Fish Hoek drought to end? TERESA FISCHER

LIKELY to ruffle feathers in Fish Hoek, the Pick n Pay is weighing up the possibility of applying for a liquor licence. Until now public opinion has ensured the title deed restrictions – dating back to 1818 – of “not to keep a Public Winehouse”, to remain in force. This in spite of the restrictions being relaxed to allow the sale of alcohol at restaurants. Co-owner of the Pick n Pay at The Arcade, Julian Hobson, last week wrote a letter saying “in light of the ‘Bottle Wars’ that have characterised this issue in the past” they first want to hear the community’s views about having a wine and liquor offering at the supermarket.

Hobson says he “putting his toe in the water”. He adds: “I really want to start a conversation and hear what the community’s views are. I would like to get as many people as possible to voice their opinions in a coherent way.” Residents and Ratepayers Association chairperson Janet Holwill says: “Up until now Fish Hoek has been very anti having a bottle store as a ‘certain element’ hangs around outside where liquor is sold.” Hobson is also the chairperson of the Fish Hoek City Improvement District, but says he does not believe there is a conflict of interest. “I wear two hats; one as a businessman and one to address crime and grime,” he says. He adds if any bylaws are broken, such as if if people loiter, this will be addressed. Holwill adds she is keen to hear what peo-

ple feel about the proposal. The matter will be discussed at an upcoming ratepayers’ meeting. Manu Choudree, Director of Mach 1 Security declined to comment, as did another prominent retailer in the area; the latter saying it has taken a “business decision” not to comment publicly. Jean Newport, curator of Fish Hoek Valley Museum provided a short extract of the ‘Battle of the Bottles’ – taken from articles by Eric Rosenthal and Joy Cobern. “One of the conditions included in the original grant of land made to Andries Bruijns in 1818, although in the original Dutch, has been translated into “not to keep a Public Winehouse”. The history states in 1957 a body called The Defenders of Fish Hoek, who objected to the

sale of liquor in their midst, was set up. It continues: “Large sums of money were spent on legal expenses in repelling the annual assaults. Sympathy for the Town’s point of view grew in Parliament and elsewhere and continued to entertain many far-off newspaper readers who knew Fish Hoek as a holiday resort.” Jack Cullinan, former owner of the Spar at Valyland, twice unsuccessfully applied for a liquor licence. This was in the mid-90s. He says he faced stiff opposition from The Defenders of Fish Hoek.
