Tourist Board, Community College Board and NHIB are ‘liabilities’ – Report suggests boards be dissolved and returned to Government BY OLIVIA ROSE THE TOURIST Board, Community College Board, the National Health Insurance Board (NHIB) have over the years demonstrated poor standards of governance which have resulted in significant contingent liabilities being incurred by the Government. A 67 day review conducted by former chief financial officer (CFO) Stephen Turnbull was commissioned by the Government to examine the statutory bodies. Its purpose was to ensure good governance practices are being consistently applied and relevant policies and objectives are adherence to. While the major findings of the review were released at a joint press conference with Governor John Freeman and Premier Sharlene Cartwright Robinson on March 1, a more detailed version was later disseminated to the public on Tuesday (March 6). Although the deficiencies of all statutory bodies were exposed, the review strongly recommended the dissolution of three boards on the basis that they have failed to demonstrate adequate control over the entities leading to a collapse in governance. It stated that management systems have broken down and the functions which are undertaken in a statutory body means that the Government cannot exercise the level of oversight

required to properly bring these boards under control. The review suggested that: “Consideration should be given to absorbing back into Government the functions for those bodies that do not properly or fully support itself to being a separate legal entity, has been poorly governed or where they have consistently created liabilities or failed to deliver their objectives, for example Community College and Tourist Board. “There is also no compelling reason why tertiary education which is almost wholly government funded is better suited being independent from the TCIG. “The Tourist Board has not been subject to adequate levels of board oversight.” It further pointed out that there is no compelling reason the Tourist Board should function as a separate legal entity when its primary purpose is marketing. Due to the inherent issues associated with the systems, operations and management of the NHIB, since its inception, careful consideration needs to be given to whether the delivery model should continue in its current form, the report suggested. The Stephen Turnbull report proposed merging the registration, contribution liability, billing, and collection and compliance functions with those of the more established National Insurance Board. Although the review

recommended a complete dissolution of the NHIB and absorbing it back into Government either permanently or until better controlled and more affordable systems are developed, the Government rejected this proposal and opted for a comprehensive actuary which will direct the Government’s next course of action. Premier Sharlene Cartwright Robinson said: “The report recommended the total dissolution of the National Health Insurance Board; we have not accepted that recommendation we need to know where we are and which is the best model and the best way forward. “So we’re continuing to review and once we would’ve had these major reviews completed we will determine the direction in which we will take the NHIB.” She said the actuary will focus on a risk-management approach and will benchmark healthcare consumption and cost in the TCI against other territories. There will also be a thorough revaluation with greater focus on cost control for the treatment abroad programme. Despite several bailouts by the Government these liabilities continue to be incurred and in some instances grow, according to the analysis.

In further divulging the state of affairs of these statutory bodies, it was highlighted that with the exception of the NHIB and Telecommunications Commissions there is a lack of performance appraisal systems. “The TCI Community College indicated that they operated informal verbal performance appraisal processes although there is no evidence to support these assertions. “Informal processes are also of no value when attempting to address performance issues. “The National Trust and Tourist Board failed to operate any form of staff performance appraisal.” RECOMMENDATIONS The report which zeroed-in on the internal procedures and the effectiveness of the boards, made several recommendations to improve the transparency and accountability of the semiautonomous bodies. Key among those suggestions was the introduction of a standard business planning document approved by the Government. “Quarterly reporting of key performance indicators alongside the TCIG financial report, these should include a mix of organisational efficiency and financial management

indicators. “The establishment of specific CEO/MD performance targets; CEO/MD performance appraisal processes established and regular reports to Cabinet on the outcome of the appraisals. “Creation and adoption of a statutory body code of practice. “The sponsorship letters should be revised to include specific and realistic performance targets to which organisational effectiveness, financial and risk management should be measured this would form a performance agreement. “Failure to meet these targets could warrant the invocation of a board member termination mechanism.” Improvements to the senior management effectiveness processes should include: “Standard performance appraisal processes established across the statutory bodies possibly using the FSC or NIB systems as a template. “Regular reports to the board on completion and status of implementation of the performance appraisal process; and SMART performance measures to be provide to all members of staff for inclusion in their performance appraisals.” In an effort to improve organisational accountability, formal reporting lines between ministers, chairpersons, board members and CEO’s should be established.

Community comes together to find missing woman LAST weekend a generous show of community spirit was on display when several members of the public teamed up with various local companies and the family of 69-year-old Shirley Walkin to find the missing woman. After a two day search, Ms Walkin was found alive and safe, albeit tired, walking in the vicinity of Bone Fish Point, Blue Hills at about 11.38am. Police reported that the woman appeared in good health, but was still taken to the Cheshire Hall Medical Centre for treatment and observation following her ordeal. Ms Walkin was reported missing to the 911 Centre at about 10.45pm on Saturday, March 3. She was last seen at about 7pm at a relative’s home on the said date, after she left on foot to make her way home. However, she never made it there, and family members reported the matter to the police whereupon an all point bulletin

was put out to locate the woman’s whereabouts. Ms Walkin, who has early onset of Alzheimer’s disease and other health ailments, was seen and had stopped at a number of homes along her journey to reach her house, but never made it there until an intense

Police personnel, which included members of the criminal investigation department, led by Sergeant Delton Robinson, were involved in the initial search, along with relatives and members of the community. As reported by Magnetic Media, which also helped spread the word and supported the organisation of the public search parties, Pastor Pedro Williams confirmed Ms Walkin’s identity when the woman was discovered walking along the dirt road headed toward Malcolm Beach. The Royal Turks and Caicos Islands Police Force has since thanked members of the public and private sector partners who volunteered and provided assistance in the search efforts.

Last February 14, at a Cabinet meeting in Grand Turk the minister provided members with an information paper on the ‘The Turks and Caicos Spine Road Project’ which would provide inter-island connection from as far as South Caicos to Providenciales. Speaking with this publication, Minister Ewing said: “I know that a lot of people want that project, but there are powers that be that don’t want it and I for one would like to see that project go ahead. It would open the Turks and Caicos to things that we can’t even imagine, good things.” He reflected that this is one of the biggest projects the Government will undertake that will have the biggest impact socially and economically on the Turks and Caicos Islands. “I brought a paper to Cabinet after we had finished doing all of the RFP (request for proposal) work, all of the designs, in house costing and everything for the project, to let them know that it was the Government’s intention to pursue with the connection of the islands. “The reason why I did that in that

way is because if I had taken a paper for Cabinet to make a decision on it, the Governor and everyone else would have been asking me where is the money, how are you going to finance it.” Ewing said that it is clear to many that the territory does not currently have the money to finance such a huge project on its own, as such it would have to be a public private partnership project. He noted that this is the route they intend to pursue. “Our Government’s intention is to budget for it during this 2018/2019 budget for the consultation part of it, which will include the EIA (environment impact assessment) and all other studies that goes with it. “That should cost approximately $3 million to get that done, once we get that done that, the consultation should tell us what is the best method or the best style and the better way to do the project, and who has the best design. “Those type of things will come out of the consultation and out of the study.” He stated that from the studies that will be conducted, they will

then have a better idea as to whether they ought to go with causeways to connect the islands, where to put them, how many will be needed, or whether bridges are a better idea. Speaking to the ambitiousness of the project, which has been previously expressed by some in the territory, Ewing stated the Government has a medium-term plan to have a transshipment deep water port in South Caicos, which would support the bridging system. Adding: “And because Provo is where the demand is, and to get the goods from South Caicos you would have to use the road structure. “Basically we are hoping that as more and more business goes into South Caicos, it would also increase the demand for the bridging of the islands.” He said that as a result of this the Government is moving forward to put a request for proposal together for a public private partnership project for the deep water port in South Caicos, which will in turn marry with the Spine Link road, making it even more feasible. Asked about the opposition to the

project, Minister Ewing spoke of crime and environmental concerns. “Some people are opposing it because they think it is going to spread crime from Provo to other places, and there are also the environmentalists talking about roadkill from traffic.” The minister expressed that the latter concern is basically an issue that cannot be avoided anywhere. “The benefit of the road to this country far outweighs these issues, and we cannot look at that as a reason why we shouldn’t put the infrastructure in place. “But we will certainly put mitigating measures in place to try to lessen the incidence of these things happening, and that is the reason why the study has to be done and we will be working along with the everyone.” He further expressed that this project “definitely needs to be done” and that they are hoping to start the first phase of this project before his term ends. The road is intended to connect all of the islands by road with exits going off into each settlement.

Education minister says thank you to teachers “TEACHERS are the cornerstone of the education system. It is within their power to shape the attitudes and behaviour of our children.” Karen Malcolm, Minister of Education, Youth, Culture and Library, thanked educators across the territory in a statement to press on Thursday (March 8). The message came as the Turks and Caicos Islands celebrated Teachers’ Appreciation Day 2018. “Today is another opportunity to acknowledge our teachers and say thanks for the significant contributions they make in our classrooms and communities across the Turks and Caicos Islands,” she

said. “As a government, we want to acknowledge the vital role that teachers play in nation building, their dedicated commitment to developing globally-minded citizens, the assistance they give to families, and the work they do to establish strong foundations for our sons and daughters.” Malcolm said the goal is not only to celebrate teachers, but to also revitalise the image of and respect for teaching as a vocation by increasing public awareness about the value of teachers to society. “Teachers, working closely with the home and church, are among

the first avenues through which knowledge is transmitted.” According to the minister, the Ministry of Education reiterates its pledge to open new opportunities for continued professional development and avenues through which our teachers can improve their craft. The ministry will continue to negotiate an incentive package for teachers and improve working conditions so that we can attract and retain the best and brightest teachers, she said. “I urge all Turks and Caicos Islanders and everyone living within our borders to show more respect and appreciation for our teachers.

“Use this opportunity to visit or call a teacher who influenced your life positively. Stop in at the school your child attends and thank the teachers for their hard work. “For the most part, they work under challenging circumstances especially following the devastating hurricanes that impacted our education sector. “On this Teachers’ Appreciation Day, and every day, let us support and work alongside our teachers.” She expressed “sincere gratitude” on behalf of the Government to each teacher, past and present, for the work that they do to positively impact the lives of children.

DDME warns residents about spreading Tsunami rumours BY DELANA ISLES OVER the past couple of weeks weather conditions have been rather erratic, both here in Turks and Caicos Islands and around the Caribbean region. Last weekend saw massive sea surges and high surf along the beaches in Providenciales, in Grand Turk, Salt Cay and other islands in the territory. These intense weather conditions spawned social media rumours, which flew around the TCI and around several other Caribbean islands, stating that Caribbean islands were among more than 30 countries under tsunami alert following a 7.9 magnitude earthquake in Costa Rica. This led to the Department of Disaster Management and Emergency (DDME) and other regional weather information bodies coming out on Monday to dispute the alleged tsunami threat. The DDME stated: “According to the Pacific Tsunami Warning Centre (PWTC) [with responsibility for providing tsunami notification for the TCI] as of March 5, there are no current tsunami warning, alerts or advisories in effect for the Caribbean region.” Several weather and disaster officials chimed in on Tuesday, March 6, with: “No tsunami alerts have been issued for anywhere in the Caribbean, and any warnings about

the approach of any such monster wave is a hoax.” Over the past few days the general situation has been one of high surf being experienced in the TCI and around the region. Hazardous marine conditions were being experienced due to a deep low pressure system in the western Atlantic Ocean producing long period swells over the areas. Special warnings were given and still remain in place for boaters to remain in port and for beachgoers to remain on shore due to dangerous surf, strong rip currents and large breaking waves at northern and eastern shorelines. On Thursday (March 8) seas were projected to be up to 10 feet with northerly to north easterly swells, while on Friday things are expected to quieten down with seas some two to four feet over the ocean with likely light north easterly swells. Members of the public are being advised by the emergency departments around the region to be mindful of others who are trying to cause unnecessary distress and worries. “Seemingly, they’re using the high seas, the high surfs and large swells as an excuse to cause some amount of havoc across the region. But this is just a malicious message,” the Barbados Met office advised. The TCI’s DDME office also reminded the public that all

information on hazards, alerts and warnings will only come from official sources. “It is very important for the public to note that the sea swell is not related to any tsunami occurrence. “The type of waves has no connection with tsunami waves,” the Nevis Disaster Management Department said in a statement. Meanwhile, on March 15, a regional tsunami drill in which Caribbean islands will participate - Caribe Wave 2018 - will be conducted. The Tsunami Exercise Caribe Wave 18 will have three scenarios: Barbados, Colombia and Puerto Rico. All scenarios will start, with one dummy message, at 1400 UTC (time of the earthquake) and the first message for each of the three scenarios will be five minutes later (1405 UTC). The Turks and Caicos Islands will be conducting the exercise in scenario three under the primary scenario in Puerto Rico, along with the Dominican Republic, Honduras, the Bahamas, British Virgin Islands and the US Virgin Islands. The goal of the exercise is to strengthen the knowledge of evacuation routes and communication patterns, and to assess the speed people would need to get from unsafe zones to the safe ground.

SCRAP THE NHIB? A government-ordered report on the performance and management of statutory bodies in the TCI has recommended that the National Health Insurance Board (NHIB) be scrapped because of inefficiency. What are your thoughts?

Nothing will happen

Don’t lie awake expecting something to be done about these inefficiencies. If the TCIG and the statutory bodies were efficient, Belonger unemployment would no longer be a useful political myth.

Cronyism and nepotism

When you look at the make-up of some of these boards, it’s obvious to anyone that people are appointed based of their political affiliations, and not qualifications. This is not new, but the NHIB put us at the most risk financially. It’s always been like this. Cronyism and nepotism at its best.

Not a surprise

Online course is a hit with educators GUIDANCE counsellors and special educators from government schools are in the middle of a mandatory online training programme. The six session course will teach participants how to best to interact with children with special needs and to improve their learning. The Department of Education is encouraging all educators within the public and private sectors to sign up for the programme. The course, hosted by the Centre for Children with Special Needs (CCSN), began on January 19. It is part of a comprehensive collaborative programme consultation project between CCSN and the Ashley Learning Centre in Providenciales under the leadership of Angela Williams-Valerio. The training series is designed to provide participants with an introduction to teaching principles that are guided by the science of applied behaviour analysis (ABA). Topics covered in the series include conceptual knowledge, terminology, and a basic application of ABA. Participants will be able to use this to meet the individualised learning needs of students with special education needs, including autism spectrum disorder and other complex

neurodevelopmental disorders. During each session, a boardcertified behaviour analyst uses a tele-health platform to present information on a visual mediasupported lecture. A number of different CCSN clinical staff from various disciplines support the project with both direct and tele-health consultation. The primary instructors are Shaunessy Egan and Cali McGinn from the CCSN’s base in Glastonbury, Connecticut. Egan is a board-certified behaviour analyst and certified special education teacher who serves as a program coordinator at CCSN. McGinn is also a board-certified behaviour analyst and certified special education teacher. She serves as a senior behaviour analyst at CCSN with experience providing consultative programme development support to educational teams. Dr Michael Powers, an assistant Clinical Professor of Psychology at the Yale Child Study Centre, directed the course. At the end of the training series, it is expected that participants will be able to: -Identify the key features of

evidence-based instructional procedures in both structured and unstructured environments. -Use individualised reinforcement procedures to increase student motivation. -Identify how antecedents and consequences are used to determine the function of challenging behaviour. -Identify the difference between reinforcement and punishment with regards to the impact of each on student behaviour. -Identify a functionally equivalent behaviour to teach as an adaptive replacement for challenging behaviour. -Identify various antecedent and consequence-based interventions and the impact of these interventions on student learning. -Embed visual supports to enhance student learning. -Describe the importance of ongoing analysis and identify common methods for data collection. The next online session will be hosted on Friday, March 16. What? The NHIB inefficient? Who knew?

At first glance

If the performance of not just this governor but all previous governors in the TCI were similarly assessed, I believe that an honest report would damn Her Majesty’s Government’s successive representatives. The questions really are a) Who did the report? and b) What were the parameters of assessment? It may or may not all at first glance be what it is made out to be. Perfidious Albion can be very tricky. Beware!

Who is in charge?

The matter of the NHIP needs to be looked at from two perspectives: 1) Who is running the show? In this regard, the existing board should probably be scrapped in its entirety and replaced with one made up of responsible individuals who actually have some knowledge of what is required to administer a body of this magnitude and level of impact! 2) Is the programme itself ever going to be viable? In the pre-introduction discussions NHIP officials, those of us who raised financial viability concerns were told not to worry, because that had all been

covered, but since then the programme has turned into a money-sucking black hole that can probably never come even close to being self-funding. Why have none of the required audit reports on the financial health of the NHIP ever been released to the territory’s residents, for they are the primary stakeholders in this programme? The NHIP now gobbles up virtually six percent of this territory’s total payroll, and before they even THINK about increasing that levy, the Government has a fiduciary responsibility to level with our residents about the current financial condition of the NHIP, tell them the truth about the viability of the current funding model, and prove that the whole programme is being run as efficiently and effectively as possible!

What motives?

It would be interesting to know the credentials of whoever conducted the report and how the selection was made. Perhaps it is kosher and objective. It’s just that so much goes on behind closed doors, you tend to get suspicious at the motives. Interesting for example how no one is investigating the hospital contract. Bet the cat would get the governor’s tongue in trying to answer that on.

Bad management

When the National Health Insurance Plan (NHIP) was only a plan they put out a nice little booklet that promised universal first class health care for everyone for almost no cost. Almost immediately I could no longer get my blood pressure medications from my local clinic. The NHIB is just another proof that Premier Ewing and his party could not manage anything.

Development initiative makes TCI top choice for investors BY OLIVIA ROSE THE TCI is a clean, compliant territory and one of the globe’s standout investment prospects for 2018. This is according to Henry Martin, chief executive officer of Insight Magazine, who recently published an insightful review of the territory’s investment climate. The article, which appeared on Invest Turks and Caicos’ website on February 28, said the Islands possess an abundance of opportunities that offer attractive return on investment. Martin credited the robust ShovelReady Initiative which was launched by Invest Turks and Caicos midOctober 2017. The programme is designed for those capital projects requiring large injections of capital and which fall within the priority tourism and infrastructure areas. He said: “The territory is a byword for luxury vacations on the financial services front and has also become preeminent in respect of producer owned reinsurance companies as well as being a go-to jurisdiction for

trusts and captive insurance.” The Shovel-Ready Initiative is a tool for catalysing and improving the marketability of development projects, he said, so that foreign direct investment interests across the globe can swiftly identify the most pertinent projects worthy of further analysis. “It is focused on quality, not quantity and leverages the high esteem in which the TCI’s businessfriendly regulatory, legislative and tax landscapes and associated investment incentives, are held. “In a nutshell, the programme matches buyers and sellers, exporters, lucrative investors and industry professionals with investment opportunities they can trust, each of which has been vetted and meets with criteria set by Invest Turks and Caicos.” Angela Musgrove, acting CEO at Invest Turks and Caicos, in the online article said the programme encourages people that have project concepts which, for one reason or another, have been stalled, to present those plans to the agency which in

turn will present them to the market. “These are people who have ideas that are ready, but cannot move forward, primarily due to a lack of financing.” Musgrove added: “The Invest Turks and Caicos seal of approval is the means of sorting the wheat from the chaff and a message that, these are not pipe dreams but pre-qualified projects, perfect for those investors seeking a swift means of evaluating the myriad opportunities in front of them.” POST HURRICANE INVESTMENT Despite the territory being in hurricane recovery mode Musgrove stressed the need to keep on track. She said: “While the TCI is going through a period of posthurricane economic recovery, we are cognisant of the role foreign direct investment continues to play in the development and sustainability of our economy, we

want to reassure investors we are still very much open for business with a viable investment product. “Many should rest assured they have not missed the boat, since Invest Turks and Caicos has indicated to the public there is no ultimate deadline, per se, rather a rolling system where submissions are continually coming in and will be reviewed and collated on an ongoing basis.” It is hoped that the Shovel-Ready Initiative will increase the territory’s foreign direct income which has been brought sharply into focus as the TCI seeks to rebuild following the hurricanes. Hurricane Irma has impacted the initiative to the extent that some of those seeking investment have had to postpone their engagement with the initiative, being compelled, rather, to prioritise putting their private affairs back in order. Despite this, there has been sufficient interest in the initiative,

such that the agency is still on schedule to produce the initial catalogue of investment opportunities as for the year. Musgrove revealed that investors’ interests had indeed met expectations; which further signals the ocean of opportunities that exists for investors in the TCI. Invest Turks and Caicos is looking to weave the Shovel-Ready Initiative into its long-term strategy as a means of attracting more investors to these shores. While the initial rollout looks at private sector opportunities, the intention is to have public sector elements added at a later date to ensure a broad spectrum of projects from which investors can select. Those projects requiring lower levels of capital investment, or which fall under other priority areas, such as agriculture, fisheries or manufacturing, are more likely to be referred to the sister Medium Small Micro Enterprise Programme.

Million dollar Post Office to be completed by next year A NEW Post Office costing $1.15 million will be erected on Airport Road in Providenciales on the site of the previous building. This week the former dilapidated facility, which workers claimed was infested with rats and cockroaches, was torn down. The site will soon be ready for construction to commence, according to the Ministry of Home Affairs Transportation and Communication. Among other things, the new Post Office will provide staff accommodation, an increase in the number of mail boxes and immensely improved parking and customer service areas. Minister with responsibility for postal services, Vaden Delroy Williams, commented on the exciting project.

The new facility is expected to be completed by March 2019

He said: “Even though technology has revolutionised communication, the role and importance of postal services to communities have not reduced.” Williams stressed that every week the Post Office receives a considerable about of mail from all over the globe as well as from around the territory. “In this regard, it continues to support commerce, friendships and family relations despite the many challenges faced by staff over the years. “I am therefore very pleased that this project has begun and I look forward to the block laying ceremony in the not too distant future.” In February 2014, disgruntled Post Office workers refused to enter the dangerously run down building on Airport Road in protest against

inhumane conditions. The facility had long been identified as both unsafe and unsanitary and for months the then PNP Government promised to make improvements. However, staff said they could no longer take the lack of communication and inaction from TCIG officials and refused enter the building. They were moved to the Town Centre Mall in Butterfield Square, Providenciales, where they have been since. The office provides services to the general public from Monday to Thursday during the hours of 8am to 4.30pm and on Friday from 8am to 4pm. JaMalCo Limited is the contractor for the new project.

A THIRTY-nine-year-old woman of Five Cays was arrested on Monday (March 5) on suspicion of theft of $3,000. The woman was an employee of one of the IGA supermarkets in Providenciales. Reports are that the woman was taken off her job by police and charged with theft. She was granted bail in the amount $3,500.

Her sentiments came as women across the world were celebrated for their social, economic, cultural and political achievements on Thursday (March 8), International Women’s Day. The day was designated by the United Nations as a moment to commemorate the movement of women’s rights and recognise women’s successes throughout history and across nations. The premier, in a press release issued on Wednesday, said: “On Thursday, we will join the Gender Desk and the rest of the world in celebrating women. “This year’s theme ‘Press for Progress’ is a call for continued action among women to do more and to be more. “Women have made many leaps and bounds over recent years at home and abroad and should be celebrated.” Cartwright Robinson stressed that while the TCI is hailed as a model territory as it relates to gender parity with a recent upsurge in women in high offices of leadership, much is still yet to be accomplished. She said: “We must not be content until every little girl is given equal opportunity to access any office or

make any career choice she wishes to and to be able to enjoy equal pay. “As the daughter of a strong women, influenced by strong women throughout the TCI and especially on the island of South Caicos and raising two strong young women myself, I am indeed honoured to be able to celebrate each and every woman and girl in these Islands and I look forward with great anticipation to the rest of this month. “Throughout the month of March, in honour of our women, as premier, I will host luncheons, participate in sporting events and surprise several of our leading women around the Turks and Caicos Islands. “All ministers of Government will join in celebrating women and we are intent on reaching out to and recognising women who are often overlooked and who have been and continue to be trail blazers.” Women can look forward to several activities which are slated throughout the Islands during the month of March: “March 6, we celebrate the women of the twin islands during a luncheon, “March 13, we celebrate the women of South Caicos during a luncheon, March 17, the Premier’s Office in conjunction with Women in Sports will host a sporting event in the nation’s capital. “On March 21, we celebrate the women of Salt Cay during a luncheon and final activities will culminate with a Celebration of First Ladies on the island of Providenciales.”

Providenciales police are investigating an attempt to set fire to a dwelling with people inside. The incident was reported to 911 operators at 4.32am on March 1. The female complainant reported to police that someone threw a gas tank through her apartment window located on Leeward Highway. The apartment was occupied by the woman and her children, and police have reported that no injuries were sustained by the occupants or the home. They are currently conducting investigations into this matter.

MAN GETS $2,000 FOR WOUNDING

Police have arrested a man South Caicos on Saturday, March 3, for the offence of wounding in connection with a report made. The man was granted bail in the sum of $2,000 and is scheduled to return to the police station in South Caicos on March 7.

TEENAGER CHARGED WITH BURGLARY

On Monday (March 5) a 19-year-old male was arrested and charged in relation to a Burglary report. The man, who remains in police custody, is scheduled to appear before the Magistrates’ Court on March 19.

KEW TOWN WOMAN ROBBED AT GUNPOINT OF VALUABLES AND CASH

Providenciales police are investigating an aggravated burglary that took place on Monday (March 5). The victim who was held up by gunpoint in her Kew Town home was robbed of her handbag, iPhone 8 valued at $1,000, black Samsung phone valued at $250, three passports, other identification cards and an undisclosed sum of cash. The incident took place about 8pm. Police investigations are continuing.

WEEKEND BURGLARS ATTACK PROVO AND SOUTH CAICOS

Bandits have carted off two black flat screen televisions and personal items from a home in Blue Hills. Police reported that the burglary was discovered by the homeowner when he arrived home and noticed the items missing.

A report was made to the police on March 2, and investigations are conducted. Yet another burglary is being investigated by police on South Caicos. Reports are that on March 1, thieves stole five packs of ‘Peal and Seal’ and 19 pieces of wood, value unknown.

POLICE ON THE HUNT FOR CELLPHONE THIEF

Police in Providenciales are investigating a burglary that took place on Wednesday, February 28, at a home in The Bight. According to the police report, a number of electronic items are said to be missing. These are: one black 42 inch Viva television valued at $250, a locked Sprint black Apple iPhone 5 valued at $450, one white and silver Samsung Galaxy J7 valued at $200, one black Samsung Galaxy cellular phone valued at $100 and one Samsung Galaxy Tablet valued at $350.

On Tuesday, February 27, police in Providenciales arrested a 20-year-old man on suspicion of burglary at The International School in Leeward Gates. The burglary occurred earlier last month when several iPads and iPad chargers were stolen. The man is currently in police custody.

Police are also investigating a burglary that took place at the TCI Middle School that was reported on March 1. Missing are a translucent storage bin with a grey lid value unknown, 12 ten-inch Grey Acer Aspire Cloud laptops, valued at $200 each and 12 11 inch white HP XP360 laptops valued at $270 each.

BANDIT CARTS OFF SHEETROCK AND METAL SCRAPS FROM CONSTRUCTION SITE

Grand Turk police are investigating a burglary that occurred on March 1, following a report that a building at a construction site was burgled. Upon arriving at the worksite, the building owner reported to police that he discovered the front wooden door lock broken off. Upon checking the site, the victim found that 12 sheets of sheetrock, valued at $360 and eight pieces of metal strap were missing. Investigations are continuing.

TOYOTA TOTALLED IN TWO CAR SMASH UP

The Royal Turks and Caicos Islands Police Traffic Department is investigating a two-car collision that took place on Monday (March 5). The incident took place on Paradise Road, in the Cooper Jack community at about 5.30pm. Police reported that a silver Toyota Harrier was totally destroyed, while the Honda Civic Ferio car received frontal damage. Both drivers were taken to Cheshire Hall Medical Centre for treatment.

COURT ROUNDUP BY DELANA ISLES GUN-TOTING MAN RUNS AWAY FROM AIRPORT SECURITY

LEIGHTON Dixon, a Jamaicanborn man, was last week remanded to prison by a magistrate after being charged with possession of a firearm with intent. The charge stemmed from an incident where Dixon was found to be in possession of a gun while trying to get past airport security at Providenciales International Airport. Reports are that after the man put his bag through the baggage scanning machine, a security official saw what appeared to be a gun concealed in the man’s carry-on luggage.

When confronted and questioned about the gun, it is alleged that Dixon grabbed his bag and ran through the airport, making good his escape. The police were immediately called in, and after investigations, sought out, arrested and charged the man with having a firearm or an imitation firearm with intent to commit a serious offence. The firearm was never recovered. Dixon returns to court later this month for his sufficiency hearing in the Grand Turk Supreme Court.

MEN DISCHARGED ON MANSLAUGHTER CHARGE Jermaine Fulford Jr and Clayton Morris were on Tuesday (March 6) discharged of manslaughter after a judge determined that there was insufficient evidence to support the charge. Mark Fulford, who represented Fulford Jr, and Lara MaroofMissick, who represented Morris argued before Justice Robert Shuster that the Director of Public Prosecution Jillian Williams did not have enough evidence to convict their clients of manslaughter. The judge subsequently ruled that after having considered all

of the evidence in the police sufficiency hearing bundle, and in particular the findings of the autopsy report, and taking into account written submissions made by Fulford and Missick there is not sufficient evidence to place the matter before a jury. The victim in the case is 24-year-old Julliot Pierre also known as ‘Haitian Fresh’. Pierre was in July 2017 chopped with a cutlass during a fight. He was rushed to the hospital, but later succumbed to his injuries.

IMPRISONED ILLEGAL ALIEN CHARGED WITH RAPE While serving time at Her Majesty’s Prison for entering the territory illegally, a Haitian national was slapped with a rape charge after the victim came forward to police. On March 2, the accused rapist who goes by the name Jeff Kenson was officially placed on remand for the offence by a Grand Turk Magistrate. His case has been sent to the

Supreme Court for sufficiency hearing in early May. The victim is said to be a female Haitian illegal immigrant, and the alleged rape is said to have been committed in 2017. Kenson, who is currently serving a five month sentence at HM Prison for illegal entry, was officially arrested and charged with rape in the prison.

MAN REMANDED FOR VIOLATING BAIL CONDITIONS Dominic Swann has been remanded to HM Prison after breaching his bail conditions. On February 28, Supreme Court Justice Robert Shuster revoked Swann’s bail.

Swann, who is charged with possession of imitation firearm with intent to cause fear and discharging a firearm, will be reapplying for bail before the chief justice.

WOMAN GETS SIX MONTHS FOR COCAINE POSSESSION Alexandra Aquino was last week sentenced by a Supreme Court judge for cocaine possession and intent to supply. Aquino was sentenced to nine

Women face higher unemployment rate BY OLIVIA ROSE WOMEN experience a higher overall unemployment rate compared to men in the Turks and Caicos Islands. This is according to a 2017 Labour Force Survey report released by the Department of Statistics on Thursday (March 8). Though the gender gap in unemployment has decreased significantly over the years, women’s participation in the labour force was lower than men in most of the educational achievement categories, the report highlighted. The statistics showed that the overall unemployment rate for women is higher at 6.4 percent compare to men at 5.7 percent. Men accounted for 53.4 percent of the labour force, while the remaining 48.6 percent were women. “The age group 35 to 44 years accounted for 29 percent of the labour force, followed by 25 to 34 years (26 percent) and the group 45 to 54 years (24 percent). “The labour force participation rate ranged from 36 percent among those with at most a primary school and below education, to 89.4 percent among those with college/university education.” About 25,418 people were in the labour force in 2017. Of this total 1, 530 were unemployed which represented a six percent unemployment rate for the territory. The figures, which were drawn mainly from the Labour Force Survey which was conducted in 2017, cited an overall labour force participation rate at 80.3 percent. However, the unemployment rate for people between 35 and 44 years (34 percent) remained the highest when compared to other age groups of the unemployed.

The department reminded that in accordance with international standards, unemployment is defined and based on three criteria which should be satisfied simultaneously for an individual to be considered unemployed. An unemployed person has to be: “Without work - ie. not in any paid employment or self-employment. “Currently available for work (for paid employment or selfemployment during the reference period or seeking work) ie. have taken specific steps to seek paid employment or self-employment.” The United Nations Economic Commission for Latin America and the Caribbean (ECLAC) gender observatory on International Women’s Day on March 8 said women are discriminated against in the labour force and are concentrated in sectors of economic activity with greater vulnerability to economic cycles. Therefore, they are overrepresented in the informal sector and lack access to services that allow a conciliation of family and work life. The UN ECLAC urged Caribbean and Latin leaders to promote active public policies within the labour

Pastor arrested on suspicion of sexual assault ON THURSDAY, March 1, youth pastor Huntley Forbes Jr, who is also a police constable on the island of Grand Turk, was arrested by police on suspicion of a “serious sexual assault”. He has since been granted bail in the sum of $5,000 and placed on administrative leave by the Royal Turks and Caicos Islands Police Force. The police press office has stated that the entire matter is still under investigation. Due to the intense social media commentary on the issue last weekend Commissioner of Police James Smith thought it necessary to remind the public about the

sensitivity of matters of sexual assault. He stated: “The general public is reminded that all sexual offences or crimes are extremely sensitive in nature, against a female or male. “Please use discretion when commenting on social media, particularly when an individual has been brave enough to report a serious matter to the police. “It can be very damaging to all involved if the identification of the victim is made known and may undermine their willingness to continue assisting police further. “Be reminded that these cases are confidential and can pervert the course of justice.” (Delana Isles)

Man charged for attempted bribery and interfering with justice AFTER weeks of investigations, police have arrested and charged 30-year-old Omar Harvey with a slew of offences. On Thursday (March 8) police confirmed that they have arrested and charged a man (who they did not name) with violent language, attempted bribery, perverting the course of justice in relation to a report made on Monday, February 5. Harvey, whom this publication received reliable information is the accused, was granted $3,000 bail on the charges and will shortly appear in a TCI court. Reports are that Dominic Swann, who is currently incarcerated on remand for a firearm offence, allegedly gave money to others to bribe the virtual complainant in his case. Reports also stated that one of the individuals, whose hands the money was supposed to pass through on its way to the complainant, reported the matter to the director of public prosecutions and the police. This, is it has been reported, led to Omar Harvey’s arrest and subsequent charge. Swann was being represented in his case by attorney at law, Benson Harvey. The lawyer has since recused himself from the case. Swann remains incarcerated after two judges last week revoked his bail after violations of bail conditions were found. Abolish the political parties and unite – PART ONE Dear Editor, I acknowledged the efforts of men and women of the past who fought hard to ensure that the Turks and Caicos Islands was able to have a ministerial form of government in 1976 resulting in the formation of two major political parties in the Turks and Caicos Islands namely the PDM and the PNP (previously referred to as the PNO). However, based on my independent observation, the current two party system is not healthy and suited for these small Turks and Caicos Islands. This two party system has destroyed us a people by creating extensive division among us. If the truth be told, many of us are so blinded by our allegiance to our parties so much in that we are able to justify the actions of the politicians even if it means their actions are affecting us adversely. In the past, we were divided between the Turks Islands and Caicos Islands primarily because the economies of Turks Islands and South Caicos were better than those of North Caicos, Middle Caicos and Providenciales. Providenciales is now the main

economic hub of TCI and so we have seen relations improve among the islands but of course we still have a way to go. I am convinced now that our division in our country is based on the political machinery in TCI and not which island you are from. Almost everything we do in our country centres around blue and yellow. The majority of people we associate with is due to their political affiliation. Families are divided over politics. Families were killed over politics. Friendships are being destroyed. Lies are being told. There is an increase in hatred and jealousy. Supporters of each party think their party is better than the other. They think they have the best idea and if the truth be told, most of us know what is needed for our country but we need to have the right people with a plan to enact what is needed. There are some capable men and women on the PDM ticket and there are some capable men and women on the PNP ticket. They are not better than each other. In fact, there is no philosophical difference between the political parties. This was confirmed recently by leadership of both parties.

So why is it that we cannot get a group of men and women together to lead this country without associating themselves with a political party. In the United States, however, there is a fundamental difference between the Democrats and the Republicans. The Democrats advocate for more government regulations and intervention while the Republicans advocate for a lesser role of Government in the society as the republicans believe government intervention hinders free market. In the business world, corporations have objectives to achieve in order to satisfy the shareholders. A lot of the corporations are headed by a board who appoints a CEO to run the organisation. The CEO is given the objectives and must have a plan to meet the objectives of the board. However, the CEO needs a team that consists sometimes of a financial controller, human resources manager, an operations manager and a sales manager. These jobs are advertised and the CEO recruits his or her master team to work with him or her to achieve the objectives of the corporation. Their performance and the ability to retain their jobs are based on achieving those objectives.

Why can’t we apply the same principles in the administration of the Turks and Caicos Islands Government? Abolish the political parties completely. Yes, as human beings there will be friction but the team knows its purpose and will not be making decisions because of political affiliation but rather based on a national policy plan. We need to develop a national policy plan with a timeframe of completion for the various areas. We will review it and update it every two or three years or as necessary. This national policy will become our objectives like that of a corporation. Have candidates run individually to become the leader of the Turks and Caicos Islands. These candidates must meet a specific criterion to become a leader similar to the criteria that a corporation needs for a CEO. The candidate cannot put himself forward unless he meets the minimum criteria. Next let us have individuals run for ministerial positions namely minister of tourism, minister of education, minister of health, minister of works etc. However, in order to run for these ministerial positions, one must meet

the specific minimum criteria as well. Once the persons put their names together then the people of TCI will vote for whom they think the best candidates are. Alternatively, we can have the leader appoint the ministers based on the criteria established. Yes, initially we will still be caught up with PNP or PDM but eventually it will fade away. Yes, there will still be a little division due to the fact that we are humans but if we are mature enough and realise we can only run if we fulfil the timeliness established in the policy, I think it will unite us overall and the division among us will be alleviated. If the individuals do not achieve the objectives in the national policy plan, they should not be allowed to put their names forward to run in the subsequent election. Of course, the objectives must be measurable and an independent body should assess the fulfilment of the objections prior to any elections. Guns or frustration? RECENT school shootings in the South Florida upscale community of Parkland have reignited gun control issues in the United States. To offer for sale weapons designed for warfare is obviously unnecessary. However, the crime committed at Parkland was caused by the mental imbalance of a former student, not the availability of his weapon. In the first hours after the crime, we watched one government official after another tell the public on US television about their contact with and evaluation of this frustrated youth. As a disturbed student, he told his fellow students he planned to kill them. His ejection from the school amplified his resolve to kill as many as he could. The authorities that came in

contact with him before the crime understood the danger. However, no one did anything. In the aftermath, they told the public they could not act for one reason or another. “Not my job,” they said! Now the US politicians talk about guns? There is serious frustration and mental pain in today’s society. In my youth, we loved, enjoyed and respected life! Guns were easily available but gun crimes from

frustration were almost non-existent. The TCI has strict gun control regulations. Guns are not permitted except with special registration. Registered guns have yet to be involved in the commission of a crime, only self-defence. Despite the TCI’s strict controls, illegal guns are in the hands of criminals who use them to commit crimes in the TCI. In the USA, heinous crimes have included the bombing of the federal

building in Oklahoma - 168 people were killed. A bomb made from common fertiliser was used. At the Boston marathon run hundreds were injured, three killed and 16 lost arms and legs. Two weapons were fashioned from common pressure cookers. Foreign terrorists used commercial jets to kill thousands during 9/11. The bottom line is the US, Britain and the TCI need to study why our societies have moved from the peaceful days of my youth to today’s battlefields that include schools, sports events and everyday use of public buildings and transportation. Ban from the mentally disturbed the weapons of war, yes, but we need to find out why today’s society is producing so my disturbed people. My beloved mother in law was murdered in her home by a disturbed

youth with a kitchen knife. The Middle Caicos policeman knew he was a disturbed youth who committed petty crimes for money. The same policeman ignored the boy’s problem. Chicago, long under the control of the Democratic Party, has the longest list of gun control laws. Last year there were over 600 killings, and 3,000 shootings in this one city. The well protected US politicians and lawyers do not want to face the results of their government giveaways, job killing free trade laws or unlimited abortions that have reduced respect for life and honest work. As citizens of the world we need national and international conversations on the real cause of mental frustration.

The injustice of an ineffective Parole Board – OPEN LETTER TO THE GOVERNOR Dear Editor, After careful review of the parole ordinance I am left with a heavy heart and great concern that the process which was instituted to benefit inmates serving custodial sentences at Her Majesty’s Prison, Grand Turk, is being subverted by the nonchalant approach to the parole process by the very members appointed to the board and others responsible for providing necessary reports. I am of the impression that the board should be meeting at least three times a year. However, for the past five years now the Parole Board has been having one meeting per year and using the tardiness of social services as an excuse not to have the meeting when scheduled. At present, there are 17 inmates eligible for parole. My name along with George Munroe, Louis Francis and at least two others should be at the top of the list but have been mysteriously left out. On Friday, February 16, the board scheduled to meet and consider six applicants, leaving 11 eligible inmates wondering when the next meeting will be held and hoping it will be before next year February. Meanwhile every month other inmates will become eligible and are left wondering when or if their applications will be heard. During the last year ten or more eligible inmates completed their sentences without ever having their parole applications heard which I think is a violation of their constitutional rights. Among the inmate population there is a fear of victimisation, which is why there are not more inmates speaking out about the advantage that is being taken of us. However, I feel that to not let my voice be heard would be a greater of injustice and counterproductive to all I’ve been working towards for the past ten years, and indeed all we as inmates work towards. Personally, and as a population of inmates, we feel that the Parole Board is

functioning neither effectively nor efficiently and is in fact in jeopardy of being in violation of serious constitutional infringements. Please sir, I do not want to be misunderstood, even though mine is the only name affixed to this letter; I am only the voice speaking out in conjunction with other inmates who find themselves in similar situations. After serving ten years of a 20 year sentence with three years left to completion. I’ve gone from sleeping the first year away to teaching computer applicants/ applications and serving meals simultaneously for four years then moving to maintenance where I’ve been called to do everything, from running telephone and cable wires to draining the sewage system regularly. I was denied parole without explanation in 2016 along with Louis Francis and George Munroe and we all should have been called back for reconsideration last year but we were not recalled at the only meeting in January, 2017. So, the systems that are supposed to motivate inmates to be industrious and better themselves while serving their sentences are nonfunctional despite continual prompting and admonitions from the prison information desk (PID). In addition, my earning potential ended after my second year, so for the past eight years I’ve been earning nothing in working with a hope for parole as is the case with all inmates serving any sentence more than two years being that our release allowance stops at $750 and the greatest earning potential is set at $2 per day. Again, after careful review, we are of the opinion that there has been a serious misinterpretation of the present ordinance in reference to inmates release allowances and relationship to and inmates earning potential for certain works performed. Morale within the inmate population is very low and our collective belief is that while

the parole ordinance is clear on procedure and the criteria for eligibility, the board seems to be continually getting misconstrued and these should be misconstrued and there should be a review or inquiry into the parole process. Prison has become a place of punishment only where inmates are being harassed instead of rehabilitated, and those with the desire to change are left to motivate themselves and find their own way out of the revolting doors; instead of being an effective institute for skills training and crime prevention. We know sir that the prison comes under one of the Government’s ministries, however we are also well aware that the governor has oversight of the prison. Myself along with several other inmates have long met the criteria for parole. We have been industrious, of good behaviour and have earned responsibilities integral to the daily smooth operation of the prison. Yet there is no recompense and no programmes to motivate inmates towards reforming themselves. It is a sad state of affairs, we find ourselves in here at HM Prison Grand Turk as inmates, therefore we are left with no other recourse but to bring our plight ultimately to you, the governor of the Turks and Caicos Islands, and appeal to the humanitarian we believe you to be while simultaneously notifying the Premier Sharlene Cartwright Robinson, Delroy Williams Minister of Home Affairs, Sabrina Green, Commissioner of Human Rights Commission, and Leo Missick, chairman of the visiting committee of our concerns. - or how I became a regular churchgoer I SHALL be the first to admit that I am probably not God’s gift to religiosity, for although I am (at least on paper) a baptised Lutheran (as a result of having had staunchly Lutheran, maternal grandparents), have a son who was baptised in the Catholic church of Providenciales and can boast an ancestor who built one of the oldest Frisian churches, that is where my religious credentials begin - and end. My late mother, while certainly professing to be spiritual and having faith, always remained very private on the matter and my recently departed father was, at best, a self-proclaimed agnostic. Neither were regular churchgoers, except for weddings, funerals and the main Christian celebrations. My first contact a with a ‘regular’ religious (Anglican) upbringing came during my childhood years in Antigua, in the 1970s. Every morning, after the flag was raised to the tunes of God save the Queen, a few pieces of scripture were shared with us and on one morning of the week (if I remember correctly it was Thursdays) we would be handed a ‘search the scriptures’ slip which would contain a verse from the Old or New Testament. Later that day or the following day we would then have to tell the class what the verse was all about. As English was, at that time, still a very foreign language to me, my Antiguan teachers (who took pity on me) were always very kind to let me muddle through my verses as best I could or simply made me read something from a German Bible, which they found terribly entertaining and exotic - for want of a better word. Saved by the Luther bible, you could say. Never mind - it did the trick. Once I had moved to the Turks and Caicos Islands (late 1989), I made a genuine effort to visit most of churches in Providenciales - some more often than others. However, a regular church goer, I hasten to add, I was not. Fast forward to late 2016. In the summer of that year I had moved from Grand Turk to Salt Cay. After a few initial months of finding my feet and getting to know the residents, both native Salt Cay islanders and expats or winter residents, I decided to visit the island’s churches. There were four active churches in Salt Cay in 2016, the Anglicans, Methodists, Baptists and the Church of God of Prophecy. I must confess that while the first three aforementioned were familiar to me, I really had no exact idea of what the latter was all about. That was about to change - as a result of the purchase of a loaf of bread. If you live in Salt Cay and you happen to like fresh bread, then you know that THE place to buy fresh bread (on a Saturday) is at ‘Ms Netty’s’. And yes, her bread is truly superb!

On one such occasion, Ms Netty (also known as Pastor Antoinette Talbot) said to me: “Why don’t you come to church on Sunday?” I confessed that I wasn’t much of a churchgoer. “Can you sing?” was the subsequent question, and almost tempted to say “is the Pope Catholic?” (I didn’t!), I found myself seated in the front row of the Salt Cay Church of God of Prophecy, pastor Talbot at the pulpit, the following day. From that day on, you could say, I haven’t looked back. What makes Pastor Talbots services special? My deduction is that it is a mix of predictability and surprise. Predictable because there is a specific ritual performed that will not change, such as the opening hymn, which always is, ‘To God be the glory, great things He hath done,’ hymn number 18. Singing is definitely an integral part of the proceedings. But there’s more to it. Often taking a pause from playing the keyboard (Pastor Talbot is a very good, self-taught player with a beautiful singing voice), she will share a story about something she has experienced or witnessed with the congregation to illustrate a biblical theme. This makes her service genuine and constructs a connection to everyday life. Another endearing aspect of Pastor Talbot’s services is encouraging members of the congregation to suggest hymns they’d like to sing or recite a favourite Bible verse. On that note, I’ll conclude this, slightly atypical column, with the one verse I do remember from my Antigua childhood. This one’s for you Netty: “Finally, brethren, whatsoever things are true, whatsoever things are honest, whatsoever things are just, whatsoever things are pure, whatsoever things are lovely, whatsoever things are of good report: if there be any virtue, and if there be any praise, think on these things.” Saint Paul to the Philippians (chapter 4, verse 8).

Imports up 11% but exports decline 48.5% BY OLIVIA ROSE A STAGGERING $432.6 million has been spent on merchandise imports in 2017. This is according to a merchandise trade report released by the Department of Statistics on Thursday (March 8). The report, which highlighted the merchandise trade performance for the fiscal year 2017-2018, showed that merchandise imports continued its role as the main recurrent revenue earner for the Turks and Caicos Islands. With more than 90 percent of total imports arriving from the United States and more than 85 percent of exports being shipped there, the US continues to be the Islands’ main trading partner. The preliminary information from the Treasury reveals that for the first nine months of the fiscal year duties from imports decreased by 11.1 percent to $46.7 million when compared with a growth rate of 3.5 percent for the nine months of the 2016 imports’ value. Last December the department

predicted a 10 percent increase in imports, given the impact of the two hurricanes in September which affected all sectors of the economy. “For the period January to December 2017 import duties was $64.2 million when compared to $69.1 million for the same period in 2016. “Customs processing fee was $30.7 million when compared to $28.5 million in 2016. “This shows a decline of seven percent in import duties and an increase of eight percent in customs processing fee.” However, in stark contrast to the territory’s imports, the exports of merchandise goods totalled some $2.3 million at the end of 2017 compared to the $4.5 million at the end of 2016. This represented a decline of 48.5 percent or $2.2 million in total exports over the recorded value in 2016. TRADE DEFICIT The report stated: “A merchandise trade deficit of approximately $430 million was recorded during the calendar year of 2017.

NHIP must make changes to its system Dear Editor, The office of the National Health Insurance Plan (NHIP) needs to STOP acting as if it is the Immigration Department of the TCI when it comes to enrolment of prospective contributors, most especially newly employed individuals to their health scheme. Too many new hires must instantly be terminated from their new jobs because although they have copies to prove their legal status, the original documents are either sitting in TCI Government offices or in the UK passport office and because of this NHIP denies their application for enrolment. Come on NHIP officials, NHIP has been in operation for too long for you not to have already formulated a plan for prospective contributors to prove their legal status even if they are not in possession of their original documents due to proven circumstances beyond their control. Employment of Turks and Caicos Islanders and legal residents alike should not be

hindered because of NHIP officials and the Ministry of Finance’s, under which it falls, lack of vision to address this issue. People are unemployed and they need to work, and when they are lucky enough to get hired NHIP is refusing to accept their new enrolment applications because they are not in possession of their original documents. Come on, this must change and change IMMEDIATELY, as too many persons must be instantly terminated because the CEOs and the ministry responsible have been unable to come up with a workable solution to this vexing issue that is causing many TCI Islanders and legal residents to remain jobless, hence without medical coverage. Don’t you know, the more persons you deny enrolment to the scheme, the more it costs tax payers when they become sick, as we, the working class, are the persons who foot their bills. Imports in the Turks and Caicos Islands

“This was roughly 11.7 percent or $45 million above the deficit for the corresponding period of 2016.” It was explained that the increase in the deficit is mainly as a result of a slight increase in the value of imports when compared to a significant decline in the value of exports. “As with previous years there were negative balances on all categories of goods.” The decline in import duties is partly a result of the duty concessions granted by the Government to residents and businesses to help ease the strain of the process of rebuilding. The department in December 2017 stated that it is likely that the trade imbalance will continue to increase in the foreseeable future. This is due to the current projected growth in the construction sector of

the TCI economy, as a result of the rebuilding exercise currently taking place and the attraction of new direct investment opportunities coupled with the lack of a more diversified group of exports. Under the United Nations Statistical Office (SITC) classification food and live animals were the largest source of imports during the period under review. Despite this food imports saw a downturn by three percent, while inedible crude materials increased by 38.9 percent. Machinery and transport equipment were the second largest expenditure. “Machinery and transport equipment increased by 23.5 percent, imports of beverages and tobacco recorded a decrease of 2.8 percent during the 2017 calendar year while

mineral fuels, lubricants and related materials increased by some 15.5 percent.” This undoubtedly reflects the significant increase in used motor vehicles from Asia. “Motor vehicles imports at the Grand Turk Port increased by 10.6 percent whereas motor vehicles to the Providenciales South Dock Port decreased by 0.3 percent.” Despite the TCI’s present status as an associate member of Caricom, the territory has not fully embraced and the trade regime established by this organisation. The report pointed out that although the Turks and Caicos Islands is permitted to trade with all countries except those listed as restricted, there continues to be poor trading arrangements with its Caribbean counterparts and other countries outside of North America. The Department of Statistics attributed the poor trading arrangement to indirect shipping links with these countries. However, the goods imported from Caricom countries shows a significant increase of 10.9 percent and accounted for $27.9 million or 6.4 percent of the total import bill. “The Bahamas continue to be the main Caricom country that the TCI trades with and represents the second largest contributor to the TCI merchandise imports bill, accounting for 6.4 percent of the total imports.”

Post Cabinet statement GOVERNOR John Freeman chaired the fifth meeting of Cabinet on February 28 at the Hilly Ewing Building in Providenciales. All ministers were present except the deputy premier and the minister of home affairs, transportation and communication. At this meeting Cabinet: -Noted the final report of the recently completed Statutory Body Review which was to be released at a joint press conference by the governor and the premier on March 1. The governor and ministers planned to meet with the relevant statutory bodies for which they are responsible to discuss the report with them. -Noted and proposed amendments to the Fiscal Strategic Policy Statement 2018/2022 for forwarding to the UK government for approval. -Advised the governor to approve, subject to amendments being made, the Micro, Small and Medium Enterprises Development (Amendment) Regulations 2018 and the Micro, Small and Medium Enterprises (Amendment) Ordinance 2018 for forwarding to the House of Assembly for approval.

-Noted the financial performance of the TCI Statutory Bodies for the period October to December 2017 as set out in the 3rd Quarter Financial Report submitted by the accountant general in accordance with Section 148 (1) of the Public Finance Management Regulations. Cabinet expressed concerns about material inaccuracies in a number of reports submitted by the statutory bodies and noted that a meeting was being arranged with the accounting officers of the statutory bodies to address this and other issues. -Advised the governor to grant approval for the execution of Contingency Warrant No 5 in relation to post hurricane expenditure which is to be submitted at a subsequent meeting of the House of Assembly. -Advised the governor to approve for forwarding to the House of Assembly requests from various applicants for the waiver of customs storage fees to the amount of $65,287 for the Financial Years 2016/17 and 2017/18 in accordance with Section 51 (1) of the Public Finance Management Ordinance. -Noted the recommendations in a report by the Integrity

Commission on revisions to the allowances of the speaker and other members of the House of Assembly. -Noted that a draft memorandum of understanding between TCIG and Carnival Corporation for the management of the Infrastructure Improvement Account was currently under consideration by Carnival Corporation. -Noted the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012 as follows - TR17/7 National Physical Development Plan; TR17/29 Supply of mobile lighting to the TCI Ports Authority. -The governor drew attention to a number of issues that he had raised with members of Cabinet in relation to the provisional warrant which Cabinet had approved ahead of the budget being laid. -Discussed banking and clinical services on North Caicos and banking services on South Caicos. -Was informed by the minister of tourism, environment, heritage and gaming of a forthcoming public auction of seized vessels. Digicel gets 50 year licence to install underground cables BY OLIVIA ROSE DIGICEL has been granted a 50 year licence to install its underground fibre optic cables in a bid to upgrade and improve its network services across the territory. According to a post Cabinet statement issued on Thursday (March 8), the company will be able to put in its cables along specified blocks of Crown land in Providenciales and Grand Turk. The aim is to fix and improve its telecommunications infrastructure following extensive damage caused by hurricanes Irma and Maria. Digicel’s marketing executive Romello Williams told the Weekly News that work has already commenced to offer customers faster internet and cable speed. Telecoms towers in Blue Hills and the Bight have been switched over to Long Term Evolution (LTE). Williams said: “Our robust deployment plan will see upgraded sites across the TCI, with Kew Town, Five Cays and South Dock next in line for the LTE switch over.” As part of the mobile network upgrade, LTE will also be available to customers in South Caicos, Salt Cay and Grand Turk. On February 1, the company announced a whopping $15 million investment to deliver enhanced quality services to the public. Part of the telecoms firm’s myriad of ambitious plans is the ‘Fibre to the Home’ project.

Construction workers start trenching for underground fibre optic cables

Fibre optic cables will be connected directly to the customer’s homes, which is expected to boost internet speeds. With additional coverage sites to further enhance network reliability and coverage, everyone will experience faster data speeds. Williams pointed out that for the first time the core of Digicel’s network will run underground to future-proof it against natural disasters and ensure faster recovery times. Direct burial underground fibre optic cable will allow the company to put its communications and

transmissions systems underground without requiring additional protection. These sturdy cables are built to resist moisture, heat, soil acidity and other environmental factors such as hurricanes that could interfere with their performance. Fibre optic cables provide reliable performance for voice, data, video and imaging applications. Williams said: “Digicel will also be updating its TV channel lineup in Grand Turk to reflect what is available in Providenciales and the Play service upgrade is expected to be completed within five months.”

Gov’t to intensify enforcement of no public smoking law BY OLIVIA ROSE OWNERS of restaurants, bars and hotels and those involved in the sale of tobacco products are being urged to attend sensitisation sessions on the Tobacco Control Ordinance. The Department of Mental Health and Substance Dependence within the Ministry of Health will be hosting two meetings to educate the public on the law. The ordinance made public places in the Turks and Caicos Islands smoke free after coming into effect on April 1, 2016. The department in a press release this week said that in an effort to protect the health of the public, there will be increased enforcement in this area. “Therefore, it is imperative for the public to equip themselves with information so that they are not found in conflict with the law,” the Department reminded. The meetings will be hosted in Grand Turk on March 15 at 10am at the Salem Baptist Church Hall and in Providenciales on March 16 at 10.30am at the Department of Planning, Emily’s House, Leeward Highway. Under the law smokers could receive a hefty fine or imprisonment if they smoke in public places. The ordinance states: “A person shall not smoke or hold a lighted tobacco product in an enclosed public place, enclosed workplace or public conveyance.” The ordinance also bans smoking in government buildings and vehicles, public parks, hospitals and medical facilities, restaurants, public lounges and canteen areas, cinemas, areas for public transportation, corridors,

toilet areas, stairways and elevators. As well as hotels, motels, inns, vehicles used for public transportation, schools, meetings and interview rooms, shops and shopping centres, bars, pool halls, clubs and casinos, reception rooms, lobbies or areas where the public have access. According to the law anyone who breaches this ordinance is liable on summary conviction to a fine up to $5,000 or a term of imprisonment up to two years. “A manager, owner or lessee who consents to the smoking commits an offence and is liable on summary conviction to a fine not exceeding $3,000 or a term of imprisonment not exceeding 18 months. “A person who wishes to smoke may smoke at least 35 feet beyond an enclosed public place or any place previously listed.” The department also advised business owners or managers of outdoor bars or outdoor restaurants that an application must be made first to designate an outdoor smoking area. “All outdoor smoking areas must be in line with the Tobacco Control Regulations and approved by the Environmental Health Department and the Planning Department.” Tobacco use is the second leading cause of death globally and is one of the main risk factors for chronic diseases, including cancer, lung diseases and cardiovascular diseases. This law is part of the Ministry of Health’s ongoing efforts to mitigate against the harmful effects of second hand tobacco smoke and to ensure that the health of the general population is being preserved.

Make the choice to live better, say health bosses Holocaust survivor BEING healthy is a choice that everyone can make, according to health officials this week. The message came as the international community celebrated World Kidney Day on Thursday (March 8). Aldora Robinson, Director of Health Promotion and Advocacy Unit, said: “We have a choice. And we should all make the choice to live healthier. “Choose to exercise, choose to drink more water and less sugary drinks, choose to eat less processed foods. Let us as a nation be healthier by choice.” Chronic kidney disease is a public health problem worldwide with kidney failure and premature death being the main adverse outcomes. This year, the main focus of World Kidney Day is on women and chronic kidney disease. Currently, the disease is the eighth

leading cause of death in women. Each year approximately 600,000 women die. Studies have shown that it is more likely to develop in women when compared with men, with an average prevalence in women of 14 percent when compared to 12 percent in men. About 195 million women worldwide are affected. Edwin Astwood, Minister of Health, Agriculture, Sports and Human Services, voiced his concern about the prevalence of the disease. “There has been an increase in the number of dialysis patients and we must act,” he said. “There are many reasons for the increase, including greater levels of obesity, increased numbers of diabetics requiring dialysis and this calls for concern. “We must change our behaviour and live healthier lives.” The Ministry of Health,

Agriculture, Sports and Human Services hosted various activities leading up to World Kidney Day with more continuing throughout the month. A press release from the ministry said: “Keeping fit reduces high blood pressure, diabetes, obesity and other noncommunicable diseases, two of which are the leading causes of kidney disease. “Go for a walk, swim, run, go play your favourite sport, walk the dog or take the stairs - get moving. “Take a picture of yourself in action. She is close to 90-years-old and although she is very sharp mentally, reliving the terror and the embers of hope that burned throughout the years of degradation and starvation requires almost superhuman energy. “It is therefore a tremendous honour and privilege that we will be having this unique opportunity to host her.” Schloss, who was Anne Frank’s childhood best friend growing up in Amsterdam before the war, became

The talented youth of RGHS wowed the crowd last Saturday evening

RGHS brought and showed the love last weekend AFTER weeks of balancing exams and preparing for the ‘Show the Love’ fundraiser, 15 Raymond Gardiner High School students took to the stage of Brayton Hall on March 3. North Caicos District Commissioner Cynclair Musgrove, who engineered the whole concept of taking the annual talent show on the road, said that it was evident that no one expected the degree of professionalism and passion the young talented artists displayed last Saturday. “The students left the audience wanting more, from their rousing introductions after being escorted on stage by the Lunka Boys junkanoo group, to the electrifying medley of contemporary songs played by the accomplished band, to the powerful

solos and duets and group items.” She said their performances were enhanced even more by former students who returned to where it all started for them. They were Indra Harvey, saxophonist MJ Lewis, and Brentford Handfield who teamed up with his teenage son in their popular Sax o’ Pan Serenades, and Wenty Rigby the Saw Man. Two internationally acclaimed guest artists, Rah the Entertainer and Noel Browne put the icing on the musical cake. Not to be outdone, the auction items displayed by art and woodwork students were of such a high quality that bidders enthusiastically selected pieces just to support such incredible works of art.

Musgrove said that the students were also thrilled to have Governor John Freeman stop by en route to another engagement. In brief remarks, he congratulated the talented students and wished them well. Ministers Ralph Higgs, Akierra Missick, Josephine Connolly and Speaker of the House of Assembly, Dwayne Taylor, along with many North Caicos natives and friends vigorously cheered the young talents as they stepped out of their comfort zone. Musgrove said that the students so impressed everyone present that a few of the attendees who were given complimentary tickets actually paid for them afterwards. Furthermore, those who did not make it out for reasons beyond their

control called to give their $50, while some others supported the fundraising efforts of the students and gave up to $100, Musgrove said. “The regret of missing such a highly talked about show was palpable.” She said that the fundraiser was born from the collaboration of the RGHS students led by Briann Gardiner and Astacio Ariza whose vision it was to give the hurricane damaged Horse Stable Beach Community Centre a much-needed facelift. Hurricane Irma Relief Turks and Caicos (HIRTAC) Foundation, a non-profit organisation that is made up mainly of Turks and Caicos Islanders based in the UK, teamed up with the industrious youth to provide

funding. Two members Gemma Arthur and Sophie Newstead were present to support the ambitiously gifted students. Mark Pankhurst of Friends of the Arts and Anthony Wilkinson vice principal of British West Indies Collegiate were major supporters of the show. Other sponsors were Caribbean Cruisin, SIXT car rental, Ports of Call Resorts, the Hartling Group, Spence Security, RTCPF, Graceway Supermarkets, FORTIS, FLOW, Provo Water, Lew Shipping and MV My Girl Ferry. Quality education is powerful, says minister EDUCATION minister Karen Malcolm gave a rousing speech at the launch of TCI’s annual Education Week. She said that quality education is an effective means to fight poverty, build democracies, and foster peaceful societies. The opening of the 2018 activities took place at Calvary Baptist Church in South Caicos. Malcolm told attendees that the week offers an opportunity for all TCI residents to celebrate the important role that education plays in promoting equity, the achievements of students and the invaluable work of educators. She began her speech by quoting Christine Gregoire, who said: “Education is the foundation upon which we build our future.” “For this reason, when laying a foundation, one must put in place the essential elements which will

cement the goals we have for our vision,” Malcolm said. “I am not a building contractor, but I can appreciate the value of a good foundation. “Hence, I am determined as the minister of education to further steer the construction of the right education system for this country.” She thanked her predecessors who “have all made significant contributions to the development of education in this country”. The theme for this year’s Education Week is, ‘Quality education for lifelong learners’. “Quality education is an effective means to fight poverty, build democracies, and foster peaceful societies,” the minster said. “Quality education empowers us as individuals, it gives us a voice, unlocks our potential, opens pathways to self-actualisation, and broadens perspectives to open our

minds to a pluralist world. “Based on this definition of a quality education, our country is still working on those objectives and I believe we are making good strides.” She explained that just over a week ago, the ministry launched the Education Sector Plan and the Alternative Education Policy. Another new policy that is currently being implemented is the Special Needs Policy. “Through these policies and other programmes, we are building the education sector in a manner which allows us to develop students and young adults who are confident, goal-oriented and lifelong learners. “We are educating our students to leave school with more than skills or knowledge to gain a job. “Instead, we are empowering them to dream about the future, a future where they can be more than

a blue collar or white collar worker, but a future as an employer, the owner of business where they will be employing other persons.” A lifelong learner has the vision to adapt to changes and be open minded to different cultures and beliefs, she said, but still able to hold fast to the principles engrafted in them by their parents and teachers. “Remember, this is a partnership between Government, teachers, parents and students. Each person must play their role in developing lifelong learners. “I want all parents to be real partners in education with their children’s teachers, from cradle to career.” She stressed that in this partnership, students and parents should feel connected and teachers should feel supported. “When parents demand change and better options for their children,

they become the real accountability backstop for the educational system. “However, we cannot set objectives without equipping the stakeholders with the tools to achieve them.” Malcolm said that she is committed to providing the necessary resources needed to not just deliver a quality education, but to send lifelong learners into the global village. “As Minister of Education, I am dedicated to the promise of my Government and ministry officials to provide quality education for every learner. “All children deserve to be given access to quality education without any compromises. “We were able to put children back in the classrooms, during this country’s most challenging times because it is our obligation to prepare our children to change the world.”

Bahamas churches propose marriage controls THE Bahamas Christian Council this week released its proposal for a companion bill to the Sexual Offences and Domestic Violence Act that seeks to establish another advisory council to set rules for Bahamian marriages, legislate counselling and effect tax incentives for married couples who live together. The BCC withheld its position on whether it would support proposed amendments, which would criminalise marital rape, until after the final bill is presented by the government. However, legal counsel Michael Allen explained there has been a general consensus from the body on the need for a legislative approach to abuses that can occur within a marriage. Mr Allen said the council’s concerns centre on proving the abuse, and the strength and range of penalties; he added the council has suggested the sentencing tribunal is afforded the full range of options from counselling to life imprisonment. It was also suggested the intervention of the attorney general in these matters be dropped, with an exception for cases involving people under the age of 21. public education on marriage and family life, and the creation of a guide for marriage preparation that will be used by marriage officers to determine the eligibility of engaged couples. It gives marriage officers the right to refuse to marry people if they are “not satisfied” both parties have been adequately prepared for or understand the contents of the marriage guide, adding the officer did not have to provide any explanation for his refusal. However, the bill notes this section does not apply to the marriages of non-residents of the Bahamas. Bishop Fernander restated the council’s stance against all forms of abuse, but underscored it was a societal obligation to “fix some of the ills” that have been illuminated since the marital rape discussion was put back in the spotlight. “We believe what was being presented to us (by government) was a law to fix marriages that were

being challenged. “We believe as the church we are mandated to do that which is necessary to strengthen Godordained marriages,” Bishop Fernander said, “to put those marriages in a position that they will never have to go before the courts, never have to fall into these categories if it is that the church can help in that regard.” The Sanctity of Marriage Bill introduces a “marital duty of care”, an obligation for married couples to treat each other with due regard, care and respect in an understanding manner, demonstrating a commitment to the welfare and meeting the needs of the other party as they would reasonably “wish” to be treated. An aggrieved spouse under this section can then apply to a magistrate for an order mandating the pair seek marriage and family counseling, pay fees, and reappear to provide evidence of compliance with that order.

US denies interference in Antigua-Barbuda elections Hard on the heels of alleged attempts by the Sandals Resorts group to influence the March 21 general election in Antigua and Barbuda comes a request from the US embassy in Bridgetown, Barbados, for formally accredited diplomats to “observe” the polling, but the US State Department has denied that this represents interference in the country’s elections. In a diplomatic note dated February 27, 2018, to the government of Antigua and Barbuda, the embassy requested that Julie Limoges, foreign service officer in the Political and Economic Section, be given formal accreditation to act as an observer in the general election. In an unusual twist, the embassy also sent a copy of the diplomatic note to Loma Simon, the supervisor of elections in Antigua and Barbuda, who has no diplomatic standing whatsoever. The foreign ministry responded to the embassy, pointing out that the elections will be observed by three multilateral organisations: the Commonwealth, the Caribbean Community (CARICOM), and the Organisation of American States (OAS). The United States is a member of the OAS. However, the ministry said, if the US government wishes to send its own independent delegation to observe the elections, the government of Antigua and Barbuda would facilitate such a delegation subject to the normal formal agreements covering the arrangements for such observation. The government of Antigua and Barbuda said it would discourage official observation of the elections by any embassy accredited to Antigua and Barbuda, since this could lead to requests from all of them, rendering the process unmanageable. Should the US government wish

to send a delegation, other than embassy personnel, to observe the elections officially, the government of Antigua and Barbuda added that it would be pleased to enter into an agreement with the US government for that purpose. A State Department spokesperson for Western Hemisphere Affairs said that the US government regularly monitors national elections, both independently and in support of the OAS and other international organizations. “Observing elections is a core function of embassies around the world. To give a few regional examples, the US government requested official observer status for the 2016 Saint Lucia elections, the 2015 St Vincent and Grenadian elections, and the 2015 St Kitts and Nevis elections. The United States government strictly acts as an observer in these elections and in no way interferes in domestic politics. Likewise, the US government has welcomed various observer missions for US elections, including the OAS in 2016,” the State Department said. However, in response to the point that a diplomat accredited to the country in which the “observed” elections are being held enjoys certain immunities not conferred on “normal” election observation missions, the State Department merely noted that the US Embassy to Barbados, the Eastern Caribbean and the OECS is duly accredited to Antigua and Barbuda, Barbados, Dominica, Grenada, St Kitts and Nevis, Saint Lucia, and St Vincent and the Grenadines. “US diplomats assigned to the embassy carry out their duties in these countries in accordance with their responsibilities under international law and consistent with established diplomatic norms,” the spokesperson said.

BVI governor calls for return of Irma evacuees FINANCIAL services workers who were evacuated from the British Virgin Islands after last September’s hurricanes should return there by the end of March, BVI Governor Gus Jaspert said last week during his Speech from the Throne. With many law firms and other financial services companies in the BVI also having offices here, at least 170 evacuees travelled to the Cayman Islands after Hurricane Irma devastated the BVI on Sept. 6, destroying an estimated 80 percent of the homes there. Government was not able to

provide numbers on how many evacuees were still in the Cayman Islands before this issue’s press deadline, but several were at a financial services conference at The Ritz-Carlton on Friday. One displaced worker said he was unaware of Mr. Jaspert’s statements, but that he already plans to return to the BVI on March 23. The displaced workers were granted temporary work permits to continue carrying out BVIrelated business while living in the CI, and the BVI government passed the Financial Services

(Continuity of Business) Act, 2017, which allowed BVI businesses to temporarily relocate outside of the territory. The Financial Services (Continuity of Business) Act, 2017 expires on March 31 unless the BVI government makes an order to extend it. If businesses stay outside the BVI after the expiration date, they will be deemed to have left the territory permanently, the legislation states. Mr. Jaspert said he believes that conditions in the BVI are such that all evacuees can return.

$90 million approved for CLICO payouts in Barbados THOUSANDS of policyholders of CLICO International Life Insurance Company Limited and British American Insurance Company, which went under a decade ago, are closer to receiving their long awaited settlement with the Senate’s approval this week of over BDS$90 million (US$45 million) to meet the payments. Government Senator Dr Esther Byer-Suckoo, who introduced the measure, said Barbadians who have been awaiting a payout for several years, could finally breathe a sigh of relief. “I know many Barbadians would like to see this come to an end. Many of them are quite anxious, and up to this weekend someone asked me how soon this matter could be resolved because she wanted to leave something for her grandchildren,” Byer-Suckoo told the Upper Chamber, as legislators from all sides welcomed the move to settle the debt. Bahamas minister says government working to eradicate shanty towns WORKS Minister Desmond Bannister said the government is working to fully “eradicate” shanty towns, focusing on clean up and removal as opposed to regulating these areas. Mr Bannister’s comments came days after a massive fire ripped through sections of The Mud shanty town in Abaco for the second time in about five weeks. More than 30 homes were razed. Local officials and residents told The Tribune the community is under constant threat from fires and environmental hazards borne by illegal building practices. The Carmichael MP, who spoke to reporters outside of Cabinet on Monday morning, said despite calls for true regulation, the government has not relented on its mandate to “get rid” of shanty towns. Mr Bannister said: “So there is no question of regulations. We are looking to get rid of them as the prime minister has indicated and there was a view when we went to Abaco, some of you went to Abaco with me, you saw some of the things that is happening there; we need to get rid of those shanty towns.” Referring specifically to The Mud, Mr Bannister also said: “That area that was burnt, the Ministry of Public Works will fence that off, clear that up and create a green space and we will continue to get rid of shanty towns.” Mr Bannister said officials have

The event was attended by Premier Alden McLaughlin and Speaker of the House McKeeva Bush, as well as Deputy Governor Franz Manderson, senior civil service leadership and a number of other Legislative Assembly members. Shortly after her arrival at the Island Air facility, Speaker Bush told Governor Kilpatrick that he would not have minded her staying in the Cayman Islands after her term in

THE Jamaica Labour Party (JLP) has retained the St Andrew North West seat, following their candidate’s resounding victory in Monday’s byelection in the constituency. Preliminary results show the JLP’s Dr Nigel Clarke receiving 61 per cent of the vote (4,448 votes) to the People’s National Party’s (PNP) Keisha Hayle’s 39 per cent (2,812), to take over as MP for the area that had been represented by Derrick Smith since 1989, until his recent retirement from politics. The economist and businessman’s win maintains the JLP’s 3330 majority in the House of Representatives. “Today, as elected Member of Parliament by the democratic will and choice of the people of St Andrew North Western, from here on I devote my energies, my skills and my talents, towards advancing the interest of the people of the constituency,” he said after being declared winner. Florida lawmakers pass bill that would allow school staff to carry guns THE Florida House on Wednesday passed legislation that would impose new restrictions on firearm sales and allow some teachers and staff to carry guns in school. Spurred by the February 14th school shooting in Parkland, the Marjory Stoneman Douglas High School Public Safety Act passed 6750. It now goes to Republican Gov. Rick Scott, who has 15 days to sign it. The bill evolved over 10 days of impassioned, often contentious debate in Florida’s majority Republican House and Senate, as lawmakers rushed to pass something before the legislative session ends on Friday. For some shooting survivors who wanted an assault weapons ban, the measure didn’t go far enough; for some Republican lawmakers who opposed stricter measures on gun ownership, it went too far. Scott expressed reservations about provisions to arm personnel and institute a three-day wait period to buy guns. Earlier Wednesday, he vowed to review the bill “line by line” before signing it. “The group that I’m going to be talking to -- the groups that I care most about right now because it impacted them so much -- is the families,” Scott said. Myanmar’s Suu Kyi stripped of human rights award Aung San Suu Kyi, who was once a darling of the international human rights community, has been stripped of another prestigious honor over ongoing violence against Rohingya Muslims in Myanmar’s Rakhine State. The US Holocaust Memorial Museum announced Wednesday it was rescinding Suu Kyi’s Elie Wiesel Award, which they presented to her in 2012. In a letter to the beleaguered leader, museum director Sara Bloomfield insisted they “did not take this decision lightly,” but were compelled to act in light of mass displacements and killings attributed to the country’s security forces. While Suu Kyi’s political influence in Myanmar is limited under a power sharing agreement with the military, she has been widely criticized for not taking a stronger stand in support of the Rohingya following mass displacements and disproportionate violence, particularly given her global standing. “As the military’s attacks against the Rohingya unfolded in 2016 and 2017, we had hoped that you -- as

White House claims Trump won porn star’s suit in arbitration THE White House says President Trump won an arbitration case against a porn star ready to go public about their alleged months-long affair — but her lawyer says the claim is fake news. Press Secretary Sarah Huckabee Sanders declined Wednesday to provide additional details and deflected questions about adult film actress Stormy Daniels, who is suing to invalidate a nondisclosure agreement. “Look, the President has addressed these directly and made very well clear that none of these allegations are true,” Sanders said. Trump has not publicly addressed the alleged illicit dalliance. “This case has already been won in arbitration and anything beyond that I would refer you to the President’s outside counsel,” Sanders added. Trump’s longtime lawyer Michael Cohen, who has said there was no affair and that he paid the porn actress $130,000 out of his own pocket, did not respond to requests for comment. Cohen obtained a secret restraining order in a private arbitration proceeding and warned that she faces penalties if she publicly discusses a relationship with the President, according to NBC News. Daniels’ suit alluded to the legal filing as an attempt to “intimidate” her and “shut her up” by initiating what it calls a “bogus arbitration proceeding.” Cohen obtained a temporary restraining order against Daniels from the private arbitrator, a retired judge, which bars her from disclosing “confidential information” related to the nondisclosure agreement signed in October 2016, according to a copy of the document obtained by NBC News. Daniels’ attorney, Michael Avenatti, mocked the White House’s response to the suit, comparing the White House’s claim that Cohen

She’s willing to sacrifice the $130,000 she received to stay mum about the one-year fling, Avenatti said. “Ms. Daniels wants the ability to speak openly and honestly about what transpired as well as the efforts aimed at intimidating her into silence,” Avenatti told the Daily News. “In the event that she’s ordered to return the money, she’s certainly willing to do so. We are waiting to see exactly how this plays out.” Daniels filed suit against Trump in Los Angeles Tuesday, claiming their 2016 hush agreement was null and void because he didn’t sign it under the pseudonym David Dennison. There’s “no question” the President knew about the agreement, Avenatti contended, which barred Daniels from discussing the 20062007 affair or sharing any pictures or text messages. The agreement also included a clause prohibiting Daniels from contacting First Lady Melania or anyone else in Trump’s family. If she breached that clause, Daniels would be slapped with a whopping $1 million fine, per the agreement. “We believe that that was so that he could later claim deniability, and therefore, from a legal perspective, we believe she’s free to talk,” the attorney said earlier Wednesday on NBC News’ “Today.” But he stopped short of confirming claims Daniels has evidence from the affair — such as photos or other tangible items — to back up her story.

Russian ex-spy and daughter poisoned with nerve agent, police say

Trump transition team may have tried to establish secret Kremlin back channel – Mueller gathering evidence SPECIAL counsel Robert Mueller has quietly gathered evidence that a Trump associate met with a Russian official shortly before President Trump’s inauguration to create a back-channel between the Kremlin and the incoming White House administration, according to a report. Erik Prince, the founder of controversial private military contractor Blackwater USA, met with an official close to Russian President Vladimir Putin last January in the Seychelles, the small island off the eastern coast of Africa, several people familiar with the matter told the Washington Post. One of the witnesses in Mueller’s probe has told investigators that Prince, 48, set up the meeting in order to discuss future relations between Washington and Moscow, serving as a de factor representative for Trump’s transition team. George Nader, a Lebanese-

American businessman and adviser to the United Arab Emirates, has reportedly been cooperating with the investigation since January. UAE officials including Nader helped set up the meeting and attended it, according to the Post. Prince was never officially part of Trump’s transition, but frequently communicated with its members and served as an unofficial representative for it, according to investigators. He’s also the younger brother of Trump’s Education Secretary Betsy DeVos. The revelation could land Prince in trouble, as he has previously testified before Congress that he attended the Seychelles meeting as a businessman, not as a representative of the Trump administration. He also testified that he randomly encountered the Russian official, Kirill Dmitriev, and that their meeting had not been planned beforehand.

BRITISH police said Wednesday that they believe a Russian former spy and his daughter were poisoned with a nerve agent. Metropolitan Police counterterrorism chief Mark Rowley said the attack on Sergei Skripal, 66, and his daughter Yulia, 33, on Sunday is being treated as attempted murder. He said police think the pair were specifically targeted. They are both in critical condition in intensive care, London’s Metropolitan Police said. A police officer who initially responded to the situation is also in intensive care after being exposed to the substance. Metropolitan Police said scientific tests by government experts have identified the specific nerve agent used, which will help identify the source. “But at this stage in a fastpaced ongoing investigation we will not comment further,” police said in a statement. Sergei Skripal, an ex-Russian military intelligence colonel, was found unconscious Sunday with his daughter Yulia Skripal on a bench at a shopping center in an English town. Police initially said the pair had been exposed to an “unknown substance” while shopping in Salisbury, a small city about 90 miles west of London. “Due to the unusual circumstances, it has been decided that the Counter Terrorism Policing network will lead the investigation,” police said Tuesday. “It has not been declared a terrorist incident and at this stage we are keeping an open mind as to what happened.” The incident is reminiscent of the 2006 poisoning death of another former Russian agent, Alexander Litvinenko, after he was exposed to a rare radioactive isotope, polonium-210.

Litvinenko’s widow, Marina, wrote Wednesday in the Times of London that her husband’s case made clear that Britain’s emergency services need to act quickly when “someone suddenly falls mysteriously ill.” Sergei Skripal is a former Russian double agent convicted of passing identities of Russian agents working undercover in Europe to MI6, the British foreign intelligence service. Russia jailed Skripal for treason in 2006 after he confessed to working for British intelligence and supplying information about Russian agents. Skripal admitted selling the names, addresses and code names of dozens of Russian agents to MI6 over 10 years. Skripal’s motives may have been financial: Russian prosecutors said MI6 paid him $100,000 for the information, the Guardian reported. Russia freed him in 2010 as part of a U.S.-Russian spy swap and he moved to Britain. Skripal worked in Russian military intelligence until at least 1999. He then transferred to the foreign affairs ministry where he

worked until 2003, according to the Independent. After 2003, he went into business. Skripal’s daughter worked for Nike in Russia until around 2010, when according to her social media she moved to London, and was employed at the Holiday Inn in Southampton over the summer of 2014, the Telegraph reported. Her social media profile indicates she now works for Pepsico in Moscow, according to the Telegraph. For more than five years he has lived in a modern red-brick home close to the city center, according to the Guardian. He “seemed like a nice chap. When he moved in he invited us all over for a housewarming party – I imagine he invited the whole street,” neighbor James Puttock told the Guardian. His daughter visited him frequently, the Telegraph reported. Skripal’s son, 43, died last year on a visit to St. Petersburg with his girlfriend, the BBC reported. His wife, Liudmila, also died in 2012 at age 59 of endometrial cancer. (USAToday)

DONALD Tusk has insisted the EU “does not want to build a wall”, but Brexit means “we will be drifting apart”. The EU Council president said Theresa May wanted to “demonstrate at any price that Brexit could be a success”, but that was not the EU’s objective. He was unveiling draft guidelines for the EU side of Brexit trade talks. Mr Tusk said the EU wanted an “ambitious and advanced” free trade deal - and continued access to UK waters for EU fishing vessels.

“Our agreement will not make trade between the UK and EU frictionless or smoother,” he said. “It will make it more complicated and costly than today for all of us. This is the essence of Brexit.” He said it would be the first time in history that a free trade agreement would “loosen, not strengthen, economic ties”. The draft European Council guidelines call for zero-tariff trade in goods - where the EU has a surplus. The document also says access for services will be limited by the fact that the UK will be outside the EU

Premier surprises TCI women with bouquets of appreciation

BY DELANA ISLES ALL week long, the premier and her ministers of government have been making the rounds to the sister islands to bestow bouquets of appreciation to the trailblazing women of the Turks and Caicos Islands.

Recipients of the awards were - Almaida Wilson, Josephine Robinson, Edith Cox, Dr Linda Williams and Tina Fenimore, all of whom are too often unknown and therefore not celebrated as they ought to be. The women were all invited to a meeting with Premier Sharlene

Cartwright Robinson separately throughout the week, with no idea that they were being honoured for their years of service. Almaida Wilson is a former police officer of 22 years reaching the rank of sergeant, former deputy director of ports, former assistant supervisor of elections and current district

commissioner for Salt Cay. On Monday (March 5) she was the first distinguished lady to be honoured. Wilson was surprised by a beautiful bouquet by Minister Vaden Williams recognising her as the first and only female superintendent of the prison.

She managed the prison for 11 years, was the serving superintendent when the prison relocated to its current location and may very well be the longest serving ever in this role. Minister of Home Affairs, Delroy Williams presented Wilson with her appreciation gift on behalf of his


March 10-16, 2018 ministry and the Premier’s Office. “Being the superintendent in charge of the prison has been a real big challenge for me and I have learned so much how to manage from being in that position, so I am so proud that I can be honoured this morning,” Wilson said upon receiving her gift. On Tuesday, the surprise government tour landed in North and Middle Caicos, where the women of the twin islands were treated to a banquet at Frank’s Cafe in North Caicos. The next lady surprised with a bouquet was Edith Cox, who accepted hers from the minister of finance and premier. Cox is well known for her managing and leading role at IGA and her unwavering support in sports. She has served in many capacities but she was recognised for being the first local certified public accountant. A surprised Cox expressed her happiness at the bouquet: “It’s been so long now, much more than 20 years since I’ve been doing this [CPA], this is awesome and this is really good that you are making the effort to recognise women around this time.” On Wednesday, the bouquet tour landed in Grand Turk, where Williams presented a bouquet of flowers to Josephine Robinson. Robinson has had a long distinguished career in the public service and was the first female to manage the Post Office. TRAILBLAZERS Two more trailblazing ladies were then surprised with bouquets by Minister of Education Karen Malcolm, and Minister of Tourism Ralph Higgs. The TCI was reacquainted and introduced to Dr Linda Williams and Tina Fenimore. Former teacher, director of education and establishment secretary, Dr Linda Williams reached the highest office in the public service after a long distinguished career spanning over several decades with 27 years in education alone. Dr Williams was honoured as the first female director of education. Fenimore, a businesswoman known for her pioneering efforts in the tourism industry and her strong leadership in the Chamber of Commerce, was honoured by the minister of tourism and the Premier’s Office for being the first female hotelier. Both women expressed her love for service to the Turks and Caicos Islands and their appreciation for the gestures by the Government. Fenimore and Dr Williams

upsurge in women in high offices of leadership, there remains much to do,” she said. “We must not be content until every little girl is given equal opportunity to access any office or make any career choice she wishes to and to be able to enjoy equal pay. “Throughout the month of March, in honour of our women, as premier, I will host luncheons, participate in sporting events and surprise several of our leading women around the Turks and Caicos Islands.”

dead in his hotel room having suffered from a cardiac arrest, just hours before he was due to lead Fiorentina onto the field against Udinese in Italian football’s elite Serie A league. Teammates, fans, politicians and former rivals

THE Turks and Caicos Islands top cyclists are expected to compete in the TCI Cycling Federation’s Commonwealth Day Race. There are four divisions. Category

one and two will race over a distance of 24 miles, while category 3 will race over 14 miles and children over five miles. Cyclists are asked to assemble

Blain keeps Penguins unbeaten in Provo Hockey League JACK Blain scored five goals in the second period, including four consecutive strikes to lead the WB Financial Penguins to victory against the Projetech Predators when action continued last Saturday at the Graceway Sports Centre, in the Provo Hockey League. The victory means that the Penguins are now the only unbeaten side in the league, having secured four wins in four games. A fourth win seemed difficult after Maddox ZaidanJones scored twice in the opening period, but Blain answered in the second. Liam Thompson (assisted by Adin Missick) and James Nesbitt (assisted by Junior Campbell) scored towards the end for the Predators, but it was a little too late in the 6-4 finish. Ishan Bowen scored the other goal for the winners. In the other Bantam Division clash, the Turkberry Hurricanes failed to register their first win after a 2-6 loss to the Coco Bistro Bruins. Bradley Ayer scored four goals and made an assist for the Greyhounds, while Jahson Forbes added the other. Ayer also led the Greyhounds’ attack in their other clash. He scored two of his four goals to carry the side to a 2-0 lead midway of the first period, but a 5-2 run by the Gansevoort Gators in the second period ended the game 7-5. Handfield earns All-Region honour in NCAA Division II NATIONAL high jumper Kivarno Handfield was one of 14 studentathletes from the Saint Augustine’s University to earn All-Region honours for the 2018 NCAA Division II indoor track and field season. The Turks Islander was outstanding this season and played a pivotal role for his school in several competitions. During the process, he also broke the national indoor record with a jump of 2.10M. He had shared the previous record, of 2.04M, with

Simpson Penn (2011 and 2012). Overall, in the US, a total of 559 men from 124 schools and 521 women from 120 institutions received All-Region recognition. The top five individuals in each event and the top three relay teams from each region made the All-Region list. Handfield and several other top TCI athletes are currently preparing for the Commonwealth Games slated for the Gold Coast in Australia from April 4-15.

TCICGA applauds national female athletes selected for Commonwealth Games THE TCI Commonwealth Games Association on Thursday applauded the hard work, dedication and determination of the three female athletes selected for the Commonwealth Games that is scheduled for Australia in April. To mark International Women’s Day, the association in a release pointed to the fact that the trio of athletes Yanique Haye-Smith, Akia Guerrier and police officer Latoya Rigby (shooting) will make history at the event. “These women will make history, as they are the first women of the TCI to participate in the Commonwealth Games since TCI’s membership was restored in 1998. This is testament that the Commonwealth Games is keeping with its strategy to achieve gender equity in all areas of sports and thus encourages more women to participate at all levels.” The release added that with just

Provo Sailing Club selects new head coach THE Provo Sailing Club has announced that sailing instructor Ross Darmody will become its next Club Manager/ Coach. According to information

from the Club, Ross brings a wealth of experience and a positive attitude. Ross, who is originally from Dublin, is currently the General Manager/Sailing Director at the

Grand Bahama Sailing Club. He was also the head sailing instructor at the Bitter End Yacht Club in Virgin Gorda. Ross replaces Keir Clarke, who resigned mid last year.

Sharks whip Eagles in latest PPL clash Helcy-Ann Brianna Sauver was outstanding in the relays.

Sauver helps Benedict College to new school record and season best HELCY-ANN Brianna Sauver was instrumental in her relay team setting a school record when they competed in the Savannah State Tiger Relays at the Savannah State University in Georgia last Saturday. The freshman, at Benedict College in South Carolina, ran the second leg in the sprint medley, and the 4X200M and the third leg in the 4X400M to help her team to two silver and a bronze respectively.

It was her split of 25.20s in the 4X200M which helped the team to a new school record (1.43.06). During that race, she collected the baton fourth, but finish the leg in second. The Turks and Caicos national athlete also helped the 4X400M team to a season’s best of 4.05.78 after running 59s flat. Her run had placed the side temporarily in front. She ran 25.11s in the Sprint Medley.

THE SWA Sharks whipped the Academy Eagles 10-1 in the latest clash of the Gilley’s Enterprises Provo Premier League after seven goals between Brian Gregg and Peterson Pluviose. The winless Eagles played without their first choice goalkeeper and it showed. Gregg and Pluviose did major damage up front. The pair scored the first four goals from nine minutes in. The Eagles were not without their moments, but struggled overall to create chances. Gregg led the attack with four goals, while Pluviose added three. Delva and Torres also contributed. Amos Jean scored the consolation strike for the Eagles late on.

Peterson Pluviose scored a hat-trick in the clash.

Coach Ford expects victory for CHHS NATIONAL coach Randy Ford will look to once again lead the Clement Howell High School Eagles to victory when they compete on Sunday and Monday at the National Schools Track and Field Athletics Championships at the National Stadium in Providenciales. The head coach of the defending champions said that although this year’s competition only caters for 30 athletes, he is confident of a win. “We should score about 450 points and that should be enough for victory.” He told the Weekly News that the team’s strong areas are the U15 and U17 sprints. While coach Ford is confident, he will not take the BWIC, who finished second in 2016, lightly, nor great rivals HJ Robinson High School. “BWIC are great contenders and HJRH should feature prominently in the senior boys’ category. Raymond Gardiner as BWIC also have depth in all age groups.” Ford is expecting some of the seasoned Eagles athletes to shine.

We will play Cuba first in Cuba this September, before hosting Guyana in October and St. Vincent in November. The last game will be against the BVI in March. TCI above USVI, five other islands, in new CONCACAF Ranking Index THE Turks and Caicos Islands is ranked above six nations, including the US Virgin Islands and the British Virgin Islands in CONCACAF’s new Ranking Index. The rankings system, which was released late last week, is thorough, with all official and friendly matches played by teams and historical data from 1990 to 2018 used. The TCIFA, which was formed in 1996, and became an officially member of FIFA two years later, is ranked 34th on the regional list with 483 points. We are ahead of Montserrat (435 points), the US Virgin Islands (401 points), St Martin (352 points), St Maarten (336 points), Anguilla (261 points) and the BVI (261 points).

Mexico is ranked first (2047 points), with the USA (1853), Costa Rica (1845), Panama (1700) and Honduras (1669) finishing off the top five. Jamaica, ranked sixth (1516 points) is the best Caribbean Football Union (CFU) team, while Haiti is ranked eighth (1348 points). The Bahamas is ranked 30th with 627 points with Dominica in 31st with 563 and the Cayman Islands one spot ahead of the TCI on 543 points. This new CONCACAF differ from FIFA’s monthly rankings, since according to the latest rankings on February 15, TCI is ranked ahead of the Cayman Islands, but below the US Virgin Islands on 201. In that rankings, the Bahamas are in last position on 206.
