he road safety concerns of Grade 11 learners at Simon’s Town High School led to them winning the Western Cape Road Safety Management Participatory Education Techniques (PET) competition and they will now present their problems and solutions at the national competition this week in Benoni.

“The learners identified three types of problems that are the causes of motor vehicle accidents in and around the school perimeter. The types of problems are human related, road related, socioeconomic and demographic issues,” says Tania Chetty, spokesperson for the school.

The road safety project was initiated by the Department of Transport and Public Works in the City of Cape Town and was open to all schools.

“As the PET youth initiative, the learners have identified a few major concerns in and around our school pertaining to road safety.

They classified these as areas of concern for the safety of our learners and inevitably that could impact the broader community of Simon’s Town as well,” Chetty says.

As the Road Safety provincial winners, the team has accumulated data and statistics on road safety, and constructed a layout of the areas of concern and proposals for solutions, to use as evidence for the PET project that they have to present for the National

do not take the safety of the learners into consideration. “There is a lack of use of the pedestrian crossing by our learners and there is also a lack of traffic signs indicating to the drivers that they are entering a school zone,” Chetty says.

According to her the school established its first scholar patrol on Monday 23 July and they have made a few observations about the behaviour of learners crossing the road to the entrance of the school.

“We concluded that an adult or teacher needs to be on duty to put safety measures in place especially when the primary school section leaves the premises. Learners do not always listen or follow the rules set by the scholar patrol. We had a road safety assembly with the foundation phase of the primary school, giving them exposure to road safety,

Road Safety Competition, which started yesterday (Monday 1 October) and runs until Saturday 6 October.

The PET team met with ward councillor Simon Liell-Cock and discussed areas of concern and suggested proposals for possible solutions. The ongoing support and assistance of Liell-Cock is highly appreciated.

“With the findings and implementation of real solutions, the PET team believes that our learners will feel safer arriving at and departing from school whether it’s by foot, private or even public transport.

“Their proposed solutions to these problems evolved around education, engineering, enforcement and evaluation and that is what they will present in Benoni. The group will be accompanied by Lucresia Harrison, a teacher,” Chetty says.

Even underage pregnant girls can find support here. She gives food to many on a daily basis. About three years ago her house almost burned down. The top floor and roof was destroyed. Joint venture leads to arrest of four Four suspects were recently arrested by police in Fish Hoek, in connection with separate incidents.

Both incidents took place on Friday 14 September, and both involved the same armed response officer from a security company who assisted in the arrests.

In the first incident, just after 10:30, officer Anele Mdayi received a call for assistance from a member of the Sun Valley Neighbourhood Watch, who reported that three suspicious-looking people were sitting on the pavement in Barque Street.

“Our officer arrived at the address and engaged with the three. He was however not convinced of their explanation as to why they were in the area, and asked for police backup to be dispatched.

“When officers from Fish Hoek police arrived and questioned the three, they too were not convinced of their explanation. The three were searched and a knife and dagga were found in their possession,” says Jade Hanning, Cape Town South district manager of the security company.

The suspects were taken into custody, on charges relating to the possession of

illegal habit-forming narcotics as well as a dangerous weapon.

Barely two hours later (just before 13:00), Mdayi was again called into action.

“We received a panic alarm signal from an address in Sunnydale. Two suspects were allegedly trying to break into a garage belonging to one of our clients. One of Mdayi’s colleagues assisted him and they managed to apprehend one of the alleged perpetrators,” says Hanning.

The suspect was handed over into police custody.

“Well done to officer Mdayi and his law enforcement and security colleagues for their hard work and diligence.

“These two incidents show how team work – between the neighbourhood watch, the police and private security companies – can make our suburbs a lot safer,” says Hanning.

“A key element of any area’s safety efforts is community support and cooperation. The Deep South Valley will be safer if we all practice care and vigilance. If you see anything suspicious in your street, please make contact with us or with your local police so that we can respond immediately,” says Hanning.

Locals should be safety savvy The Simon’s Town Community Policing Forum (CPF) is appealing to local citizens to take more responsibility for their own safety and security.

This came to light at the recent CPF public meeting held in the newly renovated Simon’s Town Hall, when representatives reported that crime is on the increase and the police are under-resourced.

The community was also asked to participate actively in their neighbourhood watch groups and to work closely with the security service providers and the police.

Another discussion point was around the approach to street people.

Residents were encouraged to give to charities that help the homeless, like Happy Valley, rather than giving hand-outs of food and clothing which are said to just perpetuate the problem rather than solve it.

Locals were also encouraged to advise tourists of this approach to recruit their sup-

port.

An appeal was made not to throw out the boxes from new televisions and computers, but rather take them to the dump that is now open and functioning well.

Everyone should be aware and look after themselves as well as their neighbours.

When drawing money at an ATM be cautious and don’t flash cash about.

Students and others were advised to carry computers in rucksacks or casual bags and not in computer bags as the latter is a dead giveaway.

The locals were also asked to be proactive with the safety and security of their suburb, by getting involved.

Yacht Club springs into new season AVRIL FILLIES

alse Bay Yacht Club (FBYC) in Simon’s Town may be 60 years old but it is vibrant, progressive and innovative – the envy of all who visit this haven. The club is still celebrating spring with the Spring Twilight Race tomorrow (Wednesday 3 October) from 18:00 to 20:00.

This follows on the FBYC’S Spring Regatta over the Heritage long weekend (Saturday 22 to Monday 24 September), when wind and weather combined to provide a thrilling three days of competitive sailing and festive fun.

“Spectators were treated to the bay brightened by the colourful sails of over 50 entries, all enjoying the perfect racing conditions. After each day’s racing the competitors enjoyed a busy social calender too,” says Gary Moss, spokesperson for the FBYC. The FBYC was founded in 1958 and moved into its present clubhouse in 1984.

The modern clubhouse and marina facilities are situated centrally in the historic naval village of Simon’s Town.

The town and Simon’s Bay, in the southwestern corner of False Bay, were named after the Dutch governor of the Cape Simon van der Stel, who in 1741 identified the bay as the preferred winter anchorage for visiting ships.

FBYC’s marina is one of only two marinas in the Western Cape to have been awarded Blue Flag status. Blue Flag status indicates that the marina is clean, safe and secure, and adheres to international safety and tourism standards.

Visiting international and local cruising yachts are most welcome and vessels up to 22m (about 20 tons) can be accommodated on either swing moorings or walk-on

marinas­.

“The annual Intasure-sponsored Spring Regatta, which is sailed in September, is regarded as the premier offshore keelboat regatta in South Africa and regularly attracts a competitive entry of more than 80 keelboats across the various classes. This regatta is sailed usually in the last week of September,” Moss says.

The activities of the club are regarded as a major tourism asset for the Southern Peninsula area and contribute significantly to the economy of Simon’s Town.

The club is going from strength to strength, with a total membership of around 1000; the facilities are unparalleled in South Africa and continue to improve, Moss says.

“FBYC also set the bar high in the sustainability stakes when they implemented Sailors for the Sea’s Clean Regattas programme. The initiative is a first for South African yacht clubs which aims to completely abolish the use of single-use plastics and to encourage recycling in line with the Blue Flag status of the False Bay marina.

“This shift in mindset helped eliminate single-use plastic waste in all forms, from straws and water bottles to food packaging. Competitors were provided with reusable water bottles and filtered water was made available for re-fill purposes. In addition, clearly marked recycle bins were placed around the club.”

FBYC commodore, Anthony Wentworth, adds: “This initiative was so successful we will be embedding the plastic-free policy into the ongoing running of our club and marina.

Seeing how enthusiastically our Sailors for the Sea’s Clean Regatta was embraced by all competitors reinforced our conviction of just how critical it is to prioritise maintaining our precious environment.”

Festival of Sailing is False Bay Yacht Club’s premier regatta and one of the biggest in the country. The regatta attracts entries from most of the keelboat sailing clubs in the

Grade 7 learners invited to programme AVRIL FILLIES

rade 7 learners in the Deep South are invited to join a holiday programme at the Forward Fund Academy in Kommetjie Road, where they will learn skills that will be put to the test at a weekend camp in the fourth term.

The holiday programme ends on Friday 5 October and the skills to be tested include sewing, basic computer skills, how to draw up a budget and basic mechanics.

Alexandra Weber, a Grade 9 learner at Fish Hoek High School, attended the programme last year

because she has always enjoyed working in the community and her dream is to run a communitybased project involving equine therapy. She joined the GirlsNet Project last year and assisted with the 1000 Women event at the Cape Town International Convention Centre. She has a knack for project coordination and is passionate about people. She was also involved in the Women’s Shelter Sewing Project for the 1000 Women Trust.

WomensNet and GirlsNet is a non-governmental organisation that strengthens women’s and

girls’ use of information communication tools for movement building for social change. Through the strategic use of information communication tools, they promote access and the right to information and freedom of expression. They believe that deep sustainable change for women’s rights requires women’s collective action.

Alex was looking for something meaningful to do during this short holiday and met Tina Thiart from Forward Fund and they came up with the GirlsNet Power Leadership Programme.

The thought process around it

was to empower girls in Grade 7, who are about to embark on their high school careers, and to equip them with knowledge that is not generally covered, like simple sewing, mechanics (changing a tyre, changing a wiper blade), electronics (changing a light bulb, connecting a plug), general fire safety and awareness, entrepreneurial skills to generate some pocket money, as well as things like planning for the future, building vision boards, setting goals and working as a team.

Police celebrate Heritage Day M

uizenberg police officers commemorated Heritage Day on Friday 21 September in style at the Muizenberg Police Museum.

In keeping with this year’s theme, “The Year of Nelson Rolihlahla Mandela: Advancing transformation of South Africa’s heritage landscape”, the event focused on both the tangible and intangible heritage of South Africa and highlighted the importance of transformation of the heritage landscape.

The members, clothed in an array of colourful outfits and headgear reflecting various different cultural groups of our country, were treated to an assortment of signature dishes from the diverse cultures – each of these prepared by their very own hands.

Learners in and around Fish Hoek have until Friday 5 October to apply online for an NSFAS bursary at the Forward Fund Academy in Kommetjie Road, Capri.

“We hosted the event last week and assisted approximately 32 walk-in bursary applications and many more telephonically.

There is a great need for the support we are offering, therefore we have extended our support until Friday,” says Tina Thiart, director of the Academy.

The service is free of charge and all appli-

cants were helped by the Academy.

All the information is available on the website of the NSFAS. “If you are a South African citizen you can apply for a bursary. The combined annual household income must not exceed R350 000 per annum and if you are a Sassa grant recipient, your parents can apply for the bursary. The learner must also register for the first time for an undergraduate qualification at a public university or be registered at a public TVET college for one of the National Vocational Certificates or on a 191 programme,” she says.

Other criteria apply. According to the website, the NSFAS will only provide financial assistance to students who have applied and have been accepted at public universities and TVET colleges. Students who intend to study at private institutions will not be assisted by the NSFAS. The website also states that application results will be communicated to all applicants on a date to be announced in January 2019 via cellphone numbers or email addresses provided by applicants in their application forms.

Dido Valley Road closed for months The laying of a 400m long sewer pipe in Dido Valley Road in Simon’s Town at a cost of R1.8m is the reason why the intersections with Penguin Drive and 1st Avenue are closed to traffic.

The closure will be in place for three months.

According to the City of Cape Town this is a necessary service delivery project.

Motorists are advised to use the alternative routes along either Glen Road or Scala Road.

Once installed, the sewer pipe will serve the Woodlands community and the new housing development in Dido Valley Road.

“It is absolutely necessary that the municipality caters for the infrastructure needs of our communities.

Corruption ‘flourishing’ at schools – report NICOLE MCCAIN @nickymccain

ccording to a statement released by Corruption Watch, the highest number of reports of corruption comes from the education sector.

“Bribery and the abuse of power and resources is a disturbing catalyst for creating an environment where crime and corruption can flourish,” the statement reads.

In Corruption Watch’s latest statistics on the Western Cape, the primary forms of corruption are bribery, irregularities in procurement and employment, embezzlement of funds, and theft of resources.

Data was gathered from reports of corruption sent to the organisation by the public between 2012 and 2018.

“Corruption in schools continues to be an area with the highest number of reports of corruption, both in the Western Cape and on a national level. Many reports point to collusion between principals and school officials or SGB members, resulting in the theft of school funds and the enrichment of a few, at the expense of the wellbeing of learners,” the report states.

Almost 10% of the reported corruption took place in schools, the organisation found. The most common types of corruption were embezzlement of funds and theft of resources (32%), irregularities in employment (14.8%) and mismanagement of funds (12%).

The Western Cape Education Department (WCED) has reporting mechanisms in place, whereas other provinces may not have as effective systems, says WCED spokesperson Bronagh Hammond.

“While it may seem that we have the highest reports of corruption, this is not necessarily the case,” says Hammond.

“The WCED is the only provincial education department to have achieved a clean financial audit since 1994, and we are proud of the effective and efficient

monitoring systems that are in place to deal with fraud and corruption. Fraud and corruption of course represent significant potential risks to the department’s assets and can negatively impact on service delivery efficiency and the department’s reputation.”

The Western Cape Government (WCG) has adopted an Anti-Corruption Strategy which confirms the province’s zero tolerance stance towards fraud and corruption, she adds, and the WCED operates in line with this, Hammond explains.

“Each allegation received by the Provincial Forensic Services (PFS) Unit is recorded in a case management system which is used as a management tool to report on progress made with cases relating to the department and generating statistics for the province and department.

“Employees who blow the whistle on suspicions of fraud, corruption and theft are protected if the disclosure is a protected disclosure.

“The opportunity to remain anonymous is afforded to any person who would like to report acts of fraud, theft and corruption and should they do so in person, their identities are kept confidential by the person to whom they are reporting.”

Once fraud or corruption is confirmed after completion of an investigation, the relevant employee who participated in

these acts is subjected to a disciplinary hearing, she says.

At school level, the School Governing Body (SGB) is responsible for establishing a school fund and administering it in accordance with directions issued by the department, Hammond explains.

“They should draw up a financial policy that clearly indicates what the procedures and rules are for handling money in the school. It should provide a clear understanding of the responsibilities of the treasurer, the finance officer, the principal, and other persons to whom specific tasks are delegated.

“The tasks delegated to certain people by the SGB must be clearly stipulated in writing. A manual, Basic Financial Manual for Schools, has been issued to new SGBs that were elected earlier this year.

The WCED provides training for schools in financial management. The manual was compiled to assist governing body members and personnel with the effective and efficient handling of financial matters­.”

Public schools submit six-monthly income and expenditure reports, Hammond says. The reports submitted include a declaration made with regard to sound financial management practices which must be signed by the chairperson and treasurer.

All financial reports, including the annual financial statements of the schools, are reviewed by the respective district office before the school is declared financially sound.

According to Corruption Watch, the housing or human settlements sector also accounts for a high number of reports.

Other sectors include health services, policing, licensing and immigration.

“In the past people in the Western Cape may have been reluctant to report corruption, in the face of a lack of visible leadership or willingness to address the abuse of resources that directly impacts their lives and their access to services,” the statement reads.

The dagga debate As one who uses neither cannabis nor tobacco products I felt spurred to respond to the letter from Yagyah Adams on Tuesday 25 September regarding the decriminalisation of dagga (“Decriminalising dagga not welcome”, People’s Post).

Sir, you make several questionable statements in your emotionally charged letter but it is the error in the very first sentence that invalidates the rest of it.

You used the word “addiction” when that word should have been one synonymous with “usage” or “partaking of”.

So, when I, and many others, have a meal we may – or not – have a glass of

Buzani Ku Bawo will be on stage in October

isiXhosa celebrated on stage Artscape Theatre Centre is gearing up to host the return of the much-anticipated classic, Buzani Ku Bawo, to carve a road map to increase the use of the isiXhosa language.

Buzani Ku Bawo will be performed at the Artscape from Wednesday 3 to Saturday 6 October at 19:30 and is one of many isiXhosa stories that will be staged as classics to promote and share the culture and language of AmaXhosa.

Adapted and directed by Thokozile Ntshinga, Buzani Ku Bawo is a drama about love, family relationships and conflicts that arise when traditional expectations clash with changing values.

The high-quality production, written by Witness K Tamsanqa, also highlights the power of love and that one is meant to have a chosen one.

Ntshinga, advisor to the CEO of transformational projects, says: “There are many of the isiXhosa classics that were written and

shelved and we feel the messages that were brought by them are relevant now. By showcasing this classic, we want to show the difference in view of the youth to the older generation with particular reference to isiXhosa culture which does not always make sense to the youth when compared to the older generation.”

The play follows Artscape’s recent successful staging of the production as a set work that was seen by thousands of grades 11 and 12 isiXhosa learners from the greater Cape Town area.

The production is an integral part of Artscape’s mission as an inclusive cultural centre for all and showcasing all arts genres for more than four decades, making it stand out as an iconic cultural beacon in the Western Cape.

Music legend heads to Cape Celebrate Valentine’s Day with international music stalwart, Bryan Ferry, at GrandWest.

Since the release of his first record with Roxy Music in 1972, Ferry has been internationally acclaimed as one of the most innovative and stylish musicians, songwriters and singers to emerge in pop and rock music.

thletes from the northern and southern suburbs have entered in their thousands as the time has come for the third ever Fisherman’s Friend Strongman Run South Africa in Paarl on Saturday 13 October.

This event is known as “the biggest fun, mass-start obstacle race in the world”.

Ferdinand Rabie, owner of Fisherman’s Friend Strongman Run South Africa, says it’s all systems go.

“This is our third year hosting the event and every year the number of entries has grown substantially. It was a lot of hard work and long hours to get everything in place as we have strong rules and regulations that need to be up to world standards that need to be met,” says Rabie.

The race offers three different

distances, namely the 8km, 15km and 21km events.

The 8km event starts at 09:40.

This course and distance is seen as the entry-level event for beginners.

The 15km (09:30) event is the most popular with 30 fun obstacles to be overcome.

The 21km (08:00) event is for the serious athletes with 34 obstacles bound to get them dirty and wet, and fitness levels will be tested to the utmost in this gruelling event.

Cape universities in action in Johannesburg AVRIL FILLIES The four universities in the Western Cape – the University of Cape Town, Stellenbosch University, University of the Western Cape and Cape Peninsula University of Technology – are participating in the Varsity 7s Tournament on Friday 5 and Saturday 6 October at Pirates Greenside in Johannesburg.

“Twelve teams will now compete for the title, with the competitors being split up into three pools.

CPUT, Wits and Walter Sisulu University will form part of the best 12 university sevens teams in the country. The tournament will take on a pool format, instead of the round-robin format of previous years,” says Xhanti-Lomzi Nesi, Varsity 7s manager.

The 12 teams have been split into

three pools with four teams in each pool. The top two teams per group and next best two teams qualify for the Varsity 7s quarter-finals.

Nesi explains that the change in format was to prepare the players for the higher echelons of the game “The reason we wanted to take Varsity 7s from the full round-robin format to pool stages was that it was in the best commercial interest of the business and of our sponsors. We found that we lost a lot of consumers through a three-day tournament. The market became oversaturated with people watching sevens from early in the morning to late in the afternoons, and over three days. We believed it would be able to captivate the audience and the crowd if we played it over two days,” she says.
