HORSHAM Rural City Council voted to adopt its 2020-21 budget this week but was unable to implement it after Councillor John Robinson notified the council of his intention to move a rescission motion. The motion could potentially reverse the decision to adopt the budget and came after both councillors Robinson and David Grimble voted against it. Both councillors Grimble and Robinson reiterated their shared belief that the council should have put out a zero percent rate rise.
No changes to the rates proposed in the draft budget were made. Rates will be set as follows: residential 3.14 percent; commercial 1.04 percent; industrial 1.04 percent; and farms 4.58 percent. Cr Robinson spoke against the rate rise. “A zero rate rise would not cost us a lot but would provide support for the community and if you look at where we’re going with COVID, it’s not getting any better,” he said. “We’re clearly in recession and heading for long term depression. “We need to make every dollar count and we aren’t doing that.”
Councillor Grimble backed the call, praising the budget for its planned service and community expenditure but said the budget didn’t go “far enough”. “I certainly can’t support the rate rise increase,” he said. “I note Mr Mayor in your (budget paper) introduction you highlight the two percent rate increase is allocated to support the impact of COVID on business. “We see the change in the COVID environment - it’s now certainly a whole of community issue. We know that we’re now in
a recession. “At a time Mr Mayor where this pandemic is really only starting to be at a point when it’s escalating … I agree with Councillor Robinson we should be budgeting for a zero rate increase. “I know there are plenty of other local government municipalities that have actually done that. “When you look at what’s proposed in real dollars, the rate revenue increase this year is $687,000 - that’s $687,000 of additional rate revenue that won’t circulate in our local economy. • CONT.
