The month began with our tourism sector continuing to shine on the world stage. From Fiyavalhu Resort’s double win at the World Luxury Awards to Kuda Villingili’s global recognition and Mercure Kooddoo’s triple triumph, Maldivian resorts are proving once again that authenticity, culture, sustainability, and heartfelt service remain our strongest differentiators.

At the community level, Thoddoo’s unified presence at the I Am Maldives Roadshow showcased the power of collaboration among guesthouses, while MATATO’s leadership at Qatar Travel Mart highlighted the Maldives’ strategic positioning in high-value markets. We also celebrate major national developments, including the inauguration of the modernised Hanimaadhoo International Airport – ushering in expanded regional connectivity and new economic opportunities for the north. Sustainability efforts advance as Soneva Namoona and island councils scale food-waste solutions through structured composting systems.

For our cover story, we feature Ibrahim Shiuree, CEO and Managing Director of Visit Maldives Corporation, who plays a pivotal role in steering the Maldives through a period of transformation. Under his leadership, the destination is evolving beyond the traditional “sun, sand, and sea” narrative, embracing sustainability, diversification, community involvement, and new tourism segments to stay competitive in a fast-changing global market. SOUTH ARI MARINE PROTECTED AREA (SAMPA)

The South Ari Marine Protected Area (SAMPA) is a globally renowned marine habitat, best known for its year-round sightings of whale sharks (Fehurihi), with juvenile individuals most commonly sighted. The area is also celebrated for its vibrant reef systems, which are home to an exceptional diversity of corals and marine species. Among the wildlife frequently observed in SAMPA are sea turtles, manta rays, and several species of sharks.

flydubai Signs a Landmark Agreement for 150 A321neo Aircraft, Becoming an Airbus Customer

flydubai has signed a Memorandum of Understanding (MoU) with Airbus for 150 A321neo aircraft making the airline a new Airbus customer. The agreement underscores the carrier’s confidence in Dubai’s growth plans.

His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of flydubai,

signed the MoU agreement with Christian Scherer, CEO Commercial Aircraft at Airbus, at the signing ceremony which was attended by Ghaith Al Ghaith, Chief Executive Officer at flydubai, on the second day of the Dubai Airshow 2025.

“We are pleased to announce a landmark

agreement for 150 A321neo aircraft, representing another important milestone in flydubai’s journey. This new agreement is not only about adding aircraft. It supports the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and aligns with the Dubai Economic Agenda D33,” said His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman and CEO of flydubai.

“This strategic addition diversifies our narrow-body fleet and strengthens our long-term expansion plans. This will enable flydubai to play a key role in the success of Dubai World Central’s expansion plans; an airport we aim to make the largest airport in the world.”

“The A321neos will support the next phase of our network development and

enable us to meet rising demand across our markets. We look forward to establishing a strong and enduring partnership between flydubai and Airbus.”

The addition of the latest generation A321neo will support flydubai’s strategy to expand its network, offering customers access to new destinations with greater efficiency and comfort.

Shaahina Ali Becomes the First Maldivian Recipient of the Prestigious Ramon Magsaysay Award

Shaahina Ali has made history by becoming the first Maldivian to receive the Ramon Magsaysay Award, widely regarded as Asia’s premier prize and highest honor. The award recognizes individuals and organizations who demonstrate integrity, courage, and a deep commitment to the service of humanity; values embodied by the late Philippine President Ramon Magsaysay.

This year’s recognition honors Shaahina Ali for her dedicated leadership in environmental conservation, marine protection, and sustainable community development across the Maldives. Through her decades-long work in marine research, advocacy, and education, Shaahina has inspired national and regional efforts

toward protecting fragile island ecosystems and promoting responsible stewardship of the ocean.

In her statement following the announcement, Shaahina expressed her gratitude, saying:

“This recognition is not just for me, but for every Maldivian who works tirelessly to protect our islands, our ocean, and our shared future. It is a reminder that even from small island nations, we can create waves of change that reach across the world.”

The Ramon Magsaysay Award Foundation, based in Manila, Philippines, described Shaahina as “a visionary island leader who has mobilized communities and

institutions to act with courage and conviction for the protection of marine life and the sustainable future of island nations.”

Shaahina joins an illustrious list of past laureates including Mother Teresa, the Dalai Lama, and Sir Fazle Hasan Abed, further underscoring the magnitude of her achievement and its significance for the Maldives.

Her recognition serves as a proud moment for the nation, shining a global spotlight on the Maldives’ growing role in environmental advocacy and sustainability.

About the Ramon Magsaysay Award Established in 1957, the Ramon Magsaysay Award honors individuals and organizations in Asia who manifest selfless service and transformative leadership. Often referred to as “Asia’s Nobel Prize,” the award celebrates moral integrity and excellence in public service, community leadership, and the arts.

Atlantis The Royal to Open in the Maldives in 2029

Atlantis The Royal has announced plans to open its first resort in the Maldives in 2029.

The new ultra-luxury destination will be built across two islands – Family Island and Luxury Island – and will include 270 rooms and 223 villas and mansions. Guests can look forward to 20 dining venues such as Gastronomy, The Royal Tea Room, and Ossiano, along with two beach clubs, sports academies, entertainment zones, and a world-class wellness sanctuary.

The resort will also feature the brand’s famous Aquaventure Waterpark and Lost Chambers Aquarium.

14 Thoddoo Guesthouses Unite to Showcase the Island at I Am Maldives Roadshow 2025

Fourteen guesthouses from Thoddoo successfully showcased the island’s unique tourism offerings at the I Am Maldives Roadshow, held from 17–21 November 2025 across Warsaw, Bucharest, and Prague. The roadshow brought together 26 Maldivian tourism representatives including resorts, hotels, guesthouses, liveaboards, and travel agencies to strengthen the Maldives’ visibility in the rapidly growing Central and Eastern European (CEE) market.

The Thoddoo delegation presented the island as a unified destination, highlighting its rich farming culture, vibrant local lifestyle, and one of the largest and most picturesque beaches in the country. With Thoddoo home to the highest number of guesthouses on a single island and just one hour from Velana International Airport, the group emphasised its appeal as an accessible and authentic Maldivian experience for value-driven travellers.

Zulaikha Ibrahim, CEO & Managing Partner of Shoreline Grand Thoddoo, who led the united effort, noted that this was her second major initiative to bring the island’s guesthouses under one brand identity. “It has been a proud moment for us to stand together and promote Thoddoo Maldives as a unified destination,” she said, reflecting on the strong collaboration throughout the event.

Zulaikha also praised NHGAM for its efforts in coordinating the roadshow. “NHGAM has been incredibly cooperative. MATATO Leads Maldives Showcase at QTM with Visit Maldives Corporation and NHGAM

The Maldives Association of Travel Agents and Tour Operators (MATATO) led a major national presence at Qatar Travel Mart (QTM), held from 24–26 November at the Doha Exhibition and Convention Center. Representing the Maldives under a unified stand, MATATO partnered with Visit Maldives Corporation (VMC) as Official Destination Partner and NHGAM as Strategic Partner, positioning the country as one of the most visible island destinations at the event.

With over 300 exhibitors from 60 countries and around 12,000 visitors, QTM has rapidly grown into a key regional B2B platform. The Maldives’ stand highlighted a collaborative model between destination marketing, trade leadership, and community -based tourism development— reflecting national goals to diversify markets and elevate both resort and local-island tourism.

More than ten co-exhibitors joined the stand, including leading DMCs such as Resort Life Travel and Neoscapes Maldives, luxury brands like Ultra Luxury Maldives, and resorts including Avani+ Fares Maldives Resort. Together, they showcased a wide spectrum of Maldivian tourism products, from premium resort experiences to guesthouse stays appealing to younger and value-driven travellers.

QTM’s significance comes as Qatar and the wider GCC grow into core feeder markets for the Maldives. The region accounts for some of the world’s highest travel spending, with outbound markets forecast to surpass USD 81 billion in 2025. MoU to Manage Food Waste in Three Islands

Soneva Namoona has signed an MoU with the island councils of B. Maalhos, B. Dhonfanu, and B. Kihaadhoo to introduce island-level composting systems using the Takakura Method; marking a major step toward scaling practical food waste solutions across the Maldives. The method enables food waste to break down into soil without producing unpleasant odours.

The agreement builds on a successful four-month Takakura composting trial completed earlier this year with the N. Kudafari Council. The trial demonstrated that a centralised Takakura system can reliably reduce the volume of food waste reaching island waste management centres by nearly one-third while providing valuable insights into staffing, workflow, infrastructure, and operational costs.

This new phase forms part of Soneva Namoona’s broader efforts to promote effective waste management solutions. Alongside jungle composting using wood chips and leaf waste, the initiative also supports guesthouses and households in adopting Takakura-based composting.

Home-based composting programmes are already active in Kihaadhoo, Kendhoo, Kudarikilu, and Dhonfanu. The Kaadhu Satheyka Guesthouse Composting Trial at Kamadhoo Inn further shows that even small tourism

businesses can significantly reduce food waste through the method.

With the MoU, Maalhos, Kihaadhoo, and Dhonfanu are advancing long-standing partnerships with Soneva Namoona. Each island has already strengthened its inorganic waste systems and is now ready to integrate structured food waste management. During a recent workshop, partners mapped resources and identified support needs for establishing fully functional composting systems, with implementation scheduled to begin in December 2025.

Local leaders expressed strong support for the initiative. B. Maalhos Council President Abdulla Shujau highlighted the island’s pride in composting and its commitment to continuous improvement. B. Dhonfanu Council President Ahmed Irshad emphasised the community’s progress despite limited resources, while B. Kihaadhoo Council President Hussain Shaafiu noted that food waste management is the final component needed to complete the island’s model as local tourism grows.

Under the MoU, Soneva Namoona will provide technical support, training, and design guidance, while the councils will lead local implementation and pilot selected innovations to enhance system efficiency and performance.

Modernised Hanimaadhoo Airport Opens with New Runway, Terminal

International Airport was officially inaugurated on Sunday, 9th November 2025, following a major redevelopment project carried out under a line of credit provided by the Indian government.

The project, valued at USD 136 million

(MVR 2 billion), was funded through a line of credit from India’s Exim Bank and began in January 2023 under the administration of former President Ibrahim Mohamed Solih.

Naidu jointly inaugurated the airport. Minister Naidu attended the ceremony as a representative of Indian Prime Minister Narendra Modi.

To mark the inauguration, a Maldivian Airlines Airbus A-320 landed on the newly constructed 2.46-kilometre

runway. The President and Minister Naidu jointly pressed the button to officially open the airport.

Following the ceremony, President Muizzu also inaugurated a new Bank of Maldives (BML) dollar counter at the airport. The delegation, including Minister Naidu and other guests, later toured the airport facilities.

The project was undertaken by India’s JMC Projects under an USD 800 million credit line provided by Exim Bank of India.

Brief Introduction of the Chef

What inspired you to create this dish?

When I was a child, I loved eating Dairy Milk chocolate. The taste stayed with me, and I thought I could create something even better by adding some extra ingredients. I infused the chocolate with lavender crème brûlée and sesame seeds and paired it with raspberry sorbet. The result is a smooth, decadent chocolate experience. To balance the richness, you get the aroma of lavender from the crème brûlée and the light, tart taste of the raspberry sorbet.

Chef Pritam has dedicated 14 years to the culinary arts, a period marked by continuous learning and innovation. He maintains a strong commitment to professional growth, constantly experimenting with new techniques and ingredients, and seeking to expand his culinary knowledge. This dedication has led him to his current position as Junior Sous Chef, Pastry, where he plays a vital role in creating delectable and innovative desserts.

INGRIDENTS :

Sesame Orange Chocolate Cremeux:

● Gelatin sheets (1.5g) ● Milk chocolate (250g)

● Egg yolks (4) ● Caster sugar (20g)

● Heavy cream (320ml) ● Pinch of sea salt

● Orange zest (from 1 orange)

Lavender Crème Brûlée:

● Cream (250g) (Specify type: heavy cream, double cream, etc.) ● Egg yolks (60g)

● Sugar (50g) ● Lavender syrup (15ml)

Raspberry Sorbet:

● Raspberry purée (800g) ● Water (200g)

● Sugar (400g) ● Glucose (30g)

● Stabilizer (5g) (Specify brand/type: e.g., "Stab 2000" or other) ● Lemon juice (45g)

Chocolate Rocher Glaze:

● Milk chocolate (300g) ● Neutral oil (100ml) (e.g., vegetable, grapeseed, cocoa butter, etc.)

● Sesame seeds (40g)

METHOD:

Sesame Orange Chocolate Cremeux:

1. Prepare the Gelatin: Soak the gelatin sheets in cold water until softened, about 5 minutes. Squeeze out excess water and set aside.

2. Melt the Chocolate: Chop the milk chocolate into small pieces and melt gently over a double boiler or in the microwave, stirring occasionally until smooth. Set aside to cool slightly.

3. Make the Custard Base: In a medium bowl, whisk together the egg yolks and caster sugar until pale and thick.

4. Heat the Cream: In a saucepan, heat the heavy cream over medium heat until it just begins to simmer. Remove from heat.

5. Combine: Slowly pour the hot cream into the egg yolk mixture, whisking constantly to prevent the eggs from curdling.

6. Cook the Mixture: Return the mixture to the saucepan and cook over low heat, stirring constantly, until it thickens enough to coat the back of a spoon (about 82°C or 180°F). Do not let it boil.

7. Add Gelatin and Chocolate: Remove from heat and stir in the softened gelatin until fully dissolved. Then, add the melted chocolate and mix until smooth.

8. Add Flavorings: Stir in the sea salt and orange zest.

9. Chill: Pour the mixture into serving dishes or a large bowl. Cover with plastic wrap, pressing it directly onto the surface to prevent a skin from forming. Refrigerate for at least 4 hours or until set.

METHOD:

1. Preheat Oven: Preheat your oven to 150°C (300°F).

2. Prepare the Custard Base: In a medium bowl, whisk together the egg yolks and sugar until the mixture becomes pale and thick.

3. Heat the Cream: In a saucepan, heat the cream over medium heat until it just begins to simmer. Remove from heat.

4. Combine: Slowly pour the hot cream into the egg yolk mixture, whisking constantly to prevent the eggs from curdling.

5. Add Lavender Syrup: Stir in the lavender syrup until well combined.

6. Strain the Mixture: Strain the mixture through a fine-mesh sieve into a jug to remove any lumps or cooked egg bits.

7. Fill Ramekins: Divide the custard mixture evenly among your ramekins.

8. Bake in a Water Bath: Place the ramekins in a baking dish and pour hot water into the dish until it reaches halfway up the sides of the ramekins. This water bath helps the custard cook evenly.

9. Bake: Bake in the preheated oven for about 30-35 minutes, or until the custards are set but still slightly jiggly in the center.

10. Cool and Chill: Remove the ramekins from the water bath and let them cool to room temperature. Then, cover and refrigerate for at least 2 hours or until thoroughly chilled.

METHOD: Raspberry Sorbet:

1. Make Sugar Syrup: In a saucepan, combine the water, sugar, and glucose. Heat over medium heat, stirring until the sugar and glucose are completely dissolved. Remove from heat and let cool to room temperature.

2. Mix the Ingredients: In a large bowl, combine the raspberry purée, cooled sugar syrup, and lemon juice. Stir well to combine.

3. Add Stabilizer: Gradually whisk in the stabilizer until fully incorporated. This helps improve the texture and shelf life of the sorbet.

4. Chill the Mixture: Cover the mixture and refrigerate for at least 4 hours or overnight. This allows the flavors to meld and the mixture to chill thoroughly.

5. Churn: Once chilled, pour the mixture into an ice cream maker and churn according to the manufacturer's instructions until it reaches a soft-serve consistency.

6. Freeze: Transfer the sorbet to an airtight container and freeze for at least 2 hours or until firm.

7. Serve: Scoop the sorbet into bowls or cones and enjoy!

With Maldives tourism expected to exceed 2.3 million visitors this year, is the country’s infrastructure, service quality, and workforce prepared for sustained growth? What strengths stand out, and where are the key pressure points or concerns?

Tourism growth in the Maldives must be assessed not only by visitor numbers, but by its fairness and long-term legitimacy.

The country has the capacity to absorb higher arrivals due to strong air connectivity and a mature resort sector. However, sustainable expansion requires deliberate investment in Maldivian skills, reliable utilities, efficient transport logistics, environmental protection, and service quality.

Tourism policy must ensure clear and measurable benefits for island communities, including local employment, skills development, higher household incomes, improved ferry and airport connectivity, and support for local businesses in fisheries, transport, food supply, guesthouses, and crafts.

Where tourism development has reduced access to land, lagoons, fishing grounds, or affordability, justification alone is insufficient. Structured compensation and livelihood restoration must form part of tourism governance to maintain social trust and sustainability.

Frankly speaking, our imported skilled labour, infrastructure and bed capacity need is not 2.3 million but 3.2 million tourists per year so that we do not close during low season.

The Maldives is on the right path as we welcome 2 million guests and exceed our arrival target of 2.3 million this year. Our demand growth remains steady and consistent, and we anticipate further increases driven by additional marketing efforts based on research and AI.

With the recent upgrades to VIA, including its Terminal 1, the facilities needed for passenger handling will undoubtedly improve connectivity and create a great first impression for our guests. The genuine, courteous Maldivian hospitality is premium, and its strength remains steady and unchanged. Nevertheless, there is still room for further improvement through capacity building, and by maintaining the service-oriented, guest-first approach we adopted back in the 1970s, when our hospitality journey began.
