BUFFER-ZONE REINSTATED

BORDER residents of South Australia and Victoria will be allowed to travel within a 40km “buffer zone” from today after the South Australian government announced it would rescind its border ban on Tuesday.

From midnight on Thursday, cross border community members will be allowed to travel between South Australia and Victoria for essential purposes.

It comes after the South Australian government announced a hard border lockdown earlier this month, which came into effect last Friday and resulted in residents being cut off from jobs, schools, medical, veterinary and other services.

The SA Transition Committee met earlier today to discuss changes to health protocols within the state, including cross border travel.

Premier Steven Marshall made the announcement during a press conference, saying the lower number of active cases in Victoria gave the Transition Committee the confidence to reinstate the buffer zone.

“At this stage, provided there are no further community transmissions reported between now and Thursday, that 40km buffer zone will be put back in place,” he said earlier in the week.

SA Health’s chief public health officer Nicola Spurrier said the state’s health department now had more information about cases from Victoria, which formed the basis of the reasons for reversing the border ban.

“The reason that we are saying Thursday is that it will be 14 days, which is a full incubation period since the last case was diagnosed in the Glenelg Shire,” she said.

“It’s not just the number of cases or where they are from or the chains of transmission. It’s also to do with the amount of testing that’s being done in those regions along the border.”

Victoria’s Member for Lowan Emma Kealy welcomed the decision, saying that the restrictions had subjected cross border communities to “extreme and unnecessary measures”.

“We still need to see the details and ensure there is a clear and efficient process for genuine cases for exemption permits to be issued.

But it was absolutely essential that the South Australian Government changed its border measures and recognised the overwhelming effect they were having on our communities,” she said.

“The reinstatement of the 40km bubble won’t solve all the problems facing our border residents, but it is a much needed step in the right direction.”

All essential travellers will still have to produce evidence of a COVID-19 test taken in the preceding seven days in order to be able to travel over the border from Victoria.

West Wimmera mayor Bruce Meyer said the border closure affected their shire far more than any other in the Wimmera, and the confusion surrounding the closure was causing a myriad of issues.

“We have a lot of very angry people at the moment confused about the border,” Mr Meyer said.

“We expect a winding back to what the regulations were originally with the 40km buffer zone. That means crossing the border for schools will be okay, and the issues we’ve had in Francis with some people not being able to go to school there fixed.”

Mr Meyer said he hoped that issues surrounding medical treatment and work would also be resolved.

“We’re hoping those issues surrounding employment will be resolved too and people can visit GPs without any problems,” he said.

“We at the council have staff over in South Australia and hopefully they can access permits without an issue.”

LETTERS TO THE EDITOR RIVERFRONT ACTIVATION PROJECT COMMUNITY FEEDBACK Dear Editor, This project and the attitude of the HRCC really amazes me, as well as many others within our community.

The HRCC wants to undertake a multimillion dollar project that will do nothing towards the economic sustainability and viability of all types of businesses within our region.

For example: considering the fact that most industries are converting to computerisation and robotic operations; what will be the jobs and types of employment in our region in about twenty years’ time?

The HRCC’s attitude towards this whole concept exempliďŹ es the views of personnel who have always worked for a wage or salary, and would have never ran a selfowned business.

We currently have two serious problems throughout Australia, Victoria, and in particular our Local Region; the COVID-19 virus with having many health issues, and equally concerning, the economic situation that may be worse that the last GFC and possibly as bad as the Great Depression around the time of WW2.

The least the HRCC should undertake is; to defer any decision about ‘Riverfront Project,’ to be discussed at a time after all of the consequences of the COVID-19 have been thoroughly examined and then work out the best way forward.

I believe that if the HRCC continues on with the current mindset with this Riverfront Project in the current COVID climate, it displays a high element of ‘egoism,’ and at the same time, ‘much immaturity’.

Dear Editor, It’s time to call out self-serving state premiers and chief ministers who seem to believe they are petit PMs. They are jeopardising the lives and livelihoods of all Australians for what often appears to be their own short term and shortsighted political gain.

Queensland Premier Annastacia Palaszczuk recently declared, “In Queensland, we have Queensland hospitals for our people�.

This is inconceivable. We all pay taxes and subsidise Medicare. How dare she use a state border as reason to deny healthcare access to anyone. Meanwhile, she seems to have a had a virus outbreak in her own youth detention facility.

Rural communities on borders where cases are minimal or even non-existent don’t operate via a line on a map. They live, work and access education and healthcare across state lines.

The Western Australian Premier has declared WA could remain closed to business to anyone outside his empire until mid-2021.

Tasmania, likewise is a closed shop until December 1. Even the ACT and NT are in restriction mode.

Premier Dan Andrews has now announced that he will move to make “a minor change� to the Public Health and Wellbeing Act 2008 to extend the State of Emergency powers until September 2021. This is no ‘minor change’.

This is a dictator enjoying his daily berating of Victorians as if they were personally responsible for the death and destruction that he and his totally incompetent crew have caused.

His grab for power must be stopped.

We must have free movement of people across Australia and we must end, not

extend the lockdown of life and enterprise in Victoria.

What use is the National Cabinet if the state governments don’t cooperate and make decisions in the best interests of all Australians?

Australia’s federation is beginning to look more and more like an island of petty warlords than anything resembling a uniďŹ ed country, with rogue premiers going off the reservation to pump up their own egos or increase poll numbers before pending elections.

Premiers should be working in unison with the Federal Government to ensure the vulnerable are protected but the virus is managed and life is returned to normal.

Premiers must take the national interest into account. After all, we are ďŹ rst and foremost all Australians and ‘we are all in this together’.

Beverley McArthur MP Member for Western Victoria Dear Editor I am not surprised the HRCC never received the $3 million Sports Grant for the Splash Pool at the river. The Grants Commission would have realised the safety issues with toddlers near the river and that the proposed area goes under a metre of water when ooded. Council would have been better off, as some people had suggested, putting it where the Garden’s workshop and house is. That way the existing play area and toilets could have been utilised as well with no ood issues.

What an opportunity missed! As a member of the Aquatic Centre’s Management Committee I am extremely disappointed that

Council overlooked the next stage of the Aquatic Centre plans for the Water Fun Park.

The big slide and water splash pool would have attracted a lot more tourists to Horsham than this toddler pool at the river ever would.

We were shovel ready. Had it planned for years and approved by Council and only waiting for ďŹ nance.

I cannot understand why Council does not ďŹ nish the projects on its books. The Aquatic Centre has been promised the big slide water fun park, us geriatrics have been waiting for the thermal pool and associated change rooms for years.

The Police Paddock is supposed to be made into a major recreational area but put on hold, North Park remains unďŹ nished, what is happening with the Council Depot site and we keep hearing of work needing to be done upgrading the railway crossings and pedestrian underpasses etc etc.

The Horsham Town Hall is nowhere near ďŹ nished – the acoustics in both rooms are shocking, there is still a oor to go in the Main Hall and what happened to the big screen in the Main Hall that was going to be looked at again.

Council spruiked so much about having Jimmy Barnes playing to 500 people in the Theatre and live screening it to another 500600 people dancing in the Hall.

Horsham would progress greatly with these projects ďŹ nished. A ring road and second bridge surely should be a major priority before spending millions on the river. I hope the new Council has the same opinion as I have.

The money would have gone towards a nature-themed water play park for the Wimmera riverfront near the Horsham Caravan Park.

Disappointing, it would have been a great accessible water play option for many local families.

HORSHAM Rural City Council’s new governance rules came under fire at Monday night’s council meeting.

Under the new governance rules, a councillor will not be able to propose a notice of rescission unless it has been signed by at least three councillors.

Prior to the policy update, a rescission motion could be made by a single councillor.

Horsham and Northern Grampians shires are the only Wimmera councils to include such a requirement in their governance rules, and there is no requirement under the Local Government Act or in the model governance rules put out by Local Government Victoria as a guideline for councils.

All Victorian councils are required to enact updated governance policies by September 1 under the Local Government Act 2020.

However, the newly-elected council will have the power to review them.

Councils across the state have generally followed one of two model governance rules - those of LGA, or what’s known as the Maddocks template. Horsham has used the Maddocks template, deeming it easier to read and more relevant to the current operations of the council.

The update comes just weeks after Councillor John Robinson moved a rescission motion over the 2020-21 council budget. In a special meeting the following week the motion was defeated.

The policy has undergone public submission periods as well as briefing meetings within the council, but came under heated debate on Monday night when it was put on the agenda for approval.

Cr Grimble moved to amend the rescission motion requirement to remain as it was, but was ultimately defeated and the resolution to adopt the rules was passed.

“I believe the rescission motion is an important strategic opportunity that each individual councillor has when it is used for appropriate debate,” he said.

Cr John Robinson spoke in support of the amendment.

“A rescission motion is for all intents and purposes a form of a notice of motion, and the rules that apply to a notice of motion should apply to a rescission motion,” he said.

“The issue with having three signatories means there’s been an element of decision making made before the rescission motion comes to council.

“Any single councillor should be able to put something up and then it is voted on on its merits.”

Councillors Pam Clarke and Mark Radford both spoke against the amendment.

“These governance rules really come from a template by Maddocks Lawyers - these laws

and rules have been out for public comment and we’ve had comment back,” Cr Clarke said.

“Now we have a really good document and the reason we went with Maddocks Lawyers is it’s clear, easy to understand, and it covers all aspects of our governance.”

Cr Clarke also described the motion as “disrespectful”.

“We’ve seen over the last nearly four years the most amazing disrespect for governance,” she said.

“To make major decisions like this on such an important document at the last minute, when we’ve had discussions on this and we’ve all had an opportunity to look over the document, to wordsmith a document in a council meeting is so disruptive and disrespectful to the process.

“To wordsmith a document in this council meeting is just not on. The community has had their 21 day period to look at the document, comment on it and bring it back; we reviewed it again, we’ve made changes.

“There are reasons for some of these changes and one of them with the rescission motion is that we don’t have situations where we have constantly rescinded motions, which blocks and disrupts the process of council, so I think the rules and regulations we do have are appropriate.”

Cr Grimble called Cr Clarke’s comments “scaremongering”.

“If the document requires some slight amendments before I adopt it, this is the time to do that. This is around governance and leadership,” he said.

“What the office has put up is a report for the councillors to consider and consider whether indeed they adopt it or not adopt it. I’m happy to adopt it with a slight change in the wording.

“That is my role and I do take some issue with being challenged consistently around some sort of governance process that this council is conducting.

“Every time I do something like that, which is my right as a councillor and what I’ve been elected to do, and get some sort of commentary around governance, in actual fact this is the meeting to do that. This is governance.”

In a statement, Horsham Rural Ratepayers and Residents president Di Bell said the council needed to explain how the new rescission motion policy - and other governance policies - were in line with good governance: “In the interests of good governance and transparency, which the community is entitled to under the Local Government Act, HRCC needs to explain to the Community exactly how the following changes: 1. Are in line with existing meeting procedure as they claim 2. How these changes will improve governance in the interests of the community, ie. reasons these changes were recommendedCEO please explain and; 3. Councillors who voted for the change.”

Quantong family’s pizza idea proves a winner

A SMALL idea has proven the catalyst for a burgeoning weekend business for one family living in Quantong.

When Andrew Dodson (Shetty to his mates) and his family decided to buy a small pizza oven one day little did they know they would be delivering pizzas throughout Natimuk, Vectis and Quantong.

“We went into Harvey Norman to buy a small pizza oven for ourselves and next to it was a much bigger, and shinier silver thing and we all said we wanted that one,” Mr Dodson said.

“We started cooking at home for family, and then my cricket club Apsley asked if I’d have a pizza night to raise some money and I got phone calls from other people and it built up from there.”

A small, innocuous beginning became Shetty’s Wood Fired Pizza, serving the local community tasty hot pizzas on Friday and now Saturday nights.

“We moved to Quantong last year after 14 years in Goroke, and considering the virus has meant not as many places were open why not just deliver to the Quantong area,”

he said.

“It’s been really well received.

“We did 55 pizzas on the first Friday night we were open, last week we did 86 pizzas and now we’ve decided to do Saturday nights as well.”

Shetty’s is a family affair, with older daughter Nikiesha preparing pizza, wife Michelle manning the orders and supervising, with younger daughter Drew taking on the delivery driving duties with the help of a friend.

“We had to talk to VicRoads because Drew only turned 18 in June, so we had to get an exemption from VicRoads so she could get her licence for work purposes,” Mr Dodson said.

“And she studies at St Brigid’s and then they had the COVID-19 scare and she had to go into isolation for two weeks. So we rescheduled her licence and she got her P plates on the Thursday night and she was driving Friday night.”

The family continue to run the service station in Goroke, with Michelle also working for the NAB in Jeparit and Rainbow, while Friday and Saturday night’s are reserved for pizza making.

TREACEY MAKES STREET NAME LIST HORSHAM Rural City Council has voted to include the name Treacey in its street naming list.

Horsham resident Margaret Treacey put the request into the council to honour her late parents, Frank and Dorothy.

Council has over 60 names on its street naming list currently and noted that it can take time before developers choose names to use.

The family moved to the area in 1953 and both were actively involved in the community, particularly the Rotary Club of Horsham and

the Red Cross.

Councillor Pam Clarke recommended that the council endorse the motion.

“They’re a good family, they’ve been involved in Horsham in the Red Cross and many other things over many years so I think it’s a fitting name to be included on the list,” she said.

Cr Alethea Gulvin endorsed the motion.

“I think it’s a privilege to read through the history of people’s lives and the biographical achievements to be recorded - I think that’s pretty cool to have,” she said.

STAWELL UPGRADE SEEKS COMMUNITY CONSULTATION

THE first stage in the plan to revitalise Stawell has been unveiled, with draft plans posted online for residents to peruse at their leisure.

The draft Urban Design Framework, designed by Hansen Consultants, was made public on the Northern Grampians Shire website on August 24 following a period of community engagement in June.

The plans will remain on display for three weeks, with the council encouraging all residents to take part in the ongoing consultation.

The council thanked the community for its response, and said it had received over 120 responses to their survey.

Thirty pins were also placed on the virtual map with location specific feedback, eight of which related directly to the highway or land visible from it.

“This is a great opportunity for locals to continue to have their say to help make Stawell a better place to ‘live, work, invest and visit’,” mayor Murray Emerson said.

The council stated that the aim of this stage is to improve the first impression of travellers along the highway. It was designed to accommodate for the proposed Western Highway duplication, including the future intersection upgrade at London Road.

The new design is to entice travellers

to both stop at strategic locations along the highway, as well as turn off to the town centre more frequently.

Hansen Consultants highlighted the relevance of the intersection of Seaby Street. They hope to support the intersection as a major road link to the CBD. To do this, they will create a reinvigorated Pleasant Creek Historic District and increase signage, and add ‘gateway nodes’ on either side of the intersection.

Other key areas identified for improvement were the visual character of industry and business along the highway, accessibility to visitor services and the creation of a more attractive rural township avenue.

The council hopes that through the new design and development, Stawell will feel more cohesive and purpose driven.

The broader town plan guiding the vision for the whole township is expected to be exhibited in November.

“We think this will stimulate a lot of positive discussion within the community in this second phase of consultation,” Cr Emerson said.

“First impressions count in country towns when it comes to driving economic growth and encouraging potential residents to settle here. It’s also critically important to make sure our town functions well for existing residents and continues to make them proud.”

Sole traders forgotten in COVID-19 business support

SOLE traders have been denied access to Victorian business support funds because they don’t employ staff other than themselves.

Warracknabeal couple Steve and Michelle Friend own and operate the Warrack Motel together. Mr Friend said the motel was currently only at 10 percent occupancy and the financial hit was significant.

“We’re only open for work related travel and not any recreational bookings at all,” he said. “We can only take work related bookings, and those with a permit.

“Only last weekend we had a person with a permit stay here so they could say goodbye to a loved one. That was sad. We’ve done 27 room bookings in the first 25 days of the month, when our usual

occupancy would be at least 70 percent.”

While Mr Friend said that he was supportive of the state government in most coronavirus measures, he said the state and federal government had not thought about sole traders.

“Mind you, from what I hear, JobKeeper and JobSeeker have been amazing support to nonemploying companies if they qualify.

“But my wife’s money is being cut soon, and the job keeper payment loses $300 a fortnight soon as well.”

Mr Friend said he knew of numerous people who had their businesses set up differently, or employed people who could access the extra funding available.

“My two-person business is

hurting as much as the bloke next door,” he said. “Granted if I don’t have anyone in the motel staying I have reduced goings out, but I also have zero coming in sometimes too.

“We’re a bit luckier than some though because I don’t have to rent - I own the place. I wrote to the premier’s office regarding this and was simply told back that things were set up this way. It hasn’t been thought through. If you’re not an employing company you get no assistance at all outside of JobKeeper or JobSeeker. It would be great if there was an even playing field.”

Mr Friend has been in contact with Member for Lowan Emma Kealy who has called on Premier Daniel Andrews to extend support to sole traders.

Six West Wimmera Health Service staff assisted Ballarat Health Service to deliver the testing across Monday and Tuesday.

Similar mass-testing has been done recently in Stawell at Frew Group abattoir, where 500 staff were tested over two days.

West Wimmera Health Service chief executive Ritchie Dodds said it was not expected the testing would return any positive results.

“There were no indications that anyone had COVID-19 but this was a proactive measure,” Mr Dodds said.

“Three Ballarat health staff came down and we had six of our staff here assisting,” he said. “It was all asymptomatic testing, and if someone was positive you can catch it early.”

Luv-A-Duck chief executive James Thompson said he was grateful for the understanding and patience of his staff, and the assistance of the local health service.

“We’re very thankful to West Wimmera Health Service for their help,” Mr Thompson said.

“We haven’t had issues with the virus in Nhill but because of what has been happening in Melbourne with various abattoirs it was thought to be a good idea.”

The testing was a compulsory measure under instructions from the public health commander that specified testing was to be done by August 25.

LOCAL CONTRACTS AWARDED THREE roads will undergo works in the Horsham municipality after Horsham Rural City Council awarded tenders to local contractors.

A tender was awarded to Terfo PTY Ltd to reconstruct Albert Street and Rodda Place between Jones and Hennessy Streets, while M.F. and J.L. Willmore Contractors won a tender to reconstruct West Wail Road just west of Buloke Lane in Pimpinio.

The contracts total $624,801.

The council received 12 tenders in total.

Council’s water park funding bid unsuccessful

A FUNDING application Horsham Rural City Council submitted to fund its proposed water play park has been unsuccessful.

Council applied for $3M from the Victorian Government’s Community Sports Infrastructure Stimulus Program back in June, which had a total of $68M to distribute across the state.

The funding was part of the government’s suite of COVID-19 assistance grants, made available to assist Victoria’s economic recovery. It was designed for shovel-ready projects and applicants could apply for up to $10M. Council chief executive Sunil Bhalla said the council will continue to look for funding opportunities for the play park.

“We are disappointed to have missed out this round. But it is exciting to see some

important projects funded in our wider Wimmera region,” Mr Bhalla said.

“We understand that the funding round was highly oversubscribed and we encourage both the state and federal governments to provide more COVID stimulus funding in the sport and active recreation space.”

The funding application was endorsed by the during its June meeting and was met with community backlash and claims of insufficient consultation over the project.

At the time members of the Horsham Rural Ratepayers Group and the Horsham Aquatic Centre Advisory Committee raised concerns over what they called a lack of community consultation and clarity around the park’s design, size, and proposed location.

Horsham Aquatic Centre Advisory Committee members said the centre had

had a shovel-ready splash park project ready and waiting for funding since 2015. At the time the mayor, Councillor Mark Radford, said there was room for both projects in the town.

The park forms a part of the council’s City to River Masterplan. The first stage of the plan concerned the Wimmera River precinct, and included proposals for a cafe, walking and cycling trails, and a water play area.

The draft concept plan for the Riverfront Activation Project, known as stage one of the masterplan, has been on public exhibition throughout August and ended on August 23.

Several public meetings were recently held via video conferencing, both for community questions and feedback.

Residents were also able to engage with members of the Community Reference Group.

Across the public exhibition period the council received just over 60 submissions via online and hard copy surveys, as well as during the video conferencing.

Now the council will collate the feedback and present the final Concept Plan to the council and the Community Reference Group in late September.

Biodiversity conference

Biodiversity can get some people reaching for their heart pills while others are keen to learn what it’s all about and why it is not a threat but a word that is used to encompass all living things.

The name and meaning has become better understood only in recent years.

The 23rd annual Wimmera Biodiversity conference is on again this September. But it is not the usual gathering of interested parties in a comfortable little hall somewhere in the region.

For this year there will be a series of days all online. This is not an uncommon experience for a lot of people but this conference has not tried it in this format before.

The Wimmera has been holding discussions for more than two decades about the biodiversity of western Victoria. It is just that it has always been face to face.

The headline this year is “From Little Things” and is covering a wide range of topics from insects, fungi, orchids, fat tailed dunnarts, and recreating grasslands. Over the years many great topics have been unstitched and resewn and it has allowed a lot of people an insight into species that you don’t normally see or answer questions about unusual sightings and observations.

The sessions are all free and will run from 11am to 1.30pm and you can stay in the comfort of your own home, if you have the connections. These will be on Thursday September 3, 10, 17, 24 and October 1. To be part of it you call to register to get the right hookup. Not the same as the annual gathering but at least the hard working committee has kept the function together and great credit to them. I have not been part of the group for many years but I still like to attend.

Horsham world war two veteran honoured

CYRIL Webb, one of only four remaining WW2 veterans in Horsham, has been honoured for his service on the 75th anniversary of the

end of the war.

Mr Webb, 95, and a resident of Ingenia Gardens in River Street in Horsham, received his award on August 19.

said, “I am quite thankful because I didn’t expect it in the first place.

“It was so nice to be acknowledged and now I have my award framed and hanging on my wall where I can see it.”

Mr Webb enlisted with the Volunteer Defence Corp when he was 18 and worked on the farms of men sent overseas to fight.

“I was about 18 years old when I enlisted in the VDF, travelling around to different farms and we only had a bath and changed our clothes once a week – it was hard work, but that’s the way it was,” Mr Webb said.

“We didn’t have a lot to do with the war part of it but did our bit back here during the war,” he said.

Some of Mr Webb’s tasks on the various farms he worked on were shearing, fruit picking, mending fences and doing general maintenance work. It was usually back breaking and tiring work but Mr Webb said he was just doing his part.

“It was essential to have people like us at home to help, and we also had regular rifle training so that we were prepared to head overseas to fight,” Mr Webb said.

Mr Webb said he and his wife still remain involved in the RSL community in Horsham.

AMBON AND HAINANBONEGILLA-TRAWOOL LOSS ON ARBON AND HAINAN OF GULL FORCE By the HORSHAM RSL SUB BRANCH Laurence died on 13th August 1945 two days before the official announcement of the surrender of the Japanese on 15th August 1945. The Japanese surrender was signed on 2nd September 1945 on Laurence’s birth date.

Albert Laurence Taylor was born on 2nd of September 1918 to Albert and Jesse Taylor of Noradjuha. At 23 years of age he enlisted in the Australian Army at the outbreak of the Second World War at Royal Park Melbourne.

His service number was VX30828 2/21 Battalion A.I.F 8th Division Gull Force. Prior to enlistment on the 7th of June 1940 he was living at Noradjuha near Horsham. He name is commemorated on the Natimuk Honor Board.

The 2/21st was formed at Trawool near Seymor in central Victoria on July 1940.

Men, who had volunteered to join the A.I.F at various depots in the Melbourne suburbs, country towns and in particular Shepparton, were transferred to Trawool to join this Battalion.

The camp was on the Shepparton side of the Goulburn River due to the large number of men volunteering for active duty in the Middle East.

Training to make the men fit began with an acute shortage of equipment.

There were frequent marches, hill climbing exercises and digging slit trenches.

Southern command ordered that all 8th Division units be transferred to a new camp at Bonegilla near Albury. The 2/21st and 2/22nd Battalions left the Trawool camp on 23rd September 1940 to March with overnight bivouacs, a distance of 146 miles over 11 days. They were met by the 2/23rd Battalion from Albury on 4th October 1940. Full scale training

began with clothing and equipment supplies improving. As other units passed through the camp on their way to active duty these battalions felt they were being left out.

On 23rd March 1941 the whole battalion left Bonegilla camp to begin the long journey across the centre of Australia to Darwin. Camp was made at Winnellie where they trained until on 9th December 1941, they were notified to prepare for embarkation overseas, later to be told their destination was Ambon.

Gull Force was formed with the following attachments joining the battalion: C Troop 18th Anti-tank battery, 3 sections of the Field Coy, 1 section of the Australian Army Service Corps, 2/12th Field Ambulance Detachment, 23rd Special Dental Unit, and 104 Light Aid Detachment.

The additional troops added less than 200 to Gull Force bringing the total strength to 1131. A convoy of three vessels – SS Both, SS Valentyn and SS Patras were escorted by cruiser HMAS Adeliade and corvette HMAS Ballarat the 650 miles to Ambon.

AMBON Gull Force was sent to Ambon to defend the strategic islands harbor and air strip under the command of Lieutenant Colonel Leonard Roach.

When an overwhelmingly larger Japanese force of approximately 20,000 landed on the Island in January 1942 Gull Force numbered 1131 men, most of them Victorians. Colonel Roach despaired at the situation facing the Battalion. Cooperation with the Dutch forces was difficult, transport, air, artillery support and reserves of rations and ammunition were limited.

Lieutenant Colonel Roach a series of messages urging for reinforcements and that, the defence of Ambon was untenable. He was removed from command and replaced by Lieutenant Colonel William Scott. The Battalion was split into two groups. 292 were sent to defend the airstrip at Laha on the western side of the bay that almost splits Ambon in half.

Three Battalions of Japanese infantry an one of marines landed on the night of 30 January 1942. In the hours that followed 47 men were killed in action, eleven escaped, five managed to join the rest of the force on the other side of the Island, and 229 were massacred after surrendering.

During the conflict on the other side of the island, seven members of the Gull Force were killed in action, 804 became prisoners of war. Of that number 267 were subsequently taken to the Chinese island of Hainan by the Japanese where 86 died as prisoners.

One of these soldiers was Albert Laurence Taylor who died on 13th of August 1945, two days before the surrender of Japan. The camp he was in was liberated on the 27th of August 1945, 14 days later.

Of the five hundred and twentyeight men who stayed on Ambon only one hundred and nineteen survived, the rest died of starvation, overwork, disease and brutality.

HAINAN October 25th 1942 the Taiko Maru was used to transport 267 Australian and Dutch prisoners through the South China Sea to Hainan Island, a small (approx 160 miles long) island 15 miles south of the Luichow Peninsula off mainland China. The ship anchored at Bakli Bay on the southern end of the island on 5th November.

The men were detained in the Hashio prison camp, set in desolate, desertlike terrain. During their imprisonment the men had to endure harsh treatment, less than adequate rations, inadequate basic medical supplies and brutal treatment at the hands of the Japanese guards. It seemed to all that the plan was to eliminate the prisoners by a combination of overwork, ill treatment and starvation. On August 30th 1945 prisoners were officially told that they were finally free. American soldiers had parachuted on to the island, bringing food, medicines, drugs, and some clothing and also the news as to how the war had ended with the dropping of the atomic bomb. All

Horsham RSL Military History and Heritage Library Coordinator Sally Bertram said the personal stories that come from World War Two – and all wars − hold such incredible value and history and she feels lucky to be part of a team that are keepers of such stories and memorabilia.

“So many families have someone that has served and has a story, sometimes tragic or brave, and in my eyes, all are worthy of being remembered,” Ms Bertram said.

“Our boys copped a lot and did their job for our country without wanting accolades or acknowledgement, and veterans like Cyril deserve a lifetime of gratitude from us all.

“The servicemen and women who have served, whether at home or overseas, have seen the unimaginable and to see that there are veterans like Cyril still with us living a good life in retirement at Ingenia Gardens is so nice – I thank everyone that has served and they should be remembered and acknowledged.”

the men capable of travel were sent to Samah, 110 miles from Bakli Bay, by train where Scott and a party of 30 Australians and 30 Dutch left for Hong Kong aboard HMS Queensborough.

Macrae and the rest of the men were taken to Hong Kong aboard HMS Glenearn. Major Macrae and his men joined the advance party on HMS Vindex and sailed for Australia – arriving in Sydney on October 3rd. Some of the infirmed men were bought to Australia aboard the hospital ship Jerusalemme.

Surviving Gull Force POWs on Ambon were told of the end of the war and given their freedom on 10th of September 1945. Four Corvettes, the Junee, Glenelg, Cootamundra and Latrobe were sent to Ambon to rescue the remaining men and they were taken to Morotai to recuperate before returning to Australia.

Pte Albert Laurence Taylor’s remains and those of 70 other soldiers were moved first from Hainan 17th of March and 2nd of April 1946 to Hong Kong where by error, they were reinterred on 17th of April 1946. Then from Hong Kong to Yokohama War Cemetery to their final resting place Yokohama War Cemetery. They were all part of Gull Force. Many families were not supportive of this move.

It had been decided at the time that there was an insufficient number of graves to justify the establishment of

a permanent cemetery at Hainan. The reasoning behind moving the soldiers was that the island was inaccessible for relatives and upkeep there would have been difficult.

They wanted all Australians who died in the area to be buried together.

Yokohama already contained the greatest concentration of Australian dead. This cemetery had been selected as the permanent cemetery for the North Pacific Area.

It was also feared that the communists would block family access to the island. Movement of the dead was not uncommon. Most POW’s graves were located to zoned cemeteries after the war.

Laurence’s cousin, Kenneth Basil Coates born May 7th 1917 at Natimuk, VX30822 HQ coy 2/21 Battalion enlisted at the same time as Laurence. Kenneth died on Ambon (POW) 19/7/1945, 27 days before the surrender of Japan and 25 days before Laurence. Kenneth was 28 years old.

He is buried at Ambon War Cemetery, Amboina Indonesia. Kenneth was son of Jim and Eva Coates (nee Taylor) Research on Laurence supplied

Election announcement welcomed by Wimmera councils

LOCAL government elections will go ahead as scheduled on 24 October this year, and for the first time will be held by a state-wide postal vote.

Horsham Rural City Council mayor Mark Radford said the council had been advocating for the elections to be held in October as planned.

“What it does is give surety to the community and the candidates, particularly in the last three weeks since Melbourne has been in severe lockdown restrictions, which highlighted that the elections might be delayed,” he said.

Councillor Radford encouraged anyone “tossing around the idea” of running to attend an online Victorian Local Government Association candidate information session.

Horsham has already run two, but sessions in other municipalities are open to anyone.

“You can get the same information,” Cr Radford said.

“It really is the first step. The second is to do the official online training which is with Local Government Victoria.”

Cr Radford also said potential candidates could speak to current and former councillors, as well as council CEOs - whether in their own municipality or a neighbouring one - for advice.

“All that learning is good to help you make your decision,” he said. “We are at the stage where we’re encouraging people to think about running. Diversity is encouraged, so whether you’re a man or a woman, younger or older, the only grounds for qualification is to have passion for your community.”

Yarriambiack Council mayor Cr Graeme Massey said he is not surprised by the decision and that it would be hard to predict what the COVID-19 situation would look like in 12 months’ time if the elections were to be postponed.

“Even though most councillors would like to see it put off for 12 months, there is no guarantee that conditions will be better in six or 12 months time,” he said.

He said the impact of the decision would be felt more by metropolitan councils.

“I feel sorry for councillors and potential candidates in Melbourne where they can’t campaign.”

In regional Victoria, movement has not been restricted to the degree it is in Melbourne and Cr Massey said metropolitan areas do not have the same resources available to them to campaign.

“We’ve got media that we can use,” he said.

“We’ve got press and they seem to have limited newspapers in the metropolitan area.”

West Wimmera mayor Bruce Meyer said he wasn’t “phased” either way about the timing of the election. However, restrictions

had meant less engagement with candidates.

“I’m not expecting there to be as much interest (this time),” he said.

“People aren’t being encouraged to give it a go.”

Minister for Local Government Shaun Leane said his decision was informed by discussions with the Chief Health Officer and the local government sector.

He said, “The Chief Health Officer has advised that October represents a period when risk is

EXPENSES POLICY REVIEW CALL THE new Horsham Rural City Council will have the opportunity to review the council expenses policy after the current council voted it this week.

Councils are required to pass a new expenses policy under the Local Government Act 2020 before they go into caretaker mode for October elections, and it replaces the Councillor Expense, Reimbursement and Support policy.

The council sought community feedback on the draft policy across a 21-day period from July 8 to 29, 2020 and received one submission.

The new policy will include members of delegated committees within its scope, and allows for reimbursement of childcare costs and carer costs.

In October local government elections will

take place, and Councillor David Grimble moved a motion to provide the new council with an opportunity to review the policy within six months.

“I believe it’s imperative the new council actually have a look at their own expenses policy to make sure it’s consistent with the way they want to operate,” he said.

Cr Pam Clarke said it was “imperative” the new council fully understand the new policy.

“It gives the new councillors an opportunity to really learn about the expenses policy - it can be quite complex sometimes and you can get yourself into a lot of trouble if you really don’t understand these kinds of policies,” she said.

“It’s really important to your credibility to understand this kind of policy, and for your own ethical wellbeing so I think it’s a good idea.”

“We’d like a testing station within the 40km zone, and we are trying hard to get that set up,” he said. “So people can cross still with a permit, but aren’t continually held up.”

Maddi Redding and her fiance Hamish Kester live in Apsley with their six month old son, Fergus, and have been severely impacted by the border ban.

Mr Kester is a contract harvester and Ms Redding is a nurse at the Naracoorte Hospital, although she is currently on maternity leave.

The reinstated buffer zone eases some pain for the family, but not all.

“I would be able to go to work if I wasn’t on leave, yes. It’s one bit of stress taken away for us,” Ms Redding said.

The family is also waiting on changes to

the border restrictions at New South Wales and Victoria, as Mr Kester works in both states during harvest where he earns half the family’s annual income.

“Sixty percent of Hamish’s work is in New South Wales, and as it stands he still cannot go to where he needs to, at this stage,” Ms Redding said.

“So it’s definitely more positive but we’re not quite there yet. Where Hamish harvests is one of about half a dozen of Australia’s main grain harvest areas, so it’s not just us that need to get up there.”

At least with access to South Australia, the family can rely on some income.

“We would be able to get by, with header repayments and the like, with South Australian and Victorian work.”

Western Highway protestors vow to continue fight

THE Djab Wurrung Heritage Protection Embassy has said they will not be leaving their protest sites along the Western Highway development, despite confirmation that works will go ahead.

“The Embassy is set to stay where it is forever and a day,” Djab Wurrung Heritage Protection Embassy leader Zellanach Djab Mara said.

The statement comes after Minister for the Environment Sussan Ley rejected the application for heritage protection over the culturally significant trees in the development area, enabling the highway duplication to commence as planned.

Western Highway Action Committee chair, Councillor Kevin Erwin said, “I think it’s reached the stage where we just need to get along with the work.”

Mr Djab Mara said, “We the tribal society say there is no consent.”

The Djab Wurrung Heritage Protection Embassy set up camp back in June 2018

to protect culturally relevant trees which include sacred birthing trees where over 50 generations are believed to have been born.

The Western Highway project, which involves duplicating the road between Ballarat and Stawell, was officially started in 2010 but has faced a series of litigation delays as well as protests on the site.

In 2019 an agreement was reached with the EMAC, who represent the Traditional Owners of south-western Victoria, for an exclusion zone to be established around some of the culturally significant trees.

They also successfully advocated for Major Road Projects Victoria (MRPV) to develop a realignment of the highway corridor to protect 16 of the 22 trees identified as culturally significant by Djab Wurrung Traditional Owners camping at the protest sites, including two nominated birthing trees.

EMAC said, “We are satisfied with this outcome – it strikes a reasonable balance between cultural heritage values and the need to improve road safety and useability.”

The Victorian Ombudsman completed an

investigation into the planning and delivery of the Western Highway duplication project that found that the Victorian Government planning agencies involved in the project and the Eastern Maar Aboriginal Corporation (EMAC) all acted in good faith.

It also found those opponents to the project had acted in good faith and had achieved a victory in standing up for Country.

In a submission to the Victorian Ombudsman earlier this year, Djab Wurrung people in opposition to the project said that the highway works would involve unacceptable impacts to cultural heritage in the area.

An oral submission stated: “You can’t separate the land from the tree, or the tree from the land… It’s still going to go through and take out a part of sacred Country.”

EMAC has said, “We are strengthened by the voice of EMAC citizens who, like anybody, have the right to question any decision-making process.

“This underpins the foundations of Aboriginal governance in Victoria.”

While the Victorian Government has obtained the necessary planning and heritage approvals to begin the project to widen the highway, members of the Djab Wurrung Protection Embassy have stated MRPV still do not have their consent to begin work.

Mr Djab Mara said the land marked for the highway duplication is “like a church for us”.

Cr Erwin said that the project is a matter of road safety.

“This important project has undergone numerous checks and balances and reviews it’s time for the works to continue to ensure a safer Western Victoria,” he said.

“It’s fantastic that earthworks, drainage and widening of the existing highway within a 3.85km section have progressed so far. It’s now time we get on with the rest.

“This duplication work will not only improve safety, but provide a vital, and much-needed boost to the local economy.”

Mr Djab Mara said that the Djab Wurrung Protection Embassy would “remain very peaceful” but has no intention of leaving their protest sites.

CORELLA CONTROL PLAN ADOPTED

WEST Wimmera Shire Council will undertake a range of activities to control corella populations after it adopted its draft Corella Management Plan 2020-2024 last week.

Council will engage a pest controller at the start of corella season each September to shoot “scout birds”, with the intention of discouraging following flocks.

It will also undertake an educational campaign to inform the public about corella season; work with neighbouring councils and local authorities to encourage a coordinated approach; review infrastructure design elements to try and increase resilience; and use

gas and flare guns, lasers and stockwhips to disperse the birds.

A response from the Department of Environment, Land Water and Planning suggested that council designate a roosting area to the birds out of town so that when scared away they have somewhere else to go, rather than returning to town at a later time.

The council received four submissions while the draft plan was put out for public exhibition during June and July.

Edenhope Golf Club, Edenhope Lakeside Tourist Park and the Department of Environment, Land, Water and Planning all supported the plan, while an Aspley resident opposed it.

The plan stated there was no single perfect solution to corella control and described the birds as: “intelligent, social birds which flock and roost together. The birds mate for life and can live up to 50 years of age.”

They frequently attract noise complaints as well as complaints about the damage they cause to infrastructure and recreation areas.

The council’s report also stated that the birds sometimes discourage visitors from staying longer, but that the potential attraction of native birdlife to tourists had not been explored.

In the past West Wimmera has attempted similar control measures including hand-held laser lights to disperse roosting corellas; firing non–lethal bird frightening cartridges to scare

corellas; shooting with live ammunition to reduce corella numbers; and advocating to the state government to assist councils in the region to manage the issue in a coordinated way.

The report also noted that all native wildlife is protected in Victoria: “It is an offence to kill, take, control or harm wildlife under the Wildlife Act 1975. It is also an offence to use poisons to kill, destroy or take wildlife. Anyone wishing to control wildlife must have an authorisation from DELWP”.

The effectiveness of the plan will be reviewed in 2022. The council will examine the number of complaints received, the amount of material damage caused, and other metrics to determine the plan’s effectiveness.

Homelessness “through the roof” during pandemic

By Caitlyn Quinn THE number of people at risk of homelessness in the Wimmera has increased during COVID-19 and Uniting Wimmera has warned that it is a hidden pandemic.

Over the last 12 months, Uniting Wimmera has provided 495 nights of crisis accommodation, but in recent months staff have noticed a significant spike in the demand for crisis housing.

“Since COVID, the demand for crisis housing has gone through the roof,” said Louise Smith, Manager of Homelessness Services for Uniting Wimmera.

Part of the increase is due to an increase in domestic violence, but Ms Smith said there is still chronic underreporting of family abuse.

“We are seeing an increase but not as much as we think is out there,” she said.

“There’s a lot being unreported due to isolation.”

Ms Smith noted that housing highrisk individuals and families is a priority.

“Every service is doing everything they possibly can to reach out and try and support as many people as possible,” she said.

In the Wimmera, housing options are extremely limited and the small pool of short-term accommodation available are “remaining fuller for longer because the options of private rental are not accessible to a lot of people we work with,” Ms Smith said.

The Inquiry into Homelessness in Victoria heard that the lack of accommodation available to support people experiencing homelessness is crippling support services in regional and rural areas in the state.

Under-resourced mental health

services were also listed as a key contributor to the homelessness crisis and Ms Smith agreed that it is an issue impacting the Wimmera.

“We have a higher percentage of people who suffer with mental health issues,” she said.

Dr Kerryn Rubin from the Royal Australia and New Zealand College of Psychiatrists spoke at the Inquiry and said that unstable housing is severely detrimental to the recovery of people experiencing a mental health crisis.

Ms Smith said it was extremely difficult to support families struggling with mental wellbeing issues if they don’t have stable, permanent accommodation.

Uniting Wimmera provided support to 1233 people experiencing homelessness over the last 12 months, which included 300 children under the age of 14.

Ms Smith said the community does not realise how widespread the issue of homelessness is, as it is often unseen.

“It is a hidden homelessness here, there’s no doubt about it.”

Many people assume that homelessness is only experienced by those sleeping on the streets, or in parks, but Ms Smith said homelessness includes anyone who does not have safe and stable accommodation.

She said, “Homelessness doesn’t have to be people in the street it can be people sharing someone’s house because they don’t have their own and that’s only for a limited time, we have people living in their cars because they have nowhere else to go.”

While the stigma surrounding homelessness still remains, the COVID-19 pandemic has revealed to people that anyone can find themselves without employment and facing

economic hardship.

“There is still definitely a stigma around homelessness but people might be surprised that it’s not just low socioeconomic groups that suffer from homelessness,” she said.

“There’s lots more people at risk of homelessness now than I think there ever has been in our lifetime due to COVID.” She hopes that the Inquiry into Homelessness in Victoria will result in action being taken to address the issue.

“There’s lots of inquiries and decisions but what we really need is to have a plan to move forward and that plan to come true.”

In the meantime, Uniting Wimmera and other support services will continue to advocate for more housing so that they can better support members of the community experiencing homelessness.

DIMBOOLA’S TALLEST CITIZEN ARRIVES

DIMBOOLA'S newest resident is not the typical blow-in the town is used to.

Rafferty, a 3.7 metre giraffe has made itself home in the Dimboola Imaginarium.

The giant stuffed animal arrived on Monday last week and has already created a stir with people coming to visit the giraffe after seeing it online.

“It’s not everyday that a 3.7 metre giraffe arrives,” said Chan Uoy, co-owner of the Imaginarium.

“Not every house can fit a giraffe in it! It’s the new elephant in the room,” he said.

Mr Uoy and his partner decided to take advantage of the 4.5 metre high ceilings at the old National Bank of Australasia that houses the gift shop and their home.

“And also it’s Jamie’s birthday present,” said Mr Uoy. Jamie Uoy celebrated his birthday on July 20 and the giraffe was scheduled to arrive on the day but was held up in Horsham as a truck big enough to transport the toy had to be sourced.

A naming competition was held last week on the Imaginarium Facebook page with over 50 entries.

Rafferty was the name the Imaginarium owners felt most suitable, and was submitted by Kerrie Clark.

Tom McErvale who works at Dimboola Stockfeed spent his lunchtime last Monday helping move the giraffe into its new home.

Rafferty now lives in front of the bookcase in the

Imaginarium.

Mr Uoy said another reason they acquired the giraffe was to bring joy to the community.

“Everything in the Imaginarium is about giving joy,” he said.

“We’ve had older ladies come through and just giggle with happiness just to be near the giraffe and that’s been wonderful.”

He said bringing enjoyment to the town is more important than ever and said, “I think we all need cheering up.”

The hope is that the giant stuffed animal will replicate the feeling of a New York or London toy shop.

"By having the giraffe there we’re sort of leaning towards that without being a fully fledged toy shop,” Mr Uoy said.

The Imaginarium stocks smaller stuffed toys from the same brand, Hansa, which make realistic plush animals made from recycled plastic bottles.

Chan and Jamie Uoy moved to Dimboola in April last year and opened the Imaginarium at their home in the old bank a few months later in November.

“We’re lucky to have a place in the old bank where we can be creative,” Mr Uoy said.

“It’s basically a stage for us to operate from where we can be a bit more imaginative and creative.”

The gift shop also serves as the pair’s living room and they said it means every customer that comes into their shop is also like a guest.

“We try to be different in everything we do so that Dimboola does stand out,” said Mr Uoy. With another old bank in town, the Union

Daffodil Day: Cancer-survivor Council votes in new reporting powers encourages people to ‘stay healthy’

A NEW clause empowering the Horsham Rural City Council’s Audit and Risk Committee to report fraud and corruption to IBAC has been voted in by councillors.

The council met Monday night for its August ordinary meeting and moved to adopt a new Audit and Risk Committee Charter under the Local Government Act 2020 and to appoint the existing members of the current Audit and Risk Committee to the new committee.

The audit and risk committee’s role is to ensure the council complies with the Local Government Act, which all councils in Victoria must adhere to, as well as provide advice and recommendations to councils as outlined within the charter.

Councillor John Robinson moved to add a clause to point 2.29, which reads that the committee will: “Monitor any breaches of ethical standards and monitor the implementation of recommendations arising from reports presented to the Committee.”

During the meeting Cr Robinson moved to add the following: “(That the Committee) report any suspected fraud or corrupt behaviour to the Inspectorate or IBAC as appropriate,” he said.

“The reason being we’ve got a committee there with a purpose but we’ve got to give them the power to actually do something when they do find corruption that cannot be reported to senior members of the council because, like a number of councils across the state, they’re the ones that are causing the bother.”

Cr Grimble has been a committee member for 12 years and supported the recommendation.

“I’m happy to support the inclusion from Cr Robinson; it would certainly be my expectation that the audit committee would deal with any matter they saw appropriate,” he said.

Council services to reopen two weeks early

THE Northern Grampians Shire Council aims to reopen customer service offices earlier than planned following official advice for local governments.

The Department of Health and Human services has loosened restrictions placed on councils in regional Victoria, leading the shire to reopen certain offices, albeit with density limitations.

While official restrictions are currently set to end at 11.59pm on September 13, the Stawell Town Hall and St Arnaud offices have been allowed to open from August 31.

The Stawell Town Hall office will be reopening between 8.30 am and 4.45 pm on weekdays.

Meanwhile, the St Arnaud office will open from 9 am to 4 pm.

Both offices will require all visitors to adhere to physical distancing and customer limits as befits their respective sizes.

Council staff and customers alike will be protected by newly installed plastic screens. Stawell Town Hall has also undergone a minor renovation, with a new coat of paint and carpet.

Despite this relaxation of restrictions, council chief executive Liana Thompson stressed the importance of limiting physical interaction where possible.

“We encourage everyone where possible to call the In It Together Hotline on 03 5358 8700 (instead of attending in person) as it might save them a trip, and also help us keep the numbers down to a manageable and safe level in our shire buildings,” she said.

But for those residents who struggle with long distance contact, the reopening was expected to be a welcome change.

“For many of our shire residents, particularly the elderly or those for whom technology including the telephone is challenging, face to face contact is the easiest way to manage their queries,” Ms Thompson said.

“To date we have been very pleased with how the region has been abiding by the restrictions and keeping our community safe.

We anticipate that residents will really appreciate being able to have first hand contact with our customer service staff again in our newly renovated surrounds.”

FOR Lorinda Buckman December 14, 2007 is a day that will stick in her mind forever.

That was the day she was declared cancer-free.

“The best Christmas present that I ever got was that,” she said.

Horsham’s Districts Relay For Life and Fightback coordinator, Ms Buckman is an advocate for healthier diet and exercise as combatants against cancer.

Her job for the last three years has been to promote greater awareness for the symptoms of cancer, something which she says she doesn’t want anyone else to go through.

“I would have never known I had cancer,” she said.

“I don’t want anybody else to be ignorant as I was.”

A keen cyclist and diet conscious, Ms Buckman discovered she had bowel cancer when she went through a government-sponsored screening site in her town in central western NSW. “I’m only alive because of that,” she said.

“The only symptom I had was a bit of indigestion. I knew the doctor personally and I thought, ‘why would I go to see the doctor for indigestion?’’’

Thankfully, the day Ms Buckman went in for surgery was a success, removing the cancer without the need for chemotherapy.

“The day I went into surgery, I dyed my hair pink and I asked (the doctor) when I could ride my bike again, he told me when the colour came out of my hair,” she said. “(A cancer fundraising group) brought me flowers. I didn’t need them but it was nice to know that there was someone looking out for me. They were amazingly supportive.”

Since then, Ms Buckman has been an cancer-awareness advocate.

With the opening of Horsham’s Wimmera Cancer Centre in June last year, Ms Buckman said it was a great source of information.

“Anybody who goes there will never be ignorant as I was,” she said.

“But there is a lot more information out there now than there was when I was diagnosed.”

As Daffodil Day approaches, Ms Buckman urged people to take their health seriously.

“Do everything you can to eat and stay healthy,” she said.

“I would encourage everybody to do a cancer screening test when they can.

“People may not be concerning themselves with minor things.

“Any abhorrent health issue, don’t just sit on it. Go and see a doctor about it.”

Cancer Council is holding its annual Daffodil Day appeal online this year, supporting cancer prevention, screening and treatment.

Community pays tribute to Stan Deans

WARRACKNABEAL residents have paid tribute to the late Stan Deans who passed away recently.

Mr Deans was remembered as an innovator and an active member of the district farming community and the Rotary Club of Warracknabeal.

Long time friend, Ian Penny remembered Mr Deans for his innovation in farming and his strong support of youth through Rotary.

Mr Penny said his friend was instrumental in trials for lupins in the district as well as ICI trials of super phosphate and hosting trial plots.

“He was an icon in many ways.

“He started AMBIACK in 1965 where he received and processed wool and then moved into grains,” Mr Penny said.

As an avid contributor to Rotary Mr Deans celebrated 50 years with the organisation in 2018 with many years of service in Warracknabeal and later Beaufort branches.

He was inducted to Rotary on September 4, 1968 under the classification Wool Classing.

President Dr Tony Gregson said in the club’s latest newsletter that Stan was President in 75/76 and

resigned in 2002 when he moved to Beaufort and joined the Beaufort Rotary Club.

“He subsequently shifted to Geelong and joined his third club, the Geelong East Rotary Club.

“Again, like Clem Quick, while with our club Stan was heavily involved in Rotary activities and has been Director of all the Avenues of Service, held most other positions

in the club, including student councillor, and was Chairman of the Rotary 75th Anniversary in 79/80.

“Stan was born in Beaufort and went to school in Banyena South, Galaquil, and Ballarat and played football for Ballarat for six years.

“Clearly along the way he learnt to shear because as a ‘gun shearer’, who could forget the ceremonial shearing of the sheep with two years wool, or his commentary on the shearing at the last Paddock-to-Plate function we had in Ben’s shearing shed almost exactly one year ago,” the tribute read.

“Many of us from Warracknabeal attended Stan’s 50 years in Rotary celebrations at his Geelong East Club two years ago.

“Apart from attending this function the Warracknabeal club has, till now, never formally celebrated his 34 years of Rotary service in Warracknabeal, nor his 50 years, and now 52 years of Rotary service which was acknowledged with a third Sapphire Pin this year.

“Our deepest sympathy to Carol and family, a great man, a great loss to all, from President Tony and Club Members.

“Gone to Higher Service.”

Minyip fuel station agreement struck

RESIDENTS of Minyip finally have certainty on the future of their fuel supply after an agreement was signed on the land transfer, construction and fuel supply of the town’s fuel project.

An agreement was signed last Thursday

between the Minyip Progress Association and Bonney Energy who will supply diesel, AdBlue diesel and unleaded petrol for the next decade.

The agreement, headed by the association, will see Bonney Energy pay the association a base rental fee, plus a turnover fee based on the number of litres

sold each month.

The occasion also marked the final settlement of the land’s transfer from GrainCorp, who agreed to sell a portion of their land in Mill Street abutting the railway.

This was after the town’s only fuel station was closed approximately two

years under instruction from Victoria’s Environmental Protection Agency.

The project’s manager and Minyip Progress Association member Ray White said that the new unmanned fuel station was an important part of the town’s development.

“Without the fuel station, everyone had to make arrangements to go out of town,” he said.

“It’s important for farmers in the area too. A part of the design was that it would allow B-double trucks to come through.”

Once construction is finished, projected sometime between October and November, the progress association’s secretary Marie Milgate expects the benefits to be shared around the entire community.

“It will mean that tourists have a place to stop-off and refuel which means it will be more likely that they’ll explore the town and spend money at the cafe, the grocers, and the hotel,” she said.

“It’s something that the whole town can benefit from.”

Bonney Energy representative Bryan Henderson said that the company is proud to be working with the Minyip Progress Association and Gilbarco Veeder-Root Australia to bring a fuel outlet back to a local community.

“As an Australian-owned and operated business with a strong base in regional Victoria, we understand that there is a need for fuel outlets to support our regional communities,” he said.

“The new Minyip unmanned facility will provide that service in a way that is both economical and environmentally responsible.

“A portion of the income generated from sales associated with the facility will be injected back into the Minyip Progress Association therefore we hope that the new facility will be supported by the local community and business operators.”

Contributions were made by the progress association and the Minyip community as well as grants from the Rupanyup-Minyip Community Bank and the Federal Government’s Stronger Communities and Drought Relief program.

Return to home schooling take two

By Elissa Keller WITH the second round of schooling from home in place due to the COVID-19 pandemic some students, parents and teachers have shared how they are coping.

The Rainbow P-12 College ran a Student Wellbeing survey as schooling at home began for the second time.

Thirty-nine percent of the students who answered the survey thought that they would cope better this time with 38 percent saying they know what they are doing this time.

Twenty-two percent were unsure while 11 percent said that they hated schooling at home the first time and were not looking forward to going back to it.

Lilly Williams Lilly thinks that the best part of schooling at home is being able to stay in her pyjamas while doing her lessons, while being able to have snacks whenever she feels like it is another positive.

The bad part is not being able to be face to face with her teachers when she gets a hard question she doesn’t understand.

Jordan Leach Jordan finds schooling at home difficult as he has trouble concentrating on his studies.

Fuller Family Macy: Macy thought she would be better prepared to return to schooling from home, but its just as crazy as last time. The disconnection from her teachers and classmates is difficult and technology issues make each class unpredictable.

Joad: Joad thinks that schooling

from home is okay, sometimes it is better than normal school but sometimes it is worse.

Celie: Celie thinks schooling at home is good with not as much work this time around with Wellness Wednesday and some spare periods.

She can sleep in most mornings but does miss seeing her friends.

Jon Fuller has had trouble adjusting to the new reality as he keeps waking up Macy, Joad and Celie early to catch the school bus while he adjusts to the new normal.

During the first period of schooling from home Jon was busy cropping and didn’t really know what it was like with his children schooling at home.

Roberts Family Allira has found schooling at home more relaxing this time around.

Archer (Grade 5), has school only in the mornings so has the afternoon to do whatever he wants.

Ayla and Charlie are in senior school and have adapted really well to learning online. Occasionally there has been the odd hiccup with internet access but they get there in the end.

Allira has found that the Rainbow P-12 College has been extremely proactive in ensuring that the schools’ students are getting lots of support both in learning and in their mental health.

Melissa Butler Melissa, who teaches at Jeparit Primary School, found the return to schooling from home a little easier than the first time because she and her students knew what to expect as they all had been through it already.

have to attend school so Melissa only spends one day at school and is mainly teaching at home.

She is missing the face to face contact with the students and other teachers. Wearing a mask as she walks to school is an odd experience.

Krista Barnes As Yaapeet Primary School's Principal, Krista said that school is never the same without children.

Both Mrs Allan and Krista are slowly adapting to the new work conditions.

“We have got off to a very good start in our Remote Learning Program. We are providing an offline and online program for our families.

We have introduced our students and families to Google Classrooms and we are conducting face to face sessions each day using Webex meetings,” Krista said.

Krista mentioned that there are so many great online platforms available. The students are becoming extremely skilled with using devices and programs.

“We love seeing the students each day and we are proud of their dedication to learning whether they are at school or in their home learning environment,” Krista said.

Amelie Fuller As one of Yaapeet Primary's School Captains, Amelie said it has been a different year of learning.

She is a bit disappointed to go back to remote leaning, but knows it is what everyone has to do at this stage.

“I think we need to acknowledge the many teachers and parents who are working so hard to educate us,” Amelie said.

“You may not know it, but we are

so lucky they care about us and our education. I hope the remote learning won’t last too long so we can go back to school and give our parents a break,” she said.

Maggie Fisher As one of Yaapeet Primary's School Captains, Maggie said she was a bit sad about going to remote learning again. She said it was easier this time as they are on their computers with the teachers. She said it was really nice to see everyone’s faces and be able to talk to them.

“We go into Google Classroom for our timetable and instructions and then we meet on Webex,” Maggie said.

“Mum does a great job of helping all of us. I can't wait to get back to school because we can play and see everybody,” she said.

Natimuk Show Society making masks more fun NATIMUK Agricultural and Pastoral Society members have started a mask decorating competition to lift the spirits during COVID-19.

New secretary of the society Trish Maybery said the mask design and decorating competition was running until today, with entries open to adults and children.

“We’ve had photos of masks coming in and we would like some more entries from children if possible,” Ms Maybery said.

“Entries can come via Facebook messenger on our page, or there is a link to enter the competition.”

Ms Maybery said it was a nice opportunity to make the best of a bad situation and add some brightness to peoples’ masks and days.

“Some people are really struggling being stuck at home so this gives them an opportunity to do something to keep busy, and a good activity to share with the children,” she said.

Ms Maybery recently became secretary with previous secretary Judith Bysouth looking to wind back her role with the society.

“We haven’t had the Annual General Meeting as yet, as it was cancelled, so I haven’t been elected as yet, just helping out until the new date of the AGM which is September 28.

“Judith wants to stand down and I will be up for being secretary going forward.”

With this years’ Natimuk Show cancelled due to the coronavirus, the society has been busy planning for the 2021 show and the new work on the showground pavilion.

“We have lots of little projects on the go at the moment, and work has started on the new facilities at the showgrounds,” Ms Maybery said.

“The old kitchen has been pulled out and gutted and the new set up there will be much better than what we had.”

Natimuk’s famous farmers markets may even make a return for Christmas if the COVID-19 situation improves.

“We hope to be able to have a market for Christmas if we can, but like everything it will depend on the advice from the government,” Ms Maybery said.

EVERY dog has its day, and that day was Wednesday August 26.

National Dog Day is a chance to celebrate our canine companions and the organisations that support them.

The day encourages adoption and appreciation of adoption agencies, and highlights the poor conditions many dogs endure around the world.

It is estimated that last year roughly 100,000 dogs were left unadopted in Australian agencies.

Wimmera adoption agencies say this year has been a particularly

difficult one for them but community support has helped them through.

“We, as most charities would know, have struggled this year due to our inability to attend markets, or be a presence in the community with raffles, etc. due to the COVID restrictions,” Shae Holloway of Adoptable Pet Rescue in Stawell said.

Like many similar organisations, the adoption fees go almost entirely to vet costs associated with making the animals as accessible to new owners as possible.

“All of our animals are advertised (online at) PetRescue as being desexed, microchipped and vaccinated,” she said.

Maintaining this standard does come at a cost to the organisation, however.

All other aspects of the charity are funded from the donations and fundraising efforts that are currently hampered or impossible during the current level of restrictions.

Ms Holloway praised the community for its ongoing contributions to their local adoption agency.

“We have an amazing group of volunteers that tirelessly devotes their time, money and efforts to helping our animals find wonderful new homes and we would not be able to operate without them,” she said.

“We also wouldn’t be able to do what we do without the amazing vets at Stawell Vet Clinic.”

Staff at Horsham Paws usually get the lion’s share of their fundraising from the Horsham Paws Op Shop on Firebrace St, Horsham. Due to restrictions, they have been forced to temporarily close their doors, leaving them without income.

Penny Stemp of Horsham Paws is nonetheless positive about recent business.

“Council has been generous and

given us twelve months rent free on the shop,” she said.

While they have been unable to take on new animals, they have found the adoption rates have remained strong during the months in lockdown.

The two dogs they have recently had both found loving homes, and it has been a particularly busy winter for kittens.

“Adoption rates have been phenomenal, with people wanting to come from all over the state.

We’re still remaining very careful with adoptions, especially at the moment,” Ms Stemp said.

She said that with people at home more often, the risk of people impulsively looking to adopt is higher, a sentiment echoed by many

agencies across the region.

Several online pet adoption agencies have modified their adoption policies to reflect COVID-19.

Many metropolitan agencies cite travel restrictions and difficulties in providing face to face meetings as new limitations.

While it may be harder to pick up a new four-legged family member from your local adoption agency, volunteering and donations are still welcomed.

Ms Holloway of Adoptable Pet Rescue’s comments reflect the closeknit community nature of regional agencies in particular.

“We are lucky to operate in such a supportive community and are grateful to all of our supporters.“

A SPANISH FLU STORY by Heather Mutimer

ON the 5th August 1919 the remains of a young man are buried in the Natimuk cemetery. There is urgency to his burial with his sudden death having only taken place the evening before. No loved ones would attend his funeral and it is likely the only ones in attendance were the local Anglican minister and some members of the Salvation Army. For almost 100 years he would lie there in an unmarked grave before any family member would make the pilgrimage to visit where he rested. This young man was my grandfather Thomas William Board and the story of his death is very poignant as Australia and the world grapples with the 2020 coronavirus pandemic and its dreadful consequences.

My grandfather was one of the thousands of Australians whose death was caused by the ‘Spanish’ Flu pandemic which swept the world killing millions.

It quickly spread across Australia with returning WW1 soldiers. Small isolated rural towns like Natimuk and surrounding areas were not immune from the grip of its deadly tentacles. Those who died in a majority of cases were young men like my grandfather who was only 34. Death by influenza was not new to his family - his father and his grandparents all died within two weeks of each other as a result of a different flu epidemic which swept Australia in the 1890s - The ‘Russian’ Flu. The sudden death of my grandfather left my grandmother Mary Ann almost destitute with six children to raise on her own. The youngest of the children was my mother Madeline and her twin sister Nancy who were only four years old.

At the time the family were living at Gymbowen where my grandfather was a railway ganger. The Horsham Times on the 12th August 1919 reported on his death with the following: The influenza epidemic has assumed a serious nature in the Natimuk and Gymbowen districts, one death having occurred. On Monday a resident of Gymbowen, a Mr Board, who is employed on the railway, was brought into Natimuk in a motor car, and he died from pneumonic influenza at 9 o’clock in the evening. The case is a very sad one, as the deceased was the bread-winner for a family of seven, all of whom are suffering from influenza.

Mr Board’s remains were interred at the Natimuk cemetery on Tuesday...

This same article praised Dr Harbison, the local doctor, who was also the district’s local health officer. He had acted swiftly in dealing with the pandemic outbreak.

He closed the schools, all public meetings and church gatherings were prohibited and he set up an emergency hospital in the

Natimuk Court House. Unable to secure a trained nurse from Melbourne he arranged for one to be sent from Sydney. His quick action in dealing with the pandemic no doubt saved many lives.

Dr Eric Harbison was a doctor during WW1 and was at Gallipoli. He suffered from influenza whilst on active service and was discharged as medically unfit. He returned to Australia in May 1919 setting up a practice in Natimuk with his wife, also a trained doctor.

At the Court House young sisters Nellie and Katie Bilston volunteered their services and worked tirelessly assisting the doctor and the trained nurse. Dr Harbison’s wife ran their surgery in his absence. These were the frontline heroes of their time.

Miraculously, only one patient died at the Courthouse. Unfortunately, this patient was my grandfather. Today a plaque on the Court House commemorates the role the building played during those dark times.

After my grandfather’s death, my grandmother and her young family shifted to Loch in South Gippsland - a long way from Gymbowen friends and her Ballarat family. The Victorian Railways looked after my grandmother by providing her with a rent free cottage and the job of a gate keeper. A job she held until she retired.

She never remarried but eventually owned her own home. She died in her 90th year.

After moving to Loch a letter written by my grandmother was published in The Horsham Times (30/1/1920) which was headed A WIDOW’S THANKS;I wish to thank the kind people of Gymbowen and surrounding districts, the Shire President (Mr. W. H Knight) the Mayor of Horsham (Mr. S. G Knight) and I should like to mention all, but space will not permit, who were so kind in collecting a nice sum of money on behalf of myself and young family.

I feel I have not thanked them half enough for their kindness to us in our sickness and death of my late husband.

There will always be a welcome to my Gymbowen friends at railway gates cottage, Loch. I am indeed grateful.

My grandmother never forgot this kindness and generosity and stayed in communication with her old Gymbowen/ Natimuk friends.

My sister and I grew up with the story of our grandfather’s death. It had a powerful impact and we learnt a lot; the resilience of women like our grandmother, the importance of community, the generosity and selfless acts of people, respect for the Salvation Army because of the role it is said they played in burying our grandfather when no one else would.

It also taught us of a devastating event in Australia’s history which many of our generation knew little of.

Instilled in us, was the importance of family, caring for neighbours and others, sharing, and serving your community.

Such ethos we believe stemmed from our grandmother’s experiences during the ‘Spanish’ Flu pandemic.

In 2006 we took our mother Madeline to visit her father’s grave. She was 91 and this was the first time she had been there.

We could feel her sadness as she quietly remembered the father she lost so young and never really knew. But, she was at peace when we left knowing he was resting in such a beautiful little cemetery and amongst people whose names on graves she had recognised as belonging to those who had been so kind to her family in such a time of

need - many of them German names. Our grandmother had often told her “If it wasn’t for the kindness of the German community we would not have survived�. She died in 2008 aged 93.

Last year we returned to the Natimuk cemetery for the 100th anniversary of our grandfather’s death. Little did we know as we stood at his grave that within six months history would be repeating itself with another insidious deadly pandemic spreading across the world. And, as with the ‘Spanish’ Flu there would be stories of death and social upheaval but also uplifting stories of kindness and generosity, bravery of frontline health workers and the resilience of ordinary people. In time these will be stories passed down to future generations just like the story of the ‘Spanish’ Flu pandemic passed down to our family.

The Horsham Times is distributed across the Wimmera, and by demand all the way to Ballarat and in the opposite direction Naracoorte.

The online version has even been downloaded by Horshamites living in Denmark, Italy, Sweden & the USA. We have no doubt the local stories we enjoy telling are being enjoyed across our corner of the state and well beyond... so we’ll just keep telling them.

Real Estate PAUSE ON EVICTIONS EXTENDED AND EXTRA RENTER PROTECTIONS THE Victorian Government will extend a ban on evictions and rental increases until the end of the year, giving tenants certainty and security they won’t lose their home or workplace during the pandemic.

Under the extension, evictions will continue to be banned for both residential and commercial tenancies until December 31, except in specific circumstances. Rental increases continue to be banned for the same period.

In the past four months, close to 26,000 agreements for reduced rent have been registered with Consumer Affairs Victoria, with advice and dispute resolution services accessed more than 80,000 times.

Of these contacts, more than 90 percent have found solutions through CAV’s ‘front door’ service, including more than 8,400 cases resolved through its Residential Tenancies Dispute Resolution Scheme.

These services will continue to remain in place, assisting more residential tenants and landlords who might be struggling to reach an agreement over rent reductions.

The Victorian Small Business Commission offers a similar service for commercial tenancies and has fielded more than 7,900 rent-related enquiries from small business owners and landlords.

Of the cases reaching mediation, more than 90 percent have resulted in tenants and landlords reaching common ground.

We’ve always said to get through this virus, Victorians have to work together, and that partnership needs to continue – with tenants, landlords, banks and government all working together to keep Victorians in their homes and businesses.

To ensure greater fairness – and support small local businesses – additional measures will also be introduced, with commercial landlords required to provide rent relief in proportion with the fall in turnover being experienced by eligible tenants going forward.

After ongoing engagement with small business, the VSBC will now also have greater capacity to make an order on rent relief if a landlord refuses to respond to rent relief requests.

Residential and commercial tenants and landlords will also be able to take advantage of more support, including further land tax reductions and more grant funding.

Eligible residential tenants and landlords will be supported with up to $3,000 in rental payments as part of the Rental Relief Grant program, with new recipients able to apply for the full amount, and up to $1,000 extra available for previous recipients.

Residential and commercial landlords may also be eligible for an increased land tax discount – now up to 50 percent – doubled from the earlier 25 percent.

A fund of $60M for eligible small commercial landlords will be available via a hardship scheme, which will provide up to $3,000 per tenancy.

Eligible small businesses that own their own commercial premises will also now benefit from land tax relief.

The government is also encouraging banks to continue working with their customers, both residential and commercial, who are struggling to pay their mortgage as a result of the pandemic.

In addition, a new $600,000

package will ensure advocacy groups can continue to be a voice for vulnerable tenants during coronavirus.

This funding will allow Tenants Victoria, Victorian Council of Social Service, Financial

Counselling Victoria and Registered Accommodation Association Victoria to provide more training and resources to help tenancy and community sector workers support vulnerable tenants in resolving disputes with their landlords.

It will also ensure information about the government’s residential tenancies dispute resolution scheme is reaching Victorians from culturally and linguistically diverse communities, along with direct client support.

CAN the hovering of a drone replace the attentive eye of a farmer?

BestWool/BestLamb (BWBL) in partnership with Australian Wool Innovation (AWI) has initiated a

trial which aims to find out the answer.

Using drones on farms is becoming more popular, but are they all they’re cracked up to be?

Can they replace a farmer physically monitoring lambing ewes on a frosty winter’s morning, or make sure the water troughs are full during the height of summer?

Avian influenza threat remains

AGRICULTURE Victoria has now completed work on depopulating the four poultry farms confirmed to have avian influenza in the Golden Plains Shire and East Gippsland.

Victoria’s Chief Veterinary Officer Dr Graeme Cooke said that while this was an important milestone as part of eradication efforts, this did not mean the threat was over.

“We’re urging everyone to remain vigilant and be alert to the presence of sick or dead birds, either in their own backyard hens or flocks, and in wild birds,” Dr Cooke said.

“Avian influenza is present in our wild birds and environment, so it can occasionally spill into our domestic bird populations. It is crucial that we can identify these cases quickly so we can stop it spreading.

“Report sick or dead birds anywhere in the state to the 24-hour Emergency Animal Disease Watch Hotline on 1800 675 888 to help us eradicate avian influenza.”

A strain of highly pathogenic avian influenza (H7N7) virus was first detected at a free-range egg farm near Lethbridge on July 31, with a

second affected farm confirmed to have the virus on Thursday 6 August.

A turkey farm in the Golden Plains Shire and at Bairnsdale were found to have the low pathogenic strain (H5N2) of avian influenza on 10 August.

“With no live birds remaining on the infected properties, work is now underway to thoroughly decontaminate the sites to ensure we eliminate all remnants of the virus.”

Dr Cooke said movement controls of domestic birds, bird products or equipment, into, out of or within the Restricted and Control Areas, spanning all of the Golden Plains Shire and the specified area near Bairnsdale, is not allowed without a permit from Agriculture Victoria.

“This includes buying, selling or moving eggs, manure and chickens, whether on the side of the road, from your property, your local store, online (such as Gumtree or Facebook) or at markets. Purchasing eggs or chicken meat in retail food outlets or supermarkets is not restricted.

“These controls will remain in

place until we are confident that the disease has not spread further and has been eradicated,” he said.

In addition, a housing order is in place for Golden Plains Shire requiring all bird owners (pet, backyard and commercial) in the area to house or keep them in an enclosure for a minimum of 30 days from 7 August.

If you have pet birds or backyard hens or flocks in the Restricted or Control Areas near Bairnsdale or in Golden Plains Shire, you must observe all associated restrictions.

The Department of Health and Human Services has confirmed the H7N7 and H5N2 strains of avian influenza are not a risk to the public as they rarely affect humans unless there is direct and close contact with sick birds.

There are no food safety issues identified; properly cooked chicken meat and eggs are safe to eat. More information including applications for permits is at available on the Agriculture Victoria website at http://agriculture.vic.gov.au/avianflu or call (03) 4334 2715.

These are precisely the sorts of questions one local Victorian agriculture group is keen to find out as members take part in a “Drones for monitoring sheep welfare” pilot project.

The group wants to sort the wheat from the chaff when it comes to the hype around drones and determine whether they can save time and money that go with monitoring livestock.

Farmers can spend a significant amount of time checking on the welfare of lambing ewes.

During dry times it’s all about inspecting paddocks to check on water supplies, available pasture and stock health.

The trial is producing some early benefits and the bird’s eye view of paddocks and sheep are giving farmers a new perspective on what is happening on the ground.

“Farmers tell me they’re growing increasingly confident in flying the drone and making decisions based on what they’re seeing on-screen,”

Agriculture Victoria Livestock Extension Officer and trial coordinator Erica Schelfhorst said.

How much time the drones will save and whether they can truly replace the human experience, skill and know-how remain to be seen, but expectations are high just one year into the three-year demonstration project.

So while the jury is still out, Victoria’s sheep producers are at least increasing their technical skill and knowledge, while testing the value of using drones in keeping a valuable eye on their animals’ welfare.

The “Drones for monitoring sheep welfare” pilot project will continue until the end of 2021 when the results will be published.

Getting in control of foxes THE ‘Little Desert Regional Fox Control Program’ is continuing to be rolled out under the Victorian Governments Biodiversity Response Planning strategy.

This program is being delivered in partnership with various organisations, Parks Victoria, Wimmera Catchment Management Authority, Hindmarsh Landcare Network, and the Kaniva District Landcare group.

The program target area is to undertake baiting across public land throughout the Little Desert National Park and the parks surroundings on private land. The Parks Vic. team are continuously undertaking baiting, while on private land there is a twelve-week baiting window. Worm Testing EFFECTIVE parasite control is best achieved where control programmes are designed around known parasite challenges, so monitoring of parasite burdens should be included as a part of all animal health programmes. Assessing the types and numbers of internal parasites within livestock is essential for making optimal decisions about when animals should be treated (if at all), what products should be used and how well control programmes are performing.

Faecal Egg Count (FEC) Worm burdens can be estimated from the number of worm eggs that are being passed in the faeces of animals. A standard FEC test, which is usually conducted on samples from 10 animals, will determine the number of roundworm eggs present in the samples (expressed as eggs per gram of faeces - epg) and provides information about the presence of other parasites such as tapeworms and coccidia Larval differentiation The different species of roundworms can be distinguished, and proportions calculated.

This then allows us to design control programmes or use treatments that will target the particular parasites that are present in significant numbers.

Total worm count Where the gut of an animal can be examined, the parasite species present and their actual numbers, including immatures, can be determined. Clearly this cannot be used for routine monitoring, but it provides extremely valuable information where clinical outbreaks are causing the death of animals. Post-mortem examination of animals to determine cause of death is always good practice.

Diagnosis of disease Worm burdens should be investigated whenever animals show signs of protein deficiency, anaemia, scouring or general illthrift and wasting. An FEC will give a quick result which will indicate whether the worm burden is likely to be having a clinical impact and whether treatment is required. A larval differentiation will provide information to assist in choosing the right drench to use.

Where all of the animals appear ill, test the

animals in worst condition. Where some animals are clearly worse than most others in the same group, test some animals in poor condition and some in good condition, ensuring that the samples are labelled appropriately.

Health monitoring Optimal parasite control is achieved through strategic parasite control programmes where chemical treatments are used to suppress parasite populations before they become a problem rather than to treat parasite burdens that are sufficiently high to cause economic or, even worse, clinical impacts.

The accurate assessment of parasite species and numbers is therefore essential to design strategic programmes, to optimise timing of treatments and selection of products, and to assess the effectiveness of programmes.

FECs and larval differentiation are costeffective methods for obtaining this essential information.

A monitoring programme should be designed around season changes and key animal management events (such as joining, lambing/calving and weaning). Spring is particularly important because it is then that many parasite populations begin to rise, and timing of treatments is crucial.

Autumn is also important because parasite burdens should be assessed and controlled (if necessary) before animals face the nutritional and environmental stresses of winter.

Parasite populations should be monitored regularly at other times to assess wether additional treatments are required, especially where animals are vulnerable to parasitic infection (eg. lambing ewes, weaners) or need to be at peak performance (eg. pre joining, entry to feedlot).

Monitoring times should be flexible so that tests can be done in response to unseasonal weather conditions or when animals are showing signs of ill thrift or poor performance. Animal selection is the key to the level of information that these tests provide. All classes of sheep, but particularly lambs, weaners and pregnant ewes, should be monitored regularly. Young cattle (up to 18 months old) should also be monitored regularly.

Results from testing older cattle are less reliable because the egg output is not always indicative of the worm burden but

can nevertheless be informative in many instances. Regardless of which classes are tested, the animals that are sampled should be representative of the group.

Do not select only those that are doing particularly poorly or those that are doing particularly well. Where different groups of animals are managed independently, it is best to monitor all the groups because one group is not always representative of the others.

Determination of pasture contamination and reinfection rates Animals returned to pastures that are contaminated with worm larvae can quickly reacquire infections that will impact on their health and performance. The rate of reinfection can be estimated by conducting an FEC about six weeks after treatment.

The eggs being released at that stage will give some indication of the number of worms picked up in the three weeks following treatment. Timing can be adjusted if pasture contamination is thought to be high or low. Care must be taken to ensure that the worms have, in fact, been acquired from the pasture and are not resistant worms that have survived the treatment.

Assessment of Chemical Resistance The efficacy of chemical products can be assessed by conducting an FEC about 10 days after treatment. Any eggs being passed at this stage can only have come from worms that were within the animals at the time of

treatment since no larvae that were picked up after treatment would have had sufficient time to mature and start laying eggs. Results from a test of this type are indicative only; if resistance is suspected, a Faecal Egg Count Reduction Test (FECRT) should be performed. An FECRT simply consists of a comparison of the egg output from animals treated with a particular product with that from other animals from the same mob that received no treatment (not a comparison of egg counts from the same animals before and after treatment). Resistance is considered present when the reduction in egg output resulting from treatment is less than 95 percent.

CROSS border producers and growers are halfway through a difficult two weeks ahead as state and federal agriculture ministers agree to draft an agriculture workers code.

Last Friday the National Cabinet agreed to draft a code which would allow the safe movement of agricultural workers across borders.

The code would ensure consistent principles for the agricultural sector and movement of critical workers across borders within Australia.

However, the Federal Member for Mallee Anne Webster said that state and federal agriculture ministers are yet to draft the code, which wouldn’t be approved by the National Cabinet before September 4.

“Until then, my constituents are having to suffer the consequences of the unconstrained belligerence of rival state governments with cross-border permits repeatedly expiring and the rules around those permits constantly changing,” she said.

“Adults cannot go to work, children cannot go to school and farmers cannot meet even the most basic animal welfare needs of their livestock.

“Even if it is eventually adopted by

National Cabinet, the proposed code would still be ‘non-binding’ and only serve to persuade state leaders to perhaps better target their restrictions.”

With Federal Parliament resuming last Monday, Dr Webster said that she may seek a legislative solution as the most immediate and effective solution to cross border travel.

Agricultural Minister Jaclyn Symes that a national code was needed to keep supply chains unbroken.

“The agricultural sector isn’t just about our hardworking farmers; there are highly specialised workers like agronomists and hay contractors who need to help with harvest in several states,” she said.

“A national protocol will get rid of the stress and inconvenience of trying to get multiple state permits.”

The joint proposal would mirror the recently adopted National Freight Protocol.

BUREAU OF METEOROLOGY RAISES LA NINA ALERT

THE Bureau of Meteorology has raised its El Nino-Southern Oscillation Outlook to La Nina Alert status, meaning the chance of a La Nina occurring this year has increased to roughly three times the normal likelihood.

The Bureau’s manager of climate operations, Dr Andrew Watkins, said La Nina typically results in above-average winter-spring rainfall for Australia, particularly across eastern, central and northern regions.

“It typically also brings cooler and cloudier days, more tropical cyclones, and an earlier onset of the first rains of the wet season across the north,” Dr Watkins said.

“The cooling of surface temperatures in

the tropical Pacific Ocean and an increase in the strength of the Pacific Trade Winds indicates the chance of La Nina has risen.

When these two changes occur at the same time, at this time of year, we see a greatly increased chance of a La Nina forming and persisting through spring.”

Horsham’s Sparke Agricultural and Associates director Matthew Sparkes said the effects could impact the ability of farmers to make hay.

“You need dry days to make hay so it might put pressure on farmers to be able to do that, Mr Sparkes said.

“We’ve seen a good average rainfall during June and July, and crops have really taken off in that time. We’ll need more moisture and a soft spring. Rainfall really drives the economy.”

The Parks Vic. team are continuously undertaking baiting, while on private land there is a 12-week baiting window. The fourth round of baiting on private land is due to begin at the start of September this year.

What is the temperature of your hay?

Making hay temperature management easy Hay shed fires are a fodder producers’ worst nightmare.

To start with, it is difficult to monitor continuously and accurately the temperate of a stack.

The uncertainty can be stressful and ongoing vigilance time consuming.

That’s before there’s even a fire to contend with and all the associated costs with the loss and damage of hay and replacing the shed.

It was dealing with the constant stress of managing haystack fires on her family farm that prompted one French electronic engineer to develop a device to put her mind at ease.

Now this device is available in Australia, with interest from fodder growers and contractors wanting to safeguard their valuable bales.

Brad Petschel’s Auto Elec at Hopetoun in Victoria has recently started selling the HAYTECH wireless hay monitoring system.

“There’s a need for this technology in our local area,” Brad said.

“There’s quite a few people growing hay and quite a few haystacks and sheds. There’s also the cost of insurance element of it, with people looking to safeguard their stacks by being more on-the-ball with its temperature and recording changes.”

HAYTECH uses probes connected to the internet to monitor the real-time temperature of hay. A starter system includes 10 probes, with spikes of up to 40cm, which are inserted into square or round bales. The temperature of these bales are monitored through a free online service called Quanturi which sends messages to a phone if the temperatures reaches unsafe levels.

The HAYTECH probes communicate with a base station and a repeater. The repeater works as “an extra security device” to guarantee a good signal transmission from the probes to the base station.

Brad said the system allows for the temperature of the hay to be plotted on a graph to demonstrate the changes.

He hopes this new technology would provide insurers with more piece of mind when it comes to covering hay sheds and stacks.

HAYTECH requires a 240v power outlet and good internet connection. If this isn’t available there’s a 3G/4G modem and solar panel system which can be purchased.

Western Australian farm technology business Farmscan has recently partnered with Quanturi to bring the

“Rising temperatures can have catastrophic effects to hay quality, but with HAYTECH you can always be sure you are selling top quality hay and reduce the likelihood of product damage,” Farmscan marketing manager Jason Allan said.

Quanturi is a Finnish company founded by Nadine Pesonen, who developed the HAYTECH monitoring system on her family farm in France, and with her Finnish business partner they started selling the HAYTECH system more than five years ago.

The HAYTECH system has been sold in Europe since 2016 and has prevented more than 200 haystack fires with more than 25,000 probes in operation in many countries.

BENDIGO SHEEP & LAMB

YARDING: 17450 LAMB: 12700 SHEEP: 4750 Numbers reduced following the wet weekend, with 12,700 lambs and 4,750 sheep. New season lambs are now dominating the numbers, but there was still some very good pens of heavy old season lambs off grain.

The market recorded a good price bounce across all categories. Heavy lambs improved by $10 to $15, while neat trade weights lifted by up to $20/head. The trend continued into the sheep run where prices were mostly $10 to $20/head dearer. Supply was a factor in the stronger result, however there was also more activity and enthusiasm shown by both export and domestic meat buyers. The sale gained momentum as it progressed.

One NSW based exporter was particularly strong on heavy lamb and mutton. There was some outstanding young lambs showing excellent weight and finish. Prices reached a top of $190/head for an estimated 30kg cwt.

The bulk of the good trade and heavy young lambs moved up into a price range of $160 to $175/head for an estimated carcase quote of 620c to 700c/kg. The availability of light weight young lambs was again limited

AUGUST 25 to $190 and extra heavy export lambs over 30kg sold from $175 to $206, up to $22/head dearer in places.

Merino lambs over 16kg, sold from $118 to $152/head.

2,800 sheep were yarded, the quality was very good, which saw prices increase up to $25/head in places, across all categories. Merino ewes over 18kg sold from $126 to $190, heavy crossbred ewes sold from $150 to $190/head. Merino wethers sold from $118 to $195/ head. With Merino mutton reaching 648c in places, to average 600c/kg cwt. Rams sold to $131 for Merino’s and $50/head for crossbreds.

HORSHAM SHEEP & LAMB

YARDING: 3343 LAMB: 2150 SHEEP: 1193 Lamb supply was similar at 2,150, with 550 new season young lambs offered, this week at Horsham. Quality was average to good with a smaller buying group in attendance and operating selectively in a market that generally eased $10 to $20/head on last week.

Heavy old Lambs sold to $153, medium and heavy trade weight lambs sold from $110 to $140/head. New season young lambs sold from $112 to $142, with lighter weights selling to $107/head, they averaged around 635c/kg cwt. Merino lambs sold from $90 to $119/head to average close to 500c/kg cwt. Restockers paid from $100 to $118, for new season young lambs and they paid $160 for heavy old lambs and from $24 to $77/head for shorn Merino ewes. Sheep numbers were up a little at 1,193 head and quality was mixed. The smaller buying group operated with limited interest, resulting in an easier market, at times being $10 to $25/ head down on last week. Light weight 2 score lambs,

and these sold from $135 to $155/head at 660c to 740c/ kg cwt. For the first time this season there was some large lines of unshorn little Merino lambs sent down from southern NSW. They received keen restocking support at $70 to $130/head, and on size sold very strongly. Extra heavy old season lambs above 30kg cwt sold from $180 to a top of $210/head in a much stronger result than the past fortnight. The general run of old season lambs from $150 to $170/head to also be dearer. Sheep numbers remained low, however quality was generally very good with most ewes and wethers presenting in forward condition with plenty of weight. Extra large crossbred ewes sold to $200 and some outstanding Merino wethers made to $195/head. Most sales from $130 to $175/head for a dearer carcase result of 520c to 600c/kg.

BALLARAT SHEEP & LAMB

YARDING: 8927 LAMB: 6127 SHEEP: 2800 Lamb supply decreased to around 6,000 yarded, the quality was mostly very good, more weight offered this week and a few pens of neatsuckers starting to be yarded, still not all the usual buying group attending.

More demand from export and domestic processed this week tosee prices increase from $5 to $22/head across the yarding. Heavy lambs sold to a top of $206, up by $22 on last weeks top price, suckers sold from $110 to $170/head. Light lambs sold from $98 to $123, increasing by $8/head. Lambs back to the paddock sold from $96 to $122, firm to $10/head dearer. Trade lambs 18 to 22kg, sold from $124 to $150 dearer by $5 to $10/head. YARDING: 550 CHANGE: -90 Numbers declined again this week after significant rain fall across the supply area. Quality was similar with the addition of some outstanding grain assisted young cattle. One major export processor was absent again this week for the usual buying group. The market was very firm with the exception of veal jumping 20c. Some outstanding grain assisted vealer calves were available to processors with the pick selling between 440c and 460c/kg. Yearlings to the trade were firm with both heifers and steers selling between 395c and 410c/kg, the dearer lines also grain assisted. Grown steers were very scarce with a single pen selling in a firm market for 388c/kg. It was a small offering of 170 cows, selling in a firm market with the heavy beef cows reaching 315c and light cows making between 230c and 265c/ kg. Bulls sold to the usual buying group with the best shapes reaching 320c/kg. Please note that due to COVID-19 related constraints this market report has been compiled without physical MLA attendance at the saleyard.

YARDING: 508 CHANGE: -190 Cattle supply dropped to 508 head, 190 less, and quality was more mixed for the usual field of buyers of which not all operated fully. Price trends varied though most categories were dearer, with young cattle and grown steers 5c to 15c/kg higher. Cows were up by 10c better but the middle run of lean types were mainly 5c to 8c/kg easier. Bulls sold on a cheaper trend. The yarding comprised of 140 grown steers, 122 young cattle and grown heifers, 227 cows and 19 bulls. Restockers paid from 380c to 428c for the few heifer vealers, while the yearling heifers to processors sold from 340c to 410c/kg. Restockers paid from 355c to 432c for yearling steers and from 365c to 380c/kg for heifers. Plain quality yearlings made between 252c and 300c/kg. Better covered beef bred grown steers sold from 350c to 385c, with

Quality was mixed but mainly plain and prices for cows varied while all other categories of cattle were too few to quote on. There were no beef cows yarded but the better dairy cows sold fully equal with plain quality unchanged to easier and poor quality averaged 15c/kg cheaper. The yarding comprised of 10 steers, 4 heifers, 211 cows and 22 bulls. Single sales of C3 yearling steers made 310c, 308c and 306c/kg. Grown cattle sold well considering the plain to average quality, with steers at 320c and 325c and heifers at 288c and 292c/kg. The better covered dairy cows made 240c to 280c with leaner types from 230c to 248c/kg. The poor to plain quality were between 215c and 236c with very poor condition from 185c/kg. Beef bulls attracted 280c to 320c/kg.

Medium trade weight lambs, 22 to 24 kg sold from $110 to $140/head and averaged around 525c/kg cwt. Heavy trade weight lambs sold from $126 to $148/head at around 530c/kg cwt. The export weights sold from $130 to $153/head.

Heavy crossbred hoggets sold from $136 to $144/head.

PATCHEWOLLOCK MUSIC FESTIVAL HOLDS OFF UNTIL NEXT YEAR

PATCHEWOLLOCK’S music festival has been cancelled over health and travel concerns due to the coronavirus.

The festival’s president Greg Wallace said that the committee made the difficult decision after stage three and stage four were imposed across Victoria.

“We had the artists ready to rock’n’roll but it was all waiting on that decision of whether the restrictions would be eased or not,” he said.

“The decision was made for us when they decided to bring in the next lot of restrictions like the lockdown in Melbourne and the wearing of face masks.

“As soon as we knew it wasn’t going to go ahead, it was just a simple ring-around to say that, for our safety and for the safety of everyone else, let’s just let this one go for this year and look at next year.”

Although its last planned meeting was

cancelled, the festival committee met previously to decide on when to pull the event.

The festival was due to be held over the October 16 weekend.

Reliant on tourism, Mr Wallace said that holding the event would put the community at risk as well as be financially unviable.

“It wouldn’t be a good thing to bring people into the area when we are trying to reduce the amount of interactions with people so that’s why we decided to call it quits for this year,” he said.

“We also looked at the obvious and saw that we’re not going to have travellers.

“Without all those people there, it would be unsustainable to even think about running the music festival.”

Although there are no future events currently planned due to the current lockdown, Mr Wallace said that there has been discussions of having a social event for district residents.

FARMERS and exporters in western Victoria are benefiting from the reopening of the Rainbow-Dimboola rail line, leading to calls for greater investment in rural freighting lines.

Victorian Farmers Federation Grains Group President Ashley Fraser said that data on use of the rail line demonstrated the need for rail freight from the grains industry in the Wimmera and Mallee regions.

“We know the demand is there, industry knows the demand is there and here is (Victorian) government’s data demonstrating the demand is there. All that is required is a willingness to get on with the job,” he said.

“If they (the Victorian Government) build it, absolutely, the trains will come,” Ms Fraser said.

According to Ports and Freight Minister Melissa Horne, 66,000 tonnes of grain have been shifted on the line in the last three months alone.

Ms Horne said that was the equivalent of taking 50 B-doubles off the road.

The Rainbow-Dimboola line was closed at the beginning of the 2019 grain harvest after it was unable to be used due to safety concerns.

But after $1 million worth of maintenance has been completed, the rail is back in operation.

“We did quite extensive lobbying on that one when it was closed for quite a time,” said Hindmarsh Mayor Cr Rob Gersch.

Cr Gersch said that with the rail up and running again, pressure has been taken off the Dimboola to Rainbow road.

“With all the heavy grain traffic, the road has deteriorated,” he said.

Cr Gersch said that the road is maintained

by VicRoads and not the council.

“It was quite a dangerous road and again it still needs maintenance,” he said.

As the Federal Government announces its second round of funding for the $44 million Inland Rail Interface Improvement program, Member for Western Victoria Stuart Grimley is seeking clarity about the future of Murray Basin Rail Project from the government.

After meeting with several councils, farmers and stakeholders, Mr Grimley said that there had been a ‘frustrating’ lack of consultation on a number of projects.

RURAL SNAPSHOT COMPETITION

• Western Victorian farmers are benefitting from the reopening of the Rainbow-Dimboola railway line taking equivalent of 50 B-doubles off the road.

“The Murray Basin Rail Project business case has been completed by the Victorian Government and should be made public for Victorians to have their say,” he said.

“If the two governments can’t work together to get the (project’s) site working, it only supports the argument that the business case needs to be made public for scrutinising.

“Whilst state and federal ministers continue to kick around this ‘political football’, rural and regional Victorians continue to miss out on vitally important infrastructure.”

Victorian freight volumes are expected to triple by 2051 and rail will assist in preventing congestion and further deterioration of roads with freight trains taking the place of trucks.

The Victorian Government along with Federal Government have agreed to fund the $440 million rail project.

However, the project has been plagued with issues with an audit conducted earlier this year by the State Government finding that a complicated governance network was led to costly inefficiencies between the Department of Transport and V/Line.

V/Line’s chief executive officer James Pinder was suspended yesterday by Public Minister Transport Minister Ben Carroll it was revealed that IBAC was investigating Mr Pinder.

With the appointment of Nick Foa as acting V/Line CEO, Mr Caroll’s office has said it would not comment on the matter, with V/Line services expected to operate as normal.

WHAT most capture’s your imagination about life in rural Victoria?

This is a question being asked by the National Centre for Farmer Health as it launches its SnapshotRuralVic campaign.

Aimed at sharing the experiences of rural Victorians, the project’s online officer Hilary McAllister said the campaign encouraged all forms of creativity from photos, TikToks and even haikus.

“This is a bit different in that it casts a bit of a wider net,” she said.

“It’s not necessarily just about mental health but it’s about the small things. It might be that thing you go out and do every morning.

“Originally without COVID, it was still applicable because of the challenges faced in rural Victoria whereas now, people are still coping with those issues but now with the added layer of restrictions and those sorts of things to manage as well.

“Given this time where Melbourne and rural Victoria are quite divided, it’s a way to form greater connections.”

Launched on August 3, the state-wide campaign will run for ten weeks where entrants will be able to win weekly prizes. But there is a longer term goal in mind.

“At the end of the campaign, we are putting together a hard-cover coffee table book which will be a collection of images collected over the ten weeks which will go on to tell a story of this unique time in history,” Ms McAllister said.

“It will give us something to look back on in the future and think, ‘what a strange time that was.’”

And while the lockdown isn’t having too much of an effect on farmers, it will help to promote rural lifestyle to people outside rural districts.

“Its’ that time now where people would want to be out on a farm because you have all that space. Usually it’s seen not as an ideal livelihood whereas at the moment it is seen as quite idyllic,” Ms McAllister said.

“With the shift in work, maybe jobs will become more accessible outside of the larger metropolitan areas and I think it would be a great thing for people to see what the rural lifestyle is all about.”

Motoring Yarriambiack Shire continues to pursue EV station

MORE than 15 new charging stations are set to be constructed in north western Victoria including the townships of Ouyen, Swan Hill, Kerang, Maryborough and Echuca.

The $664,000 announcement from Victoria’s Energy Minister Lily D’Ambrosio is partially in response to the Charging the Regions report by the Central Victorian Greenhouse Alliance and local governments.

While priority listed stations were successful, Yarriambiack Shire missed out on a grant for it’s proposed charging station in Warracknabeal valued at approximately $25,000, not including infrastructure and construction costs.

Council’s chief executive officer Jessie Holmes said that although the shire’s application was knocked back in this round of funding, other funding opportunities would be pursued.

“We made use of all the tools and information made available by CVGA in relation to making sure that the charging station we put forward was appropriate,” she said.

“But they found that a lot of other councils in the Mallee and Loddon areas were better suited for the charging stations.

“We’ll start making applications when other funding opportunities become available. We feel we’re well placed in getting a grant by having the project shovel-ready.

be support over the next 12 to 18 months.”

CVGA held a meeting with local governments on June 25 to finalise the suggested sites.

The new sites build on an already $3 million commitment to charging stations across Victoria

which includes the construction of a 350kw site in Horsham and another planned site in Ararat.

The report identified that local communities could benefit directly through payments charged to electric vehicle users as well as indirect benefits from

tourism, avoided healthcare and environmental costs.

Mrs Holmes said that council would be pursuing a mediumpowered generic charging station, which would maximise its use.

“It has to be practical and generic so that it hits that sweet spot of

around two hours where people will want to use it when they need to stop off and recharge and they can then explore around town.”

The Victorian Government is also developing its Zero Emissions Vehicle Roadmap which has been marked for release later this year.

Petition continues for online learner testing

LOCAL members of parliament continue to lobby the State Government to move Learner permit testing online.

Learner drivers have had their testing placed in limbo as they await the state government to allow VicRoads to start testing again.

Testing has been placed on hold due to COVID-19 restrictions.

Those wishing to obtain a learner’s permit must be assessed on their knowledge of the road rules through a multiple choice test.

Currently VicRoads is only allowing those in exceptional circumstances to sit the test.

The Liberal Member for Northern Victoria Wendy Lovell has thrown her support behind the campaign to introduce a remote online testing system for computer-based learner permits and hazard perception testing so

that young Victorians can start to learn to drive sooner.

In advocating for the change, Ms Lovell is sponsoring a Victorian Parliament e-petition initiated by Shepparton man David Doherty, calling on the state government to implement the system to ease the current backlog in testing caused by VicRoads’ suspension of learners permit and drivers licence testing in Victoria due to the pandemic.

Member for Northern Victoria Wendy Lovell said, “Implementing a remote system for learner permits and hazard testing would allow VicRoads resources to focus on clearing the backlog of vehicle-based testing, allowing prospective probationary licence holders to get on the road sooner.

“Whilst it is appropriate that invehicle testing for probationary licences are suspended in these times, both the learner permit test and the hazard perception

test for P-platers are currently computer based and moving both tests to a secure online setting and completed remotely by the applicant will ensure our young people can be ready to start learning to drive sooner.”

As a result of the suspension of testing, there are some estimates that by the end of 2020 more than 100,000 Victorians could be part of the backlog waiting to obtain a learner permit or probationary licence.

Ms Lovell raised the issue in State Parliament recently, calling on the Minister for Roads and Road Safety Ben Carroll to order the introduction that will allow applicants to complete the already online tests remotely from the safety of their own home.

Ms Lovell said with the second closure of schools and the cancellation of many milestone events caused by COVID-19, young Victorians between 16-18

now face a possible delay of up to two years to obtain their learners permit or their probationary drivers’ licence.

The Yarriambiack Shire offices in Warracknabeal are able to provide the test but are also on hold until further notice.

Positive vibes at Trio of wins for Hartigans despite knockback

EDENHOPE-APSLEY Football and Netball Club president Carolyn Middleton is intent on surrounding the club with positivity leading into the 2021 season, despite a key funding knockback.

The club had earlier this year applied for a state government sport and recreation grant that would have gone towards new female change rooms and AFL standard lights, but was unsuccessful.

“It is a big blow to the club, not least because securing the grant would have lifted peoples’ spirits up,” Middleton said.

“But we will continue to pursue further grants we may be able to access.

“The current change rooms are so old they could almost be condemned.”

Middleton said the on-field situation looked good despite uncertainty surrounding some players’ availability.

“We’re retaining what we had recruited this year, but we had some

players that were coming from Melbourne, Geelong and over the South Australian border,” she said.

“We do have a few players coming from Horsham who are coming onboard.”

Senior coach Guy Smith, who was signed for this season and completed preseason, will again front up in season 2021.

“At this stage he is the only coaching appointment we’ve made,” Middleton said. “He was very keen to stay and see what he could do with the club.

“In the next week or so we will start to talk about other positions within the club.”

Meanwhile Minyip-Murtoa Football and Netball Club president Scott Arnold said everything was ticking over nicely for the club despite some uncertainty over the season 2021.

“We’re building a successful team the right way.” Arnold said. “We’d love to have the season happen as planned because it is super important to get some community spirit going again.”

PIGEONS RACED FROM PYRAMID HILL

THE first of two pigeon races scheduled from Pyramid Hill, 185 airlines kilometres to Horsham, was held on Monday.

The race was held over to Monday due to unfavourable weather conditions on the weekend. Sixteen members entered 511 pigeons in this race sponsored by Morrows Motor Group of Horsham.

John Muszkieta strengthened his lead on the club aggregate with his 4th win for the 2020 race season.

Rob Nelson and John Aisbett have provided a strong challenge in recent weeks, as we head to the mid way mark in the shortened race program.

It was shortened as a result of the closure of the NSW Victorian border.

Muszkieta’s leading pigeons were clear cut winners as they had a 5 minute 48 second gap from the second placed leading pigeon raced by Rob Nelson. This was a commendable performance as the winning pigeon flying at 71.3kms an hour averaged some 2.5kilometres an hour faster over the flight path.

RESULTS: Pyramid Hill (1). 1st John Muszkieta in a flying time of 2 hours 32 minutes and 44 seconds at 1,186.11 metres a minute M/M. 2nd Rob Nelson at 1,143.59 M/M and 3rd, John Aisbett at 1,137. 46 M/M. Next weekend’s race will also be from Pyramid Hill.

HORSHAM Greyhound Racing Club hosted two race meets in the last week and Bill and Helen Hartigan recorded three wins over Sunday and Tuesday.

Aston Helena was the first of the trio of wins on Sunday leading all the way over 410m in maiden class.

At her third start for the Hartigans after beginning her racing career near Bendigo Aston Helena showed the benefit of jumping quickly, being able to lead throughout to record 23.66 seconds and having two lengths to spare on the field.

Kraken Tex and Rev Up Angel completed the great week for Bill and Helen on Tuesday. Kraken Tex has been a model of consistency for many months and saluted in a Free For All event over 410m. Despite his form and ability punters sent him around at the great odds of $15 and after a moderate beginning Kraken Tex powered up along the rails to over power Chops Malone and the odds on favourite Untold Soldier.

“Tex” now boast over $26,000 in stakes and a better than 50 percent placings to starts ratio.

Rev Up Angel is at the other end of her career, having just her second start in the first heat for maiden greyhounds over the 410m.

The second heat was taken out by Morning Heather for Bruce and

Heather Baxter.

Morning Heather took full advantage of some interference on the turn and raced away to win 8 lengths. Interestingly, Rev Up Angel and Morning Heather ran almost identical times, with only .02 seconds separating them which will make for an intriguing final next week as they start from the coveting boxes of 1 and 2.

Jeff Guy, training from the foothills of the Grampians at Wartook, had a winner at both the Sunday and Tuesday meeting to round out a really successful period for Wimmera trainers.

On Sunday Fugacious won over the 485m in a really good time for

his grade, 27.37 seconds for 485m and Tuesday Jabba Bolt scored at big odds in race 11. It was Jabba Bolt’s second win after returning to Guy’s kennel after beginning his career in South Australia after being bred by Guy. Next Tuesday Horsham Greyhounds will host the heat of the President’s Cup which will carry a total prize money over $21,000, making it the second richest race the club holds behind the Locks Constructions Horsham Cup held in March each year. The race always attracts the upper echelon of trainers and dogs racing at the time. All the action can be seen live on the Watchdog App or on Sky Racing.

The annual Kerri Tepper tournament for Access All Abilities players was due to be held this Sunday at the Horsham Table Tennis Community Centre.

This event would have celebrated its 25th anniversary this year after it was started by Peter and Betty Hart in 1995 with the support of the Warracknabeal and Horsham table

AFL Wimmera Mallee advisory committee formed

A NEW AFL Wimmera Mallee advisory committee has been formed, with an emphasis on retaining local players and encouraging participation at all levels of the sport.

The committee has been established to focus on local issues and advise on the direction for the region moving forward.

AFL Wimmera Mallee area manager Jason Muldoon said, “the role of the committee is to drive strategic direction of netball and football in the Wimmera mallee region.”

“It will also be there to enforce the rules and regulations, and to nurture the local talent and develop that talent,” he said.

“We’ve had our first meeting and we know there will be some challenges but we’ve already picked up the ball and ran with it.”

The committee is made up of people who have different skill sets and backgrounds in football and netball. The committee consists of Grant Kuchel, Colin Thompson, Megan Shea, Shayne Breuer, Cameron Pickering, Nathan Neumann and Trevor Albrecht.

Muldoon will act as the non-voting secretary.

Breuer, who played in the AFL for Geelong and then Port Adelaide and has coached Kalkee and Horsham Saints, was keen to get

involved after spending time with junior development in Horsham.

“I just thought it would be good to be involved, having spent a long time involved in junior development and hopefully try and move it in the right direction,” Breuer said.

Breuer said keeping young players in the community and helping their development as footballers was one of the biggest issues the committee faces.

“It’s been an on-going issue for 40 years really,” he said. “Farms are getting bigger, fewer people need to run them and you look at the clubs that were around 40 years ago - sometimes 30 of those clubs make up one club now.

“We want to try and entice people from out of our local area too. That’s where Minyip-Murtoa has done a great job. They’ve had a heap of players from outside of the region, who may have still had an affinity with the club but it’s bringing quality into our leagues without taking away from each other.”

One of the other significant roles the committee has is to make sure clubs are following the rules regarding salary cap and player payments, even if it is a difficult or sometimes impossible task.

“You look at the AFL competition and how many people they have monitoring their salary caps, they’d have full time staff

across the board monitoring, we don’t have that,” Breuer said.

“If a club is determined to beat the salary cap I’m sure they’ll do it. They have to try and do the right thing. And that’s not just for themselves but that’s for everyone.

Because if one does it, and another one then it’s just a flow on effect.”

Breuer said getting players back playing football for the right reasons was essential.

“We’ve got to get people back playing the game because they love playing the game, not for a salary.

“I think we’ve lost sight of that. A lot now play because they can make a good wage out of it.

As opposed to playing with your mates, and to play a game they love playing and enjoy it. That’s gone out of it a little bit.”

Breuer said one of the most pressing immediate concerns for football clubs and towns is to get football back as soon as possible.

“We’re missing the interaction,” he said. “But I don’t think we can just get back and play footy where you turn up, play the game and go home. That’s not what our footy is about.

“Our footy is about getting together, socialising, seeing each other, having a yarn and really the football and netball are a sideshow to that. That’s how I see it. Unless we can do that it makes it hard to get it going.”

WEST WIMMERA VOWS TO FORM CRICKET TRAIL COMMITTEE

WEST Wimmera Shire Council has revisited a plan for an Aboriginal cricket trail throughout the shire region.

Two previous motions put to council in 2002 and 2015 weren’t followed through, and in December last year the motion was put forward again by councillor Trevor Domaschenz.

In 2002 the council formed a West Wimmera Walkabout Cricket Trail Committee. The aim was to attract tourists to explore the shire while reading about the history of Australia’s First XI. In 2015 a new motion was put forward that the council form a committee of seven, and that council oversee the project. That motion included inviting the Barengi Gadjin Land Council onto the committee.

Council minutes from August 19 stated that, “past efforts were not properly followed through.” The minutes gave no reason as to why this was the case.

region. The players that formed that team came from stations within the shire.

Cr Trevor Domaschenz said the first cricket team going to England was “a big event in Australian history. There is some fantastic

history about the cricket tour in the national library,” he said.

“We would like to work with the Aboriginal community, and make the trail interactive with podcasts.”

There will be a council update in September.

GREAT VIC BIKE RIDE HELD OFF FOR 2020

BICYCLE Network has made the decision to not hold the Great Vic Bike Ride in 2020 due to current coronavirus restrictions in Victoria.

The annual bike riding and camping event was set to visit the Art Silos and Grampians in Western Victoria from November 28, to December 6.

The event was scheduled to spend nights at Rainbow, Brim, Horsham, Halls Gap, Dunkeld, Pomonal and Great Western.

It will be the first year that the ride will not be held since it began in 1985.

Bicycle Network General Manager of Events Rebecca Lane said that while it was a tough decision to make, it is the right decision.

“While it may not come as a surprise, we appreciate that this news will still be disappointing for many, from our riders, to our volunteers, contractors, host towns and partners, but we know it’s the right call,” Ms Lane said.

“Over 36 years, there isn’t much that the Great Vic hasn’t been through, which is why we know that we will get through this.”

It was hoped that the Great Vic could have celebrated a return to

normal life and been a boost for regional Victoria, which not only felt the effects of coronavirus, but also a summer of bushfires.

While celebrations will not be held in 2020, plans are already being made for the Great Vic to return in 2021 and visit the route planned for this year.

“We promise we’ll be back in November 2021 to ride from the Art Silos to the Grampians in Western Victoria for one of our most unique and visually stunning rides yet,” Ms Lane said.

“Our thoughts will be with everyone who had this year’s Great Vic in their calendar. If we do the right thing to stop the spread of coronavirus we will be back next year.”

The Great Vic delivers more than $800,000 to local communities and was expected to attract up to 3,000 participants in 2020.

Bicycle Network thanked Grampians Tourism and local councils and shires Hindmarsh, Greater Hamilton, Horsham, Ararat and Northern Grampians for their help in planning the ride.

General tickets were not put on sale for 2020 due to the coronavirus risk.

Natimuk United’s fundraising triumph

NATIMUK United Football and Netball Club have had at least one victory this year despite a cancelled season.

They were recently named as a top fundraiser in the Click Frenzy Virtual Canteen, beating out nearly 400 other clubs.

With clubs struck down by COVID-19 and with no real income coming in, especially from the lucrative canteens, discount website business Click Frenzy decided to launch a sports competition to raise much needed funds for local clubs across Australia.

The business started an online canteen, where you could buy the pie or sausage roll without worrying about spilling the tomato sauce down the front of your shirt.

Natimuk United creative secretary Shelly Stockdale decided to make a video to encourage all supporters and locals to donate via the canteen. The results have placed Natimuk United in the top 10 out of 400 clubs that took part.

“We thought it would be a unique and fun way to raise some money for the club,” Ms Stockdale said.

Stockdale created a short video, which is also in the running for another $5000 from Click Frenzy.

Seventeen players, supporters and volunteers videoed themselves reading a line from a poem she’d written especially for the fundraiser.

“I wrote a poem and asked each person who wanted to help create the video to read a line each and record themselves doing it,” Ms Stockdale said.

The competition, which ran from Thursday August 20 until August 23 featured over 400 clubs across Australia with the total money raised $100,000. Natimuk United raised over $1000 towards the club.

games this season we still have bills and insurance to pay so we’re always looking at ways to raise money for the club,” she said.

Click Frenzy managing director Grant Arnott said the idea was designed to help out small clubs

during the pandemic.

“At the moment there is no cash injection for clubs so the concept was to create a virtual canteen,” Mr Arnott said. “$1000 in this current financial climate can make a big difference.”

Natimuk United remain in the running for a bonus $5000 extra for their outside-of-the-box idea of a video.

“We offered $5000 to the club that got the most creative for the competition,” Mr Arnott said.
