On April 21, Rochester Mayor Ted Denton was in a particularly good mood. Our appointment had been set to discuss a $1 million Community Crossing grant from Indiana Department of Transportation; however, he had also recently learned of an $11 million Next Level grant from the Indiana Office of Community and Rural Affairs for the expansion broadband in Fulton County. Denton credited “Showcase Rochester Day,” an event held in November 2021, for tilting the odds in Fulton County’s favor. Speakers included Rochester Telephone Company Fiber Communications President Joe McCarter, Rochester Schools Superintendent Jana Vance and Chamber of Commerce Director Jillian Smith. Attendees included OCRA President Denny Sinner, as well as David Behr and Sarah Salisbury of Indiana Economic Development Corporation. “I am convinced the meeting in November helped push it over the top,” Denton exclaimed. McCarter agreed. “The mayor felt like RTC was one of the entities that set us apart, along with our schools,” said McCarter. The showcase provided an opportunity for these officials to hear directly from Rochester Telephone about RTC’s “commitment to serving our customers… We were one of the first companies in the country to build fiber into homes in our exchange.” According to McCarter, round three of the Next Level was Fulton County’s first opportunity to apply because it was based on addresses rather than census blocks. “These grants are out there because no one can afford to do it,” he said. This realization on the part of state government is now proving beneficial for Fulton County, where a large percentage of residents are under the 25 mg minimum needed for efficient broadband.
