OBSERVATIONS AND CONVERSATIONS It’s a small industry; a bad attitude and incompetency don’t get you too far. Ann O’Neal

Welcome to The Dealmakers special edition for the ICSC’s Chicago Dealmaking. I have had the opportunity to attempt making deals in Chicago numerous times over the past three decades, but I have never hit a home run in the Windy City. Doing deals in Chicago is next to impossible. This market is so political that it takes years to get through the first steps of development. Yes, there is lots of money to be made, but developers, especially ones coming in from outside of Illinois, have to be willing to be patient and have deep pockets. My first impression when I was working on assembling sites years ago was that every twelfth block was a new fiefdom ran by local bureaucrats and power mongers that had nothing better to do than to bust chops. I’ve been told that it’s easier to develop now than it was, but it’s still challenging. Chicago is a market that if you want to open a store or acquire a site or develop a retail site, you need a local broker to make it happen. Fortunately, there are quite a few competent retail brokers serving greater Chicago, but a handful of brokers dominate a pretty big slice of the retail real estate market for both leasing and investment sales. A few of them are egomaniacs, but at least they’re smart brokers when it comes to getting deals done. Recently, I had the unfortunate experience of reliving a deal that died years ago with a broker that was also an egomaniac. A few months ago, I was hired by a landlord to help put together a list of chains that would be best suited for his urban site that happens to be in an area where more and more millennials are moving into. His thought was that he could get more rent with leasing the storefronts to upscale retailers. Once I had a list of a hundred of the most ideal tenants, the landlord and I cherry-picked the top twenty. From there, I got together all the real estate contact info, and researched if they had a tenant rep who was handling the account. At the next meeting, I explained to the landlord that a few of our top picks are represented by tenant reps with a reputation for not being such nice guys, and the odds are high that any deal with them will blow up at the eleventh hour just because these brokers are so difficult. I told him that if he contacted one of them, it would behoove him not to bring up my name. He was curious why he shouldn’t mention that I was doing consulting for him on the project. I explained to him that I did a deal twenty years ago with one of the brokers and the guy was so full of himself that he couldn’t get out of his own way. We had a major blowout when after my landlord had spent money and time on a first round of comments on the lease, as-builts, meeting with the town and talking to his lender, then this broker stopped returning my calls. After the seventh left message over two weeks, and after I verified with his secretary that he was actually still alive and in the office, I called his client direct and left a message. Well, within thirty minutes, I had the tenant rep holding for me to pick up the phone. He wanted to rip me a new one; he was screaming about how dare I contact his client directly, blah, blah, blah. My response was, “How dare you not return any of my phone calls, and what is up with getting a second round of comments on the lease?” I don’t Page 4 | October 10, 2014

think he was used to getting a push back or someone talking back to him as loudly and with the same tone as he spoke to me. Our conversation quickly exploded, but I had the pleasure of telling him that not only did he have a false grandiose self-image, but he was also a dumb-a## prick. As I hung up the phone with the tenant rep, a call comes through from the retailer with whom I was friendly, although this was the first time we had tried to do a deal and after a few minutes of chatting, I asked him what’s up with the lease and he responded, “We killed that deal several weeks ago. After we saw the as-builts, we can’t make our prototype work on two-levels. I thought you already knew that.” I said, “No, your broker decided since he couldn’t make money off of me, he no longer needs to offer the professional courtesy of returning my calls.” Needless to say, that was my last interaction with this broker, and to this day, we still avoid each other at industry functions. The landlord concurred that he didn’t have time to be jerked around and then asked me about the other tenant rep on our list of potential tenants. I explained, yes, they’re arrogant pricks too, but at least they are smart and return calls and can actually close a deal. I gave my client a list of three landlords that have done deals with both of the tenant reps mentioned here, so he could call and compare notes on what kinds of deals they have been making. A few weeks later, he called me to say that none of the landlords had anything good to say about the tenant rep that I had words with, and they concurred with me that not only was he arrogant, but he was also not too bright. It’s a small industry; a bad attitude and incompetency don’t get you too far. Stop by our booth in Chicago at the Navy Pier. STATE OF THE INDUSTRY ICSC Chicago Dealmaking Edition Stephanie Weaver Each year, The Dealmakers collects the opinions and statements of regional Midwestern industry experts to determine the economic welfare of the mid-states market, where it has been and where it is headed. We invited industry experts to give us their opinions about how the local market is faring, what new concepts are entering the market, new developments, occupancy rates in the region and future economic trends. Leasing activity has picked up in pockets of the Midwest, while tertiary sites continue to languish. Thomas Mirandi, vice president of real estate at RD Management, LLC, a shopping center development company with a portfolio in excess of 18-million square feet, observed, “Off-price and discount stores continue to be the most active in the Midwest as are various gym formats, including Planet Fitness and Workout Anytime, as well as smaller format apparel stores.” RD Management, LLC controls approximately 20 shopping centers throughout the Midwest and has recently negotiated deals with Ross Dress for Less, Dollar Tree and Labels for Less. Mirandi also noted, “A department store chain is looking to open outlet stores for its surplus merchandise, and Simply Fashions has picked up the intellectual property rights of the former Dots chain and is looking to open new stores under the Dots name.” W.R. “Terry” McCollom, Jr., member of Chicagoland Association of Shopping Center Owners “CASCO” and president and founder of McCollom Realty, Ltd., a full-service firm established in 1976 and serving clients throughout the Midwestern region of the United States, explained, “Dollar General and Sleepy’s are the most prolific chains with expansion plans throughout the Midwestern market.” McCollom also noted that his company recently brokered deals with Check Into Cash, a chain providing payday loans and title loans, and Orscheln Farm & Home, a 159-unit chain operating throughout the Midwestern region of the United States and offering automotive, home improvement, farm and ranch equipment, family apparel and footwear, pet care and livestock supplies and tools. McCollom added that Mariano’s Fresh Market, a specialty supermarket store operated by Roundy’s, Inc., is expanding throughout the Chicago, Illinois area. The company also operates under the trade-names Pick ‘N Save, Copps and Metro Market. Tucker Development recently negotiated a lease with Tesla Motors for Supercharger stations at Country Club Plaza, a 450,000 square foot center located in Country Club Hills, Illinois. The stations enable Mobile S electric vehicle drivers to drive for up to three hours on a single charge. A 28,000 square foot Fresh Thyme Farmers Market is opening at Fairview City Centre, owned by Kimco and located in Fairview Heights, Illinois, in addition to two proposed openings in Missouri. Recently, HereToday, a two-unit chain of discount general merchandise stores, also opened in Fairview Heights. The company is planning to open 15,000 square foot to 20,000 square foot stores throughout the St. Louis, Missouri metropolitan area and beyond during the coming years. Kroger is expanding throughout Midwest as well. The company is planning to open supermarkets in Columbus, Greenwood, Fishers and Indianapolis, Indiana. While many retailers are hastily expanding throughout the Midwest, others are shutting their doors forever. Kmart recently closed 10 stores in Indiana, Michigan, Ohio and Wisconsin, and additional stores throughout Illinois will be shuttered by the end of the year. is vacating its location at Heritage Square Shopping Center in Naperville, Illinois during 2015. Retail landlords throughout the Midwest are breaking ground and redeveloping shopping centers now that retail chains are back in expansion mode. “RD Management, LLC is putting in significant capital to renovate and upgrade existing properties in the Midwest,” said Mirandi. Inland Real Estate Corp., a real estate investment trust that operates retail centers throughout the central United States, in a joint venture, is developing Pulaski Promenade, a 133,000 square foot power center located in southwestern Chicago, IL. Currently more than 80% preleased, cotenants will include Marshalls, Ross Dress for Less, Michaels and PetSmart, with store openings slated during spring 2016. Area demographics include a population of 217,083 within three miles earning $67,458 as the average household income. The Krausz Cos. is redeveloping Charlestowne Mall in St. Charles, Illinois. The $70 million project will include freestanding buildings on the south end of the mall, with a second phase of outlets planned on the southeastern side. Tenants will begin opening during 2016.

Shopping center acquisitions have heated up in more densely populated trade-areas within the Midwest. Bradford Real Estate Cos. recently acquired Fox Run Square, a 144,000 square foot center in Naperville for $25.6 million from Inland Private Capital Group. A 21,950 square foot Ace Hardware anchors the center, while a 72,215 square foot former Dominicks is dark. NewQuest-Epic Investments, LLC recently acquired Prairie Point Shopping Center, a 91,535 square foot property anchored by Mariano’s Fresh Market in Aurora, Illinois for $18.5 million from Phillips Edison. Real estate professionals agree that occupancy rates are increasing throughout the Midwest. According to Mirandi, “Occupancy is up. Vacancy is down but the gap is not quite as large in the Midwest, meaning there is still more inventory available than in other parts of the country where the supply of available retail space has noticeably diminished. However, we are still seeing a slower economic rebound in Michigan than in other Midwestern states. There are pockets of very strong leasing activity in the Midwest but overall the absorption rates for available space are not quite as high as in other parts of the country.” “I feel very certain that retailers in the Midwest will continue to grow,” McCollom said.
