The Lincoln County Fair Parade will be held Wednesday October 9, at 5:00 p.m.
The parade will line up on South Jefferson Street. Floats need to be in line on Washington Street before 4:15 p.m. These entries will be judged stationary and while passing the Town Square Clock Tower. There are four divisions of float entries: Commercial, Church, Non-Profit and Youth. Prizes are - First Place - $40; Second Place - $25; and Third Place - $15. If you are entering a float or bicycle, it is recommended to register in advance. There will be a Sweepstakes Award for Best of Parade. Bicycles will be judged at First Assembly of God Church and will need to line up by 4:30 p.m. Bicycle Awards are: First Place - $5; Second Place - $3; and Third Place - $2.
The Parade will end at the Lincoln County Fairgrounds. We respectfully request all entries to follow the parade to its destination. For more information, contact Alicia Hawkins at 870-628-4166, Keith Shepherd at 870-628-6600, or Joann Hopper at 870-510-4759.
Bingo at the Fair will be held Friday, October 11, beginning at 1:00 p.m., at the Lincoln County Fair Building. Come win door prizes and BINGO prizes and enjoy some great fun! Refreshments will be served.
1. Competition for prizes and awards by exhibitors is open to all persons regardless of race, color, national origin, sex, age or disability who reside in Lincoln County.
2. Exhibits must be prepared by the named exhibitor.
3. The Lincoln County Fair Association and the Lincoln County Cooperative Extension Service will not be responsible for any loss or damage of an entry from any cause. Every precaution will be taken to see that all entries are protected.
4. Exhibits must have been made since the Lincoln County Fair 2023 with the exception of quilts, which may have been started before last year’s Fair.
5. All items entered should be clean, securely labeled, and completely finished.
6. All exhibits will be awarded Blue, Red, White, or Participation based on merit. An individual may enter only one (1) exhibit in each Lot in all Divisions with the exception of livestock.
7. All checks must be cashed within 30 days. Premium money may be donate back to the Lincoln County Fair Association.
8. Home Economics exhibits can be entered this year 8:00 a.m. – 12noon and 1:00 - 5:00 p.m. on Monday, October 7. No Home Ec exhibits will be accepted after 5:00 p.m.
9. All entered exhibits are not to be removed from the Fairgrounds before 1:00 p.m. Sunday, October 13.
10. All Educational booths and Home Economics exhibits must be removed by 2:30 p.m. Sunday, October 13.
11. There is no entry fee for any exhibit.
12. Competent, qualified judges will be furnished by the Lincoln County Fair Association and the Lincoln County Cooperative Extension Service. All decisions by the judges are final.
13. No liability is assumed by the Lincoln County Fair Association and/or the Lincoln County Cooperative Extension Service for any injury to participants and/or spectators. Parents are responsible for monitoring their children.
14. Junior Division is open to any boy or girl 5-19 years of age.
Go to Lincoln County Extension office before Friday, October 4, to pick-up your exhibitor number, exhibit entry sheet, and tags for your exhibits, which can then be completed at home by referring to your Fair catalog. On Monday, October 7, when you bring your items to Exhibit Check-In, you will simply put your items in each Exhibit area and leave your entry sheet at the front table.

Each student should use one (1) 8½ x 11 inch sheet of white or colored paper. All art must be drawn by the student. Students may use pencils, colored pencils, crayons, or markers. The student’s name, grade, and teacher’s name must be placed on the back of the drawing. Students may enter only one (1) drawing

Junior and Senior Divisions the Same
A tablescape is a combination of a table’s centerpiece and place settings to convey or invoke a specific mood or theme. This Division is open to individuals only and will be limited to twelve (12) entries. Each tablescape must fit within a 30 by 35 inch space. The tablescape must also fit into one Theme with a suitable menu included. The theme and menu should be written or typed and placed on the table. No food will be permitted on the tables. Place settings must correspond with the menu and theme. The Lincoln County Fair Association reserves the right to reject any tablescape they decide is objectionable or unsuitable.
All tablescapes will be judged on creativity, originality, use of color, interpretation of theme, correctness, and presentation. All items to be used for the tablescape are to be brought and set up at the same time. Lightweight items should be taped down. All Exhibits will earn the following points upon merit: Blue Ribbon - 10 points Red Ribbon - 8 points White Ribbon - 6 points Class: Theme

Educational Booths
Educational Booths must have an educational theme. No item or product is to be sold from an Educational Booth.
Please call the Lincoln County Extension Office at 870-628-4247 to reserve a booth space or for further information. This year Educational Booths may be set up on Sunday, October 6, between 1:00 – 3:00 p.m. OR Monday, October 7, between 8am – 12pm or 1pm to 5pm
Educational Booths will earn the following based on merit:

No Sweepstakes Ribbons will be awarded this year for Educational Booths.
Educational Booths must be removed from the Fair Building on Sunday, October 13 between 1:00 – 3:00 p.m. Please make the necessary arrangements to have someone in your organization take responsibility for this.
Commercial Booths will be set up Wednesday, October 9, 1:00 - 4:00 p.m. The fee is $150 for an inside booth and $150 for an outside booth. Booths must be removed between 1pm – 3pm Sunday, October 13.

Junior and Senior Divisions the Same
All entered exhibits must have been preserved during the previous 12 months. Only one (1) exhibit may be entered in each Lot. For judging and safety reasons jars must be standard, clear canning jars with clean metal lids and rings, processed correctly, and of acceptable size per recipe instructions – typically quart or pint. Entries canned in colored jars will NOT be judged. Due to safety reasons, the following will not be judged: canned squash including summer, winter, zucchini or spaghetti; pureed or mashed pumpkin; pureed or mashed sweet potatoes; pureed or mashed potatoes; and canned soups with added noodles or other pasta, rice, flour, cream, milk, or other thickening agents. Pickled summer squash and zucchini are allowed. Jars sealed with paraffin or wax will not be judged.
Recipes used for entries should be from either:
− So Easy to Preserve 5th or 6th edition only - University of Georgia Cooperative Extension Service.
− USDA Complete Guide to Home Canning 2009 or later
− Cooperative Extension publications updated or published after 1995
Recommended head space allowances are as follows:
− ¼ inch for jams and jellies
− ¼ inch for apple juice, grape juice, fruit purees and apple butter
− ½ inch for other fruit products, pickles, and tomatoes processed in a water bath canner. (exceptions: Grapes, whole - 1 inch; Standard tomato sauce - ¼ inch; Tomato paste - ¼ inch; Tomato ketchup – 1/8 inch)
− 1 inch for USDA fruit pie filings
− ½ inch for green tomato pie filling
− 1 inch for vegetables, meats, or other products processed in a pressure canner (Includes Pressure canned Mexican tomato sauce, Spaghetti sauce without meat, Spaghetti sauce with meat and tomatoes with okra or zucchini)
− 1 inch for Lima beans in pints and 1½ inches in quarts
− 1¼ inches for poultry or rabbit.

2024 - Lincoln County Fair Catalog
These Regulations are in compliance with Acts 87/63,150/85, and 1306/97 by the Arkansas Legislature through the Arkansas Livestock and Poultry Commission.
Only Purebred, Pure-blood, (one purebred parent) livestock or animals equal to Breed Association
Herd Book quality will be admitted. Exceptions will be market animals, commercial heifers, cows, poultry, rabbits, and waterfowl.
1. All animals entering the grounds, including those showing in pet zoos, children’s barnyard animals, Old McDonald Farms, etc. must meet the requirements of their particular species.
2. Arkansas livestock (except for Arkansas sheep, goats, horses, steers and rabbits) must be accompanied by a certificate of veterinary inspection issued within ninety (90) days prior to exhibition, showing the following:
1. If Arkansas is a Class Free State, Arkansas cattle are exempt from brucellosis testing. If Arkansas is not a Class Free State then the following testing requirements must be met:
Negative brucellosis test within ninety (90) days prior to exhibition, for females and bulls eighteen (18) months of age and over. All heifers that have calved or are bred must be tested. Animals originating from a Certified Brucellosis Free Herd are exempt if the Certified Free Herd number is shown on certificate.
2. All heifers that are four to twelve (4-12) months of age shall be vaccinated before entering show.
3. Heifers that were born on or after January 1, 1985, that are over twelve (12) months of age and are not official calfhood vaccinates will not be allowed to show (unless they are from a Brucellosis Certified Free Herd.)
ARKANSAS SWINE
1. As of July 1, 2001, all swine must have an official premise identification.
2. Animals six (6) months old or older to be test-
ed negative for brucellosis within ninety (90) days of exhibition or originate directly out of a Validated Herd, with Validation number and date of last herd test shown on certificate (barrows exempt from brucellosis testing, but must be pseudorabies tested.)
3. Animals to be tested negative for pseudorabies regardless of age within ninety (90) days of the exhibition on a test approved by the state veterinarian or originate directly out of a Qualified Pseudorabies Free Herd, with Qualified Herd number and date of last test shown on certificate.
4. Free of other contagious, infectious, and communicable diseases (erysipelas, atrophic rhinitis, etc.); otherwise they will not be allowed to show and will be released from fairgrounds.
Exhibition officials must maintain records of all sheep and goats that are exhibited for a period of five years, to include:
a) Identification Number
b) Flock status as defined by the Voluntary Flock Certification Program
c) The name, complete address and phone number of the owner.
Fair personnel, veterinarians, or state-federal personnel may examine sheep on grounds. Any sheep showing clinical symptoms of Scrapie shall be immediately quarantined in isolation and required to undergo any approved diagnostic tests and shall be consigned to slaughter or destruction with submission of tissues to an approved diagnostic laboratory at the exhibitor’s expense.
Commingling (as defined by the Arkansas Scrapie Regulation) of sheep or goats of different flock status as defined by the Voluntary Flock Certification Program (VFCP) is prohibited and must be reported to the VFCP state official and State Veterinarian.
No sheep or goats showing symptoms of disease, particularly foot rot, sore mouth, sheep pox, evidence of fungal infection, evidence of abscesses or with draining abscesses will be allowed to show and may be released by fair officials, veterinarians, or state-federal personnel.
Rabbits will be inspected on grounds. No rabbits showing symptoms of disease will be allowed to show.
Negative EIA test required within the past twelve (12) months for all animals over six (6) months of age.
Nursing foals under six (6) months of age are exempt from testing if accompanied by negative tested dams Photocopies of the test papers will not be accepted; carbon copies are acceptable.
1. Certificate of veterinary inspection.
2. Negative cervical tuberculosis test within ninety (90) days.
3. Negative brucellosis test within ninety (90) days;
4. Or originate from a Certified Brucellosis-Free and Accredited Tuberculosis Free Cervid Herd; 5. Or originate from a Brucellosis-Monitored and a Qualified Tuberculosis Cervid Herd within ninety (90) days of exhibition.
ARKANSAS CAMELIDS
1. Individually identified, and certificate of veterinary inspection within ninety (90) days of exhibition.
2. Registration papers when accompanied by registry photographs of the animal are acceptable identification.
ARKANSAS RATITES
1. Certificate of veterinary inspection.
2. Negative avian influenza test within ninety (90) days.
3. Permanent identification.
An official representing the exhibition shall notify the state veterinarian no later than thirty (30) days prior to the exhibition, giving names, place, inclusive dates, and time of the event.
The requirements are as follows:
1. All in-state poultry, which includes domesticated game birds, quail, pheasants, peafowl, guineas, and turkeys, present at exhibition in Arkansas shall have originated from U. S. Pullorum-Typhoid Clean or equivalent flocks or have had a negative pullorum-typhoid test within ninety (90) days of the movement to the exhibition (pullorum-typhoid testing on fairgrounds during the fair is prohibited.) This information will be documented on a NPIP Form VS 9-3, 90-Day Certificate, NPIP Flock Certification Form or similar certificate that will accompany the poultry during exhibition.
2. All non-certified birds must be banded (leg or wing band), with a sealed band. Wrap-around plastic bands are not acceptable. In-state waterfowl are exempt from pullorum-typhoid requirements.
3. Any poultry showing evidence of infectious or contagious disease or insect infestation will not be permitted to exhibit.
4. Record Keeping - The sponsor of the exhibition shall compile a list of all poultry present at exhibition. This list shall contain the name and address of each owner, the number, the species, breed, variety, type, sex, and pullorum-typhoid status of all poultry present. A copy of this shall be retained by the sponsor of the exhibition for at least twelve (12) months.

• The Lincoln County Fair Association, including the Livestock Superintendent, County Extension Agent and Vocational Agriculture teacher reserves the right to amend or add to these rules as they, in their judgment, deem necessary.
• The Lincoln County Fair Association, Livestock Superintendent, County Extension Agent and the Vocational Agriculture teacher reserve the right to interpret these Rules and Regulations and settle all questions or disputes pertaining to this show.
• In order to be eligible for participation in the Lincoln County Junior Livestock Show youth must be an active member in good standing of Lincoln County 4-H clubs or the Star City FFA chapter.
• All animals must meet the Arkansas Livestock and Poultry Commission Exhibition Health requirements. No animals showing signs of contagious diseases or open sores
• The use of illegal drugs on any animal will be grounds for disqualification. Illegal drugs will be defined as prescription medications not being used to treat an injury or illness. All drugs will be administered under the supervision of a licensed veterinarian.
• The exhibitor must individually own all animals. Animals must be owned and cared for by the exhibitor for at least 90 days before the show date. The only exception to this rule will be for “Broilers”.
• Registered animals must have papers listing the exhibitor as the registered owner, not their parents, grandparents or farm name.
• Stall space will be assigned by fair personnel.
• Exhibitors should plan to bring all needed tack and supplies in a rubber tote with first and last name readable on lid of tote.
• Youth livestock exhibitors and their parents are the only people allowed in the stalls,
show ring, and/or tack areas during the Lincoln County Fair. All others will be asked to leave these barn areas.
• Exhibitors are expected to keep their area and stall clean at all times during the Lincoln County Fair. Not following this rule could make you ineligible for the Herdsman Award.
• All animals must be shown in the “ring” by the owner, EXCEPT when the owner has more than one animal per class. In this case, the second animal may be shown by another club member with the approval of the County Agent or Vocational Agriculture teacher.
• All grooming must be done by the exhibitor. Assistance may be given to the exhibitor by their immediate family, County Agent, Vo-Ag Teacher or 4-H Leader.
• Showmanship will be judged on how the exhibitor presents their animal in the show ring and how the animal is groomed for presentation. Showmanship in all species will be divided into Pewee (Ages 5-8), Junior (Ages 9-13)
and Senior (Ages 14-19). Showmanship competition will take place following the respective species’ show.
• Judges for each species will be secured by the County Agent, with assistance from the Fair Association and the Vocational Agriculture teacher.
• The Judge’s decision is the FINAL decision.

Lots for Market lambs will be determined after animals are checked in and will be based on the weight of the lambs entered. The number of Lots will vary depending on the number of lambs entered in the Lincoln County Fair and the weight spread of those animals.
Animals must meet Arkansas Livestock & Poultry Commission Exhibition Health Requirements.
Cross-bred hogs will be eligible. Bred gilts will not be eligible. No shrinkage allowance will be made. Market hogs may be barrows or gilts.
