COMMUNITY NEWS Proposed subdivision on King Edward Street sparks concerns from Councillors and area residents

By Casandra Turnbull Councillors got a first look at a high density, mixed-use neighbourhood proposed for 305 King Edward Street in Paris.

Sifton Properties’ plans for a new subdivision were presented to Planning Committee members on Tuesday. Mat Vaughan, Director of Development Planning for the County, showed committee members, and those in attendance from the public, the site plan featuring 405 dwelling units, including 221 townhouses and apartment buildings ranging from 4-7 storeys. There’s a maximum allotment of 500 square metres of commercial floor space as well.

The plan is met with a lot of resistance from neighbouring residents and the adjoining Arlington Meadows developer.

the Arlington Meadows Subdivision on the east and abuts Lafarge Aggregates on the west.

There’s approximately 551 metres of frontage along Cleaver Road.

The entire subdivision spans 24 hectares of land in Paris’ most southwestern boundary of the urban settlement area.

Sifton Properties is asking the County of Brant for an Official Plan (OP) Amendment so its proposed plans will front on an urban arterial road, an OP requirement to accommodate medium and high-density housing and the traffic it brings. They also seek a zoning bylaw change from agricultural to (mixed) residential, however that matter is before the Ontario Land Tribunal and has

been since October 2021.

During the October 10th Planning Committee meeting this week, the contentious site plan was received as information only, but it sparked lots of questions and prompted residents to share concerns with the proposed development.

Nancy Dolson, who lives on Cleaver Road, and Jackie and John McDonald, who live on King Edward Street, have aligning concerns about how the development will affect their daily lives from the grading and subsequent run offs around their properties, to erosion, the quality of their water source, privacy, traffic nightmares and how the severe dust from construction will impact their health.

Both asked the county, in signed letters, “will we be forced to connect to city water and sewers and who will pay for the connections?” And more so, “What impact will this zoning change have on our property taxes, not to mention the decreased value of my property?”

In the McDonalds’ letter, they stated they purchased their King Edward Street property in August of 2020, after doing their due diligence and being told, they say, that the lands were reserved residential (excess lands) and would not be developed until 2052.

COMMUNITY NEWS The McDonalds were quite surprised when they were advised of the Ontario Land Tribunal Hearing between Sifton Properties and the County of Brant.

The subdivision’s proposed three storey townhouses and 4-7 storey apartment complexes will overlook the McDonald’s backyard and pool.

John, who attended the meeting, questioned why higher density housing couldn’t move to the adjacent portion of the land.

His question was addressed by Founding Partner of GSP Group Chris Pidgeon, who represented Sifton Properties. He stated that the noise from the gravel pit to the west of the property would not be conducive to Ministry of Environment’s noise requirements and in relation to the Land Use Compatibility Study that was conducted in the area.

McDonald said his biggest concern is the health implications he and his wife will face from all the dust that will be in the air once development begins. There’s a significant slope from the east to the west of the property and Pidgeon did reveal that it will take seven metres of fill to provide the appropriate grade to connect the Sifton Properties’ development with the Arlington Meadows neighbourhood.

Councillor John Bell asked for a development timeline, given the McDonalds were told the land would not be developed until 2052.

Vaughan confirmed there are several outstanding factors that must be resolved before any development plans could materialize, namely, approval of site

plans, water and sewer servicing restraints and a ruling from the Ontario Land Tribunal.

Pidgeon was still hopeful the phased construction could start as early as 2024 or 2025.

Councillor John Peirce was quick to shut down that notion, stating that the development is dependent on servicing and water and wastewater extensions to that end of town are not on the books in 2024 or 2025.

Nancy Dolson was also present at Tuesday’s meeting. She’s lived on Cleaver Road for 30 years and her vision for retirement in a country setting has suddenly changed.

While she acknowledged that development and growth are inevitable, she urged council to make sensible decisions for the better of the community.

It's not just residents who are opposing this subdivision plan, another developer with the adjacent parcel of land also has concerns.

Grandville Inc. is the Owner/Developer of the Arlington Meadows Subdivision located immediately adjacent to the east boundary of the Sifton proposal with the adjacent Grandville ownership extending the full east limit of the Sifton subdivision lands.

Al Allendorf, Director of Land Development, outlined several concerns in a letter sent to the County of Brant, with regards to Sifton’s Official Plan amendment request.

“We respectfully request that the County in consideration of its approvals for the Sifton Property include the requirement for Sifton to

complete coordination of the overall grading and road design at the common property line to ensure compatibility, especially with respect to the previously constructed streets and approvals granted to the Arlington Meadows Subdivision,” the letter says, referring specifically to the significant elevation change in topography between the land that binds the two properties.

Councillor John Peirce questioned if Sifton did in fact decrease their parking spaces in the site application plan to 1.5 spaces per unit. Pidgeon confirmed that was correct, noting it’s standard for neighbourhoods in municipalities across Ontario.

“I’m sure you are aware of the huge parking issues in the county right now and part of the issues we have are developers coming in and asking for a reduction in parking, so that is going to be a tough sell I’m sure,” said Peirce.

Councillor Steve Howes asked if the apartment buildings outlined on the site plan would be rental units.

Pidgeon said Sifton Properties maintains a portfolio of rental housing, but he doesn’t think they have committed to it at this location. Pidgeon also confirmed, when asked by Councillor Lukas Oakley, that there would be no commitment to affordable housing units in this site plan. He did say that block 24 of the subdivision would be a significant retirement or ‘empty houser’ / senior living community.

COMMUNITY NEWS Councillor proposes potential fix for affordable and attainable housing crisis in Brant County

municipalities and cities, like the City of Toronto, have identified this issue and have produced a policy to upzone and allow multiplexes within their urban boundaries.

Ward 2 Councillor Lukas Oakley brought a new resolution before the Planning Committee on October 10th, one that he hopes will help address the shortfall in affordable housing in the county.

Many Councillors have identified an urgent need for affordable housing in the County of Brant, however, finding a way to achieve that goal isn’t as easy as it sounds.

Oakley’s resolution was read before the Planning Committee this week but will go to council later this month, where he says he will speak more about the resolution.

As the province marches forward with a plan to construct 1.5 million new homes by 2031, locally, the hunt is on to find ways to provide attainable and affordable housing while not interfering with the Provincial government’s push for the More Homes Built Faster Act. To combat the need, Oakley is suggesting that county staff to develop a policy to immediately upzone all residentially zoned, non-heritage properties within the primary urban boundaries to permit multiplexes. The drafted policy would go before council by

This infill development and innovate approach to densification are ideal to reduce infrastructure costs and to promote walkable communities.

Furthermore, Oakley would like the County of Brant to forward this motion to the Association of Municipalities of Ontario, Rural Ontario Municipal Association, Ontario Small Urban Municipalities, and municipal councils in Ontario, to encourage them to mirror this resolution as an innovative solution for attainable housing in Ontario.

By Casandra Turnbull Mark your calendars, it’s official. The Paris Santa Claus Parade is coming to town on Saturday, December 2nd at 6 pm.

The longstanding community tradition, recently adopted by the Paris Firefighter’s Club, will return to the town’s north end this December. The Paris Firefighters teased online this week that the theme for 2023 will be Red and Gold!

In an email to the Paris Independent, the committee revealed they are in the last stages of finalizing a new parade route, on account of the construction on Grand River Street North. There will be a new process for entering your float in the parade, more details to follow soon. Stay tuned!

EMPLOYMENT NEWS Many people who live on social assistance are struggling to make ends meet each month, even though they want to work, they can’t find suitable employment,” Sherbino pointed out. “Our staff struggle with various physical and developmental disabilities or mental illness. Many of them work through pain or have periods of time when they can’t work for various reasons. The Raw Carrot initiative was set up to accommodate these needs through a workplace with lots of volunteer

support.”

The success of the Raw Carrot enterprise’s first location in Paris was replicated in other towns across southwestern Ontario.

In 2017 the first social franchise opened in Mt. Forest United Church, employing five individuals with disAbilities – and this paved the way for replication and more growth at The Mennonite Central Committee Ontario, the Innerkip Presbyterian Church and the Kitchener Presbyterian.

“When we “buy social” we help create jobs in our community while feeding our families a healthy meal. It’s a win-win purchase every single time,” says Sherbino.

To help mark National Disability Employment Awareness Month, the Paris Dam will be lit purple and blue on October 19th in honour of this national movement.

The Raw Carrot is joining the National conversation around employment Did you know that poverty is a violation of human rights and more than 30% of people with disabilities live in poverty?

On October 17th, the United Nations International Day to Eradicate Poverty declares that poverty is a violation of human rights and affirms the need to come together to ensure these rights are respected. People around the world are working to raise awareness about the plight of those struggling with low income.

National Disability Employment Awareness Month (NDEAM), celebrated every October, was established to increase awareness of the positive outcomes of hiring persons with disabilities in Canada. Social impact employers like The Raw Carrot are participating in a nationwide campaign that highlights the positive contributions that employees with disabilities make to Canadian workplaces.

The Raw Carrot, which began as an outreach ministry of the Presbyterian Church of Canada, marks these two international days because we care deeply about upholding the dignity of our neighbours and are committed to

addressing the underlying causes of poverty and margination. As a nationally recognized social enterprise, we have a vision for all communities in Canada to be meaningfully employed and able to meet their basic needs. We believe that every person who wants to work should have the opportunity for a hand up instead of just a handout in life.

How big is this problem?

According to the Canadian Survey on Disability (2017), 76% of people with disabilities are able to work yet they experience significant disadvantages in the labour market. Meanwhile, research shows that regardless of one’s abilities, work is an important contributor to social well-being, as well as a means of earning an income.

Quick facts: •80% of working-age adults without disabilities are employed; 59% of working-age adults with disabilities are employed; 22% of Canadians have one or more disabilities that limit them in their daily activities; 39% of Canadians with disabilities aged 25-64 (or 645,000) had the potential to work; 30% of people with a disability are also living in poverty (Statistics Canada)

EMPLOYMENT NEWS Workforce Planning Board of Grand Erie: Job market holds steady PRESS RELEASE (BRANTFORD) – The Brantford area job market held steady in September and even recovered some recent lost ground.

Brantford-Brant’s jobless rate last month was 4.7%, a small drop from August’s 4.8%, according to Statistics Canada’s seasonally adjusted numbers released Friday.

Norfolk’s job numbers showed the jobless rate hovering around 4.5% over the last few months.

Canadian employment grew by 64,000 in September, though the national jobless rate remained unchanged at 5.5%. Ontario added some jobs, but the unemployment rate still nudged up to 6%.

The Brantford area has the lowest unemployment rate compared to the nearby communities of Hamilton, St. Catharines-Niagara, London, Guelph and KitchenerCambridge-Waterloo.

After shrinking in recent months, the overall size of the labour pool increased in Brantford in September.

“Hopefully the number of people who are active in the labour force, working or looking for work, continues to improve, reversing the recent negative trend,” said Danette Dalton, executive director of the Workforce Planning Board of Grand Erie. “It’s good to remind people that there are many opportunities out there.”

A Fall Job Fair with about 35 businesses was held on October

11th at Brantford’s Best Western Hotel and Conference Centre. The job fair was organized by three local employment centres and the Workforce Planning Board.

September saw more than 2,300 new job postings appear on Grand Erie Jobs, the community’s job board operated by the Workforce Planning Board.

The average wage listed in job posts was about $24 an hour in September, which was similar to recent months but $1.80 more than September 2022.

ABOUT THE WORKFORCE PLANNING BOARD The Workforce Planning Board is one of 26 non-profit organizations in Ontario that play a leadership role in labour force planning. The Workforce Planning Board is funded in part by the Government of Canada and the Government of Ontario.

Approximately 800 people attended the job fair held at Brantford’s Best Western on October 11th. The turnout was much more than expected, say organizers.

On the evening of September 12, 1900, a fierce southwesterly wind swept through the bustling streets of 20th century Paris. The town was alive with the energy of the night, but little did its inhabitants know that a devastating event was about to unfold.

As the clock struck midnight, the wind intensified, morphing into a howling gale that rattled windows and sent chills down spines. Mrs. Patten, residing on William Street on the other side of the Grand River, awoken and happened to glance out her window. To her horror, she spotted a crimson glow dancing upon the water's surface.

Her gaze shifted upward, and she gasped as flames erupted from the roof of Meldrum's Flour Mill, where Rexall Pharmacy now stands.

With urgency coursing through her veins, Mrs. Patten hastily donned her clothes and braved the tempestuous winds. Crossing the old wooden floored William Street bridge, she shouted the dreaded word, "Fire!" L O C A L H I S TO RY After two arduous hours of relentless battle, the Paris fire brigades humbly requested assistance from Brantford.

At 3:30 a.m., a hose-cart and four men arrived by a special train.

Finally, shortly before daybreak, the fire's fury subsided. By that time, it had devoured over half of the block on both sides of Grand River Street and the southern side of William Street between Grand River and Broadway. Exhausted firefighters and spectators slowly made their way home, seeking solace in their beds.

unbroken. At 7 a.m., the post office, relocated to temporary quarters, resumed its operations. By noon, fifteen businesses that had been reduced to ashes had already risen from the rubble and reopened their doors. The prophecy of C. B. Heyd, M.P., spoken in the early hours of the morning, came to pass. In true parliamentary fashion, he had foretold, "Soon Paris will arise a lovely phoenix from its ashes renewed."

And so it was. The people of Paris refused to be disheartened. They rallied together, rebuilding their beloved town with unwavering determination. The Great Fire of 1900 became a testament to their resilience and a reminder of the indomitable spirit that would forever define the Town of Paris.

S P O RT S THIS WEEK IN HIGH SCHOOL FOOTBALL: Junior Panthers celebrate first win on home turf OCTOBER 7TH GAME DAY RESULTS The PDHS Junior Panthers Football team collected its first win of the season with a dominating 27-6 win over Assumption College in front of hometown fans. Topping the individual rushing stats this week was Colton Glaude with 11 carries for 105 yards. In a post-game social media post, Coach Steve Fergus noted the team’s passing stats - 4 completions in 6 attempts for 40 yards. Overall, he said, “More boys are becoming more confident in their skills. We get better every week.”

The Senior Panthers Football team started the season off with a 28-7 victory over BCI. Then the Panthers faced the ‘AAA’ St. Johns College team in a 41-0 loss on September 30th. Hoping to bounce back, the team faced another hometown loss, 27-14 against Assumption College.

Jack Kelly and Adam Kozbor recorded touchdowns for Paris.

S P O RT S Paris Curling Club members travel to BeerSpiel in Michigan

As the ice at the Paris Curling Club is just about ready for the season, some members are getting some early practice in at bonspiels across the border. Some Paris club members travelled to Kalamazoo, Michigan to participate in their annual BeerSpiel. A team of PCC men formed one team (top middle), while another PCC member – Ashley - joined forces with ladies from the Detroit Curling Club (top left) to also participate in the BeerSpiel. The men went 2-2, falling in the C Event semifinals. The ladies’ team had a tough go while trying to get back into the sweep of things! The teams had a ton of fun reuniting with some friendly faces from previous spiels they've played in, while also meeting a bunch of other curlers from all over North America. File this in things you don’t see every day – PCC members pictured top right participating in the KCC annual Keg Curling tradition, which is harder than it looks!

Check out the drop-in Multi Sport Program at Mt. Pleasant Elementary School. This noncompetitive, drop in program will introduce a new sport weekly: Volleyball, Basketball, Soccer, Badminton, Pickleball, Dodgeball.

COMMUNITY NEWS Outdoor, nature-based school asks for community support to start scholarship program In 2019, surrounded by the Heritage Grand River, the Sacred waters of Whiteman’s Creek and nestled within the rich biodiversity of the Carolinian Forest, Growe Outdoor School was established, becoming Brant County’s first Forest School.

Outdoor knowledge, once an important part of our everyday living, has been misplaced through the generations of convenience and technology. There is a need in our community to reintroduce and reacquaint nature connection opportunities into our children’s lives today.

Naturally, outside amongst the sheltering of trees, connection of the rivers and learning of the skies we can generate a true curiosity for learning which, in turn, gives away to the connections within themselves, within the community and among nature. The benefits are truly immeasurable…just a Growe kid.

And then ask their parent.

Children can enroll in any and as many days within a calendar week during the conventional school hours; this allows working families seamless access to deliver their child to our program that offers fostering of relationships with their peers and connection to the land. Our mentors/teachers strive to model a well-rounded skill set of listening, observation, engagement, perseverance, celebration of one’s accomplishments and recognizing individual gifts. Nature immersion programs are an essential compliment and alternative to the conventional classrooms we have acclimated.

We strive to make Growe Outdoor schooling accessible to any local/surrounding families.

It is our hopes to establish a lasting and reaching scholarship program that will assist in diminishing the monetary barriers and instead lend support to families that will allow children the experience of natural depth learning.

In such, we are graciously making a call to the community to assist Growe Outdoor School in the continued efforts of gifting a child(ren) the experience to the lasting impact that will be felt and benefit both families and our local communities. Your donation to our Scholarship funding will go directly towards tuition of child(ren) in need. Funding will be distributed to as many families as we can accommodate and will be known as an extension of your generosity and showing of our communities’ support.

Starting at 10 am on October 28th, everyone is invited to the 2nd Annual trunk or Treat event held at the Lynden Park Mall (84 Lynden Rd, Brantford). All proceeds from our Raffle table and 50/50 tickets goes towards our GROWE Outdoor School scholarship fund for families with financial barriers.

“I have been going to the gym regularly for 6 months now, but I still don’t look like I lift. What am I doing wrong?”

You aren't doing anything wrong!

Congratulations on getting yourself into a great workout routine as that is not easy to do.

You must feel great!!!

The reason why you may not yet be seeing the results you were looking for could be one of many reasons:

1) How is your nutrition? If your nutrition is not dialed in, then it will be harder to see the fruits (pun intended) of your labour. You need to ensure you are eating a high protein diet,

adding starchy carbs to your pre and post workout meal in order to help your muscles recover and grow and adequate healthy fats in your daily nutrition.

2) Are you still using the same size weights? If you are still using the same size weights you started with then you are not challenging your muscles and therefore, they will have no need to grow. Do not shy away from heavy weights as they will make you lean, not bulky.

3) Are you pushing yourself out of your comfort zone? Are you still doing modified exercises thinking you can't do the harder version even though you haven't tried them lately? It is really important that you continue to challenge yourself in the gym as if you always do the same you will always look the same. It is when we step outside that comfort zone and jump on a higher box, go deeper in a push up, squat with weights a little heavier that we give our bodies a reason to change.

4) Are you putting in maximum effort? We all know those people who go to the gym but spend more time socializing than they do lifting weights. Are you getting sweaty?

Are you pushing yourself to failure? If you are moving your mouth at the watercooler catching up on the latest gossip more than you are moving your body, then

you know that you are not putting in the effort that it takes to see changes in the mirror.

5) Are your expectations realistic?

If you expected to lose 20 pounds in 3 months by going to the gym and have only lost 10 you are doing amazing so keep going. Or if you have lost one clothing size but expected to lose 3 by now, congratulate yourself for your achievement, keep going and know that it is going to happen. We didn't put it on overnight, so we are definitely not going to take it off that quick!

Ask yourself these questions honestly, decide your next step, make a plan and take the next 3 months and see if you notice a difference!

COMMUNITY NEWS St. George Apple Fest Volunteers honoured Three volunteers of St. George Apple Fest were recently honoured for their outstanding and continuous service to the award-winning festival. They were presented with pins and official certificates from the Ontario Honours and Awards Secretariat of the Ontario Ministry of Citizenship and Multiculturalism at a ceremony on Thursday, October 12th at the Best Western Hotel in Brantford.
