The July 17 CKL council meeting was dominated by multiple deputations dealing with a wide variety of issues including boat houses in need of repair, a building permit issue, and a zoning battle royal involving the Iron Horse Ranch banquet facility in Manvers Township.

Boathouse ordered torn down on Cameron Lake

The Land Management Committee declared the boathouse to be in a state of disrepair, and ordered that the building be removed at the owner’s expense. The owners countered by saying that they would invest $10,000 to upgrade and repair the building. Neighbours were fully supportive of the boathouse upgrade planned by the owners. Staff was ordered by council to enter into a licensing agreement with the owners that stated if the boathouse was repaired in a timely manner the structure could stay.

The owners of the boathouse had applied to the City for permits to rebuild both their dock and boathouse. The City told the owners that they could replace the dock, but that the boathouse could not be saved as it was in a bad state of repair. The owners admitted that this last winter had been very hard on their waterfront, and that the boathouse needed work. They requested two months to repair the boathouse as they were having problems locating qualified labour. Council ordered staff to enter into a licensing agreement with the owners that said if the boathouse was repaired within the two-month window offered by the owners, it could stay.

The deputant claimed that the City had cancelled his building permit, despite in the opinion of the deputant not having the protocol in place to carry this act out unless the property was abandoned. The deputant has a technical disagreement with the City, which he wanted to appeal to the province. With the City cancelling his building permit, he cannot appeal to the province regarding his conflict with local officials. Councillor Breadner appealed to council to reinstate the building permit to allow for the appeal to the province. Mayor Letham stated that Breadner’s request was out of order as the City cannot overturn the decisions made by their Chief Building Official, who claimed the permit has become stale dated and the build was not being actively pursued. The ensuing discussion became quite heated between Breadner and Letham as the confrontation spiralled out of control. Council backed City staff, leaving the deputant with the only option of reapplying for a new building permit at some substantial additional costs, and probably forfeiting half of the $8,000 he had paid for the first permit.
