TARPORLEY PARISH COUNCIL NEWSLETTER Tarporley’s Draft Neighbourhood Plan – Informal Consultation During October we are holding an informal consultation to seek local people’s and business’s views about our emerging Draft Neighbourhood Plan, which will shape Tarporley over the next 15 years. We have taken on board the views expressed in last year’s questionnaire, which was circulated to every household and business in the Parish.

Will the policies we have written ensure that Tarporley develops in the way local people and businesses want? A leaflet about the consultation will be delivered to your household at the beginning of October.

What is the Neighbourhood Plan?

It describes our vision for Tarporley and how we wish to see it develop. It contains a series of Planning Policies, specific to Tarporley, which must be taken account of before CWaC can grant planning permission. Thus it enables local people to have a say about the future of Tarporley; for example it covers what it will look like as a village; what types of buildings can be built; how its rural and traditional heritage will be protected; as well as seek to address its traffic and parking problems.

How do I get a copy of the Draft Neighbourhood Plan?

A copy of the Summary Document and a Response Form can be downloaded from www.tarporleyplan.org.uk/downloads.

Paper copies are available in the public library at the High School and various shops in the village, as well as from the Parish Clerk Tel 01829 733496.

Come along to our Open Session on Saturday 18th October at the Community Centre, from 10am -2pm. and pick up a copy. Please come and share your views and ideas with us; and meet members of the Neighbourhood Planning Team.

Tarporley Recreation Ground At its September meeting, Tarporley Parish Council agreed to finance necessary work on the recreation ground, which is administered by the community centre.

The immediate work, costing £4000, covers lopping or felling of a number of trees on and surrounding the field. This was discovered to be necessary after one of the boundary trees was blown down across Eaton Road early in the year, fortunately without damage to people or property in this instance. A survey subsequently discovered that a number of other trees were similarly at risk.

Further work, assisted by parish council grants of £2000 in succeeding years, will cover replacement of a long section of hawthorn hedge bordering Eaton Road and drainage work. The present hedge has been killed by a dense growth of ivy and is now unstable and the lower end of the field has long suffered from poor drainage, which has recently jeopardised the staging of events on the field.

Parish council members agreed that, as the field is a community facility and generates insufficient income to cover even routine upkeep, it would be appropriate to support it in this way.

Parish Council Meetings

The Parish Council meets in the Committee Room of the Community Centre at 7 pm on the second Monday of each month, with the exception of August. Meetings are open to the public, and start with an Open Forum session, during which members of the public can address the whole Council on matters of concern to them. Also the Parish Council holds a surgery at 6.30 pm prior to each Parish Council meeting when members of the public are welcome to discuss matters with councillors on an informal basis.

Village goes back in time BUNBURY is being used as the set of a new TV drama focusing on a group of inspirational WI members in World War Two. Filming for the show, called Jambusters, is set to begin this month and could be on our screens in 2015. Various parts of the village are being transformed to make it look like the 1930s and people are being given the chance to be extras in the drama.

Steve November, ITV’s director of drama, said: “We’re really delighted to have commissioned Jambusters. The women are real and engaging and have fantastic spirit and attitude. With World War II on the horizon, multiple strands of plot interweave to create a period drama full of jeopardy and intrigue, but also great humanity and modernity.”

POLICE REPORT l Dogs have been reported as frequently being allowed to roam at loose and act aggressively towards other dogs on the Duddon Common. The owner of the dogs has been spoken to and advised to keep the dogs on leads to avoid any potential altercations. l A male was reported attempting to open car doors on Hunters Drive in Tarvin. There was no trace of the males when police arrived and fortunately all of the vehicles were kept secure. l A theft from a white transit van was reported in Clotton. The incident is currently under investigation. l CAR racing has been reported on Knights Lane in Utkinton, with residents stating that it is becoming a regular occurrence. Local officers have increased their patrolling in this area in response to this issue. l A quad bike was stolen from a farm in Wettenhall on the 6th August. Unfortunately, occurrences such as this are not uncommon so please strive to remain vigilant and adhere to crime prevention advice, such as the installation of motion-activated security lights to startle potential offenders. l A burglary has occurred in a property on Oulton Mill Lane, Cotebrook while the occupant was away on holiday. TARPORLEY HIGH SCHOOL & Sixth Outstanding school celebrates US-style Tarporley High School and Sixth Form College celebrated their recent Outstanding Ofsted judgement with the whole school.

The students were rewarded for the excellent part they played during the school’s recent inspection. As the date coincided with American Independence Day, the celebration saw the school dining room turned into an American extravaganza complete with a bespoke USA themed menu, balloons and bunting. What’s more, the students were treated to a host of American Jazz sung by Year 11 student Joe Sealey, from Cotebrook, who returned from study leave to serenade diners whilst they tucked into their sweet potato fries and gourmet burgers. Students and staff were delighted to enjoy their American cuisine punctuated by a soundtrack which included ‘New York, New York’ and ‘Mac the Knife.’

After lunch, students took part in a whole school photograph which saw each tutor group contributing to a larger photo which spelt the words ‘THS Outstanding.’ Despite the early onset of rain, the photograph was a success and students were rewarded for their efforts with free ice cream and the chance to contribute to a whole school commemorative piece of art.

Head Teacher Sarah Lee said: “Our students are outstanding ambassadors for our school and it was a great privilege to celebrate this special occasion with them.”

Tarporley students on the airwaves A BBC Radio 4 producer paid a visit to Mrs Stych and her Year 8 English lesson at Tarporley High School as part of a recording for a new series called The Educators.

As Tarporley High School students have represented the school so well on BBC School Report in the past, the school came highly recommended.

One student said: “It was so exciting to have a BBC Radio 4 producer recording our English lesson on Anne Frank. After the lesson we were then asked our opinions on which learning styles suited us best, fact-based learning or skills-based learning.”

Presented by Sarah Montague, The Educators sees the BBC Radio 4 presenter interview different figures in Education every week. So far the series has included Ken Robinson, John Hattie and Tony Little (Head of Eton) and there are more episodes to follow.

On Wednesday 3rd September at 4pm the fourth episode aired and featured Daisy Christodoulou who argues that students are not receiving enough fact-based teaching.

On this programme, Tarporley High School students were featured in their English

Tara Stych, whose English lesson was filmed, added: “We were so delighted when the BBC approached us to record this programme. I planned a lesson that deliberately incorporated both facts and skills and it was excellent to see that our students were so articulate when interviewed about their learning preferences.”

Sixth form centre welcomes its first students The brand new Grange School Sixth Form Centre has welcomed its first cohort of students.

The purpose built centre, designed by Richard Eves Architects, and built by Whitfield and Brown, accommodates over

200 Sixth Form students providing a café and common room, quiet work rooms, classrooms and seminar rooms, and a dedicated careers area. Standing in an enclosed area of the Grange Senior School site, the new facility provides a strong sense of Sixth Form identity whileremaining an integral part of the wider school.

Deputy Head Girl, Katy Frith, said: “Having our own café allows for flexibility to fit our social time around our timetable, especially the enrichment programme.

Firework Fear

It may still seem like summer, but firework season is just around the corner, a time when many pets become agitated and upset. October to New Year is often a stressful and frightening season for our furry friends.

Common signs of firework fear: shivering, restlessness, chewing, vomiting, barking, and hiding.

• Keeping your pet distracted is the best policy; eg. games and background sound (tV, radio).

• Provision of a den or hiding place will make frightened pets feel safe.

• Ignoring fearful behaviour helps prevent exacerbation of anxiety.

• Ensure you remain calm and aren’t tempted to over-fuss a fearful animal.

• Covering outside hutches at night helps block out flashing lights.

• Calming pheromones and special diets may help reduce fear, anxiety and stress. It is advisable to start using these products at least 2 weeks before the firework season commences.

Speed checks in Oscroft, Duddon and Eaton Police have been conducting speed watch work in Oscroft and Duddon to target motorists breaking the 30mph limit.

Other police activities over the past month include: • Officers have visited the Woodland walk, in Tarvin, where people have been leaving a mess and advising them about their behaviour.

• The police and community support officer have been asked to deal with speeding motorists near the old Red Lion pub, in Eaton.

They have recorded vehicle speeds using the ‘smiley’ speed indicator device, which concluded that speeding is indeed an issue.

Plans to take a more robust approach by utilising the speed gun are currently being put in place.

Newcomers bring fresh Tarvin Tennis Club’s annual tournament Finals’ Day was held on Sunday 7th September, in beautiful weather. The five finals were all contested and the results included some old and some first-time winners.

The finals were well supported and spectators saw Peter Nosworthy retain his Men’s Singles title whilst Sarah Mitchell won the Ladies’ Singles title for the first time. Amit Tauro, a newcomer to Tarvin Tennis Club, put the disappointment of his singles defeat behind him, playing well in the Men’s Doubles in partnership with Chris Lowe. They comfortably beat Club Captain, Chris Edwards, and Rob Millar.

Perhaps the best final of the day was the Ladies’ Doubles with both pairs playing well. In the end Wendy Rae and Julia Burgess were able to resist the challenge of Sarah Mitchell and Julia Burgess with the match going to three sets.

The last final of the day saw Graham Bunting win the Mixed Doubles for the third consecutive year, this time with Shanti Pinto as his partner.

Why ‘eat less and exercise You’ve heard it before: ‘To lose weight, simply eat less and exercise more’.

In theory that makes sense, in reality it’s a recipe for disaster! It is a short term and out-dated approach, which you must avoid.

Stop counting calories and focus on food quality Ultimately, you must stop counting calories and instead focus on the nutritional quality of your food in order to look and feel your best and ensure your long term health.

The typical British diet is predominantly made up of refined carbohydrates such as bread, breakfast cereals, pasta and other snacks and

sweet “treats.” There is no doubt that this diet leads us to a gain fat, develop diseases and ultimately diminish our well-being.

These low quality foods therefore need to be replaced by highly nutritious unprocessed proteins, good fats, vegetables, and low sugar fruits such as berries.

The focus should be on improving food quality, not just reducing food quantity. Sadly most people only concentrate on reducing the amount of food they eat rather than ensuring their diet is full of nutrient rich foods.

To illustrate the point, imagine one person eats 2000 calories of refined carbohydrates per day whilst another person eats 2000 calories worth of chicken and salad. Who is going to

look and feel better? This demonstrates how redundant calorie counting is. So, stop counting calories and focus on improving the quality of the foods you eat.

Exercise Smarter One of the biggest problems with the “eat less, exercise more” approach is that on the one hand we are asking the body to do more work, whilst on the other we are providing it with less fuel and nutrients.

The type of exercise you perform determines how your body adapts. The best way to develop a slim and toned body is to focus on free weight and body weight exercises. When these types of exercises are performed correctly and combined with the support of a nutritious diet, you will build lean muscle tissue, whilst burning fat!

The more lean muscle tissue you have, the faster your metabolism will work, which allows you to carry on burning fat and calories even when resting. Unless you particularly enjoy it, avoid long duration, slow paced cardio exercise.

But if you exercise whilst eating a diet without adequate protein intake, you jeopardise the opportunity to build lean muscle mass and your body will turn catabolic - meaning it actually breaks down muscle to meet energy demands.

This is exactly what you want to avoid!

You must provide your body with the building blocks it requires to adapt. Do not expect that starving yourself and then exercising will produce results. It won’t!

Getting better with age The “eat less, exercise more approach” is most dangerous for anyone over the age of 35. Following a low calorie diet, whilst exercising incorrectly can put you at risk of Sarcopenia, which is the scientific term for age-related loss of lean muscle mass and strength, which often results in weight gain.

It is estimated that we lose an average of five percent of our muscle mass every 10 years after the age of 35 - if we don’t do anything about it.

Therefore, anyone over 35 should strive to ensure an adequate intake of high-quality proteins, an abundant consumption of vegetables, and a reduced intake of refined and processed foods, in order to burn fat whilst preserving and increasing lean muscle mass.

Eat right, exercise smart and age stops becoming an issue.

So ignore the old advice of “eat less, exercise more” and focus on improving the nutritional quality of the foods you eat, whilst selecting exercise techniques that better support your goals.

Q. I understand that I can have IPL to fade pigmentation marks. What is it and how does it do this?

A. IPL stands for ‘intense pulsed light’ and this technology produces intense bursts of light which are applied to the skin. The light heats the dermal tissue and your body’s natural processes then breaks down and removes or fades these brown pigmentation marks. The marks are visibly reduced but be aware that they will temporarily become darker before they lighten and you need to cover the area with sunscreen to prevent the marks from reappearing. Autumn is an ideal time to have IPL as the skin is not exposed to excessive sunlight so optimal results are likely.

Q. I’ve heard that massage can help prevent catching colds is this true?

Inheritance Tax could still threaten your f You may remember the Conservatives were planning to increase the Inheritance Tax (IHT) threshold to £1m if they won the General Election.

S

ubsequently, the new Coalition Government shelved it. But if you are thinking that you are unlikely to be affected by IHT, think again. More and more people are affected by IHT every year. It used to be a tax that was the preserve of the very wealthy, but escalating property values in the last ten years have put paid to that.

For single people, Inheritance Tax applies at the top rate of 40% to assets worth over £325,000. This threshold is known as the nil band rate. For married couples and civil partnerships the threshold is £650,000. But the higher £650,000 limit only applies when assets are passed between spouses and civil partners and this figure reduces if any money is passed onto any of your benefactors during your lifetime. There are also other financial implications to consider, particularly if you are a widow, widower or divorcee.

And with the threshold remaining unchanged by the coalition government

until at least 2015 and subject to further legislation the freeze will be extended up to and including the 2017/2018 tax year, more people could get sucked in as the minimum IHT threshold usually increases at a rate equivalent to at least inflation.

TARPORLEY VICS FC Early start to the new season Tarporley Vics First Team returned to action on 9th July this season, and has played seven games to date in the Hallmark Security Cheshire Football League Division One. Two wins versus Lostock Gralam and Golborne have been balanced by defeats to Malpas, Maine Road Reserves and Middlewich Town.

If you notice that the results published are for Division One it is not because Tarporley Vics have been promoted! The Hallmark Security Cheshire Football League is one of the only Leagues in the Country that is expanding at present. The League has now set up a Premier Division of 16 Clubs and The First & Second Divisions contain 12 clubs each.

As a result of these changes Tarporley Vics will play 22 League Games and 10 League Cup Games against Teams form the First & Second Divisions.

This will ensure that each Team will play 32 Games as a minimum (The same as the sides play in the 16-team Premier Division). The first two of these J A Walton Challenge Cup games v Irlam Reserves and Cuddington 1st Team have resulted in 2-2 draws Tarporley Vics Reserves claimed three points when Crewe FC were unable to field a game in their first fixture however they lost 4-0 to Barnton Wanderers in their second game.

Open show prize winners The award winners at the Tarporley Open Show held at the Tarporley Royal British Legion on 30th August. Award winners are G. Benson, Lin and Bill Harrison, Bobby Nancarrow (chairman), Katie Brunt, Daisy Walters (front). R. Welch, Pat Butcher. As usual the show was well attended with a high standard of entries in all classes.

Grange meets Grange at Gretna Green Sky News filmed a debate between pupils from The Grange School Hartford and their counterparts from The Grange Academy, Kilmarnock, on the question of Scottish Independence.

The five pupils from the Hartford School travelled to Gretna Green on the Scottish border where they met the Scottish pupils and took part in a lively debate, led by Sky News correspondent, Afua Hirsch, on the question of Scottish Independence. With under 18s voting in the Scottish referendum, the reporters were also keen to find out what the young people thought about having a vote at 16 and whether they would like to see this in future ballots.

The idea was thought up by Sky News who wanted to sample the feelings of young people on both sides of the border prior to the vote.

Thursday 30th October Tennants Auctioneers will be holding a free valuation event at Willington Hall Hotel from 11 – 3pm. The valuation team will be led by Nigel Smith of Flog It! & Bargain Hunt fame and will include Sarah Hardy Tennants’ jewellery specialist.

Nigel and Sarah will be pleased to look at items that you may simply want to know more about or advice on sending items for auction. Any items you wish to have included in an auction can be left with us on the day.

It would be great to see some items of local interest perhaps antique maps of the area or even a piece of Della Robbia Arts & Crafts pottery from the Birkenhead factory which closed in 1906.

15th and 16th November Oulton Park Motor Racing Circuit holding an exhibition and sale of the work of 40 professional artists.

The work will cover many different media. There will also be an exhibition of young people’s work supported by some of the Decorative and Fine Arts Societies in Cheshire with an opportunity for visitors to vote for a people’s prize for this work.

Incredible Alex cycles to the Alps and then climbs a mountain!

KELSALL teenager Alex Staniforth has successfully cycled from Chester to the French Alps – as part of his conditioning for his holy grail- Mount Everest.

Alex, 19, cycled unsupported, covering over 870 miles from the city to Chamonix in just eight days, up to 146 miles per day.

One week later he climbed to the summit of the Dom at 4545m high- the highest peak entirely in Switzerland and the biggest vertical ascent in the Alps.

Alex says: ‘’The cycle was the toughest thing I’ve ever attempted, the mental stress for consecutive days was debilitating whilst forcing through the physical exhaustion and anxieties. Getting to Chamonix was utter elation. Climbing Dom was different but getting to the summit made the suffering worth it- a truly invigorating and unforgettable experience. Overcoming the various difficulties encountered just added to the adventure- like crashing twice on the final day and a muscle injury on the Dom. I’m learning just how far I can push out of my comfort zones’’ In just two weeks he had successfully

completed the self-organised third and fourth challenges of his EPIC7 project- a series of seven ultra-endurance challenges to raise money and prepare for an attempt at the summit of the world’s highest mountain in May 2015.

Alex was forced to cancel an attempt earlier this year after a huge avalanche on Everest in April killed 16 Nepalese guides and political strife brought the climbing season to an early end, the biggest tragedy in Everest history.

Alex said: “It seemed a waste to let the momentum fade until next spring so I’m undertaking something even bigger with EPIC7. These seven challenges with a twist will push my previous physical and mental limits whilst providing excellent conditioning and helping me to fundraise more. I’m excited to see it unfold’’ Alex also completed the first of the EPIC7 challenges: the 115-mile Fred Whitton Cycling Sportive and the Welsh 3000’s walk- the youngest person ever to complete it solo.
