Air connectivity, both international and domestic, plays a vital role in linking geographically isolated nations to global markets and supporting long-term socioeconomic development. In the Maldives, aviation is particularly critical.

According to the International Air Transport Association (IATA), the aviation sector generates approximately USD 4.7 billion for the national economy through direct and indirect contributions, accounting for nearly 71% of national Gross Domestic Product (GDP). This underscores aviation’s central role in sustaining one of the world’s leading tourism-driven economies.

Velana International Airport (MLE), the country’s primary international gateway, is at the center of this growth. In 2024, the airport handled approximately 6.2 million passengers, excluding seaplane traffic, and employed around 3,500 full-time staff. Recent developments provide insight into how the Maldivian aviation industry is adapting to increasing demand and operational complexity.

Passenger and Cargo Facilitation Passenger facilitation at MLE has improved significantly following the opening of Terminal 1. The new terminal has streamlined check-in, security screening, immigration, and boarding processes. Average departure processing times have been reduced to approximately 30 minutes, while arrival processing averages around 35 minutes, depending on traffic conditions. The introduction of automated baggage handling system, along with planned self-service kiosks and e-gates, is expected to further enhance operational efficiency.

However, several challenges remain.

Ground access constraints, including curbside congestion, heavy surface traffic between the seaplane terminal and Terminal 1, limited designated check-in space, and suboptimal signage placement, continue to negatively affect the passenger experience.

Cargo operations, by contrast, have expanded substantially. The commissioning of a new cargo terminal increased handling capacity by 140%, enabling a 300% rise in transshipment volumes in less than one year. While this represents a major operational milestone, further improvements are required. Enhanced regulatory compliance aligned with ICAO and IATA standards, along with broader adoption of international best practices, will be necessary to strengthen competitiveness in regional cargo markets.

Supply Chain Costs and Infrastructure Constraints High jet fuel prices, approximately 56% above the global average, combined with rising airport taxes and user charges, have significantly increased operating costs for airlines serving the Maldives. These factors directly affect the country’s regional competitiveness and route attractiveness.

While MLE’s Code F runway and Terminal 1 provide high theoretical capacity, effective runway throughput averages only 20 aircraft movements per hour due to operational limitations.

Additionally, airport slot utilization is heavily concentrated to the peak morning hours. With annual passenger growth averaging 5.8%, Terminal 1 is projected to reach its maximum capacity within the next decade or sooner, highlighting the urgency for strategic infrastructure planning and timely investment.

The airport is also facing growing airspace constraints, driven largely by the rapid expansion of seaplane operations, which further complicates air traffic management and operational efficiency.

Labor efficiency at MLE stands at approximately 1,776 passengers per employee, placing the airport above the global average and within the upper efficiency range for airports of

Regulatory Environment Several important regulatory reforms were introduced in 2025. An independent accident and incident investigation authority - the Maldives Transport Safety Board (MTSB) was established, and the ICAO’s USOAP was conducted following a ten-year gap.

The audit results showed strong performance improvements in airworthiness (97%) and flight operations (89%). However, overall effective implementation declined slightly to 77.84%, reflecting challenges associated with rapid institutional changes, staffing shortages, and transitional regulatory gaps. Overall, the Maldivian aviation regulatory framework remains legally sound and moderately stable, though it is undergoing active reform.

The “smartness” of the regulatory system is improving through closer alignment with ICAO’s SARPs and targeted regulatory innovations.

Nevertheless, more integrated and systematic smart regulatory processes will be required to achieve long-term effectiveness.

Outlook The Maldivian aviation industry has demonstrated resilience despite mounting cost pressures, infrastructure constraints, and rapid traffic growth. To maintain and enhance regional competitiveness, strategic investments will be required in terminal expansion, air navigation modernization, human capital development, and cargo handling capabilities.

Equally important will be the continuation of regulatory reforms, stronger enforcement mechanisms, and broader adoption of international best practices. These measures will enable the Maldives to fully capitalize on its position as a premier global tourism destination while supporting sustainable, long-term aviation sector growth.

Across the Skies

Maldivian to Launch Direct Flights to Australia Maldivian, the national airline of the Maldives, has announced plans to introduce direct flights to Melbourne, Australia, starting from 17 May 2026.

The airline stated that the new service will be operated in collaboration with Australian travel company Luxury Escapes. At present, travel between the Maldives and Australia is only available via transit routes, making this direct connection a major milestone in strengthening aviation ties between the two countries.

The launch date has been strategically scheduled to coincide with the peak travel season, when the highest number of Australian tourists visit the Maldives. Maldivian noted that the introduction of direct flights will not only enhance connectivity between the two nations but also make onward domestic travel within the Maldives more convenient for passengers.

Island Aviation Managing Director Ibrahim Ilyas highlighted Australia as a key market for Maldivian tourism,

emphasizing its importance to the airline’s long-term growth strategy.

Australia consistently ranks among the

top ten source markets for tourism to the Maldives, with approximately 40,000 Australian visitors recorded so far.

Maafaru International Airport Opens Expanded Apron Alongside the apron’s inauguration, a new agreement was signed for the next phase of development: the expansion of the terminal building. This upcoming project will focus on increasing passenger handling capacity to meet growing international and domestic travel demand. Planned improvements include a larger arrivals hall and expanded service areas, further strengthening Maafaru International Airport’s position as a key international gateway for the northern atolls.

The project, designed to increase the airport’s capacity amid rising air traffic, was financed by the Maldives Islamic Bank (MIB) and carried out by the Maldives Transport and Contracting Company (MTCC). According to Island Aviation

Services Limited, which operates the airport, the expanded apron significantly improves ground handling capabilities and doubles aircraft parking capacity—an essential upgrade given the high number of private jets using the airport.

The transformation of Maafaru International Airport has been carried out in multiple stages, with major funding support from the Abu Dhabi Fund for Development (ADFD). With the completion of the apron expansion and the launch of the terminal extension

project, the airport is well-equipped to support the Maldives’ luxury tourism sector while enhancing regional connectivity.

These developments follow a major milestone achieved in July 2025, when the airport’s runway was extended to 2,850 metres, enabling operations by wide-body aircraft.

The initial phase of the airport’s development, which established the foundation for international operations, was completed in 2019 at a cost of USD 49 million (MVR 754 million). A subsequent phase focusing on runway and airfield lighting upgrades was awarded to MTCC in 2022, valued at USD 27 million (MVR 415 million).

SriLankan Airlines Begins Operations from VIA Terminal 1 SriLankan Airlines officially transitioned its operations to Terminal 1 at Velana International Airport, Malé, effective 17 December 2025. To mark the occasion, Maldives Airports Company Ltd (MACL) hosted a ceremonial welcome for passengers arriving on flight UL101 at Terminal 1, as well as those departing on UL102 from the same terminal.

The event was attended by His Excellency Mohamed Rizvi Hassen, High Commissioner of Sri Lanka to the Maldives, who graced the ceremony as Chief Guest, alongside senior officials from MACL and SriLankan Airlines.

Operating three daily flights to Malé via its Colombo hub, SriLankan Airlines connects passengers to a global

network of 117 destinations across 59 countries. The facilities at Terminal 1 are expected to enhance passenger comfort, enable seamless travel, and

further support the growth of tourism to the Maldives, strengthening connectivity between the two countries.

Public Health Milestones Event Highlight: Artwork Commemorating the Maldives as the First Country to Achieve EMTCT Triple Elimination This work is presented in two stages: the process and the finished painting. It begins with a canvas washed entirely in red, symbolizing the urgency and danger present at the beginning of this journey. The entire painting is executed with small gestural strokes, a tribute to all the experts involved and the countless hours dedicated to achieving these victories. By the end, that red survives only as a faint memory, a quiet echo of what has been overcome.

Born in Male’, Maldives (1975), Afu has been a practicing artist since the age of 18. Trained in Graphic Design, he was a pivotal force in the advertising industry in his early career. Concurrently, he has also been making art and contributed immensely for the development of the art community in Maldives. In 2010 he shifted to focus entirely on fine art. Reflecting on social, political and environmental themes, his work has been exhibited in solo and group shows both locally and internationally, including Malaysia, China, India, Sri Lanka, Mauritius, Japan, Germany, Tanzania and in the UK. A number of his works are in the permanent collection of the National Art Gallery of Maldives. He received the Maldives National Award of Recognition for Visual Arts in 2014. Afu completed his Masters in Fine Arts at Bath Spa University (UK) in 2020.

Fish for Tomorrow: A New Model of Sustainable Fishing in the Maldives

A pioneering programme is transforming how resorts source local seafood—— protecting reefs while supporting island livelihoods.

Coral reefs are the foundation of the Maldives — shaping our islands, feeding our communities, and sustaining tourism. However, rapid tourism growth over the last 50 years in the Maldives has increased the demand for reef fish, particularly from resorts, leading to signs of overfishing and declining fish stocks. Many reef species mature slowly, making them highly vulnerable — without action, both reef health and island livelihoods are at risk.

To address this, Maldives Resilient Reefs (MRR) and the Blue Marine Foundation launched the Fish for Tomorrow (FFT) programme — locally called Laamaseelu Masveriyaa — to promote responsible reef fishing across the tourism industry.

The programme aims to safeguard coral reef ecosystems while ensuring local fishers benefit directly from the growing seafood market within resorts.

The FFT programme was initially piloted in partnership with luxury resort Six Senses Laamu located in Laamu Atoll, in early 2020. Six Senses Laamu was selected as the pilot site because it offered an ideal combination of ecological importance, existing community relationships, and strong sustainability commitments. Located in

one of the Maldives’ most pristine atolls—with extensive coral reefs, seagrass meadows and mangrove systems spread across 82 islands—the resort sits at the heart of fishing grounds that are highly vulnerable to unmanaged reef fishing.

The aim of the initial pilot was straightforward yet ambitious: to create a reliable market for responsibly caught fish and promote low-impact, ecologically safe fishing practices that protect the atoll’s reef ecosystems.

Working with a small group of local fishers, the programme introduced a voluntary code of conduct which fishers agreed to follow. Fishers were required to only use low-impact fishing gear, such as handlines, avoid landing protected or vulnerable species such as parrotfish, napoleon wrasse and groupers, comply with minimum size limits, avoid marine protected areas and known fish spawning sites, and fill in a data sheet recording all of the catch details when selling to the resort.

In return, the resort offered a guaranteed purchase price per kilogram of catch landed, creating a stable and fair market for local fishers.

Although the pilot faced early disruption due to the COVID-19 shutdown, it quickly regained momentum after the resort reopened.

Participation grew from seven to eleven fishers during its first two years.

Routine meetings between the resort,

project teams, and fishers helped strengthen trust, improve feedback loops, and resolve operational challenges. This resulted in significant improvements over time, with better reporting and adherence to the sustainable fishing principles. By the end of 2025, over 50 fishers in Laamu Atoll have signed up to supply the resort using FFT guidelines. In 2024 alone, they landed over 13,000 kg of sustainably sourced local seafood, adding more than USD 33,000 to the local economy, while avoiding vulnerable species. Local fishers say the programme has not only improved their income but also strengthened their awareness of the atoll’s marine environment. “I didn’t know much about the protected areas in Laamu Atoll before I joined the programme,” said one registered FFT programme fisher, “I don’t fish from those areas anymore, and I’m able to make a good income through the FFT programme. I would like to see more fishers involved and benefiting from it.”

Guests at the resort also enjoy learning about where their fish comes from and value the support this programme provides between the resort and local communities both for the local economy and conservation. The resort has even applied the sustainable fishing practices to their guest fishing activities.

The efforts at Six Senses Laamu have laid the foundation for a more robust, scalable model of the Fish for Tomorrow programme that is now expanding across the Maldives. In 2023, the programme was rolled out at Amilla Maldives, Baa atoll, and has been running successfully ever since, with over 50 fishers enrolled. The programme can be adapted to meet the operational needs of new resorts and the local context. Resorts may join the programme at three levels — Steward, Guardian, or Champion, depending on data transparency, sourcing practices, and engagement with local fishers.

Resorts that enrol in the programme will be recognised for their contribution to improving the sustainability of their seafood sourcing practices and will be provided with branding materials for use on menus, websites and guest information materials.

Healthy fish populations are vital for reef resilience, providing food security, and maintaining the beauty that keeps tourism thriving. Sri Lanka Set to Introduce Visa-Free Entry for 40 Countries Starting January Sri Lanka's tourism authorities are gearing up to implement a long-awaited visa-free entry scheme for 40 countries beginning in January (2026), marking a significant step towards recovery in the tourism sector following recent cyclone impacts. Buddhika Hewawasam, Chairman of the Sri Lanka Tourism Development Authority (SLTDA), confirmed that the initiative is expected to take effect after obtaining the necessary legislative approvals. This new visa-free facility is viewed as crucial for revitalizing the tourism industry, which plays a vital role in the country's economic stability and recovery efforts in the aftermath of the disaster.

Asoka Hettigoda, President of The Hotel Association of Sri Lanka (THASL), previously indicated that

industry leaders have been advocating for the immediate implementation of this regime during discussions with high-level officials, including the President, Treasury Secretary, and Tourism Minister. In a strategic action plan for post-cyclone recovery, industry representatives urged the President to utilize emergency powers to expedite the visa-free process and expand the list of eligible countries, aiming to boost tourist arrivals during this critical phase. However, Hewawasam pointed out the complexities involved in implementing such measures under emergency powers. As a result, the government has opted to secure parliamentary approval to ensure that the process is legally sound.

INGRIDENTS : ● 500g skipjack tuna, Snapper Fish filleted and cut into chunks ● 1 large onion, finely chopped ● 4 cloves garlic, minced ● 2-inch piece of ginger, grated ● 1 teaspoon ground cumin ● 1 teaspoon ground coriander ● 1/2 teaspoon turmeric powder ● 1/4 teaspoon chili powder (adjust to taste) ● 1/2 teaspoon black pepper ● 1 cup thick coconut milk ● 1 cup thin coconut milk ● 2 tablespoons vegetable oil ● Salt to taste ● Curry leaves (optional)

METHOD: 1. Heat oil in a large pot or Dutch oven over medium heat. Add onion and sauté until softened.

2. Add garlic and ginger, and cook for another minute until fragrant.

3. Add cumin, coriander, turmeric, chili powder, and black pepper. Stir well and cook for 30 seconds.

4. Add tuna chunks and stir to coat with spices.

5. Pour in thin coconut milk and bring to a boil. Reduce heat and simmer for 15 minutes.

6. Add thick coconut milk and salt.

Simmer for another 5 minutes, stirring occasionally.

Garnish; tuna sago chips, koppe caviar, pandan rice espuma, Curry sauce
