GDP and Gov’t revenue suffer huge losses

BY OLIVIA ROSE THE TCI’s gross domestic product (GDP) is likely to be 25 percent lower than the previous financial year, Premier Sharlene Cartwright Robinson announced this week.

Government revenue is also expected to be down 45 percent from $315 million in 2019-2020 to an estimated $173 million in 20202021.

Premier Sharlene Cartwright Robinson attributed the decline to the unprecedented Covid-19 pandemic which has upended lives and wreaked havoc on economies across the world.

Speaking at a press conference on Tuesday (October 27) at her office in Providenciales she said simply that “we are spending much more than we are making”.

“The local economy and by extension the world have changed dramatically in the past six months,” she said.

“Prior to March 2020, economic growth in the TCI was expected to increase, however, and obviously, this changed abruptly when the effects of the Covid-19 pandemic began to be felt locally.”

Although the Statistics Department has projected a decrease in economic activity, the premier said she is “cautiously

optimistic” that in 2021 the TCI will return to its growth trajectory.

“How soon the new growth is confirmed will be largely dependent on a number of factors in the global economy, including (a) how soon an effective vaccine is found to help nations better able to manage the pandemic and (b) how strongly international tourism will bounce back.

“For now, the global projection is that the global travel market would not be back to pre-pandemic levels for maybe at least three years.”

In divulging the territory’s finances, the premier said the TCI’s operating deficit for the second quarter was at $25.1 million.

“This outturn compared unfavourably to the projected surplus of $10.6 million,” she said.

“The operating deficit widened to $44.4 million at the end of the six-month period.”

Cartwright Robinson stressed that this significant underperformance is a direct result of the Government’s response to Covid-19 which saw the closure of borders and a lockdown.

Coupled with this, the hotel and restaurant tax, which also usually accounts for circa one quarter of TCIG’s total revenue, saw the most significant downturn during

this time.

It generated just $1.6 million for the second quarter and a total of only $2.4 million at the end of September versus a budget of $13.8 million.

“The borders reopened on July 22 at which point business activity was somewhat restored. “However, tourism activities have been slow as many persons are averse to travelling given that the virus continues to spread both locally and in our main international markets.

“At this point, it remains uncertain when revenue collections will begin to gain any significant momentum.”

Returns from statutory bodies totalled $13.5 million for the year to date and made up 18 percent of total recurrent revenue.

The outturn was $1.2 million ahead of the estimates while showing a $11.3 million increase over the prior year, the premier said.

Along with this, stamp duty on land transactions for the quarter was $2.2 million and totalled $12.8 million at the end of the second quarter which was $3.4 million ahead of the estimates.

However, import duties for the quarter recorded just $9.6 million, totalling $16.8 million at the end of the second quarter.

This result was 42 percent below the estimates while 54 percent below the prior year’s outturn.

Customs processing fees collected for the quarter of $5 million were down $3.4 million or 43 percent from both the budget and prior year Q2 result.

Turning her attention to the territory’s aggregate expenditure for the second quarter, the premier said it totalled $58.3 million, $2.4 million or four percent above the projected amount.

“The significant variance to the budget is partially due to the full

budget for stimulus grants to both individuals and businesses in the MSME sector being expected to be fully expended at this point,” she said.

“That is understood, given our determination to at this stage balance people’s lives, rather than balance budgets.”

The premier underscored that significant expenditure continues to be incurred in the health care sector and in the holding and repatriation of illegal immigrants.

She stressed that while cash reserves have been lowered because of this year’s increased expenditure, the Government still has $155 million in reserves and is actively seeking to borrow up to $80 million to secure its financial position through to summer 2021.

The World Economic Forum has predicted a global $1 trillion global decline in tourism revenues and the loss of 120 million jobs in 2020 alone.

AN AMERICAN couple drowned while swimming off Parrot Cay on Wednesday afternoon (October 28).

According to the Royal Turks and Caicos Islands Police Force, at 2.41pm officers from the police station in North Caicos responded to a report of a drowning.

The bodies of a 29-year-old woman and a 35-year-old man were seen floating in the water by beachgoers who had alerted authorities.

The victims were honeymooning on the private island, a source told the Weekly News.

The newlyweds were both confirmed dead by a medical doctor at 4.02pm and were subsequently transported to the Providenciales Government Morgue.

Acting Commissioner of Police Rodney Adams said the incident was a tragic loss of life and extended his condolences to the victims’ families and friends.

“It is a tragedy, and our hearts and our prayers go out to the families and friends of both victims.

“The details of the incident are still under investigation and the identities of the deceased will not be published until the next of kin is notified. Condolences to

those who knew them.”

Adams added that investigations are ongoing.

Last year on August 5, a couple from Houston Texas, and their family friend died in a while swimming with their children on Bambarra beach on Middle Caicos.

Irma Barrera, 34, and Roy Perez, 38 and their friend Dr Richard Okoloise, while swimming the half-mile distance through shallow water encountered a riptide fuelled by high winds which pushed them further out to sea.

Their bodies were later recovered after an intense search and rescue operation.

Gov’t writes off Beaches’ $76m tax penalties Awaits mediation on remaining $26m owed

BY DELANA ISLES THE PREMIER has confirmed that the Government has written off the $76.4 million in accruing penalty that Beaches Resort and Spa is said to owe on its $26.7 million in back taxes.

This was confirmed on Tuesday (October 27), during a live streamed press conference from the Hilly Ewing Building in Providenciales.

“We have already committed to having the penalties written off, it would have to go to the House of Assembly, but the core of the taxes is under $30 million,” Premier Sharlene Cartwright Robinson said when questioned about the owed dollar amount at present.

The back taxes are for underpaid accommodation tax - which for years Beaches paid just 60 percent of the 12 percent, a practice confirmed by letter by the now Opposition leader.

That remaining balance is among the issues the two will discuss when they meet at the table

for mediation on November 18.

Beaches resort is adamant that it owes nothing, and that it is owed money by the Government.

The matter has been dragging on for a number of years now and in the past few months the resort has made its frustration publicly known.

It has issued several press statements calling out the Government on its alleged delaying tactics.

Asked why it was taking the two so long to get the matter resolved, the premier said they are moving as fast as they can and are allowed.

“It would seem as if it is taking long because the public is not privileged to a lot of the discussion that is going on over the last three years.”

She acknowledged that while there have been some dry spells, the mediation was agreed to in April or May and the Government has been and will continue to do its part to have the matter resolved.

The date for mediation was only made public last week by Beaches

resort.

The premier added: “We are going as fast as we are allowed to go, so somethings will not happen as fast as people would like for it to happen because the issue is not as simple as it is being put forward.”

Asked if any communication was made to the Government concerning the reopening of the territory’s major resort and revenue generator, the premier said nothing has been said to them officially.

The tentative reopening date of Beaches remains at November 18, the date the mediation is set to start.

By contrast, Sandals and Beaches Resorts have reopened six hotels in Jamaica, including a Beaches resort, both hotels in Barbados, two in Saint Lucia, as well as the resorts in Grenada and Antigua.

Last week, the resort said its team members and the communities in the TCI are already enjoying the benefits of the industry and are able to support their families, while the resort awaits a fair and equitable

resolution of the tax matter with the government.

In March 2018, the Government offered an amnesty in penalties on back taxes to any business that paid their taxes in full by that May. Forty-one businesses were told they could benefit from a write off

of more than $89 million in tax penalties – with Beaches saving $76 million and Club Med saving nearly $9 million.

However, Beaches did not respond to the call and refused to pay the $26 million it was alleged to have owed.

Second loan details to be decided after election

BY DELANA ISLES THE NEXT duly sworn in TCI Government will decide whether it will seek a guarantee from the UK for a second loan to keep the Islands’ economy afloat amid the global pandemic.

The current Government plans to borrow up to $80 million to secure its financial position through to Summer 2021 without any help from the United Kingdom.

It is the part of a two-stage debt procurement strategy – the second part of which will be left entirely in the hands of the new administration.

Premier Sharlene Cartwright Robinson, who is also Minster of Finance, revealed the decision on Tuesday (October 27) during a press conference in her Providenciales office.

“The Government of the Turks

and Caicos Islands will shortly issue a request for proposals to borrow up to $80 million to secure its financial position through to Summer 2021.

“It will not be seeking a United Kingdom government guarantee,” she said.

In September, the premier revealed that the territory’s finances are in dire straits, due to the effects and financial fallout of the Covid-19 pandemic.

With the TCI’s main industry tourism - severely impacted, she said borrowing is the TCI’s only option for financial recovery.

Premier Cartwright Robinson explained that much work has been done since the services of a debt advisor were procured.

She said the Government has now adopted a debt strategy which will not create long term funding commitments or other potentially onerous obligations.

The premier said the $80 million loan will form the first stage of the two-stage debt strategy.

“This approach was taken by my Government and will rightly leave the decision over stage two or the long-term debt strategy, and issues such as whether to pursue a UK government guarantee, to be dealt with after the election.”

She stated that immediately following the arrangement of the new stage one debt facility, TCI officials and advisers will start work on the borrowing options for stage two.

This will then be presented in the new term post-election so that TCI’s long term financial stability can be assured.

“Remember, while TCI Government finances have been heavily impacted by the pandemic, it entered the crisis in a position of strength with a Standard and Poor’s credit

rating of BBB+, just $3 million of central government debt, cash reserves of $200 million and a hard-won reputation for good governance and transparency, all factors acknowledged by regional lenders.”

The premier said her government is confident in its ability to secure the funding required.

The first UK loan guarantee was adopted by the interim administration after the territory was placed under direct rule by the British government in 2009.

This was following an extensive corruption investigation into alleged illegal activities of the Michael Misick administration, which left the territory in desperate financial straits.

The Government repaid its first $170 million guaranteed bond, thereby completing the refinancing of its first UK guaranteed debt, on Monday,

February 22, 2016.

The $170 million bond was originally issued to the TCI Government in 2011 as part of the $260 million UK government guaranteed refinancing.

The bond was repaid from a combination of $142 million of cash and a $28 million loan (provided by Royal Bank of Canada).

The balance of the $260 million had already been repaid between 2014 and 2015.

This initial guarantee had come with a British appointed chief financial officer - Hugh McGarelGroves and Stephen Turnball - a controversial position that was finally abolished in 2017.

The role was replaced with a financial advisor to the governor, who provides assistance to the governor in the exercise of his powers relating to government finances.

Curfew changed to midnight, restriction on inter-island travel lifted

BY DELANA ISLES THE TURKS and Caicos Islands’ Covid-19 control measures have been revised and updated to reflect the achievements of the territory so far in controlling the spread of the virus.

During a press conference on Thursday (October 29), Minister of Heath Hon. Edwin Astwood announced the easing of the curfew hours and the lifting of restrictions on inter-island travel.

Currently, no one is hospitalised with Covid-19 symptoms and no cases are in the Intensive Care Unit, Astwood said.

The Ministry of Health has completed more than 121 tests in the last 36 hours, 27 being reported from the private laboratories.

From this, two new cases of Covid-19 were identified, bringing the current number of active cases to date to eight, all

residing in Providenciales.

The minister said the Government’s position continues to be that the measures must continue to strike a balance between limiting the spread of Covid-19 and supporting all the other elements of people’s wellbeing and livelihoods.

“This is a delicate balance, and there is no one perfect way to navigate this pandemic.

“We will continue to rely on the evidence that we are seeing spread within the country and throughout the world.”

REVISED COVID-19 CONTROL MEASURES. Starting November 2, at 5am, a curfew is imposed on all islands from 12am to 5am. This will be in effect every night starting from November 2 until 5am on November 16, on all islands.

Restrictions on businesses: from November 2 at 5am to November 16, all businesses

Minister of Heath Hon. Edwin Astwood shall suspend operations to the general public at 11pm; and the number of customers remains the same as in the previous regulations.

This means that the 30 percent capacity remains in effect.

The restrictions on domestic travel have been lifted and will come into effect on November 2 until November 16.

However, the minister advised that it will be an offence and a fine will be imposed on persons who break a quarantine order, or is identified a suspected individual, or is a contact of a positive case and travels to another Island.

The screening for essential domestic travel has been amended to just temperature checks on every person before the person boards an aircraft or boat for inter-island travel.

This measure remains in place until December 31.

Religious places of worship: the restrictions remain the same as in the previous regulations, and will stay that way from November 2 to 16.

Funeral services and burial grounds: from November 2 at 5am to November 16, a

maximum number of 40 persons may be permitted to attend a funeral service, and at least one officiant, and essential mortuary staff, which shall be approved by the chief medical officer provided that such funeral services will be held outdoors.

Similarly, wedding ceremonies are now permitted a maximum number of 40 people, indoor or outdoor.

The restrictions on public gathering and social activities remain the same as in the previous regulations, as do gathering at shelters.

Logs are still required to be kept by aircrafts and places of worship, now with the inclusion of social gatherings.

Restrictions as it relates to public beaches remain the same, as does restriction on visitation.

The reopening of schools will be in accordance with the policy issued by the Ministry of Education.

Beaches reopening date now an uncertainty Resort condemns politicisation of the tax dispute

BY DELANA ISLES MEDIATION between Beaches Resort and Spa and the Government has been set for three weeks’ time, but the resort is unhappy with the date.

November 18 - when the resort had slated their reopening - is when management will sit down with Government representatives to iron out a several year-long tax issue.

In one of two statements issued last week, Beaches accused the administration of the following: “Heartless, vindictive and incompetent is what the Government have proven themselves to be.”

The resort contended that the late date for the mediation process is indicative to them that the Government is deaf and blind to the “extreme hardship and suffering of the citizens of the TCI”.

It said it had made itself available to meet during the week of November 8, and thought the Government would have done the same.

“Given the seriousness of the matter, we would have thought that the Government would have made themselves available at the earliest opportunity – any responsible and caring government certainly would have.

“This has not occurred. The Government advised that they are not available until November 18, 2020.

“Even after the mediation, Beaches understands that the

matter will then need to go to the House and Cabinet for approval.

The end does not appear to be in sight.”

In the October 24 release, Beaches insisted that it is imperative that the TCI not continue to lose credibility in the travel industry.

The resort’s continued delay to reopen its doors has greatly impacted travel to the Islands as well as the reopening of a number of other resorts.

The company said it is hopeful that the November 18 discussions will be amicable and fruitful.

‘POLITICAL GIMMICKS’ Meanwhile, in a press statement on October 22, Beaches board of directors said they had taken note of attempts to peddle misinformation in certain quarters regarding the impasse.

“Unfortunately for those peddling such political propaganda, and who think that a David and Goliath scenario provides political leverage, live in an outdated time and place.”

They added: “2020 has caused immeasurable suffering and hardship and people have no time for political gimmicks.”

According to the board, the 2013 letter being bandied about as “a misconceived political tool” did nothing more than confirm the basis on which the all-inclusive sector paid taxes since the 1990s and which was implemented under a PDM administration.

“In fact, we understand that

Man arrested for gun and drugs possession A TWENTY-nine-year-old man was arrested in South Caicos on Saturday (October 24) after police found an illegal firearm and cannabis in the car he was driving.

Officers conducted a stop and search on the black Honda Airwave which was travelling east along Cameron Street at

about 12.14am.

They recovered a gun, five rounds of ammunition and the cannabis.

The man, named by the police press office as Mark Humes, was arrested on suspicion of carrying firearm, ammunition and possession of a controlled drug.

there is at least one other resort which has a more favourable tax arrangement than Beaches.”

The board clarified that the resort has no political affiliations, but is a partner with any and all duly elected governments.

They said its only commitment is to work with the Government to ensure that the people of the TCI are able to once more see commercial activity return, and be able to take care of their families sooner rather than later.

The board once again made it clear that they wish no favours and

that the resort owes no taxes.

“It is the Government which owes Beaches and it is the Government which has violated our legally binding agreements and commitments.”

The board added: “The world is looking on at what is happening between the island’s key investor, and those persons elected to take care of the people’s business and welfare, and the picture they are seeing right now is not a very pretty one.”

Additionally, the board said they have taken note of the statement

issued by the Turks and Caicos Hotel and Tourism Association (TCHTA).

They recognise their deep concern for the negative fallout the continued closure of Beaches has for the 13,000 employees of the sector and the overall economy of the TCI. “Beaches can assure the Hotel and Tourism Association, the 13,000 employees of the sector, along with our 2,000 team members and the wider community, that we will continue to do all we can to have this matter resolved in a fair and equitable manner. We seek nothing more.”

The board said they remain convinced that it is sheer incompetence by the Government that is the single reason why they are where they are today, and what has compelled the them to keep Beaches’ doors closed.

The issues can be resolved within two days, the board said, even as it has dragged on for nearing four years.

“But only time will tell if the Government will treat this matter with the urgency it demands.”

Petitioners appeal to Mercy Committee to free boxer from jail

Jim Kelly Joseph, imprisoned on gun and ammo charges pleads for mercy

A SECOND appeal has been made to the TCI Mercy Committee to free local boxer and youth mentor Jim Kelly Joseph from jail.

Joseph is currently an inmate at Her Majesty’s Prison in Grand Turk, serving a seven-year sentence for possession of gun and ammunition.

Since his conviction in 2018, Joseph has been fighting for his freedom.

He first alleged that he was improperly instructed by his first legal counsel to plead guilty to charges he said he was not guilty of.

This argument was accepted by neither the chief justice nor the Court of Appeal.

Then earlier this year, he filed an application to appeal to the Privy Council, which was denied.

Now, relative Bob E Joseph has taken up the young man’s fight, starting an online petition on change.org appealing to the Mercy Committee for his release.

Up to press time, the petition had received 1,189 signatures, with a target of 1,500.

The Mercy Committee, which earlier this month denied Jim Kelly’s first appeal, is chaired by the governor and consists of four to six duly selected people.

It has the power to grant pardons for convicted offenders, exoneration from punishment for crime, to substitute a lesser penalty for crime and to delay or reverse penalty for any crime.

The committee was first formed in 2013, and to date, only one person has been pardoned, according to media reports.

That person was Judith Swann who was pardoned by the committee in 2016 for medical reasons.

Swann, a former reservations manager at Amanyara resort, was convicted to two and a half years in prison for stealing $146,894 from the resort.

In his petition Joseph outlines that Jim Kelly, a father of a fiveyear-old son, made a terrible mistake accepting from a young boy a gun for the purposes of handing that weapon into the police.

“He was sentenced on that unchallenged basis as a man of good character.”

Jim Kelly comes up for parole in March 2021, but Joseph said if paroled the conviction will remain on the young man’s record for the rest of his life and will impact his career prospects and ability to travel as a way of promoting the sport he loves - boxing.

The petitioner said that in December 2019, a first application was made to the Mercy Committee, but in mid-October 2020 a “not at this time” response was received from the body.

“In part, expected concerns on the part of the public at his early release were relied on by the Mercy Committee for that outcome,” the petition read.

It continued: “Although Mr Joseph continues to respect the work of the Mercy Committee, he is a fighter to the core. On that basis, he has already asked for a ‘return bout’.”

Joseph said the many signatories to the petition will hopefully persuade the committee to have mercy on Jim Kelly.

“He does so intending to offer a clear view of the public’s view on whether his imprisonment should continue.”

Several residents took the opportunity presented to extoll the virtues of Jim Kelly, and the innumerable works he has done in the community and for the youth of the Islands.

Several of these notable, community minded works of Jim Kelly had been prominently highlighted in the local media for several years prior to his arrest and conviction.

Chrystal Charles wrote: “While we support the law and stricter measures on offenders, knowing the character of this man, I’m sure that all that sign this petition are confident that he is deserving of the mercy that this board is able to extend.”

Dean Sparks wrote: “No youth leader connects and interacts with the youths of the Turks and Caicos like Kelly, motivating and patient giving real guidance when it came to it, his humble character and determination to make a road for others in the sport of boxing which is now dead without CONTINUED 

Imterniza McCartney stated: “I’ve heard about this young man’s positive influence on and contribution to our youth in Provo.

“I’ve also interacted with him during some of his prison time.

He was mannerly, respectable and grateful, the way I view it is that he has been held accountable for his actions.”

The campaign kicked off on October 16 with a schedule of 10 motorcades and drive-ins in 10 different constituencies throughout the territory in 10 weeks.

The first set of rallies took place in electoral district four - North Caicos and Middle Caicos.

There were three well supported motorcades and drive in rallies between October 16 and 17, party campaign manager Jas Walkin told the Weekly News on Thursday (October 29).

He said the momentum and launch in North Caicos took the PNP national campaign to Grand Turk last Saturday where once again the turnout and support exceeded expectations.

Walkin said that the party has confidence that the majority of the territory “has grown weary from the Cartwright Robinson-led PDM Government”.

How scientists are trying to cool Earth’s climate AS THE planet stresses under the impacts of climate change many researchers believe that they must intercede to stop this degradation.

They are considering manipulating the oceans, seeding clouds and using sulphur to create a sun shade to reflect radiation.

In achieving this frontier, scientists are now contemplating interfering with the Earth’s processes, but is this a good idea?

Every two years, 10,000 aircrafts would evenly inject sulphur particles into the stratosphere.

At an altitude of more than 10 kilometres these particles are expected to reflect one or two percent of incoming sunlight.

Already, researchers are pursuing radical ideas. In Iceland, scientists are turning greenhouse gases into stones by infusing carbo-dioxide (CO2) in a pilot reservoir.

Concerned citizens are asking, can geoengineering work? Not just by removing harmful CO2 out of the atmosphere, but can it cool the planet?

One of the most controversial climate researchers, David Keith – a professor of applied physics at Harvard University, wants an emergency plan.

BY D MARKIE SPRING D Markie Spring, a TCI resident of 15 years, is an expert in law enforcement. He worked as a detective in the Royal TCI Police Force and was director of security at Beaches Turks and Caicos.

His idea is to create a screen using dust particles, designed to reflect sun rays, weaken or even halt global warming reducing overall emission and climate risks.

The notion that dust in the stratosphere cools the planet is proven. After the 1991 powerful Mount Pinatubo volcanic eruption in the Philippines, global temperature dropped by 0.4 degrees.

All the climate change models show that when an even amount of solar geoengineering is injected, the professor observed, that climate risk is reduced across major regions.

Swiss meteorologist Ulrike Lohmann is investigating an alternative way of cooling the Earth, through manipulating cloud

formation to reduce global temperature.

Because cirrus clouds have a greenhouse effect, they hold more heat radiation than they reflect sunlight, only allowing some of the Earth’s thermal radiation to escape.

The idea is to prevent cirrus clouds from forming, hence, cancelling out the doubling of CO2. In doing so, likely parts of the atmosphere are seeded with desert dust.

The ice nuclei will grow faster, expand and fall to the Earth as hail. The radiation balance will change and temperature will drop.

In Peru, marine researcher Ulf Riebesell wants to artificially create a system mimicking the Humboldt Current off Peru to observe CO2, mitigating the greenhouse

effect itself.

However, there are startling opposition, sceptics and contrarian views to these ideas.

First, is environmental activist Dru Oja Jay. He’s adamant that solar geoengineering will disrupt weather and precipitation patterns, damage the ozone layer and generate more acid rain and warns that this climate change ingenuity can cause lives.

For Dru, geoengineering is worse than climate change itself.

Meanwhile, in a remote corner of South America conservationist Kris Tompkins, who is committed to strengthening nature’s self-healing capacity, has invested $350 million, in addition to returning vast areas of lands to nature and worked with the governments of Chile and Argentina to create 13 national parks about the size of Switzerland.

I agree with Tompkins. She said, the Earth’s climate, considering its magnitude of impact, cannot be solved entirely science.

Instead, natural spaces regenerate things and in doing so would make an ecological difference, sustaining life on Earth. The best solution is reducing our footprint.

COMMENTARY

Does socialism work?

WE ALL know Cuba is a socialist country. When anyone speaks about Cuba they talk about Fidel Castro.

Castro was not a laid-back leader. He was a dictator responsible for many abuses.

A friend I had when I worked in Miami had escaped the island with his family when he was a teenager. His dad was a successful businessman.

They lived in the family residence owned originally by my friend’s grandparents.

One day the family got the tip off - the Castro government was going to arrest them and take their small business and property.

They escaped on the family’s wooden motorboat through a hurricane. They made it through to Miami where they eventually set up residence and resumed their small business.

This story has been repeated thousands of times in this island nation. Much of the Cuban population now lives and works in Miami.

In our Miami office, we had a designer for a new line of products. His name was Vic and he was Russian.

He had immigrated to the USA a few years prior to employment with our office. He proved to be an excellent designer, educated in Russia.

Russia has been socialist

since 1917. Vic was an excellent designer but he was slow at his work - slow, slow.

Vic and I had a heart to heart talk one day because he worked for me. “Why are you so slow?” I asked. “This is the speed we work at in Russia,” Vic explained.

“When I went to work I worked at normal speed until I was criticised by my comrades.

‘Slow down you are making fools out of all of us and our department.’

“‘No matter how fast or good your work is under our (socialist) government you will not be promoted or have a raise in pay.

They will not provide you with a better apartment.’”

Best to set the standard for work at the slowest the government rated equally under socialism.

Castro eats steak and Vic lives on potatoes. Potatoes grow well in Russia. Russia invests much of its economy in the military.

Nuclear weapons are not cheap.

Venezuela is one of the richest countries in South America. Oil rich. The rich former premier Chavez, a friend of our Mike Misick, ran a socialist society until his death.

The ‘workers’ have a very low standard of living. Holding riots for a better standard of living.

There are certain operations of

government that if run properly can be socialised. Pension plans for retired workers.

The US Social Security Administration or the TCI National Insurance Board (NIB) are examples.

A portion of a worker’s wages are withdrawn for these funds to invest and then pay pensions.

In the USA, benefits have been extended to areas the fund was not meant to cover. This has raised the national debt to unexpected limits.

In the TCI, the NIB has been used as a cash cow. $23 million was invested and lost in Washington Misick’s TCI Bank.

He, Washy, has also received a huge pension block of cash.

My senior neighbours in Middle Caicos try to survive on $200 and $300 a month.

Socialism? Be careful.

Reassessing relations with a post-Brexit Britain PART ONE

BY MID-NOVEMBER, the outcome of the saga of Britain’s withdrawal from the European Union (EU) will be known.

After days of brinkmanship and political posturing, the signs are that an agreement may be achievable and that both London and Brussels are preparing the ground for an 11th hour deal.

Although the British prime minister Boris Johnson declared a little over a week ago that he was all but walking away, the European Commission and the UK’s lead negotiators subsequently said that ‘the next and final phase of negotiations’ on outstanding issues has begun, and a small joint group working on a consolidated draft legal text has been established.

Anyone who has ever been involved in a trade negotiation will know that that this means that the remaining issues are bridgeable, can be resolved technically, but will require political compromise and selling to the economic interests most affected.

relate to achieving an agreement on European fishing quotas in the UK’s territorial waters, something that is electorally sensitive in France; determining how state aid to UK industries might be regulated and disputes resolved in a mutually acceptable way; and reaching and understanding on security and information exchange.

In the real world, the EU and UK both urgently need resolution not just because of the enormous economic uncertainty caused by the continuing grip of the pandemic and the possibility that it could take as much as a decade to fully recover from its impact, but because it relates to the strategic interests of both in global realignment.

Despite the UK prime minister declaring that the UK “with high hearts and complete confidence…will prosper mightily as an independent free trading nation”, logic suggests that a no deal outcome is the last thing an economically, regionally and socially divided Britain, suffering a surge in cases of Covid-19 and a recession now needs.

For all these reasons the most likely outcome is that the UK and EU will next month finalise the text of a draft trade treaty, EU member states and the European and UK parliaments will then sign it off in December, and a new trade arrangement offering broadly similar but constrained

trading terms with the EU27 will be in place

by January 1, 2021.

Alternatively, if the negotiations fail, a largely unprepared Britain will fall out of the EU and see the imposition by Brussels of its base line World Trade Organisation tariffs, and in some cases quotas and restrictions on the movement of goods and services into the EU27.

If this happens the damage could be considerable as the EU is by far Britain’s largest export market, accounting for 43 percent or $435.3 billion of trade in goods and services in 2019 and 51 percent or $435.3 billion worth of all UK imports from the EU27.

It would also impact on the as yet to be discussed UK financial services sector which plays a vital role in supporting the UK economy.

None of this of course will directly or immediately affect Caribbean-UK trade as those Cariforum countries that have ratified the UK-Cariforum Economic Partnership Agreement (EPA) signed in April 2019 will see replicated in almost every respect the EU’s EPA with the region, which continues unchanged.

Do not entertain the exploration and exploitation for petroleum WHILE it is true that the impact of Covid-19 has emphasised the need to diversify our economy, petroleum exploration is not the answer.

The fact that we are considering this bill means we have not considered the impact it will have on our fishing industry, our tourism industry, our environment and our future.

The fishing industry is the mainstay of the economy of South Caicos. It is also a big industry for the island of Providenciales.

By giving access to developers to explore for petroleum it risks a leakage of oil which could have a detrimental impact to the fishing industry.

The waters could become polluted and impact the fish which would also impact our health. This would also drive away fishermen.

The TCI has a small land mass and any leakage would impact the entire ocean surrounding our country.

We can learn from Trinidad and Tobago where an oil tanker sank and has created great concern for the fishermen and residents there.

Whether we want to admit it or not, tourism will continue to be the mainstay of our economy.

We bragged about beautiful turquoise waters. We bragged about our coral reefs being one of the largest in the world.

Because of these two aforementioned points, we are able to attract guests to our destination.

As I mentioned on the ‘Financially Speaking Show’, we cannot compare the TCI to Trinidad and Guyana. If you want to compare, then compare our waters.

Let us focus on enhancing, protecting and developing our brand. We can do so by not giving into the demands of investors to explore for oil.

We cannot afford to jeopardise the one industry that has worked for us for years.

The environment should always be at the forefront of any decisions we make.

The exploration for petroleum oil will upset and disturb our environment. A lot of toxic waste occurs during the exploitation of petroleum.

If we were to do our research and learn

from others, we would conclude that the environmental benefits far outweigh the economic benefits.

Who will benefit economically anyway?

A few investors at the expense of our environment.

The decisions we make today will always have an impact on our future.

This is why it is important for us to have a national plan in place. A plan that depicts what we want and when we plan to have it.

Let us leave a great legacy for future generations. Let us not destroy the future for our people by accommodating petroleum exploration.

The majority of our residents have to work in the fishing and tourism industry beyond their retirement age.

While we do need money, we do not need to rush and try to please and honour the requests of oil companies.

Many countries are phasing out the use of petroleum and looking for alternatives such as renewable energy.

Why then would the TCI accommodate an exploration and exploitation of petroleum?

Gov’t acts blind while people suffer Dear Editor, I listened to the press conference today [Tuesday, October 27] and heard a lot about nothing at all.

The TCIG continues to act like an ostrich with its head stuck in the sand, talking a whole lot of fluff while not talking about the one thing people want to hear about which is - when will Beaches open and what are you doing to get Beaches open?

Everywhere you go the talk is about when Beaches will open, but not one word in today’s press conference until the reporters had to ask.

Why is the Government acting blind to the suffering of people who are without jobs, and without incomes?

Why is it always kicking the can down the road and acting clueless whenever someone asks about the

closure of the hotels particularly Beaches?

People are fed up. People want to get back to work and people want to see money flowing again.

It is no wonder that the people in Beaches are fed up too, and you can see it in the public statements the resort is making.

So why did Beaches have to take off its gloves to get any response from the TCIG? It is like what Magnetic Media wrote just a few weeks ago - this is the ‘no reply government’.

All the talk of what a good job the Government has done and diversification and reserves and all of that is just fluff.

It does not impress anybody, and certainly not those people who have no job to go to when tomorrow comes.

It is almost insulting to hear the

TCIG say that this process is going as fast as it can.

The media personnel themselves seemed taken aback by this response, because if this issue can’t be resolved after three or four years then heaven help us.

As for continuing to blame Covid-19 for all the problems, well while that may have been true early in the year, the fact is that hotel sectors in countries all over the Caribbean are opening up now and guess who is leading the charge to open - none other than Sandals and Beaches.

Antigua is open. Jamaica is open, Barbados, Grenada, Saint Lucia.

Beaches and Sandals have brought back out thousands of people in those islands, and they had to work with those governments to get it done.

So, when they complain of incompetence on the part of the TCIG is it so hard to see why.

The TCI has the biggest and best of the resorts but yet we can’t get it reopened. That means no airlift, no jobs and no revenue.

Saying you care about restoring the economy is one thing, but being able and competent enough to do it is another.

From all we have heard about this issue it seems like a very straightforward matter. It does not seem to be as impossible as the government continues to claim.

People are tired of hearing about matters before the courts, and now we hearing of mediation.

In fact, with respect to the mediation, Beaches said it was ready for November 8 and then we hear TCIG pushed it back November 18.

If the resort is to open on November 18, how could you push back the mediation to November 18? It makes no sense.

Is the TCIG serious? Isn’t this exactly what the resort has complained about?

In any event, mediation does not promise a solution - it just promises that this matter is going to drag out further.

Because if it has to go to Cabinet and to the House of Assembly as is reported, then we may not see Beaches reopen this year AT ALL. Let that reality sink in, because the TCI could be facing a very blue, blue Christmas and an uncertain New Year.

One day is a lifetime when you have no income An open letter to TCIG and Beaches Dear all, I have patiently observed the prolonged impasse between Beaches Resort and the TCI Government (TCIG) and even though it does not impact me directly, I must in all good conscience call for a speedy resolution of this matter.

While I do not depend on tourism to make a living I know very many people who do, either directly or indirectly.

These are men, women and

children already devastated by the pandemic lockdown and it is painful to see, especially at a time when other islands are reopening.

I do not know the intimate details of the standoff, but the fact is that Covid-19 has changed the goal post and it has changed the dynamic.

In other words, the position adopted by the premier and the TCIG of this being ‘a complicated issue’ and that the process was ‘moving as fast as it can’ no longer

Covid-19 has forced the entire world to adapt, demonstrate flexibility and innovate, and I would like to believe that the TCIG also has the ability to assess and reassess a situation so as to bring about a solution that will benefit its citizens.

The efforts to introduce social safety and stimulus programmes are commendable but ultimately these are unsustainable.

As good as your reserve position may be, without adding to the reserves then you are emptying the well without putting anything back in, and that will create issues in the future.

Additionally, such programmes are always beset with bureaucracy and while the distribution of relief may take weeks, one day is a lifetime when you have no income.

We must bear in mind also that people don’t just want to subsist, they want to live and thrive. A relief cheque only goes so far.

Similarly, while relief grants from the UK government might help, they do not solve the substantive matter of getting the economic wheels turning.

We need to demonstrate a wider vision.

Which brings me back to my point, which is that as you

put systems in place to cushion the fallout from Covid-19 then reopening the hotel sector should be on the priority list, and that means an extra effort right now to bring this Beaches matter to closure.

Like it or not, everything pivots around Beaches, particularly airlift.

To be devil’s advocate, the premier called a disputed figure of around $30 million, however how does that compare with the millions being lost daily or weekly while the sector remains closed?

There is an old English proverb that cautions against cutting off the nose to spite the face, and if you are not familiar with it, it speaks to a needlessly self-destructive overreaction to a problem.

One would be forgiven if they were to apply that same warning to the way the TCIG has treating this problem with Beaches.

It is now almost four years if some of the reports are correct and such sloth-like progression benefits no one.

This issue also has a more far reaching impact particularly with respect to the TCIG’s development and diversification agenda as outlined by the premier and minister of finance.

If the Government is looking toward financial services, investing in the blue and digital economy etc. then an integral part of this will be attracting investors.

It does no comfort to any future

investor to see the state and its major investor being unable to resolve a years-long impasse.

As it stands, the resort has moved its reopening date back to November 18 which ironically is the same day that the TCIG wants the mediation to begin.

Why the delay? According to a statement by the resort, they were ready to mediate on November 8 which left 10 days for the process to take place and the resort to open.

If then it is the TCIG that has pushed the date back to November 18 what does that mean for the reopening of the hotel? Are we looking at a further delay? That would be disastrous.

It is time to turn this lose-lose into a win-win. If there are claims and counter-claims as we have been reading, then that offers the opportunity for compromise.

Rita Mae Brown called compromise the work of mature people.

I believe in the lesson that compromise doesn’t mean that you are wrong and someone is right, it only means that you value your relationship much more than your ego.

People are tired. People are hurting. People need some hope.

People want this matter resolved.

Second stimulus grant to roll out mid-November

BY OLIVIA ROSE GRANTS of $600 will soon be ready to be disbursed to an estimated 7,500 employees throughout the TCI whose earnings have been affected by the decline in economic activity.

At a media briefing on Tuesday (October 28), Premier Sharlene Cartwright Robinson said the Government will begin to take applications for the stimulus payments in mid-November.

“Workers here in TCI,” she said, “you the people will have an additional $5 million in your hands over the next few months.

“We are pleased to announce that we are just about ready to roll out the second employee stimulus programme.”

The premier assured that efforts had been made to work out a number of challenges within the system so that beneficiaries can receive their payments in a timelier manner.

“The developers of the software to facilitate the application process are just about completing their

work and we will be able to begin to take applications by the middle of November.

“We have learnt from the hiccups that delayed some payments when we rolled out the first stimulus package. This new system will be a much more streamlined process.”

Cartwright Robinson said many of the delays of the first stimulus payments could be blamed on the absence of important documents, incomplete submissions and

duplicate applications.

During the briefing, the premier revealed that 7,133 applications had been approved for the original Employee Stimulus Cash Grant.

Of this amount, about 6,700 grants have been uploaded to bank accounts or paid by cheques to hospitality and tourism sector workers to a total of $8.04 million.

“In spite of the challenges of the first stimulus package, as we speak

today over 90 percent of all those who had applied and qualified have been paid,” she said.

The premier went on to say that as of October 22, a total of 1,501 grant applications from self-employed people and micro small medium enterprises had been received.

Of those, about 813 applications have been approved for payments.

From October 1 to 5 the Coronavirus Business Assistance Grant programme was reopened to accommodate applicants who missed the initial opportunity to apply for a grant.

During that period, a total of 254 applications were received, the premier confirmed.

Cartwright Robinson said the Coronavirus Business Assistance Grant review process is slowed by the unresponsiveness of applicants to email requests for additional information.

She called on applicants to monitor their emails and to respond to questions concerning their applications in a timely fashion.

“Many applicants have not

responded to the email sent and the status of their applications continue to remain under review.”

She added that businesses that are not in receipt of their approved MSME or self-employed stimulus grant should contact the Treasury for an update.

On March 26, following a nationwide lockdown the premier announced that the Government would provide $45 million in direct financial support and waiver of taxes, fees and charges to help residents affected.

Of the $45 million, $15 million was allotted for employees and self-employed of businesses that had closed down since March 16 in the form of a one-off payment of $1,200. $10 million was earmarked for micro, small and medium enterprise sector in the form of a Coronavirus Business Assistance Grant.

Micro enterprises of one to five employees were eligible for $2,000, small enterprises of six to 19 employees could receive $3,500 and medium enterprises of 20 to 25 workers, $5,000.

Transportation operators urged to apply for cash grants More than 300 drivers stand to benefit

BY OLIVIA ROSE TAXI, community cab and private charter drivers who have suffered from the economic downturn cause by the pandemic can now apply for a one-off $1,200 grant.

On Monday (October 26), the Government officially opened its database to accept online submissions from public service ground transport operators.

The Coronavirus Ground Transport Sector Business Assistance Grant finally came to fruition following repeated calls for a stimulus from the Turks and Caicos Taxi Association.

The grant forms part of a suite of payments that the TCI Government is offering to assist residents and businesses alike that are still reeling from effects of the Covid-19 lockdowns.

It will see $500,000 being allocated to provide cash grants up to $1,200 to more than 300 transportation operators.

Premier Sharlene Cartwright Robinson said the grant was introduced to offset the economic challenges that many workers who depend solely on the tourism industry are facing.

In a press conference on Tuesday, Premier Sharlene Cartwright Robinson said the grant is “one of our responses to the continued economic fallout from the pandemic”.

She added: “We have tweaked even further and have already opened the TCI Coronavirus Public Transportation Sector Grant Policy which we announced a few weeks ago.

“Applications are now being received by the Department of Trade, Industry and Consumer Affairs until November 2.”

Application forms are now available on the website of the Department of Trade, Industry and Consumer Affairs at web link: https://psvstimulus.gov.tc.

The premier said: “A single payment will be made by the Government Treasury directly to

the applicant via cheque or direct credit to a nominated bank account within two weeks of the date on the letter of approval.”

Applicants were reminded to read the instructions on how to fill the application and provide a number of requirements as incomplete applications will not be processed.

A statement from the Government on Monday said applicants will be notified of the outcome as soon as possible following the submission of their applications.

Successful applicants will receive an approval letter issued by the Ministry of Finance, Trade and Investment, the statement added.

On Thursday (June 25) scores of frustrated taxi drivers picketed the Office of the Premier in Providenciales to demand their stimulus payments.

The cabbies who were out of work for months due to the pandemic lockdown restrictions said the Government had turned a blind eye to their plight.

Since June, the premier and the Turks and Caicos Taxi Association have met numerous times to iron out the issues preventing them from accessing the stimulus payment.

Taxi operators were later told they would need to clear any payments owed to the National Insurance Board (NIB) before receiving the Government’s stimulus payment.

ELIGIBILITY CRITERIA

According to the eligibility criteria posted on the Government’s website, the cash grant is available to drivers or owners in the public service vehicle licence sector that are: - Not wholly or majority owned or subsidiaries of a larger company.

- Majority owned by Turks and Caicos Islander/s.

- Registered with the National Insurance Board (NIB).

If an applicant is in arrears at the NIB, applicant must seek to secure an assessment and to enter a good

faith payment plan with the board to settle the arrears.

Those who are not registered at NIB must present the Public Service Vehicle Licence to NIB as proof that the applicant is a licensed operator and must register as self-employed.

- Registered under the Business Licensing Ordinance and/or holds valid public service vehicle licence.

- Located in the Turks and Caicos Islands.

- Operating an existing business.

- Not recipients of any other financial assistance available under the Coronavirus (Covid-19) stimulus package.

A ground transportation operator who makes a good faith payment will qualify for a stimulus grant of $1,200.

Those who do not make a payment will only benefit from a $1,000 grant. Those who drive for others must provide a letter of authorisation from the holder of the public service vehicle licence.

To be considered for the cash grant a ground transportation sector operator must submit a completed Coronavirus Public Sector Vehicle Licence Assistance Grant Application Form along with the following supporting documents: - A copy of its business licence for 2019-2020 or 2020-2021.

- A copy of the last national insurance contribution paid in FY 2020-2021 and/or a signed national insurance assessment for 20202021.

- Banking details (if applicable).

- Copy of valid public service vehicle licence for FY 2020-2021.

- A letter of authorisation from the holder of the public service vehicle licence (applicable if applicant is an assigned/authorised driver).

Not a serious argument, article or person Dear Editor, Weekly News columnist David Tapfer has previously derided Obama-era government regulations and praised Trump for slashing them.

Many of these regulations are environmental in nature. Citing his hometown of Cleveland, he notes the Cuyahoga River was so polluted it routinely caught fire.

He waives this off as a small problem that was fixed at a low cost, and claims people now swim in it.

In truth, the project cost more than $100 million when it was initiated in 1970. Adjusted for inflation, that is about $700 million today.

And contrary to his claims of cleanliness, the National Park Service currently discourages using the Cuyahoga due to the release of untreated sewage and waste into the river.

His strawman argument about red meat (cattle) is misguided at best as he seems not to grasp that the ever-increasing production of cattle comes at the cost of uncountable hectares of forest clear cut to make room for grazing.

Those hundreds upon

hundreds of millions of trees would otherwise be providing necessary benefits to the atmosphere.

Nobody is trying to “eliminate” cattle regardless of what Fox News or his Facebook friends are telling him.

He cites anecdotal evidence from boatmen as proof the seas aren’t rising, as though the scientists who have spent their lives on such measurements, are not to be taken seriously.

He claims the “global warming folks” say nothing about starvation in Africa, which is demonstratively false.

Climate change will only make food and water more scarce - that is a huge crux of the movement.

Railing against those who, broadly, don’t want to see wild animals killed, he wonders how many of us had a child or pet “swallowed up by an alligator, mountain lion or a wolf”.

THE SALT CAY NOTE

The lure of the possible Proposals, prospects and the art of listening

EARLIER this year, before Covid-19 and the pandemic started dominating the national and international narrative, I wrote a column entitled ‘The head and the heart’ about a series of town hall meetings that had been organised by the Government’s investment agency, Invest TCI. Prior to writing the piece, the following press release had been published: “Invest Turks and Caicos Agency (Invest TCI) is proud to announce that Sea-T Adventure Ltd, with the approval of the Turks and Caicos Government, is in detailed negotiations to establish operations in the Turks and Caicos Islands by constructing a ‘worldclass’ cruise port on the island of Salt Cay...”

At the time, I felt, and still do, that it was time to examine the pros and cons of the proposal and, most importantly, to pay attention to what native Salt Cay Islanders thought about it.

The head versus the heart; the need to create sustainable income streams for local people versus the desire to preserve an historical gem for future generations.

I ended my column with the following conclusion: “This is a momentous decision for Salt Cay, one that, if this development goes ahead, will transform Salt Cay for ever. That, everyone can agree on.

“So once again, my input in this matter and indeed what I have said to all my native, Salt Cay friends is this: Is this truly what you want?

“If it is, and if you have come to the conclusion that this is the future for your island, then grab the opportunity handed to you and run with it, for, in the words of William Shakespeare ‘it is not in the stars to hold our destiny but in ourselves’.”

That was in February of this year and by the time March came around a further town hall meeting, planned for later that month, was cancelled.

about survival of our businesses, the here and the now, rather than with some project pitched to us before the world as we knew it ended.

One might have been forgiven for thinking that that was the last one would ever hear of this proposal when there arrived, literally out of the blue skies above Salt Cay, the CEO of Invest TCI, James Bursey, with updates, plans and drawings in hand, to visit local residents.

Given the long time that had passed since the February town hall meeting, the Invest TCI man was eager to inform his various conversation partners that the current feeling was that it was now necessary to update the voting residents of Salt Cay. Due to travel restrictions and meeting regulations, the voting residents were further informed that “we thought it would be inappropriate to hold a group meeting with the whole community in Salt Cay”.

And so, with the help and on the advice of the District Commissioner Mrs Almaida Wilson, Mr Bursey was encouraged to meet one-on-one with residents, at home or in small groups at local stores or bars.

‘The voting residents’...... now there was a different approach and one, I might hasten to add, that actually resonated well.

in numbers, vocal cords and egos by no doubt well-meaning ‘winter residents’, the conversation partners that this visitor from Provo met, in the local bars and stores, in people’s homes and the fish shack, genuinely appreciated being listened to.

And no, not all the comments were positive and not everyone had a chance to make their voices heard during this weekend’s visit.

But the format worked. People felt listened to rather than just talked at - or over.

I do not know whether or not this

proposal will be approved but what I do know is that, ironic as it may seem, and as a result of social distancing protocols, a better method of communicating with the people that truly matter in the decision-making process, was devised this weekend seemingly by default.

“This was good,” one local contractor commented, “because the debate was brought to us, to our comfort zone.”

And with that he took a welldeserved sip of a cold beer and toasted a promising future.

Luxury resort to break ground in 2021 THE CARIBBEAN’s first Andaz branded resort looks set to break ground in 2021 after developers secured a substantial loan for the build.

Boutique real estate development firm Vista Development received the interim financing from Arena Investors for Andaz Turks and Caicos Residences at Grace Bay this October.

Jon Siegel, co-manager of Vista Development, said: “Covid-19 presented challenges in the hospitality sector, but we are very pleased to have closed on this new line of financing with Arena Investors, LP. “We appreciate Arena’s support

and the continued confidence of our other stakeholders, and we anticipate a great year of construction and sales ahead.”

Vista Development has also recently acquired the necessary building permits allowing the firm to continue to advance toward a construction start in the first quarter of 2021.

The high-end project, Designed

by Rafael Amuchastegui of RAD Architecture and Modus Operandi A+D, will provide oceanfront luxury spanning 5.5 acres along Grace Bay. It will be comprised of two beachfront buildings including a nearly 60 room full-service

boutique hotel and a separate, branded residential component.

The residences will offer 74 homes for sale ranging from studios to four-bedroom units, with lockout capability to maximise rental flexibility, and a collection of penthouse lofts including some that are twostories.

Amenities shared by the hotel and residences will include a fullservice spa, restaurants, bars, pools, fitness studio and spa, an October 22 press release said.

Matt McDonald, managing director of Vista Development, said: “Since Turks and Caicos reopened for visitors in July, we

have seen sales pick up and we anticipate a strong year ahead as the appetite for luxury projects is growing again.

“The Turks and Caicos market is still very strong for both investment appreciation and income return, and we are thrilled our project is increasing the residential inventory for more buyers to invest.”

The new opening date for Andaz Turks and Caicos Residences at Grace Bay is the first quarter of 2023.

There are 17 Andaz hotels around the world including in New York, San Diego, Costa Rica, Amsterdam, Shanghai, Delhi and Tokyo.

Robber beats woman unconscious A ROBBER knocked a woman unconscious on Saturday (October 24) as she attempted to drop money off at a money transfer office in South Caicos.

Police were called at 9.30am to the scene on Stubbs Road where they discovered a woman had been assaulted and robbed of a large sum of money by an unknown person.

She was taken the South Caicos Clinic for medical treatment.

In the past week, two armed robberies were also reported in Providenciales, following a spate of five on the island the week prior.

On Friday, October 23, at about 3.50pm two gunmen entered a business place on Five Cays Road and demanded money from the cashier.

After stealing the cash, they left the scene in a grey coloured car. There were no injuries or shots fired.

Then on Monday (October 26) at about 1.20pm, a masked gunman stole cell phones and sim cards from a business in Kew Town before fleeing on foot.

Again, there were no injuries or shots fired.

The SNAP Centre is getting a whole new playground that caters specifically to the needs of patrons of the facilities

BY DELANA ISLES WORKS to overhaul the playground at the SNAP Centre in Kew Town, Providenciales, is currently underway with the help of several donors led by Graceway Supermarkets.

In celebration of the supermarket chain’s 20th anniversary, its charitable arm Graceway Communities began the ‘Staying Blue Campaign’.

Under the programme, customers were rewarded for using reusable shopping bags by being given a token.

They then used the token to vote on what programme or service they would like Graceway Communities to redevelop within the TCI community.

A value was put on each token, the number of votes resulted in the amount of money that was donated.

The SNAP (Special Needs Association of Providenciales) Centre was the first project that customers voted overwhelmingly to win.

“We are proud that this project has been chosen by our valued customers and people of the Turks and Caicos, and proud that this project has brought together the community (as seen by companies

donating services to help) in delivering this new playground to the SNAP Centre,” Graceway Supermarket said in a statement on its Facebook page.

The planning of the project began in 2019, but with the difficulties brought on by the Covid-19 pandemic, the development was delayed.

But the ground-breaking did happen on October 9 and earlier this week major works commenced.

The playground will have a running track, with artificial grass for sports, shaded picnic benches, sand pits, and for surrounding the track.

It will also be outfitted with equipment best suited for the students and which will give them the most benefit, taking into consideration sensory features, some of which will be built in house.

“Graceway Communities hopes that this new development will assist in the development for kids with special needs by creating a fun, safe and judgement-free environment, allowing them to express themselves and explore their capabilities and opportunities just as any other child,” the CONTINUED 

TCSPCA’s 2021 animal rescue calendar on sale soon Charity asks for public support for its sole fundraiser

BY DELANA ISLES THESE Covid-19 times have had few positive results, but one of them was the increased number of people who adopted a puppy or kitten from the TCSPCA earlier this year.

Speaking with Weekly News this week, TCSPCA director Susan Blehr was heartened at the response of the public to open their homes and hearts to four legged residents.

During the lockdown and subsequent curfews, Blehr and her team of volunteers got properly attired in the personal protective wear and rescued pups, kittens and other animals.

Over the past several months, they have also been seeing quite a few dogs off for new homes in the United States, even amid the restrictions on travel and life in general.

But like many others, the association - which depends chiefly

So this month, Blehr is appealing to the public to buy the TCSPCA’s rescue animals calendar for 2021.

Bermuda: Cole Simons to lead the OBA after unopposed bid

The Bahamas would have to navigate around current US legal restrictions if its wants to develop a medical marijuana/hemp industry.

Bahamas: Marijuana chief admits ‘dilemma’ over bank threat The Bahamas faces “a dilemma and serious concern” in developing a medical marijuana/hemp industry due to US legal restrictions, a Government advisory body co-chair conceded on Wednesday.

Quinn McCartney, who heads the National Commission on Marijuana with Bishop Simeon Hall, told Tribune Business that The Bahamas cannot afford to be cut-off from the US financial and economic system due to concerns about a legalised industry conflicting with US federal law.

Speaking after two prominent bankers sounded the alarm over this issue, Mr McCartney said the threat posed to The Bahamas developing its own medical marijuana/hemp

industry was something already on the Commission’s “radar”.

He added that the matter had been brought to its attention by Jamaica, which had detailed the problems experienced by its banks over their US correspondent relationships ever since it unveiled a legalised marijuana industry in 2015-2016.

Mr McCartney, who also heads the Financial Intelligence Unit (FIU), said that post made him all too aware that The Bahamas cannot afford for a legalised medical marijuana/hemp sector to keep its monies outside the formal banking industry as this could lead to the creation of a parallel financial system and/or underground economy.

Providing support and expertise to the worthy project is the team from Herzog - Mark Tenn and Courtney Crush who provided the asphalt at cost, and the equipment for free.

Windward Developments’ team Peter Court and Kyle Smith are providing design and earth works coordination, while Jeff Luker from Graceway is overseeing the track development.

Other donors to the project are T-Holdings’ Trevor Musgrove who is providing labour at cost for install of

equipment and fencing.

Andrew Junn of Robinsons Survey has made a donation of survey works, while Jay Morris of Caribbean Dredging is providing his trucking service.

The SNAP Centre provides intellectual and life skills opportunities for children and young persons with disabilities between the ages of four and 24 years.

In addition to this project, Graceway Communities has donated more than $25,000 to various under-served projects and those in the community who are struggling amidst the pandemic.

COLE Simons is to be the unopposed new Leader of the Opposition, the One Bermuda Alliance confirmed on Tuesday.

The party said Mr Simons was elected by acclamation after the deadline for nominations passed last Friday.

Mr Simons replaced Craig Cannonier, who became leader just after the OBA was formed in 2011.

The move will be ratified at the party’s conference on November 2.

The OBA also announced several shadow Cabinet appointments.

Mr Cannonier is now shadow Minister for Public Works, as well as tourism.

Scott Pearman is shadow Minister for Legal Affairs and Transport Susan Jackson is the shadow Minister for Education, Social Development and Seniors Michael Dunkley is shadow Minister for National Security and Health Jarion Richardson is shadow Minister for Labour, Home Affairs, and the Cabinet office, including economic development.

Mr Simons will also take on the role of shadow Minister of Finance.

Mr Simons thanked Mr Cannonier for his service, as well as Leah Scott, the former deputy leader of the party.

Cole Simons replaced Craig Cannonier, who became leader just after the OBA was formed in 2011.

The party said Mr Simons would announce the OBA Senate team and the rest of the shadow Cabinet “over the next few days”.

The post of leader and deputy leader are both open to OBA MPs only.

The chairmanship and deputy chairmanship are open to “any OBA member in good standing”.

The OBA executive will be decided at another meeting on November 3.

Catherine Kempe and Justin Mathias are the contenders for the job of party chairman.

Mr Simons thanked Mr Cannonier for his service, as well as Leah Scott,

the former deputy leader of the party.

Mr Cannonier, the OBA’s first premier, faced a tough political future in the wake of the OBA’s massive defeat at the polls in this month’s General Election.

Mr Simons, the MP for Smith’s South and a former education minister, was among six OBA candidates to win their seats on October 1.

The rest were Mr Cannonier, Mr Dunkley, also a former premier, Ms Jackson, Mr Pearman and newcomer Mr Richardson.

The election was a disaster for the OBA, which lost five seats to the ruling Progressive Labour Party.

“This gorgeous, popular calendar, spotlighting wonderful rescued animals from the TCI, will be available by mid to end of November at the TCSPCA offices at Suzy Turn, and other boutiques on Providenciales and Grand Turk.”

One bright spot is that the spay and neuter clinics are back on.

The director said that from October 19 to 23, 106 animals, many of them new pets, were able to have surgery to prevent them from producing unwanted litters of kittens and puppies.

The TCSPA brought in Dr Shelly Liles, the medical director at Spay Nation for Dogs and Cats, in Lafayette, Louisiana, to perform the spay and neuter surgeries.

Dr Shelly is no stranger to the TCI as she has conducted two spay and neuter clinics in Grand Turk and as of last week, two in Providenciales for the TCSPCA. She was assisted by vet technician Candace Thomas, who is also a fan of the TCI. This was Thomas’ third stint volunteering in the TCI. Last week she was “on vacation”

from her position as senior animal control officer for Baytown Animal Services in Texas, Blehr said.

Another major undertaking of conducting these clinics, is housing the volunteer medical team.

Alison Reid, a Canadian woman who has long supported the TCSPCA, donated accommodation for the visiting team at her luxury six bedroom villa at the Shore Club, the director said.

She also provided a car and driver, which made getting to the Suzy Turn clinic and back a breeze for everyone.

“The absolutely committed, compassionate pair performed 38 female dog and 11 female cat spays, and 43 male dog and 14 male cat neuters in just four and a half days. Mind you, they were long days.”

The TCSPCA director and volunteers Pauline, Ariane, Mel, Kathi and Patti, who came down from North Caicos for the weeklong clinic, manned the desk, prepared the surgery and surgical instruments each day, and ferried animals that needed rides to ensure that the veterinarian team were

optimally occupied.

Blehr added that the newly appointed Chief Veterinary Officer Dr Kevin Brown also dropped in on the clinic to meet the vet team.

“He was impressed with their expertise and also that so many people had booked appointments well in advance of this clinic.

“Responsible pet ownership education has clearly made a difference in these islands.”

This was the first clinic held in Providenciales for 2020. In previous years, during the months of October or November, the TCSPCA would be hosting its third clinic in Providenciales.

“But not in the year of Covid-19,” Blehr said, “luckily the TCSPCA did hold a spay/neuter clinic on Grand Turk just days before the March 28 lockdown.”

She said at that time the team did 75 surgeries at that clinic.

Minnis tweaks emergency rules but high numbers of cases keep up the pressure PRIME Minister Dr Hubert Minnis announced a slight relaxation in COVID-19 rules this week, but warned that Bahamians must get used to cycles that involve tightening and loosening of restrictions because the pandemic will be “with us well into next year”.

His press conference came days before the country welcomes visitors and returning residents without requiring that they quarantine for 14 days.

While some restrictions have been slightly loosened, Dr Minnis could not provide a timeframe for when the country’s state of emergency — currently extended until November 30 — will come to an end.

Dr Minnis announced that all beaches and parks in New Providence and Abaco will open starting on Monday.

“Groups are limited to five individuals and the COVID-19 enforcement unit will heavily monitor beaches and parks,” he said.

He said beginning Friday, an 8pm to 5am weekday curfew will apply to New Providence, Abaco and to Grand Bahama.

Weddings and funerals on Grand Bahama will be limited to ten people, not including officiants and mortuary workers, and starting Saturday, exercise will be permitted in the immediate neighbourhood on weekends from 5am to 9am on New Providence and Abaco.

Health officials are expected to give more information about protocols for the reopening of tourism before Sunday.

Dr Minnis said residents should have sufficient funds to cover the cost of their tests and other COVID-19 expenses that may arise when they travel abroad.

He said food stores may now open from 6am to 7pm in Abaco on Saturdays.

“Until there is an effective vaccine and the overwhelming majority of Bahamians are vaccinated, we will have cycles where cases go up and cases go down.

“This will occur because the virus spreads easily, especially when we do not wear masks or go to social events, including family gatherings, where the virus may quickly and easily spread.

“When cases go up on a particular island, we will have to increase restrictions if necessary.

“But if cases are low on other islands, they will remain open, with less restrictions. “It is important that we understand that these cycles of tightening and loosening of restrictions are part of life in the pandemic.”

For her part, Dr Merceline DahlRegis, health consultant in the Office of the Prime Minister, said two COVID-19 deaths were recorded yesterday for a total of 136.

Governor: UK will supply Bermuda with Covid-19 vaccine when it is available BERMUDA will be supplied with a Covid-19 vaccine through its links with Britain once one becomes available, the Governor promised this week.

John Rankin, who steps down from the post at the end of November, told Hamilton Rotary Club: “I am pleased to inform you that the UK Government has agreed to supply the Overseas Territories from the Covid-19 vaccines that it procures – demonstrating again the UK’s commitment to supporting the people of the Overseas Territories in difficult times.”

The pandemic was among the topics Mr Rankin covered as he looked back on his tenure as Governor, which started in December 2016.

Mr Rankin highlighted the benefits to Bermuda during the pandemic because of its links with Britain.

“In addition to expert advice, the British Government has provided substantial material assistance to Bermuda through the supply of

Covid-19 testing kits and personal protective equipment, in addition to helping to find the two repatriation flights which allowed Bermudians in the UK to return home.”

Mr Rankin added: “The supplies provided, numbering in tens of thousands, have included PCR tests, surgical masks, digital thermometers, swabs, gloves, aprons and laboratory consumables.”

He said the total assistance given to the island since the start of the present financial year had topped £1.33m – $1.73m.

Mr Rankin told Rotary members he was “delighted” to learn that Bermuda had been downgraded by the United States Centres for Disease Control to the “very low” Covid-19 risk category – an “excellent” result.

He thanked Lee Rizzuto, the US Consul General, as well as “colleagues at the British Embassy in Washington” who had lobbied the US State Department on the subject.

Mr Rankin also discussed his next appointment, as Governor of the British Virgin Islands.

Huawei rejects claims that it poses a security threat to Jamaica THE Chinese firm Huawei Technologies has rejected claims that it could be a threat Jamaica’s security if it is given the nod to roll out the country’s 5G technology.

In a release this week Huawei said the allegations that it would provide a security risk are unfounded without any factual ground to support them.

“During our more than 10 years’ operation in Jamaica, as with over three decades in 170 plus countries and regions around the world, we maintained a proven track record of zero major security incidents.

“Huawei has never caused even the slightest shred of threat to

Jamaica cybersecurity and never will we,” said the company.

“As a localised company with a track record in high-quality solutions and services as well as cybersecurity, we have the trust of our customers and partners and are fully committed to contributing to local ICT and digital transformation, and supporting development of the country. We are open for communication with all stakeholders,” added Huawei.

The Chinese firm was responding to United States Ambassador to Jamaica Donald Tapia, who in an interview with the Jamaica Observer

last week, warned that any decision

by Jamaica to move with Huawei or any other Chinese providers could come with consequences.

According to Tapia the island’s financial sector would be especially hard hit if the Government engages 5G technology from a Chinese source.

He said the US has national security concerns with 5G technology developed by Chinese companies such as Huawei and ZTE and reiterated his Government’s position that it will reassess how it interconnects and shares information with countries that compromise their

5G security.

“As for consequences, it’s gonna affect banking, any financial transaction from this island,” Tapia said, adding “that’s the biggest consequence you have, that your financial institutions and the finance of Jamaica stops.”

Tapia pointed to a publication from the US State Department titled Huawei: MYTH vs FACT in which it was argued that the Chinese firm, “cannot be trusted to tell the truth or protect the interest of others, and it should not be trusted with the vital security of 5G networks”.

Kingston was quick to reject Tapia’s claim as it argued that, “not a single country has produced evidence of so-called threatening national security by products and services provided by Chinese companies”.

According to Xia Shaowu, chief of political section at the Chinese Embassy, Tapia’s allegations about China and Chinese enterprises, “fully expose the consistent US practice of arbitrarily interfering in other countries’ domestic and foreign policies and forcing small and medium-sized countries to choose sides”. LGBTQI group hoping Bahamas would follow Pope Francis’s endorsement of same-sex civil union

Along with the fine, persons who breach homeisolation can spend up to two years in prison.

Cayman Islands: $10,000 fines approved for quarantine breaches PEOPLE who breach homeisolation regulations will face a fine of $10,000 and up to two years in prison, under new amendments to the Public Health Law. Under Cayman’s borderreopening plans, approved travellers have the option of isolating at their homes, once their residences are cleared by government. As part of the agreement to home quarantine, travellers have to wear an electronic monitoring wristband.

Lawmakers on Friday approved amendments to the Public Health Law, including an increase in the fine for breach of isolation regulations from $1,000 to $10,000 and the prison term from six months to two years. Additionally, a continuing offence after conviction incurs a fine of $500 for each day of infraction.

The law changes, piloted by Health Minister Dwayne Seymour, were approved late Friday on second

reading in the Legislative Assembly.

The amended legislation will now move to committee stage, before passage.

Seymour, in presenting the proposed amendments, said the aim of the hefty fines was to deter people in home isolation from breaking the regulations and putting the wider population at risk for community spread of COVID-19.

Opposition Leader Arden McLean said he agreed there is a need for penalties, but found that $10,000 was excessive, suggesting instead a fine of $3,000.

McLean also argued that the entire Public Health Law needed an overhaul to modernise the provisions.

He suggested that government consider legislation to specifically deal with scenarios related to the coronavirus pandemic, rather than making amendments to the Public Health Law.

A LGBTQI group is hoping The Bahamas will follow the lead of Pope Francis in endorsing same sex civil unions.

Pope Francis publicly voiced his support for these unions in “Francesco”, a recently released documentary.

“What we have to create is a civil union law,” Pope Francis, the head of the Catholic Church, said of samesex couples. “That way they are legally covered. I stood up for that.”

Alexus D’Marco, founder of the Bahamas Organisation of LGBTI Affairs, described the Pope’s comments as “progressive”, adding LGBTI people were not looking for special rights.

“I do think it’s very progressive of the Pope to make such a statement,” Ms D’Marco told The Tribune. “In our country and in our climate the issue is the word marriage because it comes from a biblical text.

“But the Pope used the phrase ‘civil unions’. Everybody has a right to family. That’s a civil liberty.

That’s a civil right. Everybody has a right to marriage. Everybody has a right to protect their assets. Marriage is a way of protecting one’s assets.

“For example, the church can’t give you a divorce, courts have to give you a divorce so that is something that has to go through the courts. I think his endorsement of it is using the correct wording.”

She continued: “LGBTI people aren’t looking for any special rights. These rights should already be afforded to them as citizens in their own country. There are no special rights.

“What is happening is there is discrimination of their rights.

This group of people can do this and this group of people can’t. So, obviously we see there is definitely an imbalance on the scale as far as who gets to do what in a country.”

Ms D’Marco said she is optimistic The Bahamas will move in the right direction.

“I think again it takes sensitisation and education. Again, there are no special rights but I do think that there are some civil liberties that have been denied to this group of Bahamians and, yes, I am looking forward to that progression.”

Jamaica: Scotiabank closes two branches, converts six to digital model SCOTIABANK says it has started discussions with the union representing its employees about potential job losses with the impending closure of its Black River, St Elizabeth and Old Harbour, St Catherine branches next year.

In a statement this week, the bank said it will be closing the Black River branch in February 2021 and the Old Harbour location in April 2021.

At the same time, Scotiabank said

Markle asks London High Court to decide tabloid lawsuit without trial

Meghan Markle is hoping to avoid a trial.

IN a bold move, Meghan Markle is asking London’s High Court to scrap an upcoming trial and simply rule on her privacy claim against the U.K. tabloid that published a letter she sent to her estranged father.

The Duchess of Sussex and her lawyers applied for the summary judgment Wednesday, saying they believe they have an “overwhelmingly strong case,” Vanity Fair’s London-based royal watcher Katie Nicholl reported.

If granted, the duchess could sidestep the January trial altogether and avoid the spectacle of publicly facing her dad Thomas Markle, the key witness who provided the letter

to the Mail on Sunday last year.

Meghan is suing the Mail’s parent company, Associated Newspapers Ltd., for copyright infringement, invasion of privacy and a breach of the UK’s data protection laws.

According to Vanity Fair, Prince Charles won a 2006 case against the Mail on Sunday through summary judgment after the newspaper published excerpts from one of his travel diaries.

In the pending case, Meghan claims Associated Newspapers Ltd. improperly reproduced parts of a handwritten letter she sent to her

76-year-old dad in 2018.

One headline for a February 2019 article at the center of the case read, “Revealed: The letter showing true tragedy of Meghan’s rift with a father she says has ‘broken her heart into a million pieces.’”

In a related request Wednesday, Markle and her lawyers also asked the court to delay the expected 10day January trial.

Teigen explains why she shared her baby loss photos AMERICAN model Chrissy Teigen has described the pain of losing her baby earlier this month.

At the time Teigen shared photos on Instagram of herself crying in hospital after learning that the baby boy she had been carrying was stillborn.

Labour suspends Jeremy Corbyn over reaction to antiSemitism report LABOUR leader Sir Keir Starmer has suspended Jeremy Corbyn from the party over his reaction to a highly critical report on anti-Semitism.

The human rights watchdog found Labour responsible for “unlawful” harassment and discrimination during Mr Corbyn’s years in charge of the party.

But Mr Corbyn later said the scale of anti-Semitism within Labour had been “dramatically overstated” by opponents.

Labour said he was being suspended “for a failure to retract” his words.

Mr Corbyn reacted by calling the move “political” and promised to “strongly contest” it.

Sir Keir, who became Labour leader in April, said the publication of the Equality and Human Rights Commission’s (EHRC) report had brought “a day of shame” for the party.

Jewish Labour MP Dame Margaret Hodge said: “This is the right decision following Corbyn’s shameful reaction to the EHRC report.

“Labour is finally saying enough is enough, anti-Semitism can never be tolerated in our party. Now we can finally move on.”

NO areas of Scotland are to be placed in the highest level of the country’s new five-tier coronavirus restrictions system.

The Scottish government had been considering putting both North and South Lanarkshire in level four.

First Minister Nicola Sturgeon has now confirmed they will both be placed in level three instead, along with the rest of the central belt and Dundee.

Much of the rest of the country has been put in level two.

But the Highlands, Orkney, Shetland, the Western Isles and Moray, which have far fewer cases of the virus, have been moved down to level one.

This could eventually allow groups of up to six people from two households to meet in each other’s homes again, although it will not happen immediately as an “extra precaution” while the country transitions to the new system.

The Scottish government said it took a number of indicators into

account when deciding which level of restrictions would be imposed in each of the country’s 32 local council areas, including the number of infections and transmission rates as well as hospital capacity.

Areas can be moved to different tiers in the future depending on whether it is felt the situation is improving or getting worse, with weekly reviews being carried out.

Ms Sturgeon warned that cases were still rising, and she could not rule out a move back to nationwide restrictions in the coming weeks, including at level four.

This could happen if cases in parts of the country start to rise faster again and threaten to spread to other areas, or if pressure on the NHS risks breaching its capacity.

The central belt of Scotland, which includes Glasgow and Edinburgh, already has restrictions similar to level three in place, while the rest of the country have measures comparable to level two.

US growth surged in summer but recovery is slowing THE US economy emerged quickly from the depths of the crisis triggered by coronavirus lockdowns this spring, but full recovery remains out of reach.

Official figures show the economy grew at a record 7.4% in the three months to 30 September from the prior quarter, when it suffered a severe decline.

But output remained 2.9% lower compared to the same period a year ago.

The data comes as analysts warn the rebound may be running out of steam.

“Overall, the initial recovery in GDP after the first wave of lockdowns were lifted was stronger than we originally anticipated,” said Paul Ashworth, chief US economist at Capital Economics.

“But, with coronavirus infections hitting a record high in recent days

and any additional fiscal stimulus unlikely to arrive until, at the earliest, the start of next year, further progress will be much slower.”

The US was not hit as badly as many places this spring, when countries around the world went into lockdown. The economy shrank 9% in the second quarter, compared to a roughly 20% contraction in the UK, 13.8% decline in France and 9.7% fall in Germany.

The initial US slump has been partially offset by the growth between June and September, which came as businesses reopened, employers recalled workers and shoppers returned to restaurants and stores - helped by trillions of dollars in government aid.

On an annual basis - the way the US prefers to measure growth, which

activity, jobs growth has slowed and employers have yet to restore more than 10 million positions cut during the spring.

The economy has reopened but full recovery remains out of reach, especially in cities such as New York

France attack: Three stabbed to death in ‘Islamist terrorist attack’ THREE people have died in a knife attack at a church in Nice, in what French President Emmanuel Macron said was an “Islamist terrorist attack”.

He said France would not surrender its core values after visiting the Notre-Dame basilica in the southern city. Thousands of troops are being deployed to protect churches and schools.

In Nice, one elderly victim was “virtually beheaded”, officials said.

Another woman and a man also died.

A male suspect was shot and detained.

Anti-terror prosecutors have opened an investigation into the attack and France has raised its national security alert to its highest level.

French media are quoting sources close to the investigation as saying the attacker was a 21-year-old Tunisian migrant, however the authorities have not provided any details.

Nice Mayor Christian Estrosi spoke of “Islamo-fascism” and said the suspect had “repeated endlessly ‘Allahu Akbar’ (God is greatest)”.

Two other attacks took place on Thursday, one in France and one in Saudi Arabia.

A man was shot dead in Montfavet near the southern French city of Avignon after threatening police with a handgun.

Separately, a guard was attacked outside the French consulate in Jeddah in Saudi Arabia. A suspect was arrested and the guard taken to hospital.

Speaking after visiting Nice on Thursday, President Macron said: “If we are attacked once again it is for the values which are ours: the freedom, for this possibility on our soil to believe freely and not to give in to any spirit of terror.

“I say it with great clarity once again today: we won’t surrender anything.”

Meanwhile, Mr Estrosi compared the attack to the recent murder of teacher Samuel Paty, who was beheaded close to his school outside Paris earlier this month.

Police have not suggested a motive for the attack in Nice. However, it follows days of protests in some Muslim-majority countries triggered

by President Macron’s defence of the publication of cartoons that depicted the Prophet Mohammed. There have been calls in some countries for a boycott of French goods.

WHAT IS KNOWN ABOUT THE ATTACK IN NICE? Two of those who died were attacked inside the church, the elderly woman and a man who was found with his throat cut, reports said.

A woman managed to flee to a nearby cafe after being stabbed several times, but died later.

It later emerged that a witness had managed to raise the alarm with a special protection system set up by the city.

Chloe, a witness who lives near the church, told the BBC: “We heard many people shouting in the street.

We saw from the window that there were many, many policemen coming, and gunshots, many gunshots.”

Tom Vannier, a journalism student who arrived at the scene just after the attack, told the BBC that people were crying on the street.

Four years ago Nice was the scene of another terror attack, when a Tunisian drove a truck into crowds celebrating Bastille Day on 14 July, killing 86 people.

WHAT HAS THE REACTION BEEN? A minute’s silence was held in the National Assembly, where Prime Minister Jean Castex had just been giving details of the Covid-19 lockdown measures coming into force on Thursday night.

Announcing the raising of the “vigipirate” national security alert system to its highest level, Mr Castex said the Nice attack was “as cowardly as it is barbaric”.

The French Council of the Muslim Faith condemned the knife attack and spoke of its solidarity with the victims and their families.

British Prime Minister Boris Johnson, tweeting in English and French, said the UK stood “steadfastly” with France.

Turkey, which has seen ties with France sour in recent days over remarks by Mr Macron, strongly condemned the “savage” knife attack.

Vatican spokesman Matteo Bruni said the killings had “brought death to a place of love and consolation”.

He said Pope Francis had been informed of the situation and was “close to the mourning Catholic community”.

John James Williams was known as JJ to avoid a clash of identity with the other John Williams in Wales’ rugby team, the legendary full-back JPR Williams.

JJ Williams: Legendary Wales and British and Irish Lions wing dies LEGENDARY Wales, British and Irish Lions and Llanelli wing JJ Williams has died at the age of 72.

He scored 12 tries in 30 Tests as Wales won four Five Nations titles, including two Grand Slams, during the 1970s.

A former sprinter who represented Wales at the Commonwealth Games, Williams also scored five tries in seven Tests for the Lions across two tours.

He sparkled on their unbeaten tour of South Africa in 1974, scoring two tries in each of the second and third Tests.

Huge success with Wales followed, as Williams helped his country win the Five Nations Championship four times between 1975 and 1979.

That included Grand Slams in 1976 and 1978 as Williams and his team-mates rubberstamped their status as greats of not only Welsh rugby but the sport at large.

After retiring, Williams made a name for himself as an outspoken pundit, co-

commentating on international and club rugby for BBC Wales.

The Swiss-Italian, 50, has experienced mild symptoms and is in isolation, where he will remain for 10 days, according to the press release containing the news. accordingly and they are being requested to take the necessary steps.”

TCI’s first ever FIBA certified table official hopes to become an inspiration STELLISHA Thomas is looking to become the trendsetter for young people when it comes to giving back to local sports. The 21-year-old recently became TCI’s first ever International Basketball Federation (FIBA) certified table official.

She told the Weekly News that she wants to lead by example.

“There is more than just playing the game, there are other ways to contribute…. I’m hopeful of starting a trend where others will want to help, so we all can aid the spread of the game throughout the islands.” Thomas started her officiating career in the Providenciales Amateur Basketball Association (PABA) as a junior table official before she was eventually promoted to the senior level. She also worked as a referee and coach in the PABA

High School and Senior Leagues.

Years before officiating, Thomas was playing basketball. She fell in love with the game while at Ianthe Pratt Primary and eventually her talent grew. In her last year at the Clement Howell High School, she was awarding a full scholarship to continue playing for Washington Academy, in East Machias, Maine.

“After graduating from Washington Academy, I moved back home and continued helping out around the Turks and Caicos where I was a training referee, coach and table official. Mr. Glasgow always believed and pushed me for the better and now I have something to show for it.” Thomas is hoping that her achievements can help encourage other youngsters to follow a similar path. “I do encourage other people, especially young people to get into activities around our community that you enjoy. The road is long and hard but always worth it. You will be able to expand your achievements and your knowledge throughout the Turks and Caicos and beyond.

There is more to life when you think outside of the box.”

Moving forward Thomas will look to spend most of her free time officiating and playing the game she loves.

Premier Sharlene CartwrightRobinson, as Chair of the Capital Board, recently toured a number of Government sponsored sporting facilities under repair in Providenciales.

According to the Office of the Premier Facebook page, she said her government “has heavily invested in the improvement of sports not only for our talented athletes, who have asked for sporting facilities that can accommodate their rigorous training requirements, but also to improve accessibility to sporting facilities for all…”

She added that participation in sports is an advantageous activity to improve lifestyle, health and community involvement.

“My Government recognises the

significance of providing this much needed outlet that has major health benefits and will assist in the development of TCI’s athletic community.”

REGISTERED OWNER OF NATIONAL STADIUM The Premier added that this year her Government also purchased and became the registered owners of the National Stadium. “This is indeed a remarkable achievement for my Government and we look forward to the completion of all refurbishment works. Our people deserve the best – the best facilities, the best programmes and the best opportunities; and, we are providing them with the best we can offer.”

Forbes, the Premier, Minister for Immigration and MP for Wheeland, Hon Vaden Williams, Minister for Education, Hon Karen Malcolm and representatives from the Department of Sports visited several locations in Providenciales.

The Premier toured the newly retrofitted high performance gym facility at the Gustarvus Lightbourne Sports Complex.

Brooke Rivers won her second career American Junior Golf Association competition over the weekend.

Senior national athlete Ifeanyi Otuonye aims to take his training to the next level in TCI.

Otuonye looking to maximise on training at home TCI’s most versatile record holder, (holds the national long jump indoor and outdoor records and several relay records) Ifeanyi Otuonye is ready to put in the legwork at home over the next few months as he prepares for the 2021 Tokyo Olympics.

The 26-year-old told the Weekly News that he decided to return home from the US where he resides due to the

change in weather and because he wanted some down time.

“I’m getting in some good training in the meantime without the cold, enjoying the weather.”

Since TCI cannot compete at the Olympics, as he did before, the seasoned long jumper would have to take part in the Great Britain trials in an attempt to make a place on that team.

Rivers wins Tallahassee Junior Golf Championship REIGNING Provo Golf Club female champion, Brooke Rivers, emerged victorious in the female division of the Tallahassee Junior Championship, which was held over the weekend at the Seminole Legacy Golf Club in Tallahassee, Florida.

The 15-year-old, who represented her native Canada, won in a two-hole playoff over American Kaitlyn Schroeder to register her second career American Junior Golf Association (AJGA) win.

She made five of her ten overall birdies in round one, when she registered a four under par score, while on Sunday she finished with a par score of 72.

Rivers was flawless in her first

nine holes. She struck three birdies and six pars. In total, she only registered a single bogey in her first round.

The ace teenager golfer had a rough start to round two. Five holes in, she had registered two bogeys and a double bogey to go with three pars, but she followed that up with five birdies, two bogeys and a string of pars.

Schroeder on the other had shot an eagle on the par five number four in the first round, but three bogeys and a double bogeys had pushed her score to 72.

In the second round, she exploded with seven birdies, but three bogeys and eight pars kept her at 68. In fact, the American had to score a birdie to force Rivers

into a playoff, but the Canadian was great under pressure.

Rivers told AJGA website that her battle is against the course.

“As long as I post a good score for myself it doesn’t matter what the results are.”

With the win, Rivers has now registered her fifth top five finish with the AJGA. The future pro has been a dominant factor over the year, winning several tournaments in Provo, including one in January of last year, which saw her shooting four under par at the age of 13 to claim the red tees record at the Provo Golf Club.

A number of talented golfers competed in the AJGA event over the weekend.
