Energy regulator approves temporary generation contract

The Puerto Rico Energy Bureau (PREB) has approved a contract proposed by the Puerto Rico Electric Power Authority (PREPA) for the establishment of up to 800 megawatts (MW) of temporary emergency generation.

The approval comes over a month after it was announced that Power Expectations would provide the needed energy to stabilize the system. The agreement with Power Expectations includes the installation of generating units in Aguirre (600 MW) and Costa Sur (200 MW). It also sets a fixed rate of 19 cents per kilowatt-hour (kWh) for Aguirre and 20 cents per kWh for Costa Sur, with a structure that can last up to 10 years. According to the resolution, “the prices obtained through the Proposed Contract are reasonable.”

However, the original agreement negotiated by PREPA included rates of 25 cents per kWh for the first two years and for the first one-year extension, and 24 cents per kWh for a second optional extension. The PREB conditioned its approval on the modification of those terms to reflect the lower rates offered by the proponent.

The agency said the revised terms come from an alternative proposal submitted by the proponent and concluded that “entering into a longer-term contract based on this proposal would likely provide greater benefits for customers.”

“The only cost PREPA will incur under the Proposed Contract is payment for the energy delivered by the Supplier, according to the established rates,” the document states, adding that, “the Supplier will be solely responsible for all

costs required to implement the project.”

The PREB also concluded that the temporary contracting aligns with the approved Integrated Resource Plan and current public energy policy.

The regulator has given PREPA until this Wednesday to report whether it has reached contractual agreements under the most favorable terms or to explain why this was not possible. Otherwise, it warns that “noncompliance with this Resolution and Order, the regulations, and/or applicable laws may result in fines and administrative sanctions of up to $125,000 per day.”

“One Big Beautiful Bill” Act signed into law last Friday poses significant threats to renewable energy, as indicated by the bill’s provisions and statements made by its supporters, including in Puerto Rico.

The One Big Beautiful Bill Act was passed by Congress following a dramatic 218-214 vote in the U.S. House of Representatives on July 3, marking a major legislative victory for President Donald Trump’s second-term domestic agenda. President Trump signed the legislation into law on the afternoon of July 4.

The legislation includes language to phase out tax credits for wind and solar projects brought into service after 2027, with an exemption for projects that start construction within 12 months of the bill’s passage.

While the one-year window for new wind and solar projects to qualify for tax credits is better than initially pro-

posed cuts, those projects may face increased scrutiny from the executive branch.

In an interview with CNBC, Rep. Ralph Norman (RS.C.) expressed his opposition to the bill in its original form but said President Trump promised to use his executive powers to limit access to subsidies for clean energy, electric vehicles, and other programs to secure support from reluctant lawmakers.

“President Trump is going to use his powers to, like on the subsidies, a lot of these subsidies won’t remain in effect from here on out,” Norman said.

Norman expects the Trump administration to follow through on those commitments, with strict scrutiny on projects attempting to qualify for wind and solar credits by starting construction within the next 12 months. He stated that President Trump will ensure companies applying for solar credits, for example, will do what they say and have indeed started construction when they claim to have done so.

The administration of Gov. Jenniffer González Colón came out Sunday in support of the proposed increase of 1.88 cents per kilowatt-hour (kWh) in electricity rates to cover the pensions of Puerto Rico Electric Power Authority (PREPA) retirees.

PREPA owes more than $4 billion to its retirement system, which serves some 12,500 retirees. Currently, it requires $25 million per month, which has been covered with temporary loans from the General Fund since March.

“There is no other option,” stated Secretary of Public Affairs Hiram Torres Montalvo, confirming that the government supports the measure promoted by the Financial Oversight and Management Board.

Torres said the impact will be less thanks to a recent reduction of 0.60 cents per kWh that is temporary.

“It’s a measure with the lowest possible impact,” he said. “Even so, the governor is committed to continuing to seek efficiencies, which could translate into additional reductions in electricity rates in the medium term.”

PREPA said the proposed hike was the only option after evaluating other alternatives.

The proposal came after LUMA Energy separately proposed to increase the average monthly residential bill by $19.16, or just under 63 cents a day, as part of the rate case. Rate changes would go into effect starting in September or October 2025.

LUMA said last week the hike would help fund new investments in the system.

The second edition of the Aguada Sab a Cacao Festival, which took place over the weekend at the recently remodeled Ismael “Chavalillo” Delgado Coliseum, was dedicated to Maribel Carrero Crespo, an expert creator and producer of artisanal chocolates and cacao products.

“This is a municipal initiative that brings together producers of this unique fruit, which is the basis for making chocolate,” Aguada Mayor Christian Cortés Feliciano noted. “You can’t imagine the wide variety of things that come from cacao. Here we have another valuable example of how our Puerto Rican land produces unique quality. In the so-called industrial term ‘fine aroma cacao,’ the most sought-after in the world, it is produced here in Aguada.”

coastal municipality producing cacao, making it the top location for the product in Puerto Rico.

Sunday, the festival’s second and final day, began with a workshop on the cacao industry as a national project, with Juan Echevarría García, creator of the Jeanmarie Chocolat brand, which already exports outside of Puerto Rico.

“When so many people talk about reinventing themselves, Juan is a fantastic example of how to be an entrepreneur, produce quality, and be successful,” Cortés Feliciano said.

Echevarría worked for many years as a manager in the manufacturing industry, which was devastated by the phasing out of Section 936. Upon learning of the benefits of cacao, he decided to start his own business and today serves as an example to many. The farmer has collaborated with Canadian chocolatier Francis Marchinson.

Also on Sunday there were presentations by Dr. Verónica Santiago Beauchamp from

the Department of Agriculture’s Agricultural Extension Program, discussed the nutritional benefits of cacao. Educators Selena Méndez Cruz and Gloria Santana, meanwhile, addressed added value and recipes, among other topics.

Additional presentations focused on cacao varieties, their cultivation, and exhibits, as well as the artisanal production of cacao, a process explored in a presentation by Maribel Carrero.

“We dedicate the event to her, as she is an expert creator and producer of artisanal chocolates and cacao products,” the mayor said. “A native of the Atalaya neighborhood of Aguada, she has demonstrated an exceptional commitment to the promotion and development of local cacao since 2019. Carrero actively participates in the Aguada Artisanal Market and the Rincón Farmers Market, where her products stand out for their quality and flavor.”

Noted Vega Alta musician Knight Nater dies

Vega Alta has lost one of its most distinguished artistic talents, musician and bandleader Elliot Arturo Knight Nater, who passed away over the weekend.

Educator Brenda Rubio Mena said the musician’s career was one of great quality.

Rubio Mena, who was a student of Knight’s wife, shared a classroom with the couple’s youngest son.

“It was certainly a pleasure to hear the melodies when he rehearsed at the Osvaldo Correa Community Center in Santa Rita,” she recalled. “Always a gentleman, he has left an indelible mark on the memory of all Vegalteños. My deepest condolences to his entire family, especially

to his wife Blanca Castro, who was one of my beloved teachers, to his children and grandchildren.”

Knight worked for many years in the private sector and always had the time and space to create quality music,” Rubio Mena noted. He made his own musical arrangements and presented his works to personalities such as former New York governor David Patterson and a task force of then-President Barack Obama that met in Puerto Rico, as well as at conventions, and private and official activities in Puerto Rico, she said.

Naranjito family prays for safe return of members missing in Texas floods

The Santana family from the Cedro Abajo neighborhood of Naranjito was continuing to pray Sunday as they await news about four missing family members following the tragic floods in central Texas.

Despite their distress, they remain hopeful and cling to their faith that a miracle will bring their loved ones back alive, just as it did for their cousin Eddie Williams, who was found alive while clinging to a tree.

At least 70 people had died as of midday Sunday as a result of the flash floods that struck central Texas early Friday, according to officials in several counties, as reported by CNN. The toll includes at least 21 children in Kerr County, where a desperate search continued Sunday for 11 girls and one counselor who were still missing from Camp Mystic, a Christian summer camp located near the Guadalupe River, which overflowed its banks during a torrential downpour.

Federal domestic policy act makes substantial changes to Medicaid

Resident Commissioner Pablo José Hernández Rivera said in a statement over the weekend that the “One Big Beautiful Bill Act” maintains, without cuts or restrictions, Medicaid and the Nutrition Assistance Program (known locally as PAN by its acronym in Spanish) funding for Puerto Rico, ensuring the continuity of those essential benefits for thousands of families on the island.

However, an examination of the text of the new law -- House Resolution (H.R.) 1 -- lists several changes. The sweeping domestic policy bill, which President Trump signed into law last Friday, imposes new requirements states must meet to maintain federal support for Medicaid programs, as well as more strict criteria beneficiaries must meet to qualify for and maintain enrollment in federal healthcare programs.

For instance, able-bodied adults must affirm monthly that they spend no less than 80 hours per month working, participating in a work program, completing community service, participating in an educational program or participating in a combination of those activities. Exceptions are made for certain individuals including those under 19 years of age and individuals experiencing certain short-term hardship events.

The act prevents certain non-citizens from enrolling in or receiving benefits under Medicaid/CHIP and requires states to complete quarterly reviews of death master files to verify deceased beneficiaries and providers do not remain enrolled in Medicaid programs. Eligibility redeterminations will be conducted every six months, starting on or after Dec. 31, 2026.

To prevent dual enrolment, states are required, beginning not later than Oct. 1, 2029, to submit to the U.S. Department of Health and Human Services (HHS) secretary information to determine whether an enrollee continues to be eligible for Medicaid and prevent dual enrollment of individuals in multiple Medicaid programs. Funding of $30 million for implementation is provided, including $10 mil-

lion for fiscal year (FY) 2026 to establish the system and an additional $20 million for FY 2029 to maintain the system.

The new law also limits payments to “Prohibited Entities.” No federal funding may be used to make payment to prohibited entities, including 501(C)(3) nonprofit organizations, essential community providers primarily engaged in providing family planning services, reproductive health or related services, or entities that provide abortions except under certain circumstances.

Beginning Oct. 1, 2028, states must impose cost-sharing requirements or levy similar charges totaling no more than $35 for certain services, care or items furnished to Medicaid enrollees, excluding primary care, mental health, substance use disorder services, or services provided by

federally qualified health centers, certified community behavioral health centers or rural health clinics. Cost-sharing may not exceed 5% of a family’s income.

Currently, a Medicaid Direct Payment Program (DPP) can pay providers up to average commercial rates. The bill establishes a new cap on those rates at 100% of Medicare payment rates for Affordable Care Act (ACA) expansion states and 110 percent for ACA non-expansion states. However, the bill has language that would grandfather DPPs that meet certain submission/approval deadlines.

Current law allows provider taxes up to 6% of provider revenues. Starting in 2028, the bill limits provider taxes in ACA expansion states (that have an enacted provider tax as of the date of enactment of the bill) through a gradually decreasing cap – from 5.5% of net patient revenues in 2028 down to 3.5% by 2032. Non-expansion states will be prohibited from imposing new provider taxes in certain situations but are not subject to the graduated step down to a 3.5% cap.

The bill also contains provisions preventing states from designing tax structures that are based on unit measures of Medicaid, thereby directly impacting seven states that have enacted provider taxes that are assessed based on managed care organization managed care revenues and will likely prohibit future approaches based on Medicaid revenue metrics.

Beginning Jan. 1, 2027, the HHS secretary may not approve an application to begin or renew a demonstration project under Section 1115 unless it is budget neutral. The act prevents certain noncitizens from receiving premium tax credits to reduce the cost under Medicare.

The Inflation Reduction Act exempted orphan drugs – medicines designed to treat rare diseases – from being subject to the Medicare Drug Price Negotiation Program if the drug was intended to treat only a single indication or condition. H.R. 1 expands the exemption to include orphan drugs approved for more than one rare disease starting in 2028.

Desperate search for missing in Texas floods as death toll rises to 70

Hundreds of searchers were combing wide swaths of central Texas on Sunday morning looking for any survivors of devastating floods, including girls still missing from a riverside summer camp, as the confirmed death toll climbed to at least 70 and forecasters warned that downpours would continue in areas already reeling.

Eleven campers and one counselor from Camp Mystic, the girls’ summer camp in Kerr County, remained missing Sunday, according to Larry Leitha, the county sheriff. The sheriff also said that 22 of those found dead had not yet been identified, including four children.

Gov. Greg Abbott of Texas said late Saturday that the camp had been “horrendously ravaged” by flooding from the adjacent Guadalupe River in ways he had not seen in other natural disasters, and that the rushing waters had reached the tops of cabins. “We won’t stop until we find every girl who was in those cabins,” he said on social media.

The rain continued to fall across central Texas on Sunday afternoon, with scattered thunderstorms bringing yet another chance for downpours to the Guadalupe River Basin. Up to 2 inches of rain was possible in the basin

Sunday, potentially enough to cause more flooding, said Bob Fogarty, a meteorologist at the weather service’s office for Austin, San Antonio and the surrounding area. “It’s just a question of where the rain falls,” he said.

Woman rescued after flood sweeps her 20 miles down river

Carl Jeter heard the screams early Friday as he was surveying the flood damage on the deck of his home in Center Point, Texas. When he went to investigate, he saw a young woman sitting in the branches of a tree above racing floodwaters.

Jeter went to find help. Two boats from the fire departments in Boerne and Center Point arrived. Rescuers climbed up the tree and tossed the woman a life jacket that she put on before releasing her grip on the branches and dropping into a raft.

Her survival story was even more remarkable than her rescue. She had been camping with her family in Ingram, 20 miles upriver, when she was suddenly swept into the rising river

before dawn and carried downstream for miles.

“She was dodging RVs and refrigerators and all kinds of things in the river,” Jeter said. “She crossed four dams and went under bridges to get here.”

Jeter, 70, said the flooding was the worst he had ever seen in the flood-prone region, and he was shocked the woman managed to survive the storm, which caused the Guadalupe River near his home to rise more than 20 feet in less than two hours.

Jeter said he brought the woman into his house and gave her hot chocolate and a shower before helping her telephone her family members. Then she went to a hospital where she spent the night and remained Saturday, he said.

been rescued from a tree but said he had no information about her condition. He did not release her name.

It wasn’t clear what happened to her family members. At least 52 people died in the central Texas floods and many more were missing, officials said Saturday.

Rescuers from the city of Boerne rescued seven more individuals Friday, according to Shadrock. On Saturday, water levels had lowered, though flash flood warnings were still in effect in some parts of central Texas.

How Republicans reengineered the tax code

When Republicans last set out to change taxation in America, they spent years combing through the details of the internal revenue code. They traveled the country, held hearings and drafted early versions of a bill, eventually passed in 2017, that they hoped would transform a sclerotic tax system with long-held conservative principles.

This time around, as Republicans prepared for another opportunity to change how taxes in the world’s largest economy are collected, their core ideas came not from a Washington think tank or corporate accountant. Instead, in President Donald Trump’s telling, a waitress at his hotel in Las Vegas complained to him about having to pay taxes on her tips while he dined there during the 2024 campaign.

Soon, the seemingly offhand remark became a centerpiece of Trump’s successful campaign back into office. Republicans on Capitol Hill embraced the idea, too, and Congress this week voted to create a new tax exemption for tipped income for the next few years. At an event at the White House last month promoting the legislation, Trump credited the waitress with helping him win Nevada, where many people work for tips.

“A legend was made,” Trump said. “We won Nevada by so much. Republicans don’t win Nevada. We won Nevada. So I want to thank that young, beautiful waitress. Thank you very much.”

The tips provision, while ultimately only a sliver of the sprawling package that lawmakers passed this week, marked an important evolution in how the Republican Party, long dedicated to lowering taxes, has approached that goal. Rather than the type of systematic reexamination of the tax code that took place in 2017, the new Republican bill introduces a series of novel, populist and temporary cuts that Trump cooked up during the 2024 campaign to try to win the support of key constituencies.

At the same time, even as Trump’s return to office pointed the party’s tax agenda in a more populist direction, the new measure is in many ways the apotheosis of a traditionally conservative, supply-side philosophy. With the stroke of Trump’s pen Friday, many of the tax cuts made in 2017 have become the law of the land for the foreseeable future, rather than just temporary features.

Trump’s improvisational notions for popular, easy-to-brand tax cuts. Those two strands have combined, in a sometimes contradictory way, to create a tax system that is expected to bring in far less government revenue than many experts believe is necessary, all while generating little additional economic growth and still returning the largest savings to the rich.

‘It was time’

When former Rep. Dave Camp, R-Mich., led the powerful Ways and Means Committee from 2011 to 2015, there were clear problems with the tax code. Both Republicans and Democrats wanted to rework the taxation of large companies’ earnings overseas and believed that the corporate tax rate, then at 35%, was too high. They worried that the system left American companies at a competitive disadvantage.

“I knew it was time that there was a serious reform of our tax code,” said Camp, now a senior policy adviser at the accounting and consulting firm PricewaterhouseCoopers. “It did take years to really get the issues in a place where policy could happen.”

That left the GOP well prepared when, to much of the world’s surprise, Trump won the 2016 election and the party swept to full control in Washington. The pent-up desire to fundamentally change how American companies were taxed then merged with a Republican instinct to always cut taxes for individuals when given the chance.

sible, increasing the amount of income subject to taxation. That larger pool of money could then be taxed at lower rates, limiting the revenue loss.

This approach meant that Republicans sought to crack down on deductions that, while affecting only relatively small slices of the population, could be very valuable for those who took them. Chief among them was the state and local tax deduction, which allows Americans to write off taxes they have paid to their state and local governments on their federal return — the so-called SALT deduction.

With the 2017 bill, called the Tax Cuts and Jobs Act, Republicans capped SALT at $10,000, enraging lawmakers from high-tax states like New York and New Jersey who voted against the bill. The new cap prompted a yearslong crusade to restore a larger deduction.

At the same time, the 2017 law limited other valued tax breaks, like one for mortgage interest, while expanding the standard deduction, which is available to Americans who choose not to itemize, or claim specific tax breaks. The result was that many more Americans chose to take the standard deduction; in 2017, before the law passed, 69% of Americans did so, but by 2020, the share was up to 91% of Americans. Overall, the bill was the most thorough tax overhaul in a generation. It slashed rates for corporations, as well as for individuals up and down the income ladder. It was expensive and gave its biggest benefits to the rich. And it cleaned up the tax code by curbing some key deductions. Because of its cost, Republicans decided to schedule many of the tax cuts to expire at the end of 2025 so that the sticker price seemed lower.

‘We have to do something’

Setting a 2025 expiration helped Republicans record a smaller cost of the bill in 2017 — estimates at the time put it at $1.5 trillion. But it created another conundrum for Republicans. They would have to eventually figure out how to keep the cuts going, or risk suddenly higher taxes for many Americans in 2026, a potential political disaster before the midterm elections.

“The problem now is there was no big motivation for another tax reform,” said Erica York, an analyst at the Tax Foundation, a think tank that generally favors lower taxes. “It’s: ‘We have this big expiration, and we have to do something.’”

Into that void came Trump’s 2024 reelection campaign. Not only did he run on making the 2017 tax cuts permanent, but he also unleashed a barrage of ideas for new tax cuts, often targeted toward whatever audience he was speaking in front of. At a campaign rally on Long Island in New York, Trump went so far as to call for lifting the cap on the state and local deduction that he had signed into law.

“There is a general feeling among Republicans that taxes are always too high,” said Dave Kautter, a top tax policy official in the first Trump administration. “So we had to get individual taxes down, but the big problem was business taxes. We were becoming uncompetitive as an economy on the world stage.”

A first principle for Republicans at the time was to “broaden the base and lower the rates,” a mantra for conservative tax experts. Essentially, the goal was to excise as many loopholes and special deductions from the tax code as pos-

More Americans are likely to itemize because of the new $40,000 cap on the state and local tax deduction, while many workers and employers will have to figure out how to claim the new deductions for tipped and overtime income. And even if they take the standard deduction, many Americans will now be able to write off up to $1,000 ($2,000 for married couples) in charitable donations from their taxes.

“When the new provision is a tax break, people are happy to have some compliance costs to get the tax break,” said Joel Slemrod, an economist at the University of Michigan. “But from the point of view of the tax system, we end up with more complexity. That’s how it happens.”

YouTube pirates are cashing in on Hollywood’s summer blockbusters

After spending about $100 million on “Lilo & Stitch,” a live-action remake of a 2002 animated film, Disney had plenty to celebrate. The film pulled in $361 million worldwide on its opening weekend in May and bested “Mission: Impossible — The Final Reckoning” at the box office.

But the company also had cause to be concerned. In the days after the Disney film’s opening, a pirated version of “Lilo & Stitch” proved to be a hit on YouTube, where more than 200,000 people viewed it, potentially costing Disney millions of dollars in additional sales, according to research from Adalytics, a firm that analyzes advertising campaigns for brands.

The findings of the research shed new light on the copyright issues that once threatened to upend YouTube’s business. They also show how advertisers have unwittingly supported illicit content on YouTube, and they provide rare data about piracy on the platform.

YouTube has long tried to tamp down piracy, but users who upload stolen films and television shows have employed new tactics to evade the platform’s detection tools, the research showed, including cropping films and manipulating footage.

YouTube then recommended the uploaded videos to users on its homepage, promoting pirated streaming of box office releases like “Lilo & Stitch,” or movies exclusively available on streaming platforms, like “Captain America: Brave New World,” according to screen recordings compiled by Adalytics and an analysis by The New York Times.

YouTube, which is owned by Google, may also have generated revenue from some stolen videos, though it’s unclear how much money it may have made.

The company has a program known as Content ID to identify videos protected by copyright. It allows copyright holders to block the videos, share in advertising sales of the videos or receive data about who views the videos. Over the years, YouTube has paid billions of dollars to rights holders. YouTube reported flagging 2.2 billion videos last year and said rights holders permitted about 90% of those videos to stay on the platform.

Jack Malon, a spokesperson for YouTube, said the company does not analyze the less than 10% of videos it removes at the request of copyright holders and does not track how many of those videos may be recently released, full-length movies.

The channels that uploaded the videos of “Lilo & Stitch” and “Captain America: Brave New World” were terminated for violating YouTube’s policies on spam, Malon said. He declined to say whether the company had profited from commercials shown in copyrighted videos that evaded detection by Content ID or racked up views before rights holders asked that they be taken down.

At YouTube’s request, Adalytics and the Times provided 200 videos for YouTube to review, most of them full-length films. YouTube analyzed the videos but declined to provide

insight into what percentage of the films their rights holders had permitted to stay up or had required to be removed.

“To frame these videos as ‘illicit’ without first reviewing the specific choices made by each rights holder misunderstands how the media landscape on YouTube works today,” Malon said. While “mistakes do occur” on YouTube, he said, he dismissed the Adalytics report as an effort to get companies to sign up for the firm’s services.

Holders of copyrights for the videos, including all the major film studios, did not respond when asked for comment by the Times.

The founder of Adalytics, Krzysztof Franaszek, who conducted the research, said he had observed 9,000 examples of possible copyright violations, “including full-length movies that were in theatrical release, Netflix exclusives such as ‘Extraction 2,’ TV shows such as ‘Family Guy’ and live NCAA college football games.” The videos collectively had more than 250 million views. More than 100 of these uploads were also reviewed by the Times.

Movies from every major film studio were found on YouTube in unofficial streams uploaded from last July to May, Adalytics found. When briefed on the research findings, Larissa Knapp, the chief content protection officer of the Motion Picture Association, a trade group for movie studios, said she found them concerning.

At one point, the anti-piracy work between the studios and YouTube “did work,” Knapp said. “But now it seems like some of the stuff may have gone off the rails if illegal content is being placed with ads.”

The research recalled a time in YouTube’s history when Hollywood accused the platform of profiting from its stolen content. In 2007, Viacom sued YouTube, claiming it engaged in “brazen” copyright infringement by allowing uploads of the media company’s material without its permission. In 2012, YouTube won the suit by arguing it was shielded from li-

ability by the 1998 Digital Millennium Copyright Act, which exempted YouTube from liability for hosting copyrighted work.

The box office in the United States and Canada routinely loses $1 billion each year to piracy, which is roughly 15% of its annual haul, according to the Alliance for Creativity and Entertainment, a trade group of 50 entertainment companies that tries to reduce piracy.

Franaszek began the research after his advertising clients noticed that as much as 60% of their ad spending on YouTube went to videos or channels that were labeled “no longer available.”

After digging deeper, he found that his clients had paid to support content that YouTube later removed because it violated company policies against nudity, violence or hate speech, or because of other offenses.

When videos are removed from the platform, YouTube scrubs advertisers’ records so that they can no longer see the name of the video. Advertisers have to go to the link for the removed video to see if it was removed for a copyright violation, Franaszek said. He added that the platform did not fully reimburse the advertisers for the cost of commercials in those videos.

Ads from Disney, Hulu, HBO Max, Focus Features and dozens of other companies from various industries were found alongside unauthorized film and television uploads, Adalytics said.

Investors head into Trump tariff deadline benumbed and blase

Global investors are heading into U.S. President Donald Trump’s Wednesday deadline for trade tariffs palpably unexcited and prepared for a range of benign scenarios that they believe are already priced in.

Just days before the end of a 90-day pause he announced on his April 2 “Liberation Day” tariffs, Trump said the first batch of letters outlining the tariff levels they would face on exports to the United States would be sent to 12 countries on Monday.

Investors who have been tracking this date for months expect more details to emerge in the coming days and protracted uncertainty too, anticipating Trump will not be able to complete deals with all of America’s trading partners in the coming week.

And they are not overly concerned.

“The market has gotten much more comfortable, more sanguine, when it comes to tariff news,” said Jeff Blazek, cochief investment officer of multi-asset at Neuberger Berman in New York.

“The markets think that there is enough ‘squishiness’ in the deadlines – absent any major surprise – to not be too unsettled by more tariff news and believe that the worst-case scenarios are off the table now.”

Both the tariff levels and effective dates have become moving targets. Trump said on Friday that tariffs ranging up to 70% could go into effect on August 1, levels far higher than the 10%-50% range he announced in April.

So far, the U.S. administration has a limited deal with Britain and an in-principle agreement with Vietnam.

Deals that had been anticipated with India and Japan have failed to materialize, and there have been setbacks in talks with the European Union.

World stocks are meanwhile at record highs, up 11% since April 2. They fell 14% in three trading sessions after that announcement but have since rallied 24%.

“If Liberation Day was the earthquake, the tariff letters will be the aftershocks. They won’t quite have the same impact on markets even if they are higher than the earlier 10%,” said Rong Ren Goh, a portfolio manager in the fixed income team at Eastspring Investments in Singapore.

“This financial system is so inundated with liquidity that it is hard to cash up or delever at the risk of lagging the markets, with April serving as a painful reminder for many who derisked and were then forced to chase the relentless recovery in the

subsequent weeks.”

U.S. equity funds attracted strong inflows in the week to July 2, as U.S. stocks hit record highs on AI optimism, even as a 90-day pause on U.S. reciprocal tariffs is nearing its July 9 expiry with little progress in trade talks.

According to LSEG Lipper data, investors acquired a hefty $31.6 billion worth of U.S. equity funds in their largest weekly net purchase since November 13, 2024.

With one war over, Netanyahu heads to Washington amid calls to end another

For Prime Minister Benjamin Netanyahu of Israel, the meeting with President Donald Trump scheduled for today will serve as a kind of victory lap after the joint Israeli-U.S. assault last month on Iran’s nuclear facilities.

The White House visit — the prime minister’s third since Trump returned to office — is likely to add luster to Netanyahu’s laurels, especially with his voters back home, analysts said, as he soon heads into an election year.

But such trips have yielded surprises in the past.

The last time Netanyahu was in the Oval Office, in April, he sat somewhat awkwardly at Trump’s side as the president announced that Washington would be engaging in “direct” talks with Iran in a last-ditch effort to rein in the country’s nuclear program. That month, Netanyahu tried to convince Trump that the time was right for a military assault on Iran, but he was swatted down.

This time, Trump is eager to advance a ceasefire deal for the Gaza Strip that would see Hamas release hostages and would ultimately end the long war in the Palestinian enclave that was set off by the Hamas-led Oct. 7, 2023, attack on Israel. On Sunday, Israel sent negotiators to Qatar, a mediating country, to try to bridge differences with Hamas.

The United States said it was also brokering talks between Israel and Syria aimed at restoring calm along their frontier.

Then there is the unfinished business with Iran, given the varying assessments of how far Israel’s 12-day assault and the U.S. intervention set back Iran’s nuclear weapons program, and

the possibility of renewed negotiations on a nuclear agreement.

“It’s a victory lap with a caveat,” said Alon Pinkas, a political commentator and Israeli former diplomat who advised several Israeli prime ministers in the past.

“Netanyahu knows the truth — that Iran retains some capabilities,” Pinkas said. The prime minister needs clarifications from Trump, he said, about what would happen if Iran was seen to have resumed its nuclear activities, and whether the United States would back Israel if it resumed its attacks on Iran.

In remarks before boarding his plane to Washington on Sunday, Netanyahu said he would be meeting all the senior members of the administration and members of Congress from both sides of the aisle.

He said he would first thank Trump for his support for Israel. “Our joint mobilization brought us a great victory over our joint enemy, Iran,” he said, adding that he was committed to

“preserving the achievement.”

As an added benefit, the trip allows Netanyahu to postpone his cross-examination in his corruption trial, which Trump has blatantly called to be canceled. Israeli courts go on summer recess from July 21 until early September.

After securing Trump’s full backing for the war in Iran, Netanyahu is now somewhat beholden to his chief ally. The terms of that ceasefire or how it is supposed to be enforced are generally unknown, said Shira Efron, the director of research at Israel Policy Forum, a New York-based research group.

Regarding the efforts for a Gaza ceasefire, she said, “We’ve been here before,” but now there were reasons for optimism.

For one thing, Trump has called for one.

“MAKE THE DEAL IN GAZA. GET THE HOSTAGES BACK!!!,” he wrote on social media a week ago. He says he wants that war to end, too.

Hard-liners in Netanyahu’s coalition op-

pose an end to the war and want Israel to remain in control of Gaza.

But Netanyahu could probably sell them an initial, temporary ceasefire, Efron said, adding, “I think we will see a full ceasefire disguised as a partial agreement.”

In Israel, opposition to the war in Gaza has been growing. Many people are asking what the military is still doing there, with more than 20 soldiers killed in the past month, according to the military. More than 55,000 Palestinians have been killed so far, according to Gaza health officials whose casualty figures do not distinguish between combatants and civilians. About 1,200 people were killed in the October 2023 attack, and of the 251 people taken hostage, 50 remain in Gaza, about 20 of them alive, according to the Israeli authorities.

The proposed truce calls for a 60-day pause in fighting during which the sides would negotiate terms for a permanent ceasefire. Hamas insists that any deal must lead to a full and lasting cessation of hostilities but has so far rejected Netanyahu’s terms for ending the war.

Many Israelis, including ministers in Netanyahu’s government, still cling to a brazen vision for Gaza that Trump floated two Netanyahu visits ago, in February. At the time, the president declared that the United States should seize control of the Palestinian coastal enclave, permanently displace the entire population of 2 million people and turn the devastated strip into “the Riviera of the Middle East.” Experts said the proposal would be a severe violation of international law.

By the time Netanyahu came for his next White House visit, in April, Trump appeared to have moved on.

Violence at synagogue and restaurant unnerves Jews in Melbourne

Australia’s Jewish community was on edge Saturday after two violent episodes the previous night in Melbourne, one at a synagogue and one at an Israeli restaurant, the latest flare-up after earlier spates of attacks against Jewish institutions in the country.

Police in Victoria, where Melbourne is located, said they were investigating the two separate events, which took place around 8 p.m. Friday about a mile apart.

In one, a man poured flammable liquid on the front door of a synagogue in East Melbourne with about 20 people inside and set it aflame before fleeing the scene, according to Victoria Police. Everyone inside was able to

evacuate through a rear exit, and firefighters extinguished the blaze, which was contained to the front entrance, police said. There were no injuries and no reports of any arrests.

An arson investigator was examining the scene, according to a police statement.

Around the same time, a group of about 20 protesters near the center of the city shouted “offensive chants” at diners at a restaurant, police said, leading to the arrest of one of the protesters for “hindering police.”

Police did not say what the chants were or give information on any damage. The local news media reported that tables were overturned and objects were thrown at the restaurant, resulting in a broken window. A 28-year-

old man who had been arrested was released with a summons, according to police.

A woman who answered the phone at the restaurant declined to comment.

The premier of the state of Victoria, Jacinta Allan, said in a statement Saturday that the intentions behind the two events were apparent.

“Every Victorian deserves to live in peace and dignity, but the acts we saw last night at the East Melbourne Synagogue — and elsewhere in the city — are designed to shatter that peace and traumatize Jewish families,” she said. Describing the synagogue attack an act of antisemitism, she said, “it is disgraceful behavior by a pack of cowards.”

Protests in Mexico City against a surge in tourism and rising prices turned violent Friday night, damaging over a dozen businesses and drawing condemnation from officials.

The demonstration reflected the growing frustrations of many of the capital’s residents, who have watched rents skyrocket and old neighborhoods turn into swanky developments as the city has become a major tourist destination and a base for many so-called digital nomads.

The protest also prompted criticism from some officials, who denounced the violence and what they said were the protests’ nativist bent.

The protest was initially peaceful. Hundreds of people marched through the streets, carrying signs sporting messages like, “Your new home is an invasion,” “We shouldn’t feel like foreigners in our own land,” and “Expat = gentrifier,” photos and videos of the protests showed.

It turned violent when a small group of protesters began smashing the windows of storefronts, including a Starbucks and a bank, and graffiting walls and ransacking stores in the high-end neighborhoods of Condesa and Roma, according to The Associated Press.

César Cravioto, said in an interview with Milenio, a Mexican news outlet.

He urged an end to violent marches with “xenophobic” messages, saying that Mexico City “is a city of migrants,” and that the city’s government does not agree with “this type of demonstration.”

In a statement, the governor of Mexico City, Carla Brugada, recognized the problems gentrification has caused, saying her administration was working to bolster affordable housing.

“Mexico City does not agree with gentrification,” she said.

“We know that gentrification can exclude those who have lived all their lives in their neighborhoods.”

But she also denounced the violence, arguing that the campaign against gentrification should not become an excuse for discrimination or “xenophobic expression against migrants.”

Since the coronavirus pandemic, stylish neighborhoods like Roma and Condesa in Mexico City have seen an influx of foreigners, coaxed by lower living costs and the opportunity to work remotely.

The surge has helped businesses in areas popular with foreigners and landlords or those renting rooms on long-term stays on platforms like Airbnb. But it has also threatened to make large swaths of the city, where the average monthly salary is about $370, unaffordable to many locals.

Some protesters had likened the influx of Americans and Europeans to a modern form of colonialism, with Frente Anti Gentrificación Mx, one of the grassroots groups that organized the demonstration, calling on people to protest against “American imperialism” in a post on social media.

The group said on social media before the demonstration that gentrification amounted to “a silent expulsion.”

The demonstration in Mexico City is part of a broader movement against mass tourism that has cropped up in increasingly unaffordable cities around the world, including a recent wave of protests in Italy, Portugal and Spain.

The United Nations’ nuclear watchdog said late last week that its inspectors have left Iran, days after the country — still reeling from its war with Israel — suspended cooperation with the international agency.

Iran’s president enacted a law Wednesday that halts cooperation with the International Atomic Energy Agency, effectively blocking international oversight of Iran’s contentious nuclear program.

This comes at a particularly critical moment, when experts are warning that the attack on Iran’s nuclear facilities may simply drive the country to take its program underground, making it even more difficult to determine whether it was working toward building a weapon.

“An IAEA team of inspectors today safely departed from

Iran to return to the Agency headquarters in Vienna, after staying in Tehran throughout the recent military conflict,” the U.N. agency said in a statement on the social platform X.

Tensions between Iran and the agency had been rising since Israel launched attacks on Iranian military and nuclear sites, prompting a war that briefly drew in the United States.

Iran had turned some of its ire over the attacks against the IAEA, which declared last month that Iran was not complying with its nuclear nonproliferation obligations.

Iranian officials have argued that the censure gave Israel political cover for its attacks, which were launched a day after the agency’s declaration, striking nuclear and military sites and killing nuclear scientists.

It is not yet clear how badly Iran’s nuclear program was damaged in the war.

President Donald Trump said that the U.S. bombing of

three Iranian nuclear sites, in addition to Israeli strikes over 12 days of war, “obliterated” the program.

Other officials, including the IAEA director general, Rafael Grossi, have been more circumspect, saying that Iran’s stockpile of highly enriched uranium remains unaccounted for, and that the program may have been only delayed rather than destroyed.

Uranium enriched at low levels can be used as fuel for producing energy, while highly enriched uranium can be used to make a nuclear weapon.

Iran has long insisted its nuclear program is for peaceful uses only, but the IAEA reported in May that, while it had no evidence that Iran was building a weapon, the country was stockpiling about 882 pounds of highly enriched uranium, which could enable the government to build multiple bombs.

Grossi stressed in a statement Friday the “crucial importance of the IAEA discussing with Iran modalities for resuming its indispensable monitoring and verification activities in Iran as soon as possible.”

Iranian lawmakers have stipulated two conditions for resuming cooperation, according to state media. One is that the safety of its nuclear program and scientists is secured, and the second is an acknowledgment of what it says is its right under international law to enrich uranium.

At the same time, Iranian officials have been publicly signaling a willingness to return to negotiations with Washington.

“We are for diplomacy,” Iran’s deputy foreign minister, Majid Takht-Ravanchi, told NBC News on Thursday. “We are for dialogue.”

Only 11 days after President Donald Trump was inaugurated for a second term, his administration began a purge of the FBI that now threatens some of the bureau’s most important missions. His appointees ousted eight of its most experienced managers, including the division heads overseeing national security, cybersecurity and criminal investigations. Several had worked on prosecutions of Jan. 6 rioters or had assisted in the various investigations of Trump, and Emil Bove, then the acting deputy attorney general, said they could not be trusted to carry out the president’s agenda.

That was just the beginning. Over the past five months, many FBI agents, including other top managers and national security experts, have been fired, pressured to leave or transferred to lesser roles. Hundreds have resigned on their own, unwilling to follow the demands of the Trump administration. Their absence has left a vacuum in divisions that are supposed to protect the public. These losses have “obliterated decades of experience in national security and criminal matters at the FBI,” Adam Goldman of The New York Times wrote.

Trump’s playbook for the FBI is plain to see. He is turning it into an enforcement agency for his priorities. He is chasing out agents who might refuse to play along and installing loyalists in their place. He is seeking to remove the threat of investigation for his friends and allies. And he is trying

to instill fear in his critics and political opponents. Among his many efforts to weaken American democracy and amass more power for himself, his politicization of the FBI is one of the most blatant.

These developments should unsettle all Americans, regardless of party. As one former Justice Department official told NBC News, the decimation of the bureau’s senior ranks has left it “completely unprepared to respond to a crisis, including the fallout from the current conflict in the Middle East.” Trump’s politicization of the FBI has left it less able to combat terrorism, foreign espionage, biosecurity threats, organized crime, online scams, white-collar crime, drug trafficking and more.

Trump has made clear that he considers the FBI’s first priority to be loyalty. Consider the Signal scandal from this spring, when senior officials disclosed sensitive information in a group chat. In any other administration, the FBI probably would have investigated. Under Trump, the bureau looked the other way.

To carry out this agenda, he chose as its director Kash Patel, whose main qualification is his unquestioning fealty to Trump. In 2022, Patel published a children’s book, “The Plot Against the King,” in which a wizard named Kash saves the day by exposing a conspiracy against King Donald. The next year, Patel published a book titled “Government Gangsters.”

His mission at the FBI is to politicize it. He is dismantling key operations and reshaping the bureau into an instrument of Trump’s political will. Trump spent years baselessly accusing the FBI and the Justice Department of being weaponized against him; now he is turning federal law enforcement into the very thing he claimed it was: a political enforcer. Under Patel, the bureau has assigned agents to pursue long-running MAGA grievances. One example: Patel had his agents dig through documents searching for evidence to support one of Trump’s and the online right’s favorite conspiracy theories, that China somehow helped manipulate the results of the 2020 election.

Among the people whom Patel has scapegoated are the agents he now oversees, which damages the bureau’s morale and its effectiveness. Before taking office, he called the bureau “an existential threat to our republican form of government.” He has described its employees as “political jackals” who tried to “suffocate the truth” in order to rig the 2020 election for Biden. Patel has promoted theories that the FBI paid Twitter to censor conservatives and that it used confidential informants to stir up the Jan. 6, 2021, riot at the Capitol. There is no evidence to support any of this.

For his deputy director, Patel hired Dan Bongino, a longtime right-wing podcaster. Bongino has called the bureau “the single most corrupt law enforcement institution” in America and a “full-blown leftist political action committee.” Together they began singling out agents who had worked on prosecutions of the Jan. 6 rioters or the federal indictment of Trump for improperly removing documents from the White House. Many of these agents were fired, pushed to resign or transferred.

The resulting loss of expertise and experience is chilling. The bureau today has fewer people with the skills to prevent crime, political corruption and foreign espionage.

Under Patel, the FBI has also reassigned agents from valuable work to showy efforts that bolster Trump’s political interests. This pattern is clearest with immigration. We acknowledge that an increased focus on border security and deportations is a legitimate change for Trump’s FBI. He won election last year partly because of public dissatisfaction with the Biden administration’s loose border policies, which contributed to the most rapid surge of immigration in American history, much of it illegal.

Presidents rightly have the authority to shape the bureau’s priorities. But the approach of the Trump FBI is nonetheless alarming because of its extremity. The administration is pulling agents away from areas that present true risks to the country and assigning them instead to search for undocumented immigrants who have no criminal record. The effort is part of a governmentwide effort to meet Trump’s arbitrary quota of 3,000 arrests a day. “They have cannibalized field offices to create these immigration squads,” one former agent told us in an interview. “They’re taking highly trained agents, many with advanced degrees and military experience, and using them for perimeter security on ICE roundups. And that means fewer people working to prevent foreign influence or public corruption.”

All law enforcement agencies require foundations of public trust, but because of its troubled history and the ease of political manipulation from Washington, the FBI has a particular need to demonstrate that it deserves the nation’s confidence. Agents, for their part, need to know that their managers and civilian leaders have their backs and don’t consider them to be jackals. They need to know that they are enforcing the law fairly, not being used for a personal or ideological agenda. The public — on which the bureau relies for tips and cooperation — has to trust that agents operate without political bias.

By abusing that trust, Trump, Patel and Bongino have put the reputation and effectiveness of the FBI at risk. In doing so, they are risking the safety of the American public.

Alcalde de San Sebastián dice había 128 personas con ama de llaves que no las necesitaban

SAN SEBASTIÁN – El alcalde de San Sebastián, Eladio “Layito” Cardona Quiles, dijo el domingo que una investigación encontró que a 128 personas se le otorgó el servicio de ama de llaves sin justificación.

“Cuatro empleadas del Gobierno Municipal, que trabajaban bajo la administración anterior, no contratadas por este servidor, efectuaron las visitas y encontraron que 128 casos eran de personas saludables. Incluso encontraron a algunos cortando la grama o limpiando el techo de sus viviendas, por lo que esas personas no contarán con el servicio porque el mismo es para pacientes con necesidades reales, especialmente ahora que los fondos son limitados”, dijo el alcalde en declaraciones escritas.

Dijo que hasta el año fiscal 2020-2021, San Sebastián contaba con 31 amas de llave y que durante los años 2021-2022 al 2024-2025, se nombraron 219 amas de llave adicionales, o sea el 88 por ciento del

total se reclutaron en los últimos cuatro años fiscales. “Esta avalancha de nombramientos concurrió con

que el exalcalde ya comenzaba a mostrar sus aspiraciones a un puesto electivo a nivel nacional. Estos son los datos, y surgen de los expedientes de recursos humanos. Y lo que es peor, esos nombramientos se realizaron utilizando fondos provenientes de la Ley del Plan de Rescate Americano (ARPA en inglés) que eran fondos no recurrentes dirigidos a la recuperación tras la pandemia del COVID-19. Estos fondos llegaron a su fin, por lo que esa cantidad de nombramientos es insostenible financieramente y se hizo con la clara intención de influir en el resultado electoral. Tampoco se hizo un estudio responsable de las necesidades de nuestros ancianos y en muchos casos el servicio se otorgó a personas allegadas que no lo necesitaban, olvidándose de los que realmente tenían una necesidad”, añadió.

Según el alcalde, luego de la evaluación y análisis, se separaron en el año fiscal corriente 1.2 millones de dólares de fondos federales para mantener una cantidad de amas de llaves similar a la del 2020-2021.

He’s Ringo. And nobody else is.

In the summer of 1985, Ringo Starr’s friend and fellow drummer Max Weinberg flew to England for the former Beatle’s 45th birthday.

Though the pair had become chummy since meeting five years earlier in Los Angeles, backstage at a concert Weinberg was playing with Bruce Springsteen and the E Street Band, Weinberg remained somewhat intimidated by his boyhood hero in the early stages of their friendship. (The everamicable Starr offered advice: “Sometimes it helps if you call me Richie.”)

While celebrating at Tittenhurst Park — the sprawling estate outside London that had previously belonged to John Lennon and Yoko Ono — Starr turned to his younger friend, then 34, and said something that remains an inside joke between them: “Well, Max, I’m going to be 45. Doesn’t that make you feel old?”

That line is classic Ringo — a dryly clever, double-take koan from rock ’n’ roll’s Yogi Berra, the man whose tossed off “Ringo-isms” became immortalized in Beatles song titles like “A Hard Day’s Night” and “Tomorrow Never Knows.”

Each year, Starr would update the line for Weinberg, until its recitation became something of an annual tradition. “I imagine if I was speaking to him on July 7,” Weinberg said in a phone interview, “him saying to me, ‘I’m 85.’ And it doesn’t sound so old anymore.”

Starr, who celebrates his birthday on Monday, will be the first Beatle to reach that milestone, and like his surviving bandmate Paul McCartney, he never retired. In the past seven months alone, Starr has released a country album he recorded in Nashville and toured with his All-Starr Band, a group with a rotating lineup of rock luminaries that currently features members of Men at Work and Toto. At a recent All-Starr Band performance at Radio City Music Hall, he bounded onstage with the springy energy of a man half his age and spent much of the show behind an elevated drum kit, bopping away.

While introducing his cheeky 1974 single “No-No Song” (“I don’t drink it no more / I’m tired of waking up on the floor”), he gave one indication of why he has aged, as Weinberg put it, like “the original Benjamin Button.” “The sentiment of this song,” Starr told the audience, “is why I’m on this stage today.” (He and his wife Barbara Bach have been sober since 1988.)

Starr has the amiable manner of a goofy, wisecracking uncle who happens to have been in the most successful band in the history of the known universe.

When asked about the past, Starr is more likely to offer an artfully evasive Ringo-ism than delve into old emotions.

But he is not reticent when it comes to talking about Beatles memories; his conversations are peppered with them. Seven decades after they first met — and 55 years since their band split — McCartney was effusive about his onetime bandmate. “Even though I’ve played with other drummers, he’s the best,” McCartney said in a phone interview. “Ringo has got a certain feel that is very difficult for other drummers to capture.”

Summing up Starr’s je ne sais quoi, McCartney added, “He’s Ringo. And nobody else is.”

Weinberg expressed a sentiment shared by many drummers over the years. “It’s impossible to play like Ringo did in the Beatles,” he said, citing the absence of magic in most Beatles tribute acts as proof. “It’s sort of like singing along with a Sinatra record — you might get close, but you’ll never get the phrasing, you’ll never get the little odd things that he does.”

This was apparent in January, during two sold-out, star-studded shows at Nashville’s storied Ryman Auditorium. (They were adapted for a CBS special titled “Ringo & Friends at the Ryman,” currently streaming on Paramount+.) Like “Look Up,” the country album Starr released the same month, the Ryman performances paired him with a younger generation, including the psychedelic bluegrass shredder Billy Strings and the soulful crooner Mickey Guyton. The octogenarian thoroughly impressed them with his spunky stamina.

“I remember he was doing jumping jacks at the rehearsals,” said Molly Tuttle, the fleet-fingered 32-year-old guitarist. “I was like, oh my God, you have way more energy than me.”

The day after the first Ryman show, as we sat in the steamy crossfire of several humidifiers arrayed in his hotel suite, I asked Starr — who was wearing camo-print pants and a necklace adorned with, what else, a peace sign — how he has been able to maintain that vitality into his mid-80s.

“Well, I love what I’m doing,” he said in an isn’t-it-obvious tone.

Starr then drifted back to a memory of his early days gigging around Liverpool, before he joined the band that he sometimes refers to as “the Fabs.” “When I first started,” he said, “my mother would come to the gigs. She would always say, ‘You know, son, I always feel you’re at your happiest when you’re playing your drums.’ So she noticed. And I do.” He smiled. “I love to hit those buggers.”

Richard Starkey was born in a hardscrabble Liverpool neighborhood known as the Dingle. When he was 3, his father left; when he was 13, his mother, Elsie, married Harry Graves, who Starr still describes, with childlike adoration, as “the best stepdad in the world.”

These days, Starr’s life is less hectic. Though he and Bach used to own “several houses in several countries,” they now spend most of their time in the Los Angeles home they’ve owned since 1992.

Professionally, too, Starr has streamlined. Acting — and co-starring with such varied company as Peter Sellers, Mar-

lon Brando and Thomas the Tank Engine — used to be one of his main gigs, but aside from the occasional voice-acting role, Starr said he’s not particularly interested in that anymore. Does he miss it? “I don’t barely, no. I’m just playing now, live and in the studio making records.”

He will, however, soon be back on the big screen, in a manner of speaking. In April, Starr flew to London to meet with Sam Mendes, the filmmaker who has taken on the ambitious task of directing four upcoming Beatles biopics. (Last November, Starr accidentally leaked the news that he will be played by the Irish actor Barry Keoghan, of “Saltburn.” They recently met for the first time.)

Starr and McCartney have been the last Beatles standing for nearly 25 years, and that experience has deepened their relationship. “With John and George not here, I think we realize nothing lasts forever,” McCartney said. “So we grasp onto what we have now because we realize that it’s very special. It’s something hardly anyone else has. In fact, in our case, it’s something no one else has. There’s only me and Ringo, and we’re the only people who can share those memories.”

Not being in a band together anymore — separating the personal from the professional — can do wonderful things for a friendship, and both men said it has strengthened their bond, so that when they do decide to work together it always feels, as McCartney describes it, “spontaneous.”

Spontaneity is also, of course, a core tenet in the Tao of Ringo Starr. “I live in the now,” he told me. “I didn’t plan any of it. I love that life I’m allowed to live.”

How to avoid flight cancellations and delays

Delays and cancellations are an inevitable reality for air travelers, whether they’re caused by staffing shortages, weather events or other unusual disruptions. You can do everything right — triple-check your travel insurance, bring your Real ID and expedite your passage through security — and still be affected, particularly during the busy summer travel season.

But there are tricks to minimizing the risk. Here are a handful of tips to avoid the hassle of a delayed flight or cancellation.

Fly earlier in the day.

Booking the earliest flight possible can help you avoid delays, skip the crowds and save money, said Hope Williams, 41, a former flight attendant for 15 years. And don’t be discouraged by a predawn trek to the airport: “The earlier the better,” she said.

Flight delays can ripple through the system; a single delayed flight can affect later flights that use the same plane, crew or airport resources. (The phenomenon is known as “delay propagation.”) “I always advise the early departure because typically earlier in the day you don’t have those delays,” Williams said.

Another factor that helps keep earlier flights on time is the weather, since thunderstorms are more common in the afternoon and evening.

Spotting potential snags in advance can help you be proactive about making alternative arrangements. (In some cases, airlines will issue waivers to allow you to modify your trip in advance of foreseeable disruptions.)

As an extra layer of caution, check the weather before and after booking, particularly during peak seasons for hurricanes, heavy rain and wildfires. Weather-related travel disruptions are not always predictable, but sometimes passengers can get ahead of storms. Look for updates from your airports.

Check both your arrival and departure airports for news of delays. This is especially important during busy travel seasons, including summer months and holidays.

Larger international airports can be susceptible to delays during peak travel season, according to Williams, who said she avoids flying in July.

Last summer, from June to September, several airports consistently ranked among the largest U.S. airports with the lowest percentage of on-time departures, according to data provided by the Department of Transportation, including Baltimore/Washington International Thurgood Marshall Airport (BWI), Charlotte Douglas International Airport (CLT), Fort Lauderdale-Hollywood International Airport (FLL) and Miami International Airport (MIA).

While Williams doesn’t advise avoiding these airports, she said that summer travelers can avoid complications by ensuring that they bring the appropriate documents and get to the airport early.

Puerto Rican tennis celebrated an unforgettable weekend with significant achievements both at home and on the international stage.

The finals of the 2025 Puerto Rico National Tennis Championships, held Saturday at the Río Mar Tennis Club in Río Grande, coincided with an unprecedented feat at Wimbledon, consolidating the present and future of Puerto Rican tennis.

In the men’s category of the island tournament, No. 3-ranked Luca Hotze Martínez was crowned national champion after defeating Gabriel Evans Campos (2) in a hardfought match, 4-6, 6-0, 6-4.

This year, the title included the presentation of the Manuel Ángel Rodríguez Cup, an award that pays tribute to the legendary seven-time Puerto Rican champion who was a tennis pioneer on the island and an example of tenacity, heart and passion for the sport. The trophy was presented by Rodríguez’s daughter, Lydia Rodríguez, former executive director of the Puerto Rico Tennis Association, and his grandson, Jorge de la Rosa.

In the women’s final, Daniella O’Neill (1) defeated Lauren

Kettlewell Sotomayor (2), 6-4, 7-6(6), demonstrating maturity, technique, and poise in the decisive moments.

In addition, O’Neill received the Sportsmanship Award, a recognition given by the Jordán Blanes family in memory of their son, Rafa Jordán Blanes. The award recognizes athletes who stand out for their positive attitude, respect and values on and off the court. Gabriel Evans Campos was also recognized alongside O’Neill. The presentation was made by Juanqui Fernández, a beloved figure within the Puerto Rican tennis community and the Jordán Blanes family.

In the men’s doubles final, young Marko Mesarovic, who was paired with Evans Campos, was forced to withdraw due to injury, and the duo of Luca Hotze Martínez and Nicholas Snyder was declared national champion.

Similarly, in the mixed doubles final, where Mesarovic competed alongside Natalia Pérez, the national championship was awarded to Hotze Martínez and Kettlewell Sotomayor.

Victories at El Nacional & Wimbledon mark a new chapter in Puerto Rican tennis Mexico hopes US will deport Julio César Chávez Jr., Sheinbaum says

President Claudia Sheinbaum of Mexico said late last week that she expects the prominent boxer Julio César Chávez Jr. to be deported to Mexico to face charges of organized crime and arms trafficking, a day after American officials announced they had detained him for being in the United States illegally.

Citing Mexico’s attorney general, Sheinbaum said Friday that prosecutors had begun investigating the boxer in 2019 and had issued an arrest warrant in March 2023. She

said Mexico had been unable to detain Chávez because “he lived most of the time in the United States.”

“We now hope he can be deported and he can serve his sentence in Mexico,” she said.

Chávez’s detention by federal U.S. agents in Studio City, California, was announced on Thursday by the Department of Homeland Security, citing the arrest warrant in Mexico. It also said Chávez was thought to be “an affiliate” of the Sinaloa cartel, a powerful fentanyl smuggler that the U.S. and Mexican authorities have sought to crack down on.

A former World Boxing Council middleweight champion, Chávez, 39, is the son of a Mexican boxing legend, Julio César Chávez Sr., who appeared with Mexico’s president twice in recent months, at a news conference and a government event in Mexico City that drew tens of thousands of people. The younger Chávez was detained just days after he lost a high-profile bout in Anaheim, California, against the former YouTuber Jake Paul.

A lawyer representing Chávez, Michael A. Goldstein, said his client had been picked up by a group

of more than two dozen immigration and law enforcement agents outside of his home.

“The current allegations are outrageous and appear to be designed as a headline to terrorize the community,” Goldstein said, adding that Chávez was not a threat to the public.

An escalation in immigration operations in Los Angeles, which has the largest undocumented population in the country, recently led to protests and to legal challenges by immigrants rights groups that claim the tactics of federal officers in Southern California have been excessive and even unconstitutional.

Chávez’s arrest also comes as the Trump administration has zeroed in on Mexican cartels. Earlier this year, amid tariff negotiations, the Mexican government agreed to send more than two dozen people accused of being cartel heads to be tried in the United States, a departure from the government’s previous stance on extraditions.

Late Thursday, Chávez’s family said they had “full confidence” in his innocence.

“We respectfully ask that due legal process be guaranteed and that early judgments that violate his dignity, and the dignity of those around him, be avoided,” said a statement posted online by his father.

The U.S. authorities said Chávez had entered the United States legally in 2023 with a B2 tourist visa, but that it had expired in 2024. He then filed for lawful permanent resident status based on his marriage to a U.S. citizen, who U.S. officials said was “connected to the Sinaloa Cartel through a prior relationship” with a son of the cartel leader Joaquín Guzmán Loera, known as El Chapo.
