Cancer cases significantly increased over the years in TCI BY OLIVIA ROSE THE NUMBER of cancer cases being diagnosed within the Turks and Caicos Islands has significantly increased over the years. This is according to Director of Health Promotion and Advocacy, Aldora Robinson, who is urging citizens to do more regular medical checkups and to lead healthier lifestyles. This comes as the TCI joined the rest of the world in Observing World Cancer Day on Sunday February 4. World Cancer Day presents the opportunity to raise awareness and draw attention to the fact that everyone has a role to play in helping to prevent or control cancer, is being observed under the theme “We Can, I Can”. 2016 statistics from the TCI Hospital showed that some two hundred and fifty-nine people have been diagnosed with cancer in the Turks and Caicos Islands (TCI). This number includes cases that were diagnosed at the hospital before the actual registry was launched in January of 2014 and officials said that at least three to four new patients are being diagnosed with cancer every month. Addressing cancer in the TCI Director of Health Promotion and Advocacy Aldora Robinson stated: “We must take responsible action for our health, we need regular medical checkups, early detection is critical, we need to exercise and reduce our intake of the foods that increase our risk for cancer.” Robinson noted that while the number of diagnosed cases has

soared, people across the TCI are being encouraged and inspired to take action. Minister of Health, Agriculture and Human Services the Hon. Edwin Astwood said: “My team and I have embarked on the practice of maintaining a healthy diet and I encourage everyone living in the Turks and Caicos Islands to start a healthy diet plan, practice regular and proper physical activity and remember, together we can reduce and prevention the risk of cancer and cancer associated ailments.” He noted that his government will do whatever it can to assist local organizations that help people living with cancer in the Turks and Caicos Islands. He noted that the Ministry of Health, is continually improving not only access to care, but developing programs to assist individuals in the prevention and control of cancers. (CARPHA) in Trinidad and Tobago, Dr. James Hospedales, said the large number of deaths from breast and cervical cancer in the Caribbean is very alarming, since cervical cancer is largely preventable, and breast cancer can be detected early and treated successfully. He noted: “Common modifiable risk factors that contribute to the development of cancers include tobacco use, unhealthy diets, physical inactivity and harmful use of alcohol. “There is strong evidence that a person’s risk of developing cancer can be substantially reduced through healthy lifestyles. “A reduction in modifiable risk factors will contribute to a decrease in cancer cases, and as a consequence, deaths and costs from the disease in our region.” This year, and through 2018, the theme for World Cancer Day (WCD) is “We can. I can” focusing on how everyone – collectively and individually – can do their part to reduce the global burden of cancer. The 3-year campaign, which started in 2016, outlines actions that communities and individuals can take to save lives by achieving greater equity in cancer care and making fighting cancer a priority at the highest political levels. Cancer remains the second leading cause of death in the Caribbean, where rates of death from cervical cancer, breast, prostate and colon cancer are 2 to 9 times higher compared to the United States. Dr Hospedales said: “Cervical cancer is perhaps the most preventable, yet a recent study by CARPHA and Centers for Disease Control and Prevention (CDC) revealed that 16 of the 18 countries for which data were reported, cervical cancer accounted for 4.5%– 18.2% of cancer deaths.” Global calls for combined efforts between governments, civil society organizations and nongovernmental organizations to promote action and investments in areas including promotion of healthy lifestyles, tobacco control, cancer screening and early detection, allowing for improved cancer treatment services and ultimately saving lives.

– Acting Premier urges residents to set up neighborhood watches BY OLIVIA ROSE ACTING Premier and Minister of Border Control Hon. Sean Astwood, has urged the public to do its part in maintaining law and order in the country. Astwood in a strongly worded letter says that crime continues to be a serious issue in the country, one which his Government intends to address robustly. This comes after armed bandits robbed and shot former Premier Galmo Williams in the leg over the weekend in the Gracebay Road area of Providenciales. According to the police spokesman Kevin Clarke, around 10:58 pm Police responded to the Cheshire Hall Medical Centre where they met and spoke with the 57-yearold male victim who told them that he was walking towards Flamingoes on the Beach restaurant when he was approached by three (3) masked men, who demanded his wallet. “He cooperated with the culprits, but one of them shot him in the left leg before making off. “The wallet contained a large undisclosed amount of cash and credit cards. It is too early in the investigation to say whether it was a targeted or random incident.” Speaking on the incident and the alarming crime rate Astwood said: “The most recent reports of criminal activities, which includes the robbery and assault on the former Premier, has left many of our residents with little sense of security and deep outrage.” “As acting premier, I want to express some of the more immediate actions needed to bring back a sense of normalcy and peace to our residents. “One of these actions is the need for more visible police patrols throughout our residential communities and commercial areas and for vigilance on the part of everyone.” The acting Premier pointed out that these immediate suggestions do not take away from his administration’s long-term plan to support the constitutional and operational custodians of national security.

He noted that provisions are made in the upcoming Budget that demonstrates the Government’s commitment to providing much needed-resources to tackle crime. He said: “ In fact, our Premier is away in the UK on separate Brexit talks but organised a bilateral today with the Minister with responsibility for OTs, Baroness Anelay, where she spoke mainly on the issue of national security and the need for greater support from the UK.” Astwood further highlighted that over the next few weeks, portions of the 12-Point Crime Plan will be rolled out through policies that the Government will initiate. “We have already begun to make representation in the National Security Council and will hold meetings for a pointed dialogue as promised (through a Task Force) in the Throne Speech. “Whilst we will and have called on the Police to play their role more forcefully, in order to effectively reduce crime, we also need the help and cooperation of you, the residents of our country.” Astwood called on parents and guardians to set curfews for their minors. He added: “We need you to be knowledgeable of their activities, the persons they associate with, and question the origin of items brought in your homes. “We encourage residents to set up neighborhood watches. We ask those of you who have knowledge of some of these criminal acts to utilize 1800 8477 Crime Stoppers and anonymously report crimes and criminals. “We cannot continue to allow an atmosphere for criminals to thrive.” Emphasizing that crime is not political and that affects everyone, he reminded that his Government will continue to view Crime as a top national concern that requires urgent attention. He said: “We remain a well sought out tourist destination and we are committed to ensuring that our country is safe for all our residents and tourists alike.”

Top cop says despite rumors crime is down significantly in Provo BY OLIVIA ROSE POLICE COMMISSIONER James Smith says despite rumors crime is down significantly, especially in Providenciales. These sentiments were expressed by Smith in a letter issued on Tuesday (February 7) addressing the recent upsurge in criminal activities and in particular the shooting of former Premier Galmo Williams on Sunday. He said the recent incident has brought into sharp focus the public`s concern about crime in the country. “I would wish to reassure the public that the RTCIPF is fully committed to tackling all crimes and has had significant success in bringing offenders to justice in this last year. “The force has mobilized a large number of CID and Uniform officers since the middle of last year, and as a result of that, members of the public will have seen police raids and traffic checks across Providenciales. Further solidifying the Force`s concerted efforts to mitigate crime, Smith said: “Our actions have led to the arrest of a number of wanted men, and we have detained a large number, over 150, illegal migrants.” He pointed out that detectives have since arrested and charged five persons with murder, two others are

on bail for separate murders, eight individuals have been arrested as part of other murder enquiries, and four others have been arrested and charged with firearms and conspiracy to commit robbery charges. Smith noted that the force continues to take an intelligence-led proactive stance to stem the flow of violent crime. He urged the public to assist the force in their fight against crime in the Turks and Caicos Islands. The Commissioner pledged to work relentlessly to track down men

of violence and bring them to justice. He said: “There are still too many crimes of violence, and our focus remains firmly on bringing those responsible before the courts. “The police continue to respond to reports where victims are leaving their homes and properties unsecured. “Persons are encouraged to read our crime prevention safety tips to safeguard themselves and families.” Meantime, Governor John Freeman, who is currently on official business in London, also issued a

statement on the recent crime spree and the shooting of the ex-Premier. He said: “I have learned with much concern of reported crime which has taken place in TCI over the past few days. “I am in regular contact with the Commissioner of Police, who has reported to me on the ongoing investigations being conducted by the RTCIPF.” Governor Freeman acknowledged that these crimes have given rise to considerable public anxiety. He said: “The right response to

criminal acts is the identification and early arrest of those assessed to be responsible; that is what the officers of the RTCIPF are actively engaged upon now. “That is the right immediate response, but the fight against crime in TCI requires a whole of government and whole of community response sustained over time. “This has been recognised by the National Security Council, chaired by me and the Premier.” Governor Freeman pointed out that the need for additional resources to fight and defeat the criminals is one aspect of the longer term response. Provisions for these additional resources, according to the Governor, are currently under discussion in Cabinet as part of the budget development process for 2017/18. He said: “More broadly still, it is my intention to ensure that best use will be made of the upcoming (UK financed) Security Needs Assessment to be carried out in TCI later this month. I will be meeting the team who will carry out that assessment tomorrow, 8 February, while I am in London. “As well as regular contact with the Commissioner of Police. I remain in daily contact also with the Acting Governor whilst I am away temporarily from TCI on official business”

New court of appeal judge appointed EARLIER this month Justice PaulaMae Weekes was sworn in by the Governor, Dr John Freeman as a judge of the Turks and Caicos Islands Court of Appeal. Justice Weekes was appointed to the Court of Appeal in September, 2016 for a term of three years. Witnessing the February 2 swearing-in of the new judge were Chief Justice Margaret RamsayHale, president of the Court of Appeal, Justice Elliott Mottley and Justice Humphrey Stollmeyer, the other Justice of Appeal sitting in the current session of the Court of

Appeal. Madame Justice Weekes is a former Justice of Appeal of the Judiciary of Trinidad and Tobago where she served for eleven years until her retirement in 2016. She was appointed a Puisne Judge of the Supreme Court of Trinidad and Tobago (Criminal Jurisdiction) in 1996 where she presided for nine years before being elevated to the Court of Appeal. Prior to her appointment to the Bench, Justice Weekes served with the Office of the Director of Public Prosecutions

for eleven years and in private practice from 1993. She is a graduate of the University of the West Indies and the Hugh Wooding Law School at which she was the Course Director in Ethics from 2011-2016. Justice Weekes is a trained and experienced judicial educator having become a fellow of the Commonwealth Judicial Education Institute in 2000. She has designed and delivered programmes extensively in Trinidad and Tobago and also in the OECS and Jamaica over the years.

ILLEGAL MIGRATION

Illegal migration continues to be a plague and a continual expense to the Turks & Caicos Islands. What other creative but humane method can be employed in helping to stem this serious migration flow?

Follow the money

The humane consideration must now extend to residents of these Islands whose lives are being adversely affected by the constant invasion of our vulnerable Islands by these economic refugees. Suggestion is to begin to follow the money to see who is being benefiting from this exploitation. Buildings are going up all around us and the developers who happens to be Haitians are not working and don’t have a loan from the Bank so where are they getting the funding from. Under the proceeds of crime act they could investigate as this may lead somewhere. Some of our people maybe involved too and if so let the chips fall.

Tell Clintons to return gains

Tell the Clinton foundation to return all the illgotten gains that were stolen from the Haitian people and invest same in Haiti. Surprisingly, people tend to remain in countries that offer opportunity and afford a

chance for a better future. Publish if you dare; but - this is a very true observation.

A need for study

There is a need to for an investigated study to find out why illegal migration continues to such a problem. The study must be done here and in the places involved in this situation. Here are a few suggestions: a. The indigenous people who are involved must be punished to the full extent of the law. {Too much organized crime in the land} b. Laws need to be revised for stiffer penalties than those now exist. c. All illegal migrants must be punished. It is believed that the folks in the Grace Bay and the affluent areas are not touched, as they come spend 3 months working for big money, leave for a week then return to

We have a big problem

We are very complacent...... so whenever they show up...immediately return them to their country....... worst of all, these illegal boats bring drugs and guns. I’m quite sure that cops and the general public know who the dealers are... need nightly car searches at roundabouts ..... especially weekends. Several roundabouts simultaneously.... even if you have to bring cops ( this has to be a secret, well organized and coordinated effort) if these cops could only keep their mouths shut!!!! the outcome: you will end up getting illegal people. illegal guns and illegal drugs. Secondly, we need more cctv monitoring on all the street lights. companies and businesses need to put up camera systems.

We can’t cope

We cannot cope with it. The UK reneges under its obligations in the Constitution on both this issue and policing. You wonder what use they are here, other than strangling us with rules and regulations. This region is Pax Americana rather than Britannica, and with the U.S.’s new power surge on border control and extension of their defense forces, maybe we can impress upon them to screen the area. It is of interest to them as they are not far away and this affects them, not forgetting their need to screen for illicit drugs coming through this region. But please, no more committees or

memorandums of understanding, it is a total farce and the public is wise to these antics now. Otherwise we are up the creek without a paddle. It brings to mind a joke doing the rounds. Two illegal immigrants are intercepted by the marine police. The office asks “Where are the rest of you, behind somewhere?” Answer “No, we’re the last. The rest of us are already in Provo.” Actually it’s downright scary!

Happening for years

The illegals have been coming in for years. The Interim government failed to address it because they were too busy mopping up a bankrupt TCI, and Britain is responsible for border control, which they have failed to do. The Ewing government failed to address it because certain pilots related to the Government were enjoying the profits of charging Government huge fees for one way trips to Haiti on their planes.

A smuggling ring

Many people feel that some groups in TCI are part of a Haitian smuggling ring. The illegals pay thousands of dollars for the risky trip. If they get caught they already paid the fee and TCIG pays to carry them back to Haiti. Minister Gardiner made numerous trips to Haiti and illegals increased. Obtaining a legal work permit has become increasingly expensive and difficult under the Ewing/Misick government, who needed millions to pay down their debts. The whole work permit system called immigration is a disaster. Minister Astwood needs to scrap the whole organization and start over. It must not be used as a income stream.

CEO of Invest Turks and Caicos Resigns CHIEF Executive Officer of Invest Turks and Caicos Agency, John Rutherford, has decided to step down from the position for personal reasons. A press release from the organization said he has given due notice for his departure and will leave at the end of May 2017. Mr Rutherford joined Invest Turks and Caicos on December 1st, 2015 and has been instrumental in the setup and growth of the Investment

Agency, the statement said. “I would like to thank John for his enormous contribution to Invest Turks and Caicos and wish him all the best in the future’’ said Anton Faessler, Chairman of Invest Turks and Caicos Board of Directors. “The Board has been extremely grateful for the hard work and dedication he has shown during his time as CEO and we wish him well in the future.’’ “I am sad to leave these beautiful islands and it has been a pleasure

having such a great product to promote to prospective investors. I have also very much enjoyed being involved in the support the Agency provides to local entrepreneurs and businesses and it has been very rewarding to see the success of some of our MSME applicants,’’ said Mr. Rutherford. ‘’The Agency has a very supportive board and a strong team. Controversial NHIP CEO returns to work BY OLIVIA ROSE CONTROVERSIAL Chief Executive Officer (CEO) of the National Health Insurance Plan Zaneta Burton , has returned to work after a period of paid leave that was initiated by the mutual consent of her and the then Minister for Finance Hon. Washington Missick. This is according to a release from the National Health Insurance Board issued on Tuesday February 7.

Burton proceeded on leave sometime late last year November after staff members signed a petition to have her removed as Chief Executive Officer. Prior to this move, a number of sick-outs and sit-ins were planned and executed by irate staff of the NHIP to demonstrate their frustration with management. Workers even staged a no-show, leaving many visitors upset and management scrambling to rectify

Former Premier Robbed and shot in leg BY OLIVIA ROSE FORMER leader of the Turks and Caicos Islands Galmo Williams commonly known as “Gilley” was shot and wounded during an apparent robbery near a strip of tourist hotels, in the GraceBay area. Galmo Williams, a prominent businessman, philanthropist and former Premier was walking late Sunday night near Grace Bay making his way to the Flamingo restaurant, when he was approached by three masked men who demanded his wallet, said Police spokesman Kevin Clarke. The 57-year-old Williams told police he turned over his wallet and wedding ring but that one of the men shot him anyway. He was wounded in the left leg and hospitalized for treatment later that night. Williams has since been airlifted to Florida for treatment and is reportedly recovering well in the company of loved ones. According to recent reports friends of Williams are offering a $20,000 reward to anyone who has concrete information that will lead to an arrest and conviction of the culprits. Several long time residents are furious over the brazen act carried out by the gunmen and expressed their frustration with the crime situation over social media. The reward donor told sections of the local media: “He would have given it anyway, and then they take his money, and then they shot him, this man works for every single community, organizations with our communities, from South Caicos to Salt Cay, to Blue Hills, Blue Hills is his home, they don’t

get any better than the people from Blue Hills. The donor who has asked to remain anonymous in fear of retaliation said: “This man is kind, gold, sweet, and passionate; this man gives everything to everybody. “You people out there, whoever you are, you’re going to pay.” Investigators are still trying to determine if it was a random attack. An insider told the Weekly News that Burton ‘lacks the caring temperament for her staff and the people of the Turks and Caicos, as she would always state that she ‘is a Bahamian and has somewhere to go’.” During her first day back on the job the Burton met with Members

Those meetings were cooperative and productive as all concerned expressed their desire to the NHIB’s growth and increased capacity to deliver affordable, first class health care for all insured. The release further stated that during those meetings Burton was updated on the Board`s review of the Human Resources issues within the institution that would be resolved while she was in office. Burton and the Board of Directors and the Minister all mutually agreed to an extension of her leave to facilitate the completion of the Board’s review. Recently, the new administration appointed Floyd Seymour as the interim CEO of the institution. SALARY INCREASE Coupled with the removal of the CEO the staff had called for a salary increase. A document entitled, “Staff Proposals and Grievances and a Way Forward have since been submitted

to the board, no update has been given in this regard. The document outlines several proposals with the objective to “affect change in the organization, promoting a healthier/positive image, providing greater customer service, increasing personal and professional development and implementing a cohesive, highly structured management team to carry out the proposed strategies.” It further stated that the general consensus of the members is the replacement of Mrs. Burton as CEO since she demonstrated lack of leadership skills, inability to promote a team and productive environment and personal practices are not conducive to a healthy relationship between staff and Burton. Staff expressed a grave dissatisfaction with the level of professional development and training allowed. It was felt that only lip service was ascribed to the training mandate and even though monies were allocated, the members were not given the opportunity to undergo training that would increase their productivity and level of competency.

Condo motels want level playing field with emerging rental agencies THE OWNERS of the Regent Grand are particularly concerned about the long running tax evasion practice of some villas, condos and private homes in the TCI. The call for greater regulatory practices is one which has been made for a number of years, most recently last week by the Chamber of Commerce and the Hotel and Tourism Association when they met for the first time with the new Government. These establishments are accused of not paying their accommodation taxes to the Government and there is a call for them to regularize as private rental properties. A well-placed source at the Regent Grand resort in Grace Bay recently told this publication that there are American unit owners who have been engaged in the practice, and are undermining the hotel business in the country. In a recent press statement, both

the TCHTA and the Chamber, stated that an area identified was that of private home owners using platforms like Airbnb, Vacation Rentals By Owner (VRBO) and other online sites to secure bookings. This, they said is an emerging business which needs regulating as it can be a revenue source for the administration in the collection of taxes. Currently there are several hundred rental properties in the TCI listed on these websites most of which are rented at exorbitant prices, with many of them not paying any taxes. This is not a problem that plagues the TCI only, as many other Caribbean tourism destinations are affected by rise in online vacation home rental platforms. The Caribbean Hotel & Tourism Association has since published a resource guide supporting the TCI’s effort to level the playing field

through the taxation and regulation of the sector and its engagement in public and private sector tourism development efforts. According to industry news last year, the region’s leading umbrella tourism private sector organization is counseling the Caribbean’s 32 national hotel and tourism associations and governments to work together to address the challenges and opportunities presented by the rapid rise of the online vacation home rental industry and other sharing economy businesses being fueled by hosting platform companies like Airbnb and Uber. “Airbnb, in particular, recorded more than 25,000 listings in the Caribbean as of February 2016 and is projecting significant growth this year. Destinations such as the Dominican Republic, Cuba, Puerto Rico, Guadeloupe, Jamaica, Cancún, Martinique and Barbados

feature the most listings on Airbnb with continued growth projected throughout the entire region. “St. Lucia expects a 17% year-over-year increase in stays in 2016. Aruba saw the number of visitors using non-traditional accommodations (private homes, apartments, villas, condominiums) in 2015 jump from 24% of visitors to 33%,” CHTA reportedly said. CHTA President Karolin Troubetzkoy has noted that the sharing economy made possible by these hosting platforms is happening whether, whether it is embraced or not. He pointed out: “This leaves us with two options: we can allow it to develop as an untaxed and underregulated market and lose out on tremendous opportunities or we can bring all the players to the table to work out solutions to the benefit of all concerned parties.” According to the CHTA, the

Guide provides the region’s public and private sector tourism stakeholders with a summary of the key issues surrounding the sharing economy, its impact on the tourism sector globally as well as regionally, and the opportunities presented. It further offers solutions and new approaches for the national tourism associations and governments to consider when regulating and regularizing the emerging industry. And it sets the stage for engaging the emerging accommodations sector in organized public and private sector efforts to protect and grow the tourism industry. The CHTA is supporting local efforts to bring together public and private sector stakeholders to review their existing laws and regulations pertaining to taxes, health and safety requirements and other standards, incorporating the necessary changes for the sharing economy. Four sergeants promoted, nine police officers commended BY DAISY HANDFIELD FOUR sergeants within the Royal Turks and Caicos Islands Police Force (RTCIPF), were promoted to the rank of Inspector after successfully passing their Police Inspectors exam on December 12, 2016. Meanwhile, nine officers within the RTCIPF were awarded certificates of commendation for their outstanding performance in the handling of their duties. The Sergeants and officers received certificates during the Commissioner’s Parade held at the Police Headquarters, in Providenciales on February 8, 2017. According to a press statement, this was the first promotions exam conducted within the RTCIPF since 2008. Promoted to Inspectors are Brandi Selver who is the Deputy Commissioner’s Staff Officer, David Wilson in the Criminal Investigations Department, Dominic Missick will be attached to the Beat and Patrol Unit and Franklyn Thomas in the Tactical Unit. Sergeants Latoya Rigby and Garnett Jolly, and Constables Camerro Landy, Stanlisa Landy, Stenia Simlett, Tamoy Lewis, Nathalie Malcolm, Lydon Tyson and Christopher O’neil. In a statement, the Commissioner of Police, Mr James Smith commended the officers for their remarkable performance, stating that their achievement marked them as competent, capable and talent. He said that their extraordinary efforts are very much appreciated. “I am very proud and pleased with the four officers promoted from Sergeant to Inspector today, congratulations to them all. They have worked extremely hard to get through the selection process, and all are a credit to the Force. I expect big things from them as we continue to professionalize the service and ensure junior officers can progress to more senior ranks. We have already scheduled further promotion boards for constable to sergeant and will shortly hold a process to promote Inspectors to the rank of Assistant Superintendent,” the Commissioner of Police said. Local man on US $20,000 bail after being charged with causing death by dangerous driving BY DAISY HANDFIELD A LOCAL man, Jermain Missick, is being held on a US $20,000 bail after being charged with causing death by dangerous driving, following an accident that took the lives of Martin Field Jr. and Correll Glinton. At the time of the incident, officers were called to the area of South Dock road at around 11:12 pm on Thursday (September 8, 2016) to investigate an accident involving a white Nissan V8 Titan Truck, driven by the accused, and a scooter, driven by Field Jr., with Glinton as a passenger. The bodies of Field Jr. and Glinton were found off the road in the bushes

almost 10 to 15 feet apart. They were both pronounced dead on the scene by Dr Adolphus Oguche. The suspect was taken to the Cheshire Hall Medical Centre to be treated for minor injuries and was released shortly after. However, he was arrested on suspicion of causing death by dangerous driving. Thirty eight year old Missick of Long Bay is scheduled to appear in the Magistrate’s Court on Tuesday (February 14, 2017). Field Jr., originally from Barbados, worked at Ports of Call and Glinton, originally from Grand Turk, was a pastry chef at the Grace Bay Resorts.

Several criminal cases being heard by Court of Appeal IN THE Court of Appeal this week, the three justices presided over several criminal cases ranging from grievous bodily harm, sexual harassment and murder. On Tuesday (February 7), the court appeal of Tyrone Williams, who was convicted and sentenced to life imprisonment for killing Jason Smith in Grand Turk. On the same day, the court also listened to the appeal of Oswald Wilson. Wilson is currently serving a five-year sentence for sexually harassing his wife’s niece in the island of South Caicos. Reports at the time of the incident stated that the child, whose mother was Wilson’s sister, had moved in with the Wilsons after the mother passed away. There the minor was sexually harassed by the husband. On Monday, the court heard arguments for Kingsley Outten, a sixty-year-old man who was convicted of sexually harassing an underage girl. Outten was convicted and sentenced to three years in prison.

His appeal was filed against his conviction and sentence and he was later released on bail pending appeal. He remains on bail while his appeal is being considered. The defendants will all know their fate when the court of appeal panel gives their decisions on Tuesday, February 21. Meanwhile, the appeal of Emanjoe Forbes has been adjourned until next court session in June. Forbes was convicted by a jury in the Grand Turk supreme court and sentenced to 10 years imprisonment for causing grievous bodily harm to Andrew Parker aka Lumps. The incident occurred at Club 2005 on December 27, 2014 at the same time and place when Kentley Walters was knifed to death. Forbes’ has filed an appeal against his conviction and sentence. Walters was one of many injured in a violent fight which broke out at the Downtown night club.

Three men charged and 3 women rearrested in Kevino “Bah” Smith murder case BY OLIVIA ROSE THREE women have been rearrested on suspicion charges as investigators work to put together the missing pieces of the the Kevino “Bah” Smith murder case. Last Thursday three Grand Turk women, ages 19, 28 and 53 have been re-arrested on suspicion of attempting to pervert the course of justice. Prior to their arrest, 3 males on Grand Turk and Providenciales, ages 24, 25 and 31yrs were charged with the murder of Kevino Smith of Grand Turk. Magistrate Tanya Lobban Jackson heard the matter in Court 1 Providenciales on Friday where Krishna Penn, Conrad Thomas Jr and Lamar Griffiths were arraigned. Penn is being represented by Laura Maroof; Oliver Smith is representing for 31-year old Lamar Griffiths and Smith served as attorney in lieu for Conrad Thomas Jr when his lawyer, Keith Thomas, could not appear on his behalf. The men will appear in the Grand Turk Supreme Court for a sufficiency hearing on April 7. It has been two years since 25-year-old Smith went missing after a reported heated confrontation. Young Smith’s family, especially his mother Patsy Smith, have been

highly critical of the handling of the investigation, regularly writing on social media, that her boy ha been forgotten. Smith’s dismembered remains were found in Breezy Brae, Grand Turk, in late April 2015 following an aggressive police search. And it was in July that police finally confirmed that the remains discovered were indeed that of young Smith. Subsequent to the discovery of his body, several suspects have been

arrested on suspicion and some are currently on bail for numerous offences which include murder, conspiracy to commit murder and perverting the course of justice. The police, in a statement on their facebook page, declared said: “We are determined to establish what happened to Kevino and how he came to lose his life, which we hope will bring some closure and small comfort to his family.

Tourist found dead in Middle Caicos ON THURSDAY morning (February 9) police and other emergencies personnel launched an investigation into the discovery of a dead caucasian man on the beach in Middle Caicos. Detectives, a medical team and the department of disaster management & emergencies are all in Middle Caicos trying to ascertain the circumstances surrounding the man’s death. Police reported that someone

at the Blue Horizon Resort reported to the police around 9:12 pm on Wednesday that a slim built Caucasian male, in his early thirties had checked into the resort since Monday and had not been seen since that day. At around 8:40 am on Thursday, police received information that a lifeless body was seen near the shoreline of the resort. Investigations into the man’s death are currently ongoing.

Third quarter financials of PNP Government reported

LAST FRIDAY (February 3) the hon. Sharlene Cartwright Robinson, Premier and Minister of Investment, Finance and Trade outlined the finances of the Turks and Caicos Islands during financial year 20162017 to date. During the House of Assembly sitting, the Premier gave an indepth look at financial performance of the last Government before the December 15, 2016 general elections as presented in the third quarter financial report. She too, like the former finance minister, assured of her government’s commitment to prudent and fiscal responsibility. The unaudited results for November 30, 2016 shows an operating surplus of $38.2 million, this resulted in a favourable variance of $35M over the budget of $3.1M, the Premier told the House. Recurrent expenditure outturn Recurrent revenue outturn for the period was $170.5M, this is compared favourably to the budgeted figure by $9.9M or six percent as well as to last year results by $3.7M or two per cent. The major revenue heads that contributed to this positive variance were – IMPORT DUTIES which year

to date receipts came in at $45.4M. This resulted in import duties being $1.6M or four percent above the budgeted amount, $1.1M above the forecast and $1.5M or four percent above last year’s results. HOTEL AND TOURISM TAX – receipts totaled $37M which was five percent above the budgeted amount on par with the forecast and five percent above the results for the previous year. This, the Premier said, is attributable to better than expected tourism volumes for the year so far which reflects an improvement in tourists arrivals from previous years. STAMP DUTY - Year to date results on stamp duty and land transactions was $21.4M. This is $5M or 31 percent ahead of budget on par with the forecast and up to $3.7M from last year’s outturn. The Premier observed that this demonstrates positive movement in the real estate sector and it was expected that this trend would continue for the rest of the fiscal year. FUEL TAX RECEIPTS – year to date total $6.4M which was $1M ahead of the budgeted amount, three percent ahead of the forecast and 13 percent above prior year result. This performance was due to the increase in consumption, fuel cost and the increase in importation of vehicles and boats.

Expenditure Recurrent expenditure for November 30, 2016 was significantly below budgeted outturn by $22.6M or 15 percent and exceeding last year’s outturn by eight percent. “This underspending is expected to partially correct itself in the ensuing months,” Cartwright Robinson said. She added that the major variances were - personnel cost year to date was seven percent behind the budgeted amount on par with the forecast while being eight percent above last year’s cost. The variance to the budget is due primarily to continued delays in the recruitment process. Another major variance, the Premier noted, was the transfer to national health insurance, which year to date totals $16.2M, it was $3.6M behind the budgeted amount while being ahead of the forecast in last year’s result which was $3.7M or 29 percent. She said that the variances reflect timing differences and a supplement to the budget of $2M has been transferred. Outstanding Debt As November 30, 2016 the outstanding debt is $35.2M, the Premier told the House. She noted that this figure excludes the hospital debt. With year to date

World Wetlands Day 2017 – a great success! The Turks and Caicos Islands hosted a very successful World Wetlands Day! The Department of Environment & Coastal Resources and the Department of Disaster Management & Emergencies successfully collaborated with a number of partners to bring awareness to the importance of our wetlands and the mangroves that reside within them. On February 2nd Clement Howell High School’s Eco club brought along a willingness to get their hands dirty in order to assist with conservation efforts at one of Provo’s most important wetland sites, Wheeland Pond. They cleaned up the area, collecting 20 full bags of trash within an hour. “I like to be outside, I like to be in nature. I love to see what is going on around us and nature” said Eco Club member, Wadson Charles. On Friday 3rd, students of the

British West Indies Collegiate’s Reef Action Team (RATs) partnered with the DECR, Amanyara, the Turks & Caicos Reef Fund and Big Blue Unlimited to establish a Mangrove Restoration Project at Mangrove Cay. This area is adjacent to a busy boat channel and an ecological mecca for kayakers and paddle boarders on a daily basis. Boundary buoys demarcate the restoration site, where students planted red mangrove seedlings (or propagules). Activities culminated with planned clean-ups and mangrove plantings on Providenciales, Grand Turk, South Caicos and Salt Cay, on Saturday, February 4th. The successes of these clean-ups should be attributed to all those that showed up in the name of conservation, as well as the School for Field Studies, and the Marine and Coastal Ecology Research Centre. “We need to cherish the natural

mechanisms that builds our resistance to natural hazards” said Dr Virginia Clerveaux, Director of Disaster Management & Emergencies. “The DECR was delighted by the enthusiasm of the students by their willingness to assist with our on-going conservation efforts in the various areas. They demonstrated stewardship in an area that is often taken for granted and neglected and hopefully this would encourage the rest of the community to do the same!” said DECRs Environmental Outreach Coordinator, Amy Avenant, about Saturday’s clean up at Wheeland Pond on Provo. World Wetlands Day is celebrated every year on 2 February, and day marks the date of the adoption of the Convention on Wetlands on 2 February 1971, in the Iranian city of Ramsar on the shores of the Caspian Sea.

total debt repayment being $9.1M. All bond, loan, principal and interests were up to date as of the end of November. She added: “It was not anticipated that there was need to be any draw down for the remainder of the financial year 2016/2017/.” As it relates to bank balances the TCI ended the third quarter with balance totaling $60M, however over 50 percent of this cash is currently to facilitate the progression of committed projects within the development fund, Cartwright Robinson said. This amount, however, excludes the $5.8M that is included in the TCIG and Grand Turk cruise terminal limited infrastructure bank account that would be used to fund the government and Carnival’s joint projects in Grand Turk.

PFM (BUDGET) 2017-2018 The Premier stated that upon being elected, her government inherited a stalled fiscal strategic policy statement and budget process, however during the first weeks they have been able to restart the process, and are now working assiduously to have the budget approved by the House before May 31. The outlook for central government in terms of receipts Receipts is forecast to reach $260M, approximately $10.4M or four percent above the approved budget or $255.7M, the premier stated. She reported that recurrent receipts is $261.6M and nonrecurrent receipts total $4.4M. “The positive trajectory is mainly due to stronger and projected market activities mainly in the tourism sector and the real estate market,” she observed. However, she added that net revenue from the Financial Services Commission of $2.9M in this financial year may not materialize. Expenditure is projected to reach $204.7M, $12.6M or six percent below budget. The net operating surplus is expected to $30.5M up from planned outlook of $3.4M. Principle debt repayment is forecast at $11.9M approximately $1.5M below budget, positive economic performance along with the delay in the performance of the development fund have resulted in the ministry of finance opting to delay the drawdown of two tranches of loan totaling $15M that were approved in parliament previously, Cartwright Robinson told the House. Aggregate financial targets All financial targets established by the 2012 agreement between the UK and the Government have

been met with the exception of the liquid cash reserves which needs to be approximately 90 days of government current expenditure, the premier said. Adding: “My government is working hard to meet this target by the end of this financial year.” As it relates to statutory bodies the statement of comprehensive income and expenditure for the second quarter showed $44.7M or 18.9m above budget. This, she said, exceeded performance of the same quarter last year by $11M. “The favourbale variance against budget is mainly due to investment income from the investment instruments at the National Insurance Board doubling over the budget projection.” Operating fees and sales of goods exceeded budget targets by $2.8M with year to date total income of $83.1M, which is above budget by $9.2M. Expenditure of $29.6M was $2.4M or 8.1 percent over budget for the quarter. Second quarterly was $7M or 22 percent lower. Personal emoluments costs were below budget by $1.1M which was due in part to a number of vacant positions across statutory bodies. Drugs, medical and laboratory expenses for the national health insurance board exceeded budget by $3.2M in the third quarter and was approximately $3.5M above the second quarter. Year to date – drugs, medical and laboratory have exceeded budget by $4.4M, the premier said. She added that payments to Interhealth Canada had exceeded the budget limits because the budget was revised upwards during the first quarter. And, she further stated, the government has approved further allocation of $4M to absolve the additional cost in the revised interhealth Canada approved budget. Aggregate net operating surplus for the quarter is $12.7M, while year to date operating surplus was $4.8M or 27.7 percent above budget. Aggregate balance sheet accumulated total assets is $372.4M, current assets is at $79.6M, fixed assets at $66.6M, investment instruments $221.8M and intangible assets is $4.4M. The government also has accumulated liabilities of $83.3M, current liabilities of $46.1M and long term liabilities of $38.3M, the premier added. She further stated that the airport authority has an accumulated $47.8M in loan redemption sinking fund, while the NHIB reserve is $1.9M approximately 16.1 below the recommended minimum reserve.

Agriculture department gets TCIG represented at three-day special two new staff members education regional roundtable The Ministry of Health, Agriculture and Human Services, Agricultural Department recently filled two new technical positions, an Extension Officer and Farm Manager. These positions have been filled by Mr. Mario Smith and Mr. Eulitt Pinnock respectively. Both gentlemen come with a lot of experience and training in Agriculture. Ms. Wilhelmina Kissoonsingh, Director of Agriculture stated; “The Turks and Caicos Islands imports almost all its food, which puts the country at a food security risk. However the potential is there to develop the agriculture sector with new and innovative techniques to produce food in a sustainable way.” The role of the Extension Officer (also known as an advisory officer) would be to work with farmers,

schools and interested persons to advise on farming practices, assist in diagnosing problems on the farm like identifying pest and disease problems and educating on new technologies available in agriculture. According to Ms. Kissoonsingh, for many years the Government Farm in Kew, North Caicos has been lacking in technical support. With a farm manager on board, plans are afoot to transform the farm into a research and demonstration farm. Schools and persons interested in Agriculture and Farmers will be able to see and get on hands training on various agricultural practices and eventually have access to some farming inputs. These new additions are crucial to promoting Agricultural Productivity in TCI and promoting food security.

There is heightened interest in the region regarding the need for improved services for children and youth with exceptionalities. Discourse from regional and international conferences and professional gatherings have highlighted the fact that there are common issues affecting the field in the Caribbean, and the rest of the world. Betty Ann Been and Noreane Lightbourne-McKoy from the Ministry of Health, Agriculture and Human Services along with Candice Malcolm and Edgar Howell of the Ministry of Education, Youth, Sports and Library Services joined the Jamaican Ministry of Education, Youth and Information and delegations from Antigua,

Barbados and Trinidad & Tobago at the Jamaica Pegasus for a conversation on key considerations for preparation of children and youth for life beyond school. The threeday Special Education Regional Roundtable was held under the theme “Preparing Productive Citizens for an Inclusive Society: Benefits of the Collaborative Process”. The conference Roundtable brought together policy specialists, researchers, school administrators and practicing special education specialists. The conference Roundtable format provided an intimate setting for focused discussion. The objective was to produce purposeful, relevant and actionable outcomes which may enhance our approach to achieve

holistic provision in the special education sector. The presence of the TCI delegation at the conference Roundtable underscores the government’s commitment to transforming service provision for children and young people with exceptionalities. The new Minister responsible for Education endorsed that Special Education is a key priority for the Ministry and is looking forward to the report from this team. It is expected that the report will be instrumental in informing the work of the Multi agency working group that was set up to review the Special Education Policy that was recently passed. The working group will provide the Minister with recommendations for a pathway to strengthening current services.

Immigration, a tough call Addressing the immigration problem is a tough call because discussion seems to raise the tempers of those having the discussion. Recently we posted a simple answer online.. “Do what’s best for the TCI”. What is best for the TCI? First separate the problem into 2 areas. Illegal border breakers and legal “immigrants”. The illegal influx of poor people from Haiti is the largest problem. We had Haitian neighbors and workers when we lived in the USA and have employed legal Haitian’s here on work permits. Wonderful hard working folks. Easily assimilated. Part of our island history. Illegal arrivals, are not immigrants. An illegal voyage

to come ? Has anyone interviewed these unfortunate folks in depth to get to the bottom of this question? Why are we flying them home at our great expense ? Why not a boat ride ? Marshall a large group together humanely and use a safe large vessel for repatriation. For the first time in 14 years we have a government which is attempting to put the official

responsibility for stopping illegal sloops where it belongs, with the British. Radar does not stop, only sometimes detects the sloops. Sometimes ? We can not change the reasons folks risk their lives. We can change the way we handle it. We can also change the way we address those who have reached our shores without being caught. Ignoring them encourages more of the same. It would seem that having a sound legal immigration policy would be a first step in legal immigration. We need immigrants because our own people have been leaving the TCI in droves! Has anyone addressed this issue in the last 14 years ? We need to set quotas for immigrants. Not just Haitians but for all nations. There is no known policy of real immigration or known path

to citizenship. What is called “Immigration” has been a policy of allowing people to come in as long as they pay increasingly expensive work permits, pay 14 % taxes on everything they earn. After 9 years of paying thousands they are expected to pay $ 10,000 more for a PRC. A PRC is the right to stay but not as a naturalized citizen. This tough policy encourages illegal residency an easier option. In some cases certain businesses and individuals get special privileges and rights.... more encouragement to go illegal ? Illegals are given a comfortable expensive plane ride home and a chance to begin the illegal process all over again ! Discussion and changes are needed.

Lack of bids, staffing issues hindering capital programmes BY DELANA ISLES IN AN address to the House of Assembly on Friday (February 3) Premier Sharlene Cartwright Robinson called on local contractors to bid for government projects so as to help boost the implementation

of its capital programmes. The premier was at the time providing a very comprehensive outline of the government’s performance during the financial year 20162017 to date and outlining areas that need enhancing. She noted when her

government came to office the capital programmes budget was $37.8M, and has since been updated on the progress of the programme Ongoing and committed projects to date highlight the challenges ahead for the full implementation of the

programme in financial year 2016/2017, she said. She added that there are capacity constraints in the public works department, the strategic planning and policy department as well as the contract and procurement department.

“Since coming into office my government has learned of the numerous attempts made to recruit staff for these departments but these efforts are slow. “My government will continue to work to ensure that these key departments are staffed so that there will be an increase in the timely implementation of the capital programme.” The major ongoing project started in financial year 2015 and continuing in 2016 and 2017 totals approximately $13.4M, the premier said. In addition to those ongoing projects the major

Chamber of Commerce concerned about increase in violent crimes in the TCI

– The president addresses open letter to Governor John Freeman BY DAISY HANDFIELD THE PRESIDENT of the Chamber of Commerce, Mr Kyle Smith, has addressed an open letter to the Governor of the Turks and Caicos Islands, Dr John Freeman stating his growing concern over the increase in vicious crimes. The letter also included suggestions to tackle the issue. This comes after armed assailants robbed and shot former Premier Galmo Williams in the leg over the weekend in the Gracebay Road area of Providenciales. The letter headlined, ‘Crime and security concerns- citizens of the Turks and Caicos Islands’, commenced by reassuring the Governor that his outreach was not politically motivated. He said: “We wish from the outset to declare that this outreach is not politically motivated. We are a large group of businessmen and women, mothers, fathers, sons, daughters, neighbours and law abiding citizens who understand and have experienced the benefits of living in close-knit communities, and where historically, petty theft was the primary criminal act. We are now faced with a new breed of

criminal whose acts extend beyond petty thievery to extreme physical damage to business establishments, and to a level, which has instilled perpetual fear in our citizens. We feel very strongly that the time has come for swift action, and Turks and Caicos Islands citizens hereby demand quantifiable results from you, who has responsibility for law and order, immediately.” Mr Smith added that there is a cry that is resonating loudly throughout the TCI community, pleading for action now. The president said that it is evident that the police force is not adequately resourced to tackle the crime issues that the country is currently facing. He said: “We call upon you to exercise your powers to enlist external help as a matter of urgency to combat what has now become a national crisis. Furthermore, our reputation as a stable crimefree destination and our attendant livelihood is being jeopardized as word spreads throughout the international media.” Mr Smith said that the business community of the country would also like to have a seat at the table and offer their assistance through recommendations and

implementation of ‘real quantifiable’ action. The letter included suggestions to combat crime swiftly. Some of these recommendations included the implementation of a program that builds trust between the wider community and the police force, allowing for the free flow of information anonymously or other to aid in the identification and capturing of perpetrators of crime. Also, swift identification of the perpetrators of the numerous heinous acts that jeopardize the reputation and culture of the Turks and Caicos Islands. The swift tackling of the issue of gun related crimes, importation of illegal firearms and drugs. And utilization of the business community, NGO’s, and civil society

in crafting a realistic strategy to combat crime. He concluded by stating that the Chamber of Commerce, its members and the community are ready and available to assist anytime, and to help ensure the safety and security of our Turks and Caicos Islands. Meanwhile, a petition signing was held at the Gus Lightbourne Sports Complex on Tuesday (February 7, 2017) where participants had an opportunity to view the letter written by the Chamber of Commerce to the Governor and sign it, before sending. Attendees also had the opportunity to voice their opinion on the matter of crime in the TCI. Dominque Rolle, from Young Corporate Alliance reiterated Mr Smith’s sentiments issued in the letter and added that the matter

had to be addressed immediatelywhether by the Governor or the new Government. He said: “We have a lot of young entrepreneurs and a lot of people in the community who are saying that they cannot sleep at night and who do not feel comfortable to go out. This affects our economy, this affects our ability to run our businesses and this affects our ability to run our households. “The Turks and Caicos can still be a place where people know that we are peaceful and we are safe. We have to do something now… We are asking the Governor, the Government of the Turks and Caicos Islands to invest and we will work with them. We will work with you, but just lead the way so that we can have a safe Turks and Caicos Islands.”

Caribbean Development Bank’s 47th annual meeting to be hosted in the Turks and Caicos BY DAISY HANDFIELD THE BOARD of Governors of the Caribbean Development Bank’s (CDB) 47th annual meeting will be hosted in the Turks and Caicos Islands from May 24 to 25, 2017. The announcement was made by Dr William Warren Smith, CDB President on February 3, during an official visit with the Premier of TCI, Hon Sharlene Cartwright-Robinson. Approximately 500 delegates are expected to attend the meeting, including Ministers and Government officials, private sector representatives, members of civil society and academic world and media officials. The flagship event will highlight the impact of the Bank’s investments in its 19 borrowing member countries (BMCs). In addition, stakeholders

will take part in strategic discussions on resolving some of the Caribbean Region’s most pressing economic and social development issues. The meeting’s agenda includes a number of opportunities for sharing knowledge and ideas on topics of regional significance. Expert panellists and presenters will have the opportunity to share research findings and information that could enhance policymakers’ understanding of an, therefor, ability to, respond more effectively to development challenges. According to a press statement, the seminars will focus on enhancing productivity and economic growth, and on sector reforms this year. Young local entrepreneur collaborates to open restaurant in Down Town area BY DAISY HANDFIELD WELLINGTON Williams is a young local entrepreneur hoping to make a difference in his community. The jewellery making guru has branched off into the culinary world, opening doors to Coconut Grove restaurant and lounge, an establishment geared at providing a casual dining experience for residents and tourists at a reasonable price. An inaugural ceremony was held on Saturday (February 4, 2017) at the restaurant which is located in the 2005 plaza, Down Town, in Providenciales. The 21-year-old said in an interview with this publication that the idea of this restaurant came after he realized that the Down Town area did not have much tourist attractions, so he wanted to bring the area to life. “We have practically created this restaurant to make a mark in the Down Town area. We do believe that this will be the start of many to come…We wanted to create a spark in down. Five Cays was never looked at as a tourist area, but now with Bugaloo restaurant there, more tourists visit the area. Even with Blue Hills, a number of restaurants have brought it to life and it is an area that most tourists visit while in Providenciales. I feel like there is a need for Down Town to have

The restaurant serves local cuisines, made the authentic Turks and Caicos Islands way, including cracked conch, conch fritters and fried fish. The moringa tree The Moringa tree is native to northern India, but today it is common throughout the tropical and sub-tropical regions of Asia, Africa, and Caribbean. Moringa trees grow easily from seeds or cuttings. They grow quickly even in poor soil and bloom 8 months after planting. To grow from a cutting; after the trees have stopped producing fruits each year, branches need to be cut off so that fresh growth may take place. These branches are excellent for growing new trees. Make a cutting at least 1” (2.5cm) in diameter and at least six feet (1.8m) long. Dig a hole 3 ft. (1m) x 3 ft. (1m) and 3 ft. (1m) deep. Place cutting in this hole and fill with a mixture of soil, sand and composted manure. Pack firmly around base of the cutting. Form a slight dome or

Interhealth Canada makes $6000 investment in computers for National Library Service INTERHEALTH Canada Corporate has delivered on its commitment to invest US$6000 in the education sector with the procurement of eight HP ProDesk 400 G3 Small Form Factor Desktop PC’s for the National Library Service of the Turks and Caicos Islands. The pledge was originally made during TCI Hospital’s anniversary celebration last year. A press conference was held at Cheshire Hall Medical Centre on Thursday, February 9th 2017 to formally handover the much-needed modern computers to the country’s public libraries. The team from Interhealth Canada led by Chief Executive Officer, Daniel Carriere included Chief of Medical Services, Dr. Denise Braithwaite-Tennant and Information Systems Manager, Detorrie Tennant. Minister for Education, Hon.

Josephine Connolly accepted the donation on behalf of the Turks and Caicos Islands Government and praised the company for its consistent investment in community projects. ‘The UK is a tax haven’ – Bermuda attacks plan to end financial secrecy THE government of Bermuda has hit back at British efforts to end offshore financial secrecy, claiming the UK itself is a “tax haven”. Speaking ahead of a meeting on Wednesday between Theresa May and the leaders of Britain’s overseas territories, Bermuda’s deputy premier and finance minister, Bob Richards, pushed back against proposed legislation that would create public registers naming the owners of offshore companies. Richards said the UK should get its own house in order before making demands from its dependencies. “The UK is a tax haven,” he said, citing non-dom laws that allow foreign nationals to live in Britain without paying tax on overseas income. “You have more billionaires resident in London than any place on earth. They are not here for the weather, they are here for the tax climate. We have a double standard going on here. “We have a much more transparent, much cleaner system than the countries that promulgate these rules in the first place. The popular notion that somehow there is something nefarious going on in a small island that is relatively

successful is false.” From April 2017, however, non-doms will lose some of their advantages and foreign nationals will no longer be able to enjoy tax breaks indefinitely in the UK. Butler-Turner out of party if she nominates as independent THE minute Official Opposition Leader Loretta Butler-Turner nominates herself as an independent candidate for Long Island she will no longer be a member of the Free National Movement, the party’s Chairman Sidney Collie said on Sunday. In an interview with The Tribune, Mr Collie said according to the party’s constitution, any FNM member that runs against a nominated FNM candidate “automatically disqualifies him or herself”. Last month, Mrs Butler-Turner confirmed to The Tribune that her bid for re-election in Long Island during the upcoming general election would be as an independent candidate. Last week, she posted a series of photos on social media showing her constituency headquarters in Long Island being repainted blue. She captioned the images with the hashtags independent2017 and campaign2017. “She can do what she wants,” Mr Collie told The Tribune. “Once she nominates she automatically disqualifies herself from being in the FNM, but right now it is just talk.

Last month, Mrs Butler-Turner confirmed to The Tribune that her bid for re-election in Long Island during the upcoming general election would be as an independent candidate.

“I am not going to speculate whether she will actually nominate or not. We will wait and see what happens on nomination day. Politicians say lots of things, you cannot put too much stake in talks. If she nominates we will do what we have to do.” In December, the FNM appointed a three-person tribunal to decide the fate of Mrs Butler-Turner and the six other members of Parliament who ousted Dr Minnis as leader of the

Official Opposition in the House of Assembly earlier that month. The party accused the group of MPs of bringing the party into “disrepute, division, rancour and dishonour” as well as signing, delivering and causing a letter expressing no confidence in Dr Minnis to Governor General Dame Marguerite Pindling to be read in Parliament. The FNM’s council also withdrew Mrs Butler-Turner’s candidacy for Long Island and ratified Adrian Gibson, 32, an attorney and former Tribune columnist, for the seat. Cayman Premier: UK must ‘moderate’ Brexit impact on territories THE U.K. government must do its best to back financial services industries in its overseas territories, both before and after Brexit talks with the European Union, Premier Alden McLaughlin said Tuesday. The premier attended discussions in London Tuesday with British leaders who are overseeing Britain’s exit from the EU, including MP Robin Walker and Overseas Territories Minister, Baroness Joyce Anelay. Premier McLaughlin noted that EU countries had sought to place Cayman on various “black or grey lists,” even after it had attempted to cooperate on tax enforcement and anti-money laundering efforts. Because of this, Mr. McLaughlin said it was important for the U.K. to be a “moderating voice” both before and after the EU exit occurs. Britain is expected to formally

announce its intention to separate from the union sometime in March, after which it will have two years to exit the EU. The Joint Ministerial Council, made up of British representatives and leaders from its remaining overseas territories, will meet again in June to discuss Brexit progress. “This initial [council] on European negotiations was promising,” Mr. McLaughlin said. During Tuesday’s meeting, Premier McLaughlin was joined by representatives from nine other British Overseas Territories, to discuss a range of issues related to Brexit. The main subjects included international trade agreements, including territories’ access to the EU single market, and free movement of overseas territories citizens within the EU countries. Haiti police rescue dozens, arrest 12 in human trafficking ring POLICE in Haiti over the weekend rescued dozens of women and girls on the verge of being sold, and placed 12 suspected human traffickers under arrest, authorities said. Officials said the arrests took place Sunday at a tourist resort outside the capital Port-au-Prince after a three month investigation. “We found 33 girls, 20 of them minors, piled together in one room,” Danton Leger, government commissioner for Port-au-Prince, told local radio. “In another room there were 12 people — four women and eight men — with what appeared to be marijuana and cocaine,” Leger said. The raid took place at the Kaliko Beach Club, some 60

kilometres (37 miles) outside the capital. “Last week, we received information that young girls were being sold for 300 dollars each,” said Leger, who holds a post equivalent to government prosecutor. Police seized a computer said to contain pornographic videos involving child victims, he added. Witnesses interviewed by police said that girls as young as 13 were lured to the resort with promises of a beach vacation, only to fall victim to the traffickers. “These people are suspected of trafficking in minors and of sexual exploitation,” said national police spokesman Garry Desrosiers.

Bahamas tops Caribbean on crime’s economic cost THE Bahamas leads the entire Caribbean on economic losses stemming from crime, losing $434 million or almost 5 per cent of its annual gross domestic product (GDP) to the scourge. The extent of crime’s impact on Bahamian economic output and wider society is laid bare in an Inter-American Development Bank (IDB) report, which shows that out of 17 Latin American and Caribbean countries, only Honduras and El Salvador incur greater annual costs as a proportion of GDP. The study, ‘The costs of crime and violence: New insights in Latin America and the Caribbean’, reveals that the Bahamas is one of only two countries in the region where crime costs its citizens and residents more than $1,000 per person annually. Once currency differences are accounted for, crime was shown as costing Bahamas residents $1,177 per capita annually, second only to Trinidad & Tobago’s $1,189 per person. The IDB study described crime’s costs as “particularly high” in the Bahamas, while placing Jamaica and Trinidad & Tobago in the same category, with more than 75 per cent of Bahamian companies spending money on security personnel, technology and equipment. Again, the Bahamas is second only to Trinidad in the proportion of companies forced into expenditure on security measures, which has become an ‘everyday feature of life’ for too many businesses. The private security industry has been one of the few growth areas in the Bahamian economy since

the 2008-2009 recession, reflecting just how strong a grip crime - and the ‘fear of crime’ - maintain on the private sector and wider society. “In Honduras, private spending is almost 2 per cent of GDP – more than twice the regional average – and the higher bound is above 3 per cent,” the IDB said of spending on security measures. “El Salvador follows with costs incurred by the private sector hovering between 1.6 and 2.7 per cent of GDP. The Bahamas and Brazil also show high private costs, with estimates varying between 1 and 1.9 per cent.” The IDB study also found that when it came to the Caribbean’s urban areas, New Providence and Nassau led the way when it came to the number of physical assaults, robberies, burglaries, thefts and car thefts per capita. Nassau was above the global and regional average for all categories apart from burglary and theft. The findings again illustrate why it is a matter of national urgency, and priority, for the Bahamas to get a ‘grip on crime’, given the enormous economic and social costs it continues to inflict, and which threaten to both undermine its main industries and overall competitiveness. “Not surprisingly, the three countries in the [Caribbean] that lose the highest percentages of their GDP to crime are those with the highest levels of violent crime: The Bahamas, Jamaica, and Trinidad and Tobago,” the IDB study found. “The high levels of crime likewise affect the private sector in the [Caribbean]. 5.8 magnitude quake rattles St Lucia and other Islands A 5.8 magnitude earthquake was felt in St Lucia and other parts of the Eastern Caribbean this afternoon, with residents reporting feeling buildings shaking. The quake occurred around 3:54 p.m. at a depth of 20 km, 120 km northeast of the capital, Castries; 73 km northeast of Fort-de-France, Martinique; and 93 km east-southeast of Roseau, Dominica, according to the University of the West Indies Seismic Research Centre (SRC). St. Lucia’s National Emergency Management Organization (NEMO) said there were no immediate reports of damage or injuries although the tremor appeared to have been felt islandwide. And the SRC said people living in Antigua, Martinique, St Vincent and St Lucia also reported feeling the shaking. “Very strong at Morne Fortune

These costs draw money away from other activities that could potentially enhance productivity such as the amount spent on research and development, which is lower than the amount spent on crime overall. “Finally, although government expenditure on combating crime is relatively high, the money is spent overwhelmingly on police, but this has not translated into higher police effectiveness,” the report continued. “Moreover, with precious little of the total expenditure going to the judicial systems and crime prevention, much of the sub-region has ended up with overcrowded prisons, where nearly half of the detainees may wait years before going to trial.” The report, which has been studied by Tribune Business, seeks to measure crime’s costs from three perspectives. Apart from the impact on the private sector, and the spending by households and companies on security, it also analyses the cost to government in terms of public expenditures on the judicial and prison systems, plus the

police force. And, finally, it also attempts to measure crime’s social costs, particularly its impact on Bahamians’ quality of life, and income lost by the imprisonment of inmates at Fox Hill prison. The Bahamas was found to lead the Caribbean by almost a full percentage point of GDP when it came to crime’s costs, estimated to cost this nation 4.79 per cent of annual economic output - a sum equivalent to $434 million. Only Jamaica came near to the Bahamas at 3.99 per cent of GDP per annum, with just Honduras and El Salvador ahead of this nation in the Latin American and Caribbean region, both losing more than 6 per cent of their annual economic output. Adjusting for different currencies and exchange rates, the IDB study found: “Trinidad & Tobago and the Bahamas have the highest costs at well over US$1,000 per capita in international US dollars. “Argentina is a relatively distant third, with per capita costs slightly below $700 in international US dollars. Guatemala, Paraguay, and Honduras, in that order, have the lowest per capita costs at or below $300 in international US dollars.” The Bahamas was also shown to

be above the regional average when it came to income lost as a result of murders/homicides, the report pegging this at almost 0.5 per cent of annual economic output - a sum equal to $40-$50 million. “On average, foregone income related to homicides represents 0.32 per cent of GDP,” the IDB study said. “However, this average hides enormous variability across countries. “The Bahamas has the third highest homicide cost, at 0.48 per cent of GDP..... The third country classified as having a high social cost of homicides [after Honduras and El Salvador] is the Bahamas, with an average cost from homicides of 0.53 per cent of GDP during the sample period. The Bahamas had a peak cost of 0.64 per cent in 2011, and the lowest value in 2010 at 0.47 per cent.” The Bahamas, though, was said to have the highest murder rate detection based on 2013 data, pegged at 51 per cent. And the Christie administration has been attempting to address the justice system’s weaknesses via the $20 million ‘Citizen Security’ initiative with the IDB, increasing the number of criminal courts and recently unveiling the Office of the Public Defender. Moise sworn in as Haiti’s new president JOVENEL Moise has been sworn in as Haiti’s new president, opening a new chapter in the country’s history after a long-running political crisis. The 48-year-old banana exporter, who has never held political office, took the oath of office on Tuesday in a ceremony in the capital, Port-auPrince. The handpicked candidate of Haiti’s former president, Michel Martelly, Moise initially won the first round of voting in October 2015 - but the results were subsequently annulled amid allegations of massive fraud. The elections were further postponed in October after Hurricane Matthew battered the country, killing hundreds and causing extensive damage. Moise won a November election redo with 55 percent, vowing to stimulate the economy and create more jobs. Yet, his critics claimed he did not gain a mandate because only 21 percent of voters went to the polls. The new president begins his five years in power with an already fragile popularity, since he is at the centre of an unresolved money laundering probe. Haiti’s Central Unit of Financial Intelligence alleges that Moise laundered $5m through suspicious

Brexit vote: Lewis quits shadow cabinet as MPs back bill MPs have overwhelmingly agreed to let the government begin the UK’s departure from the EU as they voted for the Brexit bill. The draft legislation was approved by 494 votes to 122, and now moves to the House of Lords. Shadow business secretary Clive Lewis was one of 52 Labour MPs to defy party orders to back the bill and he resigned from the front bench. PM Theresa May wants to trigger formal Brexit talks by the end of March. She will do this by invoking Article 50 of the Lisbon Treaty, but requires Parliament’s permission before doing so. Mr Lewis, who earlier said he was undecided on whether to support the European Union (Notification of Withdrawal) Bill, announced his resignation as MPs began voting for the final time. He said he “cannot, in all good conscience, vote for something I believe will ultimately harm the city I have the honour to represent, love and call home”. Leader Jeremy Corbyn said he understood the difficulties the vote presented some of his MPs but said they had been ordered to back the Article 50 because the party would not “block Brexit”.

Seven people were injured in fire that broke out late on Tuesday night and raged for 10 hours as it spread rapidly, engulfing more than 1,000 makeshift houses. Clive Lewis announced he was resigning shortly before the third reading vote.

Shadow home secretary Diane Abbott, who missed last week’s initial vote on the bill, backed it this time. She told the BBC she had “a lot of misgivings about the idea of a Tory Brexit” and predicted the UK would “come to regret it”, but added: “I’m a loyal member of the shadow cabinet and I’m loyal to Jeremy Corbyn.” The Labour rebellion was five MPs up on last week’s vote, while former Chancellor Ken Clarke was again the only Conservative to vote against the two-clause bill. Seven people were injured in fire that broke out late on Tuesday night and raged for 10 hours as it spread rapidly, engulfing more than 1,000 makeshift houses, fire officer Edilberto Cruz told reporters. About 15,000 people were left homeless and were temporarily

sheltered in evacuation centres, and their belongings, like television sets, washing machines and clothes were left on a major road, blocking trucks hauling containers at the port. Only a week ago a worker was killed and more than a hundred injured at a huge industrial fire at factory south of the capital.Fires are common in factories and shanty towns in Manila, one of the most populated cities in the world. In 2015, 74 workers were killed when they were trapped in a slipper factory north of the capital.

SUPPORT for Scottish independence rose after the Prime Minister came out in favour of the UK making a clean break with the European Union, a survey has found. The BMG poll for The Herald indicated 49 percent of Scots support independence with 51 percent opposing it, after “don’t know” votes are removed. A similar survey conducted last month showed roughly the same result as the 2014 Scottish independence referendum, with 45.5 percent in favour of independence and 54.5 percent against, the newspaper said. Scottish Greens lawmaker Ross Greer, who backs the devolved nationalist government on independence, told Reuters Scotland was almost certainly headed to a new independence referendum after the UK triggers the process to leave the European Union. The poll came as Holyrood’s Brexit Minister vowed Scotland would “never, ever turn our back on Europe”. North Korea forcing children as young as seven to work, report says HUMAN Rights Watch has accused North Korea of exploiting children as young as seven through forced manual labour, urging the United Nations to take action against the repressive regime. Research conducted by the group, along with three South Korean activist organisations, found that the North Korean authorities forced children to work by co-opting their schools and universities. Party wings, such as the Korean Children’s Union, which is compulsory for students aged seven to 13, also compelled children to engage in farming, the construction of buildings, statues, roads and railways, and in the collection of scrap materials to sell. Older teenagers, often from poor families, can be strong-armed to join paramilitary forced labour brigades, where they may be left to toil for up to ten years without pay, said HRW. The North Korean government

claims to have abolished child labour 70 years ago. Officials are known to refer to the tasks as “team-building” exercises for the good of the country. “Forcing children to work is an egregious human rights abuse condemned worldwide, but for many North Korean students, it’s a part of their everyday life,” said Phil Robertson, HRW’s deputy Asia director. “The UN Committee on the Rights of the Child should demand that Pyongyang tell the truth about these abusive practices and immediately bring them to a halt.” The group’s findings, currently being presented to the UN in Geneva, include evidence from two teenagers who managed to escape. Jeon HyoVin, 16, said she experienced forced labour in school almost every day. The film revealed little girls hammering the tracks, and boys carrying heavy stones to wheelbarrows.

Peru to give visas to thousands of crisis-weary Venezuelans PERU has created a temporary visa that will allow thousands of Venezuelans to work and study in the country, part of a migratory policy that aims to “build bridges” and “not walls,” the Andean nation’s interior ministry said. President Pedro Pablo Kuczynski’s government issued 20 temporary visas to Venezuelan migrants in Peru this week. Kuczysnki, a centrist, has expressed concern about shortages of food and medicine in Venezuela, mired in a deep economic crisis. Some 6,000 Venezuelans are expected to receive the permit, which will allow them to study, work and receive health services in Peru for a year, the interior ministry said late on Thursday. A smiling Obama was enjoying being jobless as he rode the waves recently in the Virgin Islands with Richard Branson. Branson published a blog post Tuesday with pictures and video of the ex-president kitesurfing off one of his private islands in the British Virgin Islands. Obama, and his wife, Michelle, have spent time vacationing with the Virgin Group founder since leaving the White House Jan 20. Branson writes that Obama, a native of Hawaii, told him he was prevented from surfing by his security detail during his time in office, so he jumped at the chance to learn how to kitesurf. “It was a huge honour to be able to invite President Barack and Michelle Obama down to the British Virgin Islands for a complete break after Barack finished his second term as President and the family left the White House,” Branson wrote. The billionaire said he and the former leader of the free world challenged one another to see if Obama could learn to kitesurf before Branson learned how to foilboard, a form of surfing where the board has a hydrofoil on the bottom. Smaller protests have occurred throughout the country in recent weeks in response to the January incident and it remains unclear if Argentine law allows women to go topless on public beaches. Police cited a national criminal code article prohibiting “obscene displays” to justify asking the women to leave the beach, although at least one judge ruled after the incident that going topless was not a crime. Depp parts with long-time agent – Cites financial concerns JOHNNY Depp has parted ways with his longtime agent, Tracey Jacobs of U.T.A., citing financial concerns, reports Page Six, and has signed a new contract with rival agency C.A.A., which offered him a more favourable deal as he copes with the fallout from an ugly and very public divorce. News of Depp’s move surfaced after other reports of Depp’s money struggles, including the news that he can no longer sustain his $2 million a month lifestyle. Marley tapes restored after 40 years in London basement LOST recordings by Bob Marley found in a damp hotel basement in London after more than 40 years have been restored. The tapes are the original, high-quality live recordings of the reggae legend’s concerts in London and Paris between 1974 and 1978. Tracks include No Woman No Cry, Jamming and Exodus. They were at first believed to be ruined beyond repair, largely because of water damage. Marley, who died in 1981, would have been 72 on Monday. The tapes were found in a run-down hotel in Kensal Rise, north-west London, where Bob Marley and the Wailers stayed during their European tours in the mid-1970s. They were discovered when Joe Gatt, a Marley fan and London businessman, took a phone call from a friend, who had found them while doing a building refuse clearance. From the 13 reel-to-reel analogue master tapes, 10

wore them for a week. After the first week, the subjects were asked to return one year later and two years later. The participants in the study were from five different countries: the United States, Ghana, South Africa, Seychelles, and Jamaica, aged between 25 and 40. “From our study it is not evident that higher volumes of PA alone are protective against future weight gain, and by deduction our data suggest that other environmental factors such as the food environment may have a more critical role,” noted the research.

Male contraceptive gel proves effective in monkeys WHEN it comes to contraception, there are no long-lasting, easily reversible options for men. The only choices are condoms or a vasectomy. And it’s been this way for more than a century. But a new injectable gel that blocks sperm inside the body, preventing them from leaving while allowing seminal fluid to pass through, has proved effective in trials using monkeys. The researchers behind the product, known as Vasalgel, hope it could get trials in humans within a few years. “What was important here was that this worked and was safe in animals similar to humans,” said Elaine Lissner, executive director of the Parsemus Foundation, the medical research organisation behind Vasalgel that is also leading the trials. A new study, published Tuesday, involved 16 male monkeys receiving injections of Vasalgel who were released into social outdoor housing with females. Any adverse effects, as well as their ability to impregnate females, was compared with a historical sample of monkeys that had received vasectomies. “It was a simple efficacy study,” Lissner said, meaning the researchers merely set out to see whether the gel was safe and worked to prevent pregnancy. The social groups were monitored for at least one breeding season, and the team reported in its paper that

none of the females in the group conceived during that time. One monkey had the gel inserted incorrectly, and another developed a sperm granuloma, or lump of sperm, but the majority tolerated the gel and saw little inflammation, Lissner said, adding that rates of granuloma and inflammation are usually higher after a vasectomy. Lissner’s team is hoping to conduct clinical trials in humans next year and plans to stage further animal trials this year in preparation. But although the gel worked well in monkeys, it won’t necessarily translate perfectly to humans. “This is a bigger, longer task than we first anticipated,” Lissner said. STOPPING SPERM IN THEIR TRACKS Administering Vasalgel inside a man, or a monkey, involves a polymer injected into the spermcarrying tubes between the testicles and penis, known as the vas deferens, to block sperm as they are released. The injection is given under anesthetic and mimics the effect of a vasectomy, but without the snip. “It’s a sticky gel that goes into (the tubes) and basically filters out sperm,” Lissner said. A similar polymer called RISUG is being trialled in India and has proved effective in men. The new gel is injected in a location similar to that cut during a vasectomy and allows fluids through

while blocking sperm. The backedup sperm are then reabsorbed by the body. A further benefit is that -- unlike with a vasectomy -- the gel is meant to disintegrate when a second solution is injected to break down the barrier and flush it out. This would make the process reversible. Reversibility was shown in trials on rabbits, but it was not tested in the new trial on monkeys. Recent trials on baboons also failed to reverse the effect. “Successful reversibility will

Invasive procedure A further factor likely to impact numbers using this method is that Vasalgel still involves minor surgery to pull out the sperm tubes and inject the gel. What’s more, when sperm are reabsorbed into the body, there is a risk of an immune reaction, potentially leaving men less fertile after reversal -- similar to vasectomy, though risks with the gel are lower, according to Lissner. “Fifty percent of men after

a vasectomy reversal remain infertile,” said Dr. Ilpo Huhtaniemi, emeritus professor of reproductive endocrinology at Imperial College London, who was not involved in the new study. However, he points out that this doesn’t prevent men from having children, as sperm can still be collected and used for in-vitro fertilization. The latest evidence on monkeys has many hoping a new form of contraceptive may be on the horizon, but experts believe more evidence is first needed on its reversibility.

Heavy lifting, shift work could harm women’s fertility, study shows

JOBS that involve heavy lifting on a regular basis could reduce a woman’s fertility, particularly among overweight and obese women, a new study shows. The research, published Monday in the journal Occupational and Environmental Medicine, also found that working antisocial hours (in the evenings or night) or rotating shifts, may also impact female fertility. Though the underlying cause is not known and more research is needed to further verify the findings, the team at the Harvard T.H. Chan School of Public Health believes that women in their reproductive years may need to consider this when trying to conceive. “Our study suggests that women who are planning pregnancy should be cognizant of the potential negative impacts that non-day shift and heavy lifting could have on their reproductive health,” said Lidia Mínguez-Alarcón, a research fellow in the Department of Environmental Health and lead author of the study, in a statement. Recent studies have shown potential associations between physically demanding jobs or shift work and reduced fertility, but this new study explored direct biomarkers for fertility in the body, such as egg numbers and hormone levels, to suggest possible mechanisms behind the change. “These occupational exposures are affecting egg production and quality,” said Audrey Gaskins, an epidemiologist at the Harvard T.H. Chan School and senior author on the paper told CNN. This reduction in mature eggs was even greater in women who were also

Study of the meteorite led the researchers to believe that a volcano did exist on the Red Planet, which erupted continuously for 2 billion years. “Even though we’ve never had astronauts walk on Mars, we still have pieces of the Martian surface to study, thanks to these meteorites,” shared Marc Caffee, member of the meteorite research team and professor of physics and astronomy at Purdue University. The journey of the meteorite began when something crashed into the surface of Mars either hitting the erupting volcano or just plain lava. The massive impact ejected rock fragments from the surface of the Red Planet into outer space. This phenomenon was possible due to the less gravitational attraction on Mars, coupled with the thin atmosphere. The journey from outer space to Earth’s surface was not a straight course. The fragments of rocks orbited in space for thousands or billions of years until a few of them passed close enough to enter a planet’s orbit or an external force pushed it into the orbit. overweight, obese or over the age of 37. “We saw this same association in an entirely different cohort,” Gaskins said of a recent study by her team that also saw a link between obesity and reduced fertility. “We speculate it could be due to a disrupted stressresponse system. Obesity affects the body’s ability to handle stress.” People who worked nights or rotating shifts in the new study also saw a reduction in the number of mature eggs. No association, however, was seen between these aspects of the women’s occupation and their levels of folliclestimulating hormone or estrogen. The mechanisms explaining this link to reduced fertility are not known, but the researchers would like to explore further, as well as looking at whether this impact on fertility could be improved, reduced or avoided. “(We want) to look at whether a woman is able to change her schedule

or lifting and whether we see a change in fecundity,” Gaskins said, adding that this would determine whether the effect is short- or long-term. If stopping these exposures leads to an improvement, the team can make recommendations for policies. “It’s perhaps not surprising that people under more physical stress might have poorer fertility, but the big question is, why?” Channa Jayasena, a reproductive endocrinologist at Imperial College London who was not involved in the study, told CNN. He cited previous studies showing that women who are malnourished or do extreme amounts of exercise, putting strain on their bodies, see adverse fertility effects. “It’s possible this is an extension of that,” he said. But Jayasena added that although this study was interesting and insightful, greater sample sizes than the less than 500 in this study are needed to truly account for differences such as socioeconomic status.

This indicated that the 10 meteorites were formed from cooling magma about half a million years ago on the Martian surface. However NWA was found to be 2.4 billion years old by the researchers. Caffee says that the time period of the NWA depicts that there was a steady flow of magma in one of the areas of the Red Planet. Caffee also estimates that NWA 7635 could be a part of Olympus Mons. Continuous eruption of volcanoes for a long period of time is non-existent and not heard of in the history of Earth. Martian volcanoes erupted for extreme durations and grew quite big in size as the Red Planet is devoid of tectonic plate movements unlike Earth.

The condition, misophonia, is far more than simply disliking noises such as nails being scraped down a blackboard. “I feel there’s a threat and get the urge to lash out - it’s the fight or flight response,” says Olana TansleyHancock, 29, from Kent. UK scientists have shown some people’s brains become hardwired to produce an “excessive” emotional response. Olana developed the condition when she was eight years old. Her trigger sounds include breathing,

eating and rustling noises. She told BBC News: “Anyone eating crisps is always going to set me off, the rustle of the packet is enough to start a reaction. “It’s not a general annoyance, it’s an immediate ‘Oh my God, what is that sound?’ I need to get away from it or stop it’. “I spent a long time avoiding places like the cinema. I’d have to move carriages seven or eight times on 30-minute train journeys, and I left a job after three months as I spent more time crying and having panic attacks than working.” Scientists, including Olana, at multiple centres in the UK scanned the

brains of 20 misophonic people and 22 people without the condition. They were played a range of noises while they were in the MRI machine, including: neutral sounds such as rain, generally unpleasant sounds such as screaming and people’s trigger sounds. Dr Sukhbinder Kumar, from Newcastle University, told BBC News: “They are going into overdrive when they hear these sounds, but the activity was specific to the trigger sounds not the other two sounds. “The reaction is anger mostly, it’s not disgust, the dominating emotion is the anger - it looks like a normal response, but then it is going into overdrive.”

BAYERN Munich were taken by surprise by the timing of captain Philipp Lahm’s decision to announce his retirement. Lahm, 33, joined Bayern aged 11 and has spent almost his entire career there, but will exit at the end of the season. The German World Cup winner was under contract until 2019 and has also turned down a role as sporting director. Chief executive Karl-Heinz Rummenigge said the club were “surprised” by the actions of Lahm and his agent, adding: “the doors at Bayern will remain open”. Lahm, one of Germany’s most successful footballers, announced his intention to retire at the end of the season after his 501st game for the club, a German Cup win over Wolfsburg. QATAR is spending almost $500m (£400m) a week on major infrastructure projects as it prepares for the 2022 FIFA World Cup, its finance minister has said. Ali al-Emadi expected spending to continue at that level for three to four years as new stadiums, motorways, rail links and hospitals are built. More than $200bn (£160bn) will be spent in total by the gas-rich emirate. But Mr Emadi denied that the plans would make the 2022 tournament the most expensive World Cup yet. The 2014 World Cup in Brazil is reported to have cost $11bn (£8.8bn) to host, while Russia increased government spending on the 2018

World Cup by $321m to $10.7bn. Brazil struggled to get many of its stadiums ready, but Mr Emadi told reporters in Doha on Tuesday that Qatar had already awarded 90% of the contracts for 2022 projects and that two-thirds would be delivered within the next 24 months. “We are giving ourselves a good chance to deliver things on time,” he added. “We don’t want to be in a place where we start painting when people are coming to the country.” In order to achieve this, contractors have brought in hundreds of thousands of migrant workers, mainly from South Asian nations, who human rights groups say have been exploited and forced to work under dangerous

conditions. Qatar’s government has denied the workers are exploited and in December it implemented reforms designed to improve the rights of the migrant workers. Mr Emadi said the money for the World Cup projects had been protected from cuts to the national budget caused by low oil and gas prices. Last year, Qatar had an estimated budget deficit of more than $12.8bn, and the 2017 budget has a projected deficit of $7.8bn. The pressure on the state finances is now easing because of higher oil prices, and Mr Emadi said Qatar might not need to issue international bonds this year. (BBC)

Meridian Marauders made light work of the Coast Red Mist 23-15 after Hendricks Joseph scored a hattrick and his cousin Creevy Joseph scored a try on debut. Dan Willis led Red Mist with six points. It was the centre’s best performance so far in tag rugby.

THE upcoming historic Youth Football League, which was officially launched this week with a sponsorship signing by FortisTCI, will have 22 teams. Information from the TCIFA indicates that some 282 youngsters will be a part of the event which starts on March 4th and runs until early June. The children will compete in three age divisions for the FortisTCI Cup. There will be six U13 co-ed teams, and eight teams (boys and girls) each in the U11 and U9 divisions. At a joint press conference earlier this week FortisTCI President/ CEO Eddinton Powell said that his company was happy to support the

youths of the TCI through the league. “The company is pleased to have the opportunity to collaborate with the TCIFA on what will undoubtedly be an experience of a lifetime for these young and talented football players. Organised sports do far more than provide a positive outlet for our youth. Fenelon records PB in high jump NATIONAL athlete Wikenson Fenelon recorded a personal best last Saturday in the high jump at the Youngster Goldsmith meet at the National Stadium in Jamaica. The 17-year-old, who had equalled his previous best of 1.80M last month, reached 1.95M for a fourth place finish in the competition last week for Jamaica College. He is now confident that he can reach the 2M mark this season. At last Saturday’s meet, the Grand Turk born started at 1.70M and moved up by increments of .5 until he reached 1.95M in his final jump. A few other national athletes competed in the track and field event. Ken Reyes finished fifth in his race in the 800M with a time of 1.56s, while 16-year-old Colby Jennings finished third in his heat in the 400M with a time of 50.50s

PROVO HOCKEY LEAGUE:

Flyers take commanding lead after two-week dominance FOUR consecutive wins, including two last Saturday, at the Graceway Sports Centre have propelled the Villa del Mar Flyers to a commanding position in the Midget Division of the Provo Hockey League. After nine weeks the Flyers are on 16 points, followed by the Saunders Greyhounds on 11 points and the Gansevoort Gators on nine points. All teams have played 12 games. In their latest games, the Flyers defeated the Gators 7-1 before beating the Greyhounds 10-8. Against the Gators, Darius Coakley (three goals) and Carson Greatrex (two goals) led the attack. Noah Reid and Tristan Grandsire also scored. Brooke Rivers scored the lone goal for the opposing team. Coakley was also the main scorer in the other clash. He found the back of the net five times and made two assists. The game proved to be very competitive. Flyers took a 3-1 lead before Dylan Ayer scored three of the Greyhounds’ four consecutive goals for a 5-3 advantage; but Coakley scored twice towards the latter stage of the first half and again

in the second period to push the Flyers back ahead (6-5). The Greyhounds did not give up, but they were unable to tie or take back the lead. Reid, Grandsire (also an assist), Mae Chaplin, Keshawn Thompson and Greatrex (also an assist) scored a goal each for the winners. Along with Ayer, who finished with four goals, Zachary Scholar was also outstanding with three goals and three assists. BANTAM DIVISION Group leaders the Coco Bistro Bruins drew their first game in the Bantam Division, when they locked horns with the Turkberry Hurricanes. Although the game ended 6-6, it proved to be a ding-dong battle. Hurricanes went ahead 2-0 after goals from James Nesbitt and Maddox Zaidan Jones before Max Scholar pulled one back in the first period for a 2-1 half time score. zBy the seventh minute in the second period three others goals were scored, the Hurricanes’ Graham Junior carried his team in front 3-1,

before the Bruins’ Scholar and Kurt Rivers levelled the game 3-3. Hurricanes went slightly ahead three other times, but the Bruins always bounced back. Jones led the Hurricanes with three goals and an assist, while Nesbitt, Junior and Andrew Beavis finished with one goal each. Scholar and Rivers led the Bruins with three goals and an assist each. In the other Bantam clash, the Projetech Penguins won their fifth game after a 6-2 win over the Digicel Comets. Jaden Robinson (also an assist), Wyatt Pollon (also an assist) and Takeem Williams led the winners with two goals each. NOVICE DIVISION In the Novice Division the Grace Bay Resorts Conchorers recorded their ninth win after a 3-1 comefrom-behind victory against the Scotiabank Sailfish. Gilley’s Enterprises PPL: Small World beat defending champs, lead points table LENFORD Singh added two goals to his season’s tally as new team Small World United climbed to the top of the league and in the process dented the AFC Academy’s chances of retaining their Gilley’s Enterprises Provo Premier League (PPL) title. Singh scored the opening goal against the Academy, created a

penalty which was converted by a teammate and then sealed the game in the second half (3-0). Singh has now scored eight goals this season. In the most recent points standings Small World are ahead on nine points from four games followed by the Sharks, who whipped Teachers FC 5-1 in their latest clash on Tuesday night. Both

the Sharks and Beaches are on seven points each, but the former has a better goal difference and has played one less game. Cheshire Hall, who drew with Beaches 2-2 last Saturday evening are fourth on six points. Academy, who are still chasing their first win are on two points from three games (two draws).

K-State student Guerrier records PBs in indoor sprints NATIONAL sprint record holder (100M, 200M and 400M) Akia Guerrier is constantly improving in her indoor events for new school Kansas State. In her latest meet at the Frank Sevigne Husker Invitational in Nebraska last Saturday she recorded personal bests in both the 60M and 200M. The former BWIC student clocked 7.69s in the 60M and 25.27s in the 200M. On January

12th in her first meet for the new school the 18-year-old had clocked 25.81s in the Wichita State vs. Kansas vs. Kansas State Meet. In the 60 metres she had registered 7.71s. Late last month in the New Mexico Team Invitational the freshman had advanced to the final in the 60M after clocking 7.81s. She finished sixth overall in that event with a time of 7.72s in the final.

PABA Night League:

Flyers rebound with two wins after walkover defeat THE Five Cays Flyers proved that they are favourites for the title this season after rebounding nicely from a walkover defeat last Friday evening in the Provo Amateur Basketball Association (PABA) Night League. A frustrated Flyers team had protested “unfair treatment” by the league, and decided to forfeit their game against the Predators. It was their only defeat this season. Twenty four hours later the former champions were back on the court and back to their winning ways. Leading the charge was point guard Anthony Cash who exploded with 32 points as his team humbled the Kings 102-79. Saundro Germain added 17 points. Stefan Morris led the Kings with a double-double 17 points, 11 assists and four rebounds. On Wednesday night the Flyers

recorded another win when they edged out the Spartans 66-63. Jakie Been and Cash led the attack with the former scoring 16 points, to go with eight boards and three steals. Cash finished with 15 points, five rebounds and two steals. Emanio Williams (16 points and seven rebounds) and Devin Williams (16 points and six rebounds) led the Spartans’ attack. Despite the loss it was a better finish for the Spartans who were beaten by 15 points on Friday night. In that game the Sonics triumphed 102-87. Darado Fulford scored 29 points and eight rebounds for the winners, while Dudley Lightbourne added 13 points and four boards. The Spartans were led by Emanio Williams with 27 points and nine rebounds and Lordly Lubin with 22 points, five rebounds and three

steals. The biggest upset this weekend happened in game one on Saturday night when the Hustlerz led by Troy Saunders edged out the GT Stallions 68-66. Saunders powered his way to 31 points and five rebounds. Damion Seymour and Kino Williams scored 13 each for the Stallions. On Wednesday evening the Hustlerz got another win when they eased past the Kings 64-48. Tori Jackson had a breakout game with 21 points, while newcomer Aldriko Harvey finished with a doubledouble (12 points, 13 rebounds and three steals). Fedlor Semora also finished with a double-double (16 points, 16 rebounds, four assists and four steals), his Kings’ teammate Eric Ericson added 12 points and three steals.
