spokesperson declined to comment.

Consumers are financing their groceries. What does it say about the economy?

For some American consumers, “buy now, pay later” loans aren’t just for big-ticket items like televisions and vacations. They’re for groceries, too.

When Tia Hodge, stocked up at her local Kroger in early April, her bill was nearly $400. At checkout, she scanned her app from Klarna, a buy now, pay later company that offers short-term loans. Klarna paid the grocery store for the 71 items in the cart. Hodge split her payments to Klarna into four installments of about $100, with zero interest.

“Food prices have skyrocketed,” said Hodge, of Austell, Georgia, who plans how much she’ll spend on each trip to the grocery store based on her cash flow and other expenses that month, including credit-card debt and student loans. Being able to spread out the payments for groceries has helped her family of four — soon to be five — budget better, she said.

Hodge, 29, is hardly alone. Nearly a quarter of consumers using buy now, pay later loans finance groceries, up from 14% a year ago, according to a recent LendingTree survey. And it’s not just groceries; more Americans are using these loans to pay for recurring monthly bills, such as electricity, heat, internet and streaming services like Hulu.

Consumers can break up gasoline purchases into installments or pay for the burrito or burger order delivered to their home in bite-size pieces. People are going on social media to share tips on how to use the short-term financing even for rent.

While some borrowers say the loans are a useful way to manage cash flow, others say the increased use of buy now, pay later plans for day-to-day essentials is a troubling sign that more consumers are financially stressed.

“I don’t think there’s any question that it is at least a sign of how much people are struggling,” said Matt Schulz, chief consumer finance analyst at LendingTree. “If you’re living paycheck to paycheck and you’re on a tight budget and you have several of these loans out at one time, it can be very easy to get over your skis here.”

Others don’t see a problem, and view this type of financing for day-to-day expenses as part of the industry’s growth and a better option than paying with tra-

warn. Companies that offer pay-later loans typically do not conduct hard credit checks like traditional credit cards do.

Instead, the pay-later firms approve short-term financing, $500 for a television or $40 for a fast-food takeout order, based partly on a consumer’s stated income and payment history with the company. Typically consumers aren’t charged interest if they pay the installments on time. A majority of pay-later companies make most of their money by charging fees to retailers.

Many of the loans aren’t routinely reported to credit bureaus or captured in public data, a potential hidden source of risk to the financial system that is sometimes referred to as phantom debt.

Food prices are 28% higher than they were in 2020, according to the U.S. Bureau of Labor Statistics. Those continued high prices are particularly tough for lower-income households, which spent roughly a third of their after-tax income on food in 2023, compared with 13.5% for middle-income households, according to the Department of Agriculture.

And there are signs that borrowers are under strain with these loans. Nearly a quarter of all pay-later users made a late payment last year, up sharply from 2023, the survey reported.

Klarna, a Swedish company that is among the fastest-growing providers in the United States, reported a 17% yearover-year increase in credit losses in the latest quarter. The company, which has paused its IPO plans amid tariff-related market volatility, said that its default rate rose only marginally and represented a tiny share of its total loans.

Last year under the Biden administration, the Consumer Financial Protection Bureau worried that pay-later customers would be especially vulnerable if the economy worsened and issued an interpretive rule to regulate the companies the same way it does the credit card industry.

This spring the agency, which the Trump administration has tried to dismantle, said it would not “prioritize enforcement actions” on pay-later loans.

“I don’t think it’s a sign of the financial apocalypse per se,” said Christopher Uriarte, a payments expert at the consulting firm Glenbrook Partners. “We’re seeing these companies getting into many different sectors that they have not traditionally been in.”

Buy now, pay later financing, a cousin to once-popular layaway programs, gained momentum during the pandemic when online shopping surged. In 2019, consumers in the United States bought about $2 billion worth of goods and services using pay-later loans. By 2023, that amount ballooned to more than $116.3 billion, according to CapitalOne Shopping Research. But that is still a fraction of the $1.18 trillion that consumers bought with credit cards in 2025, according to the latest consumer debt data from the Federal Reserve Bank of New York.

Those same lower-income households — earning less than $50,000 a year — are also the biggest users of buy now, pay later programs, according to the annual survey of U.S. households released last month by the Federal Reserve.

“Inflation in food prices and across all of our daily lives has led people to take on debt or dip into their savings,” said Ted Rossman, a senior industry analyst at the financial website Bankrate.

Stores and service providers seem eager to offer the payment option, even though it’s fairly costly for merchants to do so. The fees that the pay-later companies charge are often more than double the so-called “swipe” fees merchants pay to process transactions with credit card networks and banks.

But it may be worth it because customers are more likely to make a purchase and buy more items when the loans are available, Uriarte said.

Equities end higher as oil prices pull back on truce hopes

U.S. stocks closed higher on Monday, as oil prices retreated after the Israel-Iran attacks left crude production and exports unaffected, easing investor concerns about the potential for higher energy prices to stoke inflation.

Crude prices settled down more than 1% on hopes a truce was on the horizon between Israel and Iran after days of missile strikes, as Iran called on U.S. President Donald Trump to force a ceasefire in the four-day-old aerial war, while Israel’s prime minister said his country was on the “path to victory.”

Oil prices had surged more than 7% on Friday after Israel began bombing Iran.

Tehran has asked Qatar, Saudi Arabia and Oman to press Trump to use his influence with Israel to agree to an immediate ceasefire, in return for Iran’s flexibility in nuclear negotiations, sources told Reuters.

“The wild card is really what’s going to happen to oil prices ... any little geopolitical move can have pretty big impacts on that sector and in this economy also,” said George Young, portfolio manager with Villere & Co in New Orleans.

“The cases that the consumer pulls in their horns and their nerves about inflation and don’t spend, well, that’s going to have a direct impact on earnings, it doesn’t matter which sector of the economy you’ve invested in.”

According to preliminary data, the S&P 500 gained 56.29 points, or 0.94%, to end at 6,033.26 points, while the Nasdaq Composite gained 294.73 points, or 1.52%, to 19,701.56. The Dow Jones Industrial Average rose 317.79 points, or 0.76%, to 42,519.14.

Investors are also awaiting the U.S. Federal Reserve’s monetary policy decision on Wednesday, when policymakers are widely expected to keep interest rates unchanged.

Money markets are largely not expecting the Fed to cut rates until September, pricing in a 61.1% chance for a cut of at least 25 basis points, according to LSEG data.

“Interest rates are still higher and so that one is a bit tough to fathom because perhaps markets are

still anticipating some inflation,” said Jack Ablin, chief investment officer of Cresset Capital in Chicago.

“If nothing else, just the heightened uncertainty, combined with the tariffs is probably keeping the Fed sidelined.”

Economic data expected this week includes monthly retail sales, import prices and weekly jobless claims.

Tech and communication services led S&P sector gains while utilities and energy were the worst performers.

What to know about Israel’s strikes and Iran’s retaliation

The fierce fighting between Israel and Iran is now in its fourth day, as the heavily armed countries exchange deadly airstrikes.

The Israeli military attacked the headquarters of Iran’s state broadcaster in Tehran on Monday evening. It warned people in a district of northeastern Tehran to immediately leave that part of the Iranian capital, saying it planned to target “military infrastructure” in the area “in the coming hours.”

Iran continued to return fire by launching ballistic missiles at Israel. It struck several Israeli cities early Monday, killing at least eight people, according to Israeli officials.

The leaders of both countries have vowed to intensify their attacks, defying international calls for a de-escalation and stirring anxiety over the prospect of a wider conflict that could draw in the United States.

Iran’s Health Ministry said at least 224 people have been killed and more than 1,400 injured since Friday. In Israel, retaliatory strikes have killed at least 24 people and wounded dozens more.

Talks between the United States and Iran about the future of Iran’s nuclear program, which were scheduled for Sunday in Oman, were canceled.

What happened in Iran?

Israel attacked at least six military bases and highly secured housing complexes for military commanders around Tehran, according to four senior Iranian officials. Israel has killed at least six senior commanders from Iran’s top military chain of command since Friday.

Explosions were also reported at military and industrial complexes in the Iranian cities of Isfahan, Arak and Kermanshah. Some of the strikes targeted Iran’s most important nuclear facilities.

Rafael Grossi, the head of the United Nations’ nuclear watchdog, said that on Friday Israel had targeted the Natanz site, where Iran produces most of its nuclear fuel, work that has put the country on the cusp of being able to produce a nuclear weapon. Iran says that its nuclear program is solely for peaceful purposes. Israel’s attack destroyed the aboveground part of the fuel enrichment plant.

He added in a report to the agency’s board of governors that Israel had also not attacked the Bushehr nuclear power plant on Iran’s western coast.

Israel also targeted Iran’s critical energy infrastructure at gas and petrochemical refineries Saturday, according to Iran’s Oil Ministry.

The ministry said Israeli drones had targeted a section of the South Pars Gas Field in Bushehr province. South Pars is one of the world’s largest gas fields and a critical part of Iran’s energy production. The Fajr Jam Gas Refining Co. was also targeted, the ministry said, as was a major fuel depot in the capital’s north.

Grossi also said Israel appeared to have hit two other facilities, in Isfahan and Fordo, at which Iran has been working to produce weapons-grade uranium, in a strike. The extent of the damage is unknown.

The Fordo site, built deep underground to thwart such an attack, is where Iran has stockpiled weapons-grade uranium and could quickly produce a bomb, experts said.

Israel’s wide-ranging initial attack was the product of years of intense spycraft that enabled Israel to degrade Iran’s defenses while bombing sensitive nuclear targets and killing

top commanders, according to three Israeli officials with knowledge of the operations.

Who was killed in Israel’s attack?

Israel killed at least six of Iran’s top generals and five nuclear scientists.

They included Gen. Mohammad Bagheri, the powerful chief of staff of Iran’s armed forces; Gen. Hossein Salami, commander in chief of Iran’s Revolutionary Guard; and Gen. Gholamali Rashid, the deputy commander of Iran’s armed forces, according to Iranian news media reports.

Ali Shamkhani, an influential Iranian politician overseeing the nuclear talks with the United States, was also killed Friday, according to three senior officials and Iranian news media reports. Two prominent nuclear scientists, Mohammad Mehdi Tehranji and Fereydoun Abbasi, were killed when Israel attacked their homes.

On Sunday, the Tasnim News Agency, which is closely affiliated with Iran’s government, said the Revolutionary Guard reported that Mohammad Kazemi, who led the Guard’s intelligence organization, and Hassan Mohaqiq, his deputy, had been killed in Israel’s strikes. The Guard also confirmed that several senior commanders in the airspace unit died in an airstrike Friday.

Civilians bore the brunt of the attacks as Israeli missiles hit apartment buildings and residential complexes in Tehran. In one instance, Iran’s state television reported that an Israeli strike had killed 60 people, including 20 children, in one residential building in Tehran. Residents who spoke to the Times said they had not experienced attacks like this in a generation, with some recalling the Iran-Iraq war of the 1980s.

What happened in Israel?

Twelve people in Israel were killed during multiple Iranian missile barrages beginning overnight Saturday. At least 13 have been killed since Friday, with dozens injured.

Video from Tel Aviv showed at least one large explosion on the ground from an apparent missile strike and at least one building on fire. In Tamra, an Arab town in northern Israel, four women from the same family were killed when an Iranian missile struck a house.

Prime Minister Benjamin Netanyahu of Israel said in a video address Saturday that Israel “will strike every site and every target of the ayatollah’s regime.”

on Israeli television indicated that many of the missiles fired in the latest barrage from Iran were also aimed at the northern city of Haifa.

Israel has invested billions of dollars in sophisticated systems to shoot down rockets, missiles and drones.

Why did Israel attack Iran?

Israeli officials described the strike as “preemptive,” although there had been no immediate indication that Iran was planning to attack.

An Israeli military official who briefed reporters on the condition of anonymity to comply with protocol said the strikes had targeted elements of Iran’s nuclear program and the regime’s long-range missile abilities. He said that Iran had been advancing a secret program to assemble a nuclear weapon, according to Israeli intelligence, and that it had enough material to assemble 15 nuclear bombs within days. The official did not provide details to support the assessment.

How did the U.S. respond?

U.S. officials have said the United States was not involved in the strikes on Iran. But President Donald Trump warned Iran that Washington would respond with overwhelming force if Iran responded to the Israeli attacks by attacking the United States. Iran’s Foreign Ministry, however, has said the attack could not have happened without “coordination and authorization” from Washington. The ministry said the United States would also be responsible for the consequences.

The Israeli strike followed months of disagreement between Trump and Netanyahu over how to handle Iran. The president had discouraged Israel from attacking Iran while U.S.-Iran nuclear talks were ongoing.

What comes next?

The two countries have said they will continue fighting for as long as necessary. The conflict appears set to last for at least a week, with both Israel and Iran ignoring routes toward deconfliction.

Israel seems motivated to continue until the destruction of Iran’s nuclear enrichment program, either by force or renewed negotiations. Yet Iran has shown no sign of voluntarily ending enrichment, a process crucial to building a nuclear bomb, and Israel has no known ability to destroy a pivotal enrichment site that is buried deep underground.

“We’re weeks rather than days away from this ending,” said Daniel B. Shapiro, who oversaw Middle Eastern affairs at the Pentagon until January.

US investigators arrive at scene of India’s plane disaster

Crash investigators from the United States have reached Ahmedabad to help piece together how one of India’s worst plane disasters unfolded, with Indian government officials saying the cockpit voice recorder had been recovered.

The investigators, from the U.S. National Transportation Safety Board, are conducting “a parallel probe under international protocols since the aircraft is American-made,” the Indian government said in a statement late Sunday.

Government officials also said that both the flight data recorder and cockpit voice recorder had now been located. The flame-resistant “black box” devices could hold information about what happened leading up to the disaster, including the final communications between the pilots of the plane, which crashed less than a minute after takeoff.

At least 270 people, including 241 passengers on an Air India flight bound for London Gatwick Airport from the city of Ahmedabad, in the western Indian state of Gujarat, died last week as a Boeing 787-8 Dreamliner plane smashed into buildings including the dining hall of a medical college.

The intensity of the flames from the

crash has made the identification of passengers a mammoth task. As of Monday afternoon, 99 victims had been identified by matching their DNA with samples from relatives, said Dr. Rakesh Joshi, superintendent at the Ahmedabad Civil Hospital, where most of the bodies are being held. So far, the remains of 64 victims have been handed over to family members.

“Slowly and steadily the process is becoming faster,” Joshi said. “We’ll finish in a day or two.”

Hundreds of people were milling about the Civil Hospital on Monday, where grief mixed with frustration as relatives waited for news of their loved ones.

The body of the former Gujarat chief minister Vijay Rupani, one of the crash victims, was handed over to his family on Monday in a coffin wrapped in the Indian flag.

The U.S. Federal Aviation Administration said last week that it would coordinate with the American transportation safety board if the Indian government asked for assistance. An Indian agency, the Aircraft Accident Investigation Bureau, opened a formal investigation on Thursday, the day of the crash.

Before the Ahmedabad disaster, there had been no fatalities tied to the Dreamliner model, although the plane has experienced problems that caused passenger injuries. Air India, the country’s flagship carrier, also has a mixed safety record that it has been working to improve after a number of dangerous episodes nearly 15 years ago.

On Monday, the pilot of an Air India flight from Hong Kong to New Delhi turned back in midair and landed safely, Hong Kong airport officials said. Technical issues were behind the pilot’s decision, according to Indian news reports, which said the plane was also a Dreamliner.

Another Dreamliner, operated by British Airways and flying from Heathrow to Chennai, India, returned to the Lon-

don airport on Sunday after reporting technical issues.

“This was not an emergency landing, and it is not unusual for an aircraft to return to its origin if there are reports of any

technical issues,” British Airways said in a statement.

Millions of Americans like Trump better in theory than in practice NEW YORK TIMES EDITORIAL

It’s not often that a single poll result can help you understand several things at once: why President Donald Trump is politically vulnerable, why he is politically resilient and why millions of Americans still don’t truly understand the MAGA movement. But I recently saw a single graphic that did just that.

It came from a CBS/YouGov poll released last week, and the most important finding was one that at first blush doesn’t seem that interesting. CBS found that a majority of Americans approve of the goals of Trump’s deportation program by a 10-percentage-point margin, 55% to 45%.

At the same time, a slightly larger majority (56% to 44%) disapprove of Trump’s methods. A majority of Americans like what Trump wants to do, but they don’t like how he’s doing it.

A similar analysis applies to Trump’s approach to tariffs. Americans are evenly split about the goals of Trump’s tariffand-trade program, but a large majority (63%) disapprove of his methods.

This gap between approval for Trump’s goals and disapproval of Trump’s methods helps explain why he’s been elected twice and why his approval sagged so quickly at the beginning of both terms. It also demonstrates why Democrats haven’t been able to build an enduring majority in spite of Trump’s relentless aggression and overreach.

If a majority of the American people believe that only one party shares their objectives, they’ll keep giving it a chance even when its leaders fail, or when they’re erratic or when

they’re corrupt.

This pattern extends well past immigration and trade. If you look at much of Trump’s second term so far through this same lens, we’ve seen the same cycle rinse and repeat.

Take higher education. I’m not aware of any substantial constituency of Americans who are pleased with the way that Jewish students were treated on elite campuses after the Hamas terror attacks on Oct. 7, 2023. There was no excuse for campus failures, and the encampments, in particular, were deeply unpopular with American voters.

Yet that does not mean that majorities also believe that the administration should inflict punishment on universities without due process, stifle free speech, defund vital medical research and snatch foreign students off the streets for writing an essay in a student newspaper.

Or consider the frontal attack on American law firms. Wealthy law firms aren’t the most popular institutions in America, but they do possess First Amendment rights. Their ability to represent clients should not depend on the identity of the man in the Oval Office.

Even as their methods sow chaos and create division, Trumpists help maintain their support by accusing anyone who opposes their abuses of also opposing their objectives — as if the only way to support a secure border is to support Trump and his tactics.

Raise your voice in protest of violations of Harvard’s constitutional rights, and you’ll be accused of excusing or even fomenting antisemitism. Express concern that immigrants who lack permanent legal status are being sent to foreign detention facilities without due process and suddenly you find yourself accused of supporting open borders and child trafficking.

At the same time, there are those on the left who mistake popular opposition to Trump’s methods as opposition to his objectives. It was no coincidence that as the resistance to Trump spread during his first term, progressivism surged. Widespread distaste for Trump was easily misinterpreted also as distaste for populism (much less conservatism), and the Democrats marched leftward — straight into positions that haunted them in 2024.

But the bifurcation between objectives and methods still doesn’t quite capture Trumpism. For one thing, when push comes to shove, Trumpism is the method far more than it is the objective. In fact, its objectives are often all over the place. It’s got its entire MAHA (Make America Healthy Again) wing that’s skeptical of Big Pharma, but it exists alongside millions of Republicans who don’t question vaccines and don’t want the government telling them what kinds of food to eat.

MAGA includes Iran hawks and staunch allies of Israel, and it includes people like Tucker Carlson who repeat Kremlin talking points, sympathize with traditional American enemies, and not only question America’s long-standing relationship with Israel, but have also opened the door for vicious antisemitism on the right.

While the far left enforced rigid ideological conformity, refusing to admit people into the movement unless there was near-unanimous agreement on a host of ideological issues,

the right let virtually anyone in the tent — so long as they supported Trump. Believe what you want to believe, but those beliefs will have to yield to Trump’s will and to Trump’s selfinterest.

Trump himself applies the same calculus. To the extent he has any kind of ideological consistency at all, he’s been consistent in his anti-immigrant rhetoric and his support of tariffs. Yet despite his tough-guy posturing, he’ll compromise even on deportations and trade when it suits his interests.

On Thursday, for example, he signaled that he might relent on some elements of his deportation program, in part because shortages of hospitality and agricultural workers could cause him real political harm. And the term TACO (Trump Always Chickens Out) was coined after Trump imposed tariffs with great fanfare and then rolled them back the second the political headwinds blew too strong.

In other areas, where he has fewer convictions, he’s even more erratic. He initiated Operation Warp Speed to create a COVID vaccine in a remarkably short time and then appointed the most anti-vax secretary of health and human services in American history. He appointed the justices who helped overturn Roe v. Wade and then approved the most pro-choice Republican Party platform in decades.

Where he will never compromise is with his own power. There was never an inch of moderation after the 2020 election. As he lost case after case, and even as it was apparent that his effort to overturn the election was temporarily hurting his approval ratings, even with Republicans, he just kept doubling down.

He has never backed down on the 2020 election — not after thousands of his supporters stormed the Capitol and not after hundreds were convicted of federal crimes. Instead, he pardoned or freed them all.

His approach to foreign relations also depends on perceptions of personal support. Trump’s approach to Ukraine in his first term was colored by the bizarre conspiracy theory that it was Ukraine, not Russia, that interfered in the 2016 election — to frame Russia.

In September 2016, when I debated Charles Kesler, the editor of The Claremont Review of Books, about the nature and merits of Trumpism, I defined Trumpism this way: “It is entirely about the aspiration and will to power of one man,” and that one man “will say and do and ‘believe’ anything he needs to say or do or believe to accomplish his political ends.”

Christian Cortés Feliciano, anunció que el Segundo Festival Aguada Sabe a Cacao es el sábado 5 y domingo 6 de julio de 2025, de 10:00 de la mañana a 5:00 de la tarde en las facilidades del Coliseo Ismael ‘Chavalillo’ Delgado. “Este es un evento único, donde vamos a tener exhibidores de las diversas fincas de cacao local y productos confeccionados con esta agro producción puertorriqueña. La planta de cacao produce frutos llamados vainas, y dentro de estas vainas se encuentran las semillas de ca-

cao, que son la materia prima para el chocolate. Por lo tanto, el cacao, en su forma de fruto, es botánicamente una fruta. El mercado mundial del cacao distingue entre dos amplias categorías de granos de cacao: granos de cacao “de aroma fino” y granos de cacao “a granel” o “ordinarios”. Como generalización, los granos de cacao de aroma fino se producen a partir de variedades de árboles de cacao Criollo o Trinitario, mientras que los granos de cacao a granel (u ordinarios) provienen de árboles Forastero.

Históricamente se señala que antes de que hubiera café y caña de azúcar en Puerto Rico, ya había cacao. El chocolate puertorriqueño está considerado uno de los mejores del mundo, pues desde hace siglos había grandes plantaciones de árboles de cacao. La industria del cacao prácticamente desapareció en el siglo XVII, probablemente debido a una serie de huracanes que tuvieron lugar dicho siglo. Aunque la isla se recuperó, el resurgimiento del cacao no lo hizo, debido a las prácticas laborales más baratas de África, donde se cultiva gran parte del cacao comercial del mundo.

DRD impone multas por torneo no acreditado con menores en el Centro de Convenciones

SAN JUAN – El Departamento de Recreación y Deportes (DRD) impuso el lunes multas ascendentes a 5,500 dólares y emitió amonestaciones por violaciones a leyes y reglamentos de protección a menores durante un torneo de voleibol celebrado en el Centro de Convenciones Pedro Rosselló.

“Las multas se emitieron en respuesta al informe

de hallazgos sometido la semana pasada por personal de la agencia que atendió una confidencia relacionada al evento”, indicó el secretario del DRD, Héctor Vázquez Muñiz, en declaraciones escritas.

Según el informe, el torneo no estaba acreditado por el DRD, los entrenadores y árbitros carecían de licencias requeridas, el itinerario violaba el límite de juegos permitido para menores, y se detectó falta de supervisión adulta y

ausencia de seguros médicos y de responsabilidad pública.

La Comisión de Seguridad en el Deporte recomendó imponer una multa de 5,000 dólares por el incumplimiento con la acreditación y una multa adicional de 500 dólares por exceder el número de juegos. También se emitieron amonestaciones escritas por las licencias, con un plazo de 60 días para mostrar cumplimiento.

Municipio de Cataño ha esterilizado dos mil animales en esfuerzo de salud pública

A la fecha, la Oficina de Bienestar Animal ha registrado más de 4,000 mascotas, administrado sobre 3,600 vacunas, esterilizado más de 1,300 animales con hogar y cerca de 700 animales callejeros.

“El compromiso con el bienestar debe ser integral. En Cataño hemos aprendido que cuando se atiende el bienestar animal, también se fortalecen los vínculos familiares y se cultiva un sentido más profundo de civismo. Por eso

educamos, vacunamos, esterilizamos y promovemos la adopción responsable”, dijo Rodríguez Torres en declaraciones escritas

“En Cataño, proteger a los vulnerables no es una consigna, es una política pública. Por eso, cuando un ser vivo necesita ayuda, nuestros equipos responden”, añadió el alcalde, Julio Alicea Vasallo.

El alcalde agradeció el esfuerzo de la Oficina Municipal para el Manejo de Emergencias (OMME) quienes rescataron a dos cachorros que fueron encontrados en condiciones críticas de abandono en la calle Martínez Nadal del casco del pueblo.

Brian Wilson and Sly Stone: Pop world builders dogged by darkness

In a cruel coincidence, last week has brought the deaths of two pop world builders at 82: Sly Stone and Brian Wilson. Both were exemplars of 1960s California, with Sly & the Family Stone representing psychedelic San Francisco as a diverse, utopian commune and Wilson’s Beach Boys (with members of his own family) bringing the world a Southern California teen mythos of sun, surf, girls, cars, dancing and romance.

As producers and songwriters, both were architects of joy. They devised irresistible pop hits that were ingenious, eclectic and full of vital details. Those studio masterpieces were beautiful, indelible artifacts. But the humans behind them led troubled lives.

Wilson had barely reached his 20s when he emerged as the Beach Boys’ songwriter and producer, commandeering not only his band members but seasoned studio musicians to execute his pop innovations; the pros took him seriously. At first Wilson latched onto a sport he didn’t participate in — surfing — as a peg for his increasingly sophisticated musical constructions. But he quickly outgrew the connection — and bade it a cosmic farewell in “Surf’s Up,” with lyrics by Van Dyke Parks, in 1966.

Wilson’s early songs lifted guitar licks from Chuck Berry, but they also reveled in vocal harmonies derived from both doo-wop, with its basic chords and its rhythmic nonsense syllables, and from the Four Freshmen, who sang intricate arrangements with chromatic jazz chords. With “I Get Around,” in 1964, Wilson cut loose with multiple key changes, a cappella sections, sudden instrumen-

tal interjections and exultant falsetto wails; it was a No. 1 hit. His innovative side had paid off.

In 1965, Wilson decided to stop touring with the Beach Boys in order to concentrate on songwriting and studio recording — an unconventional but brilliant choice, one he had foreshadowed with a song from 1963, “In My Room.” It’s an introvert’s confession, closely harmonized by Wilson with the Beach Boys, savoring the sanctuary where he can “lock out all my worries and my fears.”

In the studio, with session musicians on call, Wilson tested and honed instrumental tones, arrangement possibilities and song structures. “California Girls,” constructed through dozens of takes, opens with an incongruously slow, unexpectedly descending intro before its cocksure verses. The chorus breezes through tricky chromatic chords, and multitracked ooh-wah vocals keep expanding. It’s a painstaking tour de force that still sounds playful.

Wilson’s ambitions kept growing. His album masterpiece, the 1966 “Pet Sounds,” merged rock instruments with chamber-orchestra arrangements, for songs that echoed and deepened the sense of isolation, fragility and longing he had revealed with “In My Room.”

Wilson labored mightily in the studio to piece together multiple sessions for the 1966 “Good Vibrations,” with its floating, organ-chorded verses, its rising chorus with that Electro-theremin hook, its churchy bridge and its nonsense-syllable outro, all in synergy for a pinnacle of psychedelia.

Sadly, irretrievably, he couldn’t follow it. Drug use, mental illness — he would be diagnosed with schizoa-

ffective disorder — and his own overwhelming expectations led to the collapse of sessions for what was to be his next album, “Smile.” Wilson would eventually emerge from reclusion, make albums with and without the Beach Boys and even tour, revisiting his catalog. He released his own finished reconstruction of “Smile” in 2004 — Brian’s version? — and it was a reminder of lost potential. Old age would eventually silence him. But those brief, incandescent years of pop genius deserve to be legacy enough.

By the time Sylvester Stewart formed Sly & the Family Stone in 1966, he had already been a church singer, an R&B musician, a songwriter, a producer and a disc jockey. He was an expert in how songs work, and he knew rock, pop, soul, psychedelia, funk, gospel and jazz. With the band, he would use them all, often simultaneously.

Sly had top billing in Sly & the Family Stone, and he was the songwriter and producer. But, pointedly, he was not the band’s only lead singer. From the beginning, he chose to share the mic. On the band’s six essential albums, from “A Whole New Thing” in 1967 to “Fresh” in 1973, its members all toss around lead vocals like a beanbag.

Their songs were multilayered marvels, built with a funky counterpoint that demonstrated their communal ideals with every beat, riff and overlapping vocal. Sly constructed songs as ever-evolving conversations, with ideas arriving from all directions; they’re a constant stereo delight.

The band’s lineup was its own statement: Black, white, male, female. All everyday people (though with far flashier stage clothes). Everybody was a star.

In their late-1960s glory years, Sly & the Family Stone made sure no one missed their message of diversity as community and community as solidarity. Led by a Black songwriter with Pentecostal church roots, the band preached in songs like “You Can Make It if You Try,” “Everyday People” and “Stand!”

With the realities of race in 1960s America, Sly & the Family Stone called for dignity, enterprise, self-respect and tolerance. “Everyday People” listed skin colors and body types and cheerfully concluded, “Different strokes for different folks.” But the songs also insisted on pleasure, both carnal and spiritual, as liberation. Both are in “I Want to Take You Higher,” the song at the peak of the band’s showstopping set at the 1969 Woodstock festival.

The heights didn’t last. On Sly’s last great album, “There’s a Riot Goin’ On,” the funk turned bleak. The mood reflected bitter disillusionment with the aftermath of civil-rights promises — note the title. But the band’s morale was also sinking, as Sly’s drug and mental problems made him more erratic. The joyful community was fracturing.

Brian Wilson and Sly Stone were both geniuses in their time — there’s absolutely no doubt. The recordings outlive them, ready to challenge and teach later generations. Their personal stories are sadder. The flesh is weak. But art lives on.

Who cares if Madrid is landlocked? The maritime vibe is everywhere.

More than 450 years ago, King Philip II of Spain decreed Madrid — a somewhat sleepy mountain town in the middle of the Iberian Peninsula — the capital of his empire. Many historians consider it an odd decision for a ruler whose maritime empire extended across three oceans and five continents and was connected by the largest navy the world had ever seen. Not only is Madrid 220 miles from the nearest Spanish port in Valencia on the Mediterranean, but it’s also 2,000 feet above sea level. A bustling seafaring city like Cádiz would have been a more obvious choice.

And given today’s tourism-driven economy in a country that visitors associate with sunshine and beaches, Madrid’s lack of a sea coast might seem an even greater handicap than it was for Philip. But the city’s role as the center of a once vast maritime realm has eternally linked it with the sea in myriad ways.

Museums, food, massive anchors and beaches: Here’s a guide to Madrid’s seaworthy treasures.

Neptune and friends

Let’s start with the god of the seas. In the heart of the city, on the Paseo del Prado — just steps from City Hall and Madrid’s great art venues such as the Prado and the Thyssen-Bornemisza — stands a towering and rather hunky 1780s statue of Neptune wielding his trident in a multitiered circular fountain. He appears to be arriving in town on a chariot made of shells, pulled from the frothy depths by sea horses and dolphins. It’s a beloved local monument and the de facto gathering spot for one of Madrid’s two soccer teams (Atlético de Madrid) after big wins.

Neptune is far from the only seafarer in the city. Parks and plazas are littered with monuments and mementos of famous navigators, admirals, captains, sea battles and an astonishing number of massive anchors. Tritons and dolphins abound in fountains in Retiro Park and in the grand Plaza de la República Argentina, where life-size bronze dolphins leap, leading locals to refer to it as the “plaza of the dolphins.”

Street names include Calle del Almirante (Admiral Street) and Calle del Barco (Boat Street), as well as ones honoring explorers such as Nuñez de Balboa and Juan Sebastián de Elcano, and naval heroes like Álvaro de Bazán and Blas de Lezo. Both a street and a plaza bear the name De la Marina Española and they’re nowhere near each other. Then, of course, there’s Christopher Columbus (Cristóbal Colón in Spanish), who was in the employ of Spain’s Queen Isabel of Castile in 1492 when he accidentally bumped into the Americas. Plaza de Colón is among the city’s busiest public spaces. A statue of the man himself stands atop a gothic-style pedestal in the center of a swirling 20 lanes of traffic on the Paseo de la Castellana, Madrid’s grandest thoroughfare.

The neighboring plaza hosts several naval monuments (naturally with an anchor or two) but none are more imposing than the “Monument to the Discovery of America,” four hulking Brutalist cast-concrete forms designed by Joaquín Vaquero Turcios and engraved with figures and phrases from officers, sailors and others related to the voyage, which face Calle Serrano. love them or hate them, but you can’t miss them.

Seaworthy museums

But for a deep dive into Spanish maritime adventure, look no farther than the Naval Museum, which shares pride of place along the Paseo del Prado with the city’s great museums and sits next to the headquarters of the Spanish Armada, itself a stunning revivalist building adorned with maritime motifs.

The museum reopened in 2022 with a new entrance made of wood that creaks like a pitching ship. Among its treasures are Juan de la Cosa’s 1500 map of America. It’s breathtaking to stroll among the glorious skylit galleries packed with model ships — some almost big enough to board — elaborately carved ships’ figureheads, hand-painted battle flags, depictions of famous naval battles, as well as countless sextants, cannons and torpedoes. It’s especially appealing to children.

Other museums also offer salty breezes. The Thyssen-Bornemisza Museum has a vast collection of seascapes, from the frolicking 1691 “Neptune and Amphitrite,” by Sebastiano Ricci, to the dramatic naval battles of Dutch masters such as Willem van de Velde and Canaletto’s nearly photographically detailed images of Venice.

The Prado has its share of maritime masterpieces, including colorful beach scenes by Joaquín Sorolla. There are more sun-kissed Sorollas and other seascapes at the Real Academia de Bellas Artes de San Fernando, which also houses a copy of the famous 1656 map of Madrid by Pedro Teixeira.

Palaces and parades

Since the kings of Spain chose not to live by the sea, the sea was brought to them. Several royal palaces feature facilities for floating ships. Besides the Estanque Grande, where modern madrileños and tourists now ply the waters in rowboats, there’s the artificial lake in the Casa de Campo park adjacent to the Royal Palace. Back in the day, new naval technologies and battle plans could be tested, but one senses that these manmade bodies of water were mostly for the kings’ amusement: naval war games with miniature flotillas, the pageantry of royal boat parades.

The most famous of these parades took place at the Royal

Palace of Aranjuez on the Tajo River about 40 minutes south of Madrid. Elaborate barges, some made in Venice and Naples and covered with gilded sculptures and plush fabrics, would be taken out on the river for royal diversion. For a melancholy King Philip V, and later his son, Ferdinand VI, the famous Italian castrato, Farinelli, was charged with staging elaborate floating entertainments on the Tajo, often featuring Farinelli singing arias amid fireworks and as many as 60,000 candles.

Today, the royal barges — known as falúas — can be seen in a small museum in the palace’s gardens, full of exotic trees brought on ships from around the empire.

While the extravagance of Farinelli’s river rides are out of reach for most of us, a small tour boat, El Curiosity, leads 45-minute tours on the Tajo in Aranjuez that give a sense of royal history while passengers enjoy the languorous pace of the river’s passage through this UNESCO World Heritage Site (9.99 euros, reservations recommended).

Tasting the sea

For many, Madrid’s most relevant marine treasures are the ones that turn up on a plate. Improbably, landlocked Madrid is Spain’s principal seafood exchange and ranks among the largest in the world, second only to Tokyo. Spanish expressions abound to express the extraordinary quality and diversity of seafood from all over the country. There are pulperias — octopus restaurants — from Galicia; anchovy restaurants from Cantabria; and restaurants like La Trainera, founded in 1966, that could offer a graduate program in Spanish shellfish.

For a newer version of the seafood bonanza, try Estimar, Desde 1911 or Bistronomika. Restaurant St James offers exquisite paellas — typical seaside fare — in its nautical-themed dining room and terrace. Then there are local favorites like El Yate, or Milford, where the décor sails right past nautical to full-on yacht club.

Perhaps nothing underscores Madrid’s improbable link to the sea than the fact that its most iconic, must-eat-in-Madrid food, is a bocata de calamares, a simple sandwich of fried calamari. Everyone has their favorite, but the current reigning temples are Hermanos Vinagre and Arima.

That peculiar sphere is being weird again. And weirder still, no one knows why.

Something is going on with the baseball. Again. Deep fly balls are not flying as far this year in Major League Baseball, and the league office is acknowledging as much. A review by The Athletic of MLB’s publicly available data shows there has been more drag on the ball in 2025 than in any of the other nine seasons that MLB has tracked it. As a result, fly balls that have been hit as hard as in previous years are coming up four feet short, on average.

That indicates that this year’s ball is somehow different than last year’s, but it is unclear why. When contacted by the Athletic, MLB confirmed the difference in the ball’s performance, including the four-foot reduction on long flies, but did not offer a specific explanation. The league says, though, that no intentional changes were made to the ball for this season.

“For the last several seasons, MLB has made drag information available to the public online, which is updated daily during the season,” league spokesperson Glen Caplin said in a statement. “We are aware of an increase in average drag this season and have provided information to the Major League Baseball Players Association on this issue as our experts continue to study any potential causes beyond normal variability in a product made by hand with natural materials. There has been no change to the manufacturing, storage or handling of baseballs this year, and all baseballs remain within specifications.”

A potentially tiny change in seam width or height is one theory the league office has identified, according to a person in the league who was not authorized to speak publicly, but nothing is conclusive at this point. Baseballs are hand-stitched, and league officials pointed out that there will always be ballto-ball and batch-to-batch variation. However, something appears to be happening this season at scale: On all but four individual days this year, there has been more drag on the ball than last season’s average.

The mean drag coefficient this year is .3514. The previous high in the Statcast era was .3462 in 2016. The ball is dragging more through the air, which would theoretically reduce how far the ball would go.

Some players said they had noticed that well-struck balls were no longer leaving the yard.

“I’ve definitely hit some balls that I thought were going to have a chance and they’ve been caught against the wall,” A’s

slugger Brent Rooker said. “Maybe the extra drag is why my expected slugging percentage is 100 points higher than my actual slugging percentage.”

In meetings, players have brought the topic up to Commissioner Rob Manfred. He acknowledged to players that the ball has performed differently, said one meeting participant who was not authorized to speak publicly about the closed-door conversation.

“The players association has been monitoring baseball behavior throughout the season, and recently reached out to the commissioner’s office to review available data and request additional information on a range of baseball measures,” said Kevin Slowey, the union’s managing director of player services, in a statement.

MLB’s position is that gameplay has been largely unaffected. The league said that the results through Monday — which marked the first 978 games, or about 40% of the season — are “in line” with last year through the same number of games.

“Long fly balls hit at similar trajectories travel about four feet less than they did through this time last year,” Caplin said. “In terms of outcomes on the field, 2025 remains in line with 2024 results.”

MLB cited three statistics: home runs per ball in play were

at 4.2% this year, compared with 4.1% in 2024; batting average was at .244, compared with .240; and runs per game were at 8.6, compared with 8.7.

The additional drag might be obscured by the fact that batters are hitting the ball a little harder this year overall. At the same time, the missing length on fly balls could be reflected in other stats.

Across 28 of 30 MLB stadiums this year — removing the two minor league parks that are being temporarily used in Sacramento, California; and Tampa, Florida — home runs as a percentage of fly balls hit in March, April and May were at an eight-year low.

Professor Alan Nathan, who helped come up with the formula for drag on the baseball and who was on a league-organized commission that looked into the state of the ball back in 2018, said more work is to be done.

“When I correct for air density, using game-time temperature and elevation, I find that the ball traveled about 3.2 feet farther in 2024, with a standard error of about .5 feet,” said Nathan, professor emeritus of physics at the University of Illinois. He said that was in line with what he would expect based on the difference in drag coefficient. But, he cautioned, “I would not take this to be the definitive word on the subject, as there is much more analysis one might do.”

It would appear that MLB has, overall, produced a more consistent baseball in recent years. From 2015 to 2019, there were wild year-to-year swings in drag. Over the past few years, however, MLB has purchased the ball manufacturer, changed the bounciness of the inner core and installed humidors in every park. The past four-plus seasons have been relatively stable in comparison, which makes what is happening this year all the more surprising.

The ball maker Rawlings, which MLB partially owns, constructs the major league ball in Costa Rica and the minor league ball in China. Tariffs have not changed the league’s manufacturing or import process, Caplin said.

They could have an impact at some point, however. Manfred acknowledged recently that the league could incur additional costs on ball imports because of the tariffs.
