L A K E U N I O N , C I R C A 2000 A D . By Dick Wagner I don't think my mother understood it,but a s a k i d , I t h o u g h t m u d w a s the g r e a t e s t toy e v e r m a d e . C o n t e n t e d h o u r s w e r e p a s s e d s p l a s h i n g a r o u n d i n u n d e v e l o p e d f i e l d s after a r a i n , c r e a t i n g waterfalls, c a v e s , a q u e d u c t s , l a k e s , mountains, roads, bridges a n d towns of m u d . T h e r e was a real urge to m a k e o r d e r out of the apparent chaos of puddles a n d m o u n d s . It m a d e me h a p p y . . . M u d - a r r a n g i n g has a n e w n a m e — l a n d u s e p l a n n i n g — a n d it's a l l the r a g e t h e s e d a y s . T h e y ' r e d o i n g i t i n C e n t e r for W o o d e n B o a t s country: the C i t y o f S e a t t l e , a n d C o u n t y o f K i n g . T h e i r p l a n n e r s a r e n o w e a r n e s t l y r e m o d e l i n g the face o f our region. O u r r i s i n g c o n c e r n w i t h l a n d use c o m e s f r o m the s a m e s e e d a s the g r o w i n g i n t e r e s t i n craftsm a n s h i p . It's part o f the n a t i o n w i d e t r e n d that m a k e s people want to build their furniture, grow their f o o d , b u i l d t h e i r b o a t . It's a r e a c t i o n to t h e c r u m m y q u a l i t i e s o f the g o o d s w e b u y a n d t h e n e i g h b o r h o o d s w e live i n . W e a r e c a l l i n g for a r e t u r n t o integrity, c h a r a c t e r a n d h u m a n scale i n o u r c i t i e s , o u r t o o l s a n d the t o y s w i t h w h i c h w e play. L e t ' s h a v e a q u i c k r e v i e w of c i t y p l a n n i n g : It all b e g a n as a m e a n s of p r o v i d i n g a p l a c e for t r a d i n g — g o o d s , l a b o r , ideas. S e r v i c e s h a d t o b e p r o v i d e d for the i n t e n s i v e u s e of a s m a l l p i e c e of l a n d — p r o t e c t i o n , water supply, sewage disposal, p l a c e s t o p l a y . T h e c i t y d e v e l o p e d a style reflecting the p e o p l e w h o l i v e d t h e r e . T h e s i z e a n d s h a p e o f the c i t y w a s d i c t a t e d b y the w a t e r s u p p l y , c a p a c i t y o f the s e w a g e d r a i n field o r p r o d u c t i o n p o t e n t i a l o f a d j o i n i n g a g r i c u l tural lands, whichever was smallest. That w a s l a n d u s e p l a n n i n g i n the d a y s o f d i n o s a u r s a n d wooden boats. T i m e m a r c h e s o n . P e o p l e a r e m o v i n g faster a n d m o r e often from city to city. C i t i e s e x p a n d w i t h the logic o f the s i m p l e g r e e d o f l a n d developers . . . ticky tacky c o n s t r u c t i o n , slumlords a n d leash laws a r e invented. N e w rules a n d regulations are also c o n c e i v e d in a c a t c h - u p game with urban sprawl. Geometrically increasing n u m b e r s of b u r e a u c r a t s , stoplights a n d dogcatchers appear in the s a m e proportions. C i t i e s l o s e s p e c i a l l a n d m a r k s ( S e a t t l e lost a w h o l e h i l l — s l u i c e d into Elliot B a y ) , h u m a n scale a n d the identifiable style that e a c h c i t y u s e d t o h a v e . As a senior C W B m u d arranger a n d old m a n of the l a k e , I k n o w t h e p l a n n e r s h a v e n o t d o n e t h e d e t a i l e d s t u d y that L a k e U n i o n d e s e r v e s . Scientific research has s h o w n L a k e U n i o n to be an u n s c i e n t i f i c , u n c l a s s i f i a b l e j u m b l e . It's a stage w i t h a 7-mile c i r c u m f e r e n c e . T h e r e a r e s l o p i n g s i d e s all a r o u n d , p r o v i d i n g a m a r i t i m e f o c u s for a l a r g e b a s i n o f r e s i d e n t i a l a n d c o m m e r c i a l districts. In

Westlake Avenue: T h e d o w n t o w n — L a k e U n i o n c o n n e c t i o n i s W e s t l a k e A v e n u e . O n this one-mile a v e n u e f r o m the c i t y c e n t e r t o the s o u t h s h o r e o f L a k e U n i o n the p u b l i c h a s s u f f e r e d a surfeit o f drab one a n d two story service businesses.

A r e n a i s s a n c e w i l l o c c u r a r o u n d the l a k e w i t h the C e n t e r for W o o d e n B o a t s a t the h u b o f t h e greatest a r e a of c h a n g e . It w i l l all fit in neatly w i t h the C e n t e r a n d o u r little h a r b o r , w h e r e the c l o c k s t o p p e d i n 1900.
