OVER THE BACK FENCE

Well, another orbit around the sun for this old girl happens this weekend, and with that next orbit comes the realization that 70 is closer than I think! But I’m not ready for the pasture yet! I’ve ‘officially’ been a senior for a few years now and I have to say that living in our small community offers a ton of opportunities for us. There are programs and activities at community centres, Lions Clubs, Legion branches and other organizations not only to participate in the activity, but also to get out and volunteer. I know volunteer month isn’t for a while, but I want to take this time to give these folks the props they deserve (see how I dropped in some ‘language of the youngsters’?) And I also want to encourage others to get involved where and how they can. Without volunteers, as we know, many of our local events wouldn’t happen – from the initial organization to the hands-on work of setting up, being onsite and cleaning up.

There’s something to be said to be on the ‘inside track’ of an event. In one of my incarnations, I was the director of Fiesta Buckhorn, a very successful annual wine and food show at the Buckhorn Community Centre (which, unfortunately, disappeared thanks to stiff regulations from the Ontario liquor folks). It was a heck of a lot of work with a great team of volunteers to make it happen. Over my years as a public relations practitioner, I have organized large news conferences, tours with Olympic athletes and hobnobbed (a senior’s word) with some celebrities, too. But upon reflection (which we do as we age, right?), the thrill of those activities in my younger years don’t hold a candle to the satisfaction and happiness I feel when I help a not-for-profit organization achieve its fundraising goals. If you have the time and the inclination, please get involved somewhere in your community. You’ll meet a whole new group of friends and, hopefully, you’ll feel that same warm glow of satisfaction in a job well done. Stay safe and well. editor@thepromoter.ca

City Hall CKL COUNCIL HIGHLIGHTS

The following are highlights of the City of Kawartha Lakes’ Committee of the Whole meeting on February 6, 2024. Fenelon Falls C.H.E.S.T. Fund Community Services Administration received three grant applications for funding from the Fenelon Falls C.H.E.S.T. Fund. The funding requests were as follows: • Fenelon Falls Turkey Trot - $6,000 • Kawartha Lakes Community Co-operative on behalf of the Fenelon Arts Committee - $6,220 • Fenelon Falls Grannies - $1,000 The total funding request is $13,220 and there is $72,194.06 available for distribution from the fund. The report was received by Council and will be brought forward for consideration at the next Regular Council meeting. Proposed Heritage Designations The following proposed Heritage Designations were brought to Committee of the Whole: • Proposed Heritage Designation of 479 Eldon Road, Mariposa – the Little Britain Public and Continuation School was constructed in 1929 to educate both elementary and high school aged students in Little Britain and surrounding area. The building is an important example of an early twentieth century rural continuation school. • Proposed Heritage Designation of 13 to 17 King Street East, Omemee (Grandy Block) – 13 to 17 King Street East in Omemee is known as the Grandy Block and was constructed in 1892 to replace an older building destroyed in a fire. This property once housed the Omemee Post Office. • Proposed Heritage Designation of 31 to 37 King Street East, Omemee (Ivory and Williamson Block) – 31 to 37 King Street East in Omemee is known as the Ivory and Williamson Block and was constructed in two sections between 1890 and 1891 after the older commercial buildings in this location were destroyed by fire. The building was occupied by two prominent nineteenth century Omemee businesses: Williamson’s Harness and Shoe Store and Thomas Ivory and Sons General Store. Backyard Chicken Coops Pilot Project Update In 2021, Council directed staff to amend the Animal Control By-law to remove chickens as a prohibited

animal and to provide additional amendments to allow for backyard chickens in certain residential areas for a two-year pilot project. The pilot project concluded at the end of 2023. Following a review of current practices, regulations and consultation with our municipal partners and other external groups, staff is recommending that the Backyard Chicken Licensing Program be adopted permanently, with the following changes: • Increase the number of chickens permitted from four to ten • Remove the $50 per coop licensing fee • Reduce the minimum permitted property size from 0.5 acres to 0.25 acres The report and recommendation was received by Council and will be brought forward at the next Regular Council meeting. Next Council Meeting Council will return for a Special Council meeting to discuss the Kawartha Lakes Strategic Plan 2024 to 2027 on February 15, 2024 at 7pm. (There is a separate article in this edition of The Kawartha Promoter.) The next Regular Council meeting is set for February 20, 2024 at 1pm.

NEW CHAIR AND VICE FOR KAWARTHA CONSERVATION

To kick-off its 2024 Annual General Meeting, the Kawartha Conservation Board of Directors welcomed new leadership, furthering its enduring dedication to environmental stewardship and watershed management. Pat Warren, representing Ward 2 from the City of Kawartha Lakes, has been elected as the new Chair, and is well positioned for this role given several previous terms serving as both Chair or Vice-Chair in the past. Known for her environmental advocacy, Warren also served as Vice-Chair of the Board during 2023 and brings a wealth of experience and a deep understanding of the challenges and opportunities facing the Kawartha watershed. Joining Warren is Township of Scugog, Ward 4 Councillor, Harold Wright, elected as the Vice-Chair. Wright’s commitment to the environment and his proactive approach to conservation initiatives have been pivotal in driving positive change within the community. During the AGM, Mark Majchrowski, CAO of Kawartha Conservation, highlighted the significant achievements of the past year in the 2023 Annual Report. “Our team’s dedication to conserving and enhancing the Kawartha watershed has been exceptional,” said Majchrowski. “We’ve seen remarkable progress in advancing our environmental initiatives and working to provide a safer and more resilient future, reflecting our ongoing commitment to the community.” said Majchrowski. The meeting also featured the introduction of the ‘2023 Year in Review’ video, showcasing the Conservation’s impactful work in 2023. This


visual journey underscores the Conservation’s key projects and successes, further illustrating its vital role in environmental conservation and sustainable development. Warren and Wright, stepping into their new roles, expressed gratitude for the trust placed in them and eagerness to advance the mission of Kawartha Conservation. The outgoing leadership was commended for their significant contributions, setting a strong foundation for the future. EXTENDED CONSULTATION FOR STRAT PLAN

The consultation period for the Strategic Plan 2024 to 2027 is being extended until February 23 to give the community more time to provide input. This extension follows City of Kawartha Lakes Council’s decision at Regular Council on January 30 to postpone the adoption of the plan until the March 19 Regular Council meeting, allowing for additional feedback from Committees of Council and the public. Special Council Meeting To facilitate further discussion, Council is hosting an evening meeting at 7pm on Thursday, February 15 in Council Chambers (City Hall, 26 Francis Street, Lindsay). The session will begin with staff providing a brief overview of the draft Strategic Plan, followed by time for deputations and correspondence from Committees and the public. To speak at the Special Council meeting, please submit a request to make a deputation or presentation. Details on the process to speak before Council are available on the municipal website. This meeting will include electronic participation through Zoom and will be livestreamed on the City of Kawartha Lakes YouTube Channel. Public comments extended Additionally, the Jump In, Kawartha Lakes online engagement platform will remain open for comments until February 23 at www.jumpinkawarthalakes.ca/ strategicplan2024. Hard copies of the public survey are also available at Kawartha Lakes Service Centres and Libraries. All feedback received, whether past or new, will be compiled and included in a report for the Regular Council meeting on March 19.

ENVIRONMENTAL ASSESSMENT

The City of Kawartha Lakes (City) is initiating a planning process to expand the wastewater collection system for the community of Lindsay. The community of Lindsay is rapidly expanding with new developments and requires upgrades to the wastewater collection system to support the increased needs of the residents in the community. The project, which involves the Highway 7 Sewage Pumping Station, is being carried out with the

requirements for a Schedule ‘B’ project under the terms of the Municipal Class Environmental Assessment (Class EA) process. A keymap showing the location of the proposed construction of a new Sewage Pumping Station as part of the development of the Southeast Development Area can be found on the City’s website (www.kawarthalakes.ca). The Class EA process includes: • Consultation with the public, review agencies, and other stakeholders • Field investigations • Evaluation of viable alternative solutions • Assessment of the impacts of the alternative solutions and identification of measures to mitigate any adverse environmental, social, cultural, and economic impacts • Selection of a preferred solution Public input into the planning and design of this project is a key component of any Class EA process and is encouraged. The City will be sharing information with the Public and interested Stakeholders through the City’s website. As part of the Class EA process for reviewing the upgrades to the wastewater collection system, a Public Information Centre (PIC) will be conducted by the City. GRANT FUNDING FOR AG SOCIETY

In 2021, the Lindsay Agricultural Society was the recipient of $15,000 from Farm Credit Canada’s (FCC) AgriSpirit Fund. The grant funded the installation of an on-demand gas hot water heater to service the Commonwell Exhibition Building, as well as the addition of a commercial dishwasher in the commercial kitchen. The Commonwell Building is home to over

40 major community events each year and sees attendance of over 100,000 people from our community and beyond. The LAS commercial kitchen is home to the Society’s own volunteer kitchen staff, as well as volunteer groups from the local Lions Clubs, 4-H clubs, schools, sports clubs, church groups, and more. The goal of the project was twofold: to provide better access to hot water for the entire building and to reduce the time volunteers spend handwashing dishes in the kitchen. Thanks to the generosity and support of FCC and the AgriSpirit Fund, the project was completed in late 2023 and both goals were achieved. The Society’s volunteer kitchen staff, led by Kitchen Coordinator Suzanne Barker, put the new dishwasher to the test this past two weekends for the CSRA FXR Kawartha Cup Snowcross events. Suzanne Barker commented that she is pleased with the new appliance saying, “The dishwasher is an excellent addition to the kitchen team! It’s going to be a great time saver for the volunteers, and we’ll all feel better knowing the dishes have been properly sanitized.” General Manager Shanice Sproule expressed her thanks to FCC saying, “We truly appreciate each piece of grant funding that we receive. There is considerable misconception in the community that we receive subsidies or funding from the town or various government sources, but we do not. As a charitable organization, it falls to us to do our own fundraising and projects like these simply can’t happen without the support of organizations like FCC.” The LAS events calendar is already filling up for 2024 and the volunteer kitchen staff will be putting the dishwasher to good use, but GM Sproule says, “Those events will all be a warm-up. The true test will happen October 1 to 5, when visitors to the International Plowing Match will descend on the Lindsay Agricultural Society grounds in droves, but we’ll be ready!”

The funds will help fund the bedside tools and lifesaving technology that helps the Ross Team care for patients in their time of need. Erik Ellis of Baker Tilly was present to deliver a summary on the Society’s 2023 Financial Statements as part of Treasurer Christine English’s report. Jessica Bolla of Wards Law was present to deliver a summary on the proposed constitutional changes that are required in order to be compliant with the new Ontario Not-ForProfit Corporations Act that comes into effect October 2024. The proposed draft constitution was adopted by the membership and comes into effect February 9, 2024. Elections were held to fill five vacant Director positions. Congratulations to the following candidates who were elected to serve a 3-year term: • Brian Burke • Glen Heath • Kathy Moor • Andrew Veale • Jim Whitaker Elections for Executive Officer positions were held immediately following adjournment of the Annual Meeting. I wish the outgoing Directors all the best and look forward to working with the newly elected Directors as we prepare to celebrate the 170th Lindsay Exhibition.” She added, “On behalf of the Lindsay Agricultural Society, I would like to express sincere gratitude and well wishes to Christine English as she steps off the Board after nearly 30 years of dedicated service to the Society.” General Manager Sproule expressed her appreciation to the volunteers and staff for their support over the past year saying, “I am thankful to our wonderful volunteer base who helped me navigate my steep learning curve and to the staff for their day-to-day support while I learned the nuanced inner workings of the Society.” The Lindsay Agricultural Society is always pleased to welcome new volunteers. RMH WILL SPLIT THE POT

The Ross Memorial Hospital Foundation is thrilled to have been invited to take part in the Ontario MultiHospital Split-the-Pot Lottery! The Split-the-Pot Lottery includes 48 hospital foundations from across Ontario. As people purchase tickets online (https://splitthepot.ca/), they may choose which hospital foundation they would like to support should they win the 50/50 draw, or they may choose


to have the winnings split between all of the hospital foundations. “We’re excited to be able to offer people yet another way to impact patient care at the Ross,” said Erin Coons, RMH Foundation CEO. “Funds received through the Split-the-Pot Lottery will support the highest priority needs at the hospital, including lifesaving technology, bedside medical equipment and critical capital projects. We hope everyone will enjoy playing the Split-the-Pot Lottery and feel good that your support helps patients during their time of need.” Ticket sales have begun and will close at midnight on March 21. Grand prize winners will be announced March 25. The Split the Pot lottery is a spin on a traditional 50/50, whereby the 50% prize is awarded to multiple winners instead of just one: • one winner takes home 60% of the jackpot • two winners split 20% of the jackpot • 10 winners split 20% of the jackpot There are also five early bird draws with 26 opportunities to win! part of 78 new and expanded interprofessional primary care teams. In addition to other historic investments to expand medical school spots and efforts to break down barriers so highly-skilled internationally-trained doctors can care for people in Ontario, Ministry of Health modelling shows that these initiatives will help connect up to 98 per cent of people in Ontario to primary care in the next several years. Interprofessional primary care teams connect people to a range of health professionals that work together under one roof, including doctors, nurse practitioners, registered and practical nurses, physiotherapists, social workers and dietitians, among others. Timely access to primary care helps people stay healthier for longer with faster diagnosis and treatment, as well as more consistent support managing their dayto-day health while relieving pressures on emergency departments and walk-in clinics. An additional $20 million will provide a boost to all existing interprofessional primary care teams to help them meet increased operational costs for their facilities and supplies so that they continue to provide high-quality care to the people they provide care to. In Peterborough, more than $3 million in funding will allow the newly established Peterborough Community Health Centre to connect up to 11,375 people to primary care.

LONG-TERM CARE A PRIORITY

The Ontario government is investing more than $100 million in two programs that will train more than 32,000 new personal support workers (PSWs) and nurses in long-term care over the next three years. The investments are part of the government’s Your Health plan to recruit and retain tens of thousands of longterm care staff over the coming years. “Our government is fixing long-term care by training, hiring and retaining thousands of health care workers to provide high-quality care for residents,” said Stan Cho, Minister of Long-Term Care. “We’re investing in programs that are building a pipeline of talent for the future and giving them more hands-on clinical training so our long-term care residents get the high-quality care they deserve.” Ontario is investing $94.5 million over three years to extend the Preceptor Resource and Education Program for Long-Term Care (PREP LTC). Since its launch in 2021, the program has already helped 500 long-term care homes provide clinical placements for over 17,000 nursing and personal support worker students. With the new investment, the program now aims to train more than 3,000 new preceptors and support 31,000 new clinical placements by 2027. Clinical placements are key to providing nursing and personal support worker students with hands-on experience on-site in long-term care homes under the supervision of preceptors — experienced staff who are trained for this role. Positive clinical placement experiences drive recruitment, as students often

take jobs in the homes where they complete their placements. Meanwhile, becoming a preceptor gives existing long-term care staff the opportunity for career development and growth. Ontario is also investing nearly $11 million over three years to expand Living Classrooms, a program that helps students train to become PSWs on-site in local long-term care homes. With this investment, the program will double the number of living classrooms from 20 to 40, which will support the training of up to 1,300 new personal support workers by 2026. Unlike traditional PSW training programs, where students start with a classroom education and then move on to clinical placements, living classrooms integrate education into a long-term care home. Students alternate between in-class learning -delivered in the home or nearby -- and applying what they learn as they work with residents within the home. The program is especially beneficial to rural, remote and northern regions, as homes can grow their own staff and students can train without having to leave their communities. The government is fixing long-term care to ensure Ontario’s seniors get the quality of care and quality of life they need and deserve. The plan is built on four pillars: staffing and care; quality and enforcement; building modern, safe and comfortable homes; and connecting seniors with faster, more convenient access to the services they need.

The Ross Memorial Hospital Foundation is honoured to be selected by members of the RBC team in Lindsay to receive support through the RBC Communities Together Fund. This fund gives RBC employees the opportunity to select causes in their own communities to support both financially and with volunteer service. Banking Advisor Megan Fenton was among the RBC Lindsay employees who recommended the Ross for the Communities Together Fund. Members of the Lindsay branch created holiday cards to share messages of health and joy with patients in hospital over the holidays. “We at RBC realize the Ross has a large impact in the community, and as part of that community we have all used and appreciated the services at the Ross Memorial Hospital. We would like to provide support in any way that we can.” The RBC Communities Together Fund provided a donation of $1,500 to help fund the community’s new MRI and CT Scanner, the hospital’s clinical information system, and bedside equipment such as the new fleet of IV pumps. “We were touched to hear from Megan at RBC that they wanted to help the hospital over the holidays,” said Erin Coons, RMH Foundation CEO. “From our business partners like RBC, to service clubs, churches and individuals throughout Kawartha Lakes, we can all make a difference. An exciting new public art exhibition is coming to Fenelon Falls this summer and the call for submissions is officially open. The Fenelon Arts Committee (FAC), in partnership with the City of Kawartha Lakes, invites expressions of interest from artists or teams of artists to participate in the inaugural call for sculptures in the newly built garden planters located along Colborne Street in downtown Fenelon Falls. The deadline for submissions is Monday, April 1.

Juried by a panel of local arts and cultural leaders and downtown business owners, the exhibition will feature six sculptures on limestone base rocks in the garden planters. 2024 marks the 150th anniversary of Fenelon Falls and submissions are asked to incorporate elements and interpretations reflecting the sesquicentennial. The exhibition will be on view from May to October 2024 and will feature an opening celebration and walking tour. The FAC identifies opportunities for artists, strategizes on arts initiatives, and works to increase public access and engagement with art in the village of Fenelon Falls. The FAC is a part of the Kawartha Works Community Co-op that works to improve the social infrastructure in Kawartha Lakes by enabling the creation, development, and management of notfor-profit initiatives with artistic, cultural, recreational, health, environmental, economic, and social improvement aims. NEW TRAILHEAD SIGNAGE

The Kawartha Lakes Parks and Recreation Division recently added new trailhead signage along the Victoria Rail Trail north corridor. Funding to support this initiative was received through the Regional Tourism Organization 8 (RTO8) Partnership Allocation Program. The installation of four major and five minor trailhead signs along the Victoria Rail Trail north corridor and affiliated trail connections spanning from Fenelon Falls to Kinmount is now complete. Through the City of Kawartha Lakes Trails Master Plan update, a high-level trail signage strategy was identified as the basis for design recommendations for the new signage. In alignment with valuable engagement captured from the Trails Master Plan, the new signage will improve the overall trail user experience, with a key focus being on trail safety. The new signage will assist with wayfinding and overall trail user experience and will provide users with key details such as amenities, maps, rules, trail difficulty levels, distance, points of interest and potential hazards.

KAWARTHA LAKES HERITAGE DAY

Kawartha Lakes Museum & Archives is hosting a free Heritage Day event on Monday, February 19 to kick off Heritage Week in Ontario. LOVE MONTH

Love Month is a series of exciting events organized by Kawartha Lakes Food Source (KLFS) throughout the month of February! They want to bring awareness to food insecurity and provide the community with more opportunities to donate during one of the months they feed the most people yet receive the fewest donations. To follow the themes of love and kindness, other local businesses and organizations are involved throughout February to help encourage the community to support them as well. Kindness Bingo Kindness Bingo cards are available for pick up at

the KLFS distribution centre and various businesses in the Kawartha Lakes. Participants have until February 29 to complete the tasks in each square until they have filled a straight or diagonal line on the card. Tasks include a variety of free activities, participating in other Love Month events, and shopping at local businesses. On February 29, participants can bring their completed bingo cards and a food donation to the Love Month Food Drive to be entered for a chance to win two tickets to an Oshawa Generals hockey game in March.
