Spring Cleanup: June 1 - 14th The Peace River Regional District Spring Clean Up program will be happening this year from June 1 to 14. Tipping fees will be waived for sorted, self-hauled waste that comes from your property. Make sure to check what waste is accepted before hauling. During Spring Cleanup, some PRRD Transfer Stations and Landfills will have extended hours! Check prrd.bc.ca/landfilltransfer-station/ for the full list of hours.

2020 Cleanup Coupons Each year, the Peace River Regional District mails out free cleanup coupons that let residents take up to four free loads per year at any PRRD landfills or Tier 1 and 2 transfer stations. Make sure you check what items are accepted at your nearest landfill/transfer station before taking your load.

Who gets cleanup coupons?

Cleanup Coupons are available for all residential properties within the PRRD, which includes both rural and municipal residents. Each coupon value is equal to $13.75 and entitles disposal of up to 250 KG or 2m3 of eligible residential waste. There is a limit of one coupon per household per visit.

When can I expect to receive my coupons?

PRRD RN/RPN Return of Service Scholarship The Peace River Regional District Board recognized the need for more health care professionals in the region and has developed a Health Care scholarship program. These scholarships and bursaries will assist in the recruitment of new health care professionals to the region and encourage health care professionals in the region to expand their skills.

Six scholarships of $5,000 are available to individuals enrolled in a RN/RPN degree program. First priority for this scholarship is given to graduates from the Peace River Regional District.

Completed applications are to be returned by email to the Regional District at prrd.dc@prrd. bc.ca by June 30th of each year.

Cleanup Coupons have now been sent by mail to all households in the PRRD who used their cleanup coupons the year before. Coupons for this year can be used from May 1st, 2020 to April 30th, 2021.

What do I do if I did not receive my coupons?

If you did not receive your cleanup coupons, you can request that they are mailed to your address. Due to the current COVID-19 pandemic, coupons are not able to be picked up at PRRD Offices and must be requested by mail.

Alberta business charged with COVID-19 related price gouging An Alberta business has been charged with marking up pandemic-related items for sale by more than 300 and 400 percent in some cases.

Service Alberta says their Consumer Investigations Unit (CIU) first learned of the business by an anonymous tip received through its ‘Report a Rip-Off’ line.

“A CIU investigator went to CCA Logistics Ltd (Newsway) on April 1 and found several pieces of personal protection equipment (PPE) items, as well as other items, being sold at prices that grossly exceeded their normal selling price.”

Examples included: • 3M masks - $120 (400 per cent markup) • Hand sanitizer - $39 (200 per cent markup) • Vitamin C (two-pack) - $30 (100 per cent markup) • Hand soap - $10 (300 per cent markup) • Lysol spray - $25 (250 per cent markup)

Supporting Canada’s farmers, food businesses, and food supply

Announced important measures within agriculture programs and an investment of more than $252 million to support farmers, food businesses, and food processors who provide essential services to Canadians every day by ensuring a safe and reliable food supply. He also announced that the government intends to propose an additional $200 million in borrowing capacity for the sector.

The Government of Canada will provide targeted support to farmers, ranchers, agricultural producers, and food processors by: Creating a $77.5 million Emergency Processing Fund to help food producers access more personal protective equipment (PPE), adapt to health protocols, automate or modernize their facilities, processes, and operations, and respond to emerging pressures from COVID-19 so they can better supply Canadians with food during this period.

Launching national AgriRecovery initiatives of up to $125 million in funding to help producers faced with additional costs incurred by COVID-19. This includes set-asides for cattle and hog management programs to manage livestock backed-up on farms, due to the temporary closure of food processing plants. This new federal funding will help beef and pork producers and processors adapt to a changing market, and help farmers and ranchers keep their animals longer before marketing.

Announcing the intention to increase the Canadian Dairy Commission’s borrowing limit by $200 million to support costs associated with the temporary storage of cheese and butter to avoid food waste. The government will work with opposition parties to achieve the required legislative change.

Launching a first-ever Surplus Food Purchase Program with an initial $50 million fund designed to help redistribute existing and unsold inventories, which could include products such as potatoes and poultry, to local food organizations who are serving vulnerable Canadians.

Working with provinces and territories to increase interim payments from 50 per cent to 75 per cent through AgriStability, a federal, provincial and territorial program that supports producers who face significant revenue declines.

This change has already been enacted in some provinces.

Working with provinces and territories to explore possibilities for expanding the AgriInsurance program to include labour shortages as an eligible risk for the horticulture sector. This work with provincial and territorial partners would insure against lost production due to an insufficient workforce, should producers be unable to find enough labour to harvest.

The Government of Canada recognizes all workers across our food supply chain who provide an essential service to our country. We will continue to monitor and respond to the wideranging impacts of COVID-19, and take additional actions as needed to protect the health and safety of Canadians, and stabilize the economy.

Federal, provincial and territorial governments invest, on average, close to $1.6 billion annually in business risk management programs to help producers remain viable under difficult circumstance. These programs include AgriInsurance, AgriStability, AgriInvest, and AgriRecovery.

The enrolment deadline for the 2020 AgriStability program has been extended to July 3, 2020.

The federal, provincial, and territorial governments agreed to the change to help producers deal with current market disruption and produc-

tion challenges. British Columbia, Quebec, Saskatchewan, Prince Edward Island, and Alberta have all already agreed to the 75 per cent AgriStability interim payment.

AgriRecovery funding is normally cost shared between federal, provincial, and territorial governments. This program will become more flexible so that the federal government can directly provide its share of the funding to producers, regardless of whether provinces and territories are able to contribute.

The government has already committed significant resources to ensure industry has the support and tools needed to manage through these difficult times, including: $50 million to ensure farmers can safely welcome temporary foreign workers with measures necessary to follow the Quarantine Act, by assisting with the incremental costs of the mandatory 14-day isolation period. In April, sector partners, in close collaboration with the federal government, successfully brought in over 80 per cent of the normal amount of Temporary Foreign Workers to Canada, compared to the previous year.

For every Century Farm and Ranch Award, there’s a story Our grandparents, Arthur James Fendall and Emily Marsh Fendall, emigrated from England to Canada in 1910, along with a young nephew, Charlie Fendall.

Many years before, Grandpa Fendall had defied his father by refusing to take over the family’s boarding school for boys. He wasn’t interested in becoming an Anglican minister or entering the British army, either. Instead, Grandpa fled to Argentina, spending 13 years working for ranches on the pampas.

Upon his return to England, Grandpa met Granny. He was 46 and she was 28.

Granny had been 13 when her parents died a few months apart of tuberculosis. The youngest children in the family were farmed out with relatives. Granny and her sister, Annie, were placed in service - think of the servant girls in the TV

program Downton Abbey. Dr. Bernardo sent Granny’s younger and older brothers to Canada as home children. In Ontario, John got a good home, but Michael was not as fortunate.

Although Granny begrudgingly bought into Grandpa’s dream of farming in Western Canada, she cried herself to sleep for the first two years.

Perhaps she sensed that never again would she see a family member or hear their voices.

Granny couldn’t boil water when she arrived on the farm they had rented just south of Okotoks. The first year when she fed the threshers, they nailed her baking powder biscuits to the barn wall. Granny was incensed and set about mastering cooking and baking with zeal.

Our mother, Cecilia Emily Fendall, was born in 1911. Two years later, her baby brother, James,

and poplar brush tower over seasonal creeks that have carved jagged walls through the valleys over time.

Our grandparents built a house and barn in the heart of the property and, little by little, began clearing brush on less rugged acres to raise crops. During the first summer, when they lived in a tent, Mom contracted chickenpox. When they couldn’t pay the taxes though, they lost the northeast quarter. It was a staggering blow.

In 1936, our parents, Robert William and Cecilia Taylor, began wrestling a living from the quarter as they raised Shirley, Bobby, Arthur and me. Theirs is another chapter washed by blood, sweat and tears.

Both our grandparents and parents’ names appear on our family’s Alberta Century Farm and Ranch Award, a testament to what they achieved through perseverance, courage, faith and love. We continue to be inspired by their legacy.

died in Granny’s arms. A prairie fire once swept alarmingly close, charring belongings, including their birth certificates. A young nephew, Bob Martyn, who came out to join them, was appalled by the rigors of Alberta farm life and left before winter set in.

Grandpa’s young nephew, Charlie, returned to England to rejoin his regiment in World War I. He was killed in Flanders in 1915 at the age of 23. A friend borrowed a substantial sum of cash from Grandpa and lit out for the United States. He and the money were never heard from again.

But Grandpa and Granny persevered. They moved to a half-section they purchased in 1918. The NW1/223-21-R2-W5 was high up in the foothills, 17 miles west of Okotoks.

Today, realtors would describe the rugged piece of land as highly desirable recreational property.

Trade mission to the U.S. highlights Ag sectors

The Alberta mission covered the World Ag Expo in California from February 11 to 13, 2020 and the National Farm Machinery Show in Kentucky from February 14 to 15, 2020. These expos are two of the largest agricultural equipment and technology shows in the U.S. More than 1,400 exhibitors and 106,000 attendees participated at the World Ag Expo while the National Farm Machinery Show featured more than 800 exhibitors, including a large contingent of Canadian equipment and technology companies.

Three equipment manufacturers - The TireGrabber, Kello-Built and Hunterwood Technologies - and 2 technology companies - Livestock Water Recycling and Agra-GPS - made up the Alberta delegation.

“Alberta exported over $82 million worth of agricultural equipment to the U.S. in 2019,” said Etienne van Straaten, trade and relations officer with Alberta Agriculture and Forestry (AF). “As Alberta’s largest export market for agricultural equipment, these shows present an ideal opportunity to promote Alberta’s equipment and technology sectors.”

The World Ag Expo featured a large contingent of agricultural technology exhibitors, which provided a valuable insight into advances made in the application of technology in agriculture. Several of the seminars presented during the show also covered various topics related to agricultural technology. These seminars afforded AF and Alberta company representatives a chance to connect with international companies at the forefront of technological developments.

“The educational opportunities at World Ag Expo are second to none. This quality event is attended by all of the major stakeholders in the agriculture industry, and this mission further developed our connection with the market. During the show we were able to gain market insights,” said Karen Schuett, CEO and co-founder of Livestock Water Recycling.

The National Farm Machinery Show featured more than 40 Canadian exhibitors, including some Alberta companies that had their own exhibition space. It highlighted which Alberta companies would have a competitive edge in the eastern U.S. AF and a representative from the Canadian Trade Commissioner Service in the U.S. also had a productive meeting with the Kentucky Commissioner (Minister) for Agriculture.

The Donation Steer initiative originated as an idea of past Valhalla club leader, Delwyn Postman, who had been seeking a way for the members to give thanks to the community for years of support. Tragically, in November of 1992, Delwyn was killed in a motor vehicle accident on his way to the meeting where he was planning to present his idea. In his memory, 4-H members and fellow leaders have continued on with the program ever since.

Early weed control is essential to canola profitability Weeds that emerge before the crop will out-compete the crop for moisture, nutrients and sunlight.

That is why just a small number of weeds – even just a few per square foot – emerging before or with the crop can be much more damaging to yield potential than a larger number of weeds flushing later.

Agriculture and Agri-Food Canada (AAFC) weed scientists Neil Harker and John O’Donovan estimated that the yield effect of one weed emerging a week before the crop is equivalent to that of 100 weeds emerging three weeks after the crop.

Another AAFC canola study found that weed control was more important than any other major input. A summary in the Canola Digest Science Edition of 2013 reads: “In a barley-canola rotation, the primary input that influenced yield was weed

control. Without weed control, the addition of genetics, a higher seeding rate and nitrogen fertilizer had no impact on net return.”

University of Saskatchewan research led by Ken Sapsford and Rick Holm found that, in terms of yield, early weed control is even more beneficial than early seeding – even if you won’t be seeding for a couple of weeks. While this particular study was done on wheat, Sapsford says results would be similar for canola. Clark Brenzil, Saskatchewan’s provincial weed control specialist, described this U of S research in a recent Canola Watch podcast. The study compared yields for three combinations: early weed control with seeding the day after, early weed control with late seeding, and late weed control with late seeding.

“The first two treatments yielded similarly, whereas the burnoff done just before the later seeding date had a reduction in yield compared to the other two,” Brenzil says.

His recommendation: “Your sprayer can travel a lot better on fields that aren’t suitable for seeding, so get the pre-seed burnoff done early over all your fields and then start seeding.” **Subhead** Pre-seed burnoff: Tips for best results Check that weeds are present.

Perennials and winter annuals not controlled in the fall will get larger by the day. Getting them early will make them easier to control – rather than waiting for them to get any bigger. With a walk through the field, you’ll probably al-so find small annuals starting to emerge. Early weed control with lower efficacy is gen-erally preferable to no control at all or late control with higher efficacy — as long as weeds are not frost damaged. Any weed flushes that emerge later can be hit with an early in-crop application.

Assess frost damage. After a frost, wait for at least one night with a low of 5°C or warmer and one day of warm, sunny conditions. If heavy frost caused tissue damage to more than 40% of weed leaf area, wait for new growth to show before spraying.

If spray-ing was done more than 48 hours before a frost event, efficacy on living plants will be retained and the plant will continue to decline when it warms up again.

Wait for warm, sunny daytime conditions. This is especially helpful when targeting perennials or winter annuals that may be a little larger. Ideally, you want a day or two

of warm sunny days and night time lows of 4°C or higher before spraying.

Add a tank mix to glyphosate.

Two main reasons for this are: One, the tank mix re-duces selection pressure for glyphosate-resistant weeds, protecting glyphosate as an effective mode of action. Two, using two modes of action can improve weed control, es-pecially for weeds like cleavers and kochia. Tank mix options for glyphosate applica-tions ahead of canola are bromoxynil, carfentrazone, quinclorac and clomazone. Bro-moxynil and carfentrazone are foliar contact herbicides, which work better with high wa-ter rates. Quinclorac provides foliar systemic control in addition to soil activity. Cloma-zone is an active herbicide that only works on cleavers that germinate after application.

Tank mixing will also mean good sprayer clean-out required between fields, but the ex-tra effort is worth it to protect glyphosate efficacy for the long term.

He adds that recent estimates of canola carryover at the July 31 crop year-end have fallen to 3.2 million tonnes, with some estimates as low as 2.5 million.

“Uncertain quality and quantity of spring-harvested canola, together with additional demand leaves the last quarter of the crop year to determine that carryover result. Whatever that level is, it will be a great improvement over last fall’s estimate and one more likely to enhance the pricing opportunities during this growing season.”

Trends affecting food prices A report looking at what has affected food price trends up to the end of 2019 is now out.

“Long and short-term food price trends show some notable and impactful moments in Canada’s food price history,” says Jeewani Fernando, provincial consumer market analyst with Alberta Agriculture and Forestry.

She adds that a notable trend of increasing food prices between 2007 and 2012 followed a global economic slow down.

View from the center of the arena tips and thoughts from the clinics

There are a lot of tips and thoughts that surface at clinics that really are valuable to everyone participating in them. I’m not sure why, but sometimes people have been shown an exercise and told what will help them and their horses and then they claim to have done it when it’s very obvious they have not.

The exercise that is being avoided is usually by the person and horse that needs it the most.

The exercise is “kinda/sorta” being done, but not good enough to make the change that is needed. Even when students are standing in front of God and the whole world, they still say “yep, I do that all the time and my horse is perfect with it”.

When, very clearly, they can’t do the needed exercise. So I say, “ok, show me”, and with a whole lot of effort and careful wording, they finally admit they haven’t really done the task quite like that.

So they don’t get the results needed and the problem stays and gets in the way of everything else they are hoping to accomplish.

For example, it is extremely important to build a horse’s confidence. There are many ways to accomplish this and you want to do all of them.

One way is to rub your horse all over with a stick and string and progress to where you can throw it all around their legs; swing it in the air to where it makes noise and slap the ground. This should be able to be done from anywhere around the horse: in front, at the side and behind, until the horse is completely accepting and relaxed. There is a feel and timing to this technique that makes this happen quickly and works well. Done properly, the horse not only learns to get used to noise, movement and things touching him randomly, more importantly, the horse learns to think his way through things rather than react. They can learn to realize that if they think, everything gets better. They don’t magically learn, it’s our timing of the release that helps them learn to think when they get anxious or worried. Poor timing teaches them to get anxious and worried or to stay anxious and worried. So if you have been shown the technique, help yourself and your horse, and really truly get it done. It will help many other things and we will learn much from it, better feel, timing and understanding of horses. But only if you truly get this task done correctly and not just

“kinda/sorta”.

We are great at avoiding things we don’t quite understand or that are tough or challenging. It will get better each day or session, dramatically, better if done correct and if we stick with it until we see improvement within each session or all the sessions within the session. Think of every time you start and stop a task as a session, if it was 60 seconds long then that was a session, which would be 100 mini sessions in an hour session. If we start something and have been at it for 30 seconds and there is no change so we stop or take a break then that was a session. We are likely making things worse. We may have needed to stay with it for 60 or 90 seconds but their needs to be a positive change, we don’t need the end result just headed that way.

While we are working at it watch the horse and his eye. There is more to see and learn about how the horse is feeling and about what’s going on than we will ever going to learn looking at the ground or off in the distance. The horse’s whole body and his eye tell us what and when to do or not to do, to start or to stop. If you’re not watching the horse, you’re missing the whole show. It’s like watching a movie but you can’t even see the T.V. Work on the things that are the worst problem areas that you or your horse have. Look for the small positive changes and reward often by stopping, pausing take time to give them a rub and absorb and think about why we choose that moment to give them a mental break. Do enough mentally with a horse so they don’t get bored.

The more particular we are watching for small improvements and rewarding them, the more engaged mentally the horse will be. We won’t know if they are engaged mentally unless you watch them very closely to see what they’re saying.

we are boring, then that’s our problem. We can’t punish them for it by jerking on their head. We need to have enough knowledge to give them something to learn and not just do. If we circle a horse over and over, that can be very boring for them. If we circle them there is always more we can teach them if we know what that is. Moving a horse physically only helps them physically.

Moving a horse physically and improving something helps them physically and mentally. Techniques done well will help them emotionally as well. No matter what it is we are doing, if we keep improving it can continue to be interesting for them.

Some changes can be dramatic and happen quickly but often people can drag out things for years when positive changes could happen in literally 10 minutes. The horse doesn’t like it being drug out and we are all too busy to be dragging things out.

If we don’t know some of the knowledge and techniques that will help, then we need to find out about them. If we do know then truly finish, don’t let something easy drag on and interfere with all the good things we want to accomplish with your horse. Lots of people drag it out. Don’t be one of them.

Things to look for are: does your horse look to you or away; are their eyes half shut and looking like they are falling asleep; are they eating grass, smelling poop, pulling things off the fence, or heading towards other horses? Combination Vaccination in Dogs – What exactly is Parvo?

By: Dr. Katrina Barth, DVM Vaccination of humans and animals has undoubtedly revolutionized medicine and offers protection from preventable diseases. Serious illness and complications resulting from new (eg. COVID-19) and ‘old’ diseases (eg. measles, mumps and whooping cough), can be prevented by vaccines. As scientists madly work on a vaccine against COVID-19, they will consult vaccination principles and protocols previously put in place. Dr. Edward Jenner, toted as the founder of vaccinology in the West, was the first person to develop a vaccine against smallpox in 1798 after he inoculated a 13 year old boy with cowpox virus. Cowpox was a similar (yet relatively weaker) virus to smallpox, but mainly seen in dairymaids who would develop pustules on their hands after touching infected udders. Dr. Jenner observed how these farmers were immune to the deadly and highly contagious smallpox virus; and thus as such, was inspired to develop the first vaccine known to man. He coined the word “vaccination”: derived from the Latin root vaccinus, meaning “of or from the cow”. Although no reports accurately document the first dogs being

inoculated, pure animal vaccine production has been around since the 1900s. Vaccination in dogs has been vital to save the lives of our furry companions.

Canine parvovirus, is a type of virus affecting dogs, wolves, and coyotes and luckily is a vaccine-preventable disease. Most veterinarians, like myself, absolutely hate parvo and cringe when we have a possible suspected patient coming in because it is so deadly to puppies! Sadly, the fatality rate of puppies who become affected ranges from 25-50%. This highly contagious disease is prevalent in the Peace Region area, with numerous cases seen here at the Dawson Creek Veterinary clinic.

Parvo is a hardy, sneaky bug that can survive in the environment for long periods of time without adequate disinfection. Dogs will obtain the virus by coming in contact with feces/objects contaminated with feces— spread through a ‘fecal-oral’ route. Once contracted, serious illness may result: the virus attacks the small intestinal cells, preventing important absorption of nutrients and affects the bone marrow, resulting in decreased white blood cells that may fight off infection. As such, puppies under 16 weeks of

age are at the most risk. A dog will usually show clinical signs within two weeks of being exposed: decreased appetite, lethargy and severe vomiting or diarrhea are among the most common signs seen. Even with one vaccination shot, a puppy can still become very ill from this virus as we will see severe dehydration from fluids lost through vomiting/diarrhea. Early intervention is the best, so if you suspect your dog may have parvo, bring him to a veterinarian immediately where appropriate testing to detect the virus, examination and treatment can be done.

Fortunately, vaccination exists to protect dogs against this horrible stomach-like flu. Parvo is not something a pet owner would ever want to see their puppy go through, plus its treatment costs real money. Thus, vaccination is recommended for all puppies!!! It is given in a series of three shots, or boosters, ideally at the age of: 6-to8 weeks old, again at 10-to-12 weeks, and finally at 14-to-16 weeks. The parvo virus vaccine, is also called a combination shot, in which it can protect dogs against Canine Distemper, Adenovirus and Parainfluenza. After your puppy’s first vaccine series, they should receive another booster and examination in 1 years’ time.

Being vigilant about parvo is the first step to prevent it. Please call the clinic first if you suspect parvo in your fuzzy friend—because of how contagious it is, we avoid contamination with specific protocols to keep all of our patients safe!

Facts about motorcycle safety After plateauing in 2015-16, the number of registered motorcycles in Alberta has been declining every year since. Why? While some might point to the increasing cost to operate a bike, like the rising cost of insurance and registration, others point to the deteriorating safety situation on Alberta roads.

But what has changed with regard to safety riding a motorcycle? ● More distracted drivers ● Roadways in worse condition ● More impaired drivers (especially with the legalization of marijuana) ● Lower speed limits

● Sound limit regulations/laws Lowering speed limits cause an increased safety risk for motorcyclists you ask? Yes, lower speed limits within municipalities actually make riding more difficult and dangerous for motorcyclists.

Ask anyone who rides motorcycles what the biggest safety issue is and most riders will say “Cars just don’t see me”. While some municipalities and other organizations have responded by launching awareness marketing campaigns to watch out for motorcycles each spring, do those campaigns actually make a difference? Lets face it most people who ride will not be wearing a bright yellow safety vest, so what other solutions are there to make it safer on the roads for motor-

cycles?

Some proposed solutions that have been suggested include: ● More fun tracks/places to ride without limitation. ● Higher fines/demerits for motor vehicles that fail to “observe” motorcycles ● Acceptance of video evidence from motorcyclists in prosecuting drivers not paying attention.

Temporary foreign workers self-isolating in governmentmanaged accommodations All temporary foreign workers (TFWs) arriving in British Columbia for seasonal farm work will be required to self-isolate in government-managed accommodations for 14 days prior to being transported to farms throughout B.C. during the COVID-19 pandemic.

The Province will fund hotel and food-service costs during the 14day self-isolation period – the accommodation will be in the Lower Mainland near the airport and will not be at the farm workplace. The Province is also providing access to socio-economic and cultural supports for workers while they selfisolate.

TFWs will need to monitor their conditions during self-isolation – if symptoms like a cough, shortness of breath or fever develop, they will need to call the public health authority or 811.

Following 14 days of self-isolation, if no symptoms develop (or once the employee is fully recovered if symptoms do develop), workers will be safely transported to their farm.

Employers are responsible for paying temporary foreign workers for a minimum 30 hours per week during self-isolation, and at the rate

of pay specified on the federal Labour Market Impact Assessment.

This is consistent with the TFW program’s genuineness policy, which indicates that reasonable employment needs are a full-time workload (i.e., a minimum of 30 hours per week).

Before departing their country of origin, TFWs will be screened by the airline and federal government for COVID-19 symptoms and will not be permitted to travel to Canada until they are asymptomatic.

Upon arrival in Canada, TFWs who have travelled to B.C. for seasonal farming work will be screened for COVID-19 symptoms by federal officials (Canadian Border Service Agency and Public Health Agency of Canada). If they have symptoms upon arrival, depending on the severity of their condition, they may be placed in quarantine at the point of entry or be sent to the hospital as per the federal Quarantine Act. If asymptomatic, workers will be sent to a government-managed accommodation to self-isolate for 14 days.
