New Editor in the House

Maria Lynch passes over the reigns after an amazing 4 years at The Coastal Rag!

Well, here we are!

I never expected to find myself in this position, but I’m so grateful to be here. When Maria told me there would only be two more issues of The Coastal Rag, I couldn’t accept it. I’ve always loved this publication and have picked it up every time I saw it. It’s a true community treasure, and I believe it has to continue. So, here I am, ready and excited to do my part in keeping it alive!

But here’s the thing: a community newspaper needs a community. And that means we all need to get involved. I encourage you to support The Coastal Rag by purchasing each issue, sharing your ideas, contributing stories, advertising with us, submitting announcements, well-wishes,

help us all stay connected. Your involvement is what will keep us strong and vibrant.

I also want to take a moment to thank Maria for everything she has done—and continues to do—for The Coastal Rag and our community. She is a force of nature, always working to make sure we’re informed and united. We are incredibly lucky to have her on our side. Thank you, Maria, for your tireless dedication! Thank you also, for holding my hand through this transition period. It has made these last few weeks possible.

You might notice some changes in the upcoming issues as I experiment with the formatting and sections to find what works best and what you all enjoy. Your feedback is invaluable, and I am

eager to collaborate with you! I envision this paper as a community effort, thriving for years to come.

Don’t forget to check out page 10 for a chance to win a prize just for sharing your thoughts!

Lastly, thank you to all of you for entrusting me with the stewardship of The Coastal Rag. I’m looking forward to this new chapter, and I can’t wait to see how we can keep this publication going for years to come. Let’s make it something we’re all proud of!

Dear Readers

At the last minute, I decided to edit the front page to include a coastal background, but I’m not sold on it just yet. I would love to feature different photos from across our region in future issues to showcase how lucky we are to live in such a beautiful part of the world. Please send through some shots if you’d like to see your pictures in upcoming issues.

I’ve really enjoyed working on this first issue. Reading the Lighthouse restoration story made me want to visit the Lighthouse again and truly take it all in. If you haven’t been, I highly recommend it.

Sharing the stories of some of our local veterans who have recently passed felt like a meaningful way to pay respects to men and women who have done so much for all of us.

On a lighter note, it’s wonderful to see the growing number of community services and events our area has to offer. This is always an exciting part of a thriving community.

It’s fantastic to see local c ommunity member Amelia Best expanding her NDIS company to meet local needs and provide jobs.

The last few weeks preparing this paper have had their challenges, especially with the printer, but Maria and I worked through them as a team, and she backed me the whole time. If this paper reaches your hands on time, it will be because of sheer teamwork.

Thank you to everyone who shared and contributed. I am looking forward to the next issue.

The Restoration Of Bustard Head Lighthouse Part II.

The Department of Transport’s decision in 1986 to remove caretakers from Bustard Head Lighthouse proved to be a disastrous decision. For the first two years the station laid empty but undamaged. However, for the next 8 years with no caretaker to maintain the buildings or roads, severe damage was done either by vandals or weather conditions. In 1990 vandals turned off the mains power at the power pole near the lighthouse which left no light to assist vessels for one night.

At other times during 1990, there were major power failures which resulted in the light being out for three nights on one occasion. Finally, in 1994 the Australian Heritage Commission decided that Bustard Head Lighthouse was of a historical significance that it should be listed on the Register of the National Estate. The same year saw the

beginning of tourism at the lighthouse with the introduction of the LARC 1770 Environmental Tours, by Des and Betty Mergard. Des and Betty made numerous offers to the Australian Maritime Safety Authority, to provide a caretaker and refurbish the buildings, but at the same time negotiations were underway to transfer the major lighthouse reserves from Federal to State control, and the Mergard’s proposal was rejected.

While discussions between different government bodies as to who would be responsible for the upkeep of the Bustard Bay Lighthouse. On one occasion in December, 1995 within a period of twenty-four hours, a pack of mindless morons went on a frenzied rampage of destruction, smashing every window and wall panels of both the cottages. Window frames were ripped out, rainwater tanks were punctured, porcelain

bathroom fittings were shattered, the awnings and guttering were pulled from their brackets, and the bush cemetery was also vandalised.

In November 1996 a conservation management plan was completed that recommended that the lighthouse, and all associated buildings, including the cemetery be maintained and preserved. At the beginning of 1999, none of the recommendations had been implemented. Stuart and Shirley Buchanan, had lived and worked as lighthouse keepers on Bustard Head Lighthouse, over a number of years. Their last year at the lighthouse was in 1981, until sadly they had to leave a place they came to really love. After many years living away from their beloved Bustard Head Lighthouse, they paid a return visit as passengers on the LARC. The sight of the destructive vandalism which had taken place was devastating to the Buchanan’s. Stuart and Shirley together with Des and Betty Mergard hurriedly organised a town meeting with many locals at the time forming the Bustard Head Lighthouse Trust.

Finally, negotiations between Federal and State Governments for the Bustard Head Lighthouse Trust, were to be given a 20 year lease, and a grant obtained to commence the rebuilding of the Lighthouse Precinct.

For the next 18 years many long hours of hard work, injection of personal funds, and the determination of the Buchanan’s, the Mergard family, and many local tradespeople, passing yachties, and volunteers, the Bustard Head Lighthouse was finally restored to its former glory. The restored lighthouse opened on 3 March 2013. If not for the dedication of the above named, who knows what

condition the lighthouse would be in today.

Agnes Water/1770 RSL Sub-branch News: Our Community Mourns a Great Loss

A sad time for Agnes Water/1770 RSL sub Branch and the Agnes Water community with three veterans/community members passing since December.

Bernie Gains

Bernie Gains service number A118346 took his last flight 5.3.1951 – 03.12.2024. Bernie served 3.5 years in the Air Force at Townsville. Bernie worked in Agnes Water for years and was our RSL Flag Marshal for many years raising the flag every morning and taking it down at sunset. He was well-known in town, and was always walking along Captain Cook Drive. It’s just not the same not to see him along the footpath.

Colonel Bruce Kemp

Colonel Bruce Kemp AM service number 53843 went on his last patrol 22.02.1940 – 14.12.2024. Bruce served in the army and his country for 33 years and did two tours of Vietnam.

Bruce moved to Agnes Water around 15 years ago. Bruce was first introduced to Agnes Water whilst looking for a place to put a military training base, which is now Shoal Water Bay at Yeppoon.

Not many locals know that Bruce had to report on both places (Agnes Water & Yeppoon) and give his recommendations on which place would be suitable for the military training area. So if he had chosen Agnes Water it could have been a different place. Bruce in his service was also attached to the Queen. While in service Bruce was awarded the Member of the Order of Australia (AM) which is awarded to military personnel for exceptional service. One of his nominations came from Prince Charles now King Charles.

He had a very interesting life and was always a gentleman.

Community News & Updates

Paul White

Paul White service number R98108 crossed the bar 25.02.1951 –10.01.2025. Paul served his country in the Navy for 7 years and was a Vietnam veteran. Paul lived in the Agnes Water area for about 10 years and was known for being a larrikin. Might I just say not only in Agnes Water but throughout his whole life. Paul was known to have an article or two in The Coastal Rag paper, some not politically correct but hey that was Paul.

All of these veterans will have plaques placed on the RSL “Wall of Remembrance” at the Cenotaph. In the past 2 years, the RSL has had eight veterans go on their final journey, which all lived within our community. On a lighter note, enjoy the photos when these guys were young.

Understanding

the New Underpayment Laws Effective from 1st January 2025: Tips for Small Businesses to Ensure Compliance.

Starting from 1 January 2025, Australia has introduced new criminal underpayment laws aimed at protecting employees from intentional underpayment. These laws impose severe penalties, including fines and imprisonment, for businesses found guilty of deliberately underpaying their staff. The Fair Work Ombudsman (FWO) is empowered to investigate and refer cases for criminal prosecution.

Steps for Small Businesses to Ensure Compliance:

Audit Payroll Records:

Regularly review and audit payroll records to ensure all employees are being paid correctly, including overtime and penalty rates.

Correct Underpayments

Promptly: If any underpayments are identified, rectify them immediately to avoid legal consequences.

Follow the Voluntary Small Business Wage Compliance Code: This code provides guidance on maintaining wage compliance and can help small businesses stay on the right side of the law.

Stay Informed: Keep up to date with the latest wage laws and regulations to ensure ongoing compliance.

By implementing these steps, businesses in the Discovery Coast can protect themselves from legal penalties and foster a fair and compliant workplace for their

employees. For more detailed information, you can read the full article on My Business.

Boyce Re-endorsed by LNP For Flynn

It was an honour to recently be unanimously re-endorsed by LNP branch members as their candidate for the seat of Flynn. For over two years, I’ve been working hard for the Flynn electorate. I have a strong record of getting things done.

Some of these achievements include:

• Opened the School of Manufacturing in Gladstone.

· Delivered the John Peterson Bridge near Mundubbera.

• Secured funding for an Agnes Water Skatepark

· Helped deliver the Rookwood Weir near Rockhampton.

• Supported volunteers and community groups to buy new equipment, increase their volunteers and upskill.

• Supported local athletes with financial assistance to participate in state, national or international championships.

• Supported community-based projects and activities aimed at

commemorating the service and sacrifice of Australia’s service personnel in wars, conflicts and peace operations, and their families.

• Introduced amendments to protect the Great Artesian Basin and secured protections against waste dumping.

• Successfully stopped Labor’s ‘Fresh Food Tax’.

However, there is more work to be done, and this election is a choice about Australia’s future. Unlike Labor, the Coalition will have the right priorities for Australia and with the right priorities we will have the right policies to support Australians, families and small businesses.

The Coalition have a plan to get Australia back on track. Our plan will deliver:

• Low inflation, by reining in wasteful spending that fuels inflation and by reducing tax

and red-tape.

• Affordable homes, by funding critical infrastructure required for housing, helping first home buyers, restricting foreign investors, and restoring a sustainable migration intake.

• Safer communities, by getting tough on violent crime by non-citizens, boosting our defence and border security.

• Quality healthcare, by funding more GPs, increasing bulk billing rates and more Medicaresubsidised mental health sessions. Whether you live in the Central Highlands to the West, Gracemere to the North, Gladstone to the East, Wondai to the South or one of the towns in between, I am committed to ensuring strong representation for the Flynn electorate and I will continue to deliver for our region.

Boyce comments on the Bruce Highway Upgrades: Gin Gin to Rockhampton Must Be Priority

Federal Member for Flynn, Colin Boyce has called on the Federal and Queensland Governments to prioritise and bring forward funding for upgrades of the Gin Gin to Rockhampton section of the Bruce Highway in his electorate of Flynn.

“This national Highway stretches from Brisbane to Cairns and is essential for thousands of Queenslanders who rely on this vital piece of infrastructure,” Mr Boyce said.

“It’s about time this Government

invested in this critical highway. However, there needs to be a commitment that the stretch of Highway between Gin Gin and Rockhampton be prioritised and upgraded as soon as possible.

“Furthermore, the Labor Government’s decision to reverse the 80:20 funding split to 50:50 in following Labor’s infrastructure pipeline review in 2023 has proven detrimental to funding for our highway delaying much needed safety improvements.”

“Thankfully, the Labor

Government have heard our calls loud and clear and finally agreed to reinstate an 80:20 funding split for the Bruce Highway. Something that my Coalition colleagues and I have been calling on for years.

“I will continue my fight for more funding for Central Queensland’s patch of the Bruce Highway.”
