I can’t believe it’s been six years since I wrote about the passing of my husband, John. In many ways it seems like just yesterday. I’d like to share with you this letter I wrote to him on the 6th anniversary of his death.

My darling husband, Six years ago you left this earth for the other side, shrugging off the pain and uncertainty of life on this plane. The first two years after you left are a blur. I put one foot in front of the other and woke up every day.

On New Year’s Day, 2020, I made a “resolution” to spend more time with friends. Well, you know what they say, the bested laid plans and all that. I don’t want to take the blame for COVID because of my resolution, but perhaps this was the universe’s way of telling me I still needed some “alone time.”

It’s interesting that I still have folks coming up to me asking about the Buckhorn Observatory. They tell me about their experience there with you and I hope you know the impact

you had on more lives than you can imagine. I’m so proud of that, and of you.

Here at home, dinner theatre’s still going strong. I’m directing this time around because you know how I love to be bossy! Without you here I need to boss someone around!

I’ve been lucky to have tremendous support from family and friends to deal with the grief of your departure. You were ill for a long time, but nothing prepared me for this journey without you. Still, I grapple with the ups, downs and waves of disbelief that you won’t be walking through the door.

I don’t know what the future holds, my darling, and I will try not to look too far down the road. The answers are in the present, this moment here and now. In this moment I miss you more than words can say. And I know that will be true of the next moments until the end of time.

I find the little signs you leave me ... the feathers, dimes, butterflies and birds that represent the spirit world. So I know you’re still with me and watching. I will try to make you proud.

CKL strat PLan aPProved

At the Regular Council Meeting on March 19, 2024, City of Kawartha lakes Council approved the staff recommended 2024 to 2027 Kawartha Lakes Strategic Plan. The strategic plan is the municipality’s roadmap to follow, setting the priorities and direction for the years to come.

Mayor Elmslie remarked on the Strategic Plan, “This plan is not just a document, but a commitment to our future. It requires us to partner and collaborate with every sector of our community. Together, we will navigate the challenges ahead, ensuring Kawartha Lakes not only grows, but thrives.”

This Plan is a refresh of the previous 2020 to 2023 Strategic Plan and was created through consultation with Council, staff and the community in 2023 and the beginning of 2024. During the process, several key themes came to light as areas of continued focus within the municipality, including: affordable housing, sustainability and the environment, health care, transportation and preserving Kawartha Lakes’ unique culture and heritage.

To meet the community’s needs, the Plan outlines the core values of Accountability, Respect and Teamwork which will guide staff and Council as the municipality works to fulfill its Strategic Priorities. Balancing those priorities, all actions and decisions will also be directed by the Guiding Principles. strategic Priorities

ruraL ZoninG

The CKL Planning Advisory Committee is holding a Public Meeting on Wednesday, April 10 at 7pm in the Council Chambers, City Hall, 26 Francis Street,

Lindsay, Ontario, to consider the proposed Rural Zoning By-law.

The purpose of the Public Meeting is to provide the public with an opportunity to understand and comment on the proposed Rural Zoning By-law. The lands subject to the proposed Rural Zoning By-law are all lands outside of the Urban Settlement Areas of Bobcaygeon, Fenelon Falls, Lindsay, and Omemee as delineated in the City of Kawartha Lakes Official Plan. The proposed Rural Zoning By-law excludes lands subject to the Oak Ridges Moraine Zoning Bylaw 2005-133. The affected areas are identified on the key map below. The proposed Rural Zoning Bylaw regulates the types of land uses and the character, height, location, size, and massing of buildings for all lands subject to the By-law. This meeting is the second of two statutory Public Meetings held regarding the Rural Zoning By-law. The first was held by the Planning Advisory Committee on August 9, 2023.

The effect of the proposed Rural Zoning By-law will be one updated and harmonized Zoning Bylaw that applies to the rural areas identified above. Currently, there are 14 Zoning By-laws in effect that apply to rural areas which vary in age, terminology, and permission. The proposed Rural Zoning Bylaw will apply a streamlined and consistent zoning framework to rural areas.

The City of Kawartha Lakes initiated a review and consolidation exercise in 2019. This is the first comprehensive review of the rural area Zoning Bylaws since amalgamation in 2001. In 2012, the City of Kawartha Lakes Official Plan came into effect. The Planning Act requires that a new Zoning By-law be prepared to be consistent with and implement the Official Plan.

The proposed Rural Zoning By-law is available online at jumpinkawarthalakes.ca/ruralzoningbylaw. The website also hosts information on the project and previous drafts of the Rural Zoning By-law.

This meeting will be held in-person and through remote electronic participation. You can find out how to participate or attend the meeting at kawarthalakes. ca.

Water CouLd stiLL rise

City of Kawartha Lakes’ Flood Operations Team met in late February to begin planning for the upcoming 2024 flood season. Fortunately, widespread flooding issues are not anticipated this year due to the lack of precipitation our water systems saw this winter.

While that’s great news for Kawartha Lakes in general, that doesn’t mean we’re out of the woods yet. As we’ve seen so far this winter, our weather systems have been unpredictable so there’s always a chance that the flood outlook could change if precipitation picks up over the next few weeks.

Kawartha Lakes still encourages all residents that live in flood plain areas to continue to prepare their property as they typically would this time of year.

Prepare your property

Property owners in flood plain areas are responsible to redirect water from their properties as needed. Please secure your own sandbag supplies from your local hardware store as needed.

Due to the anticipated milder flood season, the municipality will not be pre-preparing sandbags in advance this year.

Water levels in our local water systems are monitored daily, so should there be a spike in water levels, the municipality will pivot quickly to begin sandbag prep and will notify residents once sandbags are ready for pick up in select flood prone areas.

The City of Kawartha Lakes wants to hear from you about a potential Kawartha Lakes Cultural Centre. Whether you’re an artist or maker, or a resident looking for arts and culture activities, you’re invited to take part in an online survey.

And there are so many possibilities. Would you use exhibition, gallery or studio space as an artist or maker? Would you attend classes and activities for children or adults? Do you want a facility to host festivals, shows and artisan markets? Or maybe you have something else in mind. Whatever your ideas are, the Cultural Centre Feasibility Task Force (CCFTF) wants to know.

In 2021, Kawartha Lakes launched a feasibility study for cultural centres in the municipality to support the needs of the local arts and culture community.

The Cultural Centre Feasibility Task Force (CCFTF) is currently in Phase 2 of the study, which started in September 2023. This phase includes:

• Sharing results of the Phase 1 feasibility study

• Conducting site exploration, selection and feasibility analysis

• Reviewing cost estimates presented in the Phase 1 report

• Creating a fundraising and financing strategy

BridGe deCision

Local Member of Parliament, Jamie Schmale (Haliburton-Kawartha Lakes-Brock) has joined his colleagues to express their anger over Parks Canada’s decision not to replace the Boundary Road Swing Bridge in Bolsover.

“It’s been nearly three years since the bridge was shut down, effectively cutting the community in half, and now, news that there will be no bridge replacement has, understandably, left residents angry and confused,” said Schmale.

Residents of Bolsover are now being forced to take an alternate, and for many, a highly inconvenient crossing, to get to work or buy food. More importantly, concerns regarding emergency services response times have been raised. The announcement by Parks Canada will put peoples lives at undue risk.

Schmale added, “I find it reprehensible that the Minister has no problem gifting millions to bolster infrastructure projects in communist China, while ignoring the pleas of rural Canadians. The Liberal government just doesn’t care about rural communities and the way of life for rural Canadians. Taxing agriculture, confiscating hunting rifles, making it unaffordable to drive to work, urban elite Liberals just don’t get it. They happily waste $834,000 for three guys from the United States and New Zealand to cull 84 deer using a helicopter, or $11 million on a commission that did nothing. The list of wasteful spending goes on and on.”

Schmale said that he has communicated with the Minister on his complete lack of empathy and urgency on behalf of the constituents of Bolsover and has spoken on it in the House of Commons a number of times and has yet to receive an answer from the Minister. Last year, Chambers and Schmale coauthored a letter to Minister Guilbeault, imploring him to respond to residents’ concerns.

Applications are now open for the Starter Company PLUS 2024 spring cohort until April 26, 2024.

The popular Made in Kawartha Lakes returns for its 6th year, May 25 and 26, 2024 at Kawartha Settlers’ Village in Bobcaygeon. This event offers an unforgettable weekend celebrating local talent, and is the premier artist and makers market in the area.

ProvinCe invests in LoCaL heaLthCare

The Ontario government is improving access to a wider range of health services for the community through a $15 million investment to help open the Community Care City of Kawartha Lakes Community Health Centre.

Community Care helped bring this multi-room facility to life. The Health Centre will also employ over 60 staff members, ensuring that the community has access to the programs and services they need, when they need it.

“Community Care has brought significant quality of life improvements to Kawartha Lakes through its variety of programs from nutrition and senior supports to wellness programs and hospice services,” said Laurie Scott, MPP for Haliburton-Kawartha LakesBrock. “Our government is proud to see the vision for this Health Centre come to life so people can access vital services quickly and efficiently.”

The Health Centre offers an array of services including: a primary care clinic, a dental clinic, and a GAIN (Geriatric Assessment and Intervention Network). Located at 21 Angeline St. N. in Lindsay, the Centre will be open from 8:30am to 4:30pm on weekdays. Community Care has been foundational in supporting and enhancing the quality of life for people across the City of Kawartha Lakes. From Meals on Wheels, the Adult Day Program, to a host of Exercise Programs, Community Care continues to be a cornerstone for enriching the community.

aWareness for autism

Kawartha Lakes Autism Support will be at Lindsay City Hall Tuesday on April 2 at 10:30am for World Autism Awareness Day.

WAAD is part of a Human Rights initiative by the UN that was adopted by Canada in October 2012. KLAS has been hosting this event in Lindsay since April 2, 2013 to raise awareness of Autism Spectrum Disorder and the contributions of those with ASD to our society. There will be a couple of short speeches prior to raising our flag.

Many first responders and local dignitaries join us every year, along with friends and family. Members of the general public are invited to come as a part of this ceremony.

Trentside Baptist Church is once again hosting an Easter Eggarama at Kawartha Settlers Village in Bobcaygeon on Saturday, March 30, from 10am to 12 noon.

The event is free and the first 200 kids will get a free Easter basket to keep. The hunt takes about 30 minutes to complete.

It’s time to celebrate the Grand Opening of the Downeyville Hall Renovation Project – Phase 3 (Kitchen & Lower-level Washrooms). You’re invited to take a tour on Wednesday, April 3 at 7pm.

This event is also to recognize the role of OTF who awarded the committee a $150,000 capital grant to cover the cost of creating the new kitchen. The cost of the new hall and washrooms was covered through DHRC fundraising.

There will be welcoming remarks from local dignitaries, followed by an opportunity to take a tour of the beautiful new facilities. Then you can mix and mingle over cake and coffee.

Juried student eXhiBition

A tradition for more than 20 years, the Kawartha Art Gallery Annual Juried Student Exhibition is on now at KAG, which is located on the second floor of the Lindsay Public Library (190 Kent Street West in Lindsay). Admission is free or by donation.

The Exhibition is a huge opportunity for all high school students in the City of Kawartha Lakes and within the Trillium Lakelands District School Board.

The students’ work span a variety of media and include representations of landscape, everyday objects, loved ones, belonging and identity. This exhibition provides an exciting opportunity to showcase the wide variety and high quality of artwork created by our area high school students.

Artwork submissions were selected by the art teachers with all work to be done for a course in Visual Arts within the current academic year. There

The student artworks were selected by an external juror, with the juror providing constructive comments and suggestions for acknowledging and building on the students’ skill sets.

In addition to numerous lead and award sponsors, two special bursaries will be given to students at a special reception later in March. The Helene Barker Memorial Bursary Award is given to the student whose work is considered to be the highest achievement in the exhibit. Helene Baker was a founding member of the Kawartha Art Gallery, and a lifelong proponent of the arts.

The Brenda Milner Memorial Bursary Award is presented to a Grade 12 student going into postsecondary studies in visual arts. Brenda Milner taught basic drawing, watercolour and mixed media for over 30 years through Fleming Colleges campuses and at the Kawartha Art Gallery.

The event is open until March 30 on Tuesdays through Saturdays from 10am to 4pm.

meatBaLLs on the menu

The Salvation Army Fenelon Falls will host a Meatball Dinner on Saturday, April 13. Seatings will be 4:45pm and 6pm. Takeout is available for 5:30pm.

The menu consists of meatballs, potatoes, rice, vegetable, roll, dessert, and tea/coffee.

Tickets are in advance only and are $15 for adults and $7 for children 8 years of age and younger.

summer CamPs at the BCC

The Buckhorn Community Centre has some great summer camps for the kids this year. But you’ll want to register soon, as they fill up quickly.

• art in the heart of Buckhorn – Two camps are available for kids aged 7 to 14. July 8 to 12 and July 22 to 26 from 9:30am to 3:30pm, retired school teacher Ellen Dumas, will teach your creative kids different forms of art. • Claymation Camp – Kids get to experience their own stories and ideas in a fun, unique way. The camp runs from August 26 to 30 for those 7 to 12 years old. Before August 1 the cost is $250, after it’s $260 per child and includes all art supplies. Register by calling Meghan at 705-657-8833.

• music theatre Bootcamp – From July 22 to 26, children aged 7 to 14 can experience dancing, singing and acting from professional performer, Jennifer Harding and some guest teachers. • YmCa summer Camp – The BCC will host the

A Place Called Home is excited to announce that the 21st Annual Kawartha Lakes Classic Cycling Tour will be held on August 24, 2024, at the Salvation Army Lindsay Community Church at 51 Eglington Street in Lindsay.

Cyclists of all skill levels from all over Ontario will come to attend the best cycling tour in the Kawartha Lakes. Boston Pizza is this year’s Title Sponsor and they will be providing a delicious lunch for all event participants.

Volunteers from the Kawartha Cycling Club donate countless hours to help plan the Kawartha Lakes Classic every year, with all proceeds going to A Place Called Home.

Registration for this event is now open so take advantage of our staggered early bird rates and save! From now until April 30, it is only $70 to register as an individual. The rate will increase to $80 on May 1, $100 on July 1, and $120 on event day. Families with 1 to 2 adults may bring up to four youth for the affordable price of $100.

Those interested in joining a team to fundraise for A Place Called Home, can qualify to receive a free Biemme event jersey. To be eligible for a free jersey for each team member, teams must raise a minimum of 200 times the number of team members. Individuals who raise or donate $200 or more qualify for a free Biemme event jersey, as well.
