It was reported as yet another flip-flop for Charlie Crist. A trip to Cuba scheduled this month for the former Florida governor and now gubernatorial candidate was envisioned as a game-changer. But late last month Crist backed out of the trip, citing a need to focus on campaigning in Florida and federal red tape in getting permission to go. Now, a deeper look at the planning process shows the decision may have more of an impact on his campaign than anticipated. Observers said Crist’s “postponement” means the Crist has lost a big opportunity to take a leadership role in forcing potential change in U.S./Cuba policy that has been in effect under the 53-year-old embargo, which is increasingly being seen by Americans as outdated and a

Cuba and Florida have been tied at the hip for decades. Tampa’s Cuban community has connections to the island that go back more than 100 years and with them, there’s complex roots, passions and business history. While the Cuban-American community in Miami remains the largest outside the island, Tampa is seen as the place in the state most open to engagement and a change in U.S./Cuba policy, a Latin American business expert told me. I believe the embargo is still a decade away from falling, because that will take an act of Congress. Pro-embargo voices remain loud, arguing it shouldn’t be given up without concessions like the release of political prisoners or press freedoms. President Obama could sign an executive order that would lift the travel ban and allow all Americans to travel there under the general license. Florida would dominate that relationship with the United States, because of proximity and cultural and economic ties. Cuba should become a deep well for tourism investment. Bay area entrepreneurs would quickly engage in everything from buying classic cars and selling them here to investing in manufacturing equipment or painting supplies. Many structures in the country are in need of paint and remodeling, and bricks and mortar supplies. There would need to be investment in telecom systems, as there is an incredible need for technology investment. With the enthusiasm to embrace change there, people forget it takes two to dance. The Cuban government has to take steps also to heal its economy and create economic opportunity so the Cuban economy can rise. Is Cuba a viable market now? I’ll be more convinced in time. Cuba’s economy needs to normalize more. Despite recent government openness to the creation of small businesses, business remains dominated by the government. There are concerns over debt. Press reports paint Cuba as saddled with debt and slow to pay. Anyone investing now would do so without the kinds of guarantees that exist elsewhere in the hemisphere, observers told me. For the Tampa Bay business community, with its strong financial service assets, real estate infrastructure and knowledge base, an open Cuba represents a huge windfall for jobs and growth and Charlie Crist’s trip could have moved the needle in that direction. – Alexis Muellner

Through his nonprofit, over the last 15 years, Fox has ushered hundreds of people to Cuba in search of a pro-engagement dialogue and policy changes he believes would bring vast economic return to Florida and the American people. The trip was to include vetted Crist Crist supporters, split up between Straz’s private jet and another charter, a delegation of roughly 40 people. The vision: Crist would utilize time on Cuban soil to engage in meaningful dialogue on topics such as oil and gas drilling disaster protocols, drug interdiction, and illegal immigration. He would avoid top Cuban officials to signal he wasn’t making the trip in support of the Cuban government, based on his fundamental differences in social policies and press freedoms.

‘Postponement’ irks supporters and detractors Crist has not ruled out a trip completely, but it won’t come before the election, said Brendan Gilfillan, a campaign spokesman. “Charlie has said he will go if there is an opportunity to do so after November,” Gilfillan said in an email to the Tampa Bay Business Journal. “He wants

to go to interact with people, not government officials, and to explore potential economic opportunities for Florida businesses.” When Crist put off the trip in late June, it didn’t sit well with the group of supporters going on the trip, including Straz. At least a dozen people who committed to go on what they believed to be a historic trip have since opted out, Fox said. In 15 years, Fox has chaperoned senators and governors, artist LeRoy Neiman, the National Council of Churches and sports franchises to Cuba. This trip had serious potential upside for Crist, Fox said. “Never has the Cuban government been so excited about a visit,” said Fox, “They saw the importance of having a leader in Florida politics.” Despite discussions last week with Crist himself, the experience now has Straz reassessing his wider support for Crist. “It was important for Florida,” Straz said. “I’m disappointed of course that he’s not going particularly because he gave me his word and then he changed his mind and that has me looking at the whole thing.”

Pro-engagement hope Crist announced in February on national TV that he had reversed an old position supporting the Cuba embargo. A first wrinkle came when Crist’s staff decided it wanted him to travel under his own license instead of the People to People Educational and Cultural Exchange license that has been utilized by Fox for other high profile travelers including Beyoncé and U.S. Rep. Kathy Castor, D-Tampa. It wasn’t until April 24 that Crist sent a letter to the Office of Foreign Asset Control requesting a trip in July. OFAC has authority to grant the licenses on a case-by-case basis. History has shown that process can take a year or more, if ever. In Fox’s experience, there is really no need for one to seek their own license if they can

travel under an existing one. “It was part of this lack of knowledge in their minds thinking that if you go under your own license, it’s politically safer and less controversial,” Fox said. “It was a decision out of ignorance, not malice. [Staff] didn’t know just like Charlie Crist didn’t know,” Fox said. When OFAC issues a license, it is good for a year. In early May, at a lunch with Crist at the St. Pete Yacht Club, Fox was getting concerned over a lack of discussion about trip details. “I believed that Charlie Crist believed he was going to Cuba, but that his staff had not asked me one question, so I started to

get concerned that maybe at the staff level they were having second thoughts,” he said. With OFAC not moving at all on granting the license requested in late April, the point was increasingly moot, said Fox. “It’s turning out to be a good exercise because it has forced several of the talented advisors that Charlie has to understand OFAC rules and regulations to travel to Cuba.” It was obvious to Fox that everyone around Charlie Crist thought his trip to Cuba would be too controversial. And there lies the essence of Fox’s long-term frustration in achieving his goals, he told me. “Individuals who have the

In late June, Crist said he was suspending his Cuba plans because of a need to stop draining staff time and resources. “He’s told everyone the same thing: he believes it is critical to spend as much time as possible between now and November communicating and meeting with Florida voters,” campaign spokesman Gilfillan told the TBBJ. Backlash over backing out of the trip from embargo supporters was swift. “What exactly he was going to learn being toured around by representatives of that dictatorship, he never made clear,” a report in the American Spectator said. On behalf of Gov. Rick Scott, Lt. Gov. Carlos Lopez-Cantera said he was insulted by Crist’s planned Cuba visit and called the trip “disgraceful.” By postponing, Crist likely missed an important window of opportunity to raise a lot of money and make global headlines by taking a leadership stance against the embargo, and following through on bold talk. Fox believes Crist did not flip-flop and will go when he gets federal approvals.

Straz isn’t so sure. There’s no indication Crist still plans to go even if OFAC grants his license, he said. Straz said he isn’t buying claims that the postponement was due to licensing or the permissions to fly private aircraft to Cuba. “I did explain carefully to Charlie what was involved. He knew that from day one,” Straz said, citing “quite a conversation” the two had. Straz’s frustration stems from the fact that Crist backed out after so much work had been done, said Straz.

Forging ahead Despite the postponement of Crist’s trip, Fox will participate with a robust delegation going to Cuba on July 16 that will now be led by Tampa city councilwoman Yvonne “Yolie” Capin, and includes a diverse group of local and national professionals who paid $3,700 each. That covers airfare, visas and licenses, meals and transportation, inclusion in people-to-people meetings and a stay at the historic Hotel Nacional de Cuba in Havana. The group’s itinerary includes a plan to clean up a dilapidated statue of Dr. Martin Luther King in Havana. The trip is being organized by Marazul Charters in Miami and licensed by Cuba Executive Travel in Tampa. In addition to Capin, the group includes Fla. Rep. Darryl Rouson, and Daniel Sansone, CFO of Vulcan Materials Co. in Birmingham, Ala. Other professionals going include those with broad interests in culture, real estate, business and the Americans with Disabilities Act.

WHO IS ALBERT A. FOX JR.?

Al Fox grew up in Ybor City. As a teenager, he worked as an usher at the Tampa Theatre. In his younger days, Fox served as a senior congressional staff assistant in both the U.S. Senate and the House of Representatives. He earned degrees in both political science and psychology from the University of Maryland before becoming a successful lobbyist and businessman. He has more than 40 years of experience in the federal government and private sector.

He has represented several major corporations including the former Allied Chemical Corp., where he was recognized as an expert on environmental law and regulation. He formed his own lobbying/government relations company in 1984. In November 1998, he established the non-profit Alliance for Responsible Cuba Policy Foundation to re-establish trade and diplomatic relations between the United States and Cuba. Through that work, he has made more than 100 legal visits to Cuba. Fox took then-Tampa Mayor Dick Greco there

He was the only one among the five candidates to call for rapprochement with Cuba. Today, the four other candidates, including U.S. Rep. Kathy Castor, have changed their position to reflect his. He is fluent in Spanish and enjoys opera and golf and watching his youngest daughter and wife ride horses. He has four children and four grandchildren.

go a striking makeover that should raise the bar on mixed-use development in the city. Steve “Flip” Gianfilippo and Gries Investment Funds paid $3 million for the five-story, 30,000-square-foot building in 2013. His Gianco Cos. will renovate and rebrand it into Station House, which will include a restaurant on the bottom floor, a 3,500-square-foot condo (with a 2,000-square-foot terrace) on top, and 10 to 14 boutique hotel rooms, retail and co-work places filling out the rest. It’s a highly ambitious concept but Gianfilippo feels its time has come: “We’re seeing a growing synergy in the business and social community downtown and want to establish a multi-use place that St. Pete can call its own.” Station House is nearing the completion of its design phase. The buildout should begin soon and Gianfilippo expects completion of a couple of phases — the restaurant and condo — in six months, with the project overall taking 16-18 months. He estimated the cost at $2 million to $4 million. Gianfilippo has his team pretty well intact. Robert Ibarra of Tampa-based Alfonso Architects is doing the design. The general contractor is Sunwest Construction of Madeira Beach. Richard Hughes’ ClearPH of St. Petersburg is handling art and branding. Gianfilippo is finalizing a deal with a restaurant/ hospitality group led by Alex Gilmour (Drynk) and Ro Patel (Anise Global Gastro Bar).

Howard Ave. The boutique offers what proprietor Sasha Fruitticher called “contemporary business casual” offerings, with a “Southern-preppy-meetsdowntown-SoHo-New-York-feel.” She and her husband, Dow Electronics Executive Vice President John Yodzis, have invested about $120,000 in the space, between construction and inventory costs. They signed a three-year lease for the 1,150-square-foot space. “Men’s fashion is the most underserved market in the fashion industry,” Fruitticher said, “and I think Tampa is ready for something like this.”

The CEO of BluePearl Veterinary Partners’ latest business venture is in Ybor City — a neighborhood he’d love to see revitalized. Darryl Shaw paid $2.2 million for the 16-room Don Vicente de Ybor Historic Inn and Venue, according to a Hillsborough County deed. The sale price includes the parking contiguous to the hotel, Shaw said. Shaw also owns a retail property in Ybor City. “I love the diversity, the culture, the history and would love to help see it come back to life — the way it was,” Shaw said.

Northern Trust Co. provided a $1.76 million mortgage for the deal, according to property records. Shaw said the former owner, Jack Shiver, and Darryl his family would Shaw continue to run the inn through next spring, but he’s “working through thoughts now” on plans for the property. Built in 1929, the Don Vicente is a popular weddings and events venue.

Why Chris is a big deal: The St. Petersburg Chamber is one of the 10 largest chambers in Tampa Bay, and Chris became leader of the organization at a low point in its history and orchestrated a turnaround of the organization and its culture. With more than 16 years at the Tampa Bay Partnership, he knows economic development. The St. Pete Chamber has been active in business advocacy, taking a stand on important political issues (the Pier, Greenlight Pinellas) as a way to evolve business-friendly policies.

Regionalism is always a hot topic. How does the Chamber fit? There’s so many reasons to understand regionalism. Take this analogy. If Tampa Bay is a mall, what is St. Pete? I don’t think St. Pete is the anchor tenant. I don’t believe it’s the Dillard’s or the Macy’s but I do believe it’s the best specialty store in the mall. So say we’re the Apple store in the mall. So we have a responsibility for our brand to

We’re in the middle of this Greenlight Pinellas initiative where we are taking a big stance and saying ‘yes’ for Greenlight and why we’re doing that is
