"I'm amazed at the number of false alarms," said Mayor John Fenik, during Perth town council's committee of the whole meeting on Tuesday, June 11. While Fenik was alarmed by those numbers, he was impressed with the rest of the report, which he called "by far the best report I've seen generated ... in all my time on council," he said. The department also runs a golf tournament, public swimming and skating, as well as helping with Canada Day fireworks, the Festival of Lights, flooding the Conlon Farm skating rink and providing a fire truck and hose at school fun fairs. Deputy Mayor Ed McPherson, who was chairing the meeting, added that as the head of the Lanark County paramedic service, he too knows what it is like to be in Choffe's shoes, having to wear a pager and being on call. "You never get a good, restful sleep the entire time you're wearing one," said McPherson.

Further to this, the average age for a Perth Fire Services member is 39 years and one month years, and the average duration of experience is nine years, seven months: ages 18-19 years, two; ages 20 to 29, four; ages 30 to 39, 10; ages 40 to 49, 14; ages 50 to 59, three; and over 60, one.

the 2019 edition of the Battle in the Saddle resumed for another year. The cancer fundraiser saw a plethora of different teams, from police foundations students from the Perth campus of Algonquin College to firefighters, members of town council to gymnasts from Saltos Athletics take a spin, literally, on stationary bikes for a good cause in the summer heat. In an email exchange on Monday, June 24, Gerry Salisbury, the co-ordinator for the Perth campus police foundations program wrote that more than $2,000 was raised from the Battle in the Saddle for cancer research, with some money still "trickling in," he wrote. "It was a great day and I was very proud of the efforts of everybody, especially how the police foundations students integrated with our community partners," wrote Salisbury.

Think that old bike helmet from 1985 is still road worthy? Peter Wood wants you to think again. The owner of Heritage Bikes and Rentals was on hand at the annual Bike Rodeo in the parking lot of Perth Physiotherapy on Sunday, June 23, to spread the word that bike helmets are not only necessary, but come with a time limit too. "Generally, the agreement is five years for a helmet," said Wood, as he helped inspect bikes and tires at the rodeo on Sunday, June 23. Older helmets which you may find in the attic, or the back room at the cottage, might not be road ready the way they may have been back in their day. "A lot of time, the bike helmets had just one safety

standard," said Wood. "Now we are talking about concussions and how to protect (against) that." So, for helmets without that "honeycomb" pattern on top, "it's time to let that go," said Wood. He said he was glad to see the high-visibility tshirts and free helmets being handed out by the Perth Fire Dawgs team in partnership with Canadian Tire's JumpStart program at the next booth. A frequent cyclist himself, he is an advocate for daytime running lights. "The optics are phenomenal," said Wood. "Riding with lights, it changes how the traffic (reacts)," to cyclists, he said. The sooner a motorist can see a cyclist, "they give me lots of room!" he said with a laugh.

LANARK COUNTY OPP, MEDICALERT PARTNER TO BRING DEMENTIA WANDERERS HOME SAFELY

DESMOND DEVOY desmond.devoy@metroland.com The Lanark County OPP has launched a new partnership with MedicAlert Foundation Canada to help bring vulnerable people home safely. The MedicAlert "Connect Protect" program was launched in the Lanark County council chambers in Perth on Tuesday, June 18, and, for all of the 1.5 million MedicAlert subscribers, for all of their calls in 2018, "the majority of that was (for) wandering incidents," said Stefanie Reinoso-Tan, manager, partnerships and external training for MedicAlert Foundation Canada. "We were surprised with that," she said. The program began in 2013, and "we've seen the numbers increasing over the years," Reinoso-Tan said. In fact, for 2018, they received 650 wandering calls across the country. "These people are our neighbours and loved ones," she said. Many of these people have dementia like Alzheimer's, but it can also affect people with brain injuries or younger people on the autism spectrum. “The program allows police a 24-hour window to access a client's photo, and other important information, like height and eye colour, but also more specific information like areas where they have been prone to wander before, their likes and dislikes, which can be used to "deescalate" the situation if they are agitated, and caregiver contact information. This system provides "an additional layer of safety to

ALZHEIMER OUTLOOK As someone who works closely with Alzheimer's patients daily, Louise Noble said she was "so excited," that this partnership was coming to Lanark County. "Someone's folks step out, walk away," said Noble, the executive director of the Alzheimer Society of Lanark, Leeds, Grenville.

"They know where they are going. Sometimes they get turned around, and they can't find their way back." She recalled a very recent incident that took place in Prescott, where an elderly man with dementia walked away from his day program. He went to his bank to take out $20, then walked to a mechanic shop owned by a family friend. He entered the building, held up the money and asked if anyone could drive him home for $20. Meanwhile, police were actively searching for him. That is why his family "will be signing up" for this program. With this program, police do not have to go to a person's residence to pick up vital information, because, "it is all online."

ing with a missing persons call. "They can run the number, get the description," and access the person's "wandering" history. The officers assigned to the case can also find out what the patient likes to talk about, what their triggers are, and where they like to hang out. "We had some access (to) data before but it was not up todate," said Savard. This new program will "help relieve some stress" for parents, children, and caregivers. She added that this program was part of a larger partnership with OPP detachments across the province. For the Lanark County OPP, making partnerships work is nothing new. "Lanark County, of course, has a very good track record of collaboration and partnerships to make our communities better," said Insp. Derek Needham, detachment commander for the Lanark

County OPP. "This program further demonstrates our commitment to that continuous improvement." The Perth announcement was being held on the same day as similar announcements across the province, in places like Thunder Bay, North Bay, Orillia, and Toronto. With Lanark County attracting travellers from all over the province, the partnership is doubly helpful. "With our populations that come here in the summer from other communities, if they are registered with MedicAlert, (we) will also have access to the information if they are normally residents of Toronto, or (elsewhere)," he added. "That information can help us be more efficient in assisting those people when

they are in a time of need." Efficiencies aside, the mission remains "to make sure that those who have gone missing are reunited with their families in a faster manner." Chief Superintendent Chris Harkins (OPP east region) commended Needham, saying that his leadership "is second to none," on this collaborative file. "We encourage all vulnerable persons and their care takers to register," said Harkins. He stressed that "the information is confidential," and that it is housed under the auspices of MedicAlert. PERTH TOWN HALL CONSIDERS BANNING NONRECYCLABLE PLASTICS FROM FACILITIES DESMOND DEVOY desmond.devoy@metroland.com On the same week the federal government announced it was looking to ban single-use plastics by 2021, Perth town hall may be looking to follow suit. "Good for them," said Mayor John Fenik during Perth town council's committee of the whole meeting on Tuesday, June 11, of Prime Minister Trudeau's "timely" announcement the day before. During the last climate change committee meeting, "there was a lot of conversation about plastics," in part because of a letter and petition from Perth resident Douglas F. Smith, which was dated on Earth Day, April 22. Smith had collected 42 signatures, "requesting that council establish a bylaw

prohibiting littering of plastic items in Perth. I would also hope that local businesses issue paper-only drink straws and cup covers. All these floating objects of course end up in the oceans, which are already polluted almost beyond saving. Let's show the world that we care about our environment," Smith wrote. The idea was floated at the climate change committee that there should be a "ban (on) all nonrecyclable plastics at town facilities," said Fenik, who added that he "would like to send correspondence back," to Smith, indicating that the climate change committee is looking at his request during its July meeting, before it is brought back to council in August. Fenik had already had a conversation with Lanark County Warden Richard

WATCH YOUR HEAD: PLAY SAFELY THIS SUMMER

Summer is finally here, marking the end of school for millions of young people in Canada and the peak season for camping, cycling, paddling, rock climbing and many other sports and adventurous activities. While these activities are fun, it is important to prevent the possibility of injury for kids and adults alike, by keeping head safety tips top of mind. Concussions - an injury to the brain that affects the way a person feels, behaves and remembers - represent more than one in five Ontario student injuries treated by a doctor or nurse. Symptoms from a concussion can impact daily life for weeks, months or even years. Despite how common the occurrence is, one in two Canadians have little or no knowledge about what a concussion is, and only 15 per cent of individuals can correctly identify the best treatments for it, according to the Government of Canada. Recognizing the signs of head injuries and taking precautions to prevent them is essential to enjoying outdoor adventures. That's why Scouts Canada and Hydro One, leaders in safety and prevention, have teamed up to inspire others to work safe, live safe and play safe. Through their new Head Safe program launching this fall, young people and their families will have access to tips on how to be Head Safe this summer to equip them with the knowledge to prevent, identify and respond appropriately to head injuries. The best way to prevent a head injury is to protect the head. Always wear a properly fitted helmet that is appropriate for the activity. Following a blow to the head or neck, or any other jarring impact, watch for concussion symptoms like a headache or pressure in the head; sensitivity to noise, light, motion or odours; drowsiness; nausea; dizziness; blurred vision; neck pain; feeling emotional, irritable, nervous or anxious; inability to concentrate; and difficulty remembering facts or events from earlier in the day. If a concussion is suspected, stop activity and treat any swelling with ice, seeking medical advice immediately. A person with a suspected concussion shouldn't be left alone and an ambulance should be called if they lose consciousness. The time it takes to recover from a head injury will vary. Returning to activities, sports or work can be a slow process and should be done with a doctor's progressive plan. Play safe this summer. To learn more visit www.scouts.ca/playsafe.

that you should not call 911 over frivolous things, such as the pizza delivery guy screwing up your order. You should also not call 911 to report a non-emergency crime that has already happened, such as discovering in the morning that someone broke into your car the night before. For those sorts of things you can call the OPP's nonemergency number at 1888-310-1122 or visit the detachment during business hours. But if something bad is happening right now, and you need the police to come, call 911. Obviously, that goes for life-threatening situations, but if you see a crime in progress, even something like active mischief (e.g. people spraypainting a wall), it's OK and recommended - that you call 911. They'll prioritize it based on what other calls are happening at the time. If, however, you find the damage the next day and the bad people are long gone, call the 1-888 number. Make sense? Police can only deal with the things they know about, so if they aren't there to see it or hear it but you are - please tell them. At least until we all get that telepathy back up and running. In 1998, you may recall (if you were born), there was a significant natural disaster in Eastern Canada and part of the United States, including these here parts, known as the Great Ice Storm. For many people, the power was out for at least days, if not weeks. I was working as a reporter at the Perth Courier at the time, and the ice storm was a memorable experience to say the least. It was inspiring to watch the community come together. First responders and volunteers worked tirelessly to make sure people were safe. Neighbours helped neighbours. We told a lot of those stories through the newspaper. Sometimes "a lot" is not enough, though, and we got a few angry calls from people who were upset we hadn't done a story on soand-so who did such-andsuch, even though nobody told us about it. It spawned a longtime joke in the newsroom that our telepathic abilities were knocked out by the ice storm - just like the power. Fast forward a couple of decades to a time when I

find myself working with police, and I've come to realize they often share the same issue of broken telepathy. The phrase "you don't know what you don't know" springs to mind. I'm thinking about this because I read something posted on the fantabulous interwebs about a recent rash of graffiti and vandalism incidents downtown. There were some comments on social media about how unfortunate it is that people feel compelled to do this kind of mischief and that it doesn't show any respect or appreciation for the town. (This is why we can't have nice things, people.) This is so true. It's a community issue. There were also comments about the police not being present to stop it. I gotta tell you, people, in my experience I have noticed a lot of folks will do the bad things when no one is looking. When I was a kid you could be darned sure most of the times that I antagonized my brother took place when my parents were not present. This is true with cops, too. They can't be everywhere all the time - they deal with thousands of calls for service a month. So, if you see the bad things happening, you should tell them. It makes for a better community when we work together. I've seen there is a reluctance or hesitation or uncertainty out there about when to call 911. It is correct

The long-term care home's interim director of care, Jennie Bingley, noted "last summer was brutal." Following the completion of a recent feasibility study on Lanark Lodge, she brought recommendations

for air conditioning improvements to the county's community services committee back on April 10. Bingley said the lodge remains compliant with air conditioning legislation, but said the age of the home coupled with the extreme heat "have made internal conditions less than ideal for residents and staff." She suggested the installation of ductless air conditioning units in common areas "are a reasonable and affordable solution recognizing that the future of the building beyond 2025 is unknown." A request for quotations was issued and the cost of the enhancements will be less than $100,000, which allows chief administrative officer Kurt Greaves to approve the work, under the county's delegated authority bylaw. "We'll have these installed before summer so residents and staff can get the full benefit from the air conditioning," Bingley said. Coun. Brian Campbell (Tay Valley Reeve) questioned how this approach resolves the residents adversely affected last summer. "We're not putting air conditioning into every room," answered Bingley. "That's a full solution that would require substantial investment. It's not recommended at

mon areas will be circulated by fans along the ceilings in the hallways "so it will circulate better into residents' rooms," she said. Windows along the northern side of the lodge were also replaced last year, so Bingley said those should also "make a marked improvement." "It will bring the overall temperature of residents' rooms down and decrease the humidity in the home," Bingley continued. "It's not the Cadillac example, but it's a solution that is going to meet our needs for now."

HEART RECIPIENT ADRIANNA FOSTER HONOURS DONOR FAMILY LAURIE WEIR ljweir@metroland.com It was a moment of reflection for Adrianna Foster on June 9, as she and her family and friends recognized Foster's heart donor during a special service at the Newboro United Church. "A tree was planted to honour my donor and their family's decision," Foster said on the Adrianna's Army Facebook page. Foster recently received a second heart transplant in April, after suffering ill health almost two years ago, when she was put on the transplant list once again. This was her second in nearly 20 years - she's just 21. "I am truly grateful to all of those who helped put this ceremony together and made it impactful as it

was," she said, as she thanked those who took time to honour her donor. "It means a lot to me as my donor is now a part of me, and I choose to always honour and respect the decision that was made at such a hard time. Both of my organ donors and their families are my heroes." Now at nine weeks posttransplant, Foster said she wouldn't have been able to attend the special church service if not for her supporters - including her donor family, and her own family. She said she would have lost her life waiting for a transplant. The tree planted in the front yard of the church honours the decision of organ donation. "It is far from an easy process and now moving forward I would like educate anyone I can about the

PEOPLE'S PARTY CANDIDATE DROPS OUT OF LANARK-FRONTENAC-KINGSTON RACE DESMOND DEVOY desmond.devoy@ metroland.com Pakenham businessperson John Theoret has dropped out of the federal election race in LanarkFrontenac-Kingston. "I am not running as the PPC (People's Party of Canada) candidate," wrote Theoret in a brief email to The Perth Courier, received on the afternoon of June 18. "I don't have any further comments to make other than I no longer have any affiliation to the party." In a telephone interview with the PPC's executive director, Johanne Mennie later that afternoon, she confirmed that Theoret "has had to step down for health reasons." She added that he was "still a member of the party." When she was informed of Theoret's email that he no longer had any affiliation with the party, Mennie replied, "Oh. OK, I was not aware," before adding that she was relying on the information provided by Theoret. The party is now in the

John Theoret midst of trying to find a new candidate to represent it in Lanark-FrontenacKingston. "We are in the process of vetting another candidate for the riding," said Mennie. At their end, they still have to conduct an interview with the candidate, and then the candidate's name will be forwarded to the riding association. PRESIDENT SPEAKS OUT The party's riding association president, David Motton, speaking during a telephone interview on

Wednesday, June 19, said that when Pakenham businessman John Theoret was first acclaimed as the party's candidate by acclamation in May, Theoret was "like a kid in a candy store," and seemed "very excited about running." However, in time, there were differences of opinion over procedures. "(Theoret) stirred up a lot of strife within our executive," he said. Motton did not hide his displeasure within the party ranks. "Party headquarters knew I was unhappy," said Motton, that he was "not totally happy with him." Asked why Theoret dropped out, Motton said it was "for personal reasons," but "he didn't explain," beyond that. "I have no idea why he left." The party is in the process of vetting a new candidate for the riding, and with 124 days to go until Election Day, "I knew we still had lots of time," he said. Two messages to Theoret seeking comment were not returned by deadline.

SPECIAL OLYMPIAN ANDREW HARRIS EARNS PROVINCIAL GOLD Andrew Harris of Perth said he gave 100 per cent to his sport, and it paid off with a gold medal. The Special Olympian qualified to compete in bowling at the provincials in Oshawa June 6-7. He said he had an "awesome time, and it was great seeing so many bowlers out having fun." Harris qualified through the zone competition which was held in Smiths Falls last year. Harris has a 139 average, and rolled a 153 in his opening game, and eclipsed that in his second game, throwing a 182. He followed that up with a 132 and a 167 for a first place finish in division 11 with a total of 635. The East Division team of Harris, Calum MacKenzie, Jill Davidson, Theresa Bakker and Brad Janoska, coached by Brenda Budarick, played in the bronze medal match. It was down to the wire as the team combined for a total score of 1,261. South Central No. 8 won bronze medallist with 1,280 points. Northeast No. 8 earned silver with 1,392 points, and the gold medal team in this division was Central No. 8 with 1,505 points.

Harris earned his gold medal for men's high single in his division. This was the third time that he has played in the provincial games. He has also played in the national games once where he brought home two gold medals, a silver and a bronze in snowshoeing. The Knights of Columbus, a huge supporter of Special Olympics, presented awards. Harris is active in the Perth Special Olympics playing baseball, soccer, basketball and bowling. JASPER BUSINESSPERSON KAYLEY KENNEDY, IS NEW FEDERAL LIBERAL CANDIDATE DESMOND DEVOY desmond.devoy@ metroland.com Jasper resident Kayley Kennedy is the new Liberal Party candidate for the upcoming federal election. Kennedy won the nomination race against Carleton Place resident Paolo Villa this past weekend. According to Ken Fisher, treasurer of the Lanark-Frontenac-Kingston federal Liberal riding association, there were 99 members who voted at the two voting polls in Sydenham Saturday morning, June 15, and later that afternoon at St. Paul's United Church in Perth. "We were pleased with the turnout," wrote Fisher in an email to this newspaper. "Kayley is a very fine young woman, astute, well-educated, and grounded in LFK." "I was so excited," said Kennedy, 24, who runs a

communications business in Jasper, during a telephone interview on Monday, June 17. Earlier that morning, she had gotten off of the phone with Peter Milliken, Canada's longest-serving Speaker of the House of Commons. He had phoned to congratulate her on her victory, and "that was a really neat surprise," she said. It was words of encouragement from another politician that set her on her path toward running for office. In 2018, she attended the federal Liberals' convention in Halifax, where she met Emmanuella Lambropoulos, the Liberal MP for the riding of Saint-Laurent on the island of Montreal. "She asked me if I was interested in running," said Kennedy. Lambropoulos then wrote her a note, which read: "You can do it. Come join me in 2019."

After securing her nomination, Kennedy said she was grateful for the support of fellow female politicians like Lambropoulos: "I'm running because of people like you The riding has been held by Conservative MP Scott Reid since 2000, and the riding has not always rushed to embrace the Liberal party. Since February, the Liberals' federal numbers have fallen behind the opposition Conservatives, after numerous scandals in Ottawa. But when asked about how she plans to address these scandals on the campaign trail, she said that they were "distractions from the accomplishments" of the Trudeau government. She said that 825,000 people had been lifted out of poverty since 2015, that expanded Canada Child Benefits had helped countless families, and that there was a greater emphasis on gender

equality in this administration. Having travelled around the riding, she said she has heard loud and clear that some people cannot hear loud and clear when it comes to cellphone service. "Cellphone service and internet access is lacking across the riding," she said. Even voters living 20 minutes outside of Kingston, for example, have to pay "an arm and a leg to get internet access and it's still quite slow," she said. "It's a priority. You need it for school and to conduct business." The federal government is already looking at plans to expand internet access to rural areas, but she wants this riding to get the help "sooner rather than later." Her campaign flyer highlights her experience, from owning Kennedy Communications (which offers communications

services, and makes documents accessible for people with disabilities), to her time on Parliament Hill, to working at the Human Rights Office as a senior project leader at the University of Ottawa, to, more locally, serving as the Town of Smiths Falls' Canada 150 events co-ordinator. She was also the student trustee protégé for the Upper Canada District School board and was her class representative at Algonquin College. Kennedy graduated from Smiths Falls District Collegiate Institute in 2012. She had attended Wolford Public School and Duncan J. Schoular school in Smiths Falls where she graduated as valedictorian. She has a master of political management from Carleton University, an honours BA in public relations from a joint Algonquin/University of Ottawa program.

McTAVISH, David “Diz” Wayne It is with deep sadness, yet much relief for David, that we announce his very peaceful passing at home, surrounded by his loving family on Monday, June 17, 2019, at 72 years of age. David, cherished husband of Ruth (nee Wilson). Loving father to James, and his favourite daughter-inlaw Carolynn. Proud grandfather to Raija and Katja McTavish. FARRELL, Stephen Kent It is with great sadness that we announce the sudden passing of Stephen Kent Farrell on Wednesday, June 19, 2019 at the age of 53. Devoted son of Irene and the late Kent Farrell. Loving Brother of Gail Farrell and Scott (Amanda) Farrell. Best known as a very kind and fun loving uncle Steve to Autumn, Olivia and Ethan Farrell. Steve worked in Hi-Tech for many years starting at Digital Equipment in the early 1990’s. Later in life he found a home working at King’s Independent in Richmond. Steve’s early sports interests included hockey, curling and fishing. Steve was also an avid genealogist and golfer, had a love for music and playing the guitar. He thoroughly enjoyed life living on Lake Mississippi and spending summer holidays at Lakevale beach. He had a very warm heart and will be greatly missed by many. MARION, Frances Catherine (née Jannack) With all of her family by her side, Frances was called home on Friday, June 21, 2019 in her 88th year. She was predeceased by her parents Frederick and Annie Jannack, her late husband Amedee “Micky” Marion, and her sons Theodore and David Marion. Frances is survived by her children Donna Roach (the late Paul), Shirley Anne McCaw (George), Richard Marion (Gloria), Linda Berube (George), Marie Whitney (Tom), Steven Marion (Shannon), and daughter-in-law Marina Ballercheff. She is the cherished grandma of 17 grandchildren, great-grandma to 20 great-grandchildren and 14 greatgreat-grandchildren. Frances is predeceased by four brothers and six sisters. She will be sadly missed by numerous nieces and nephews. A very special thank you goes out to Dr. Greg Leonard and the staff of Bayfield Manor for their wonderful care of Frances. A visitation was held at the Kemptville Chapel of Hulse, Playfair & McGarry in Kemptville on Tuesday, June 25, 2019. Mass of Christian burial was held at Holy Cross Church, 805 Clothier Street West, Kemptville, on Wednesday, June 26, 2019 followed by burial at Holy Cross Cemetery. MORGAN, S. Marie Marie passed away in Lanark Lodge, Perth on Saturday, June 22, 2019 at the age of 96 years. She was predeceased by her husband, Harold Bruce Morgan. Marie was the cherished mother of Linda M. Morgan (Denton Craig) and sister of Gordon (Muriel) Packham. She will be sadly missed by her family and extended family of care givers and residents at Lanark Lodge where she lived for a number of years. Marie and Harold moved to Perth in the early 1960’s from the Niagara region with the relocation of the International Silver manufacturing facility. Joe passed away peacefully in the Perth hospital on Saturday, October 20th, 2018 at the age of 86 years. He will be sadly missed by his loving spouse Elsie May Black, sons Les (Lynda), Des (Helen) and Victor, daughter-in-law Diane and grandchildren Christine, Sarah, Dylan and Jesse. Joe was a resident of Ompah. He retired from the Toronto Transit Commission (TTC) after thirty-one years of service. He was a proud member of the Ompah Volunteer Fire Department for twelve years and an early member of the Emergency First Response Team. Cremation has taken place. A sharing of memories will be held on Joe’s birthday July 7th, 2019 from 2:00 to 5:00 P.M. at Holton and Stewart’s cottage at Canonto Lake. Those wishing to make a memorial donation in Joe’s memory are asked to consider the Ompah Fire Department or the Cancer Society.

SHAW, RICHARD (Dick) Dick Shaw died peacefully on the afternoon of June 15, 2019, at the age of 93 in Vancouver. He was predeceased by his wife Mary (nee Cox) and his brother Michael, and is survived by his sons Anthony, Nigel (Jennifer, children Peter, Robyn, Patrick, and Julia), and Philip (Cindy, children Alex and Kelly, grandchildren Elijah, Colby, and Jason), and daughters Margaret (Vince Hanemayer, children Ian and Gillian) and Gillian (Stephen Satchel, children Ben and Isabel). Born and raised in Barbados, Dick studied at McGill and married Mary in Calgary. Their shared lives took them to the South Shore of Montreal, where Dick headed CIL’s Explosives Research Lab. They raised their family of five in MontSaint-Hilaire and Otterburn Park, then moved on to Ottawa in the mid-80s (Dick assuming the role of Canada’s Chief Inspector of Explosives), and ultimately retirement in Perth, Ontario. Most recently, Dick moved to B.C. in 2017 to be with his children Philip and Margaret and their families. He maintained lifelong friendships that he had developed across the various communities that came to know him, with Perth most recently providing a network of close friends he treasured dearly, and who in turn supported him through what might otherwise have been very difficult years following Mary’s death. A gathering to remember his life will take place in Perth later this year. Donations in his memory would provide welcome support for the Perth food bank (“The Table”) or the Perth and Smiths Falls District Hospital.

Perth's YAK Youth Services has undergone some financial challenges recently that will see some belttightening and program modifications. Board chair Dave Scanlon said they will be looking at ways to enhance youth programs, while finding creative ways to fundraise. "We will likely be looking for corporate or other sponsors to raise at least $35,000 to launch a pilot life and job skills program (to replace Skills Link) for youth aged 18 to 24 in the fall," he said. "I strongly believe this has been an important age gap in our youth programming." Skills Link, a federallyfunded program, helped service Perth's older youth demographic. In 2017 the process to apply for this funding was changed, so there was no grant to support the YAK program, resulting in its termination. Former executive director Tanis Cowan said the grant opportunity was not available after 2017 due to these changes in the application process. "The look of the program

"There hasn't been another one that has come around. We were a little too small to apply for some of the bigger programs," Cowan said. Financial support wasn't available for YAK to run this program themselves. "We were paying the full wages for up to 24 youth for six months at a time, plus the program staff, plus rent and all the incidentals ... There is not a funder that can do that for us. It had to come from the (federal government) and it just wasn't

happening." Scanlon noted: "In terms of our overall budget, we likely need to boost revenues in the range of 5 per cent over the balance of the year, which we hope to achieve through a fundraising campaign later this summer." YAK will do whatever belt-tightening needed to stay the black to service local kids who depend on this group. "We are very lucky to have strong community support, especially from county and municipal governments," he said. That includes: Perth Empty Bowls, Tim Hortons Smile Cookie campaign, the Table Community Food Centre, and the Studio Theatre with its Marvellous Wonderettes musical. United Way Lanark County has been a longstanding supporter, as has the Ontario Ministry of Tourism Culture and Sport. Scanlon said they want to bring back programming to help that older demographic become successful in the workforce. "We're going to do some strategic planning over the summer," Scanlon said. They have a part-time executive director (ED) now to replace Jeff Kohl (who came in behind Cowan in 2017). Kohl, who was employed as a full-time ED, left earlier See NEW, page 26

Lunchtime at the Northcote School seldom varied. First, we had to wash our hands in the basin at the back door, girls first, and then fresh water was brought in for the boys by one of the lads from senior fourth. Only a few of us had lunch boxes. Everyone else carried theirs in a well-used brown paper bag that had come from Briscoe's General Store. My name was printed on the outside so that it wouldn't get mixed up with anyone else's lunch. Often, bad Marguerite brought both her fancy tin

lunch box and something special in a brown paper bag. And she never failed to tell us what was in it either ... fresh fruit ... or storebought cookies. One day Marguerite got her comeuppance. She put her box on the table at the back of the room, as we all did, and she then announced that in the paper bag was a fresh banana and real store-bought cookies. At recess, Miss Crosby ordered us all out of the school, and with her eyes on Emerson and Earl, said there was to be no nonsense. The next break was lunchtime - the big CPR clock at the front of the room had its hands at exactly 12 p.m. Grabbing our lunches off the back table after washing up, we headed outside to sit on the grass. I tried not to look at Marguerite's paper bag. "Guess I'll eat my banana first," she said loud enough that everyone

could hear her. She dug into the bag, and out came, not a banana, but a round stone covered with wet grass! Well! The roar could be heard in Admaston. She blamed Cecil, she blamed Emerson, both vowing they had nothing to do with it. The banana and the cookies were never found, but on the way home from school, I saw a banana peel in the grass leading out of the schoolyard. Velma said she saw a squirrel running away with a cookie. Miss Crosby turned a deaf ear to Marguerite's howling, who had to resort to eating what was in her fancy tin lunch box. No one owned up to the deed, but my sister Audrey, who sat behind Cecil in school, was pretty sure she could smell banana off him when we came back in for afternoon lessons. Roth, who is from Perth, was a YAK board member, but stepped away from that position to fill the role of acting ED. YAK will reduce summer hours, but by September, will roll into its fulltime programming. "We'd like to relaunch a life and job skills program to help those youth ages 18 to 24," Scanlon said. "I'd like to start a pilot program that we can turn into a longer program starting in the fall. But we will need to find corporate or private sponsors to support that." Cowan, who was ED for seven years, said a program of this type ran some 10 years in Perth, Smiths

youth, including an arm to help with youth homelessness. It's spearheaded by the United Way, which collaborates with a number of organizations. "Given the constant fundraising challenges faced by not-for-profits, I think it is important to explore ways to share costs and resources with community partners, from administration, to facilities, to programming," Scanlon said. "These are things we are looking at as part of our ongoing strategic planning. The youth hub concept is one that we are exploring." Fraser Scantlebury, regional director of the United Way Lanark County, noted that: "Our United Way is very supportive of the ongoing efforts of all the youth centres in Lanark County and Smiths Falls - that support is part

of United Way's All That Kids Can focus area." Scantlebury said they are always willing to work with the centres, and other interested community groups, to explore both how the centres may continue to serve the needs youth, while exploring new avenues of reaching out to them. "This will take a concerted effort by all parties, including community members, as the centres face the prospect of provincial funding cutbacks, like many other nonprofits in the county and Smiths Falls," he said. "We also need to reach out to those communities that do not have youth centres, to ensure that those youth are also being engaged and having their needs met." YAK is opened Monday to Friday afternoons from 3 to 6 p.m. offering programs like physical activities (aerobics, cycling, martial arts, etc.) music, board games, homework help,

and meal prep. Weekends, you can find YAK members at community events, like the upcoming duck race on July 21 during the Stewart Park Festival. Race time is 2 p.m. and tickets are available. Since a large federal grant is no longer available to support small not-for-profit groups like YAK Youth Services in Perth, the older demographic (ages 18-24) lost its Skills Link program, which helped them be successful in their chosen fields of employment. Now, YAK is looking at ways to bring a program like Skills Link back, and we wanted to find out how they were going to do that, and at what cost to the community.
