Message From The Chairman. . .

I am so blessed and thankful to have the pleasure of serving as the 2017 Chairman of the Board of Directors for the La Porte-Bayshore Chamber of Commerce. Our community is an amazing place to live and work. Our strong family values and belief in what we can do when we work together for those in our community is the foundation of our success.

The La Porte-Bayshore Chamber of Commerce is an integral part of building a robust economy. I hope that when you see your chamber at work you see an organization of volunteers and community members striving to improve our quality of life.

The mission of the La Porte-Bayshore Chamber of Commerce is to promote economic development and business growth. We accomplish this by:

• Promoting the community; • Maintaining a coordinated economic development strategy; • Marketing and promoting the Chamber and its members;

• Communicating the value of local businesses to the community; • Communicating and working with local governments.

Accomplishing our mission is critical and we support our mission by increasing membership involvement and enhancing communications with our membership and the community. Our members make the Chamber of success. I want to take this opportunity to thank our members for everything they do. Our members provide us with the support to continue to provide programs and events that enhance the quality of our community.

Your Chamber, and it really is your Chamber, works for you in so many ways. We advocate for local businesses at the local and state levels. We sponsor community events including the Sylvan Beach Festival and the Salute to Industry. We also provide learning opportunities and leadership programs that are designed to help our grow.

These activities require effort and support from everyone in the community. As Chairman, I want to personally thank the volunteers who donate countless hours to the Chamber, the support given by our elected officials, and the service of the La Porte-Bayshore Chamber of Commerce Board of Directors. I would like to give a special thanks to Colleen Hicks, President of the Chamber, and her staff, Megan Weaver and Courtney Williams for everything they do for the Chamber including keeping me pointed in the right direction.

Melissa Crutcher is currently serving as Chairman-Elect and we are making plans for 2018. The La Porte-Bayshore Chamber of Commerce is committed to building a strong community and we are here to serve you. A Proud History Since 1892. . .

La Porte Fulfills Vision Of Founding Fathers Over Last 125 Years

CITY OF LA PORTE CELEBRATES 125TH ANNIVERSARY Today, La Porte is home to 35,086 residents, several industries, and more than 5,000 businesses. We became the great city we are today through visionary leadership from previous City Councils and Mayors, execution of plans from City staff, and engaged residents.

From our inception, this city has been blessed with bright, dedicated, and hardworking leaders.

From the Beginning:

From the beginning, many giants of early Texas fell in love with the area that is now La Porte. In 1846, John Beazley became one of La Porte’s first recorded families when he purchased 9 square miles in the area. Years later, he sold 600 acres to the Nebraska Syndicate for $8.00 an acre. The Nebraska Syndicate acquired another 800 acres from Allien, began to layout the town, and started a national campaign promoting La Porte. The results of the campaign culminated on New Year’s Day in 1892 when lots were sold from the steps of the County Courthouse for $25 each to people from all over the union.

On August 10, 1892, the City was officially incorporated and J.H. York was designated as the first Mayor. The City’s founders had a vision for the City including the following four objectives: 1) the establishment of a great commercial center and leading harbor on the coast of Texas, 2) the establishment of a natural summer and winter resort area, 3) the building of a manufacturing center for the

Southwest, and 4) the establishment of an education center second to none in the Southwest. Today, you can explore all of La Porte’s history at the Sylvan Beach Depot Museum. Once the most popular weekend stop, this gem of a museum showcases all of La Porte’s 125 years.

Sylvan Beach:

The visionary founders of La Porte recognized the beauty of the bay and invested in it immediately, setting aside 22 acres of land for the famous Sylvan Beach Park. As Frank Lloyd Wright said: “It is foolish to ignore beauty; you’ll soon find yourself without it. Your life will be impoverished. But if you wisely invest in beauty, it will remain with you all the days of your life.” Community gatherings began in 1893 for the Fourth of July celebration, which continues today! In 1900, Sylvan Beach Park received the first of many entrance gates and the Sylvan Beach Pavilion was built. Known for big bands and dance parties, the pavilion welcomed thousands of visitors and many of the greatest bands of the era. Today, Sylvan Beach still welcomes thousands of visitors for events, family picnics, fishing, and more. Don’t forget, it is home to some great fishing on the 1,100 foot pier.

A Multitude Of Celebratory Events. . . know the San Jacinto Battleground is located in La Porte – just five miles from downtown? The San Jacinto Monument stands where the battle took place, and is the world’s tallest war monument – everything is bigger in Texas! Today, you can take the elevator 480 feet to the top of the San Jacinto Monument, stand beneath the 220ton Lone Star of Texas, and witness what its heroes created. In the San Jacinto Museum of History, immerse yourself in all that makes the Lone Star State so unique. Take a short trek across the street and board the Battleship Texas! The 100-year-old ship took part in some of the most significant naval battles of the 20th century during both world wars. Now docked in the Houston Ship Channel, she serves as a memorial to those turbulent times.

The City of La Porte celebrated 125 years in style! Showcasing some of our favorite venues: Sylvan Beach, the San Jacinto Monument, Five Points Plaza, La Porte Municipal Airport, and Lomax Arena.

La Porte is known for its history of music events, whether it’s big bands performing at Sylvan Beach Pavilion or concerts at the Sylvan Beach Festival, so concerts at the La Porte 125 events were a must!

Concerts included performances by: Clay Walker at Sylvan Beach, Cody Johnson at San Jacinto Monument, and the Mambo Jazz Kings at Sylvan Beach Pavilion.

From Concerts To Running And Dancing. . . included a Family 5K Fun Run with over 200 runners. Spoiler Alert!

The race was so successful, the Parks and Recreation Department will be hosting a Doggie Dash 5K later this year.

The La Porte Municipal Airport was booming with antique cars and airplanes. Almost 150 entries were recorded! We also had some great local talent showcased at the Battle of the Bands.

We had a sold out crowd at the Lomax Arena for our first ever Kid’s Rodeo featuring Mutton Busting, Calf Scramble, Pony Rides, Petting Zoo, and more. In fact, our residents loved this event so much, it will be the first of many to come. We are planning to hold next year’s event in the spring.

La Porte Parks, Recreation Facilities Add To Quality Of Life The City of La Porte is proud to be home to 22 parks throughout our community, 4 city pools, 3 splash pads, over 13 miles of hike and bike trails, state of the art fitness center, and three community centers! The Parks and Recreation Department goal is to provide and manage superior parks and recreational facilities, innovative programs, and services that will provide our citizens with a fantastic quality of life.

City Council has long been an advocate for recreation and La Porte has a wide array of recreation facilities for a city its size. The City of La Porte operates a 350,000 gallon Wave Pool, a membership driven Recreation & Fitness Center, two bayside parks, two fishing piers, a rodeo/open riding arena, and three neighborhood swimming pools, three spray parks; all for the benefit of the citizens of La Porte. La Porte is also home to Pecan Park & Sports Complex with its 10 youth baseball fields and pavilion, the Little Cedar Bayou Park complex for girls softball, and the Five Points Plaza in the Main Street District.

The City has a total of 22 parks and recreation facilities, with baseball, softball, soccer, football, bicycle/pedestrian/exercise/ nature trails, a senior center, a Special Populations Center, and other amenities for the enjoyment of our citizens and visitors. La Porte’s 13 miles of trail connects Little Cedar Bayou Park to the Pasadena Convention Center, Five Points to Sylvan Beach, and all points in between. The Parks and Recreation Department also operates three recreation centers and two other rental facilities used for community functions by residents and other local groups.

Miss Sylvan Beach Top 5

The Sylvan Beach Festival has been made possible each year by the hard work of countless volunteers. Visitors around the region join thousands of local residents in a weekend of activities that include the crowning of Miss Sylvan Beach, a parade down Broadway and Main Street, a cook off, food vendors, carnival rides, craft booths, and a wide variety of musical entertainment. The goal of the Miss Sylvan Beach pageant is to award scholarship money to deserving young women from La Porte High School. The ideal Miss Sylvan Beach should possess intelligence, confidence, interview skills, beauty, and the spirit to represent the La Porte-Bayshore Chamber of Commerce in a positive manner. The Winners this year pictured left to right are 3rd Runner Up Shelby Carter, receiving a $800 scholarship; 1st Runner Up Heleina Chaplin, receiving a $1000 scholarship; Miss Sylvan Beach Savannah Stein, receiving a $1400 scholarship; 2nd Runner Up, Tayler Timmons, receiving a $900 scholarship; and 4th Runner Up Kendra Ralston, receiving a $700.

The La Porte-Bayshore Chamber: Proud History Of Leadership The La Porte Chamber of Commerce was formed in 1922 at a meeting at Dudley’s Café at Sylvan Beach Park. The organization was incorporated and chartered in March, 1923 by E.A. Johnson, H.B. Harrison, and A.T. Seaman.

Dues were $5 per member in the early years. A credit bureau was a part of the organization from 1923 until 1971.

In 1972, the Chamber changed its name to La Porte-Bayshore Chamber of Commerce to include the cities of La Porte, Morgan’s Point, Shoreacres, and Lomax. Lomax no longer exists as a separate city as it was annexed by the City of La Porte in April 1980.

The Chamber bylaws call for a board of directors which consists of 21 members, each elected to a three-year term. There are 7 retiring directors and 7 new directors each year. Officers are elected from the board members and include chairman of the board, chairman of the board-elect, and 5 vice-presidents. In addition, the Mayors of La Porte, Morgan’s Point, and Shoreacres are all ex-officio members of the board, as is the immediate past chairman.

The Chamber employs three professional staff members to serve the membership and the public: president, administrative assistant, and a part-time secretary/ receptionist.

Currently, standing committees and various task force groups are divided among 6 teams. The Chamber is fortunate to have a vast body of volunteers dedicated to the success of the many events and activities that they undertake.

City Of Shoreacres And HYC. . .

The City of Shoreacres continues to see new home construction, and numerous renovations, throughout the community of late. The city also continues to see multiple infrastructure upgrades as it strives to provide an excellent place for its residents to live, work and play.

Shoreacres is well known as a sanctuary from the hustle of today’s life, and two “retreats” are of special note: the city is a bird sanctuary, and home to the Houston Yacht Club.

The Shoreacres Civic Association helps maintain the flora and landscaping of the wooded environment of the city, and organizes a number of fun events including an annual Easter Egg Hunt and Halloween festivities.

Also, the Shoreacres Recreation Association oversees the management of the lighted fishing pier on Miramar on Galveston Bay. There is also a boat ramp at the pier, and all add to the leisure conveniences of city residents. The pier, in fact, is a popular gathering place for residents as they not only use the pier, but also take in the beautiful sunrises – and a huge rising moon from time to time – over Galveston Bay. The Houston Yacht Club, the oldest and one of the grandest yacht clubs in Texas, recently hosted a nine day event featuring sailing races as part of the United States Optimist Dinghy Association – USODA. Despite some challenges with weather, the races were completed and the extravaganza was carried out with the usual HYC combination of hospitality and professionalism.

There were actually numerous events under the umbrella of the 2016 USODA National Championship. Included was a Team Race National Championship; a Girls National Championship; A National Team Sendoff; and a National Championship and Green Fleet Racing event.

That National Team Sendoff, by the way, allowed those present to celebrate with the sailors who will be representing the USA at the Olympic Games in Rio in August.

So you could rightfully say that the Houston Yacht Club brought the focus of the sailing world to Shoreacres and Galveston Bay.

The City Of Morgan’s Point. . .

In 1927 Ross Sterling, co-founder of Humble Oil, Publisher of the Houston Post, and Governor of the State of Texas from 1931 thru 1933, built the Ross Sterling mansion in Morgan’s Point. The southern elevation of the mansion looks very similar to that of the White House.

Across the street toward the North, Governor Sterling also built a 4,400 square foot, two story service building, which is known to local residents as the “carriage house.” The first floor served as a garage. The second floor housed employees who maintained the mansion. The building is a contributing element of the Morgan’s Point National Historic District, and was influenced by the Jacobethan Revival when it was designed.

The City acquired the carriage house in February of 2015. With decades of deferred maintenance, the City formulated a plan to restore the building for use as City Hall. The building will provide office space for administration and the Police Department.

Phase one that was recently completed, included the construction of a bulkhead, parking lot, relocation of electric poles, planters, and plaza. Phase two which is underway, includes the full restoration of the exterior and interior to reflect what the building looked like when it was completed in 1927.

The 50 acres Morgan’s Point plans to develop as usable open space has expanded in size. In January of this year, the City purchased an additional two acres at the corner of Barbours Cut Blvd and Maple Street. The additional property ensures commercial development will not adversely impact the project.

The City is in discussions with a development partner who has expressed interest in funding the development of a wetland project on 17 of the 52 acres. The project will include a small parking lot, elevated boardwalk allowing access to view the project, a pond that will support wetland flora and wildlife, and educational signage that will explain important aspects of the project. When complete, the project will be one of two such projects in Harris County.

The La Porte Independent School District. . .

With outstanding new facilities and countless technology advancements, La Porte ISD still feels like “home” to the current and former students who pride themselves on being a part of the district’s tradition of excellence.

La Porte High School As La Porte ISD begins its second century, construction and renovations projects made possible by community support of the 2014 bond program are coming to fruition. La Porte High School welcomed students for the 2017-18 school year with the opening of a new multi-purpose center and STEM (science, technology, engineering and mathematics) facility as well as significant renovations campuswide. These changes complement the new fine arts center, career and technical education center, natatorium, softball field and tennis courts, which all opened in the 2016-17 year.

La Porte High School was completely rebuilt, and the quality education remains the same. Joining the La Porte ISD team in July 2017 as the new high school principal is Carlin Grammer, who previously served as principal at Midland High School in Midland, Texas. He brings 12 years of experience as a high school principal, having previously worked at Crane High School in Crane, Texas. He was also a high school teacher and elementary principal in Crane.

“My wife, Penni, and I are excited about becoming members of the La Porte community,” Grammer said. “The impressive facilities exemplify this community’s dedication to its children. Lots Of New Buildings And Renovations. . .

Campus has 132,000 square feet and was built next door to the district’s Instructional Technology Center, where the original Baker (once an elementary and a junior high school) was built in 1963.

Major renovations were also completed at La Porte Junior High School, Lomax Junior High School, College Park Elementary School and La Porte Elementary School. At La Porte Junior High School, office area renovations and the addition of a new gymnasium were completed in April 2016. At Lomax Junior High School, the administrative area was renovated to include a security vestibule, and classroom areas were also renovated.

College Park Elementary School’s projects included relocation of the administrative areas and front entrance of the school and renovation of classroom areas and hallways. A new gymnasium was built, and a covered play area was added. At La Porte Elementary School, renovations were completed in the classrooms and hallways, and a covered play area was also constructed as well.

In addition, covered playground areas were added at Leo A. Rizzuto, Jennie Reid, Heritage and Bayshore elementary schools.

Renovations were made to science classrooms at Jennie Reid as well,

and a walking track was added at Bayshore.

La Porte ISD has positioned itself for the next century with the bond projects coming to completion. Over the past decade, all of the district’s instructional facilities have been constructed or renovated.

Educational Accomplishments “Every student’s success is our number one priority” is La Porte ISD’s motto, demonstrating the district’s continued commitment to providing a high quality education for all students.

One of the highlights of the 2016-17 school year was the announcement that Jennie Reid Elementary was nominated as a National Blue Ribbon School. Texas Commissioner of Education Mike Morath nominated the campus for this honor.

The National Blue Ribbon Schools Program honors public and private elementary, middle and high schools where students achieve very high learning standards. Each year, the U.S. Department of Education seeks out and celebrates outstanding American schools that demonstrate that all students can achieve at high levels.

“Every year, the Texas Commissioner of Education has the opportunity to nominate what he considers the highest performing schools in the state for the prestigious distinction of National Blue Ribbon School,” said Lloyd W. Graham, La Porte ISD superintendent of schools. “The success of Jennie Reid Elementary School is the direct result of the continued dedication and commitment of past and present students, their families, faculty members, support staff and campus administration.”

Student Achievement An LPISD Highlight. . . in September and followed by a ceremony in Washington, D.C., later in the fall. This is the second La Porte ISD campus to be nominated for this national honor in the past six years. Lomax Elementary School was named a 2011 National Blue Ribbon School, and campus and district representatives were recognized at a ceremony in the nation’s capital in November of that year.

In May 2017, 28 La Porte High School graduating seniors also earned their associate degrees from San Jacinto College as the first group to complete the ACE (Accelerated Education Program).

The students began taking college classes in the summer of 2015, just after their sophomore year of high school, and those who met expectations received both high school and college credit for the classes they took at San Jacinto College.

“We are extremely proud of our students who have earned their associate degrees at the same time they have earned their high school diplomas,” said Danette Tilley, executive director of secondary education. “What is especially impressive is that many of these students are among the top 100 academically ranked seniors, serve in leadership positions on campus and are actively involved in extracurricular activities. They have made many sacrifices balancing their traditional high school activities while carrying a full academic load, and we commend them on this significant accomplishment.

They have truly set high standards for themselves and are an inspiration to those students who will follow them.”

the LPHS campus in the afternoon. An additional advantage for the ACE students’ families is that La Porte ISD pays for their tuition and

The center also provides a location in which all La Porte High School students can gather at one time. The first event scheduled for the new facility is the La Porte ISD back-to-school convocation that all La Porte ISD employees will attend in celebration of the start of the new school year. The multi-purpose center, as well as other new and renovated facilities throughout La Porte ISD, was made possible by community support of the $260 million bond program in 2014.

A Great Deal Of Community Involvement. . . books, thereby helping to offset the cost of their college education.

The district also covers these costs for students who take dual enrollment courses at the La Porte ISD/San Jacinto College Center.

Community Involvement Community involvement continues to be a cornerstone of La Porte ISD’s success. On any given day, citizens and business/ representatives contribute to the school district in a variety of ways.

The La Porte-Bayshore Chamber of Commerce welcomes new teachers to the district through the sponsorship of an annual luncheon. The Chamber’s work force development committee also works with the district, hosting career fairs for students and facilitating partnerships between schools and business/industry.

A highlight of this committee’s work is the annual mock interview project, through which high school students have the opportunity to hone their job-seeking skills by interviewing with area professionals.

The La Porte Education Foundation, established in 1993, continues to motivate and inspire district educators with its innovative project grants program. During the 2016-17 school year, the Foundation awarded $175,558 in grants to 138 teachers and staff members.

Since the Foundation’s inception, approximately 1,300 teachers have received funding for grants and special projects totaling more than $2 million dollars.

Area businesses and industries also participate in mentoring, tutoring and other activities at La Porte ISD schools. Many provide attendance incentives, speakers for career days, judges for history and science fairs, programs for family science nights, and other

types of assistance. Each year, employees from area companies and organizations collect supplies for children as they get ready to return to school. The Assistance League of the Bay Area also helps with its annual Operation School Bell project.

The Chamber In Action. . .

Business of the Year - Texas Stress, Inc.

Gary and Joni Hager met in 1971 at the ages of 14 and 11, in the small East Texas town of Alto. They were married in 1977, and before their first anniversary they moved to Houston to be closer to Gary’s father who had been relocated from Tyler to Houston during his cancer treatment. Gary found work in the heat -treating industry, which took him everywhere from the west coast to Jamaica, while Joni worked in insurance. After the birth of their first child, they began planning and saving to one day open their own company. In March of 1990, those plans became a reality as they started Texas Stress, Inc. from their home in Deer Park with the goal of providing heat treating with excellent customer service, safety, a great on-time record, and at a reasonable rate.

Within the first year, they moved the business into the Bayou Business Park in Deer Park. What started as a single office and shop bay, quickly turned into 4 adjacent spaces in the strip center, and plans to build an office and shop facility that would accommodate not only higher quantities of equipment, but future growth.

In 1998, Texas Stress moved into its newly built facility on the 5-acre lot at the intersection of Underwood and P Street in La Porte, which housed a 3,000 sf office, 12,000 sf shop, and a 3 acre fenced work yard. Today, this facil-

ity is the hub of operations for 10 atmospheric furnaces and a large fleet of mobile heat treating equipment for on-site service. In addition, Texas Stress has an office and furnace location in Beaumont that serves Southeast Texas, Louisiana, and beyond. The La Porte-Bayshore Chamber of Commerce is a dynamic and diverse organization that leads the promotion of business, economic development and support of the La PorteBayshore community.

Its goals and objectives are to: Enhance Communications with Membership; Increase Membership Involvement; Promote the Community/Shop La Porte; Maintain a Coordinated Economic Development Strategy; Market and Promote the Chamber and its members; Communicate the Value of Local Businesses to the Community; and Active Communication with Local Governments.

Six teams made up of numerous committees work to accomplish these goals and objectives.

The Administrative Team is in charge of Budgeting, Contract Administration, Dues Evaluation, Operations, and Bylaws/Policies, as well as the Nominating Committee, Outstanding Student Selection Committee, and the Board of Directors Planning Retreat.

The Economic Development Team is comprised of the Economic Development, Marketing & Tourism, Governmental Affairs & Transportation Committee along with the Small Business Committee and the Workforce Development Committee.

The Membership Recruitment Committee and the Ambassadors make up the Membership Development Team, while the Membership Activities Team is composed of the Hamburger Cookout and Steak Cookout Committee and the New Teachers Luncheon Committee.

The Community Development Team includes the Sylvan Beach Festival Committee, the Salute to Industry Committee, and the Leadership La Porte Planning Committee, and the Casino Night Committee and Chamber Cruise make up the Fundraising Team.

The members of these teams and committees have achieved many accomplishments. All committees have open membership and members are invited to participate in as many committees as they wish. Championship Golf Course Awaits At Bay Forest Bay Forest, an 18-hole, championship layout, is recognized as a top municipal course in Texas offering the perfect “fit” for every golfing skill level, and includes a full driving range and practice putting and chipping greens.

The Bay Forest website at www.bayforestgolf.com has a wealth of information – online tee times, a food menu, special event notices, tournament results, driving range and lesson information, and notices of upcoming clinics and competitions. The website also

includes a hole by hole flyover complete with helpful hints on how to play each hole.

The grill has one of the best burgers around among other great options to dine on and includes a full bar. There is also in place an open air pavilion that can seat over 100 people.

PGA professionals are on staff to help visitors improve their game and the staff holds three junior clinics annually for children 6-12 years old. Private instruction is also available by appointment for students of any age.

There is a new family membership plan that could save a golfing family hundreds of dollars in annual green fees.

Bay Forest has instituted a loyalty program where that customers may opt in free of charge and begin earning 5% back of what they spend on carts, green fees and memberships. The earnings will be in the form of “Loyalty Points” and, once enough have been awarded, can be used to purchase green fees and/or cart fees.

Memberships in the Bay Forest Handicap Association is also available at a nominal fee. And includes handicapping services, a monthly newsletter, and eligibility to enter the Association’s monthly events.

The Bay Forest Handicap Associationis licensed by the U.S. Golf Association, and both men and women can thus establish handicaps at Bay Forest that can be used at courses throughout the USGA system.
