Quarter three in real estate outperforms expectations It has been reported by Sotheby’s International Realty that the third quarter of 2023 has outperformed expectations, further indicating that the Turks and Caicos Islands is a year-round market.

In its third quarter (Q3) report this week, Sotheby’s related that the TCI is less of a seasonal market insofar as real estate activity is concerned.

They reported that while most market followers focus on closed transactions when evaluating real estate markets, brokers, consultants, and developers take an even closer look at conditional and pending transactions.

“Conditional transactions are accepted offers not yet under contract (pending) and both are really a harbinger of things to come.”

Led by single family performance, conditional dollar volume is up a whopping 443.65% in Q3 2023 over Q3 2022, that is $124,223,600 versus $22,850,000.

While pending transactions are up 8.13%, that is $136,524,800 versus $126,257,357.

“This sharp rise is a real eyeopener during our typically slowest quarter, so let’s examine

– Sotheby’s why: many of these conditional transactions are on the strength of our new development projects led

by Arc, South Bank, The Strand, The Loren, with The Point by Grace Bay Resorts and St. Regis soon to be substantially adding to the mix when their listings officially come to market.”

The report noted that the spike in this sector is a result of 75% of new developments posting as closed, 56 new homes at a total sales volume of $288,594,291. Significant sales this third quarter included Beach Enclave Long Bay Villa resale at $7.45M, Bluecay $6M, and La Mer West $5.5M. “So, we should continue to see substantial rises in our conditional sales as our big projects pre-sell and start construction in 2024, with the Hyatt Andaz just breaking ground,” Sotheby’s reported.

They said this leads to the biggest differentiator in times of scarcity of (existing) inventory, and that is the new development pipeline, which promulgates sustainable growth and satisfies a market hungry for luxury properties in TCI.

Regarding closed transactions across all segments of the TCI market, Sotheby’s said Q3, year to date numbers is up 10% over 2022, that is $526,828,182 versus $475,699,009, with average prices up 49.76%, that is $1,572,621 versus $1,050,009 and up nearly 120% over in the single family segment, which is $3,719,694 versus $1,691,633.

“This is another wow moment and can be best explained next time you take a ride over to South Bank, The Strand, Peninsula Estate, Beach Enclave North Shore Ph 2 and others and see so many gorgeous new villas either just completed or nearing completion which have contributed to the closed numbers.”

The report outlines that with strong demand and very scarce existing condo inventory, this aspect of the market continues to struggle with sales volume down 43.64% year to date, as there is very little re-sale activity and owners are holding on with a tight grip.

It outlined: “When we do see quality re-sales come up, they sell quite quickly and often at record numbers. Two recent Shore Club sales are illustrative, as they each sold for over 25% higher than prior markers.

“However,… these numbers should normalise as our new projects reach critical mass and start the construction and completion cycles.”

The report further noted it is clear that the lack of condo inventory is affecting the sales volume, however with only 21% of the sales volume from new development, it still remains well ahead of 2019 and 2020, with expectations of the sector experiencing new highs in the coming years.

In the land sector the third quarter recorded a total of 40 transactions including two land parcels over $1 million with the outer islands again recording many new sales.

“It seems after a two year run up in sales the land sector has simmered down, albeit the sales volume is still nearly level to the years preceding the run up in 2021 and 2022.” (DELANA ISLES)

Eugene Otuonye, Director of Public Prosecution

DPP details SIPT Confiscation Orders for Hall and Greene Outgoing Director of Public Prosecutions, King’s Counsel Eugene Otuonye, has given what could be his last statement on the SIPT trial, following the sentencing of Floyd Hall and Clayton Greene last week.

In a statement issued on Friday, October 13, Otuonye – whose office has headed the prosecution in the past few years – stated: “We note and duly respect these sentences and confiscation Orders of the Hon. Chief Justice.

“We will carefully consider them and the related trial of Regina versus Michael Misick and Others before making any further comments, if at all.”

Following the conviction of former Deputy Premier Floyd Hall on September 25, the Chief Justice sentenced him to 12 months’ imprisonment.

The DPP’s statement on Hall’s sentencing outlines the details of the Chief Justice’s decision, not previously reported in our last issue.

He outlined: “The sentence was substantially reduced because of the delays that the proceedings have suffered.

“The court also imposed a confiscation order in the sum of $943,295 against Floyd Hall to reflect his benefit from the crime of Bribery of which he was convicted.

“Mr Hall is to pay that sum within 21 days of the conclusion of any appeal that he may bring and provided the confiscation order survives an appeal.

“Mr Hall will serve six years imprisonment if he fails to pay the sum of the confiscation order when it falls due.”

Otuonye also provided additional details not expressed in court with regard to Clayton Greene’s sentencing. Greene was convicted (also on September 25) of money laundering, being monies he received on behalf of Floyd Hall, some of which he placed into a specially formed client account having also opened a ledger for Hall in a disguised name.

He outlined: “Similarly, taking into account the delays the proceedings have suffered, the Hon. Chief Justice sentenced Mr Clayton Greene to a substantially reduced term of six months imprisonment.

“The Court also imposed a confiscation order in the sum of $330,021.00 against Clayton Greene to reflect his benefit from the crime of money laundering of which he was convicted.

“Mr Greene is to pay that sum within three months of the conclusion of any appeal that he may bring, provided the confiscation order survives an appeal.

“Mr Greene will serve five years’ imprisonment if he fails to pay the sum of the confiscation order when it falls due.

“Meanwhile, the Court granted Mr Greene bail pending resolution of an appeal which he indicated he will be launching.”

TCI leaders unite for ‘constitutional reform’ in talks with British officials

BY OLIVIA ROSE A bipartisan delegation of Turks and Caicos Islands’ leaders recently discussed proposed amendments to the territory’s Constitution with senior British officials from the Foreign Commonwealth Development Office.

In a series of pivotal discussions on the territory’s constitutional future held at Waterloo, Grand Turk from October 16-19, the government and the opposition politicians presented a united front to discuss proposed changes to the constitution designed to give the territory greater autonomy over domestic affairs and to recognise the modern relationship between the Turks and Caicos Islands and

the United Kingdom.

The UK’s intervention and decision in 2009 to bypass the elected government, suspending parts of the territory’s constitution and temporarily giving expanded powers to the UK-appointed governor, came in the aftermath of allegations of widespread corruption.

During direct rule, the UK shepherded a new constitution in 2011, the territory’s fifth since 1962.

Since then, successive governments have had numerous meetings and consultations over the years to discuss possible changes to the 2011 constitution.

the TCI, Premier Hon Charles Washington Misick, and Opposition Leader Hon Edwin Astwood spearheaded a bipartisan engagement with a delegation that included Governor HE Dileeni Daniel-Selvaratnam; Deputy Governor HE Anya Williams; former Premier Sharlene Cartwright-Robinson; Attorney General Hon Rhondalee Braithwaite-Knowles; Deputy Premier Hon Erwin Saunders and other Members of Parliament on the proposal document which outlines a number of significant changes to the Constitution since it was implemented 12 years ago.

Earlier this year, Premier Misick said that as times change the Constitution should also change to

reflect the desires of TCIslanders and must be “flexible enough to respond to the needs of the people”.

He stressed that the Constitution should “ultimately create a politically independent country, with a self-assured and confident people”.

“We need a modern and active constitution…the constitution provides the framework for decision-making, promotes good governance, and secures human rights and responsibilities”, he added.

He then announced that his government would engage the services of a high-powered Constitutional specialist advisor Sir Jeffrey Jowell, KC (King’s Counsel) to review TCI’s

relationship with the United Kingdom, in anticipation of these discussions.

As part of the ongoing constitution reform talks, Sir Jowell, the Constitutional Specialist Advisor for the TCI delegation, and the Foreign Commonwealth and Development Office Delegation met with members of the TCI Youth Parliament.

A communique from the government said Premier Misick and his cross-party delegation hope to achieve some significant amendments that will have an impact on the territory.

PROPOSED CHANGES Several important issues affecting the territory’s socioeconomic development were outlined in the constitutional proposal.

Of the many proposed changes the government is seeking to establish clear consultation, notification and discussion processes between the British government and the Turks and Caicos Islands government, especially if the UK is going to implement laws for the territory, the government explained in its statement.

The document also spells out the areas that the governor is directly responsible for and the devolved subjects where he/she has no dayto-day jurisdiction.

In this vein, the government is seeking to remove the power of the Governor to regulate international financial services.

TCI police charges a second suspected gang member

BY OLIVIA ROSE As the Turks and Caicos Islands continue to wage war on gangs in the territory, a second man suspected to be a member of a gang has been charged under the AntiGang Ordinance (2022), following an investigation into a shooting incident on February 5th, 2023.

26-year-old Cydereo Smith of Kew Town, Providenciales, is expected to appear before a magistrate this week to answer to charges relating to ‘being a gang member and discharging a firearm’.

According to a statement from the police, the February 5th 2023 incident took place in Grace Bay, where a group of men discharged firearms at another group.

However, no one was seriously injured in the attack.

The charges came after police officers consulted with the Office of the Director of Public Prosecutions.

Head of Crime, Safeguarding, and Public Protection Superintendent Dean Holden stated: “This is another example of the police force’s relentless pursuit of those suspected to be involved in gang-related crime, specifically the criminal use of illegal firearms.”

He stressed that this latest charge also demonstrates the forces’ continued use of the relatively new Anti-Gang legislation to target individuals who cause harm to our communities.

Woody Vincent Jean Baptiste alias “DRACO” of Dock Yard, Providenciales made history earlier this month as the first suspected gang member to be formally charged by members of the Anti-Gang and Drugs Unit.

As Turks and Caicos Island continues to experience disturbing and unprecedented levels of gang crime, the Anti-Gang Ordinance (2022) was introduced through collaboration with the RTCIPF and the TCI government along with 11 other national security-related Bills to deter gang activity or involvement of any kind in the TCI. The 2022 Bill makes it a criminal offence for anyone living in the Turks and Caicos Islands to be in or become a member of a gang or to harbour, conceal or recruit gang members.

This offence carries a penalty of 10 years imprisonment for a first conviction and a penalty of 20 years imprisonment for any subsequent convictions, while a gang leader would be liable to imprisonment for 25 years.

It is also an offence to be in possession of a bullet-proof vest, to participate in or contribute to activities of a gang or to support or invite support for a gang.

SIPT TRIAL AND SENTENCING Chief Justice Mabel Agyemang has sentenced exDeputy Premier Floyd Hall to a one-year prison term and former Speaker of the House Clayton Greene to six months imprisonment. Both Hall and Greene were found guilty of bribery and money laundering, respectively, on September 25.

Last Thursday, Hall was remanded into custody until Monday, October 16, when his bail application was heard. He has since been granted bail until his appeal.

Greene was also released on bail pending his appeal.

The Chief Justice also ordered just under $1m to be confiscated from Hall, to be repaid within 21 days on conclusion of his appeal, or he will have to serve an additional six years in prison for non-payment.

Greene is ordered to repay $330,000 within three months following his appeal or serve five years in prison if he fails to pay.

What are your thoughts on the trial, conviction and sentencing?

Very lucky

They are very lucky, they could have been spending years in prison for these offenses.

I hope they use this time to reform in all possible ways and come out as better gentlemen.

A farce

This embarrassing farce continues and isn’t finished. The Brits, the Governor, and our government must start work to repair our judicial personnel and process.

More jail time for Hall

Slap on the wrist as in the case of the former deputy Premier. He should have been made to pay so much more than that.

Ongoing

To be fair to the “process” it is not possible to comment on these matters while the cases are under appeal to the Court of Appeal and

possibly to the Privy Council in London.

Rather unfortunate that the Hon Hall had to spend the weekend in remand because should he prevail on appeal, the entire experience would not have been good for him. Local commentators such as Drexell Seymour lament that for a case to cost over ‘$100 million to go after $155,000 is lamentable’.

The verdicts were on Bribery at Common law and Money Laundering under the Anti Money Laundering Ordinance. The Chief Justice advised that she was seeking the lesser of the penalties and fines until regional sentencing guidelines.

Noteworthy are the confiscation orders and the order that a million is to be paid by Mr Hall within 21 days of the conclusion of His appeal. What does that mean? If he prevails on appeal would that confiscation order still apply? Or is it only applicable should he not prevail? A bit confusing but that seems to be the tenor of the Court’s order.

Was it worth it?

It is not good when any Turks and Caicos Islander is under this kind of scrutiny and pressure by the legal system. Interestingly

the court found that land flipping was not an offense and that owing to government policy, it was okay. Yet the people of the TCI are “out of pocket”.

Land at Middle Caicos worth $350m, mortgaged for $7m gone through an interesting and curious security device to a local bank. $150m gone in Commission of Enquiry and SIPT investigations and most of the land “flipped” is gone.

It is also noteworthy that not one “expat developer” or “investor” was pursued as they were able to make deals and remove themselves from the “scene of the crime”.

While these SIPT trials are nearing completion, maybe the asset recovery team should give a report on the largesse and where they are with collecting money for the people’s lands!

Hall and Greene were considered two of TCI’s great intellectual minds and there is a brain drain from these islands through voluntary migration to the UK. It was good that the letters of support played on the mind of the judge as she considered what to do with the sentencing guidelines.

The trends do not feature well for the islands. So much ground was lost because of these investigations. “There is little to say because the process is still playing out”.

Sympathy

As a result of these convictions and sentences that were handed down by the court after over 12 years of investigation, the men got an outpouring of sympathy locally. Social media has been kind to them. In essence “you do not really want to see any of your people go down” for “anything”.

It is noteworthy that the Hon Minister of Health in the current PNP government, Shaun Malcolm is being “unfairly targeted for his role as PDM Chairman, being the alleged one who forced the issue of the Commission of Inquiry.

The attacks are unfair and should stop.

Should the Hon Hall and Greene win their appeals the country must move on. Should they not, people are assured they will be “ok”.

This is no time to get petty and to cast blame where it ought not to be. We are dealing with men. There is an outpouring of support for Hon Hall as he was a charismatic political figure with a reputation for helping people as they came to him.

All we can do is wish for the country to move on.

TCI residents urged to recognise mental health as basic human right

BY OLIVIA ROSE Recognising mental health as a universal human right means dismantling the barriers that prevent individuals from accessing care.

This was the crux of the Department of Behavioural Health Services’ call for individuals, organisations, and policymakers in the TCI to join hands in creating a world where mental health is recognised as a basic human right.

In observance of World Mental Health Day on October 10, the Department of Behavioural Health Services (DBHS), held its 9th Annual Mental Health Conference; a pivotal event dedicated to advancing mental health awareness, education, and advocacy within the region.

On the occasion, the department reaffirmed its commitment to the global movement advocating for mental health as a fundamental universal human right regardless of socioeconomic status, cultural background, or geographic

location.

The conference was attended by approximately 60 individuals from both the public and private sectors who share a vested interest in mental health.

Several esteemed professionals within the mental health field including Dr Anya MalcolmGibbs, Mrs Tonya Greaves and Mr Pius Adeyinka brought remarks at the event.

Attendees benefitted from a wealth of information shared on supporting mental health in children, understanding the role of family support in mental health recovery and strategies for improving mental health in the workplace.

The Department of Behavioural Health Services (DBHS), in its message on World Mental Health Day, underscored the importance of ensuring equitable access to mental health resources for all.

The DBHS stressed that mental health is not merely a medical concern but an inherent right that every individual deserves.

“Imagine a world where mental health is not stigmatised, where seeking support is seen as a sign of strength rather than weakness.

“Envision a society where every person, regardless of their background, has equal access to the resources and care they need to nurture their mental well-being.

“Unfortunately, the reality is often far from this ideal. Stigma, discrimination, and unequal access to mental health services persist, creating barriers that prevent individuals from seeking the help they need.

“Today, we declare that this is unacceptable”, the department stated in its message.

The DBHS said it will continue

to take proactive steps to champion mental health initiatives in the Turks and Caicos Islands.

This includes promoting awareness through social media campaigns, webinars, and community events, we aim to raise awareness about the importance of mental health, reduce stigma, and encourage open conversations.

As well as educating the TCI Public through targeted campaigns and community outreach, with the aim of fostering a deeper understanding of mental health issues, reducing stigma, and promoting open conversations about mental well-being.

Coupled with this the Department noted that it will

continue to provide free access to all, regardless of socio-economic status and provide employee wellbeing initiatives, and community collaboration to build a society that respects, protects, and fulfils the mental health needs of every individual.

The overall objective of World Mental Health Day is to raise awareness of mental health issues around the world and to mobilise efforts in support of mental health.

The day provides an opportunity for all stakeholders working on mental health issues to talk about their work, and what more needs to be done to make mental health care a reality for people worldwide.

members of the House of Assembly would become MPs. Coupled with this, the government is also proposing the creation of parliamentary secretaries who would perform the role of junior ministers and the removal of the UK’s power to disallow bills passed by the House of Assembly.

Another major proposal is the formation of an independent Police Service Commission, which will be chaired by the Governor.

“The other five members, who cannot be sitting MPs, must have relevant experience in law enforcement, criminal law, or national security.

“Two of them are to be nominated by the Premier and one by the Leader of the Opposition.

The other two members will be appointed by the Governor in consultation with the Premier and

Leader of the Opposition”, the statement reads.

Further, the Commission will have the power to hire and fire senior officers in the Royal Turks and Caicos Islands Police Force, including the Commissioner, and to exercise disciplinary control, which will also need to be approved by the National Security Council.

The return of the role of Cabinet Secretary to better manage the flow and implementation of Cabinet decisions is another key proposal.

Back in March this year, Premier Misick revealed that another big-ticket item that will be raised with the United Kingdom is the management, demarcation, and settlement of TCI’s Exclusive Economic Zone (EEZ) as the government looks to diversify the economy through offshore fishing.

Another main proposal is the “return to trial by jury as a fundamental right” with the defendant having the option to

elect to trial by judge alone.

Another proposal questioned whether the Attorney General should be a political appointee, run in the elections as an independent, or be jointly appointed by the

premier and the leader of the opposition.

While other proposals suggest changes to the parliamentary term, with regards to increasing the period from four years to five

years.

Other amendments deal with the legislature, as it relates to the revision of qualifications to be elected as a member of the House of Assembly.

TCI remembers iconic sister of the soil

‘Tina Fenimore’ – “Her kindness, enthusiasm, and spirit will be deeply missed”

BY DELANA ISLES “Loving mother and wife, dedicated tourism representative, champion of the less fortunate, and exuberant dancer” are just a few of the words used to describe the remarkable woman that was Clementina Louise Ariza-Fenimore, familiarly known as Tina Fenimore.

Tuesday, October 10, was a day the territory was pitched into a sense of grief when news of Mrs Fenimore’s passing travelled like wildfire. For the purposes of this tribute article, and my own familiar connection to her, I will refer to her as ‘Tina’.

Reports from her surviving relatives – husband Kit, four sons Ray, Doug, Dave and Mike Fenimore, are that Tina passed away peacefully in her sleep.

She is remembered lovingly by all who knew her – as a woman who did not mince words, but was careful with those words, ensuring that they imparted something educational, constructive, and at times, a tad naughty, with a wink to accompany them.

Her son, Mike and his brothers shared the following upon her passing last week, at the respectable

age of 86: “Mom touched many lives in the Turks and Caicos Islands and positively influenced many young people, especially young professional women.

“Throughout the decades, our mom was a consummate entrepreneur, founding and cofounding numerous businesses, large and small. She, along with her husband Raymond ‘Kit’ Fenimore, our father, founded the Kittina Hotel in Grand Turk, affectionately named after them both. Our family grew with that business, and the warm people they employed became our extended families.

“Mom set a tremendous example of success through her hard work ethic and boundless determination. Retirement was never a consideration for our mom.

She encouraged youths to follow her example, hold their heads up high, be proud of themselves, and be their best in all endeavours.”

From co-founding the Turks and Caicos Reservation Centre, T&C Travel, and the Kittina Hotel to her tenure as the TCI Chamber of Commerce president (twice) she never stopped caring for and promoting the country she loved.

“Mom is probably best known for her cheerful and exuberant personality. She was mostly upbeat, sharing humorous stories with everyone she encountered, and, if miffed, could unleash her displeasure without mincing words. Tina never pulled any punches but always came from a caring place,” her sons expressed.

Tributes also poured in from the Deputy Premier, Honourable Erwin Jay Saunders; Minister of Tourism, Hon. Josephine Connolly and Former Premier, Hon. Sharlene Cartwright Robinson.

Youths shine at CTO’s Regional Tourism Youth Congress

BY DELANA ISLES Passion and purpose came together quite eloquently when 16-year-old Naomi Onwufuju, Junior Minister of Tourism of the British Virgin Islands presented her innovative ideas for the development of tourism in her territory at the recently concluded Regional Tourism Youth Congress.

Held at the Beaches Resort and Spa last Friday (October 13), the Youth Congress ended the State of the Tourism Industry Conference (SOTIC) in Providenciales.

Fourteen CTO member countries and territories participated in the Youth Congress, chaired by the 2022 winner, J’nae Brathwaite of Trinidad and Tobago.

– BVI’s Naomi Onwufuju wins top prize Onwufuju, a student of Elmore Stoutt High School, shared with the audience and her fellow junior tourism ministers three strategies that tourism stakeholders in the BVI could implement to enhance safety, access and enjoyment of the territories’ tourism products to visitors with disabilities.

She urged that the islands’ beaches, restaurants and other attractions should be made accessible to all visitors, ensuring inclusivity in the island’s tourism industry.

Each junior minister made a three-minute presentation on one

of three topics: Wellness Tourism Beyond the Norm, Accessibility Tourism, and Building a Resilient and Sustainable Tourism Workforce.

The student delegates were also asked to identify an interesting, unusual or unique place, person, thing, event or activity from their country or territory which they believed would provide a visitor with a rare and exceptional experience.

The TCI’s own, Kiajé Williams, Junior Minister of Tourism and a student of Clement Howell High, delivered a passionate

presentation, sharing his Triple A plan to Wellness Tourism Attraction, Accommodation and Agrotourism.

Following the congress, Williams remarked: “Being a part of CTO Youth Congress was a rewarding experience and I was thrilled to welcome my fellow ministers from across the Caribbean to the ‘Beautiful by Nature’ Turks and Caicos.

“Congrats to my peers from Tobago, Barbados and British Virgin Islands for placing third, second and first, respectively.”

Snagging the second place

prize was 17-year-old Jordan Greig of Barbados, a student at Harrison College. He gave a detailed presentation on how he would address tourism workforce issues facing Barbados’ tourism industry.

Trinidad and Tobago’s Junior Minister of Tourism Jael Morgan, a 17-year-old student at Signal Hill Secondary School spoke of strategies the island country could execute to offer visitors unique, sustainably developed wellness tourism experiences.

Judging the presentations were Barry Brown, Executive Director of Sales with AFAR Media; Stacey Liburd, Director of Tourism for Anguilla and Petra Roach, CEO of Grenada’s Tourism Authority.

Two men shot and killed near Provo airport Late Thursday afternoon (October 19) residents were alerted via social media to a fatal shooting incident near the Providenciales International Airport.

Images and videos were immediately circulated on WhatsApp of a man lying on the ground near a four-door sedan, with the doors all open, even before police arrived on the scene.

Initial reports to our news desk are that one of the deceased men

is a known character Jumillo Isma, while the other man was unnamed up to press time.

Police reported that the shooting occurred at about 5:52 pm.

An ambulance arrived on the scene to transport the second man to the hospital, however, he succumbed to his gunshot injury(s).

Police have promised to share further details after investigations into the shooting murders are conducted.

Keeping our heritage and culture alive

– Thanks to Queenal Missick and team at Kew and Leeward Methodist Church For years, we used to celebrate the second Monday of October as Columbus Day as we were taught that he discovered the “New World.’’

Due to all the controversies surrounding Christopher Columbus, many countries have removed Columbus Day from their calendars. In 2014, the Turks and Caicos Islands government replaced Columbus Day with National Heritage Day. I think this was a great move made by the government so that we can set aside a month to keep our heritage and culture alive.

The Turks and Caicos Islands is a melting pot of at least 100 different cultures. With all these cultures and the advancement of technology, and being outnumbered in our own country, our heritage and culture can become easily lost and even discontinued and replaced by other

Therefore, I want to use this article to highlight and thank Ms Queenal Missick and her team at Kew North Caicos and the Committee members of Leeward Methodist Church in Providenciales, Turks and Caicos for displaying and educating us about our culture on National Heritage Day. One of the lessons we can learn from our heritage and culture is our

humble beginnings where we had outside toilets, tooting water on our heads, cooking outside on coal stoves, using lamps and scrubbing boards. Today, some of us act as if what we have today, we always had it. I am grateful for my humble beginnings. Of course, we have advanced in that there is no need for some of the things we used to have but somehow, we need to pass the spirit of humbleness onto our generation.

The events in Kew showed how the people got together and helped one another. This is part of our culture. We need to help our neighbours and live as a community. There is too much tearing down and fighting. Some of us can help others but we still don’t help. Let’s keep our culture alive by coming together.

We did not have much but whatever we had, we made use of it and had fun. We had the rake and scrape. We had so many folk songs.

We danced and enjoyed life with the limited things we had. Today, many of us say we are bored and there is nothing to do but, in the past, our culture made us do something with the things we had.

We need to maintain our local foods and drinks and pass the tradition on to our generation. It is a great way to distinguish us from others.

The events put on by the people of Kew and the Leeward Methodist Church signify what can be accomplished if we can come together. Too many times we depend on Government for this and that, but the Committees of Kew and the Leeward Methodist Church volunteered their time and money to showcase the heritage of the Turks and Caicos.

No matter how much our country has progressed, we must maintain our heritage and culture. It is our heritage and culture that identify us as a people.

I think we should identify an area in all communities and have a permanent display of our cultures and heritage. Furthermore, we need to document and have monthly series about our culture and heritage, otherwise, in the years to come, there will be no record of our heritage and culture.

Soaring rents making life unaffordable for residents in Providenciales: Who is checking?

In recent times, TCI consumers have been emptying their pockets at the pump and while the RussiaUkraine war rages on food prices have rocketed. And now, a record average rent is rising above the horizon. The big concern is whether renters would face additional surges, as the cost of living crisis continues to hit households in Providenciales.

This suggests that enough homes were not built by successive Governments and therefore; one of the many solutions, that lawmakers should consider is highrise affordable homes for belowaverage earners.

Meanwhile, TCIs tourist sector boom has driven an upswing in short-term lets through the rise of Airbnb – placing more pressure on demand.

While all this is going on we’ve seen little action on this front and; therefore, renters are wondering what will be the long-term antidote to counteract these outrageous rates!

Moreover, if the authorities recognize housing and rent costs as key determinants of the standard of living they would pursue rent control measures and; in the interim, debate a housing bill in Parliament designed for long-term rent standards and new tenant rights.

And considering how stable the mortgage rate environment is in the TCI, it is the exorbitant prices for lands across the island determined by affluent districts that is slowing the construction of apartments and private homes; and so, low-income tenants are left with increasingly fewer places to rent.

So I asked, are these phenomena the reasons, which embolden a landlord to increase rent by 64 per cent? You can be certain when a whopping $700 is added to rent at short notice, suggests inertia and a lack of monitoring from the top.

This begs another question, how can a tenant afford this sudden outrageous injunction? Well, the answer is the tenant can’t and; therefore, policymakers must intervene and take tough actions to

alleviate this emerging crisis.

Considering these trends leaseholders are adamant – rents will continue to rise above earnings if the supply issue is not tackled and inactions remain the norm. In so doing, they risk getting to a stage, where rent becomes unaffordable.

Personally, I am not alarmed or surprised, as the ‘Good Book’ alludes – in Matthew 25:29 – to a time in human history, when the rich will become richer, while financial conditions for the poor will get worse. I believe it is happening right now!

I warn you, this is not laughable or merely a loose transition popularized today; it was actually predicted by the Creator and in Proverbs 22:16; it says, those who oppress the poor to increase their wealth or give to the rich, will come to poverty.

Therefore, let’s hope that lawmakers confront this unfolding debacle to ensure that everyone can afford to stay in their apartment and pay all their essential bills, while providing incentives for new homeowners.

Blood on the Holy Land

The world is again tuned in to what is happening in the Middle East with Israel and Palestine. For some, this is another example of oppression and the resistance that it breeds. For others, it’s a murky and often shifting situation that is too complex to understand fully.

However, because this struggle involves adherents of the socalled “Abrahamic faiths,” namely Christianity, Islam, and Judaism, it is worth knowing, thinking, and praying through what is happening.

HISTORICAL CONTEXT Several ancient civilizations, such as the Sumerians, Egyptians, Assyrians, Persians, and Phoenicians, occupied the area we now refer to as the Middle East. The Hebrews or Jews would have come to the land about 3500 hundred years ago after leaving slavery in Egypt. While these various groups and others lived on the land, civilizations such as the Greeks and Romans exercised rule over the land from time to time.

In the 7th century, a new religion, Islam, was formed in the Southern part of the region. It rapidly expanded and eventually brought Islamic control and culture over the land. The Ottoman Empire, which began in Turkey, became the dominant force in the Middle East (and parts of Europe) for

hundreds of years until European armies and scientific innovation led to its decline between 1908 and 1922. In 1948, the modernday state of Israel was established in Palestine, a part of the land biblically promised to Abraham’s descendants. As a result of this, Palestinians felt that their land and rights were ignored in this act. Since then, Israel has been in conflict with the rest of the Middle East, which, for the most part, is controlled by the Islamic religion.

must be in prayer. For spiritual clarity, the removal of dark forces of evil, and for the leaders and people on all sides of the conflict, seeking God’s guidance and wisdom for a peaceful resolution.

And to engage in humanitarian work and support efforts that alleviate suffering and promote reconciliation.

There is so much that should be said on this issue. Hopefully, this is the beginning of an informed and prayerful discussion on the issues involved. I can’t reiterate this enough: those who follow Jesus must pray for all that is happening in the Middle East.

sense of the word. I first became acquainted with “Tina Fenimore” the brand when she built the Kittina Hotel on Grand Turk.

“I was too young at the time to grasp the enormity of such an undertaking, but looking back now and recognising that the

hotel that she built nearly 40 years ago continues to significantly contribute to the economy of the nation’s capital, I can’t help but think she was a woman ahead of her time.

“Tina and I became friends, despite the notable age disparity, back when she was the President of the Chamber of Commerce of

Providenciales in 2013, with me as her Vice President.

“What I admired the most about her was her ability to ‘speak her mind’ but do so in a manner that wasn’t offensive.

“It was more like a mother putting her feet down with her children. Collaborating with her was indeed a delightful

experience.

“Tina was a captivating woman—intelligent, witty, humorous, eloquent, spirited, and resilient. Her presence was undeniable. She was the focal point whenever she entered a room.

“With Tina’s passing, the Turks and Caicos Islands has lost a treasure, and I will miss her. May

her soul find tranquillity in eternal rest.”

Mrs. Clementina ArizaFenimore will be laid to rest on November 18. She is survived by her husband, four sons, four grandchildren, two brothers and sisters, and countless others with whom she shared her beautiful spirit, grace and love.

Ex-deputy premier Floyd Hall granted bail pending appeal – legal aid process to ensue

BY DELANA ISLES Chief Justice Mabel Agyemang has granted bail to Floyd Hall as he awaits his appeal in 2024.

Hall currently stands convicted of Bribery, for which he has been ordered to serve one year in prison; a sentence that has been delayed until his appeal is heard and determined sometime in 2024.

On Monday, October 16, Hall appeared in court for his bail hearing, after being remanded into police custody over the weekend.

His trial attorney, King’s Counsel Earl Witter indicated to the court that Hall will have to apply for legal aid to hire an attorney for his appeal, a process that will take time.

The next sitting of the appellate court is in January 2024, and

according to the Prosecutor, King’s Counsel Andrew Mitchell that is an acceptable time for Hall’s appeal to be heard.

However, both the Chief Justice and Witter contended that while the information contained in the

trial can be compiled easily for a new lawyer, the issue of legal aid can be a prolonged process.

Addressing Hall’s lawyer on the issue of date for appeal and bail, the Chief Justice explained: “I have said more than once that this

is a court of justice, and as much as possible I want to attain that end, and so for that reason, while I do not think your appeal has a chance of success I can say this, I do not want to stand in the way of your appeal.

“The one year sentence is short enough that he may have finished serving it if we are unable to put together everything that needs to bring the appeal to a hearing. I have no difficulty with the transcripts and the documents because I know that Mr Mitchell and his team are well able to aid the Registrar to compile it within a week.

“It’s all ready actually…so that is not the reason for the grant of bail, but I do understand that the defendant has been represented at trial and if the defendant has indicated that he wants to appeal and he wants representation he may either fund it himself or if he is found eligible for legal aid, he will have to go through the process.

“When he has an attorney, that attorney will have to have some time to go through the voluminous material that is characteristic of this trial and perhaps listing it

for January may not be possible, perhaps listing it in May, may be possible but I want to give as much room as possible… that is a reason I consider to be exceptional in the circumstance to allow for the grant of bail that you seek pending appeal.”

She then granted further surety – in the same amount - to the surety that is already in place for Hall, that is $750,000, and that his passport remains in the custody of the prosecution.

Hall will now have to go through the normal channels of applying for legal aid, whereby a decision will be made whether he is even eligible to receive legal aid, sent to a panel for final decision and then to the Registrar for assignment, if approved.

Hall’s co-defendant, Clayton Greene - who was convicted of Money Laundering and sentenced to six months in prison – has already indicated his intention to appeal his conviction and been granted bail as he awaits his appeal hearing.

Their appeals have been tentatively set to be heard in May 2024.

Port security officers off to UKOTs’ Port Security Symposium

BY OLIVIA ROSE Two port security officers from the TCI joined counterparts in the United Kingdom for the inaugural UK Overseas Territories and Crown Dependencies Port Security Symposium.

On Thursday, October 12, Port Facility Security Officers (PFSOs) Sharonna Walkin (South Dock, Provo) and Keith Simons (South Dock, GT) departed the Turks and Caicos Islands for the United Kingdom to attend the United Kingdom Overseas Territories and Crown Dependencies International Ship and Port Facility Security (ISPS) Code Conference which was scheduled to be held from the 16 – 20 October 2023.

and representatives from their administrations were expected to learn first-hand how the International Ship and Port Facility Security (ISPS) code is applied at ports in the UK, operationally ‘on the ground’; and hear from Department for Transport presenters on topics related to the importance of maritime security, a recent invited statement from the Government said.

Commenting ahead of the visit, Director of Ports Delton Jones stressed that securing ports is the number one goal of the Ports Authority.

He said: “ISPS Code requirements are global and the same for all ports, whether they are big or small. We are truly grateful to the UK Department of Transport for hosting this symposium which allows the officers to learn and share with their counterparts from

PFSO Walkin said: “This training builds on earlier training I received in Israel earlier this year.

“I am thankful that the Ports Authority is investing in my development as a port security professional.”

While it is true that the war in Ukraine continues to escalate, and global warming recently led to the warmest September on record, it’s worth noting that these issues may not directly impact our blessed archipelago for the next 50 to 100 years, in the case of rising sea-levels, and armed conflicts, while concerning, will not have an immediate effect on us. In the words of the Honourable Arlington “Chuck” Musgrove, Minister of Immigration, “We are a blessed nation, despite the many areas that we all can improve in, personally and collectively…” While not always in agreement with local politicians, he is undeniably correct in his assessment.

unfolded, revealing the brutality, savagery and inhumanity of the Hamas attackers, which has not only deeply shocked Israel but also garnered global attention.

Additionally, the heart-breaking scenes of desperation and suffering among innocent civilians in Gaza have further intensified the gravity of the situation. The history of the Arab-Israeli conflict is undeniably complex, making it challenging to fully address in an 800-word column. However, it’s a consensus among observers, regardless of their specific viewpoints, that the loss of innocent civilian lives, especially children, is a tragic outcome of this ongoing conflict.

A writer who, if he were still alive today, would undoubtedly have tackled the narrative of the Arab-Israeli conflict is none other than Graham Greene. I’ve often pondered how he might have approached this daunting

subject. Graham Greene possessed the remarkable ability to vividly depict conflicts through literature, effectively drawing the reader’s attention to complex situations in an engaging manner. Whether it was his portrayal of post-World War II Vienna in the brilliant novel ‘The Third Man’ or his exploration of the events in the late 1950s that eventually led to the Cuban Revolution, in ‘Our Man in Havana’, Greene consistently demonstrated his prowess as both a masterful storyteller and an astute observer.

The following is an excerpt from his 1955 novel, ‘The Quiet American’, which depicts the breakdown of French colonialism in Vietnam and early American involvement in the Vietnam War. “I can’t say what made me fall in love with Vietnam - that a woman’s voice can drug you; that everything is so intense. The colours, the

taste, even the rain. Nothing like the filthy rain in London. They say whatever you’re looking for, you will find here. They say you come to Vietnam, and you understand a lot in a few minutes, but the rest has got to be lived. The smell: that the first thing that hits you, promising everything in exchange for your soul. And the heat. Your shirt is straightaway a rag. You can hardly remember your name, or what you came to escape from. But at night, there’s a breeze. The river is beautiful. You could be forgiven for thinking there was no war; that the gunshots were fireworks; that only pleasure matters. A pipe of opium, or the touch of a girl who might tell you she loves you. And then, something happens, as you knew it would. And nothing can ever be the same again”.

For those who may not be familiar with the works of Graham Greene, I highly recommend

starting with the three titles mentioned above. They not only deliver compelling narratives but are also delightfully entertaining, with the added benefit of being reasonably concise reads.

In the case of ‘Our Man in Havana’, prepare to find yourself bursting into occasional laughter as Greene skilfully weaves humour into the narrative, particularly when he playfully ridicules the British intelligence services and their unwavering trust in reports from local informants. Moreover, Greene’s novels are replete with memorable one-liners, like “Time gives poetry to a battlefield” and “When you feel unable to change your bar, you have become old,” both of which are characteristic of his writing style and are found in ‘Our Man in Havana’.

To me though, the one passage from ‘Our Man in Havana’ that kept coming back as I sat watching events in the Middle East unfold, was: “I don’t care a damn about men who are loyal to the people who pay them, to organisations...

There are many countries in our blood, aren’t there, but only one person. Would the world be in the mess it is if we were loyal to love and not to countries?” The question was never more relevant.

TCI hosts successful return of the State of the Industry Conference

The Caribbean Tourism Organization’s (CTO) return of the State of the Tourism Industry Conference (SOTIC) 2023, in Providenciales was a tremendous success, Minister of Tourism, Hon. Josephine Connolly said at the conclusion of the event this week.

In a statement to the press on Monday, October 16, the minister noted that the first staging of SOTIC since the pandemic saw insightful and informative discussions over two days at the host hotel, The Shore Club under the theme ‘Invest. Innovate. Inspire. A new model for Caribbean tourism growth’.

Welcome remarks were delivered by the TCI’s Governor, Her Excellency Dileeni DanielSelvaratnam and Honorable Premier Charles Washington Misick.

Honorable Josephine Connolly, in her welcome address, spoke with pride of the carrying capacity study, the TCI is in the process of conducting, making it the first Caribbean country to conduct an in-depth study of the entire tourism industry.

“It reflects our dedication to safeguarding our pristine beaches, lush landscapes, and vibrant culture. It embodies our promise to protect what makes the Turks and Caicos Islands unique, ensuring that future generations can revel in the same beauty that has enchanted us for centuries,” Connolly said.

In his opening address, the Honorable Kenneth Bryan, Chairman of the CTO Council of Ministers and Commissioners said the “Caribbean is one of the fastest growing tourism regions in the world and in order to keep up with the rapidly evolving pace of change, we have to be willing to do things differently to maintain our competitive edge”.

Day one’s theme “Tourism Investment and Financing in the Caribbean” saw keynote speaker Franz Rojas-Ortuste, Director of Water and Sanitation Analysis Division at CAF- the Development Bank of Latin America and the

Caribbean, look at potential areas for investment, urging the region to maximise niches such as festivals and gastronomy to bring in millions of dollars like their Latin American counterparts.

The first day also featured a ministerial panel on investment trends, partnership and maximising tourism growth, a message from the United Nations World Tourism Organization (UNWTO) on green investments and a panel discussion on strategies for positioning tourism for new investment opportunities.

On Day two, under the theme Exploring the Drivers for Caribbean Tourism Growth, keynote speaker Doug Lansky, Global Tourism and Travel expert challenged stakeholders to find creative and innovative ways to incorporate sustainability into their operations and enhance tourist spend.

There were robust panel discussions on Aviation Competitiveness in the Caribbean with the thorny issue of interregional travel taking centre stage.

There were also panel discussions on Digital Transformation in Tourism, Engaging the Filmed Entertainment Industry to advance Caribbean tourism and a path towards growth of tourism in the context of the Turks and Caicos Islands experience.

The week kicked off with a welcome at the Grace Bay Club on Monday night which showcased the culture and cuisine of the Turks and Caicos Islands.

There were performances from the TCI songbird Barbara Johnson, David Bowen and TUCA, Mike ‘The General”, the Q Band Lynks and top sound system Prime DJs. The close of the conference saw tourism ministers and delegates immersing themselves in local culture at the popular Thursday night Fish Fry where they enjoyed local cuisine and performances from Provision band, Elroy Simmons and TCI Dolls as well as a Junkanoo display.

Sexual enhancers warning – TCI public urged to discontinue the sale & use of several products

BY OLIVIA ROSE All local suppliers in the Turks and Caicos Islands and consumers are being urged to discontinue the sale and/or use of several sexual enhancement products.

This comes as an advisory from Health Canada, the department of the Government of Canada responsible for national health policy, recently listed a number of unauthorised sexual enhancement products containing dangerous ingredients that may pose serious health risks to consumers.

On Tuesday, 17 October 2023, the Ministry of Health and Human Services (MoHHS) in the Turks and Caicos Islands issued its own advisory cautioning the TCI Public about some of the products that are currently on the TCI market.

The products that are unauthorised in Canada - have been tested by Health Canada and are found to have contained active ingredients not listed on product labels (including prescription drugs, that have possibly exceeded the maximum recommended doses) as well as dangerous ingredients single or combined (particularly drugs that should be available only by prescription, or a combination of ingredients that are not permitted because of serious health risks).

The public was reminded that prescription drugs should be taken only under the supervision of a health professional because they may cause serious side effects.

“Using a product that contains ingredients that the consumer is not aware of increases the chance of dangerous allergies and interactions with other medications and foods,” the Health Ministry said.

Some of these products were found to have ingredients such as acetaminophen/paracetamol, levodopa, sildenafil, tadalafil and yohimbine.

“Acetaminophen/Paracetamol is a drug that can pose serious health risks if too much is taken. These include serious skin reactions (e.g. blistering) and liver damage. Liver damage may lead to liver failure or, in the most severe cases, death.

“Levodopa is combined with other drug ingredients in antiParkinson’s medications. It may interact with drugs prescribed for high blood pressure.

“It should not be used by people with narrow-angle glaucoma, with untreated heart, liver, blood, kidney, lung (bronchial asthma) or hormonal diseases and breastfeeding or pregnant individuals.

Some of the side effects requiring medical attention include severe

or persistent nausea or vomiting, irregular heartbeat or fluttering in the chest, hallucinations, lightheadedness when standing quickly, or unusual changes in mood or behaviour.

Sildenafil and tadalafil are used to treat erectile dysfunction. They should not be used by individuals taking any kind of nitrate drug (e.g., nitroglycerin) as they can cause potentially life-threatening low blood pressure.

Individuals with heart problems are at increased risk of side effects such as heart attack, stroke, chest pain, high blood pressure, abnormal heartbeat, abnormal vision and hearing loss.

Tadalafil taken in combination with caffeine may increase the risk of serious adverse reactions, including, but not limited to heart attack, stroke, blood pressure changes and abnormal or irregular heartbeat.

Yohimbine is derived from yohimbe, a bark extract. The use of yohimbine or yohimbe may result in serious adverse reactions, particularly in people with high blood pressure, or heart, kidney or liver disease.

Side effects include increased blood pressure and heart rate, anxiety, tremors, and sleep disorders.

The Ministry advised that yohimbine should not be used by people who are pregnant or breastfeeding, those who have liver, heart, or kidney disease, or by people with psychiatric conditions.

“The product Inner Man Gold which has been identified on the TCI market is not listed on Health Canada’s list, but its label indicates the presence of yohimbe.”

Consumers may contact the Environmental Health Department at 338-2142 for more information on how best to dispose of these sexual enhancers.

In addition, consumers should contact their pharmacist, physician or other healthcare provider if they have any questions, concerns, or have experienced any problems related to the use of these sexual enhancers.

Cruise tourism’s full rebound and regional travel major takeaways at SOTIC – CTO Chairman shares

BY DELANA ISLES Cruise tourism within the Caribbean region has returned 100% to prepandemic levels, while tourist arrivals are 4% behind 2019, but most significantly intra-regional travel is poised to receive a major boost in the coming months.

These were the final words shared by the Honourable Kenneth Bryan, Chairman of the Caribbean Tourism Organisation (CTO) and Minister of Tourism and Sports of the Cayman Islands at the close of the State of the Tourism Industry Conference (SOTIC) 2023, in Providenciales.

Bryan addressed members of the media on Friday, October 13, at the Beaches Resort and Spa, wrapping up what was a week of sharing better practices and innovative ideas by CTO member countries.

Providing updates regarding the Caribbean tourism’s performance, Bryan shared that during the first half of 2023 tourism arrivals in the region continued to rise towards pre-pandemic levels.

“International tourists to the Caribbean rose by 19.2% or 2.1 million tourists in the first half of 2023 compared to the same period in 2022. By the end of the first half of 2023 as a region we were only 4.7% behind pre-pandemic levels, compared to the same period last year we were 20% behind.

“In general terms, Organisation of Eastern Caribbean States (OECs) countries experienced the most significant surge with a 36.2% increase while international tourist trips to other Commonwealth countries rose by 28.5% and those

to the Dutch Caribbean rose by 14%.”

He reported that cruise activity recorded among Caribbean destinations was at an historic high for the first half of the year.

It is estimated that cruise visits to the region reached 17.1 million between January and June of this year, double the number in 2022.

He added: “This level of cruise visits signals that the regional cruise sector is surely on a path to full recovery, given that the total number of cruise visits was 2.2% higher than it was in 2019.”

He said looking ahead to the forecast for the Winter season, according to the World Tourism Organization, travel demands continue to show remarkable resilience in sustainable recovery amid economic and geo-political challenges.

“But while tourism is continuing to show resilience, we must also remain cognisant of the geopolitical insecurities, the impact of cost of living, higher interest rates and many others are all factors that can impact our growth,” Bryan reported.

REGIONAL AIR CONNECTIVITY In respect of intra-regional travel, an issue that was highlighted throughout the conference by many of the attending delegates, Bryan shared some good news that he said will positively impact travel within the region.

South Dock redevelopment will lower the cost of goods in the TCI - Minister Musgrove

BY OLIVIA ROSE The modernisation and redevelopment of South Dock will boost efficiency and effectiveness, and triple the Port’s cargo throughput from 485,000 tons annually to 1,300,000 tons by 2037, thereby lowering the cost of goods for consumers in the TCI. The construction of a new berth at South Dock, Providenciales, the territory’s main cargo port is set to get underway before the end of this year and is part of a massive $53m redevelopment and modernisation project funded by the government.

Coupled with this, the port is gearing up to implement a fully digitalised system to speed up delivery and lower costs by January 2024, according to Ports Director Mr Delton Jones.

Minister of Immigration with responsibility for TCI Ports Authority, Hon Arlington Musgrove speaking at a recent Open day event, explained that South Dock which handles approximately 90% of national port traffic is in dire need of major upgrades and repairs to keep pace with the territory’s rapid growth and development.

operating costs.

As part of the government’s efforts to remedy creaking infrastructure and capacity issues as well as safety challenges at the port, the project has been identified as the 1st of 12 transformational priority projects.

It will include a new 241ft long by 53ft wide berth and ro-ro ramp which will allow two vessels to operate at the same time as well as the construction of a new container yard for bulk materials.

He said: “Those of us who know the port and know the situation we’re in, we only could afford for one ship to come in at a time, so while we have another ship out at sea…then we have raw materials, and of course food products take precedence, but the raw material is still left out there.

“And then God forbid, a Haitian

Another crucial aspect of the modernisation of the port is the redevelopment of the remedial container yard, which will provide a sustainable facility to withstand inclement weather and heavy-duty equipment and improve security, safety, and efficiency.

“Now, I’ll tell you how the country would benefit from… the faster turnaround of supplies, that is very important, because when you could get your supplies to come in on time… then your construction can go ahead if it’s not, then you get more cost and then the contractor tries to retrieve it from another contract, so the cost

“So, if we do these three initiatives, then I will be looking for the Carl Simmons [Director of Cargo Express Services Limited], the SEACOR people, and the Stevedoring people to bring the cost of living down, especially for goods in this country.”

Musgrove further explained that phases three and four would deliver dedicated fuel mooring facilities, upgrading storage and security with two efficient container yards and a port container scanner.

“It’s imperative and very important that we talk about the scanner…we know in this day and age when the criminals are getting smarter we have to do something to modernise this old situation.

“So, ultimately we’re hoping that through competition and efficiency, we can lower the cost of living and doing business in Turks and Caicos.”

Increase efficiency The digitalisation of ports and shipping can help reduce queues of ships, waiting to dock and unload across the ports faster, allowing consumers to the goods they are waiting for quickly.

During an interview with the Weekly News, Director of Ports Mr

Delton Jones and Deputy Director Ms Shawna Lewis weighed in on the situation.

Ms Lewis said: “Currently everything is paper, so with the digitalisation of the port operation, we will be able to easily take note of the containers that are coming off the vessel, we would be able to pinpoint where the containers are within the port and track the containers.

“So, that will also allow for us to have more accurate statistics because they’re moving away from a paper-based system.

“We’ll have better statistics on

what kind of containers are coming, the size of the container, etc.”

Mr Jones revealed that the port is currently testing the new digital system with a view of fully implementing the new modules by January.

He said: “So we’re testing the system and training the agents that

by January we should be digitised.

“So really and truly that in itself would be a game changer for us because I believe that we’re the only one in the Caribbean that is still paper-based.

Coupled with this, the government also plans to install

new mast lighting, dredge a larger turning basin to a depth of 18 feet, and construct a port office complex (outside of the main port to house the Ports Authority and government departments that operate from the port).

A new fire service and electricity system will also be constructed at the facility.

South Dock which is a critical link in the territory’s domestic and international trade supply chain will also benefit from facelifts and enhancements such as the paving of the existing container yard: construction of a new entrance,

gatehouse, scale, staging area for freight trucks and internal roadways and installation of plugs for refrigerated containers.

Additionally, stevedoring operations will be transferred to a location outside of the main port.

Other existing facilities at the berth such as administrative buildings, offices and an engineering workshop will also be remodelled.

A feasibility study conducted in 2012, suggested the relocation of the port so that it may be able to handle larger cargo volumes as the country continues to develop.

“The government of Antigua and Barbuda has announced plans to relaunch Liat in a joint venture with a Nigerian carrier known as Air Peace.”

He said initial reports were that the airline will operate with six aircraft with plans to launch this November.

“The revival of Liat will undoubtedly enhance the frequency of intra-Caribbean flights and could potentially lead to connectivity between other new destinations not currently being served within our region.”

He also announced that the minister of finance of Trinidad and Tobago announced that Caribbean Airlines Limited will be expanding its fleet in order to meet intraregional connectivity demands and fill the gap since Liat exited the market.

The airline is also extending its cargo services and will establish bases and hubs across the region to promote efficiency and cost reducing measures. The airline also intends to lease several ATRs and B737-8s aircraft as well as five Embraer E175 regional jets.

Bryan also announced that the

Caribbean Development Bank has been working on a comprehensive aviation study looking at airlift connectivity competitiveness within the region.

He said that the report has now been completed and although the CTO has not received a copy officially, he was reliably informed that in general terms the CDB has proposed the establishment of a brand-new airline.

Bryan said the report has been circulated to OECs countries to determine issues such as financing, structuring and location of where the airline should be located, and upon conclusion of those discussions, the CTO will be informed.

Cayman Airways has also started flights to Barbados this Wednesday, the Caymanian minister announced.

In closing, the CTO Chairman stated: “It continues to be my pleasure to be chairman of CTO as I believe the organisation provides tremendous benefit and value to its members particularly when it comes to data collection and research and technical assistance on tourism-related matters.

“I have to say there has been a noticeable improvement in the level of confidence by the members and what they are showing to the

organisation. There is much more engagement and healthy dialogue during our meetings and members are supportive of the agreed steps to move forward successfully and sustainably to bring about our collective vision.”

year, membership has increased with USVI and Bermuda joining the CTO in May, and discussions are underway with other countries.

While thanking TCI’s Tourism Minister Josephine Connolly for hosting the event, the CTO stated: “This week has been a testament

of the power of collaboration, innovation and inspiration within our vibrant tourism community.”

He also presented Honourable Conolly with tokens of appreciation from his homeland.

SOTIC 2024 will be held in the Cayman Islands.

Bahamas stays on blacklist, says EU used outdated information The Government on Tuesday accused the European Union (EU) of relying on outdated information to keep The Bahamas blacklisted, as a Cabinet minister said: “We’re doing everything in our power to get it right”.

Ryan Pinder KC, the attorney general, who had previously voiced optimism that The Bahamas would be delisted this month, told Tribune Business the Davis administration was “rather disappointed but not surprised” that this nation has not been permitted to escape what is a 16 nation-strong tax ‘blacklist’.

He explained that the EU based its decision on an April 2023 report by the Organisation for Economic Co-Operation and Development’s (OECD) Forum on Harmful Tax Practices, which is now some six months out-of-date and does not include or account for The Bahamas’ subsequent reforms to its economic substance laws, their enforcement and the online reporting portal.

Alleged deficiencies in this nation’s “economic substance” regime is what prompted the 27-nation EU to brand The Bahamas a “non-cooperative jurisdiction” for tax purposes in October 2022. However, the EU takes its cue on this issue from the OECD’s Forum for Harmful Tax Practices, given that both bodies’ tax and “economic substance” initiatives overlap to some extent.

Given the nature of this relationship, Mr Pinder questioned the “logic” of the EU making its decision, and relying on an outdated assessment, before the Forum on Harmful Tax Practices’ next meeting which is scheduled for later this month.

He added that he was “cautiously optimistic” that The Bahamas’ reforms, and progress in implementing them, will receive a “favourable review” from the OECD body which - had it come out earlier - could have influenced the EU to take a different approach to this country with its own blacklist.

As a result, he described The Bahamas’ continued blacklisting as “a timing issue”, and hinted at optimism this nation will no longer be viewed as a “non-cooperative jurisdiction” when the EU Council conducts its next review in February 2024. The Attorney General also said yesterday’s events were unlikely to have any further negative impact on the financial services industry and wider Bahamian economy.

“We’re not surprised,” Mr Pinder told Tribune Business of The Bahamas’ failure to escape the EU’s clutches yesterday. “We’ve been speaking to them. They made

their determination based upon the Forum for Harmful Tax Practices, which is a committee of the OECD. The Forum did their assessment in April and, of course, in April, we were not in a position to be fully compliant.”

Given that the EU takes its cue from the OECD Forum on “economic substance”, the Attorney General added that it was “most disappointing” that the 27-nation bloc made its determination in advance of the latter’s next meeting.

“If that’s the case, logic tells you they make their assessment after the Forum on Harmful Tax Practices,” he said. “This is a timing issue.

We’re rather disappointed that the EU took a decision based on a review done in April.

“We fully expect to have a favourable review by the Forum for Harmful Tax Practices and, by the end of this calendar year, will have revised recommendations from the Forum which the EU will take into account in its February meeting.

“I am cautiously optimistic that we have done everything in our power and complied with the recommendations of the Forum on Harmful Tax Practices, and they will have a favourable review of us later this month.” Mr Pinder said The Bahamas is in contact with both the OECD Forum and the EU’s Code of Conduct Group, the latter of which leads the “noncooperative jurisdiction” initiative for the bloc.

The EU gave little justification for maintaining The Bahamas on its tax blacklist, other than to repeat a previous explanation.

“The Bahamas facilitates offshore structures and arrangements aimed at attracting profits without real economic substance by failing to take all necessary actions to ensure the effective implementation of substance requirements,” was the substance’ of its explanation.

‘Economic substance’ is a test that requires companies to show they are doing real, legitimate business in a jurisdiction and are not merely brass plate, letterbox fronting companies acting to shield taxable assets and wealth from their home country authorities.

The initial Commercial Entities (Substance Requirements) Act 2018 required all companies conducting “relevant activities” to confirm they are carrying out real business in The Bahamas via annual electronic filings - a requirement that was maintained in upgraded legislation, passed by Parliament earlier this year, to help address the purported deficiencies identified by the EU. The Government has also initiated inspections and enforcement actions to ensure registered agents and their corporate clients are complying with the Act, while BDO - the company that developed the beneficial ownership registry (BOSS) system - was hired to develop a new electronic online portal for economic substance filing and reporting. That portal went live in September, although the deadline for 2022 filings was extended to October.

“The level of work has been, and continues to be, rather intense,” Mr Pinder told Tribune Business of the ongoing drive to ensure The Bahamas meets EU and OECD demands. “We have accomplished a lot in the last year. You would note, if you look at the October release by the EU last year, it spoke about deficiencies in the countryby-country reporting mechanism “You would note those are no longer detailed this year. The EU has acknowledged that, in the grand scheme of things, in their review that we have improved.”

The implementation of countryby-country reporting under the OECD’s Base Erosion and Profit Shifting (BEPS) initiative was raised as a concern by the EU in

late 2022.

This is an effort to prevent multinational groups with annual turnovers of $850m or greater from avoiding/evading taxes in the jurisdiction in which these monies are earned by shifting them, via transfer pricing or some artificially contrived transaction, to countries where they will be taxed at a lower rate.

The Bahamas’ progress in this area was indeed acknowledged by the EU in its February 2023 ‘blacklist’ review, where it said: “The Bahamas was in particular urged to continue to undertake compliance actions and the required exchanges of information with respect to all relevant entities, and encouraged to verify its statistical data....

“Since the general recommendation that was addressed to the Bahamas in the 2021 BEPS Inclusive Framework Action 13 peer review report on country-by-country reporting was removed in the most recent report, the commitment The Bahamas made to the group in January 2022... is deemed fulfilled. The group therefore recommends to delete the reference to this commitment from the entry on The Bahamas.”

“All across the board a tremendous amount of work is going on,” Mr Pinder told Tribune Business. “We implemented the new portal in September, passed a whole new piece of legislation and developed detailed guidance notes, and have done extensive consultation with industry. We continue to work very hard as part of the reporting requirements for the Forum on Harmful Tax Practices.”

The last step in fully complying with the OECD Forum’s requirements is to provide a year’s worth of economic substance reporting data and filings. To accomplish this, Mr Pinder said

the Government has had to go back in and retrieve data from the old substance reporting portal that was attached to the Department of Inland Revenue, and deemed inadequate, and migrate this to the new one via manual processes.

Tribune Business previously reported that deficiencies with the economic substance reporting portal, and an inability to test, analyse and inspect the data, was a critical factor in the EU’s blacklisting decision. “The old portal was completely deficient and did not function,” the Attorney General told this newspaper.

“Part of the challenge that we faced, and the work we continue to do, is take the data that was reported historically in that system and review it, reorder it, clean it and make sure that it’s accurate so it can be advanced [migrated] to the new portal. If the former portal was bad, the organisation of the data was equally as bad.

“We’re working through that manually. Every report in the old portal we’re manually reviewing, manually assessing and putting in the new portal to complete the reporting by the end of the calendar year. That will be the last piece to be deemed co-operative and compliant with our obligations,” he added.

“It’s been a lot of work. The fact of the matter is we have an obligation to get it right even if the former administration got it wrong, and we are doing everything in our power to get it right.” Asked whether the failure to escape the EU’s blacklist in this review will negatively impact financial services and The Bahamas’ status as an international financial centre (IFC), Mr Pinder said he foresees no further fall-out.

“You never want to be determined to be non-cooperative,” he said, “but nothing has substantially changed. I don’t think there will be an increased adverse effect. You always want to be determined to be co-operative, and not on any list, and that’s the position we’re working towards.”

The EU on Tuesday added Antigua and Barbuda, Belize and Seychelles to its list of noncooperative jurisdictions for tax purposes, while also removing the British Virgin Islands, Costa Rica and the Marshall Islands. This keeps it at 16 countries.

Besides The Bahamas, the other 15 are American Samoa; Antigua and Barbuda; Anguilla; The Bahamas; Belize; Fiji; Guam; Palau; Panama; Russia; Samoa; Seychelles; Trinidad and Tobago; the Turks and Caicos Islands; US Virgin Islands; and Vanuatu.

Bermuda: Opposition wants commission of inquiry into cyberattack

Bahamas: Son of former prime minister charged with performing abortion The 43-year-old son of former prime minister Dr Hubert Minnis has been released on bail after he appeared in court accused of performing an abortion on a 15-year-old girl last month.

A Supreme Court judge on Monday granted emergency bail to Dr Jamil Minnis, who has also been charged along with the minor’s 48-year-old mother and 25-year-old sister.

The women faced charges of conspiracy to commit abortion and abortion, while Dr Minnis faced a single count of abortion when they appeared before Senior Magistrate Shaka Serville.

The teen’s relatives are accused of conspiring to commit the abortion between September 3 and 4 and Dr Minnis is alleged to have performed the abortion at his clinic on September 4.

The three were not required to

enter pleas to the charges as they will face trial in the Supreme Court.

Dr Minnis’ attorney, Damian Gomez KC, called for a speedy trial saying the allegations would affect his client’s professional reputation.

But the Senior Magistrate remanded them to the Bahamas Department of Corrections because he lacked jurisdiction to consider bail for the charges. But he later directed police to take the accused to the Central Police Station after being informed that they had applied for emergency bail.

When they appeared before Justice Gullimina Archer-Minns, for the bail hearing, which was closed to the public, the accused were each granted US$15,000 bail.

All three must sign in at a police station in their community once a week.

Less than 24 hours after Premier David Burt said the government would initiate a full inquiry into the cyberattack that severely hampered government information systems in September, the opposition is calling instead for a Commission of Inquiry.

Burt had told reporters that in his view “the best place for this to be will be via the parliamentary process so that government backbenchers and opposition members are able to participate”.

But Opposition Leader Jarion Richardson has poured cold water on the Premier’s announcement, saying instead a Commission of Inquiry is the best way to deal with the matter.

“The people of Bermuda deserve to know the full scope of how the attacker occurred and, most importantly, how can it be prevented from happening again.

We have heard how people have been seriously impacted and the full story cannot go undisclosed and unresolved,” he told the Royal Gazette newspaper.

Richardson said that the opposition had already called for an independent investigation and has now renewed that call in the wake of the premier’s promise to have legislators conduct a “full inquiry”.

Burt told reporters that he would be discussing the matter with the Speaker of the House and the Leader of the Opposition and work with them to establish an appropriate parliamentary committee to look into this matter.

Earlier this week, Premier Burt told reporters that an investigation into the cyberattack had found circumstantial evidence that personal data may have been exfiltrated.

But Burt said that the authorities are still not clear if personal information held on the government’s computer systems

had been obtained by the hackers.

“The forensic review of the attack and its impact continues, but there has not been a forensic confirmation of the exfiltration of data,” he told reporters.

“Notwithstanding the fact that this has not been forensically confirmed, there is circumstantial evidence that data may have been taken, and we’re working on that assumption with the Government’s privacy team to ensure that impacted parties can be notified,” he added.

Late last month, Burt told reporters that any data held on government files did not appear to be compromised even as he acknowledged that there was “a significant amount of data on our systems”.

During the latest news conference, Premier Burt would not provide details of the extent or nature of any personal information that may have been exposed to the hackers. (Loop News)

Haiti: Where aid delivery depends on talking to 300 gangs The level of armed violence in Haiti has become so extreme that the International Committee of the Red Cross (ICRC) has to engage with hundreds of gangs in order to be able to deliver humanitarian aid, ICRC Director-General Robert Mardini says.

About 300 gangs are active across Haiti and 80% of the capital, Port-au-Prince, is under gang control.

Many health facilities have stopped operating because of the gang violence.

Health staff are often threatened.

ICRC Director-General Robert Mardini spoke to the BBC from Port-au-Prince following a twoday visit to the Caribbean nation.

“In my 27 years serving the ICRC, I have rarely seen such a toxic and terrible combination of adverse factors hitting communities living in shanty towns,” he said, describing streets flooded with sewage-contaminated water in the impoverished neighbourhood of Cité Soleil.

“With armed violence endemic, people live in constant fear of the next clash, the next kidnapping,” he added.

The levels of insecurity have been such that many health care facilities have stopped operating and large parts of the population lack access to essential services.

Mr Mardini described speaking to one young doctor at a clinic who

Joran van der Sloot admits to killing Alabama teen Natalee Holloway Almost two decades after Natalee Holloway vanished in Aruba, the man long suspected in her death has confessed to killing the Alabama teen in grisly detail, court documents reveal.

Joran van der Sloot’s confession was publicized shortly after he pleaded guilty in federal court Wednesday to extorting and defrauding Holloway’s family.

He was accused of trying to sell information about the location of Holloway’s remains to her mother, Beth Holloway, in exchange for $250,000.

“It’s over. Joran van der Sloot is no longer the suspect in my daughter’s murder. He is the killer,” Beth Holloway said Wednesday.

“After 18 years, Natalee’s case is solved,” she said. “He gave a proffer in which he finally confessed to killing Natalee.”

In a proffer, a defendant offers information they know about a crime, often as part of a plea deal.

Van der Sloot, 36, admitted

to killing the teen with a cinder block on an Aruban beach after she rejected his sexual advances, according to a transcript of an interview with his attorney.

Van der Sloot said Holloway kneed him in the crotch after he

tried “feeling her up,” and he responded by kicking her in the face and bludgeoning her with the cinder block.

He then decided to “push her off” into the ocean, according to the interview transcript.

Holloway’s body has never been found. In 2012, an Alabama judge signed an order declaring her legally The deaths of Holloway in 2005 and Stephany Flores, a Peruvian woman, in 2010 – whom van der Sloot previously admitted to killing – prompted Judge Anna Manasco to sentence van der Sloot to 20 years on the federal charges.

“I have considered your confession to the brutal murder of Natalee Holloway,” Manasco said Wednesday.

“You have brutally murdered, in separate incidents years apart, two beautiful women who refused your sexual advances.”

Supporters of the Venezuelan government last month marched against economic sanctions imposed by the United States

US eases Venezuela oil sanctions after election deal The United States is easing sanctions on Venezuela after the South American country’s government and opposition agreed to have next year’s election monitored by international observers.

Sanctions will be eased on Venezuela’s oil, gas and gold sectors.

The next election in Venezuela has been scheduled for the second half of next year.

Other sanctions imposed over the suppression of protests and the erosion of democracy remain in place.

Washington has cautioned that the relaxation could be reversed if

the electoral pact collapses.

A new general license issued by the US treasury department authorised Venezuela, which had been under hefty sanctions since 2019, to produce and export oil to its chosen markets for the next six months.

No time limit has been specified regarding the gold sector.

The US warned Venezuela that they must “define a specific timeline and process for the expedited reinstatement of all candidates” by the end of November, Secretary of State Antony Blinken said in a statement.

“All who want to run for president should be allowed the

opportunity,” he said, while calling for the release of “all wrongfully detained US nationals and Venezuelan political prisoners”.

The deal between the Venezuelan government and opposition was signed in Barbados on Tuesday.

The agreement contains 12 points, which include promises to give all candidates access to public and private media, and to guarantee their free and safe movement throughout the country.

The two sides have also agreed to update the voter registries, both inside and outside of the country, in order to ensure that the millions of Venezuelans who have emigrated can exercise their right to vote.

Jim Jordan pauses House Speaker bid as backup plan emerges Jim Jordan is set to announce he will not seek a third vote for now on his bid to become Speaker of the US House of Representatives, as Republicans look to a temporary backup plan.

The Trump-backed, right-wing lawmaker is expected to get behind a plan that allows acting Speaker Patrick McHenry to run the House for a month or more.

Mr Jordan decisively lost votes in the chamber on Tuesday and Wednesday.

The lower chamber of Congress has been without a leader for the past 16 days.

Without a Speaker in place, the House is unable to pass bills or approve an impending White House request for aid to Israel and Ukraine.

Following the unprecedented vote to oust Kevin McCarthy earlier this month, he appointed Mr McHenry, a top ally, as the interim Speaker.

Members of both parties have floated the option of expanding Mr McHenry’s powers to allow him to preside over urgent legislative matters.

But it is far from certain such a plan has enough votes to succeed, with several Republicans having already come out against it.

Georgia Representative Marjorie Taylor Greene confirmed Mr Jordan’s decision to back the proposal on Thursday morning, calling it “the most disappointing thing”.

“He wants to do that, while he continues talking to people and finding a path. I completely disagree,” she told reporters.

Matt Gaetz, the Florida congressman who led the coup to remove Mr McCarthy, slammed the temporary installation of Mr McHenry as a “constitutional desecration”.

“We need to stay here until we elect a Speaker and, if someone can’t get the votes, we need to go on to the next person.”

Jim Banks, a conservative Indiana lawmaker, predicted that half the party would vote against the measure and said it was a betrayal of Republican voters.

As acting Speaker, a succession procedure put in place after the 9/11 terror attacks, Mr McHenry has taken the limited view that he can only preside over floor votes and the permanent Speaker vote.

But legal experts argue that, as long as a majority of the chamber is in favour of expanding his authority, the House can function largely as normal.

That could potentially enable Mr McHenry to be the person that shepherds through legislation to avert a government shutdown next month, and urgent aid packages for Israel and Ukraine.

In a House that Republicans control by a slim 221-212 majority, internal opposition to Mr McHenry makes it almost certain Democratic votes will be needed to advance the idea.

The opposition party has not yet announced if it will support the plan, but some Democrats said they were prepared to get on board.

“We’ve been without a Speaker for a number of days,” California’s Lou Correa told the BBC. “I’m hearing the rumour is to give him power until January - I’ll take it.”

Republicans who support the idea have said the House must move on with its business rather than prolong its internal divisions.

“We have to get the conservative agenda back on track,” said Mario Diaz-Balart of Florida, who has so far declined to back Mr Jordan.

Nebraska’s Don Bacon, another anti-Jordan defector, said: “McHenry has 100% of my support. I love McHenry.”

In consecutive votes over the past two days, Mr Jordan has failed to get more than 200 votes. He needed 217 - indicating majority support in the chamber - to earn the gavel.

Sunak vows to stand with Israel against ‘evil’ Hamas Rishi Sunak has promised the UK will stand with Israel, as its leader appealed for backing for a “long war” against Hamas.

Speaking after a meeting with the British PM in Jerusalem, Israel’s Benjamin Netanyahu said his country would need “continual support”.

It comes as Israel prepares for a ground invasion into Gaza after the deadly Hamas attack on 7 October.

Mr Sunak said the Palestinian militant group represented “pure evil”.

“We will stand with you in solidarity, we will stand with your people. And we also want you to win,” he told reporters.

Mr Sunak has now landed in Saudi Arabia to meet Crown Prince Mohammed bin Salman, as he continues a two-day trip to Middle Eastern capitals.

Israeli warplanes and artillery have been bombarding Gaza since more than 1,400 people were killed in the attack by Hamas earlier this month.

Gaza remains under siege, with Israel blocking cross-border supplies of water, electricity, and

British PM Rishi Sunak and Israel’s PM Benjamin Netanyahu

fuel.

Downing Street said Mr Sunak had met his Israeli counterpart for two hours of talks, mostly without officials present.

Appearing afterwards, Mr Netanyahu said Israel would need “continued support” from allies, warning there would be “ups and downs” and “difficulties” as it

fought Hamas.

Speaking alongside him, Mr Sunak told reporters the UK “absolutely” supported Israel’s “right to defend itself, in line with international law”.

“I know that you are taking every precaution to avoid harming civilians, in direct contrast to the terrorists of Hamas,” he added.

‘DARKEST HOUR’ Borrowing a phrase from Britain’s leader during World War Two, Sir Winston Churchill, Mr Netanyahu said the Hamas attack represented “the world’s darkest hour”.

Mr Sunak echoed the language, adding: “I’m proud to stand here with you in Israel’s darkest hour as your friend”.

His visit comes directly after US President Biden’s, as world leaders step up efforts to prevent the conflict spilling into the wider region.

Mr Biden said Israel had been “badly victimised” - and had a right to strike back against Hamas.

But he cautioned Israelis against being “consumed” by anger, urging them not to repeat the “mistakes” made by an “enraged” United States after the 9/11 attacks in 2001.

Mr Sunak also said he appreciated Israel’s announcement on Wednesday it would not stop aid entering southern Gaza from Egypt.

However, Israel only agreed to allow food, water and medical supplies - not other much-needed

supplies like fuel.

It also says it will not allow any aid to pass through its own territory until hostages taken by Hamas during its attack earlier this month are released.

After an earlier meeting with Israel’s president Isaac Herzog, No 10 said Mr Sunak hoped for “further progress” in delivering aid to Gaza.

Mr Sunak has declined to back calls from the Scottish National Party and some Labour MPs for a ceasefire to protect civilians, insisting Israel has a right to “act against terrorism”.

Speaking to broadcasters, however, he said it was important to stop the conflict escalating regionally.

Foreign Secretary James Cleverly told MPs on Wednesday that calls for ceasefires were “all well and good”, but he had seen no evidence that one would be respected by Hamas.

Mr Cleverly is on a diplomatic trip of his own, meeting his Egyptian counterpart earlier. He is also due to visit Turkey and Qatar.

Jewish activists arrested at US Congress anti-Israel protest amid Gaza war Some 500 people have been arrested during a sit-in at the United States Congress in Washington, DC, where they protested against “Israel’s ongoing oppression of Palestinians”, according to Jewish Voice for Peace, the group that organised the demonstration.

The protesters, many wearing shirts emblazoned with the words “Not in our name”, were surrounded by police on Wednesday as they sat on the floor of the lobby of the congressional building, unfurling a large banner that said “ceasefire” as the death toll from Israel’s bombardment of the besieged Gaza Strip rises.

About 10,000 people also marched for the cause in the streets of the US capital, said Jewish Voice for Peace.

“We shut down Congress to draw mass attention to the US complicity in Israel’s ongoing oppression of Palestinians,” the progressive Jewish organisation wrote on X. US police said they had cleared the building of protesters by

Wednesday evening and were processing arrests.

Israel has imposed a “total siege” on the Gaza Strip, blocking access to food, water, electricity and medical supplies for its 2.3 million residents after Hamas, the group running the enclave, launched an attack into southern Israel on October 7. Israeli authorities say at least 1,400 people, most of them civilians, have been killed in the attack and 199 others were taken captive.

Since the attack, Israel has bombarded Gaza from the air in a devastating campaign that has reduced neighbourhood after neighbourhood to rubble.

Palestinian authorities say more than 3,400 people have been killed in the bombardment, a third of them children.

The Israeli attacks and siege on Gaza have been criticised as a form of collective punishment and triggered widespread anger across the Middle East and beyond.

On Wednesday, President Joe Biden met Israeli Prime Minister Benjamin Netanyahu during a visit to Israel, pledging that the US “has Israel’s back” in its war against Hamas.

On the same day, the US was the sole country to vote against and veto a resolution at the 15-member United Nations Security Council that called for a humanitarian pause to allow much-needed aid to enter Gaza.

Alec Baldwin may be charged again in fatal ‘Rust’ set shooting A New Mexico grand jury will soon decide whether Alec Baldwin should once again face criminal charges over the 2021 death of “Rust” cinematographer Halyna Hutchins.

“After extensive investigation over the past several months, additional facts have come to light that we believe show Mr Baldwin has criminal culpability in the death of Halyna Hutchins and the shooting of Joel Souza,” New Mexico special prosecutors Kari Morrissey and Jason Lewis said in a statement Tuesday. “We believe the appropriate course of action is to permit a panel of New Mexico citizens to determine from here whether Mr. Baldwin should be held over for criminal trial.”

News that a new case would go to a grand jury was first reported by NBC. Prosecutors said they will present the case within the next two months.

“It is unfortunate that a terrible tragedy has been turned into this misguided prosecution,” Baldwin’s attorneys, Luke Nikas and Alex Spiro, told CNN in a statement.

“We will answer any charges in court.”

Hutchins was killed and director Joel Souza injured when a gun held by Baldwin fired a live round during a scene rehearsal.

Baldwin denied pulling the trigger on the weapon in a previous interview with CNN.

Yunchan Lim: 19-year-old piano sensation signs record deal A 19-year-old pianist who has been called “classical music’s answer to K-pop” has signed an exclusive deal with the UK’s Decca Records.

Yunchan Lim stunned the music world last year when he became the youngest ever winner of the prestigious Van Cliburn Piano Competition in Texas.

His performance of Rachmaninoff’s Piano Concerto No. 3 has since been watched more than 12 million times on YouTube.

Decca snapped up the musician after a prolonged bidding war.

Yunchan was courted by record company executives in Tokyo, Paris, Amsterdam, Rome, London,

New York and Seoul before he finally decided to sign with the 94-year-old British label.

“Decca has produced records with excellent sound quality, and has worked with numerous legendary musicians,” he said in a statement.

“It’s a record label that one can truly appreciate as a musician.”

Seemingly arriving from nowhere, the teenager’s performances have been described as “visceral”, “magnetic” and “poetic”. His blazing rendition of Rachmaninoff’s concerto in Texas moved conductor Marin Alsop to tears.

JOB SUMMARY:

The post holder will be responsible for effective and efficient office administrative functions of the FIA, the Board of Directors and maintenance of the Agency’s finances. The BOO will conduct his/her duties with high professional standards, integrity, and confidentiality. The BOO will conduct his/her functions in accordance with TCI laws, Agency policies and guidelines.

The post holder may be required to carry out other duties as may be required within the scope of the administrative functions of the FIA.

REQUIREMENTS AND QUALIFICATIONS:

• Undergraduate degree in accounting, finance or related field; OR an associate degree in accounting, finance, management, or related field with at least 4 years experience in office administration.

• Prior experience as a senior administrative or business operations officer is a plus.

• Experience in the preparation, recording, presentation and explanation of budget, payroll, expense, and accounting reports.

• Experience preparing, accurately recording and timely processing of accounts payable and proper record keeping.

• Efficient preparation of papers and minutes for a Board of Directors, and logistical support for board meetings.

• Office management (includes reception and recording of visitor movements, notifying relevant persons of maintenance issues, ensuring adequate office supplies and inventories are procured, maintained and recorded).

• Proficiency in the use of Microsoft Office Suite - Word, Excel, Power Point, and Outlook.

• Proficiency the use of QuickBooks.

• Valid driver’s license.

It has been reported that Rooney, who turns 38 next week, is earning £1.5m a year - three times as much as predecessor John Eustace.

Nasa probe launches to metal asteroid Psyche An American space agency (Nasa) probe has left Earth to visit one of the most unusual objects in the Solar System.

The craft is heading to a metal world - an asteroid called 16 Psyche - which telescopic observations suggest is made from up to 60% iron and nickel.

Scientists think it may be the remnant core of a planet-like object that had its outer rocky layers stripped off.

The launch of the investigating spacecraft, also named Psyche, took place from Cape Canaveral in Florida.

A Falcon-Heavy rocket left the ground at precisely 10:19:43 local time (14:19 GMT; 15:19 BST) to hurl the probe on what will be a six-year, 3.5 billion km (2.2 billion miles) journey to its destination, out between the orbits of Mars and Jupiter.

Scientists expect their quarry to be full of surprises. Of the estimated million and a half asteroids in the Solar System, only nine discovered so far seem to share something of Psyche’s properties - and of those, the targeted body is by far the biggest, at about 280km (175 miles) at its widest point.

“The big thrill is that we’re going to go see a kind of world that humans have never seen before,” said principal investigator Prof Lindy Elkins-Tanton from Arizona State University.

“We don’t have any close up pictures of it; we do not know what it looks like. To me, that’s the essence of exploration, that people always want to see what they haven’t seen yet,” she told BBC News.

When the spacecraft arrives at the asteroid in August 2029, it will orbit at various distances - the shortest being roughly 75km (47 miles) - to map the metal world’s shape and decipher its internal structure and composition.

The pictures are sure to be fascinating.

Metal objects hit by the small, high-speed micrometeoroids that zoom around in space are expected to develop a spiky appearance over time. These impacts may even have produced a kind of metal sand that now covers Psyche’s surface.

Although scientists have determined the object to be dominated by iron and nickel, telescopes also spy additional components. These could be yellowish-green, sulphur-rich rocks. One bizarre feature could be the presence of metal cliffs that formed as Psyche cooled, shrank and cracked over the 4.6-billionyear life of the Solar System.

Deputy principal investigator, Ben Weiss, said there were two leading ideas for how Psyche came to exist.

“One is that it’s a core of a body analogous to like what is inside

the Earth - the molten metallic centre of the Earth and other large planets. But in this case, Psyche had its outer layers stripped off by asteroid impacts in the early Solar System, so we can see its surface today,” the Massachusetts Institute of Technology professor explained.

“And the other idea is that Psyche is a kind of primordial unmelted body, basically formed of the very first materials in the Solar System that came together under gravity and it was then preserved in this primordial state ever since.”

All four of the 2.7-tonne Nasa spacecraft’s instruments will be needed to establish the true story, but if Psyche really is the exposed core of a failed planet it might be expected to display a “fossil” magnetic field - an imprint from the time when its metal was molten and convecting, behaving just like the dynamo that produces the magnetic field in Earth’s liquid

core today.

There are metal meteorites that fall to Earth that are presumed to come from objects like Psyche.

Their composition has prompted many people to think we could eventually go into space to mine them. As a resource, Psyche could be worth trillions of dollars.

But Dr Helena Bates, a meteorite expert from London’s Natural History Museum, said the emergence of such an industry was a way off yet.

“I think asteroid mining is most valuable if you think about it in terms of extending space missions,” she told BBC News.

“So you send a spacecraft up to a near-Earth asteroid where it picks up some material that it can convert into fuel, and then it can transfer on to a deeper space mission. That’s where I think asteroid mining could be really important for the future of space travel.”

Psyche is probably too distant, anyway. Even at its very closest, it’s still 250 million km (155 million miles) from Earth, which is three times farther than Mars is at its closest, and when the metal world is on the far side of the Solar System to Earth, it’s 650 million km (405 million miles) away.

Nasa will be trialling two technologies on the mission it hopes to make greater use of in the future.

One is electric propulsion. The spacecraft will use solar power to excite and accelerate a stream of xenon gas to provide persistent thrust.

The other involves the use of laser beams to increase the rate at which data can be transmitted.

The mission team is promising to make all imagery of Psyche available to the public within half an hour of it arriving at Earth.

Experts call for tighter limits on ‘forever chemicals’ in water Stricter limits are needed on levels of ‘forever chemicals’ in UK drinking water which are potentially harmful to human health, experts have warned.

In high doses these pollutants, known as PFAS, have been linked to serious health concerns including cancer and fertility issues.

The Royal Society of Chemistry urged the government to toughen regulations in line with other countries.

The government said current safety standards were “exceptionally high”.

In the UK, water companies are required to test for 47 different types of PFAS and if levels considered high-risk by the UK’s drinking water inspectorate are reached it should not be used for drinking purposes although this is only guidance, and there is no legal requirement.

The Royal Society of Chemistry (RSC) said that this still exposes people to levels considered medium-risk and does not take into account the thousands of other types of PFAS. The RSC is proposing that the acceptable levels are reduced 10fold, and that all PFAS are tested for. This would bring the UK closer in line with new tighter limits in the US and tougher limits coming

into effect next year in the EU. THE SCIENCE ‘HAS CHANGED’ Stephanie Metzger, policy adviser at the RSC told the BBC that it made this call because the science had changed.

“Previous health guidelines showed that 100 nanograms per litre [of PFAS] was protective of human health,” she said. “But there has been more research going on over the years that has shown that perhaps effects to human health may occur at lower levels of exposure.”

Eating red meat linked to higher risk of type 2 diabetes, study finds A large new study by Harvard researchers suggests having just two servings of red meat per week increases risk for developing type 2 diabetes later in life, and the risk further increases with greater consumption, according to the study published Thursday in the American Journal of Clinical Nutrition.

“The association between red meat and type 2 diabetes has been observed in different populations worldwide,” said the study’s first author Xiao Gu, a postdoctoral research fellow of nutrition at the Harvard T.H. Chan School of Public Health, via email. “We keep strengthening existing evidence with improved data and techniques. I hope our study could settle the debate regarding whether we should limit red meat intake for health concerns or not.”

About 462 million people worldwide are affected by type 2 diabetes, a rate that has been rapidly increasing, the authors said.

“Prevention of diabetes is important because this disease is itself a serious burden, and it also is a major risk factor for cardiovascular and kidney disease, cancer, and dementia,” Gu said.

Consumption of red meat has been linked with type 2 diabetes risk in past studies, but the authors of the latest research wanted to improve upon them by adding details about how diabetes diagnoses and related biomarkers were affected by intake over a long period of time.

people who had participated in the Nurses’ Health Study, the Nurses’ Health Study II and the Health Professionals Follow-up Study, all of which recruited participants from around 1976 to 1989. The first two studies investigated risk factors for major chronic diseases among female registered nurses in North America, while the latter study assessed the same topics but for men.

Participants, most of whom were White, were age 46 on average at the beginning of the NHS, 36 when NHS II began, and 53 when the HPFS was initiated.

All were followed up with through no later than 2017. Participants

reported their health status every other year via questionnaire, and their food intake was also measured every two to four years with questionnaires that asked them to report their average intake of different foods and beverages over the past year.

By the end of the follow-up periods, nearly 22,800 people developed type 2 diabetes, and those who ate the most total red meat had a 62% higher risk of developing the disease, compared with people who ate the least. Eating the most processed or unprocessed red meat was linked with a 51% and 40% higher risk of type 2

UK is categorised as mediumrisk if there are between 10 and 100 nanograms of specific types of PFAS. In this case, water companies are required to continue testing the water but it can still be used.

Dr David Megson, senior lecturer in chemistry and environmental forensics at Manchester Metropolitan University, told the BBC: “The overall risk is still what we would describe as relatively low, but it still just doesn’t sit right with me that two different

people can have different water resources and have a different risk of potentially dying from exposure to chemical pollution.”

Traditional water treatment approaches cannot remove PFAS so water companies often blend different water sources together to dilute the concentration. Some are also trying out emerging technologies like high pressure membranes.

Using data from the openaccess Forever Chemicals mapping project, the RSC estimates that a third of water courses - not final drinking water - in England and Wales have

medium-risk levels of PFAS, and less than 5% qualify as highrisk.

Aside from human health concerns, scientists are also worried about the impact of PFAS on wildlife living in water considered to have high levels of the chemicals.

Although the high-risk graded water is not used in drinking water, Dr Megson said: “It doesn’t make much sense that for us to drink PFAS is incredibly toxic, but for animals to live in that for their entire life and consume it, it’s all of a sudden less toxic.

Eighty-five grams of pork, beef or lamb constituted one serving of unprocessed meat.

“The results of this study, which was extremely comprehensive, confirmed current dietary guidance to limit red meat intake,” said Alice Lichtenstein, Gershoff Professor of Nutrition Science and Policy and Tufts University in Boston, via email. Lichtenstein wasn’t involved in the study.

Additionally, swapping a meat serving for nuts or legumes meant a 30% reduction in risk for developing type 2 diabetes, while opting for dairy instead reduced the odds by 22%.

“Of note, individuals who reported consuming red meat most frequently within each cohort were more likely to eat less fish (or) fruit and (more) calories, weigh more, and engage in less physical activity,” added Lichtenstein, who is also the director of Tuft University’s Cardiovascular Nutrition Laboratory.

“This suggests they had poorer overall diet quality and were less likely to engage (in) healthy lifestyle behaviours.”

THE RELATIONSHIP BETWEEN MEAT AND DIABETES The study doesn’t prove that eating red meat causes type 2 diabetes, said Gunter Kuhnle, a professor of nutrition and food science at the University of Reading in the UK. He wasn’t involved in the study.

But multiple biological factors could have affected the relationship between red meat and type 2 diabetes, the authors said.

For one, saturated fat, which is high in red meat, has been found to reduce insulin sensitivity and functioning of the beta cells in the pancreas, which produce insulin in a regulated manner to manage blood glucose.

Additionally, heme iron — the type of iron found in animal foods — can increase insulin resistance, impairment of beta cell functioning and oxidative stress, the imbalance of free radicals and antioxidants in the body. Free radicals, unstable molecules from environmental sources such as cigarette smoke or pesticides, can harm the body’s cells.

Elevated use of the amino acid glycine, which naturally occurs in most proteins, has also been observed after red meat intake and is associated with diabetes risk, the authors said. Excess body fat is another risk factor for diabetes, and red meat consumption was one of the dietary factors with the largest association with weight gain, according to the study.

Limiting your red meat intake can be done by reducing frequency or portion size, and a combination of both habit changes is best, Lichtenstein said.

“Consistently reported, dairy, legumes and nuts are the best foods with which to replace the red meat,” she added. “For the former, given the concern about saturated fat and betacell function, I would recommend fat-free and low-fat products.”

Given the findings, limiting red meat consumption to about one serving per week “would be reasonable for people wishing to optimize their health and wellbeing,” said senior study author Dr. Walter C. Willett, professor of epidemiology and nutrition at Harvard T.H. Chan School of Public Health, in a news release.

Choosing plant-based sources of protein would also help reduce greenhouse gas emissions and climate change, Gu said, along with other environmental benefits.

Mediterranean diet with exercise reduces dangerous belly fat and more, study says Older people who followed a lower-calorie Mediterranean diet and minimally exercised up to six days a week gained muscle and lost a significant amount of body fat by the end of a year and kept much of it off for three years, according to a new study.

“This study demonstrates that a calorie-controlled Mediterranean diet plus exercise does not simply produce weight loss; it results in a redistribution of body composition from fat to muscle,” said Dr David Katz, a specialist in preventive and lifestyle medicine, who was not involved in the study.

In addition to a loss of overall body fat, participants in the study lost dangerous visceral belly fat, which could lead to diabetes, heart disease and stroke.

While the findings of the new study are “no surprise,” they extend the benefits of diet and exercise “from mere weight loss to the mobilization of harmful, visceral fat,” said Katz, president and founder of the non-profit True Health Initiative, a global coalition of experts dedicated to evidencebased lifestyle medicine.

Visceral fat cannot be seen.

It lies behind stomach muscles, surrounding organs deep within the abdomen. If visceral fat is about 10% of your body’s total fat mass, that’s normal and healthy, according to the Cleveland Clinic.

Too much visceral fat, however, can create inflammation, contributing to chronic disease.

“We now need to provide a supportive environment and resources to help people make this shift because this will benefit both individuals and society as a whole,” said Willett, who was not involved in the study.

PART OF A LONGER STUDY The research is part of an eight-year randomized clinical trial in Spain, with 23 research centres testing how diet and exercise can reduce cardiovascular risk in men and women between the ages of 55 and

75. All of the 6,874 participants in the trial were overweight or obese and had metabolic syndrome — high blood pressure, high blood sugar, altered cholesterol and excess fat around the waist.

The new study, published Wednesday in the journal JAMA Network Open, examined one- and three-year results in a subpopulation of 1,521 people who underwent scans to determine levels of visceral abdominal fat.

Half of the group was asked to follow a Mediterranean diet with a 30% reduction in calories and limit the intake of added sugar, biscuits, refined breads and cereals, butter, cream, processed meats, and sweetened drinks. In addition, the intervention group received help from trained dietitians three times a month during the first year, along with training on how to self-

monitor and set goals.

That same group was also asked to increase their aerobic exercise over time to walking 45 or more minutes a day along with exercises to improve strength, flexibility and balance, all of which are critical to aging well.

“When you cut calories, you lose both lean and fat mass. When you add exercise, it helps to protect lean mass, especially if you add resistance training to build muscle.

Generally, the ideal is to lose fat, retain muscle,” said Katz, who led published research on how to use food as preventive medicine.

The remaining participants were given general advice during group sessions twice a year and served as the control group for the study.

“It would have been much more informative had the control group received a similar high-intention support (even if it only contained generic advice),” said Gunter Kuhnle, a professor of food and nutritional science at the University of Reading in the United Kingdom, who was not involved with the study.

“Motivation and compliance is very important in studies that investigate behaviour change, and the study design clearly favoured the intervention,” Kuhnle said in an email.

However, the intervention group did gain some of the fat back in years two and three as dietary advice and support was removed. The smaller amount of body fat lost by the control group remained stable over the three years.

However, “only participants from the intervention group decreased grams of visceral fat mass,” while visceral fat mass remained unchanged in the control group, according to the study.

Both groups did gain some lean muscle mass, but the intervention group did have a “more favourable body composition” in that they lost more fat than muscle, the authors said.

“What is most profound to me is the 3-year follow-up,” said Dr. Christopher Gardner, a research professor of medicine at the Stanford Prevention Research Center in California who directs its Nutrition Studies Research Group.

He was not involved in the study.

“We rarely have studies to cite that were anything longer than a year,” Gardner said in an email. “The magnitude of the 3-year differences are modest, and the trend from 1-year to 3-year suggests that at 6-years the effects may be diminished to insignificance.” Still, he added, “3-year statistically significant differences are impressive!”

the Premier League confirmed five midweek rounds per season would be part of their offer to broadcasters for the four-year cycle that starts in 2025.

That is one more than this season, when matches are due to be played in November, January and April, in addition to the Boxing Day slot.

With spare midweeks needed for matches that have to be rearranged due to clashes with the FA Cup sixth round and semi-finals, plus the EFL Cup final - which are all played on weekends used by the Premier League - there is not enough space for the domestic calendar to remain as it is.

Dunn named interim UK Athletics head coach after Maguire exit Paula Dunn has been appointed interim head coach at UK Athletics.

The governing body said on Tuesday that technical director Stephen Maguire had left, nine months before the Paris 2024 Olympics.

Britain’s former 200m world champion Dina Asher-Smith said she wants a “full explanation” for the “disappointing decision” over Maguire’s departure.

Former sprinter Dunn, 58, will lead the performance programme for next year’s Olympics and Paralympics.

She became UKA’s first female head coach when named Paralympic head coach in 2012.

She left that role in early 2022 before being appointed team leader for last year’s World Indoor Championships, World Championships and European Championships.

Britain won 10 gold medals at the Para Athletics World Championships in Paris in July and equalled their best haul of 10 medals, including two gold, at August’s World Championships in Budapest.

Dunn said: “The results from

Paris and Budapest this summer were excellent and I want to ensure we keep providing world-class support in the approach to Paris and help every athlete perform at their very best.

Mohamed Salah says ‘humanity must prevail’ in Israel-Gaza conflict Liverpool and Egypt forward Mohamed Salah has called for “world leaders to come together to prevent further slaughter of innocent souls” amid the ongoing Israel-Gaza conflict.

Health officials said hundreds of people were killed by an explosion at a crowded hospital in Gaza City on Tuesday night.

Salah, 31, said humanitarian aid to Gaza must be allowed “immediately”.

“There has been too much violence, heartbreak and brutality,” he said.

Palestinian officials say the blast at Al-Ahli Arab Hospital was caused by an Israeli air strike.

But the Israeli military say it was the result of a failed rocket launch by Palestinian Islamic Jihad - an accusation the militant group

rejected.

Israeli warplanes and artillery have been bombarding Gaza in response to an unprecedented attack on Israel on 7 October by the main Palestinian militant group, Hamas, which killed 1,400 people.

More than 3,000 people have been reported killed by strikes on Gaza.

Salah described the scenes from the hospital as “horrifying”.

“The people of Gaza need food, water and medical supplies urgently,” Salah said in a video posted on X. “All lives are sacred and must be protected. The massacres need to stop. Families are being torn apart.

“I am calling on the world leaders to come together to prevent further slaughter of innocent souls.

Dina Asher-Smith: Team GB sprinter splits with coach John Blackie after 19 years British sprinter Dina Asher-Smith has split with her long-time coach John Blackie nine months before the Paris 2024 Olympic Games.

Asher-Smith, 27, who won 100m bronze at the 2021 Games in Tokyo, had been coached by Blackie since she was eight.

She will now be guided by Edrick Floreal and based in Austin, Texas.

It comes after disappointing results at this year’s World Championships, where AsherSmith finished eighth in the 100m final and seventh in the 200m.

She announced her change of coach with an emotional statement on her Instagram page.

“After 19 years, John Blackie and I have ended our coach-athlete

partnership,” Asher-Smith said.

“My life changed by meeting him and I will forever be grateful to him.

“His intellect, patience and dedication has taken me from an energetic eight-year-old to a world champion with over 20 international medals and many Olympics, World, Commonwealth and European finals.

“John and I will, of course, remain close friends.

That was her last major championship title, while she missed out on world 100m bronze in 2022 by 0.02 seconds.

After disappointment at this year’s Worlds in Budapest, AsherSmith has opted to make a change

in a bid to boost her hopes of a third Olympic medal.

“I’m almost in disbelief. I know myself and I know that I feel good.

I came here for a new personal best,” she said following the 100m final in Budapest.

Women’s World Cup: Saudi Arabia wants to host 2035 tournament Saudi Arabia wants to host the 2035 Women’s World Cup, says the technical director of the country’s women’s team.

The Gulf kingdom has already lodged a formal bid to host the 2034 men’s World Cup. “I believe it’s a bright future (for the women’s and girls’ game in Saudi Arabia),” said Monika Staab at the Leaders Week conference at Twickenham.

Saudi Arabia has been accused of human rights abuses and samesex sexual activity is illegal.

There are also concerns over women’s rights in the county.

Many women’s football players are open about their sexuality, with several critical of plans for tourism authority Visit Saudi to sponsor the 2023 World Cup in Australia and New Zealand.

Those plans were eventually abandoned by Fifa after the host nations expressed their disappointment with the idea.

Amnesty International Australia campaigner Nikita White said in February: “It would be quite the irony for Saudi’s tourism body to sponsor the largest celebration of women’s sport in the world when you consider that, as a woman in

Saudi Arabia is already in the running to host the AFC Women’s Asian Cup in 2026 with Australia also bidding for the tournament.

The Saudi Arabia women’s team were formed in 2022 and have not played in a competitive tournament.

“I told [the sport’s administrators] it takes time to go to the World Cup. I know they

want to host the men’s World Cup - why not host the Women’s World Cup in 2035?” said Staab.

“We’re now getting a team ready to be at least competing at that level.”

It is possible any Saudi bid could

be up against England for the right to host the 2035 tournament.

Football Association chair Debbie Hewitt told The Times in May that the governing body was considering a bid for the 2031 tournament.

However, if the joint GermanyNetherlands-Belgium bid for 2027 is successful, then the FA would have to look at delaying until 2035 because of the rotation of hosting between continents.

Saudi Arabia has invested heavily in sport in recent years and has been accused of using events to ‘sportswash’ its reputation.

Women’s rights campaigners have been imprisoned, despite some reform under crown prince Mohammed bin Salman, such as an end to the ban on women driving.

The death penalty remains a possible punishment for same-sex sexual activity.

Several high-profile male players, including Cristiano Ronaldo and Neymar, currently play in the Saudi Pro League.

Belgium v Sweden: No replay for games abandoned in terror alert says Uefa Sweden’s match against Belgium, abandoned on Monday amid a terror alert in Brussels, will not have to be replayed, Uefa has ruled.

The Euro 2024 qualifier was abandoned at half-time for security reasons with the score 1-1.

Two Swedish nationals had been shot dead in the Belgian capital earlier on Monday.

European football’s governing body said the result at the half-time interval was “confirmed as final”.

“Each team is awarded one point with the Group F standings to be updated accordingly,” Uefa added.

“Any suspension is considered served and single yellow cards remain valid.”

The two victims were in Brussels to watch their national side play Belgium, Swedish football officials said.

A third Sweden fan was seriously injured in the attack, which the authorities have said was a “terror attack targeting Sweden

and Swedish citizens”.

The 45-year-old man behind the attack was shot dead by police on Tuesday.

Monday’s game started while the gunman was still at large because Belgian authorities and police considered the stadium 5km (three miles) from the location of the shooting - “the safest place”.

At that point a large-scale manhunt was under way and Belgium raised its terror alert to the highest level.

The match was halted at halftime once players and staff learned of the shootings, and supporters were asked to remain in the stadium. An evacuation started at about 22:45 BST, with the last fans and staff leaving at 04:00 local time.

Some 400 Sweden fans were then placed under police protection in hotels in the city before making their way home. Sweden’s football federation has set up emergency help and support lines for those

caught up in the incident.

Speaking after the game, Sweden captain and Manchester United defender Victor Lindelof said there was “no reason” to replay the game as Belgium have qualified for next summer’s Euro 2024 tournament and Sweden can no longer do so.

Uefa said on Thursday: “To take the mentioned decision, the Executive Committee took note that it had proved impossible to play the remaining part of the match on the following day.

“Both the Royal Belgian Football Association and the Swedish Football Association, given the circumstances, explicitly expressed their desire not to play

the remaining match time and to consider the result at the half-time interval (1-1) as final.

“The result of this match does not impact the qualification of Group F since Belgium is already mathematically qualified to the UEFA EURO 2024 final tournament (together with Austria) and Sweden is mathematically eliminated.

“The respective fixtures do not allow any date to be used in the upcoming November international window, when the preliminary group stage of the competition must be concluded, to be followed by the play-off draw and final tournament draw.”

Meanwhile, the governing

body has confirmed that “no Uefa competition matches shall be played in Israel until further notice” because of the ongoing Israel-Hamas conflict.

Uefa said: “The Israel Football Association and its clubs Maccabi Haifa FC and Maccabi Tel-Aviv have been requested to propose alternative venues/stadiums (which must comply with all applicable UEFA regulations) outside the territory of Israel for their home matches to be used for as long as this decision remains in force.”

Maccabi Haifa and Maccabi Tel Aviv were scheduled to play in the Europa League and Europa Conference respectively on 26 October.

Lapses of concentration undermined a solid TCI performance – Coach Hill

– Home team draw 2-2 with BVI TCI made the needed improvements, but lapses in concentration in the first and last five minutes of the game cost them an overall victory against the British Virgin Islands (BVI), when the two teams battled in the return leg at the National Stadium this week in the 2023-2024 CONCACAF Nations League.

Head Coach of the National side, Ricky Hill said that the lapses resulted in two goals against the home side.

“We are disappointed not to have gained all three points from the latest game against the British Virgin Islands yesterday (Monday). I felt it was an improved overall performance, but we showed lapses of concentration within the first and last five minutes of the game which ultimately led to goals against [us] being scored.

After losing the opening 3-1, TCI had to make the needed changes and according to Coach Hill, “he was happy with the increased tempo and commitment that the players showed”.

He said that he was “delighted with their mental resilience after once again going a goal down so early in the game”.

That goal was scored by BVI’s Joshua Bertie, who received a pass from Miguel Marshall, who had knifed his way through the TCI defence three minutes into the game.

TCI went to work to find an equaliser and were able to draw even, when Billy Forbes produced a perfect pass to Junior Paul, which

led to the latter being fouled by the BVI goalie.

Forbes levelled the scores in the 28th minute of play from the penalty spot.

TCI’s goalie Sebastian Turbyfield was then able to deny the visitors from taking the lead

by registering two big one-on-one saves.

TCI then went ahead in the 75th minute, much to the delight of the home crowd when Forbes curled a free kick into the top right corner of the uprights.

(90+5’) Justin Smith received a deep cross and turned it into the back of the net, which catapulted BVI to five points and the top-ofthe-table position.

TCI will next face Dominica on November 20 in their return clash of the Nations League.

Over 200 attend inaugural TCIFA Awards Gala – Forbes and Butterfield win Player of the Year awards

Footballers and officials turned in their kits for suits and gowns at the Turks and Caicos Islands Football Association’s (TCIFA) inaugural Awards Gala which was held on Friday last at the Shore Club.

The event, brought together over 200 supporters, players, administrators, dignitaries, and special guests from international football to unveil the honorees and award winners for the football year.

According to information from the FA, the central purpose of the Awards Gala was to also raise “essential funds for continuing the FA’s efforts in developing youth football across the country”.

The event kicked off at 7:00pm with a “purple carpet,” welcome reception, and a silent auction where attendees bid on a variety of donated luxury items. Thereafter, doors opened to a stunning ballroom for dinner that included LIVE music, performances, celebrity speakers, awards presentations, continuation of the silent auction and announcement of the annual raffle winners. It was a glorious night filled with poignant stories and uplifting tales of success.

Following an introductory video exhibiting the facilities and works conducted by the FA, TCIFA President Sonia Fulford addressed guests, drawing attention to the FA’s growth and progression, and honoured the memories of the dearly
