Spring Newsletter & Annual Report

Letter from Ross and Julie

Picture, if you will, the year 2048 in Traverse City. What pops into your mind? New trails making regional community connections? Sidewalks and trails filled with folks making their way around? Neighborhoods connected by comfortable and safe streets? While it may seem a long way off, can you believe we are as close to 2048 now as 2023 is to TART Trails' founding 25 years ago?

The 25th anniversary of TART Trails is a great time to stop and reflect on all we’ve accomplished together. Over the past two decades, more than 77 new miles of trail have been built. TART Trails has worked with community members, non-profit partners, tribal nations, and local, state, and federal agencies to provide opportunities for safe, comfortable and convenient ways to move around the region. In those years we’ve seen big dreams come true. From the completion of the Leelanau Trail, to the creation of the Sleeping Bear Heritage Trail, making safer connections in Acme, launching the Nakwema Trailway, and of course, last year’s celebration of a bold vision to complete the Boardman Lake Loop, there’s been a lot to celebrate over 25 years.

While we are proud of all of the progress we’ve made together over the past 25 years, we are even more excited to ponder the possibilities for the next 25. Our work aims to make every home a trailhead within a city and region where people choose to commute by bike or by foot, where safety and courtesy are the most common trail experiences, and where kids can travel along safe routes from their front door to their school yard. Our future is one in which infrastructure protects and promotes all sorts of non-motorized transportation options. In the next 25 years, let’s double the trail network we enjoy today, add another 100 miles of trails throughout the region so ideas like these are possible.

We look forward to working together to turn the next 25 years into the future we all want it to be.

We are on Anishinaabeg Land

TART Trails is committed to healthy, connected communities. We are dedicated to sharing the history of this land, and the connections that the trail network creates—to places we love, to the past, to the future, to each other, and to ourselves.

The entirety of the TART Trails network exists on the ancestral, traditional, and contemporary Lands of the Anishinaabeg—the Three Fires Confederacy of Ojibwe, Odawa, and Potawatomi peoples. Their land was reduced by a war between the French and English, the American Revolution, the 1836 Treaty of Washington, and the formation of the State of Michigan in 1837. By 1855, the Anishinaabeg were forced to cede almost the entirety of their remaining land, leaving only a reserve established in what is now known as Leelanau County. We need to protect and honor the history and people of these places.

When on the TART Trails network, you are in the presence of significant Anishinaabeg sites including:

With humility and respect, dbaadendiziwin and minwaadendamowin, we are grateful for the generous care with which the Anishinaabeg, and those of the Grand Traverse Band of Ottawa and Chippewa Indians and the Little Traverse Bay Bands of Odawa Indians, have given and continue to give to this land. We collectively understand that offering this acknowledgement does not absolve settler-colonial privilege or diminish colonial structures of violence at any level.

We are committed to amplifying the full, longstanding history of the land with all who traverse the trails in the TART network. Our collaborative work to care for this land that we cherish is an expression of gratitude and appreciation to those on whose ancestral lands we reside.

Miigwetch, thank you.

TART Trails Turns 25!

TART Trails was formed 25 years ago when four citizen-led trail groups joined forces to more cohesively create change in our community. When we look back over the last quarter of a century, we recognize and honor that our story starts from humble beginnings—grassroots efforts by ardent and eager local individuals who had a vision. People who understood the beauty and the opportunity around us. Folks who worked tirelessly and selflessly to create a landscape that not only elevates the desirability of our region but also solidifies its culture of supporting active, accessible and healthy lifestyles, and environments for generations to come.

Thank you for joining the ranks of these visionary leaders and supporting happy, healthy, connected communities. Join us on a journey as we recognize those who set the foundation as we venture and dare to dream about what comes with the next 25 years of connecting communities by way of trails. Our future is as exciting as our past and tied to the same determination, passion, and purpose that our founders laid before us: discovering, enjoying, exploring, protecting, and connecting where we live, work, and play.

Wow! TART Trails is 25 years old. There is a lot to celebrate in those decades, but, like all good stories, there was a beginning. There were advocates, trailblazers and pioneers that were willing to spend endless volunteer hours to create even just a few miles of pathways for people of all abilities who wanted to experience our beautiful region without a car.”

Dreams Do Come True – The Story of the Boardman Lake Loop Trail

There were few people more persistent, passionate or joyful than Ted Okerstrom about promoting outdoor recreation in Traverse City. Through his love of skiing (VASA ski race co-founder, est. 1977) and his career as the General Manager of the Park Place Hotel, Ted saw how recreation could shape a community’s identity, encourage appreciation of the natural world, and bolster the economy. In Boardman Lake, Ted saw beyond the industrial landscape that surrounded the lake for decades and dreamed of what could be. He had a vision of a year-round trail around the lake and along the Boardman/Ottaway River. In time he found many others who shared this vision and together they began a half-century-long effort to reshape the future of Boardman Lake, eventually becoming the crown jewel of the TART Trails network. We celebrate Ted’s joy, passion, and tenacity that helped ignite a vision for this beautiful trail to be enjoyed by the community, for generations to come.

My dad, Ted Okerstrom, would be thrilled with the result but he didn’t want just the Boardman Lake Loop. It was part of a bigger plan. This trail would connect into additional trail systems and communities for recreation and sport.”

ANNUAL REPORT I OCTOBER 1, 2021 — SEPTEMBER 30, 2022

Completing the Loop last summer was an accomplishment shared by the community and celebrated across the state thanks to Ted and equally dedicated partners, generous donors and tireless volunteers like you. Within two months of opening, the Loop saw more than 60,000 visitors with no signs of slowing down. We’ve heard countless testimonials and tales of truly transformative experiences for those who could now add to their health or recreation routine, access nature in ways they couldn’t before, and safely smart commute from south of town to downtown and beyond. Today, the Boardman Lake Loop shines as the centerpiece of the regional trail network. The 4-mile Loop in and of itself offers abundant opportunities for connection—to local businesses, restaurants, breweries, parks, neighborhoods and more. While we’re still celebrating this milestone, we’re working hard to support more opportunities for connections for tomorrow and 10 years from today. We are actively working with partners on better ways to make in-town connections to the TART and safer access from nearby neighborhoods including Barlow and LaFranier and farther out to Blair, Kingsley, Interlochen and beyond.

Our family regularly uses the Loop for running, walking and cycling in all seasons. It provides a safe route for our ten-year old son to ride his bike to Kids College classes at the University Center, and he achieved his goal of running the entire Loop this past fall at the Blue Ribbon run. It’s a long path from trail vision to reality, and the community will continue to benefit greatly from the time and financial investments put forth by TART Trails, partner organizations, volunteers, and donors.”

Building a Lasting Legacy –The Leelanau Trail

Long before a trail connected the communities of Traverse City and Suttons Bay, the corridor served as a rail line that ended in Northport. The last active period of rail use was between 1991 and 1993 when the Leelanau Scenic Railroad took tourists on summer trips between Rennie’s Station (near the Discovery Center) and Suttons Bay. With intense opposition from many surrounding landowners, and little support from government entities, a small group of determined dreamers based in Leelanau County formed the Leelanau Trails Association (LTA) and purchased the rail corridor. Their vision was to create a path from the past and a park for tomorrow. The LTA faced seemingly insurmountable obstacles to see their vision become reality.

Trails in the Grand Traverse region are providing the benefits we would expect any trail system to provide, like appreciation of nature and access to scenic views. But the Leelanau Trail goes above and beyond those benefits, helping to improve citizens’ health and providing direct economic value to local businesses. The investment put into these trails will only magnify these benefits and the community recognizes that more trails will result in more benefits.”

ANNUAL REPORT I OCTOBER 1, 2021 — SEPTEMBER 30, 2022

Today, the Leelanau Trail is owned and operated by TART Trails, and maintained by the tireless and dedicated Leelanau Trail Maintenance Crew including Dave Monstrey, one of the founders of the LTA. This gem of a trail serves recreationalists and commuters in all four seasons. Its origin story serves as a testament to the change and betterment that can happen in a community when non-motorized infrastructure is introduced and well maintained. We look to the Leelanau Trail to help share the story of trails and the benefits they provide.

The story of the Leelanau Trail continues. Designated a “Pure Michigan” Trail in 2019, we continue to improve upon the beautiful path started nearly 30 years ago by adding amenities, landscaping, and access points, just to name a few. We continue to work with Bingham Township on creating a companion trail offering parallel, natural surface opportunities for mountain biking and trail running; and the Village and Township of Suttons Bay to create more comfortable and convenient connections to town and north to Peshawbestown. We dream of connections to come—to the Sleeping Bear Heritage Trail and, maybe one day, Northport. We will keep looking for those visionary community leaders to help lead the way.

Creating Connections for Generations to Come – Traverse Area Recreation

Trail

In 1987, a group of residents called Citizens for a Better Way came together to provide pedestrian and bicycle connections along the U.S. 31 corridor. Citizens for a Better Way worked closely with local and state government officials to create what came to be called the Traverse Area Recreation Trail, our namesake. Their vision was to connect Traverse City with the Grand Traverse Resort in Acme. They got to work securing funding and changing laws for this to happen. They took an underutilized, unimproved, and neglected industrial area along the rail line and revitalized the corridor. Their vision set into motion what we have come to expect in our trails today. Pathways that connect people and places, create investment in community, and protect and enhance our natural areas and public spaces.

Traverse City is the trailhead to the vast network of biking and hiking trails in the region. It fits perfectly with the appreciation of outdoor activities and preservation of our natural resources. Making improvements to the trails is a huge benefit to local residents, the community and our guests.”

Today the TART serves as a spine for the regional trail network. Beginning with Mile 0 at Clinch Park at the edge of West Grand Traverse Bay, trail users can connect to the Leelanau Trail to the north, the Boardman Lake Loop Trail and Boardman River/ Ottaway Trail to the south, and the Vasa Pathway and Nakwema Trailway to the east. From the TART, you can connect directly to downtown Traverse City, nearby parks and neighborhoods. We are at the precipice of generational opportunity for change as we work with our partners at the City of Traverse City, the Traverse City Downtown Development Authority and the Michigan Department of Transportation to improve and extend this critical corridor along the entire bayfront.

Currently under design and engineering, the TART Bayfront Improvement and Extension effort addresses priority goals including increasing safety for all trail users, elevating and showcasing the rich cultures of our region, and supporting a more walkable, bikeable Traverse City. The trail will be designed with water quality, park visitor experience and environmental stewardship at top of mind. Together with our project partners and community support, we’re taking this 30-year-old trail, that has served us well, into the future. This much needed revamp will provide new routes to get from Cherry Bend to Eastern Avenue and create safer crossings into town as well as to the bay. It allows people to get where they need to go outside of their cars, so they can appreciate and enjoy the parks and incredible natural resources we have right here in our own backyard.

Partnerships Paired with Passion –The Vasa Pathway

Before there was a trail, there was a race. Conceived by Ted Okerstrom and Vojin Baic, the first North American Vasa race took place in 1977. Based on the Swedish Vasaloppet, the North American Vasa was a point-to-point, cross-country ski race that existed for a decade without a permanent home. Epic tales are told of races over melting lakes and course changes made with minutes to spare. In 1989, to help the race continue to thrive and find a permanent home, Grand Traverse County, through the leadership of Mac McClelland and Ross Childs, successfully secured a Michigan Natural Resources Trust Fund grant to build the first permanent cross-country ski course in Grand Traverse County.

NMMBA takes pride in building relationships within our mountain biking community. The Vasa Pathway is an integral hub, connecting the Vasa Single Track to the Vasa Bike Park that we collaborated with TART Trails to build and maintain, and beyond that to Traverse City businesses and neighborhoods by easy access to the TART. The great infrastructure and accessibility of trails from the Vasa trailhead are super valuable for four seasons of fun, fitness, and friendships!”

ParaOlympian cross-country skier and Grand Traverse County Parks and Recreation Commissioner, George Lombard, put his passion to work. Under George’s leadership, the Vasa Pathway began to take shape. Working closely with the Michigan Department of Natural Resources, George pulled the community together, securing land for the trail, building the 10k and 25k loops, and constructing a barn to house the grooming equipment.

While the Vasa Pathway was developed to provide premium cross-country skiing, it was intended and designated for year-round recreation. Today, residents and visitors alike enjoy the Vasa for a myriad of recreational activities. No matter what you have underneath you—sneakers, skis, or a bike—the Pathway offers everyone the opportunity to escape the day and disappear into the woods. The land in the Pere Marquette Forest is owned by the MDNR with agreements in place with TART Trails and Northern Michigan Mountain Bike Association for maintenance to keep the Pathway and single track trails that weave through it in tip top shape for all to enjoy.

Collaboration Today for a Better Tomorrow –Three Mile Trail

The Three Mile Trail project began over 15 years ago when the existing section between Munson Avenue and just south of S. Airport Road was constructed. The vision was always to extend the trail to Hammond Road and the surrounding businesses, neighborhoods and schools. In 2008, this community priority was stymied by a sudden severe economic recession, challenging terrain such as wetlands and stream embankments, and limited public right of way.

In 2018 the Grand Traverse Regional Land Conservancy purchased the old golf course on what is now the land of Mitchell Creek Meadows: The Don and Jerry Oleson Nature Preserve, opening up the collaborative opportunity to develop a transportation and recreation trail that will showcase world class natural features and provide critical community connections. The Three Mile Trail extension will link thousands of kids and trail users to the places they need to go and want to be.

“The long-desired Three Mile Trail will be a tremendous asset to our community. Students being able to get to school on foot or bike, traversing through a nature preserve teeming with opportunities to learn about their surroundings and their role in caring for our natural resources, will be a unique and inspiring opportunity. We are so pleased to partner with TART, East Bay Township, and Norte to accomplish this Safe Routes to School goal.”

This once unwalkable, unbikeable, heavily trafficked corridor will connect trail users to area recreation facilities, grocery stores, six schools, a library, East Bay Township hall and incredible natural areas. At the center of this corridor, the keystone of the passageway, lies the 200-acre Mitchell Creek Meadows: The Don and Jerry Oleson Nature Preserve, a Grand Traverse Regional Land Conservancy property. The trail extension through these uplands, lowlands, forested areas, and creek crossings will transport trail users from an urban setting into an outdoor recreation sanctuary. This stunning preserve is packed with ecological significance and passive recreational potential.

Thanks to catalytic gifts from community changemakers matched by a significant investment of $900,000 from a Federal Appropriation through Congressman Jack Bergman’s office, design engineering is well underway. Significant private and public investments have come together, along with critical community partnerships with East Bay Township, the Grand Traverse Regional Land Conservancy, and Norte to establish a clear direction for the project to evolve by leaps and bounds over the next few years.

A Trail of National Significance –The Sleeping Bear Heritage Trail

Dreamt of by locals for decades, the structure and approach to this multi-partner project was formalized through the scenic byway effort that engaged local governments and communities. Key project partners to bring the 27+ mile Sleeping Bear Heritage Trail to life included the Michigan Department of Transportation, Networks Northwest, Sleeping Bear Dunes National Lakeshore, the NPS Rivers, Trails and Conservation Assistance Program, Friends of Sleeping Bear Dunes and TART Trails who envisioned a new way for people to explore and enjoy the iconic Sleeping Bear Dunes National Lakeshore.

I am proud to have been involved from the early planning stages to the completion of the SBHT from Empire to Good Harbor Bay. Before the trail, the only place to ride your bike at Sleeping Bear Dunes other than county roads and state highways was around the campgrounds. The trail now links many of the Park’s popular destinations, gateway communities, and provides significant accessibility options for all to enjoy the beauty and nature of the National Lakeshore. I attribute the project’s success and rapid completion to the collaborative work, unique skills, and resources each partner brought to the project.”

This phase will feature both a paved trail and boardwalk pathway separated from the roadway, promoting safe access for all ages and abilities to explore and enjoy. Project partners have worked for over a decade to create the Sleeping Bear Heritage Trail, and will continue to seek connections to the south and explore safer access to the communities along the corridor. As the Heritage Trail grows, other communities seek to make their own connections—from Frankfort to Suttons Bay, Leland to Glen Arbor. Communities Come Together to Dream Big –Nakwema Trailway

As early as 2004, longtime community partners at the Rotary Club of Elk Rapids had an ambitious goal to connect the TART to Elk Rapids and, one day, Charlevoix. Gaining community support along the way, they persevered and today, a much larger coalition of trail advocates are helping that big, bold dream take the shape of the Nakwema Trailway. Nakwema—Ojibwe for “where paths connect”—will provide critical foundational infrastructure for happy, healthy, resilient individuals and communities.

Non-motorized recreation and transportation infrastructure is invaluable to our region and the Nakwema Trailway is going to be a game changer for Antrim County! Providing residents and visitors non-motorized access between Traverse City and Charlevoix is a true investment in our community health and safety, and will provide a boost to our local economy year-round. There’s so much to explore along this north-south corridor including roadside parks, farmers markets, fruit and vegetable stands, parks and beaches—making connections that one may never experience by car. I can’t wait to be able to hop on this trail with my family and explore more of what our region has to offer.”

As we now turn to making further connections like Acme to Deepwater Point, Elk Rapids to Maple Bay, Fisherman’s Island State Park to Charlevoix and all the many points in between, we are fueled by the visionaries who set this path before us.

Construction of the 1.8 mile Acme Connector Trail in the fall of 2022 was celebrated with a groundbreaking ceremony that spoke directly to the collective effort and shared community values of access, health, and economic development the trail provides. Acme Township Parks and Trails committee, in partnership with TART Trails, spearheaded trail planning and design and helped secure funding from local, state, and tribal partners. Representing the southernmost section of the Nakwema Trailway, the trail now connects the current TART terminus at Bunker Hill Road to the intersection of M-72 and US-31 in Acme. In addition, another section of the new trail runs east toward the Acme Meijer store and Grand Traverse Town Center development. TART Trails and Top of Michigan Trails Council are hard at work along the entire Nakwema Trailway corridor with active projects in Charlevoix, Fisherman’s Island State Park, Torch Lake Township, Elk Rapids Village and Township, and Acme Township.

Changing Gears: Don Cunkle and Recycle-a-Bicycle Look to the Future

Since its inception in 2007, the Recycle-a-Bicycle program has been led by Don Cunkle with the support of many volunteers and trusty Ambassadors who have poured their hearts and souls into helping people who may not otherwise have the financial resources to attain bicycles to help fulfill their transportation needs.

Over that time, this group of volunteers have provided over 2,000 free bikes and well over 400 free repairs to those in need. It is a remarkable example of how people working together can improve the lives of others.

Now it is time for Don to turn over the reins of leading the program to Melissa and Jeff Zawisza who will take over the administrative tasks such as record keeping, scheduling and general management of the program. These two have been engaged as pillars of the R-A-B program for years and are ready to carry on the tradition set in place by the program’s pioneer architect and founder.

We’re excited to be taking an increased role in the R-A-B program. Our previous experience in Midland and 5 years working with Don have shown us the value to both individuals and the community of getting transportation and recreation opportunities to those who need them. Ways to Give

TART Trails is funded through the generosity of over 1,900 donors who are dedicated to happy, healthy connected communities. We coordinate closely with public, individual, corporate and nonprofit partners to make sure every dollar we receive is leveraged to its fullest potential. We offer a number of ways to support our mission of providing and promoting a trail network that enriches people and communities throughout the greater Traverse region, including:

GO FARTHER FUND

Gifts to the Go Farther Fund provide TART Trails with significant capital and flexibility to grow our trail network, pursue property acquisition opportunities, and tackle critical projects with quickness that enable us to meet our communities’ needs and create meaningful connections.

SUSTAINERS CIRCLE

With a $1,000+ annual contribution, Sustainers are a group of individuals, organizations and businesses committed to a shared vision for thriving, connected communities through trails.

TRAILBLAZER SOCIETY

Our planned giving program makes it easy to designate TART Trails in your estate plans, ensuring a lasting legacy.

MONTHLY DONATIONS

Recurring gifts offer a convenient way to provide ongoing support for connections today and tomorrow.

SPONSORSHIPS

Mile Markers, Wayfinding Signs, Vasa K Markers and event sponsorships are great ways to support trails while marketing to members of and visitors to our community.

TRANSFER OF STOCK

A great option to make a difference for others that has potential tax benefits for you.

QUALIFIED CHARITABLE DISTRIBUTION

Donating from an IRA if you are over 70 1/2 years provides a tax and penalty free way to keep the trails great and growing.

IN-KIND GIFTS

Donations of goods and services go a long way in boosting our bottom line.

COMPANY MATCHING GIFTS

With participating employers, doubling your donation has never been easier.
