Traders’ trauma
Quinton “Reuben” Solomons is a herbalist who has been trading at the terminus for the past 15 years. He says the security provided by the City is not sufficient. “We have too many youngsters who loaf around here and when they don’t get their way, some of them rob the customers which is bad for business,” Solomons says. These concerns were raised at a recent subcouncil meeting. In an email addressed to subcouncil manager, Edgar Carolissen, in August, Darryll Isaacs of the City’s Department of Economic and Human Development, states in his progress report to the subcouncil that a site visit revealed the electrical network in the designated area needs to be redone “as it is totally vandalised”. Isaacs also undertook to submit a request to repair the electrical network to his superiors “although we do not have any capex (funding) for 2012/13.” Ward councillor Antonio van der Rheede, who attended the subcouncil meeting, expressed his dissatisfaction at the department’s response as he had made funding available out of his ward allocation for this project to be completed. He described the project management of the terminus rehabilitation, which was set to include the repair of the toilets. as “dysfunctional” and expressed his concern that the department “doesn’t know what they are doing.” Van der Rheede allocated R40 000 for repairs to the traders and security offices at the terminus as well as the replacement of vandalised toilets. “To be told there’s no money is unacceptable. It’s not my job to check if toilets are flushing and lights are installed, especially not when you work from the premise that when the project was started things would be checked,” Van der Rheede says. Hashiem da Costa, from the City’s Department of Economic and Human Development, attended the subcouncil meeting where he undertook to report the councillor’s concerns to his superiors. Van der Rheede adds: “At the end of the day, such a lack of action hinges on the respect for our people. At least give our traders a facility to relieve themselves.” By yesterday afternoon, neither Van der Rheede nor Carolissen had received any response from the Department of Economic and Human Development.

WEEKEND traders are furious about the City of Cape Town’s seeming inability to maintain the designated trading area at the Hanover Park bus terminus. René Baron, the chairperson of the Hanover Park Business Forum, says there are no flushing toilets or access to water for vendors. “We have to leave our stalls unattended to run across to the taxi rank if we want to relieve ourselves. This is a safety risk, especially for sole traders who then have to rely on their fellow traders to watch their goods while they go to the toilet,” she says. Baron says the lack of electricity and lighting at the terminus also poses a safety threat for people who need to use the adjacent ATMs or walk home from church after dark. “We can’t trade later than 17:00 because of the crime and if the gangsters are fighting, we can’t work. Sometimes people take the risk to work during these times so they can earn ’n brood se geld,” Baron says. Even the security guards stationed at the terminus do not feel safe at night. “We have to use candles or torches to patrol and see the area at night. It’s dangerous because the area is very dark. Some of our security guards have been robbed of their batons and handcuffs in the past because of this,” says one security guard who spoke to People’s Post on condition of anonymity.
