C o n t e n t e d h o u r s w e r e p a s s e d s p l a s h i n g a r o u n d i n u n d e v e l o p e d f i e l d s after a r a i n , c r e a t i n g waterfalls, c a v e s , a q u e d u c t s , l a k e s , mountains, roads, bridges a n d towns of m u d .

T h e r e was a real urge to m a k e o r d e r out of the apparent chaos of puddles a n d m o u n d s . It m a d e me h a p p y . . .

M u d - a r r a n g i n g has a n e w n a m e — l a n d u s e p l a n n i n g — a n d it's a l l the r a g e t h e s e d a y s . T h e y ' r e d o i n g i t i n C e n t e r for W o o d e n B o a t s country: the C i t y o f S e a t t l e , a n d C o u n t y o f K i n g . T h e i r p l a n n e r s a r e n o w e a r n e s t l y r e m o d e l i n g the face o f our region.

O u r r i s i n g c o n c e r n w i t h l a n d use c o m e s f r o m the s a m e s e e d a s the g r o w i n g i n t e r e s t i n craftsm a n s h i p . It's part o f the n a t i o n w i d e t r e n d that m a k e s people want to build their furniture, grow their f o o d , b u i l d t h e i r b o a t . It's a r e a c t i o n to t h e c r u m m y q u a l i t i e s o f the g o o d s w e b u y a n d t h e n e i g h b o r h o o d s w e live i n . W e a r e c a l l i n g for a r e t u r n t o integrity, c h a r a c t e r a n d h u m a n scale i n o u r c i t i e s , o u r t o o l s a n d the t o y s w i t h w h i c h w e play.

L e t ' s h a v e a q u i c k r e v i e w of c i t y p l a n n i n g : It all b e g a n as a m e a n s of p r o v i d i n g a p l a c e for t r a d i n g — g o o d s , l a b o r , ideas. S e r v i c e s h a d t o b e p r o v i d e d for the i n t e n s i v e u s e of a s m a l l p i e c e of l a n d — p r o t e c t i o n , water supply, sewage disposal, p l a c e s t o p l a y . T h e c i t y d e v e l o p e d a style reflecting the p e o p l e w h o l i v e d t h e r e .

T h e s i z e a n d s h a p e o f the c i t y w a s d i c t a t e d b y the w a t e r s u p p l y , c a p a c i t y o f the s e w a g e d r a i n field o r p r o d u c t i o n p o t e n t i a l o f a d j o i n i n g a g r i c u l tural lands, whichever was smallest. That w a s l a n d u s e p l a n n i n g i n the d a y s o f d i n o s a u r s a n d wooden boats.

T i m e m a r c h e s o n . P e o p l e a r e m o v i n g faster a n d m o r e often from city to city. C i t i e s e x p a n d w i t h the logic o f the s i m p l e g r e e d o f l a n d developers . . . ticky tacky c o n s t r u c t i o n , slumlords a n d leash laws a r e invented. N e w rules a n d regulations are also c o n c e i v e d in a c a t c h - u p game with urban sprawl. Geometrically increasing n u m b e r s of b u r e a u c r a t s , stoplights a n d dogcatchers appear in the s a m e proportions. C i t i e s l o s e s p e c i a l l a n d m a r k s ( S e a t t l e lost a w h o l e h i l l — s l u i c e d into Elliot B a y ) , h u m a n scale a n d the identifiable style that e a c h c i t y u s e d t o h a v e .

As a senior C W B m u d arranger a n d old m a n of the l a k e , I k n o w t h e p l a n n e r s h a v e n o t d o n e t h e d e t a i l e d s t u d y that L a k e U n i o n d e s e r v e s .

Scientific research has s h o w n L a k e U n i o n to be an u n s c i e n t i f i c , u n c l a s s i f i a b l e j u m b l e . It's a stage w i t h a 7-mile c i r c u m f e r e n c e . T h e r e a r e s l o p i n g s i d e s all a r o u n d , p r o v i d i n g a m a r i t i m e f o c u s for a l a r g e b a s i n o f r e s i d e n t i a l a n d c o m m e r c i a l districts.

Here is my almost serious vision of L a k e U n i o n i n the y e a r 2000: A p p r o a c h e s t o the L a k e

S o h o w d o y o u p l a n it? V e r y g e n t l y , e m p h a s i z i n g the p a r t s that w a n t t o b e t h e r e .

Westlake Avenue: T h e d o w n t o w n — L a k e U n i o n c o n n e c t i o n i s W e s t l a k e A v e n u e . O n this one-mile a v e n u e f r o m the c i t y c e n t e r t o the s o u t h s h o r e o f L a k e U n i o n the p u b l i c h a s s u f f e r e d a surfeit o f drab one a n d two story service businesses.

A r e n a i s s a n c e w i l l o c c u r a r o u n d the l a k e w i t h the C e n t e r for W o o d e n B o a t s a t the h u b o f t h e greatest a r e a of c h a n g e . It w i l l all fit in neatly w i t h the C e n t e r a n d o u r little h a r b o r , w h e r e the c l o c k s t o p p e d i n 1900.

W e s t l a k e will be t r a n s f o r m e d into a p o s h street of restaurants, specialty retail s h o p s a n d r e m o d e l e d s e r v i c e b u s i n e s s e s as it b e c o m e s a m o r e n o t i c e a b l e g a t e w a y t o the r e d e v e l o p e d south end of Lake Union. LAPSTRAKE WORKSHOP AND SPRING R E G A T T A Nancy Black, Maury C r u m , John Gruenwald, Bob Harrison, B u d Keith, Jim Love and Terry Y a t e s : T h e s e w e r e the m e m b e r s o f t h e S i m o n Watts-led lapstrake workshop. They survived a 12-day e n d u r a n c e test w h i c h left t h e m w i t h a c h i n g b a c k s , n e w c a l l o u s e s , c u t fingers a n d t h e p r i d e o f b u i l d i n g a s a i l i n g d i n g h y that W a t t s c a l l e d " t h e best student b o a t " he has s u p e r v i s e d .

T h e s t a n d i n g l u g sail w a s a l s o a s t u d e n t p r o j e c t f r o m a w o r k s h o p taught b y B a r n e y A b r a m s . T h e students were Janeen Dias, Earl Fenstermacher, B o b Kelly and Ray Miller.

T h e l a u n c h i n g p a r t y o n S u n d a y , M a r c h 24, w a s a d r a m a t i c c l i m a x t o the w o r k s h o p . T h e s u n w a s bright a n d the air c a l m w h i l e t h e c h a m p a g n e c o r k s p o p p e d a n d the boat first hit the l a k e . T h e n , l i k e a d o w n h i l l freight t r a i n c a m e a b l a c k s k y , r a i n a n d 20-knot winds.

T h e l a u n c h i n g w a s the o p e n i n g act o f o u r a n n u a l S p r i n g Regatta. O u r regattas always have c o m p e t i t i o n . T h i s time, there were s e v e n entries i n the m o s t fiercely b a t t l e d c o n t e s t . T h e c r o w d s c h e e r e d for the w i n n e r . B y p o p u l a r v o t e , C h r i s H o r n e ' s F e t t u c h i n i A l f r e d o was j u d g e d the best pasta salad, a n d C h r i s was c r o w n e d with the chef's hat.

T h e r e were contests in boats, but we're afraid w e d i d not k e e p a c c u r a t e r e c o r d s o f all w i n n e r s this t i m e i n the r o w i n g c l a s s e s . I n d o u b l e s , w e d o k n o w that J o h n a n d G i n n y H a r t s o c k p l a c e d first i n their C o s i n e W h e r r y , a n d A r c h i e C o n n a n d M i k e Hamilton were second in Archie's S w a m p scott D o r y .

T h e blustery sailing race w a s w o n b y D a v e L e F e b v r e a n d P a t C r o w i n a 12-foot B e e t l e C a t , f o l l o w e d b y a 35-foot N e w H a v e n S h a r p i e c r e w e d b y M a r c u s Lester, Bill V a n V l a c k , Pat F o r d , H o r a c e Ingram, C o u r t e n a y S m i t h , S i m o n W a t t s , C h r i s F o r d , R u t h F o r d a n d Jesse the springer spaniel.
