We have some amazing things planned for The Filter this year, and cannot wait to share them with you!

In this edition, meet our new President Aleks, hear more about the ‘Beyond 45’ proposal, get to know your Council, and learn more about the amazing people who support the AIOH. We reminisce about AIOH2024, meet our 2024 Award winners, and hear from the 2024 Conference Package winner, Scott Midgley.

Transforming the Australian Institute of Occupational Hygienists: A Strategic Restructuring Proposal

Introduction

TheAustralianInstituteofOccupationalHygienists(AIOH),nowinits45thyear,represents approximately1,650membersnationwide.Astheleadingvoiceforoccupationalhygienein Australia,theAIOHhasbuiltasolidreputationbasedonthededicationofvolunteerprofessionals andalegacyofcontributionstoworkerhealthandsafety.WhiletheInstituteremainswellregarded,itfacesseveralchallengesthatwarrantproactiveresponsetosustainitsinfluence, operationaleffectiveness,andstrategicimpact.Theseincludemoderategrowth,over-relianceon volunteerlabour,andtheinabilitytofullyleveragedigitalinfrastructureandmemberengagement opportunities.

ThispaperproposesacomprehensiverestructuringoftheAIOHtoalignwithbest-practice governance,operationalefficiency,andmemberservicedelivery.Theobjectiveistoensurethat theInstitutecansustainitsmission,meetevolvingprofessionalstandards,andmaintainstrategic agilityinarapidlychanginglandscape.

TheNon-ProfitandProfessionalAssociationLandscape

Globally,professionalassociationsareundergoingsignificanttransformationduetoshifting demographics,risingstakeholderexpectations,increasedcompetitionforprofessional development,andtheimperativeofdigitalengagement.Financialsustainability,transparent governance,anddemonstrablemembervaluearenowessentialforviability.

AIOH'sOrganisationalEnvironment

MembershipGrowthandReach:Overfourdecades,membershipgrowthhasbeenmoderate Whilegeographicalreachhasexpanded,economicfluctuationshaveimpactedoccupational hygienistnumbersinmoretraditionalandestablishedregions

In 2011, Victoria had 90 professionally graded members whilst Western Australia had 40. In 2024, Victoria has 110, and Western Australia registered 134 professionally graded members.

VolunteerDependence:AIOHactivitiesaredelivered byvolunteerssupportedbyasmallofficestaff complement.Over-relianceonvolunteerswithout adequateprofessionalsupportlimitsstrategic capacityandprogramexecution.

Complexity:Thecurrentstructureofprofessionalgrades,standingcommittees,subcommittees andworkinggroupscreatesambiguityinroles,duplicationofeffort,andslowdecision-making.

EvolvingProfessionalStandards:Occupationalhygienepractices,certificationstandards,and industrydemandshaveevolved.ThedemandforCertifiedOccupationalHygienists(COH) exceedstheInstitute'sabilitytoproducethem,exacerbatedbytheretirementofmany 'grandfathered'COHs.

GeographicDispersion:Membersaredispersednationwide,makingitchallengingtocoordinate initiatives,maintainconsistentservicedelivery,andpromotestrongengagement.

2. Strategic Challenges and Rationale for Restructuring

The AIOH must address several critical challenges to remain relevant and effective. Each challenge presents a compelling rationale for restructuring:

Rationale:Transitioningfromavolunteer-heavymodeltoablendofprofessional staffingandtargetedvolunteerengagementwillreduceburnout,improve consistency,andenablefasterexecutionofinitiatives.

MemberEngagementandValueProposition

Challenge:Memberexpectationsareincreasinglyshapedbyaccessibledigital learning,robustnetworkingopportunities,andglobalprofessionalnetworks. Currentofferingsmaynotmeetthediverseneedsofearly-careerprofessionalsand seasonedpractitioners.

Rationale: A leaner structure will dedicate resources to digital transformation, online learning platforms, and continuous professional development, promoting growth and increasing member retention.

FinancialSustainability

Challenge:TheInstitute'srevenuemodel,reliantonmembershipfees,events,and sponsorships,offerslimitedflexibility.

Rationale:Streamlinedstructureswillreduceadministrativeoverheads,enable betterfinancialoversight,andsupportnewrevenue-generatinginitiativessuchas corporatepartnerships,fee-for-serviceofferings,andaccreditedtrainingprograms.

TechnologicalInfrastructure

Challenge:Legacysystems,processesandfragmentedcommunicationpractices impedecoordinationandresponsiveness.

Rationale:Investmentsindigitaltools,includingarobustmemberrelationship management(CRM)systemandanonlinelearningplatform,willenhancemember engagement,internalefficiency,andbrandperception.

3.ProposedCommitteeRestructure

Asacentralelementofthebroadertransformationstrategy,theAIOHwilltransitionfromnine standingcommitteestofourstrategicallyalignedAdvisoryPanelswithsub-committees.This modeladdressescurrentinefficiencies,reducesduplication,andenhancesstrategicalignment acrossallfunctionsallowingagile,project-basedworkinggroupstoadaptquicklytomemberand industryneeds.

4.Conclusion

TheAustralianInstituteofOccupationalHygienistshasearnedbothnationalandinternational respectforitscontributionstooccupationalhealth.However,itslegacystructuremustevolveto meetthecomplexdemandsofadynamicprofessionalenvironment.Byembracingstrategic restructuring,theInstitutecanreaffirmitsleadershipinoccupationalhygiene,enhanceitsvalue propositionformembers,andsecureitslong-termsustainability.

What is your role in the council, and how did you get here?

After serving as a General Councillor in 2020/2021, I gained the confidence and experience to apply for Honorary Treasurer, a role I’m grateful to hold for 2025/2026. My interest was inspired by leaders I respect who previously held roles on Council. I wanted to contribute and hopefully encourage upcoming members to do likewise.

Why are you passionate about OH, and what keeps you dedicated?

My motivation as a hygienist has always been to make a tangible difference to workers by controlling workplace exposures As I progressed as a professional and gained my COH, that focus evolved to supporting and equipping other hygienists.

What would you like to achieve during your time on council?

I aim to build upon the existing foundations in place to enhance the AIOH’s business acumen Ensuring transparency and continuity will aid in strengthening our strategic and financial decision-making.

I was inspired to respond to a call for ure leaders / council members by Tracey Bence in The Filter I found self in a position where I could take on more so I took the leap, as ified as I was, and made the call to Tracey. My first role was as a eral councillor before becoming Secretary.

y are you passionate about OH, and what keeps you dedicated? o many workers, and employers, do not know or have little ucation on what they may be exposed to at work and how to protect themselves. Additionally, most workers are at work to support their families AOH allows me to be a voice for those workers and to provide education and advice on controls so that they can continue to provide for their families and enjoy retirement.

What is your role in the council, and how did you get here?

I’m honoured to serve as General Councillor 3 for 2025/26, and I’m excited about the journey ahead! With over 23 years as an MAIOH and more than 12 years as a COH, I’ve spent most of my career in occupational hygiene (OH), now working as a consultant in Queensland. A friend and mentor gave me a few friendly nudges to step up for Council, and when the timing finally felt right, I put up my hand.

Why are you passionate about OH, and what keeps you dedicated?

I love witnessing the ‘lightbulb moment’ when workers and PCBUs truly understand the importance of protecting their health at work most often sparked by a single conversation at a site visit. While regulations may get occupational hygienists onto worksites, our superpower lies in providing solid evidence, practical solutions, andbuilding trust. Once workplaces see how we can help, they realise how much they need us!

What would you like to achieve during your time on council?

I want to support Council in improving worker health by championing our dedicated AIOH professionals who work towards that goal every day. I’m keen to learn more about what our members feel they need at every stage of their careers and help streamline ways to provide that support, growth and success

Whatisyourroleinthecouncil,andhowdidyougethere?

I am one of the three general councillors; my job is to help ensure that the AIOH follows the strategic plan and the council acts in the best interests of the members. I have been volunteering with the AIOH for a number of years with Membership and Qualifications, and the Emerging Hygienist Group (EHG)

WhyareyoupassionateaboutOH,andwhatkeepsyoudedicated?

What I love is also what terrifies me: that there always more to learn. Few professions have such a broad range of required skill sets from chemistry, physics, engineering, mathematics, soft skills, system design… the list goes on.

What would you like to achieve during your time on council?

I would love to the AIOH modernise, expand our impact on industry decision makers, and hold ourselves to the highest standards. Thankfully with the great leadership from our executive, we can make that happen.

What is your role in the council, and how did you get here?

For the 2025-2026 period I have been elected as a general councillor As well as general council duties, I will be the council liaison for the Mentoring Committee and RESP-FIT

In my time as an AIOH member, I have had a number of brilliant mentors, all of whom have spent time on committees and councils giving back to the profession. This, coupled with my time on the RESP-FIT Board, was the motivation to join the council.

Why are you passionate about OH, and what keeps you dedicated?

Like many of us, I have friends and family who work in trades and workplaces where there are a range of hazards that may affect their health. In too many instances, workers are unaware of these hazards or how to bets protect themselves. I am passionate about improving awareness around worker health across all levels of the workforce particularly amongst early professionals.

What would you like to achieve during your time on council?

First and foremost, my key role as a councillor is to support the executive and other council members in driving the institute to meet the objectives of the AIOH 2023-2028 Strategic Plan for the benefit of all members.

Furthermore, I look forward to working closely with the Mentoring Committee to ensure the council provides the requisite support for this crucial program.

From a personal perspective, I am hoping to explore opportunities for small to medium businesses, who may otherwise not have ready access to a hygienist, to be able to work with and learn from our amazing membership.

My interest in occupational hygiene began after seeing a workmate medically retired due to being diagnosed with black lung/silicosis at a very young age This began me questioning why? CES 3 Drinking water quality results and interpretation: This CES helped me to put together the puzzle pieces and make sense of the water management and sampling program that I had been assisting to implement throughout my organisation. The presenter had sound knowledge but was also able to simplify things to allow understanding and assist in understanding terminology.

CES 7 The Importance of Purpose: This CES I found very beneficial as it made me think outside the box There was open discussion and showed the benefits of working in groups reaching out to others in the hygiene space as people tend to pick up different things and have different ways of looking problems. It helped me to look at a case study outside of my limited experience in coal mining and put a new perspective on how I approach work as it comes in and asking the right questions to make sure I am achieving what the ‘client’ is after.

CES 10 Planning and Deployment of Real-Time Particulate Monitoring (RTPM) Programs: As technology continues to advance, we need to move with the times. This session provided an in-depth dive into RTPM equipment and how it all works. Currently I use RTPM on a regular basis but after this CES have modified my practices. This has helped improve the outcome, saved time, and painted a clearer picture.

The Conference provided ample opportunities to connect with other professionals in the area Through my studies at University of Wollongong (UoW) I have met a pool of hygienists that I can call on. After the conference this pool has now grown substantially. It also allowed me the privilege to meet my mentor Kirsty Bouskill faceto-face and not through a computer screen.

In conclusion attending the 2024 AIOH Conference was an enriching experience that significantly contributed to my professional development The knowledge and skills acquired will be directly applied to ongoing and future projects. I am grateful for the opportunity to participate and look forward to contributing to the advancement of occupational hygiene practices.

What’s your role in AIOH, and how did you get here?

I’d be shocked if people at AIOH didn't know me, but I’m the Membership Manager. Back in 2021, I somehow managed to convince Kate Cole and Sharann Johnson in my interview that I was the right fit (despite feeling like the dumbest person in the room with those two amazing wonders). Fast-forward almost four years, and I’m still here — so either I fooled them, or they actually saw something in me...Either way, here we are!

Why are you passionate about the AIOH, and what keeps you dedicated?

The members! They show up, put in the effort, and many somehow juggle their full-time jobs and are volunteering so much time and effort into the AIOH. It’s hard not to be inspired by that. They push me to do better, to make AIOH more valuable, and to keep things moving forward. Do I always nail it? Nope. I am human, but the drive and ultimate goal to be better and support the cause is always there.

What’s something you’d like people to know about AIOH or Occupational Hygiene? AIOH is always evolving—whether you see it straight away or not. This year and beyond is shaping up to be a big one, with some seriously good changes coming that align with our Strategic Plan. My advice? Stay open-minded, get involved, and buckle up—because it’s going to be a hell of a ride.

About this course

Dust occurs naturally and from man-made activities like driving on a dirt road or sawing a piece of timber. In most workplaces, dust is considered problematic and a hazard, especially as dust can impact your health. This course is designed to give you a fundamental level of knowledge and understanding of dust. You will learn what dust is, how to identify dust and the risks associated, the negative health effects of dust, and the controls use to manage the risks associated with dust.

AIOH Mould Cleaning for Cleaners

About this course

Mould is everywhere. It's a naturally occurring organism that plays an important role in nature's ecosystem. Low levels of mould can virtually be found everywhere, even in the most sterile rooms. Mould may grow indoors in wet or moist areas lacking adequate ventilation, including walls/ wallpaper, ceilings, bathroom tiles, carpets, insulation material and wood.

About this course

If moisture accumulates in a building mould growth will often occur. Mould affects people differently depending on their health and the type of mould. It can cause nasal and sinus congestion, hay fever, sore throats, headaches, eye irritations, body rashes and other aches and pains. Mould not only has the potential to cause health problems, but it can also cause damage to the buildings and surfaces it inhabits. AIOH's Mould Awareness online training module is designed to help learners identify mould, understand the conditions that can promote mould growth and develop an awareness of the steps for safely managing the presence of mould.

As a mum to two energetic girls, Pearl and Ayla, I stay active to keep up with them. Whether it’s weight training, running, or chasing after their endless energy, staying fit helps me bring my best self to both work and home life.

My role at the AIOH is to manage AIOH webinar series and Basic Principles Courses throughout the year as well as supporting Kelly with the annual conference. My role focuses on organising logistics, supporting event execution, and creating seamless professional development experiences.

This training is designed to equip new hygienists with the core skills and knowledge needed to launch their career in this critical field, so don’t miss this opportunity to take your first step toward a rewarding future in occupational hygiene. If you are already working in the field, then use this as an opportunity to encourage someone else – either to consider this rewarding career, or alternatively to learn more about the occupational hygiene work that is conducted in their workplace.

Over the New Year break, the BPC Team have been consolidating our equipment inventory. Measurement of hazards is an important part of occupational hygiene, the AIOH BPC course specifically includes a variety of hands-on practicals as an integral part of the program. The participants experience what it is like to set up and work with the equipment and media used in the field to sample noise, dusts, gases & vapours and heat. The students also conduct mini health risk assessments as part of the course practical component.

While our students actively engage in learning and discussing the theory components of occupational hygiene, it is often the hands-on practical part of each day the students enjoy the most and where the presenters really see the light bulb moments as learning is consolidated.

A warm welcome to UQ’s new Masters students who have started their study with us in February, 2025. This semester they will undertake their first occupational hygiene classes and will have the pleasure of learning from experienced AIOH Certified Occupational Hygienists, including the Program Director, Associate Professor Kelly Johnstone, and industry presenters Michael Shepherd, Dr Ross Di Corleto, Dr Peter McGarry, Noel Pinkerton and Brad Geinitz. Students will also have the opportunity to learn from Paul Thomson and Nathan Malone from 3M who will deliver an interactive class on respirators and respiratory fit testing as well as Wayne Hosier from Airmet who will provide an interesting and engaging presentation on direct reading instruments for gases and vapours.

Celebrating Student and Research Achievements

PhD Success: Richard Leung recently submitted his PhD thesis on the psychological and physiological effects of hearing and respiratory protection in the workplace.

New Researchers: A warm welcome to our three new PhD students, Amy Henerson, Louisa Johnson, and Shintia Arini. Amy’s PhD will investigate the return to work for mine dust lung disease affected workers in the mining and artificial stone industries. Louisa will investigate noise exposures in veterinary work, and Shintia will research Indonesian farmers’ mental health and the impacts of climate change.

Many of you would be familiar with Kevins amazing work with Workplace Health without Borders, but did you know he is an Aussie and completed his PhD at the University of Western Sydney assessing Queensland quarry and dimension stone mine workers exposure to respirable crystalline silica and health effects?

And many years ago, he completed his BSc at UOW? So, he has come full circle!

Background

An incident occurred involving a quarry maintenance worker who was removing screens from a mobile screening plant, a task that required working on the plant’s output conveyor. While the maintenance was underway, another quarry employee activated the screen plant to dislodge grass caught in the screen

The worker handling the screen was thrown from the plant when the conveyor started and was impaled by a 60 cm metal tool around his chest and shoulders, causing severe injuries. The injured employee was airlifted to the hospital for treatment

Safety Issues

Hazards that could result in the accidental activation of the plant or the release of stored energy include:

The screen plant can be operated with the output conveyor in a lowered position.

There are no engineering controls or higher-level safeguards in place to prevent the plant from starting and operating while workers working on or within the plant

The plant was not de-energized before maintenance work began.

The site's Lock Out/Tag Out system was not applied during mobile plant maintenance. There was no verification to ensure all employees were at a safe distance before restarting the plant

Recommended ways to control risk

To minimize the risk of workers injury, employers should:

Install limit switches, interlocks, or other advanced controls to prevent the plant from starting while maintenance is being performed.

Implement a lockout/tagout and de-energization procedure during maintenance. Ensure all employees working with the plant are informed about ongoing maintenance activities.

Conduct thorough risk assessments, in consultation with affected workers, for activities that involve de-energization or plant maintenance

Legal Duties

Under the Occupational Health and Safety Act 2004, employers must provide a safe work environment, identify hazards, and control risks. Specific duties include:

Ensuring a safe and healthy work environment with fit-for-purpose plant.

Reducing risks where elimination isn’t possible.

Providing necessary training and supervision for safe operation.

Consulting with employees and health and safety representatives to identify and manage risks.

Implementing and reviewing controls to eliminate or minimize risks.

Employers must prioritize higher-order controls like elimination, substitution, and engineering where feasible.

The NSW Minns Labor Government will continue its mission to ensure workers have strong laws and a tough regulator on the beat by introducing a bill into the NSW Parliament to establish SafeWork NSW as a standalone regulator

Regulation 58 of the Work Health and Safety General Regulations 2022 requires a person conducting a business or undertaking (PCBU) to provide audiometric testing to workers who are frequently required to wear hearing protection to protect against noise-induced hearing loss from noise that exceeds the exposure standard for noise. ITISTHERESPONSIBILITYOFPCBUSTOIDENTIFYANDREMOVE

Any PCBU who carries out refurbishment of domestic premises must ensure that all asbestos likely to be disturbed by the refurbishment is identified and removed before refurbishment starts. It is not the responsibility of the homeowner

In December, Safe Work Australia launched a collection of new reporting tools to help users more accurately assess, measure and report data on WHS performance

The new workers’ compensation injury frequency rate dashboard uses data only available through Safe Work Australia’s national workers’ compensation dataset. The data can be filtered by industry, occupation, injury type and severity

With the creation of more holistic data and tools, the Lost Time Injury Frequency Rate (LTIFR) calculator will be retired from the data website in March 2025.
