TOGETHER AGAIN

AS I WRITE this, final preparations are underway for this year’s StocExpo in Rotterdam – the first time in two years that the international storage community has been able to meet face to face.

While I very much look forward to connecting with friends and colleagues again, it’s also a time to reflect on the past couple of years.

It hasn’t been an easy ride for the storage sector, with a slowdown in transportation and industry having a negative impact on throughput levels.

And as many COVID-19 restrictions were lifted and the economy started picking up again, we faced a new challenge. The current situation in Ukraine came as a shock to many and one which is having dramatic consequences.

With the price of oil so high we are now facing a steeply backwardated market, so it doesn’t look like things are going to get any easier. Added to this, record high inflation levels could now potentially have an impact on investments and lead to project delays.

One positive change over the past two years has been the shift in focus towards climate change. Although already underway before the pandemic hit, the energy transition has gained a significant

amount of momentum over the past couple of years. It is now a priority for the majority of terminal operators we speak to, as you’ll see reflected within the pages of this edition.

On page 45 we speak exclusively to Advario, the brand new company Oiltanking has just set up to focus on chemicals, gases and the energy transition.

We’ve also introduced two new awards – The Terminal of the Future Award and The Port of the Future Award – to recognise those that are making most progress in preparing for the next chapter of future fuels.

GASUNIE PROCEEDS WITH GERMAN LNG TERMINAL Dutch gas company Gasunie has signed an MoU with German stateowned bank Kreditanstalt fur Wiederaufbau (KfW) and German energy company RWE to develop the German LNG Terminal in Brunsbüttel, Germany, and has already signed the first memorandum of understanding (MoU) for LNG imports with Shell.

It follows the announcement by German chancellor Olaf Scholz that Germany would fast-track the construction of LNG terminals to secure energy supplies in the wake of Russian sanctions in February 2022. German LNG Terminal was set up as a joint venture between Gasunie, Vopak and Oiltanking. However, Vopak and Oiltanking have decided to leave the

Gasunie wants to start construction on the terminal, which will have an annual capacity of 8 billion m3, in 2022. The terminal will have two 165,000 m³ LNG storage tanks, a jetty with two berths for LNG carriers up to size QMax, regasification facilities and facilities for loading tanker trucks, rail tank cars and LNG bunker ships. The terminal will be ready to accept hydrogen in future.

Under the terms of the MoU, Shell will make a long-term booking of ‘a substantial part’ of the Brunsbüttel terminal’s import capacity, and the parties are now working on a binding agreement.

‘The signed MoU with Shell, as well as the noticeable increase in interest from the market, demonstrates the importance of the import terminal in Brunsbüttel.

to drive planning and implementation forward rapidly. In doing so, the terminal will not only contribute to energy supply security in Germany, but also, in perspective, to the necessary climateneutral energy supply,’ says Dr Michael Kleemiß, managing director of German LNG Terminal.

Germany

RWE TO BUILD AMMONIA TERMINAL AT BRUNSBÜTTEL German energy company RWE is planning an ammonia terminal at Brunsbüttel, Germany in the immediate vicinity of the German LNG Terminal.

RWE says that the new ammonia terminal will facilitate the conversion of the whole Brunsbüttel site to import ‘green molecules’ and to help Germany achieve its decarbonisation goals.

From 2026, RWE hopes to import 300,000 tpa of green ammonia at the Brunsbüttel site, which has direct access to the North Sea and the Baltic Sea, and has good connections to Europe’s inland waterways. It is also planning to build an industrial-scale cracker at the site to produce green hydrogen, which will be transported to industrial customers via a dedicated pipeline. The import capacity will be expanded to 2 million tpa to support the cracker. Brunsbüttel Ports is supporting the project, offering space and port infrastructure to unload tankers.

RWE expects a total investment in the mid three-digit million euro range.

‘Russia’s brutal war against Ukraine has made it abundantly clear that we must become independent of fuel imports from Russia. The LNG terminal in Brunsbüttel is an important element in this, as it will increase the capabilities to import gas to Germany. Green ammonia as a liquefied hydrogen derivative can make an important contribution to supplying Germany with green hydrogen.

At the same time, we can gain important experience with this project for the conversion from LNG to green hydrogen or hydrogen derivatives,’ says Germany’s federal minister for economic affairs and climate action Robert Habeck.

Russia

RUSSIA DESTROYS ODESA OIL REFINERY AND STORAGE FACILITY Russia’s armed forces are continuing attacks on Ukrainian oil infrastructure, and on 3 April 2022, air and naval missiles struck an oil refinery and storage tanks in the port city of Odesa.

Russia’s defence ministry said in a brief statement on Facebook that the site was supplying fuel and lubricants to Ukrainian troops, and that its missiles had destroyed the facility. Ukrainian officials said that emergency crews had managed to extinguish the fires in the eight tanks, but that the depot had been destroyed and could no longer function.

Russian forces have previously attacked oil and fuel depots around Ukraine, including in Lviv, Lutsk, Chernihiv, Vasylkiv, and the capital Kyiv.

Meanwhile, Oleksiy Danilov, secretary of Ukraine’s national security council, has denied that Ukrainian forces were behind a helicopter strike on a Rosneft oil depot in Belgorod in Russia on 1 April 2022, which injured two depot employees,

according to Associated Press. Ukraine’s president Volodymyr Zelenskyy has not commented on the incident, while Oleksandr Motuzyanyk, a spokesman for Ukraine’s defence ministry, reportedly said that he could not confirm or deny the allegations.

Germany

ENBW SIGNS MOU WITH HEH FOR STADE LNG German energy company Energie Baden-Württemberg (EnBW) has signed a memorandum of understanding (MoU) with Hanseatic Energy Hub (HEH) with a view to purchasing a minimum of 3 billion m3 of LNG annually from HEH’s planned Stade LNG terminal in Hamburg, Germany.

EnBW and HEH are also holding talks on other forms of cooperation. EnBW, like many other energy firms, is seeking to diversify its supplies. EnBW will be one of the anchor clients for the Stade LNG terminal.

Stade LNG has a planned annual regasification capacity of 12 billion m3, and will be able to supply around 10% of

Germany’s gas demand. It will be able to handle LNG and synthetic methane, and will later be developed for other fuels for the energy transition, such as ammonia.

Earlier in March 2022, HEH launched an expression of interest process, which ran until 8 April 2022, for capacity at Stade LNG as it seeks to develop the project ‘as quickly as possible’. The terminal is planned as a zero emissions terminal. The necessary heat is available as process waste heat from the nearby industrial and chemical park.

‘With the LNG terminal in Stade, we are ready to play a major part in diversifying Germany’s energy supply,’ says Johann Killinger, managing partner of the Hanseatic Energy Hub. ‘In EnBW, we not only have a strong anchor client from the start, but also another experienced partner who really understands both the global and local energy markets.’

Georg Stamatelopoulos, board member for sustainable generation infrastructure at EnBW says that LNG will play a key role in its energy diversification as well as building a bridge to a green energy supply. The company chose Stade as its import terminal for a number of reasons, including the high stage of maturity of the project, zero-emissions concept and the short connection distance to the German gas transmission grid.

MULTIPLE UK OIL DEPOTS BLOCKED BY PROTESTERS Operations at seven oil depots in the UK were disrupted for days by protesters from activist group Just Stop Oil, which is demanding that the UK government stop all new oil and gas projects in the country.

The affected oil terminals are Buncefield in Hertfordshire, Kingsbury, Midlands, Esso near Birmingham, and Thames Oilport, Navigator and Grays in Essex.

In its most recent statement, Just Stop Oil says that its protesters blocked the entrances to the Navigator and Grays terminals on 1 April 2022 by tunnelling under them, though police let tankers pass overhead. On 3 April, protesters sat on the road at the Kingsbury, Midlands and Esso terminals, preventing tankers from leaving. Some protestors climbed on tankers, tanks and other facilities or locked themselves to tankers at other affected sites. Other glued themselves to roads and to each other.

More than 200 people have been arrested as the magazine goes to press, on charges including criminal damage, obstructing

the highway and public order offences. At some sites, Just Stop Oil’s protesters were joined by those of another activist group, Extinction Rebellion, which is seeking to draw attention to the dangers of manmade climate change.

a cluster of similar ‘green’ companies producing fuels and renewable chemicals from residual materials, which can share infrastructure such as pipelines. UPM could become the first. The cluster could eventually cover an area of 90 ha.

As well as wanting an end to new oil and gas projects, Just Stop Oil is calling on the UK government to implement emergency measures to insulate homes, incentivise renewables and make public transport free, to avoid the ‘looming catastrophe’ of climate changes and the cost of living crisis.

Van Oord will deliver 5 million m3 of sand onto the southern part of Prinses Alexiahaven to raise the land to 6 m above New Amsterdam Water Level (NAP). The initial part of the work will be completed in July 2022. The sand will need to settle for six months before a layer of clay is added on top and grass sown to prevent the sand blowing away. It can then be built on.

ROTTERDAM RAISING 55 HA OF LAND FOR RENEWABLES FIRMS The Port of Rotterdam Authority is raising 55 ha of new land at Maasvlakte 2 for companies making renewable fuels and chemicals.

Dutch marine engineering company Van Oord has already started work, following the announcement by Finnish company UPM that it wanted to establish its new biorefinery in Rotterdam, although a final decision Is not expected before the end of 2022. The Port Authority wants to create

TERMINAL NEWS EUROPE methane, for generating heat and power, as chemical feedstocks, or to fuel personal and public transport. Energy generation from renewables is expected to increase from 25% to 86% by 2050.

The official mission of the Regenera project is ‘Research into hybrid storage technologies and predictive models to transform industries into decentralised hubs of renewable energy management.’

Over a period of 40 months, the partners will conduct research in two main areas – reducing storage costs and increasing the economic competitiveness of renewable fuel production. The first area will include researching three types of large capacity, long-term electricity storage technologies and producing renewable fuels. The second area will involve developing a smart system for energy optimisation based on machine learning models. This will allow industries to adapt practices so that energy demand is highest when there is a surplus, and encourage recovery of waste products such as CO2 and water to produce renewable fuels.

ENERGY TRANSFER AND ENN SIGN LAKE CHARLES LNG SPAS Chinese firms ENN Natural Gas and ENN Energy Holdings have signed 20-year sale and purchase agreements (SPAs) for the supply of LNG from Energy Transfer’s Lake Charles LNG project in Louisiana, US. Energy Transfer LNG Export will supply 1.8 million tpa of LNG to ENN Natural Gas, and 900,000 tpa to ENN Energy, on a free-on-board basis, with purchase prices linked to the Henry Hub. BIDEN AUTHORISES LARGEST EVER OIL RELEASE FROM SPR US president Joe Biden has authorised the release of 180 million bbl of oil from the US strategic petroleum reserve (SPR), the largest in history.

Biden described the release, equal to 1 million bpd for six months, as a ‘wartime bridge’, to increase oil supply until production increases, and help bring down fuel prices. Boycotts of Russian, as a result of Russia’s ongoing war in Ukraine have resulted in a hike in prices

worldwide, which hit a high of US$139/bbl in March. The price of oil has since fallen.

‘Already, we have commitments from other countries to release tens of millions of additional barrels into the market.

Together, our combined efforts will supply well over a million barrels a day – nations coming together to deny Putin the ability to weaponise his energy resources,’ Biden said as he announced the measure.

The US will use the higher revenue from the release of oil to restock the SPR once prices have fallen.

As part of further efforts to reduce prices, Biden called on Congress to make oil companies pay fees on leases for almost 12 million acres of federal lands that they aren’t producing from.

Biden also announced measures for US energy independence, including asking Congress to pass his energy transition plans, and issuing a directive to promote US production of materials critical to the energy transition, including lithium, nickel, cobalt, graphite, and manganese.

CB&I TO BUILD SPHERES FOR PLUG POWER’S GREEN HYDROGEN PLANT McDermott International subsidiary CB&I Storage Solutions is to design and build two 500,000 gallon (2.27 million L) double-wall liquid hydrogen spheres for Plug Power’s new green hydrogen production facility in New York State, US, which will be the largest in North America.

Plug Power’s facility, on a 30 acre (12 ha) site at the Western New York Science, Technology and Advanced Manufacturing Park (WNY STAMP) in Genesee County, will produce 45 tonnes of green liquid hydrogen daily. The final investment decision has already been taken and construction is underway.

The hydrogen spheres’ outer layers, which act as insulation, will be made of carbon steel and will have a diameter of almost 60’ (18.3 m). The inner spheres will be almost 52’ in diameter, with an internal design pressure of 30 psi (206.8 kPa) and temperature of -253˚C. CB&I’s turnkey engineering, procurement and construction (EPC) contract includes insulation, testing and painting.

In April 2020, GT blocked trucks trying to access Buckeye tanks for distribution to Wawa gas stations and stores over the unpaid fees. Buckeye won a preliminary injunction against GT for the blockages in 2020. GT had introduced the usage tariff when it took over the port in 2018, but later admitted it had done so to cover the cost of the state’s concession fee.

Buckeye took GT to court saying that it did not owe the fees, and GT had no right to block access to its private roads. GT argued that Buckeye is a stevedoring company, particularly in relation to the Wawa tanks, and that Buckeye had no valid easement right over the port’s main access road. Buckeye’s lease fees, it added, do not cover the same services.

Vice Chancellor J Travis Laster in the Delaware Court of Chancery, however, ruled that Buckeye is not a stevedore as defined in the 2018 tariff, nor in the 2020 tariff, which he said is ‘ambiguous’. He said that Buckeye had proved its right of access to the disputed roads, and that the dock space Buckeye pays for entitles it to use the terminal as it always has, without extra payment.

TELLURIAN BEGINS DRIFTWOOD LNG CONSTRUCTION US natural gas company Tellurian has issue contractor Bechtel with a limited notice to proceed on construction for phase I of its Driftwood LNG terminal near Lake Charles, Louisiana, US. Driftwood LNG will have an export capacity of 11 million tpa, and Tellurian has received all major permits needed, has progressed detailed engineering to 30% complete, and has finalised the purchase and lease of 1,200 ha of land for the project. Bechtel will initially carry out demolition work, civil site preparation and foundation construction.

Baker Hughes will begin manufacturing two of the project’s natural gas turbines.

The executive chairman of Tellurian, Charif Souki, said in February 2022 that construction would begin in April 2022, after the company secured access to enough capital to ensure the first year of construction. The company has signed LNG sale and purchase agreements (SPAs) with companies including Shell, Gunvor and Vitol, totalling 9 million tpa.

STOLTHAVEN, ROTTERDAM SIGN MOU FOR BRAZIL HYDROGEN TERMINAL Stolthaven Terminals has signed a memorandum of understanding with Pecém Industrial and Port Complex to carry out a study into a potential new green hydrogen terminal in Pecém in Ceará State, Brazil.

Pecém Industrial and Port Complex is a joint venture formed by the Ceará State Government and the Port of Rotterdam in the Netherlands. The hydrogen terminal would provide storage and handling services for green hydrogen and associated products. The terminal will include a bonded storage facility for ammonia, a raw material for hydrogen production. The partners believe that Pecém Port has huge potential for wind and solar generation, and it is connected to a wide gas distribution network.

The Port of Rotterdam is the largest port in Europe and is already positioning itself as Europe’s green hydrogen hub with various collaborations and plans, which will allow it to provide the joint venture with valuable insight.

SNOW DAMAGES ALYESKA VALDEZ TANKS Large quantities of snow damaged oil storage tanks at the Valdez Marine Terminal in Alaska, US, owned by Alyeska Pipeline Service, taking them out of service.

Alyeska spokesperson Michelle Egan told local newspaper Anchorage Daily News that the snow sheared off valves along the upper edges of the tank roofs, venting petroleum vapours to the atmosphere. Moses Coss, an official with the Alaska Department of Environmental Conservation, told the paper that at least seven tanks were venting vapours, in violation of the state’s Clean Air Act. Alyeska equipped ‘dozens’ of respiratorequipped contractors, who were roped to the top of the tanks and cut off blocks of snow with saws by hand, which were then pushed over the edge. The vapours meant that power tools could not be used.

Egan said that it would take a crew of 10 people around two weeks to clear all the snow off a tank.

It is not clear exactly how many of the site’s 14 tanks, which each hold 500,000 bbl of oil, were affected, but tanker loading was

VENTURE GLOBAL SIGNS SPAS WITH NFE Venture Global LNG has signed two 20-year sales and purchase agreements (SPAs) with New Fortress Energy (NFE), one for 1 million tpa from the Plaquemines LNG facility and one for 1 million tpa from the CP2 LNG facility in Louisiana, US. It is the first SPA signed for the US$10 billion (€8.9 billion), 20 million tpa CP2 LNG facility, in Cameron Parish, adjacent to Venture Global’s existing Calcasieu Pass LNG terminal. Construction is expected to begin in 2023.

Venture Global has now sold 14 million tonnes of its 20 million tpa capacity and expects to take the formal final investment decision (FID) ‘soon’.

TRISTAR BUYS 51% STAKE IN HG STORAGE Tristar Transport, the UAE subsidiary of Kuwaiti firm Agility Public Warehousing, has bought a 51% stake in terminal company HG Storage International for US$215 million (€195.8 million).

HG Storage is a joint venture between natural resource major Glencore and Chinese conglomerate HNA. It has eight petroleum terminal businesses around the world, including XStorage in Argentina and Mozambique, Sea-Tank 510 in Belgium, Nordic Storage in Sweden and Denmark and GPS Chemoil in the UAE. Tristar bought its 51% share from HNA Innovation Finance Group which originally purchased the share in HG Storage in 2017. Glencore will continue to hold the remaining 49%.

It is estimated that every household switching to LPG from charcoal will avoid 1 tonne of CO2 emissions annually, and AP Møller Capital estimates that KEG’s businesses will avoid more than 5 million tonnes of CO2 emissions during the period that it will hold its investment.

AP MØLLER INVESTS IN KEG LPG AP Møller Capital has bought a 29% stake in Kenyan firm KEG Holdings, which owns and operates the largest LPG import terminal in Sub-Saharan Africa.

KEG also runs LPG logistics and distribution services, mainly in Kenya but also into Rwanda and Uganda. KEG’s marine import terminal and storage facility provides services under a 30-year licence. AP Møller Capital says that the

UNIPER, HYDROGENIOUS, JERA, ADNOC EXPLORE UAE HYDROGEN Uniper, Hydrogenious LOHC Technologies, JERA Americas and Abu Dhabi National Oil Company (ADNOC) are to explore hydrogen transportation between the UAE and Germany using Hydrogenious’ liquid organic hydrogen carrier (LOHC).

The four companies have signed a joint study agreement (JSA). Each bring its own expertise to the partnership.

In 2021, Uniper began a feasibility study into establishing a German national hydrogen hub at Wilhelmshaven in Germanyl. JERA is involved in a number of hydrogen and ammonia studies and recently contributed to a €50 million Hydrogenious funding round.

Hydrogenious’ LOHC is a non-toxic, non-flammable liquid, based on benzyltoluene, to which hydrogen can be bonded and released. It allows hydrogen to be transported without loss, and can store approximately five times more energy than compressed hydrogen. It is easy to handle under ambient conditions and can use existing fuel logistics

infrastructure, as well as being re-usable hundreds of times, and recyclable.

Houthi forces attack targets in Saudi Arabia as part of an ongoing conflict following an intervention by a Saudi-led coalition force in Yemen in 2015, after Houthi forces ousted the pro-Saudi president Abdrabbuh Mansur Hadi.

The latest attack was not the first on the North Jeddah bulk plant, which was also hit in November 2020, and other facilities in Ras Tanura and Jazan have also been targeted.

TOTALENERGIES AND VITOL IN SUCCESSFUL BIOBUNKER FUEL TRIALS French company TotalEnergies and V-Bunkers, Vitol’s Singapore bunkering company, have both announced successful deliveries of biofuel-blended very low sulphur fuel oil (VLSFO), demonstrating the viability of such operations.

TotalEnergies Marine Fuels delivered a B10 fuel blend containing VLSFO and 10% biofuel made from second-generation, waste-based and ISCC-certified used cooking oil methyl ester (UCOME) to MT Friendship, a bulk carrier owned

by Seanergy Maritime Holdings. The MT Friendship was chartered by NYK Line and transported cargo for US commodities group Anglo American

between Singapore and Saldanha Bay, South Africa. UCOME has greenhouse gas emissions 80% lower than crudebased fuel in a well-to-wake analysis.

On the two-way voyage, MT Friendship operated smoothly, showing that biofuel blends can be used successfully without modification to the ship. The trial demonstrates the potential of biofuel blends in meeting the International Maritime Organization’s carbon emissions reduction targets.

‘The transition from a distillate biofuel blend to one using VLSFO paves the way to establishing biofuel as a credible option in the future,’ says Peter Whitcutt, CEO of Anglo American’s marketing business.

Meanwhile, V-Bunkers says that its barges have made several deliveries of biofuel blended VLSFO to shipping clients, also in Singapore.

IOC TO BUILD NINE CRUDE TANKS AT APSEZ MUNDRA Indian Oil Corporation (IOC) is to build nine new crude oil tanks, with a total capacity of 540 million L (3.4 million bbl) at its tank farm at Mundra Port in Gujarat, India.

IOC signed an agreement with Adani Ports and Special Economic Zone Ltd (APSEZ) which owns Mundra Port, the largest private port in India, for the works. The new tanks, which increase the capacity of IOC’s Mundra existing 12-tank facility from 720 million L to 1.26 billion L, will support the expansion of the company’s Panipat Refinery by 66% to 25 million tpa.

As well as building new tanks, IOC will increase the capacity of the Mundra Panipat Pipeline (MPPL), which carries oil from the tank farm to the refinery, to 17.5 million tpa. Once the work is complete, the Mundra Port tank farm will be IOC’s largest port crude storage facility. The IOC board has approved a total cost of INR 90 billion (€1.07 billion).

Crude oil for the Mundra tank farm is received at Mundra Port’s single buoy mooring (SBM), around 3.5 km offshore.

Currently, this amounts to 15 million tpa.

Construction/expansion/acquisition: Gasunie has signed an MoU with the bank Kreditanstalt fur Wiederaufbau (KfW) and RWE to develop German LNG Terminal. Construction is expected to start in 2022 and follows German chancellor Olaf Scholz’ announcement that Germany would fast-track LNG terminals to secure energy supplies in the wake of Russian sanctions.

Construction/expansion/acquisition: Oiltanking Antwerp Gas Terminal (OAGT) is now operating its 135,000 m³ LPG storage tank. The tank supplies Borealis’ new world-scale propane dehydrogenation (PDH) production facility. Propane is stored at -40˚C.

Comment: Original partners Vopak and Oiltanking will leave the project by May 2022, having agreed that Gasunie is the most suitable partner.

RWE Products: Ammonia Capacity: 300,000 tpa rising to 2 million tpa Construction/expansion/acquisition: RWE is planning a green ammonia terminal next to German LNG Terminal, with direct sea and inland waterway access, to import 300,000 tpa from 2026. A cracker will produce green hydrogen for industrial customers with a dedicated pipeline. The import capacity will be expanded to support the cracker.

Comment: RWE says that the terminal will allow complete conversion of the Brunsbüttel site to ‘green molecules’.

Port of Sunderland, UK

BRINEFLOW Products: Liquid fertiliser Construction/expansion/acquisition: Brineflow is expanding its marine terminal, which opened in October 2021 with the capacity to store 9,010 tonnes of liquid fertiliser. The capacity will increase by almost a third.

Comment: The expansion will allow the largest ship tankers to use the terminal.

Fertiliser prices have risen by 350% in the past 12 months.

Comment: The sale is in line with Rubis’ strategy to focus on Western Europe, says CEO Bruno Hayem.

bought Rubis Terminal Infra’s Rubis Terminal Petrol. It has a 2.3 km long jetty and provides infrastructure for Iraqi oil, as well as taking advantage of the eastern Mediterranean’s increasing importance as a trading hub.

Construction/expansion/acquisition: Vopak is building 16 new tanks at its Vlaardingen site to store feedstocks for Shell’s biorefinery in Rotterdam, such as used cooking oil, waste animal fat, industrial and agricultural residual products, and sustainable vegetable oil.

All produced carbon will be captured and stored via the Porthos CCS project.

Comment: A number of old tanks have been demolished to make space. Other existing infrastructure will be modified to handle waste-based feedstocks.

GPS AND VARO

Capacity: 300,000 m³ Construction/expansion/acquisition: Stanlow Terminals is developing the UK’s largest biofuels storage hub. The Stanlow Manufacturing Complex and Tranmere Terminal will allow customers to store, blend and distribute biofuels suitable as drop-in replacement transport fuels.

Comment: The project will support projects such as the new Fulcrum NorthPoint SAF facility.

RUBIS TERMINAL ROTTERDAM Products: Chemicals and biofuels Capacity: 25,200 m³ Construction/expansion/acquisition: Rubis Terminal Rotterdam is building seven carbon steel tanks, each with a capacity of 3,600 m³.

Products: Fuels and biofuels Construction/expansion/acquisition: GPS Group and energy transition company VARO Energy have completed a new railway line and ethanol storage tanks.

The tanks at GPS’ storage and blending facility are connected to 20 class 1 tanks in the Port of Amsterdam by the railway line.

Capacity: 33,000 m³ Construction/expansion/acquisition: Alkion Terminals has opened Tankpit 22 at its Le Havre terminal, with 24 tanks for high-value heated products. The smaller tanks provide flexibility. The tanks have dedicated pipelines, and water, rail and road connections.

Comment: The new tankpit replaces some of the capacity lost following the closure of Alkion’s Sotrasol terminal (ATSOT), also in Le Havre, in June 2021.

St Petersburg, Russia

Products: Industrial gases, LPG Construction/expansion/acquisition: Stolthaven Terminals and Rönesans Holding will develop a greenfield terminal to serve a new 450,000 tpa polypropylene terminal in Rönesans’ Ceyhan Petrochemical Industrial Zone.

Comment: Stolthaven says that additional storage capacity will likely for the import and storage of LPG.

PETERSBURG OIL TERMINAL Products: Oil products Investment: RUB 5 billion (€57.7 million) Construction/expansion/acquisition: Petersburg Oil Terminal (POT) has been granted permission by the city to build a transshipment terminal on the site of an 11 ha 1960s oil depot. It will include double-walled tanks, a discharge rack, recuperators and steam traps.

UNIPER Products: LNG Capacity: 13.5 billion m³ per year Construction/expansion/acquisition: Gate Terminal is to expand its LNG capacity by 1 billion m³ per year as part of its collaboration with Uniper. The capacity will be available from 1 October 2024.

Comment: Uniper will become the largest capacity holder at the Gate Terminal, with 4 billion m³ per year.

Rotterdam, the Netherlands

Construction/expansion/acquisition: Koole Terminals and Horisont Energi have signed a memorandum of understanding (MoU) to build a blue ammonia terminal for Barents Blue, Europe’s first large-scale blue ammonia production facility, being developed by Horisont, Equinor and Vår Energi.

Comment: John Kraakman, Koole CEO, says the terminal fits well with Koole’s sustainable strategy.

EUROTANK AMSTERDAM Products: Biofuels, mixed biofuels and hydrotreated vegetable oil (HVO) Construction/expansion/acquisition: Eurotank Amsterdam (ETA), is to convert 75,000 m³ of gasoil tanks to store biofuels, mixed biofuels and hydrotreated vegetable oil (HVO). It will upgrade the infrastructure for biofuels and build a new truck loading station.

Comment: ETA says it will create a strategic sustainable logistics hub.

VEREJNÉ PRÍSTAVY Products: LNG Investment: €40 million

PETERSBURG OIL TERMINAL Products: Light and heavy petroleum products Capacity: 40,000 m³ Construction/expansion/acquisition: Petersburg Oil Terminal (POT) has commissioned a new 40,000 m³ tank, the site’s fourth of that size, increasing overall capacity by 10%. The tank has double-walled technology to minimise environmental risks.

Comment: The commissioning allowed POT to start work on a new transshipment complex.

Construction/expansion/acquisition: State-owned ports company Verejné Prístavy is developing an LNG terminal on the Danube for bunkering, LNG production and refuelling of heavy road vehicles, on a 5,500 m2 site. Subject to approval of the environmental impact assessment, construction is expected to start in 2022 and be completed in 2026.

Comment: The terminal is part of the EU plan to build a Rhine-Danube transport corridor.
