I’ve said it before, and I’ll say it again - September is probably my favourite month of the entire year. The weather is still usually pretty good, the surf is (normally) pumping, the grockles have gone home, the shops are still open and there’s absolutely no reason not to treat yourself to a post-summer ice cream while enjoying a leisurely saunter down on the sea front. In fact, for me it even tops Christmas (and as someone who loves Christmas I don’t say that lightly)! I hope you enjoy it as much as I do!

Could you help out the brownies?

Two of Ilfracombe’s wise old owls are leaving the organisation they have led for a combined total of 44 years. Liz Toogood and Margaret Baddick are departing the 1st Ilfracombe Brownies for new adventures. Many memories were had but now they feel that it is time to move on in a new direction. The girls from their unit have said that they will miss both leaders very much and are very thankful for all the opportunities that they have given to them over the years. Leaders from the Ilfracombe District - some of whom were Brownies of the two themselves - are very sad that they will be leaving but wish them all the best for the future with a knowing ‘you know where we are’.

disability housing help is increased

Additional funds are available for disabled adaptions and improvements to North Devon households following the introduction of a new housing policy for Devon. At a meeting of its Executive last month, North Devon Council members agreed to adopt a new Devon wide Housing Assistance Policy for the Better Care Fund (BCF) for the North Devon district. The new policy means the council can provide more Disabled Facilities Grants (DFGs), Accessible Homes Grants and Healthy Homes Grants. These grants will provide support and facilities to households in need meeting the BCF priorities of reducing admis-

sions to hospital and residential nursing care homes.

Through the fund the council has received an increase in funding for housing with more money coming directly from the government to provide improvements. The increased funds have been provided fol-

lowing redistribution of those not needed by other Devon councils to North Devon as part of the policy. The BCF has been created by government to encourage more joint working between councils and the NHS. For more information visit northdevon.gov.uk.

TOMBSTONER FINED North Devon Council has successfully prosecuted a man for ‘tombstoning’ from Ilfracombe Harbour. On 31 July magistrates at Barnstaple heard that Luke Harris, aged 24 of Oliver Road, Barnstaple, had been seen naked and in full view of families and children on South Quay on Sunday 8 July. He ignored requests by the Deputy Harbourmaster to get dressed, and instead jumped into the water five metres below.

Two other men were also swimming in the harbour, and all were shouting and swearing. As a result of his actions, which were in contravention of the swimming byelaw that exists at the harbour, Mr Harris was fined £250 and ordered to pay the victim’s surcharge of £30 and £60 costs.

Ilfracombe Harbourmaster Georgina Carlo-Paat said: “Not only is tombstoning in the harbour extremely dangerous, it is also against the law. Jumping from the harbour walls may seem

The water depth alters with the tide and water may be shallower than it seems, with submerged objects like rocks beneath the wa-

ter. Boats and ships come in and out of the harbour all the time, and currents can be strong, even when the water appears calm. The risk is even higher when the participants have been drinking heavily. I hope this sends out a clear message to the public that tombstoning will not be tolerated.

Together with the police and CCTV evidence, we will continue to monitor this behaviour and tackle it before somebody gets seriously hurt, or worse.” The penalty for jumping off the pier into the harbour can be up to a £1,000 fine upon prosecution in court.

FLYTIPPING FINES ARE INCREASED If you’re caught littering or flytipping in North Devon, you’ll soon be facing an even bigger fine. At a recent meeting of its Executive, North Devon Council members agreed to increase the fixed penalty notice (FPN) fines for environmental offences, such as littering, graffiti and flyposting. From September the council will also be able to issue fines for flytipping for the first time.

Previously all those caught flytipping would face prosecution at court, which is time consuming and can be costly. The council will now be able to issue fines from £150 to £400 for smallscale flytipping offences.

Large scale flytipping, repeat offenders, operators in the waste management industry and those tipping hazardous substances will still be dealt with through prosecution in court, where fines can reach £50,000 or 12 months in prison.

Executive Member for Environment, Councillor Rodney Cann, said: “We’re bringing our fines in line with the latest national regulations and want to send a clear message to those who don’t look after our environment – if we catch you, we will fine you!

offences is the only way we can really tackle these problems head-on and it’s easier than ever now that so many of us are online.

We have an online form to report incidents and we’re using social media to spread awareness and try to identify those responsible for flytipping. Hopefully increasing the fines will also act as a greater deterrent to those who don’t care for our environment and can’t be bothered to use a bin.”

The council is also working towards the introduction of a Public Space Protection Order (PSPO) for dog fouling, which will see the fine increase from £75 to £100.

PARK SCOOPS NATIONAL AWARD Bicclescombe Park has once again been recognised by the Green Flag Award Scheme as one of the very best green spaces in the world. The park joined 19 other green spaces in Devon that have been awarded the recognition; and are among a record-breaking 1,883 UK parks and green spaces that have received a prestigious Green Flag Award – the mark of a quality park or green space. This international award, now into its third decade, is a sign to the public that the space boasts the highest possible environmental standards, is beautifully maintained and has excellent visitor facilities. It is the 15th consecutive year that Bicclescombe Park has achieved Green Flag status.

North Devon Council’s local ward member for the Ilfracombe West district, Councillor Ian Meadlarkin, said: “I am pleased that all the hard work and dedication of all the park users groups and those that look after the upkeep of the grounds have been recognised by the award of the Green flag for yet another year. Congratulations to you all.”

The view with COMBEBIRD

When I first saw this picture, I thought it was something completely different. To me, it looked like an astrological image of a blood red moon floating in a cloudy night sky. But when I looked again, reality dawned and I saw the crystal clear reflection of the ship’s buoy in the salty sea pool surrounded by that wonderfully textured mud - which looks almost moon-like itself. One of the qualities I like most about Combebird’s photography is that it begs to be looked at, demands to be studied more closely.

These days, with increasingly clever mobile phone cameras, everyone’s a photographer - but it takes a particularly keen eye to capture something magical like this in a puddle.

Kip Winter and Dave Wilson have a fine repertoire of self-penned songs telling stories of everyday life, with tight harmonies, and accompanied with guitars, accordion, flute and/or banjo.

Full-time professional musicians for the past six years, they have an increasingly notable presence on the folk scene. However, Open Nights are mainly about whoever comes along, with anyone and everyone having a chance to ‘sing, say or play’ whatever takes their fancy. If you’re a musician and you don’t want to play solo, there’s often a chance during the break for a bit of a jam session. Anyone is welcome to come along, and although encouraged to participate, they won’t be pressurised to do so – you’ll be just as welcome if you just want to join in with choruses and/or just listen. It’s held in the ‘museum’ of the pub, so there’s no need to compete with bar noise. There’s no admission fee, although the pot is passed around for contributions to the club’s expenses.

September’s concert on Saturday 22nd presents the very best in original songs. Colum Sands, one of the famed Northern Irish musical family, is a universally acclaimed songwriter, having performed

in over thirty countries around the world. Not only that, but he often discovered that some of his songs had arrived before him, taken up by other performers such as Andy Irvine, Tommy Makem and Liam Clancy, and Roy Bailey.

His songs and stories observe the minute and often humorous details of life, and he’s not afraid to quietly point out the absurdities and results of historical and political happenings throughout the world, from Northern Ireland itself to Berlin and Israel. With his touring, both solo and sometimes with the family band, and no less than nine albums to his credit, one wonders how he finds time to do anything else, but indeed he does. For many years he presented Radio Ulster’s Folk Club programme, as well as broadcasting a series of programmes of Radio 2, and a series for RTE Radio, plus a Radio 4 documentary tracing the work of early folk music collectors in Ireland.

In addition he has produced countless albums for other songwriters and for traditional singers, been short-listed for a Grammy nomination, and been received the Living Tradition award for services to Folk and Traditional Music.

But quite apart from all that, he is warm, witty, moving and funny as a performer, and whether performing to three

or three thousand people, makes everyone feel as if they were sitting in his living room.

Through the weaving of his songs, he has a gift of breaking down cultural barriers through choice words and eloquent music. We are delighted to welcome him to Shammick Acoustic. A number of local or visiting performers will, as usual, be there as support artists, as well as enjoying being part of the audience.
